ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

There is little doubt the Sydney auction market has started out a lot better in February, than it finished off last December.
At this stage, four weeks in, the positivity has been more evident from the auction clearance rate being on the rise, than prices making any advances.
February typically suffers none of the inbuilt end of year fatigue. Saturday's preliminary clearance sat at over 70 percent.
You never know, but prices could spurt again, especially if our fresh stock levels stay low after the upcoming early Easter break, and the banks begin to ease up on their lending.
It would not be a second wind for prices, because we've already seen that many times, just when the market seemed destined to head backwards.
Sydney is highly resilient when it comes to property price momentum, often catching forecasters out of step.
I was thinking of the contributing mix, intrinsic and not so, when I popped a few questions to Harry Dent, one of the world’s most controversial economic futurists.
He is currently touring Australia. Last time he toured in 2014, Dent's worst case scenario was for a post-China bubble burst impacting on Sydney with property prices possibly set to collapse by as much as 60 percent.
His controversial forecasts were labelled as scaremongering by many commentators including Chris Joye.
Dent's earlier 2011 crash forecast also saw the founder of wealth manager Yellow Brick Road Mark Bouris counter the claims. 
In 2011 on David Koch’s Sunrise program, Dent urged viewers to sell their homes before the 50 percent crash in prices arrived at their doorsteps after a China crash hits our shores.
He will be pursuing the same message this time around.
I told Dent that dwelling prices in Sydney now sit at around a $895,000 median, up from $610,000 in early 2014.
The median represents a significant 46 percent rise since Dent's last warning, and an 80 percent rise since his 2011 warning.
Pressed by me, Dent admits he was wrong through he sticks to the yet-to-occur outcome, merely adjusting the timing of his dire forecast.
"I was wrong, how about that," he said.
"I'm early."
Australia will burst whenever the China bubble bursts, he says.
Dent warns many won't see it coming, and adds that real estate, unlike the stockmarket, won't have any easy escape route, and its recovery will take much longer.
"This is not a normal bubble," he suggests noting the global real estate bubble had extended well beyond typical lengths.
He argues the global bubble has been caused by central banks printing money, not just low interest rates.
Dent says suggests central banks can't keep printing money for ever.
"What's not different is by every measure, is these are bubbles.
"Chinese real estate is a bubble.
"The Sydney real estate is a bubble." 
"Better to get out a little early," he will be telling his 2018 audiences.

Harry Dent says he was early with his dire Sydney price collapse forecast

Infrastructure Australia's (IA's) recent release of its Future Cities paper included 15 recommendations which overwhelmingly called for the Federal Government to play a greater role in the growth of our cities and similarly, the recommendations called for a paradigm shift.

The federal agency like its state counterpart, Infrastructure Victoria, highlighted road pricing and the need for it to change and there were other cross-over themes like sweating existing transport &amp; social infrastructure assets as well as calling for an end to the business-as-usual development of Australia's cities.

Future Cities also calls on governments to shift toward greater investment in public transport.

[Recommendation] 8: Australian governments should increase investment in public transport infrastructure in cities experiencing significant population growth.

Investment in mass transit is crucial to reducing congestion, increasing accessibility and reducing the rate of emissions growth. This is particularly relevant for higher density areas where space is limited.

<li>High capacity public transport trunk routes linking key centres and transport nodes</li>
	<li>Regular and reliable feeder public transport routes, designed to connect to trunk routes and maximise the reach of the network</li>

In Melbourne's case, the first dot point is something that needs to be explored in greater detail.  For instance, there's an obvious key centre that the Public Transport network serves incredibly well and one that has a good 20 years worth of new investment that could occur to increase capacity.

That's the CBD and adjacent areas along with the well-publicised Network Development Plan, but what other places in metropolitan Melbourne could we justifiably call a 'key centre'?

The Victorian Planning Authority is a good start - it designates Monash, La Trobe, Sunshine, East Werribee and Dandenong South as National Employment and Innovation Clusters.  These are areas which have high amounts of existing employment spaces as well as serving as regional precincts for other social infrastructure &amp; services like hospitals and education facilities.

Coincidentally, the Victorian Planning Authority is set to complete the major masterplan work it has been conducting over the past two years at the Monash, La Trobe and Sunshine National Employment and Innovation Clusters.

