<p>International developer&nbsp;<a href="https://www.apartments.com.au/developers/spg-land">SPG Land</a> is preparing to re-launch its long-awaited $1.5 billion <a href="https://www.apartments.com.au/new-apartments/paradiso-place-surfers-paradise-103-ferny-avenue-surfers-paradise-qld-4217">Paradiso Place</a> development at Budds Beach, bringing a new price point to the Surfers Paradise apartment market.</p>

<p>The developer will release one-bedroom apartments from $825,000 and two-bedroom apartments from $1.24 million in the three-tower development.</p>

<p>According to Urbis, the starting price for the two-bedroom apartments is more than $400,000 below the weighted average sale price for comparable two-bedroom apartments in Surfers Paradise during 2025, which was pinned at $1.7 million.</p>

<p>ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.</p>

<p>The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.</p>

<p>They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.</p>

<p>Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>


The inflation result the property market was waiting for

<p>In the race to adopt electric vehicles, Australia is <a href="http://www.tai.org.au/sites/defualt/files/P233%20If%20you%20build%20it%20they%20will%20charge%20FINAL%20-%20October%202017.pdf" target="_blank">sputtering along in the slow lane</a>. Rather than growing, Australian sales of electric cars are actually in decline. In 2016 they represented just <a href="http://www.fcai.com.au/sales/cars" target="_blank">0.02% of new car sales</a> – even lower than in 2013.</p>
<p>Contrast that with Norway, the country with the highest levels of electric car adoption. <a href="http://www.eafo.eu/europe" target="_blank">Almost 30% of new cars sold there in 2016 were electric</a>.</p>
<p>Why are Australian motorists rejecting electric cars while those in other advanced economies are <a href="http://www.eafo.eu/europe" target="_blank">embracing them</a>? As the National Roads and Motorists’ Association (NRMA) has <a href="http://thehub.nrma.com.au/drive/what-you-need-know-about-electric-cars" target="_blank">previously pointed out</a>, high vehicle prices are an obvious barrier. But that is only part of the answer.</p>
<p>Our current research, in which we used online questionnaires to survey Australian motorists’ attitudes to electric vehicles, suggests that a comprehensive network of recharging stations, particularly on popular intercity routes, is essential to encourage drivers to go electric. This seems to be even more important than subsidising the cost of the cars themselves.</p>
<p>Rechargers on highways, in country towns and at service centres need to be fast and convenient, so that motorists aren’t <a href="https://www.scientificamerican.com/article/fast-charge-plugs-do-not-fit-all-electric-cars/" target="_blank">unduly delayed</a>. Without the right charging infrastructure, there is no foundation to allow Australian motorists to go electric with confidence.</p>
<p>The average Australian motorist drives 36km per day for all passenger vehicles (see table 8 <a href="https://www.propertyobserver.com.au/http://www.abs.gov.au/ausstats/abs@.nsf/mf/9208.0">here</a>). This is well within the <a href="https://www.greenvehicleguide.gov.au" target="_blank">range of modern fully electric vehicles</a> – more than 150km for the models on sale in Australia – and actually less than Norwegians, who drive <a href="https://www.toi.no/getfile.php?mmfileid=43161" target="_blank">more than 40km a day on average</a>.</p>
<p>Norwegian drivers also enjoy the <a href="http://www.theicct.org/sites/default/files/publications/ICCT_GlobalZEVAlliance_201509.pdf" target="_blank">highest proportion of rechargers in the world</a>. But on another criterion the world leader is Estonia. It’s credited as the first nation to build a <a href="http://elmo.ee/elmo/" target="_blank">country-wide network</a>, with a recharging station every 50km on major roads, and one in every town with a population of at least 5,000.</p>
<h2>Bumps in the road</h2>
<p>Every country that has successfully adopted electric cars has done so by providing an effective recharging network. But we can learn from what has gone wrong in some of these places too.</p>
<p>Our research suggests that governments need to ensure that recharging stations work for motorists, rather than just for the network providers. Recharge points should have standardised fittings, easy payment options such as credit and debit card facilities, and prompt maintenance – all features of existing fuel stations.</p>
<p>Imagine if you could only fill up with petrol by pre-registering with a network, such as Caltex or Shell, and making sure you had paid in advance before taking a long trip. It sounds ridiculous, but that is the situation electric motorists face in some places.</p>
<p>Britain has multiple subscriber-only recharging networks, which frequently have chargers that are out of order. Recently, sales of fully electric vehicles have stagnated and it has only been a surge in sales of plug-in hybrids that <a href="http://www.eafo.eu/content/united-kingdom" target="_blank">boosted sales to 1.45% in 2016, up from 1.09% in 2015</a>.</p>
<p>California has solved that problem by introducing <a href="http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201320140SB454" target="_blank">legislation</a> to ensure that motorists don’t have to join a network and can pay for the electricity by credit card. As a result of this and other measures, such as <a href="http://www.theicct.org/sites/default/files/publications/ICCT_EV-promotion-US-cities_20150729.pdf" target="_blank">privileged lane access and support for workplace recharging</a>, electric cars now represent <a href="http://www.latimes.com/business/autos/la-fi-hy-electric-vehicles-20170517-story" target="_blank">4.8% of Californian car sales</a>, far outstripping the <a href="https://insideevs.com/monthly-plug-in-sales-scorecard/" target="_blank">US average of 0.9% in 2016</a>.</p>
<p><a href="https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201320140AB2565" target="_blank">Another Californian law</a> ensures that the 40% of Californians who live in rental properties can <a href="http://cleantechnica.com/2014/08/31/california-bill-renters-install-electric-car-charging-stations/" target="_blank">recharge their cars at home</a>. As Australians are increasingly living in high-rise developments, ensuring car parks have the capacity to recharge cars overnight will be critical. The technology exists to enable separate billing for each car, so making sure strata management allows installation will be essential for people in units and flats to adopt this low-polluting technology.</p>
<p>Introducing such legislation will be a necessary first step. China <a href="https://www.bloomberg.com/news/articles/2017-09-%2010/china-s-fossil-fuel-deadline-shifts-focus-to-electric-car-race-j7fktx9z?mc_cid=5b63d2c68d&amp;mc_eid=5fb912b537" target="_blank">recently announced</a> that it is working towards a timetable to end production and sales of internal combustion engine vehicles. It’s a good example, which Australia would be wise to follow.</p>
<p>This will be critical if we are to reduce transport-related emissions, toxic air pollution and noise, and improve our fuel security in the face of increasingly unstable geopolitical circumstances and our <a href="https://theconversation.com/running-on-empty-australias-risky-approach-to-oil-supplies-23619" target="_blank">growing dependence on imported fuel</a>.</p>
<p>Without an adequate recharging network, Australian motorists risk being left in the rear-view mirror as the rest of the world’s drivers go electric. With electric cars forecast to reach <a href="https://www.bloomberg.com/news/articles/2017-07-06/the-electric-car-revolution-%20is-accelerating" target="_blank">price equivalency with petrol cars by 2025</a>, we need to help Australians overcome their anxieties about running out of charge before they reach their destination.</p>
<p>Governments can do this by mandating a comprehensive open-access recharging network to speed the uptake of electric vehicles. We won’t be able to fix the problem overnight but we have to get started. There is no shortage of other countries to look to for ideas.</p>

