<p>One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.</p>

<p>Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.</p>

<p>The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.</p>

<p>Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.</p>

<p>Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.</p>

<p>The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.</p>

<p>Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.</p>

<p>The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.</p>

<p>That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.</p>

<p>The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.</p>

<p>"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.</p>

<p>Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.</p>

<p>The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.</p>

<p>The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.</p>

<p>According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.</p>

<p>The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.</p>

<p>A significant component of the proposal is the revitalisation of Blue Street Plaza.</p>

<p>The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.</p>

<p>Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.</p>

<p>Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.</p>

<p>Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.</p>

<p>fjcstudio has carefully oriented apartments towards Sydney Harbour and the CBD while using privacy blades and articulated façades to minimise overlooking between neighbouring buildings.</p>

<p>Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.</p>

<p>The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.</p>

<p>Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.</p>

<p>FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.</p>

<p>Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.</p>

<p>Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.</p>

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

<p>Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.</p>

<p>The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.</p>

<p>The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.</p>

<p>The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.</p>

<p>The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;</p>

<p>PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.</p>

<p>The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.</p>

<p>Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.</p>

<p>"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.</p>

<p>Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.</p>

<p>A major focus of the design has been the public domain.</p>

<p>The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.</p>

<p>The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.</p>

<p data-end="239" data-start="66">Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.</p>

<p data-end="442" data-start="241">Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.</p>

<p data-end="661" data-start="444">Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.</p>

<p data-end="909" data-start="663">Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.</p>

First look: Aqualand pushes ahead with Chatswood apartment tower as SSDA lodged for Archer Street

<p data-end="492" data-start="327">Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.</p>

<p data-end="843" data-start="497">At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.</p>

<p data-end="1109" data-start="848">The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.</p>

<p>The building's architecture also reflects Bowden's industrial heritage. <p>The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.</p>

<p>Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.</p>

<p>Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.</p>

Unlike many residential wellness facilities, Level Eleven will also operate commercially, allowing the broader Bowden community to access the venue while giving residents exclusive membership benefits.</p>

<p>Not all apartment amenities are immediately visible.</p>

<p>Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.</p>

<p>Increasingly, buyers are placing value on the practical aspects of day-to-day life. Fast internet, EV charging, secure bike storage, flexible workspaces and parcel management are becoming just as relevant as lifestyle amenities, reflecting changing habits and expectations.</p>

<p>The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.</p>

<p>That growing presence reflects a broader change in how apartment buildings are being planned.</p>

<p>Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.</p>

<p>It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.</p>

<p>For buyers comparing apartments, these everyday details are becoming part of the decision-making process.</p>

<p>Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.</p>


Parcel delivery is joining the apartment amenity checklist

<p data-end="471" data-start="164">Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.</p>

<p data-end="777" data-start="473">The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.</p>

<p data-end="976" data-start="779">Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.</p>

<p data-end="1119" data-start="978"><a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.</p>

<p data-end="1399" data-start="1121">"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.</p>

<p data-end="1399" data-start="1121">"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."</p>

<p data-end="1605" data-start="1401">The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.</p>

<p data-end="1852" data-start="1607">The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.</p>

<p data-end="789" data-start="598">New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.</p>

