One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

JC: How have you viewed the performance of the of​f the plan market in 2021, and what are the strongest positive and negative factors that will influence outcomes in 2022 and 2023?

CL: In new communities, while the market for land and townhomes has dominated growth, off th​e plan apartments have also performed with considerable strength in 2021. The pandemic has legitimised working from home and this has meant select regional and coastal locations have led the way.

In particular, apartment markets such as the Gold Coast and Sunshine Coast have performed well, while for Frasers Property Australia, the Shell Cove community on the NSW South Coast that we are creating with Shellharbour City Council has enjoyed strong conditions.

Obviously the CBD and near-city markets in Sydney and Melbourne have experienced greater challenges, with the lack of migration and students being felt most sharply. Nevertheless, sales are still occurring and both owner-occupiers and investors are active.

In Sydney, we&rsquo;ve experienced strong sales at Midtown MacPark in Macquarie Park and at Ed.Square in south-west Sydney, while in Melbourne the final stage of our Carlton project and the final two stages of Burwood Brickworks have been met with a strong response from buyers.

Looking ahead, much will hinge on the continuance of the low interest rate environment and the return of migration as a demand factor, including the return of international students. Affordability will remain a concern and with the coming election, the market awaits firm policy options in this area.

As long as rates remain low, as the Reserve Bank has suggested they most likely will through 2022 and 2023, demand will be supported. More recently there has been speculation that the Reserve Bank&rsquo;s hand may be forced earlier, but to date they have indicated they intend to maintain the course unless macro conditions shift significantly.

The increased gap in values between houses and apartments, exacerbated through the 2021 boom, makes apartment living more attractive to owner-occupiers, including first home buyers and families. This is being complemented by the return of investors to ensure demand for quality projects remains diverse, which is especially advantageous for apartments in areas of low supply.

Should values moderate this could impact investor appetites, with areas subject to increased supply potentially most impacted.

Most important is the need for communities offering apartments to also offer complementary lifestyle amenities, to create a point of difference and a unique value proposition. Connected communities which provide a high level of amenity with a masterplan emphasising positive urban design outcomes can be expected to continue to achieve strong sales in the years ahead.&rdquo;

JC: What trend (short term or long term) has prompted your greatest enthusiasm for the apartment market, and what is the issue of most concern to you and or your buyers?

CL: Apartment buyers are increasingly attracted to high amenity communities which offer choice, quality, lifestyle and sustainable outcomes. Sites and opportunities in which we can apply a community development and place-making focus to create belonging are those we&rsquo;re most attracted to.

Of course, the potential for ongoing disruption resulting from COVID-19 remains a concern for the industry, as it does for all industries.&nbsp;The impacts of border closures in reducing investor demand, shutdowns impacting schedules, and supply chain blockages that increase price and ultimately put pressure on the commercial viability of future stages and projects, are all potential concerns as we embark on the long-term recovery.&rdquo;

JC: Has urbanisation stalled amid the rush to the regions and what will it look like over the decade ahead?

CL:&nbsp;Closed borders aside, population growth is still a reality and as this growth continues over the coming decade, so will further urbanisation.&nbsp;

The evolution of flexible working is here to stay and provides people with greater housing choice further from capital cities but the innate desire for people to live in vibrant urban environments, with easy access to amenity in locations with strong lifestyle attributes and access to good infrastructure, still remains.&nbsp;

This will continue to drive urbanisation and regentrification. We may see urbanisation become more competitive, with certain areas and projects needing to elevate their desirability as a housing destination, which would be a positive outcome supporting better mixed-use outcomes.&rdquo;

JC: How important do you view the push for sustainability practices in the apartment market, and what initiative has seized your interest or focus?

CL:&nbsp;Through fostering resilient communities, carbon-reducing initiatives, responsibly sourcing services and materials, providing clean energy, using green finance and being accountable to ourselves and our customers using independent tools and ratings, we contribute to a better, cleaner future.

We have established a roadmap to target net zero by 2028 and this will require a coordinated series of measures and initiatives, with our apartment projects to play a pivotal role.