Why is Australia so slow at adopting electric cars?

<p class="p1">Darlinghurst’s Tropicana Caffe – better known for being the birthplace of the world’s largest independent film festival, Tropfest – has sold before auction for $6 million on a tight 4.2 per cent yield.</p>
<p class="p1">The property was on the market for only 10 days before it was snapped up by an Australian expatriate, unconditionally, two weeks before its scheduled auction.</p>
<p class="p1">The Victoria Road café site shot to fame in 1993 when actor John Polson approached then restaurant owner Sergio Tezzo with the idea to host 200 guests for an amateur short film evening in the café named Tropicana Short Film Festival.</p>
<p class="p1">The film festival has moved recently to Parramatta Park and its name has been shortened to ‘Tropfest’.</p>
<p class="p1">The selling agents were LJ Hooker Commercial’s Steven Kruyer and James Griffiths.</p>
<p class="p1">“The Caffe is known as the birthplace of the short film festival. But - in its own right - it’s been a staple of Darlinghurst’s dining scene for almost three decades,” Kruyer said.</p>
<p class="p1">He added that the buyer was drawn to the security the investment offered, especially with the recent purchase of the business by Tonci Farac, the former owner of Wildfire Restaurant in Circular Quay, who has taken a long-term lease on the building. Duncan Thompson, a long-term member of Bill Granger’s restaurant team, will be managing the restaurant.</p>