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

Rental growth at two-decade low: Pete Wargent

<p>Amid increasingly irrational media coverage of property markets, occasionally there is a mild outbreak of common sense.</p>
<p>It’s doesn’t happen often, but sometimes someone who understands real estate and doesn’t have publicity as their prime objective will comment – and a media outlet will actually print it.</p>
<p>It’s unusual because media tends to favour sensational negatives from non-specialists for whom the main motivation is generation of publicity.</p>
<p>Amid the great seething mass of nonsense about housing affordability – dominated by people arguing their vested interest, political world-view or pet theory, often with a silver-bullet miracle solution – there is the occasional commentator who understands the issue.</p>
<p>This rare moment of common sense on the affordability issue came from Ken Morrison, CEO of the Property Council of Australia:</p>
<p>“For 20 years we have had a logjam of costly regulation, poor planning decisions and excessive taxation across all levels of government. This has driven up construction costs, impeded supply and resulted in the dramatic increase in house prices in our major cities …</p>
<p>“This affordability cauldron has taken years to develop, and it will take concerted effort over many years to unwind ...</p>
<p>"Too much of the housing affordability debate has misdiagnosed the problems, focused on measures that won't do anything to fix affordability, or set out to blame scapegoats for political convenience.”</p>
<p>That’s the best summary of the issue I’ve seen in all these years of hot air, parliamentary inquiries, political rhetoric, media outrage and lack of decisive action. But it has been drowned by the tsunami of emotive misinformation that has dominated the “debate”.</p>
<p>Then we have the issue of the alleged bubble, over-valuation of housing and impending collapse of values – usually from overseas observers looking at Australia through a very long telescope, although also from the usual local suspects such as Shane “Why can’t I ever get this right?” Oliver or Steve “Why are people still listening to me?” Keen.</p>
<p>Media just loves hearing from anyone silly enough to predict that our housing values will fall massively.</p>
<p>And then, recently, out of the blue someone with a rational, well-thought-out viewpoint was given some minor airplay.</p>
<p>Stephen Halmarick, chief economist at Colonial First State Global Asset Management (Australia’s biggest fund manager), said that the risks of a residential property crash were being exaggerated. He said he’s heard stories of impending doom in the property market for most of his 30-year career, but he doesn’t see any more risk of a crash this time.</p>
<p>“I do get a little bit worked up sometimes when I read in the paper that there will be lots of mortgage stress if interest rates rise sharply,” Halmarick said. “But inflation would have to increase dramatically above the target range before that occurs. So you ask yourself the probability of those things happening - and I think it is pretty low …</p>
<p>“I’ve seen so-called experts from overseas — usually Americans — saying that the housing market in Australia is a bubble that’s going to burst and take the banking system with it. They’ve been telling me that for 25 years and they’re still wrong.”</p>
<p>While he conceded that there are pockets of concern in the eastern capital cities, Halmarick said the Australian housing market “isn’t as vulnerable as some of the headlines would lead you to believe”. And he does not see much risk to the financial system from the property market.</p>
<p>“People just look at gross debt to income, which is high, at 190%,” he said. “But if you look at net debt to income — taking account of the redraw facilities — household debt has been roughly flat since 2006 because people have used the lower interest rates to repay their mortgages faster.</p>
<p>“So the value of housing assets has gone up a lot, as have super funds and other investments of households. So their net wealth continues to rise and is actually close to record highs.”</p>
<p>Many articles have characterised the current situation as a national property boom, with prices either soaring or skyrocketing – everywhere, apparently – and “white hot” markets running rampant with growth that is unprecedented.</p>
<p>And then recently Property Observer quietly put that into perspective with some data which showed that, compared to the previous cycle, it’s all far from extraordinary and unprecedented.</p>
<p>It reported that capital city dwelling values (the average across the eight cities) have risen 45 percent in the past seven years, compared to a rise of 98 percent in the previous seven years (2000 to 2007).</p>
<p>“So far this decade, dwelling values growth is less than half that over the same period last decade,” Property Observer reported.</p>
<p>This is because that previous period included the last time Australia had a genuine nationwide property boom. In 2003, according to ABS data, every capital city grew at least 13 percent in terms of median house prices, with four cities above 20 percent growth.</p>
<p>We haven’t had anything remotely like that this time around. The overall city growth figure for the past seven years is relatively low because only Sydney has had consecutive years of double-digit growth, while Melbourne has only recently challenged. Perth and Darwin have been going backwards for four years, while Adelaide and Brisbane have delivered very little growth. Hobart and Canberra have recently sprung to life.</p>
<p>So the scenario across the past four years has been big performance in Sydney, un-matched by any other city. Sydney’s situation dominates coverage by media, which has tended to extrapolate the city’s growth and pricing levels to the rest of the nation, creating a national crisis.</p>

Common sense can prevail in the housing affordability issue: Hotspotting's Terry Ryder