As part of testing the performance of the transport network against Infrastructure Australia's three city growth scenarios, various road and public transport projects were used in the models - the West Gate Tunnel, Melbourne Metro, Level Crossing removals - and curiously even projects like the East-West Link.

One large public transport project which was not included in the models, despite a good deal of initial information being in the public domain thanks to Infrastructure Victoria, was Melbourne Metro 2.

Nevertheless, it's also useful to contrast the state of public transport projects north of the Murray with those that are in the public domain down here.

Sydney's rail network allows for train-to-train connections outside the CBD already, however the network, should it be built as outlined in the medium density scenario depicted in the tile on the bottom right, would take that to the next level.

Melbourne however?  Still much of the same muchness, despite well-known centres actively being master-planned right now by the VPA. 

This is not a centralised versus decentralised growth argument - there are lots of jobs as well as land to create space for more in the inner-city and there are many hundreds of thousands of jobs equally located outside of central Melbourne.

Our transport network already services the city &amp; suburban job market, however work is underway to concentrate even more jobs in suburban areas where the Public Transport network does far less of the heavy lifting.

Melbourne's heavy rail network will undergo major changes - Infrastructure Australia included the City Loop changes into its list of modeled projects - but it's basic suburbs to city function remains constant.

Infrastructure Australia says that government should focus more on public transport that links key centres, perhaps it's time to finally do a study that looks at partial or full orbital rail corridors in the inner and middle suburbs.

Let's heed Infrastructure Australia's message: be more ambitious with Melbourne's public transport network

Tim Heavyside was "doing the best possible job for vendor clients," RateMyAgent co-founder Mark Armstrong said in defence of the website's controversial naming of the underquoter as RateMyAgent's 2018 agent of the year.
"Underquoting works! That’s the reality," Armstrong said.
"To market a property effectively and auction it for the highest possible price, the agent must pitch the advertised price below the level they believe buyers will be prepared to pay in an openly competitive arena," he said.
The 2018 agent of the year winner, Tim Heavyside is a director of Fletcher &amp; Parker, which was slapped with a $880,000 penalty by the Federal Court last December.
The Federal Court judge pinpointed Heavyside as involved in 15 of Fletchers’ 22 proved underquoting contraventions which resulted in the state's record fine against an estate agency.

The Federal Court ruling concluded Fletchers’ directors and sales consultants in its Canterbury and Blackburn offices acted with a "cavalier disregard for legal obligations that they well understood."
But RateMyAgent co-founder Mark Armstrong said in a blog that "like it or not, buyers have conditioned themselves to the practice of underquoting."
"Applying misleading and deceptive conduct provisions to the widespread pre-auction practice known as underquoting is fraught with problems," he said.
The website launched in June 2014. It recently launched into the US market.
The RateMyAgent Agent of the Year Awards are designed to recognise agents and agencies who provide excellent client service.
It’s based on the number of positive client reviews posted on RateMyAgent as a proportion of each agent’s total sales for the previous calendar year.
Armstrong noted the fine related to 22 of 2,004 available sales files over the period of investigation back in 2014–2015. 
"In other words, just one per cent of sales at Fletchers during that time incurred a fine," he said.
"The fines could cause a disproportionate level of misunderstanding amongst the public, when in fact Tim Heavyside and other agents are doing the best possible job for their vendor clients," Armstrong suggested.
"We now have the ridiculous scenario of two principles of consumer law working against each other.
"On one hand, a selling agent is contractually obligated to the vendor, not the buyer.

Companies spend tens of billions of dollars each year on wellness programs - on gyms, health funds, yoga classes, and the like. But research shows only mixed success, with low take-up rates among employees and a poor return on investment for companies.
People attending work while sick costs the Australian economy about A$34.1 billion each year through lost productivity.
Rather than promoting these wellness programs, companies should instead design the workplace itself to support wellness. Sleep pods, air filtered by green walls, and selectively placed healthy food are already realities in some workplaces.
Through this kind of design, employees are “opted-in” to an environment that supports their health and well-being during the day. They don’t have to choose to take a walk at lunchtime or think about taking the stairs. The design of the workplace is engineered around creating these positive choices.
It isn’t just “presenteeism” (showing up to work in spite of medical problems such as back pain, headaches, or mental health issues) that is a problem. The cost of absenteeism in Australia is estimated at A$7 billion a year.
Meanwhile, the prevalence of chronic disease including obesity, diabetes and heart disease continues to rise among the workforce.
Modern work practices contribute to these diseases through the largely sedentary nature of modern office work. Increased sitting, for example, has been associated with higher risk of chronic disease.
 