Darlinghurst cafe where film festival Tropfest was born snapped up before auction by expatriate

<p class="p1">Two residential properties in the historic suburb of Millers Point, including Sydney’s first ever walk-up apartment building and an entire row of period terrace duplexes, will be sold through auction on December 14.</p>
<p class="p1">There is <span>a price guide of $9 million to $9.5 million, which will be the second most expensive Millers Point disposal, after a block of 12 apartments at 44-48 Merriman Street and 56-62 Bettington Street sold for $12.3 million in 2016.</span></p>
<p class="p2">They are being sold off by Property NSW on behalf of Family and Community Services as part of the Millers Point sales programme to fund social housing. So far, the sales have delivered more than $467 million.</p>
<p class="p2">As of August, 655 new social housing dwellings have been completed and 422 dwellings are under construction, Property NSW said in a media release.</p>
<p class="p2">‘Stevens Buildings’ at 73 Windmill Street (picture above) is of architectural importance and is recognised by the NSW Trust as the first residential apartment building to be constructed in NSW.</p>
<p class="p2">Designed by renowned architect Joseph Alexander Kethel (1866-1946), the heritage building sits on a 1,802 sqm site and comprises 11 apartments (nine x one bedroom and two x two bedrooms) capturing views of the Sydney Harbour Bridge, Garrison Church and Observatory Hill.</p>
<p class="p2">It was built in 1900 as a boarding house on the site of the former ‘Live and Let Live Hotel’ and was the first walk-up block of flats in Sydney.</p>
<p class="p2">Some apartments offer dual aspect and flow through. All have open balconies with the ground floor with its own courtyard.</p>
<p class="p2">The other building, 74-80a High Street, comprises eight two-bedroom period terrace duplexes divided into two blocks each comprising four apartments on a 539 sqm island site. <span>74-80a High Street is expected to fetch about $8 million to $8.5 million.</span></p>
<p class="p1">The block is one of a group of early twentieth century workmen’s apartments built by the Sydney Harbour Trust in the early 1900’s.</p>

Sydney’s first walk-up block of flats for sale in Millers Point

<p>Ocean Dunes, the golf course on King Island in Bass Strait, has been listed for sale.</p>
<p>Colliers International's Guy Wells and Comac Property Group's Paul Mason have been appointed to broker the Bass Strait property. Offers close December 6.</p>
<p><a href="http://www.colliers.com.au/162029/" target="_blank">The golf course</a>, ranked fourth best in Australia by <em>Golf Australia </em>magazine, was developed by a group of Victorian-based investors and golfing enthusiasts.</p>
<p>The 18-hole course includes the King Island hotel. The 190-hectare property includes a site next to the course set aside for further development.</p>
<p>It comes with a permit to develop 21 motel suites.</p>
<p>The Cape Wickham Golf Course on King Island was bought by a Vietnam-based investor for $16 million earlier this year.</p>
<p>The Cape Wickham course was ranked the 24th best golf course in the world by<em> Golf Digest </em>in 2016.</p>
<p>It was put up for sale by Australian Ratings (now Standard &amp; Poor's Australia) founder, the property developer Duncan Andrews.</p>
<p>The buyer is a company called Cape Wickham Golf Links Pty Ltd, is wholly owned by Ekaterina Kolmakova from Hanoi in Vietnam.</p>
<p>The sole director of the company is Sydney-based Richard Nebauer, the Australian Financial Review noted recently.</p>
<p>Cape Wickham, which opened in October 2015, was a collaboration between US architect Mike DeVries and Australian golf writer Darius Oliver.</p>
<p>King Island, is a forty minute flight from Melbourne, set between Victoria and Tasmania.</p>
<p>It is renowned for its fresh produce and increasingly its world standard golf courses.</p>