<p>Based on the relationship between demonstrated housing demand and advertised stock levels we are seeing relatively more stock available for sale compared to demand for that stock across the capital cities at the moment.</p>
<p>The months of supply figure compares the number of unique properties advertised for sale to the number of transactions in the market. The analysis provides unique insight into how long it should take to clear the volume of stock currently available for sale. It is important to note that off-the-plan housing stock is typically not advertised for sale as individual properties and as a result is not included within this analysis.</p>
<p>Across the combined capital cities, there is currently 4.4 months’ worth of residential properties being advertised for sale. As the first chart shows, the months of supply is currently higher at this point of the year than it has been each year since 2012. The increasing months of supply is largely due to the slowing rate of transaction activity rather than a spike in properties available for sale, indicating demand has diminished relative to advertised supply levels which is pushing the figure higher.<br><br><a href="https://www.corelogic.com.au/resources/property-pulse/article-graphs-img/2017-05-15--image1.jpg" target="_blank">Click to enlarge</a></p>

<p>Sydney – there is currently 3.0 months of established housing supply available for sale across the city. The city has seen consistently low months of supply over recent years however, the figure is currently at its highest level for this time of year since 2012.</p>
<p>Melbourne – established housing stock currently sits at 4.2 months of supply for the city. Supply levels remain quite low but are at their highest levels for this time of year in five years.</p>
<p>Brisbane – the city currently has 5.1 months of established housing stock available for sale. The months of supply figure is higher than it has been at this time of year for each of the past five years.</p>
<p>Adelaide – there is currently 3.7 months of established housing stock available for sale. Although stock levels are higher than they were at this time over the past two years, stock levels were higher over the three years previous to that.</p>
<p>Perth – at the moment there is 8.3 months of established housing stock available for sale throughout the city. This is a high months of supply figure relative to other capital but it is well down on the 8.7 months at the same time last year.</p>
<p>Hobart – the months of supply figure for Hobart is the lowest it has been for many years. There is currently 4.1 months’ worth of established stock available for sale which is down from 5.0 months a year ago and the 7.2 months the year previous.</p>
<p>Darwin – across the city there is currently 6.7 months of established housing supply which is well down on the 10.5 months at the same time a year ago and 7.5 months over the previous year.</p>
<p>Canberra – there is currently 2.6 months of supply of established housing stock for sale in Canberra. The months of supply level is the same as what it was a year ago but lower than the previous years highlighted.</p>
<p>Based on these figures it seems that the supply of stock for sale relative to demand is increasing in Sydney, Melbourne and Brisbane. Meanwhile demand is outweighing supply in Hobart and Canberra leading to a decline in the months of supply. In Perth and Darwin supply continues to dramatically outweigh demand but the balance is slowly improving. In Adelaide there has been little change in months of supply over recent years suggesting the market is in relative equilibrium.</p>

Fewer buyers results in greater months of supply: Cameron Kusher

<p class="Body1">A number of indicators suggest that Melbourne’s strong run of price rises may be nearing an end.</p>
<p>There’s no doubt the Melbourne market overall is strong and currently one of the most buoyant in the nation. Some research sources have Melbourne house price growth ahead of Sydney now, although others in the land of dodgy data still have Sydney leading. </p>
<p>An analysis by Performance Property Advisory finds that the key indicators, while slightly mixed, suggest that Melbourne is now coming to the end of its growth cycle.</p>
<p>Indicators which point to a moderation in price growth include the firm’s affordability index, the level of rental yields, the high price growth in the past three years relative to longer-term trends and a decline in the influence of foreign investors.</p>
<p>Director David McMillan says: “From an investment point of view, Melbourne is showing all the signs of a market running out of steam.”</p>
<p>He says the firm’s Affordability Index (AI) is currently sitting at 43 percent and historically the Melbourne market has struggled to grow past this point.</p>
<p>“Properties become unaffordable in Melbourne when the market’s AI rises to around 45 percent,” he says. “Melbourne’s AI is hovering around the 43 percent mark, indicating that properties are approaching a natural ceiling. The most likely outcome is a low-growth environment over the next 2-3 years.” </p>
<p>McMillan says that from 2009 to 2016, incomes rose approximately 15 percent while house prices rose 79 percent.</p>
<p>“The out-performance of house prices against incomes is, in our view, unsustainable and this is a negative for future price growth in Melbourne,” he says.</p>
<p>“It is clear that the three-year price movement is well above trend at 12.96 percent per annum. On that basis it could be said that the Melbourne market is likely to slow down in the short term.” </p>
<p>McMillan also notes that Melbourne has the second lowest yields among the major cities, with only Sydney lower. “Due to an out-performing median house price, we have seen yields progressively deteriorating, which is a negative for both investors and first-home buyers,” he says. </p>
<p>The report says total foreign investment in Victoria has quadrupled in the last three years, from around $6.6 billion to $26.6 billion, but is expected to decline in the coming year.</p>
<p>“While we encourage foreign investment, the phenomenal rise has led to over-speculation and over-building in some pockets of Melbourne – the consequences of which are yet to be fully understood by the market.</p>
<p>“Given that the banks have now ceased lending to foreigners, we expect that this number will reduce as much as $10 billion in the 2017 financial year. The large swings in foreign investment have distorted normal market cycles and are expected to lead to increased supply.”</p>
<p>But price decline is not expected, as there are counter-balancing positives for the Melbourne market. They include a high level of proposed infrastructure spending by the federal and state governments, the low rate of unemployment, relatively low levels of stock for sale, a low “Days On Market” indicator, and strong levels of population growth (both existing and projected future rises). </p>
<p>“Victoria has gone from being a loser from Net Interstate Migration in the 1990s, to a fairly neutral position during the 2000s, to being a winner since 2010, which has been a key factor of the price growth we have seen since 2009.”</p>
<p>Performance Property does note, however, that there has been a level of oversupply in B and C grade housing and apartment stock.</p>
<p>It recommends that investors avoid the off-the-plan apartment market and I wholeheartedly endorse that. “This market is showing no value and price falls in the short term are possible,” McMillan says. “There are no fundamentals that support price growth in the short term. </p>
<p>But he does see some value opportunities in the Lifestyle and Middle Ring housing markets. </p>
<p>“This is really a tale of two markets, with house-and-land packages on the metro fringe and inner-city off-the-plan property over-supplied, while the established school belt areas of Melbourne are in short supply,” he says.</p>