Wellness programs that work
Wellness programs have become increasingly popular as companies and researchers have realised that productivity lies in the health of individual workers. The focus has also shifted to prevention of health problems rather than treating them after the fact.
Traditionally, this was accomplished by offering a range of services, from discounted health fund and gym memberships, and medical screening services, to activity-based programs such as in-house massages and yoga classes.
But simply giving employees lots of information about their health and telling them what to do doesn’t work. Research has shown that these programs don’t often change behaviour or help us to build new habits. If we are faced with too many choices, for example, our self control is quickly depleted.
So instead of simply presenting employees with options that are good for us, companies can borrow from behavioural economics and “nudge” us to change our behaviour.
Many workplaces are already using this design, covering a range of factors including lighting, air quality, materials, furniture, physical activity, and food.
Take the stairs, for example. In traditional offices lifts are generally positioned centrally, making them the easiest option. If you wanted to take the stairs that often means using the fire stairs, with the added risk that you might be locked out when you try to re-enter on another floor.
By simply moving the staircase into a central position you can make them the most convenient option for quickly moving between floors. This is common practice now at a wide variety of companies such as the Boston Consulting Group’s New York offices.
But let’s not stop there. By using experience design, employees can be incentivised in other ways to take the stairs.
Timber walls, natural lighting, art and music can be used to align with our natural preferences for attractive and calming environments, and nudge employees to take the stairs. At the offices of Delos in New York, sensors in the stairs record the number of trips employees take during the day.
Every time an employee uses the stairs, a drop of water is added to an electronic “waterfall” display. The more times you take the stairs, the bigger the waterfall gets.
This use of technology represents a bit of gamification within the workplace. It’s like a scorecard for stair use, and every trip comes with a visual reward that gradually adds up.

By creating well-designed, centrally located eating areas and providing healthy food choices, organisations can also encourage employees to make better food choices.
In one study researchers from Yale teamed up with Google to try and nudge employees towards healthy choices. Simple changes in the office cafe had huge results. Replacing loose M&amp;Ms with small packages reduced serving sizes by 58%, and putting up prominent signs increased the number of employees eating certain vegetable dishes by 74%.
Research also shows that air quality and lighting at work can have significant effects on brain function and productivity. Poor oxygen levels, toxic gases from furniture, and toxic chemicals are commonplace in modern workplaces, while poor lighting can cause headaches, eye strain, and tiredness.
Workplaces can be designed to counter some of these problems, by using circadian lighting systems for instance. Circadian lighting follows the patterns of natural light over the course of a day. Sleepy in the morning? The system will provide the right amount of light to wake you up. Circadian lighting results in your body releasing melatonin at the right times, helping employees unwind after work and improving sleep quality.
Using air filtration systems, as well as materials and furniture that don’t contain chemicals like formaldehyde, can significantly contribute to employees’ well-being and productivity. Providing natural ventilation, views of nature, and greenery in the workplace have also been shown to improve employee’s wellbeing and productivity.
Investing in office design has been seen as a “nice to have”, but the research shows it can also be seen as an investment. The costs of employee illness and lost productivity are high and even simple changes can have huge impact.
And while employees may be concerned about companies designing environments to engineer behavioural choices, this inclusion of behavioural insights is widespread, and can be seen in areas as diverse as city planning and retail.

Franzé Developments and Sampieri Group have submitted approval to transform the Chapel Street huts site near the Temperance Hotel into a $55 million mixed-use development.
The site at 430-438 Chapel Street in South Yarra is around 800 square metres in size and was purchased off market in late 2017.
The joint venture proposal includes a pocket park in Bray Street.
The proposed project has been designed to provide amenity to residents and the immediate community through its ground level activation on both Chapel Street and Bray Street.
Designed by ASPECT Studios, the proposed pocket park on Bray Street is intended to be a functional and flexible public space with seating, green infrastructure and a water sensitive design, ideal for community and potential food and beverage use.
Paul Franzé, founder and managing director of Franzé Developments, says the proposed design will provide an engaging contribution to the iconic shopping and dining mecca for years to come.
“This project will form an important part of the ongoing development of the Chapel Street precinct which is going through vital progression and change with the recent announcements regarding the redevelopment of the Jam Factory and former Spotlight sites,” says Franzé.
“The site has the benefits of two significantly different streetscapes which make it a really exciting project. The Chapel Street interface will provide a more traditional retail and food and beverage offering, aiming to attract premium tenants which will help improve the overall quality of the pedestrian experience and promote further patronage.”
The retention of the heritage façade to the northwest of the site has provided an opportunity to distinguish two unique retail tenancies and the podium façade has taken design cues from neighboring buildings, responding to the visual language of the streetscape.
A five-level podium to Bray Street hugs the tower form, creating the illusion of three interlocking components and the soft and monochromatic façade is a considered and sensitive transition between the neighbouring contemporary and traditional structures.
The project is anticipated to launch in late 2018, with construction scheduled to commence shortly after.