<p>Adelaide's landmark 1880 water tower offering certainly stood out among the weekend auctions.</p>
<p>The seven level Semaphore property had been been listed for sale by the Stibr family for the first time in four decades.</p>
<p>Set 14 kilometres north west of Adelaide, the water tower home is currently three bedrooms and two separate self-contained units.</p>
<p>The expansive top floor takes in 360 degree views over the whole of the city, beach and hills.</p>
<p>It sold for $1.2 million at weekend auction. <a href="https://www.realestate.com.au/property-house-sa-semaphore-126567366" target="_blank" rel="noopener noreferrer">The tower</a> (picture above) was knocked down to a Sydney insurance broker, Daniel Johnson and wife, Virginia who haven’t made any firm decision on what they will do with the property.</p>
<p>“We want to make it the amazing place it could be,’’ Mr Johnson said.</p>
<p>"It could be an art gallery with a restaurant. It could be accommodation," they told the Adelaide Advertiser.</p>
<p>Adelaide had a 65 percent success rate across its 126 auctions, virtually unchanged from the prior weekend's 64.1 percent across 129 auctions, and pretty much the same as this time last year.</p>
<p>But with the weakening in Sydney and to a lesser extent in Melbourne, Adelaide's weekend success rate sat third among the capitals, behind Canberra's 72.9 percent success rate with Melbourne in second place with 71.4 percent of its auctions finding buyers.</p>
<p>Adelaide had the nation's cheapest sale when <a href="https://www.realestate.com.au/property-house-sa-hackham-126682466" target="_blank" rel="noopener noreferrer">29 Grenache Road, Hackham</a> sold for $239,000.</p>

<p>In Canberra, 125 auctions were held with prices ranging from $348,000 at Bruce to $1.73 million at Red Hill.</p>

<p>There were 2,894 auctions held across the combined capital cities returning a preliminary national auction clearance rate of 66.5 per cent.</p>
<p>Clearance rates have continued to track below 70 per cent since June the year, CoreLogic's auction analyst Kevin Brogan noted.</p>
<p>Brisbane, with only 45.7 per cent of auctions cleared, was the weakest capital city. Its sale ranged between $295,000 at Woody Point and $1.1 million at Kedron.</p>

<p>Melbourne had the nation's top sale when $6.4 million was paid for a Toorak offering through RT Edgar.</p>
<p>The likely knock-down at <a href="https://www.realestate.com.au/property-house-vic-toorak-126537138" target="_blank" rel="noopener noreferrer">22 Lansell Road</a> had $5.5 million to $6 million pre-auction price guidance.</p>

<p>Sydney returned a preliminary auction clearance rate of 64.4 per cent this week, rising from last week’s revised final 59.8 per cent result, while one year ago 81.4 per cent of Sydney homes taken to auction were successful.</p>
<p>Auction volumes decreased week-on-week, with 1,089 auctions held this week, down from the 1,232 held last week.</p>
<p>The Ryde sub-region of Sydney recorded the highest preliminary clearance rate this week, with 88.6 per cent of the 49 auctions held reporting as sold.</p>

<p>Perth’s clearance rate of 61.9 per cent across 39 auctions was amongst its highest recorded this year. Over the same week last year, the Perth clearance rate was a lower 37.5 per cent, and 43 auctions were held.</p>
<p>Perth's top notified result was <a href="https://www.realestate.com.au/property-house-wa-victoria+park-126677750" target="_blank" rel="noopener noreferrer">$1 million at Victoria Park</a> when a four bedroom renovated house sold through Boston &amp; Co.</p>

<div>Sydney alone created nearly 500,000 jobs jet over the past decade, with the inner suburbs accounting for a disproportionately high share of the employment growth.</div>

<div>Between 2011 and 2016, total Sydney employment boomed by 342,000, while employment in regional New South Wales went backwards, falling by 17,000. </div>

<div>Drilling down a level, Rawnsley found that employment growth has become more heavily focused on the inner cities of the largest metropolises, especially Sydney and Melbourne. </div>

<p>The marriage of old and new can be a difficult process, particularly when the existing structure has intrinsic heritage value.</p>

