Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The 6,000 sqm site was acquired by the joint venture partners in 2024. It is the largest amalgamated land parcel in the Sydney CBD and comprises eight individual sites fronting Castlereagh, Pitt and Liverpool Streets.&nbsp;

<a href="https://www.apartments.com.au/new-apartments/castlereagh-place-sydney-324-348-pitt-street-sydney-nsw-2000">Castlereagh Place</a> will transform an underutilised city block into a landmark mixed-use destination, anchored by two 82-storey towers comprising 607 luxury residences above an 8-level podium housing a 209-room luxury hotel. Billbergia, Metrics, approved for $3.5 billion Sydney skyscrapers

International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.

The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.

According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The inflation result the property market was waiting for

The <a href="https://theconversation.com/power-bills-can-fall-but-the-main-attention-must-be-on-affordability-accc-85734" target="_blank">preliminary report on energy prices</a> released last week by the Australian Competition and Consumer Commission (ACCC) suggests that the consumer watchdog is concerned about almost every aspect of Australia’s electricity industry. It quotes customer groups who say electricity is the biggest issue in their surveys, and cites several case studies of outrageous price increases experienced by various customers.
The report is long on sympathy about the plight of Australia’s electricity users. But the true picture is even worse – in reality, the ACCC’s assessment of Australia’s energy prices compared to the rest of the world is absurdly rosy.
Australia has internationally high energy prices
The ACCC quotes studies from the Electricity Supply Association and the <a href="https://studylib.net/doc/6673393/category-analysis-rin---australian-energy-regulator" target="_blank">Australian Energy Markets Commission</a> (AEMC) to compare electricity prices in Australia with those in other OECD countries. But the ACCC’s comparison is based on two-year-old data, and badly underestimates the actual prices consumers are paying.
The AEMC’s analysis assumes all customers are on their retailer’s cheapest available offer. This is an obviously implausible assumption, and gives a favourable impression of the price that customers are paying.
As <a href="https://theconversation.com/australian-household-electricity-prices-may-be-25-higher-than-official-reports-84681" target="_blank">previously pointed out on The Conversation</a>, the Thwaites review – which looked at customers’ actual bills – found that in February 2017 Victorians were typically paying A35c per kilowatt hour (kWh) – 42% more than the AEMC’s estimate. What’s more, we know that Victoria’s electricity prices are lower on average than those in South Australia, Queensland and New South Wales, and hence below the Australian average.
A part of this 42% gap – around 15% – is explained by the latest price increases that are not included in the ACCC’s comparison. But this still leaves a 27% gap between what the AEMC assumes and the evidence of actual prices.
This begs the question: why did the ACCC not recognise the widely known flaw in the AEMC’s analysis?
<h2>The real problem is overbuilt network infrastructure</h2>
The report estimates that rising network charges account for more of the price increase than all other factors put together. There is no doubt that network charges are a real problem at least in parts of Australia, although their significance relative to retailers’ costs is contested territory.
But why would distributors build far more network infrastructure than they need? And why have government-owned distributors built far more infrastructure than private ones, despite having no more demand?
The answer to this perplexing question is to be found in part in Australia’s “competitive neutrality” policy. This is Orwellian doublespeak for an approach that is neither neutral nor competitive.
Under this policy, government-owned distributors are regulated as if they are privately financed. This means that when setting regulated prices, the Australian Energy Regulator (AER) allows government distributors to charge their captive consumers for a return on their regulated assets, at the same level as if they were privately financed. That is despite the fact that private financing is much more expensive than government funding.
It’s no surprise that when offered a rate of return that far exceeds the actual cost of finance, government distributors have a powerful incentive to expand their infrastructure for a profit. This “gold-plating” incentive is a well-known in regulatory economics.
Regulators, the industry and their associations have explained higher spending on networks in a variety of ways: higher reliability standards; flawed rules; flawed forecasting of demand growth; and the need to make up for historic underinvestment.
But was there ever historic underinvestment? A 1995 article co-authored by the current AEMC chair concluded that distribution networks had been significantly overbuilt. That was more than two decades ago, government distributor regulated assets are at least three times bigger per customer now.
The chart below – based on data from the AER’s website – examines how the 12 large distributors that cover New South Wales, Victoria, Queensland and South Australia spent their money on infrastructure between 2006 and 2013. This period covers the last five-year price controls established by the state regulators, and the first control established by the AER. It was during this time that expenditure ballooned. The monetary amounts in this chart are normalised by the number of customers per distributor.