It was listed for mortgagee sale by the agent Kym Whelan from Geaney's Real Estate.
It last traded at $183,000 in 2009, and at $74,000 in 2006 and $56,000 in 2004.

The proposal by the NSW Treasurer to establish a NSW Productivity Commission could dramatically help with housing supply.
The proposal by NSW Treasurer, Dominic Perrottet, to set up a state version of the successful Productivity Commission that operates at the federal level is good news for the supply of housing across the state.
At the federal level the Productivity Commission has been very critical of the anti-competition issues that flow from restrictive zoning and of the amount of red tape in the NSW planning system.
They have also critiqued the complex planning systems across Australia as impacting on the nation’s productivity.
A critical role for the NSW Productivity Commission will be to review the impact of the multi-layered planning system has on housing supply and therefore housing affordability.
The new commission must look at the haphazard, piece-meal approach to affordable housing where each council seems to be developing its own policy yet the Greater Sydney Commission has a different approach.
The NSW Department of Planning and Environment has yet another policy position and Landcom has now been tasked to get involved in housing affordability.
These multiple levels of policy interventions seem to be unco-ordinated and confusing and are creating uncertainty and leading to a loss of productivity by the housing industry.
The report to the NSW Government by the former Governor of the Reserve Bank of Australia, Glenn Stevens, sets out a number of important economic directions that impact on productivity related to housing affordability.
Stevens raised concerns that planning decisions were often delegated to very local levels without any representation on behalf of the future population expected to require housing in the state.
The NSW Government has stated that 725,000 new homes are required for Sydney over the next 20 years but even in boom times we have not reached the average of 36,200 homes a year.
Clearly there is a productivity problem with Sydney’s housing supply.
Glenn Stevens also raised concerns about the zoning and approvals process and that these regulatory costs could add $150,000 to the cost of a dwelling in Sydney compared to a similar sized dwelling in Melbourne or Brisbane.
A NSW Productivity Commission must look at these issues.
The NSW Productivity Commission must also look at the impact of the government’s proposal to remove caps on infrastructure payments over the next four years so that extra costs do not simply add to the cost of housing.
The Urban Taskforce is keen to work with the proposed NSW Productivity Commission by providing ‘on the ground’ examples of where well-meaning regulations that control new housing are simply adding significant costs to a new home.
There are too many well-meaning state and local government regulations and levies that are contributing to the excessive costs of Sydney’s new housing and the new productivity commission will need to take a leadership role on behalf of consumers of new housing.

The 2018 auction season has started well for McGrath as the company reports solid bookings for March.
Still booking auctions for the 17th and 24th March, McGrath anticipate both Saturdays will emerge as “Super Saturdays” in the lead-up to Easter. 
“The first strong indicator for us is Saturday 3rd March, where the network’s auctions have increased by 38 percent," Adrian Bo, the general manager of company owned sales said.
“We have noticed an upswing in our 2018 auction numbers leading into Easter compared to the same period for 2017," he said.
Its Sydney metro auction bookings are up 40% to the comparative period in 2017.
"We are seeing the largest increase YOY in Sydney’s Eastern Suburbs (+115%) with 28 properties to be auctioned on the first auction day in March, followed by the Sutherland Shire (+64%). 
“We were faced with a shortage of listing inventory this time last year due to reluctant sellers in a fluidly growing market.
"Vendors were fearful of the market getting away from them by around 10% if they sold first, without securing their new home in an equivalent market environment.
"As the Sydney market has now reached its peak, our clients seem more inclined to transact in an increasingly balanced market. We have certainly seen an uplift in buyer sentiment this calendar year.” 
Bo pointed to a townhouse at 5 Pitt Street, Randwick that passed in at auction in December 2017 with no registrations or bids sold this month for $2.5 million, well over the asking price.