Melbourne’s strong run of property price rises may be ending

<p>The flow-on effect of a commodity price slump a few years back saw property prices crash in most of Australia’s mining towns, according to CoreLogic’s latest Property Pulse.</p>
<p>Cameron Kusher, CoreLogic head of research, said prices and rents slumped by as much as 60 percent in certain markets, adding there’s some good news on the horizon, with many of mining towns seeing sales volumes lift where there are signs that the rate of decline in house prices are starting to slow.</p>
<p>“History shows that mining booms don’t last forever and it would be difficult to find anyone that could suggest the house prices in many of these towns were sustainable during the boom," he said.</p>
<p>"At the time, prices were being driven higher by a temporary influx of residents on high incomes and therefore, creating greater housing demand at a time in which supply which was largely irresponsive which drove prices to record high levels.</p>
<p>"As the demand subsided supply was beginning to increase which led to substantial falls in both prices and sales.”</p>
<p>Gladstone – 578 sales over the past year at a median price of $323,875. Sales volumes are 68 percent lower than their July 2007 peak and median prices are 32 percent lower than their September 2012 peak.</p>

<p>Cameron Kusher said while each of these markets has recorded a significant fall in sales and selling prices over recent years, more recently each market has started to see sales rise.</p>
<p>“While this result is unlikely to represent demand substantial enough to drive prices higher, it may be enough to slow or stop the declines in prices in the short to longer term.</p>
<p>"It’s also important to remember that it’s not as if there is no demand for housing in these towns, it’s just substantially lower than it was during the mining boom.</p>
<p>"Anyone looking to purchase now is securing a property at a substantial discount from previous highs however, these towns also continue to achieve some of the best rental returns based on current pricing and rents.”</p>
<p>"While I expect very little prospects for capital growth over the coming years, investors looking for a passive income may be becoming more attracted to these markets which could explain the recent uptick in sales."</p>

Gladstone still down 32 percent, but buyer demand moves off the floor in mining regions: Cameron Kusher