The first five distributors from left to right (and Aurora) were owned by state governments and the others are privately owned. A clear pattern emerges: the government distributors typically built much more infrastructure than the private distributors. And the government distributors focused their spending on substations, which are much easier to build (or expand or replace) than new distribution lines or cables.
We also know that the distributors’ spending on substations far outstripped the increases in the peak demand on their networks. The figure below compares the change in the government and private distributors’ substation capacity (the blue bars) with demand (the red bars) over the period that most of the expenditure occurred. Again, the amounts have been normalised by number of customers.

The gap in spending between government and private distributors is stark. It is also obvious that in all cases, but particularly for the government distributors, the expansion of substation capacity greatly exceeded demand growth - which hardly changed over this period (and is even lower now, per connection).
To put it in more tangible terms, as an average across the industry, peak demand between 2006 to 2013 increased by the equivalent of the power used by one old-fashioned incandescent light bulb, per customer. But government distributors expanded their substation capacity by more than one 100 light bulbs, per customer. The private distributors did relatively better, but still increased the capacity of their substations by the equivalent of about 30 light bulbs per customer.
My PhD thesis included econometric analysis that shows government ownership in Australia is associated with regulated asset values that are 56% higher than private distributors, and regulated revenues that are 24% higher, leaving all other factors the same.
To some, this evidence supports a “government bad, private good” conclusion. Indeed it was this line of argument that the Baird government in New South Wales used to justify its partial privatisation of two network service providers.
But in international comparisons of government and private distributors in the United States, Europe and New Zealand, no such stark differences are to be found. The huge disparity between government and private distributors is a peculiarly Australian phenomenon.
<h2>How we got here</h2>
This Australian exception originates in chronic policy and regulatory failure. As far back as 2011, the Australian Energy Market Commission (AEMC) heard a proposal that government distributors should earn a return closer to their actual cost of financing – a suggestion that would have reduced prices significantly and removed the incentive to gold plate.
In response, the AEMC said the regulations were consistent with the “competitive neutrality” policy. But this is not true: in the policy’s own words, it was designed to stop government businesses from crowding out competitors. Distributors are protected monopolies; they do not have competitors.
The AEMC also argued, somewhat bizarrely, that it was good economics for a regulator to assume that government distributors are privately financed.
This represents the triumph of an idealistic “normative” regulatory model in which regulators act on the basis of how the regulated entity should behave rather than how they actually behave.
But it would wrong to blame the AEMC alone for this failure. All of Australia’s key institutions and governments have agreed that government distributors should be regulated as if they are privately financed. For governments that own their distributors, this has been a wonderfully profitable fiction.
Therein lies much of the explanation for what is effectively, if I may call a spade a spade, a racket.
It is an indictment of Australia’s polity and so many of its economists that the 2011 Garnaut Climate Change Review stands alone, in a library of reviews, as stating this problem clearly. In fact, if you review last week’s report from the ACCC, you will not find a single distinction between the impact of government and private distributors.
And if you thought this was yesterday’s war, you would be wrong. Despite the mass of evidence, our regulators persist in the fiction that ownership and regulation should be independent of one another.
It is difficult not to lapse into despair about Australia’s energy policy morass. Despite the valiant attempts by many, a deeply entrenched culture of half-truths, vested interests, ideology and wishful thinking still characterises all too much of what emanates from the political and administrative leadership of this industry.
Some energy consumers – Prime Minister Malcolm Turnbull among them – will buy their way out of this problem through solar panels and batteries. But the poorest households and many business customers will increasingly be left carrying the can.