All our buildings are Green Star certified and we have a range of recent projects to draw learnings from. For instance, we recently completed the first certified Passive House by a volume developer at Life, Point Cook in Melbourne. At Minnippi Quarter in Brisbane, we devised a formula to calculate embodied carbon to offer customers an offset option in another industry-first initiative, called Build Neutral.

Colliers Residential Managing Director Peter Chittenden says the quality of apartments year on year is continuing to improve to satisfy consumer demand.

And a big move by developers has been the high-end design in the CBD, which has seen&nbsp;locals drive sales in premium central apartment projects.

They&#39;ve seen big demand for 111 Castlereagh Street, the residential apartment tower atop the former David Jones department store, despite the high price tag.

The cheapest units are one-bedrooms start at about $3 million, while four bedroom units start from $13.5 million.

JC: How have you viewed the performance of the apartment market (established and or off the plan) in 2021, and what are the strongest positive and negative factors that will influence outcomes in 2022 and 2023?

PC: The market across both 2020 and 2021 have been impacted by Covid-19. However, 2021 surely experienced a more significant Covid-19 &lsquo;interruption&rsquo; in terms of inspections but in saying that the quality of enquiry was almost unprecedented when it related to sales volumes. 
&nbsp; 
In 2021, the best performers in terms of developments and sales agents, were those who took to a more inquisitive approach when qualifying buyers, ensuring a deeper product and market knowledge, utilising new and innovative technology and having a wiliness to completely change the sales path and interactions all the way through to exchange.&nbsp; 
&nbsp; 
We also saw the gap widen between houses and apartments through to off the plan, more than in the last decade, which has resulted in new geographic markets, opening up for other product types such as apartments.

Looking ahead to 2022 &amp; 2023, for apartments year on year the quality improves to satisfy consumer demand, desire and expectations of the greater market pool of buyers. The acceptance of technology as a non-contact means to undertake a detailed inspection will improve even more, as more people adapt, therefore giving us greater range of potential purchasers both across Australia and overseas. Some of the negatives will be a reduction in the amount of developers in the market place, putting pressure on stock as well as the cost of construction increasing every 90 days due to lack of labour and supply materials.

PC: In short, no. There is an undersupply of housing apartment stock throughout our capital cities. This is a fact - due to the volume of sales across 2020 and 2021 in particular, and what we expect moving forward.

The rush to regions is simply the dream coming true, that has been embedded in our thinking for quite some time, that you can have flexible work hours and still be productive. Being forced to work from home has taught us all about new and acceptable ways to work, train, inspire and live our lives. 
&nbsp; 
In 10 years&rsquo; time, we see the greater Sydney catchment for jobs and residential will include extended areas up to Newcastle and Wollongong, giving people greater choice of living and working environments. With this growth, there will no longer be the stigma &ldquo;brain drain&rdquo; that may have once been associated with living in a more regional area.

JC: How important do you view the push for sustainability practices in the apartment market, and what initiative has seized your interest or focus?&nbsp; 
&nbsp; 
PC: Being environmentally conscious is important everywhere and all the time - that should be the first consideration.

Increasing numbers of people are enquiring about more sustainable living options when considering their next purchaser, however whilst they want it &ndash; they still want to make sure it is cost-effective.

It is something developers always discuss, however it also needs to be delivered in a cost-effective way for them. In saying that, in the future, we do believe this will be led by government authorities and should be something that is considered where possible in all developments.

A big move by developers has been the high-end design in the CBD, which has seen locals drive sales in premium central apartment projects.

The Agency Port Phillip agent&nbsp;Michael Paproth says every prospective apartment buyer he is speaking&nbsp;to at the moment is interested in knowing what&nbsp;the star rating of the building is, or whether there is EV charging.

&quot;Most buyers don&rsquo;t have an EV but understand that they soon will have,&quot; Paproth says, with buyers&nbsp;planning well ahead with their off t​he plan purchases.

Urban recently caught up with Paproth to discuss the trends emerging in the apartment market.

JC: How have you viewed the performance of the of​f the plan market in 2021, and what are the strongest positive and negative factors that will influence outcomes in 2022 and 2023?