<p>The federal budget announced that an affordable housing bond aggregator would be created to raise money at lower rates from the wholesale bond market for not-for-profit community housing providers.</p>
<p>The government will provide $63.1 million over four years from 2017-18 (including $4.8 million in capital) to establish and run The National Housing Finance and Investment Corporation (NHFIC).</p>
<p>The NHFIC is based on the bond aggregator models of Australian Housing and Urban Research Institute Limited that were presented to federal, state and territory Treasurers in a report of the Affordable Housing Working Group (AHWG) late last year, according to AHURI’s website.</p>
<p>It has compiled a list of new measures for housing and homelessness featured in the 2017 budget.</p>
<p class="p1"><span style="font-size: 12.16px;">The final details of the NHFIC will be determined following advice from the Affordable Housing Implementation Taskforce, due by mid-2017 with the corporation to start operations from July 1, 2018.</span></p>
<p class="p1">The budget announcement “is safe policy territory and sound strategy,” according to Honorary Associate Professor, RMIT University’s Julie Lawson whose post was carried by Property Observer. </p>
<p class="p2">The social housing sector and all major parties have supported housing bonds and a special-purpose intermediary since the 2015 report of the Senate Inquiry into Housing Affordability, Lawson said.</p>
<p>The NHFIC will also administer the National Housing Infrastructure Facility (NHIF) that will, over five years, provide $1 billion to support local governments finance critical infrastructure such as transport links, site remediation works and power and water infrastructure needed to speed up the supply of new housing.</p>
<p>Concessional loans totalling $600 million, equity investments worth $225 million and $175 million in grants will be made to local governments through state and territory governments.</p>
<p>The 2017 Budget also replaces the National Affordable Housing Agreement (NAHA) between the Commonwealth, states and territories with a new National Housing and Homelessness Agreement (NHHA) to operate from July 1, 2018.</p>
<p>The NHHA will combine funding currently allocated under the National Affordable Housing Specific Purpose Payment (NAHSPP) and the National Partnership Agreement on Homelessness (NPAH).</p>
<p>It will target jurisdiction-specific priorities including supply targets, planning and zoning reforms and renewal of public housing stock while also supporting the delivery of frontline homelessness services.</p>
<p>Funding for both the housing and homelessness sectors will be ongoing and indexed, with the Commonwealth contributing $4.6 billion to the NHHA between 2018 and 2022.</p>
<p>As part of this funding, the government will provide $375.3 million over three years from 2018–19 to fund ongoing homelessness support services, with funding matched by the states and territories.</p>

AHURI research supports Budget 2017's affordable housing finance model

<p>The first federal budget delivered since the July 2016 election has seen the government attempt to help first home buyers save for a deposit, incentivise downsizers to move and address the much needed under investment in affordable housing.</p>
<p>While no single item contained in this year’s budget is expected to have a major impact on property markets, the combination of several smaller demand and supply side measures should help increase housing stock and moderate affordability pressures.</p>
<p>Summary of Changes</p>
<p>Budget deficit of $29.4b expected in 2017/18, returning to a surplus of $7.4b in 2020/21.</p>
<p>First-home buyers to salary-sacrifice up to $30,000 into their superannuation to help save for a home deposit.</p>
<p>Downsizers will be able to put $300,000 each into their superannuation, from the proceeds of their principal residence.</p>
<p>New measure, including a bond aggregator, to help boost the supply of affordable housing.</p>