McGrath sees two pre-Easter Super Saturdays

Energy efficiency in Australian homes is an increasingly hot topic. Spiralling power bills and the growing problem of energy poverty are set against a backdrop of falling housing affordability, contested carbon commitments and energy security concerns.
Most people agree we need modern, comfortable, eco-efficient homes. This article is not about the relatively few, new, demonstration “eco-homes” dotted around Australia. It is about the rest of our housing.
These mainly ageing homes might have had energy efficiency improvements done over the years, but invariably are in need of upgrading to meet modern standards of efficiency and comfort.
Since 2006, all new-build housing must meet higher energy efficiency standards. But we add only around 1% to the new housing stock each year.
Policies to improve energy efficiency in the other 99% are more fragmented. The focus is almost entirely on market-based incentives to “retrofit”. By this we mean material upgrades to improve housing energy and carbon performance.
The transition has begun
Nevertheless, a major retrofit transition is under way. In the last decade, around one in five Australian households has installed solar panels. More than three million upgrades have been carried out through the Victorian Energy Efficiency Target (now Victorian Energy Upgrades) initiative.
These impressive numbers describe a nationally important intervention. But does this mean we will soon all get to live in eco-homes, rather than just a lucky few?
Current retrofitting activity has occurred unevenly and may contribute to longer-term inequalities.
For example, rebates for deeper retrofits often are more accessible to the better-off home owners. They have matching cash and also rights to make major upgrades (as opposed to renters). This entrenches the existing reality that low-income renters tend to live in less energy-efficient homes.
Similarly, in the UK, retrofit incentives haven’t always successfully targeted those most in need. The distribution of costs has contributed to pushing up energy prices for those already in energy poverty. In Australia, up to 20% of households were already in energy poverty before recent price rises.
Thus, if poorly targeted and funded, energy efficiency initiatives might make existing dynamics worse and add to the cumulative vulnerabilities of housing affordability stress.
Keeping track of how homes rate
We cannot effectively monitor this. This is because Australia has no robust, longitudinal national database of property condition. There is no established, widespread practice of property owners obtaining property condition reports that set out the energy-efficiency performance and the most viable improvements that could be made.
This means we do not have a systematic way of knowing what we should do next to our homes, even if we are lucky enough to own them and have some cash available, as well as the time and motivation to retrofit.
To the rescue, at least in Victoria, is the new Victorian Residential Efficiency Scorecard. This is an advance on previous attempts (as in the ACT and Queensland) to develop comparable assessments of the energy efficiency and comfort levels of your home. Although voluntary, the scorecard will provide owners with a report on their home and a list of measures they can consider to transform it “eco-homewards”.
So, is the scorecard the answer to our problems? Will it bring forward the date when we can all live in comfy eco-homes? It will certainly help.

 Since 2010, the European Union has mandated ratings of how a building performs for energy efficiency and CO₂ emissions.
The European Union has had a mandatory system since the Energy Performance in Buildings Directive. The evidence suggests this has raised awareness of energy efficiency by literally putting labels of buildings in your face when you are deciding where to buy. It’s much like Australians have become used to energy efficiency labels on fridges and other appliances. However, evidence of this awareness actually leading to upgrade activity is more mixed and, in some cases, disappointing.
In short, we need the scorecard and should welcome it. However, we also need a set of other measures if we are to make the transformations to match our national policy objectives and our desires for a comfy eco-home.
What else needs to be done?
The research agenda is also shifting to explore the social and equity dimensions of the retrofit transition.
In areas where installation work on energy-efficiency/low-carbon retrofits is increasing, how is this working in households? Who makes decisions? How do they decide and with what resources? What or who do they call upon? And, more broadly, what are the positive or problematic consequences for equity and, therefore, for policy?
Emerging retrofit technologies and behaviours have broader social and economic contexts. This means we need to understand the wider meanings and practices of homemaking, the uneven social and income structures of households, and the home improvement service industry.
While the retrofit transition is arguably under way, its consequences and dynamics are still largely unknown. We need to refocus away from simply counting solar systems towards understanding retrofitting better. This depends on understanding both the households that are retrofitting their homes and the industries and organisations that supply them.