Sydney has a record 350 cranes constructing mostly residential apartments around the city.
Melbourne sits a distant second with around 150 cranes on the skyline, according to the RLB Crane index, published bi-annually by Rider Levett Bucknall.
Some 109 suburbs in Sydney currently have residential cranes. 
“Every single crane in the sky is more evidence of another home, another school, another hospital, another business in our capital,” NSW Treasurer Dominic Perrottet said.
Epping leads the Sydney residential count with 16, followed by Wolli Creek with 13, Parramatta with 10 and Burwood's nine. Mascot, Homebush, Lane Cove, Lewisham, Zetland, Leichhardt, Surry Hills, Ashfield, Auburn, Flemington, Meadowbank, Mosman, Ryde and Waterloo make up the top 18 construction localities. 
Apartment buyers are going to be spoilt for choice across NSW as the number of units under construction hits all time highs.
The number of new units under construction sits at 64,470 in NSW, up on the 17,100 long term average.
Until five years ago, the most apartments being built in NSW at any one time was 25,000.
There are also 17,845 new houses currently under construction in NSW, slightly higher then the 13,500 long-term average.
The volume of new housing stock under construction sits at "dizzying heights," the CoreLogic analyst Cameron Kusher suggested, noting the surge in stock is clearly being driven by units. 
"This is probably to do with the fact that many property purchasers in NSW can simply no longer afford houses particularly in Sydney so units become their only housing purchase option, Kusher added. 
This current construction surge is not confined to NSW as the Australian Bureau of Statistics calculated around 215,000 dwellings are under construction nationally, against the 10 year average of 153,000.
The national figure sees around 63,000 houses and 152,000 units under construction nationally against the long-run average of 48,000 houses and 39,000 units.
The building activity data coincides with data showing the large increase in population fuelling housing demand.  
It has been calculated 1650 new people have been calling Sydney home every week since 2011.

Over the past two years the Reserve Bank has regularly highlighted the potential risks posed by the large pipeline of apartment construction, but interestingly only in Melbourne and Brisbane where new apartments have represented a larger proportionate addition to supply.
Last week the RBA's latest Financial Stability Review did however note reports of small declines in prices in "a few" Sydney apartment development projects.

Substantial additions to the stock of apartments in particular locations certainly raise the possibility of price falls or subdued growth as the new stock gets absorbed. 
So off the plan buyers approaching settlement will need to realise that tighter financing conditions are sometimes seeing valuations below the purchase contract price.
They will need to look around for finance and come up with a bigger deposit, possibly as much as 30 percent.
There are going to be suburbs that fare better than others when it comes to holding their value.
It is important to note the surge in unit stock takes time to build and the delivery of more stock can be slowed considerably.

The NSW Land &amp; Environment Court has refused RDA Property Group's appeal to build seven more units at its Bronte Place apartment project on the controversial former Bronte RSL site.
RDA, headed by the former fashion identity Danny Avidan, sought an intensification of the project at at 109-113 Macpherson Street, which had been previously approved for 21 apartments last year.
RDA lodged a revised development application last December, which was refused by Waverley Council.

Danny Avidan loses L&E Court appeal on controversial Bronte RSL site intensification

Westpac, Australia's second-largest lender, has cut its rates for first-time home buyers and investors.
Its affiliates St George, Bank of Melbourne and BankSA are also cutting fixed rates.
The campaign comes mid-spring in the peak residential selling season. Based on Westpac’s credit criteria, residential lending is not available for non-Australian resident borrowers. The offer commences 23rd October 2017 and is only available for a limited time.
They are also targeting a revival in first-time home buyers encouraged by state government stamp duty cuts amid less competition from investors and overseas buyers.