<p>The Detail</p>
<p>Economics</p>
<p>The final position for the 2017/18 financial year is forecast to be a deficit of $29.4 billion, representing 1.6 percent of GDP, down from $37.6 billion in 2016/17.</p>
<p>Forecasts also suggest economic growth (GDP) will pick up from 2.75 percent this financial year to 3.00% in 2017/18.</p>
<p>First Home Buyers</p>
<p>A new first home buyer initiative, allowing the demographic to salary sacrifice into their superannuation, should help this group save for a deposit. These voluntary contributions and associated earnings will be taxed at 15 percent rather than marginal rates and be limited to $15,000 per year and $30,000 in total.</p>
<p>Downsizers </p>
<p>The budget encourages seniors to downsize from long-held, larger homes. This measure will allow a person, aged 65 or over, to make an additional non-concessional contribution of up to $300,000 from the proceeds of selling their principal residence, if owned for 10 years or more.</p>
<p>In addition, both members of a couple will be able to take advantage of this measure for the same home. This is a positive measure from the government and will hopefully be the catalyst to bring under-utilised family homes to the market. </p>
<p>Affordable housing</p>
<p>The government has made a welcome and significant commitment to the provision of affordable housing. They have tasked Treasury to set up the National Housing Finance and Investment Corporation which will operate an affordable housing bond aggregator. This bond will help provide cheaper and longer term finance for community housing providers.</p>
<p>Other housing related changes</p>
<p>Property investors who negatively gear property will no longer be able to claim travel expenses. In addition, there are some limits being placed on the depreciation of plant and equipment. Property developers will be prevented from selling more than 50 percent of a new development to foreign investors.</p>
<p>Foreign investors will be levied $5,000 per year for any property that they fail to occupy or lease for at least six months every year.</p>
<p>There are also some capital gains tax changes directed at foreign investors. These include denying them access to CGT main residence exemption, increasing the withholding tax rate and threshold.</p>
<p>Infrastructure</p>
<p>New infrastructure commitments help reduce commute times, increases productivity, makes outer-ring suburbs and new housing areas more accessible and attractive and boosts local employment opportunities. The 2017/18 budget commits around $75 billion to new and existing infrastructure projects over 10 years. The proposed establishment of a $1 billion National Housing Infrastructure Facility providing financial assistance to local governments for infrastructure that supports new housing leads the measures.</p>
<p>Big ticket items</p>
<p>$5.3 billion has been committed for the Western Sydney Airport Corporation to build and operate the new Badgerys Creek Airport. There’s also $8.4 billion for the Brisbane to Melbourne Inland Rail. This project, if delivered, will be a major boost for regional centres on the route. </p>
<p>Victoria has also been allocated a $1 billion infrastructure package to help plan, develop and build new projects and upgrade existing infrastructure. Victoria has also been assigned $550 million to fund regional rail. The Bruce Highway in Queensland will have an additional $844 million spent to upgrade the road. Western Australia has also seen an additional $1.6 billion allocated for new projects, this will be spent on roads, hospitals and metro rail.</p>

<p>The strong capital gains evident across the Sydney and Melbourne housing markets have created a significant boost in wealth for home owners who were fortunate enough to own a property through the latest growth cycles.</p>
<p>However, the rate of capital gain has been remarkably lower across other markets with home owners outside of Sydney and Melbourne now seeing far less accrued equity from their housing assets.</p>
<p>On the flipside, there are also those housing markets where dwelling values have fallen, particularly in areas associated with the mining sector where a larger proportion of properties in these regions are now worth less than their original purchase price.</p>
<p>The wealth effect analysis measures two aspects of wealth accumulation via the housing sector: what proportion of dwellings are now worth double their purchase price and what proportion are worth at least 10% less than their purchase price.</p>
<p>Proportion of properties worth at least double their purchase price</p>
<p>Nationally, the proportion of dwellings where the value of the property is at least double the purchase price has slipped over the past decade falling from 45.4% of dwellings in 2007 to 39.1% in 2017.</p>
<p>The slippage is evident across regions outside of Sydney and Melbourne where capital gain conditions have been much softer over the past decade.</p>
<p>The proportion is highest in Sydney, where 48.1% of dwellings are now worth at least double what their owners paid for them; ten years ago the proportion was much lower at 37.2% Melbourne follows close behind with 47.3% of dwellings worth at least twice what their owners paid (up from 38.1% ten years ago).</p>
<p>The remaining capital cities show a much lower proportion of dwellings that are worth at least double their purchase price, ranging from 25.9% of dwellings in Darwin to 37.4% in Hobart.</p>
<p>Across the broad ‘rest of state’ markets outside of the capitals, regional Victoria stands out as showing the highest proportion of properties worth at least double the purchase price at 40.8%, followed by regional Western Australia at 34.8%.</p>
<p>The high proportion of properties worth at least double their purchase price across regional WA may come as a surprise, given the weak performance of the housing market across this region over the past five years, however a decade ago the proportion was substantially higher at 60.8%.</p>
<p>Proportion of properties worth at least 10% less than their purchase price</p>
<p>Over the past decade, the proportion of properties valued at less than 10% of their purchase price has risen slightly from 3.2% to 3.4% between 2007 and 2017.</p>
<p>The national figures hide a significant difference between the major regions of the country. The highest proportion of dwellings worth at least 10% less than their purchase price can be found in regional Western Australia, at 17.8%. Darwin (15.1%), Perth (11.1%) and regional Queensland (11.0%) have also recorded a significant proportion of dwellings where values have slipped more than 10% below the purchase price.</p>
<p>Ten years ago only, while the mining boom was in its early stages, regional Western Australia and Perth were recording the lowest proportion of dwellings where the value was more than 10% lower than the purchase price. In 2007 only 1.1% of Perth properties and 2.3% of regional Western Australian properties fit this profile.</p>
<p>The lowest proportion of dwellings with a valuation more than 10% lower than the purchase price can be found in Sydney (0.7%) and Melbourne (2.1%). Ten years ago, 7.1% of Sydney dwellings recorded a valuation that was more than 10% less than the purchase price, highlighting the effect of strong capital gains post GFC.</p>