<p>In previous times Fitzroy's 237 Napier Street served as the home of furniture manufacturer C.F. Rojo and Sons. Taking root during 1887, Christobel Rojo oversaw operations though over time the site would become home to furniture manufacturer Thonet.</p>

<p>As with many significant buildings around Fitzroy, 237 Napier Street would see a new purpose as housing stock with DealCorp going about redeveloping the existing building into C.F. Row...and an impressive outcome it is! C.F. Row is the quintessential inner suburban red brick exterior facade melded with new dark-toned additions that provide contrast, albeit on a visually pleasing level.</p>

<p>Works began on the project at the beginning of 2016, with all bar a ground floor tenancy fit-out completed. Internally the townhouses span between 143sqm and 167sqm.</p>

<p>C.F. Row's apartments are set to the south of the site, directly behind the C.F. Rojo and Sons facade, with an indented level above the historic structure providing a break between old and new form. Conversely, the SoHo townhouses sit in behind the 'restored' northern facade, with a contemporary addition also adjacent. </p>

<p>Both buildings are separated by an east-west passage which also provides additional light penetration and a secondary perspective aside from those facing directly away from the site.</p>

Row is an effective marriage between old and new, and in many ways mirrors the <a href="http://riverlee.com.au/projects/jaques-richmond-stage-1">Jaques Richmond Stage 1</a> redevelopment in colour palette, size and composition. The earthiness and relatability of low-rise red brick facades cannot be underestimated and is perhaps a reason why they are so popular in contemporary designs in areas such as Richmond, Collingwood and Fitzroy.</p>

<p>Historic elements to three sides, scale, location, history and a complementary material palette; C.F. Row simply wins on numerous levels.</p>

<p>In my opinion, it is certainly one of, if not Melbourne's most visually satisfying new addition of 2017.</p>

<p>Dwelling investment appears to have peaked earlier than previously anticipated, according to the RBA's latest statement on monetary policy.</p>
<p>"Although the significant pipeline of work still to be done should mean that the level of residential construction activity remains high over the next year or so, dwelling investment is not likely to contribute to GDP growth over the forecast period," it advised. </p>

<p>Bank liaison with developers indicates that demand for off-the-plan apartments in the major east-coast cities has moderated, reflecting weaker demand from foreign buyers and domestic investors.</p>

<p>The statement acknowledged one of the key sources of uncertainty for the forecasts is the outlook for the labour market.  </p>
<p>It also suggested weaker-than-expected growth in housing prices or changes in expectations about the likely path of interest rates could also lead to weaker consumption growth than is currently forecast.</p>
<p>The statement sets out the Bank's assessment of current economic conditions, both domestic and international, along with the outlook for Australian inflation and output growth.</p>
<p>It noted conditions in established housing markets have eased in recent months.</p>

<p>Conditions remain strongest in Melbourne; vendor discounts and days on market continue to point to very strong conditions, although housing price inflation and the auction clearance rate have declined a little.</p>
<p>"The more pronounced slowing in the Sydney housing market relative to Melbourne may reflect the higher share of investors in the Sydney market; the flow of loan approvals to these buyers has slowed since the beginning of the year."</p>

<p>Housing prices in Sydney are also higher, so affordability could be more of a constraint than in Melbourne.</p>
<p>Higher migration flows to Victoria, both from overseas and interstate, are also supporting the demand for housing, it noted.</p>

<p>Housing prices have declined a little further in Perth, where the rental vacancy rate has increased to its highest level since 1990, driven by the slowing in population growth.</p>

Three charts that helped the RBA make its Cup Day decision

<p>A result that will surprise a few observers, with the Commonwealth Bank of Australia reported unaudited cash earnings of around $2.65 billion for the quarter, up by +6% on improved margins. </p>
<p>There were seasonal declines in personal loans and credit card arrears.</p>
<p>An interesting point of note was that 90-plus day home loan arrears were tracking at 0.59%, marginally lower from the preceding quarter. </p>
<p>CBA noted that 90-plus day home loan arrears have declined slightly over the past few years to 0.48% when the state of Western Australia is excluded.</p>