MP: The off t​he plan market has been incredibly resilient in 2021. To consider that we threw a pandemic and statewide lockdown and lock out at it shows that Melburnians &ndash; the local market &ndash; have an insatiable appetite for new, low maintenance living.

The strongest positive factors for this market ironically are the lack of approvals for new development that have slumped and are only showing very slight improvement in numbers which will mean a drastic lack of supply into 2023/24. Coupled with the eye watering construction costs due in part to material shortages to lack of apprenticeships the market will absolutely lap up what little availability there is. 
&nbsp; 
The negative factors that will influence the market are all centred around immigration to and migration out of the state. My hope is that Melbourne will once again be seen as the safest and most beautiful City in the world to come and work and study in. As we open back up to the international students and expats return home to avoid the European winter I think we can expect that demand for new and off th​e plan will be extremely strong.

If we miss this opportunity then the sector may struggle.

JC: What trend (short term or long term) has prompted your greatest enthusiasm for the apartment market, and what is the issue of most concern to you and or your clients?

MP: The short term trend that I have great enthusiasm for is seeing buyers embrace what they didn&rsquo;t know they wanted. Melbourne developers have stepped it up in relation to amenity and now buyers are enjoying life in 6 star hotel like accommodation.&nbsp; 
&nbsp; 
The longer term trends are the home as the central hub of entertainment and for work. Work from home is a now a thing and employees are showing flexibility as the pandemic rolls as the risk of a infecting a team or entire office means the flexibility remains. That is translating into studies and spaces for that within residences. We are also seeing things like Chairmans Lounges at Saint Moritz or Vaults at Rondure House which are dedicated, on title work spaces. 
&nbsp;&nbsp; 
JC: Has urbanisation stalled amid the rush to the regions and what will it look like over the decade ahead?

MP:&nbsp;Over 2021 I have sold numerous apartments to families who are maintaining an apartment close to the City in the villages of South Melbourne, Collingwood Elwood &amp; Brighton whilst making the family home on the Peninsula, West coast or Macedon Ranges. That&rsquo;s why we have seen those markets rise to extraordinary levels also. So I sense that the urbanisation may have stalled and a line has been drawn. Buyers want the City for dining, study, work, sports and enterntainment and the regions to enjoy time with family and space to unwind. Covid has taught us that none of us are getting out of life alive so we have to enjoy it. 
&nbsp; 
The next decade I think the trend will only get stronger. I think we will see our regional communities grow and our loved holiday getaway spots become family home towns for traditional City dwellers. WFH is now a thing rather than a stopgap and the ease of commuting with the onset of autonomous driving and better rail and transport infrastructure will ensure that to commute is not only palatable but enjoyable. The City will be a thriving hub of work, education, entertainment and sports.

JC: How important do you view the push for sustainability practices in the apartment market, and what initiative has seized your interest or focus?&nbsp; 
&nbsp; 
MP: I love what Gurner, Hip V Hype and Millieu in particular are doing with their focus on sustainability and industry leading strategies in the new developments market. We are now seeing individual activism in the sustainability space where I think we have worked out that marching in the streets and holding up traffic is really doing nothing in changing politicians minds to act on climate change. &nbsp;We are seeing market led change as buyers are consuming what leaders of the industry are now implementing.

I think we all want to be environme​ntally conscious and our developers are showing us how to do it! History will show that it wasn&rsquo;t government virtue signalling, but the entrepreneurs and developers who effected the most amount of change. 
&nbsp; 
Every (and I mean EVERY) buyer I speak with is asking what star rating is the building and is there EV charging? Most buyers don&rsquo;t have an EV but understand that they soon will have. This is again a situation where our visionary developers are building what we don&rsquo;t even know we need yet. It&#39;s market led. It&#39;s happening now.

The booming subdivision market is at its strongest point in 15 years, according to Ray White&#39;s Tony Williams.

We recently caught up with Williams,&nbsp;who for the past 15 years has been in Ray White&#39;s Special Projects Division concentrating on the residential development site market, specialising in the sale of residential land estates, subdivision sites, broad acre land holdings, englobo land and medium and high density residential unit sites.