<p>Drilling down to the suburb level, it is clear how hard mining towns have been hit. The Bowen Basin town of Dysart tops the list with 65.7% of dwellings showing a valuation that is at least 10% lower than the purchase price. Queensland’s Gladstone Central is close behind at 64.2% followed by South Hedland in the Pilbara region of Western Australia at 64.0%.</p>
<p>The good news for many mining regions is that housing market conditions seem to be moving through the bottom of their cycle.</p>
<p>Transaction numbers are generally rising and advertised stock levels are reducing which should help to promote some value recovery in these regions.</p>
<p>As growth eases across Sydney and, to a lesser extent Melbourne, we may start to see a slow reversal of these trends.</p>
<p>It will be harder to double the value of a property in Sydney and Melbourne after such a sustained period of high capital gains, however markets such as Hobart and Canberra, which have gathered some momentum, are likely to see home owners benefit from improved capital gains that is likely to boost their overall wealth profile.</p>
<p>Similarly, the worst appears to have past across the mining sector, although it is likely to take many years before property values recover to their previous highs in many of these regions.</p>

The wealth effect of housing

<div>The ageing of the population has been combated through the immigration programme, which is largely - if not exclusively - tilted towards younger migrants into Australia.<br><br>While new government figures show that 457 visa issuance is falling, student visas are recording double digit rates of growth, and now sit at the highest level on record.<br><br>The rising tide of international students will largely impact the inner suburbs of Melbourne and Sydney. </div>

<div>And annual net overseas migration has really picked up the pace over the past six quarters, up by +30 per cent to +231,890 in the March 2017 quarter. </div>

<div>Headcount growth remains a bit below the rate of growth seen during the headiest of the mining boom migration years, but is nevertheless very strong.</div>

<div>Moreover, there's a concentration issue afoot, with immigrants overwhelmingly heading to three main regions: Sydney, Melbourne, and south-east Queensland. </div>

<div>Internally, migration continues to take folks away from Sydney (nothing new there, it's been happening for decades).<br><br>Some Sydneysiders are taking their boosted equity out to regional New South Wales - especially to the South Coast and to the Hunter - and others are heading north to Queensland.<br><br>Western Australia, Northern Territory, and South Australia continue to lose residents at a concerning rate, with internal migrants largely headed to Melbourne (for jobs) or south-east Queensland (for climate, lifestyle...and, well, hopefully a job).<br><br>A smattering of interstate migrants are also bound for Hobart and Canberra. </div>

<div>The net result has been to send Victoria's annual population growth steaming up to a gold-rush-like +149,374 or +2.43 per cent, which is a staggering rate of growth, and renders predictions of a Melbourne dwelling oversupply meaningless, at least until population growth slows. </div>

<div>From a year earlier, growth in the estimated resident population has also accelerated very strongly in New South Wales (+123,296) and Queensland (+75,372).<br><br>The capital cities account for the great bulk of the population growth in the two most populous states, and somewhat less so in Queensland's case. </div>

<div>Annual population growth appears to have steadied in Western Australia, after some downward revisions to previous estimates. </div>

<div>With the ageing of the population and an accelerating 'death bust', if that's not too dramatic a term, growth in headcount has become much more focused on net immigration than natural increase. </div>

<div>It's interesting to note that the sharp increase in the estimated resident population over the past 18 months has largely impacted the apartment construction hotspots of Sydney, Melbourne, and Brisbane. </div>
<div> </div>
<div>A high number of apartment completions are expected in 2017, yet with the estimated resident population increasing by more than 126,000 in the first three months of the calendar year alone, the assumed apartment glut may not deliver the jolt previously anticipated. </div>