<div>Interest-only loans are excluded from the offers, Fairfax Media noted.</div>

The latest cuts include increasing the two-year introductory offer discount on Flexi First Option home loan from 71 basis points to 84 basis points for the first two years.
The headline rate will be 3.75 per cent which at the end of the term will roll into the product's base rate, which sits currently at 4.59 per cent.

The market within the Port Macquarie area is still receiving strong activity from home owners, but the recent rapid price increases have slowed, according to a recent report by valuers, Herron Todd White.
Recent sales show a trend of home owners purchasing new residential properties in the outer suburbs of Port Macquarie within new subdivisions.
"Here the land component is less expensive than the beachside suburbs with blocks ranging from $210,000 to $240,000," HTW noted.
Older standard and more centrally located 3-bedroom, 1-bathroom dwellings are proving to be popular with the first home buyer section, however steep competition earlier in the year has caused rapid increases in prices.

HTW noted that the investor market has "somewhat cooled" with rental returns within the township of Port Macquarie decreasing slightly and allowing entry level owner-occupiers to be more active within the sector. 
Houses within the middle range are still selling well with many of these properties being more suitable for middle to high level income families. 
A high percentage of these houses include pools, indicating that family friendly houses are being sought after within the region.
"Generally though, as investor activity has dropped off, owner-occupier activity has increased and overall market activity has lessened slightly during the second half of the year to date.
"Come springtime the markets tend to pick up again."

Port Macquarie district house price growth slows

As housing affordability in Melbourne continues to be a major issue, buyers are looking to regional areas as a way to get their foot in the property market. 
The valuation firm Herron Todd White says the Melbourne buyer has entered the Ballarat market targeting centrally located properties.
They especially want properties within close proximity to the railway station.
Soldiers Hill situated north of the railway station has experienced steady growth over the past year with the median house price in April 2017 at $365,000 up from $318,000 the same time last year.
A three-bedroom house at <a href="https://www.realestate.com.au/sold/property-house-vic-ballarat+central-126481234" target="_blank">504A Urquhart Street</a> (above) in Ballarat has sold recently for $330,000. It was transacted through Damien Larkin and David Morrison of Ballarat Real Estate.
A three-bedroom house at <a href="https://www.realestate.com.au/sold/property-house-vic-ballarat+central-126427158" target="_blank">83 Peel Street South</a> in Ballarat Central was snapped up for $275,000. The selling agents were Mark Nunn and Chris McAteer of Buxton Ballarat.

HTW noted market confidence in Ballarat continues to rise with the State Government moving 600 jobs to the Ballarat Civic Hall site in 2020.
It also noted upgrades to the railway line to decrease commuter time to Melbourne and redevelopment of the Ballarat Station precinct had assisted buyer interest in the town. 
"July 1 saw the commencement of the new First Home Owner’s Grant, with stamp duty concession on existing dwellings under $600,000 and an increased incentive to newly built homes. 
"In the lead up to July 1st, first home buyers withdrew from the market waiting to cash in on the government incentives," HTW noted. 
"As the financial year clicked over, central areas of Ballarat experienced the greatest growth in prices. 
The volume of vacant land sales spiked in new residential estates as of July 1.
 Ballarat has no shortage of vacant land for sale with new residential estates offering land in Bonshaw, Lucas, Delacombe and Alfredton. 
HTW noted prices have eased for land due to the oversupply over the past few years.

First home buyers are significantly active in Albury-Wodonga, according to the valuation firm, Herron Todd White.
Its first home owners appear to be enticed by their first home being a new home and often this is achievable if they have been living at home or renting affordably whilst saving a deposit. 
However, recent increases in vacant land prices may have given rise to first home owners reconsidering existing dwellings as their starting point, HTW noted.

It noted the detached dwelling sub $200,000 market diminish significantly, in most part due to investors rather than home owners.
"First home owners appear reluctant to buy the basic starter house despite a good supply of dwellings available sub $300,000. 
"Upgraders seem to be on the move with better prices being achieved for basic housing stock and they are paying more as a result for the next home or trying to keep the first home as well."

First home owners have options in Albury-Wodonga and a budget of between $280,000 to $350,000 will secure a detached dwelling in a new housing estate or sub $300,000 budget gives options in the existing dwelling market.

The upgraders’ budget is around $350,000 to $450,000 depending on the property they are jumping up from and can be spread evenly between new and existing stock.
 The forever home owner has the largest budget range of between $500,000 to $800,000 which may be a build or fully renovated dwelling. 
The downsizer’s budget may also be dependant on where they have divested and is usually between $400,000 and $600,000 - low maintenance, central, all done or ready to tackle major renovation in prime locations with cash to spare. 
HTW noted the last two categories are experiencing competition from many cashed up ex-Sydney or Melbourne relocators and the lower end of market is facing competition from out of town investors. 
Around Albury-Wodonga 85% of dwellings are detached, with the remainder semi-detached with very few units. 
The new housing stock is predominantly 3- to 4-bedroom, 2-bathroom detached dwelling on varying allotment sizes.
There have been some new developments completed with small allotments with a mix of homeowners and renters occupying these dwellings.
HTW noted there was also a recent spike in duplex construction usually with configuration of 3-bedrooms and 1- or 2-bedrooms, although the majority were marketed and sold to the investor market.
"Overall, probably due to the expectation of living in the country, a detached dwelling is preferable, in plentiful supply and still top of mind for most home buyers."

The Toowoomba and surrounding residential property market remains steady at present, according to the valuation firm, Herron Todd White, with low sales volumes widespread across all sectors. 
Being one of the more affordable regional locations in Australia, Toowoomba offers an opportunity for first home buyers in the sub $450,000 segment.
"Toowoomba and surrounding suburbs offer an opportunity for many different types of home owners, with various industry and job opportunities, a central hub location, a diverse property market and varying segments.
HTW noted while lending has tightened and property ownership has become more difficult, there are still good opportunities in the Toowoomba region.
"Strategies such as joint ownership can also bring affordability to young people getting their foot in the ownership door and out of the rental market," their recent report noted.

The typical product attractive to first home buyers tends to be in the sub $450,000 segment, being new 2- and 3-bedroom units as well as 3- and 4-bedroom houses located in active investor areas in the western suburbs of Toowoomba and satellite suburbs such as Cambooya and Wyreema. 
"The other trending option is to buy older housing in more established areas."

Noting families generally seek slightly different properties to first home buyers, with a focus on more space (i.e. 4-bedroom houses), bigger back yards and close proximity to schools, HTW noted this type of housing was found throughout Toowoomba, Highfields and Westbrook in the sub $600,000 segment.
Empty nesters seem to stay put in the family home or down-size to unit or villa living and seem to fill the higher priced property segment.

"Attached housing and detached housing on small lots are tending to grow in popularity throughout the Toowoomba area, particularly in the older areas close to the CBD. 
"The dream of having a big back yard appears to be changing.

"This type of product may be attractive to empty nesters looking to downsize for maintenance and convenience reasons."
It noted attached housing is also becoming more appealing to first home buyers for affordability. 
"This product is often more suited to home buyers than investors due to costs for the location and resulting returns on capital."
HTW advised the sector most active is upgraders looking toget into a bigger house or a more desirable location. 
Properties in areas such as Rangeville, Middle Ridge, East Toowoomba and Mount Lofty seem to be what is sought after by this sector.