Build and they may come: Pete Wargent on the headcount and apartment glut speculation

<div>When I first came to Sydney in the 1990s, there was a lot of talk about housing being expensive, although in truth it was still possible buy decent blocks of land reasonably close to the city, at least in the less fashionable inner western suburbs.</div>
<div> </div>
<div>I can also remember years ago reading a blog by Property Update contributor Stuart Wemyss, which argued that although some parts of Melbourne were evidently expensive, most of the talk about oversupply and a property bubble was just short term noise. </div>
<div> </div>
<div>Wemyss highlighted a very similar point: you could still find decent blocks of dirt close to the city, for a price that wasn't absurd - demonstrably not the case in many so-termed 'global cities', which Melbourne aspires to become - and over the years he was proven right.</div>
<div> </div>
<div>I feel a bit the same about Brisbane today.</div>
<div> </div>
<div>Sure, there are some suburbs that are expensive, as you would expect with the Greater Brisbane population approaching 2.5 million. </div>
<div> </div>
<div>But you can still find blocks of land reasonably close to the city, within a 6-8km radius of the CBD, for a relatively good price. </div>
<div> </div>
<div>Of course, there will be ups and downs, but over the next couple of cycles the right property types and locations will likely perform very well, in my opinion, especially in good school zones. </div>
<div> </div>
<div>Although some areas have been overbuilt with high rise apartments, south-east Queensland will offer some of the best opportunities over the decades ahead, as it expands as a population hub and becomes more popular with Asian migrants. </div>
<div> </div>
<div>The forthcoming Commonwealth Games will be a plus too.</div>
<div> </div>
<div><strong><span style="text-decoration: underline;">Slump, and rebound</span></strong></div>
<div> </div>
<div>Queensland has always attracted migrants from interstate, and as the resources mega-projects kicked off through the early years of the mining boom, the Sunshine State was pulling in tens of thousands of internal migrants per annum. </div>
<div> </div>
<div>These were unbridled boom years both for Queensland's economy and Brisbane housing.</div>
<div> </div>
<div>From 2010, demand for Brisbane housing slumped, broadly in tune with internal population flows.</div>
<div> </div>
<div>Unfortunately, with apartment projects often taking an age from approval to completion, this was also a time at which many interstate investors settled on new units, which are now under water, figuratively speaking (not only in Brisbane, but in other parts of Queensland too). </div>
<p> </p>

<div>More literally speaking, Brisbane experienced severe floods in 2010-11, which arguably exacerbated a downturn that was already in the post as LNG projects approached completion.</div>
<div> </div>
<div>By March this year, estimated interstate migration to Queensland had risen to its highest level since 2009.</div>
<div> </div>
<div>So, what's going on? It's partly a function of the housing market cycle, with Sydney now expensive, and congested.</div>
<div> </div>
<div>Another boon for Queensland is that took its capex downturn medicine earlier than Western Australia, so although it was painful, the drag has now ended, with roads and other infrastructure projects having kicked off.</div>
<div> </div>

<div>You didn't really need ABS estimates to tell you about the migratory shifts, since every second person in inner city Brisbane seems to have just relocated from Sydney, or from Perth in many cases. </div>
<div> </div>
<div>With the Sydney market now slowing, there will no doubt be a great surge in interest in Brisbane property - that's just the way the cycle goes. </div>
<div> </div>
<div><strong><span style="text-decoration: underline;">White shoes alert</span></strong></div>
<div> </div>
<div>A few caveats, however, if you're thinking of buying a Brisbane property investment.</div>
<div> </div>
<div>Of all the capital cities, Brisbane plausibly has the patchiest housing market - some locations and dwelling types are experiencing strong price growth, while others are struggling big time.</div>
<div> </div>
<div>Be wary about locations prone to flooding, and definitely watch out for white ants (termites)! </div>
<div> </div>
<div>Oh, and real estate laws are different up north, so you need to understand how to make offers subject to certain conditions. </div>
<div> </div>
<div>Personally, I would buy established not new property, for way too many heads have been burned buying new of off the plan up north. </div>
<div> </div>
<div>Finally, there is a long history of southern buyers getting brazenly fleeced on Queensland property deals by slick sales techniques - the famed white shoe brigade - so make sure you don't become yet another casualty. </div>