Toowomba's affordability sees sub-$450,000 FHB buying

The sustained low interest rate environment in Australia continues to drive yield compression in investment property with sales pushing well below 5% and in some cases 4%. 
While this is frustrating for local buyers looking for safe investment opportunities and great for sellers, the question is where is it all going?
Holden Capital’s Construction Finance Market Update for Spring/Summer 2017 tried to figure that out.
The consensus of opinion amongst most economic observers seems to be that for as long as Australia continues to be identified as a safe and stable economy, quality property assets will continue to attract foreign investment. Compared to other competing stable economies, our property sector provides solid returns for investors chasing reliable income with strong WALE’s. 
As a consequence the short to medium term outlook appears to be more of the same with local investors forced to look for bargains amongst lesser investment grade stock and yields could potentially tighten further.
With strong competition for quality tenants driving yield compression in large format retail centres, regionals and the key commercial sectors, the prospects for investment outside of these prime assets is likely to be characterised by local investors targeting more affordable investments and the refurbishment/ gentrification of areas previously passed over in order to reduce capital costs. Volatile stock markets, low interest rates and continuing foreign investment will also continue to drive yield compression so the question is, is there a change on the horizon?
Recent press has seen some commentators forecast the potential for interest rate rises in 2018 on the back of easing concerns around the strength of the underlying economy.
"We take the view that while there continues to be pressures on SME profits, household income growth remains weak and general consumer confidence poor, interest rates are unlikely to show signs of increasing for some time to come," says the market update.
As the squeeze on development funding due to APRA's restrictions began to bite, banks turned their attention to what they could continue to lend against and that was property assets which are income producing.
Investment lending against offices, retail, industrial sectors, hotels, etc forms part of the “Commercial” loan portfolio of a bank and while the regulator would like to see overall exposures kept below 10% of their balance sheets, there was scope for them to in some cases actually grow their exposure and then maintain it in line with their balance sheet growth.
“The emerging challenge for them however, has been that many overseas investors who are acquiring property are chasing a positive yield differential as they view the returns more like annuities so their intention is to hold long term, while in some cities a number of commercial buildings are being converted into residential projects,” says the update.
The weight of this additional capital inflow and demand from these overseas property investors (pension funds, investors and sovereign funds to name a few) aided by local demand has been a key driver of strong commercial property sales in an already low yield investment environment and, has led to a dramatic level of yield compression across these investment sectors.” 
This in turn has raised concerns about overvalued property prices relative to historical benchmarks leading to suggestions of value bubbles and the future sustainability of the values and as a consequence, the banks debt ratios. As to how this will resolve itself is difficult to predict with the extreme being a significant reduction in values at a future date but the more likely outcome is a smaller realignment combined with a significant period of stagnation in values. 
Either way, the banks are playing close attention to these issues and will be looking to avoid a situation where a major realignment would adversely affect their clients but more particularly their ability to remain compliant with APRA’s lending guidelines. All of which serves to demonstrate how the combination of regulatory constraints and concerns around rapidly appreciating values has resulted in a slowdown in investment lending by the major banks.

Funding options outside of that sector are somewhat limited. In the recent past, Mortgage Funds provided the bulk of non-bank investment loans however the GFC saw a large number of these players exit the market and the remaining funds have limited capacity and or appetite. Unlike the development finance space where many small private funds have emerged to take advantage of the increased returns (and risk) on offer, there have been few new significant funding sources emerge to fill this void.
As always, there has also been a flight to quality by banks and other lenders seeking to improve the risk profile of their loan portfolios, so while the strong sponsors are being serviced, the gap is widening between them and the rest of the market. 
Investment banks, hedge funds and opportunistic funds have increased their presence as funders of development property transactions, however the very nature of their return hurdles means that term debt is not a strongly targeted investment class. There are options out there, however the challenge is to understand who can fund and what the terms are (pricing, tenure, etc) as the market evolves. 
“So to sum up, the investment lending landscape is not dissimilar to the construction finance sector with similar pressures and again, they are pressures that are not going to change overnight so it pays to have the right advice and support when you are thinking of raising debt for a new acquisition or refinancing,” it says.