JC: How did you view the performance of the new subdivision housing estate market and new apartment project activity in 2021, and what are the strongest positive and negative factors that will influence outcomes in 2022 and 2023?

TW: The activity in the subdivision market over the past 12 months has been the strongest we have experienced in the past 15 years. Market demand for new house and land product has outstripped developers&#39; supply leading to increased prices and pressure on builders to keep up with demand.

A range of factors will influence forward demand in the subdivision / new housing market include; 
- Interest rates and inflation at the consumer end. Should these remain stable or restricted to moderate increases then the market should enjoy continued growth.&nbsp; 
- Construction costs have increased significantly over the past 12 months from both a material and labour perspective, should this not stabilise the costs of building will continue to climb.&nbsp; 
- Population growth largely fueled by interstate migration which we expect to strengthen post Covid border restriction relaxation 
- Land supply across SEQld is under pressure, a lack of future development land releases particularly land with some forward planning undertaken to provide solutions for access to services (sewer water road networks etc)

JC: What trend (short term or long term) has prompted your greatest enthusiasm for the market, and what is the issue of most concern to you and or your industry clients?

TW: A repositioning of the Qld housing market which is now experiencing growth seen in NSW and Victoria for the past 20 years. The impact on pricing and affordability for new entrants into the market i.e first home buyers

TW: Urbanisation is still alive and well - certainly the market growth in most recent times has been the emerging / outer areas in SEQld however we would expect the inner city markets to activate more positively over the next couple of years. Construction costs have been a dampener on inner city high density projects however the market is still moving forward with maturing and exciting developments

JC: How important do you view the push for sustainability practices in the housing market, and what initiative has seized your interest or focus?

TW: The housing market has taken strong steps to adopt better sustainability practices in the past 5 - 10 years although it still has a long way to go. To implement additional initiatives to achieve sustainability hurdles has not transferred into any corresponding price uplift in the end product. Perhaps Govt initiatives on rebates or discounted statutory charges may be a catalyst to drive further initiatives.

ME&rsquo;s list of the top 20 places to invest is dominated by apartment and townhouse-focused buying in capital cities across the country.

The new research from ME Bank suggests landlords are best off investing in suburbs with new or upgraded transport links - with Woolloongabba topping the list.

Analysis of the best places to invest found NSW dominated the top 20 rankings, claiming nine spots, followed by Victoria and WA, with three suburbs each and Queensland with two.

Woolloongabba is located in Brisbane&rsquo;s thriving inner east.

ME commissioned the new research from Ethos Urban, a national planning and urban economics consultancy, using qualitative and quantitative criteria.

The best investment prospect factors included how new transport infrastructure would re-shape the investment landscape across the range of suburbs; average rental yields; recent population growth; median prices; and average rental prices together with lifestyle appeal measurables such as the availability of coffee shops and cafes. &nbsp;

New South Wales&#39;s nine spots included Five Dock (#3), Rozelle (#5), Parramatta (#7) and Crows Nest (#8).

New research from ME Bank suggests investing in suburbs with new or upgraded transport links

Affordability issues appeared to have curbed borrowing activity of first home buyers and owner occupiers, but not investor loans in September, according to the latest Australian Bureau of Statistics data.

The value of new home loans dropped for the second month in a row.

In September, $30 billion of new mortgages were settled, down 1.4 per cent from August, in seasonally-adjusted terms.

Owner-occupier lending dropped 2.7 percent from August.

Investor lending continued to climb, reaching its highest level since April 2015 with $9.62 billion in loans settled in September, up 1.4 per cent month-on-month.

Increased investor loan commitments were seen across most states, with particular strength in Queensland (up 4.2 per cent), South Australia (up 16.4 per cent) and Western Australia (up 7.3 per cent). Smaller rises in investor borrowing were seen in Victoria (up 1.4 per cent), New South Wales (up 0.1 per cent), the Australian Capital Territory (up 1.0 per cent) and Tasmania (up 1.4 per cent). 

For the eighth conscutive month, the number of owner-occupier first home buyer loans fell, down 5.6 per cent in September, to be down 27.1 percent since the January peak.

Ratecity noted Victoria, in lockdown, led the retreat with the number of first home buyer loans dropping 16.7 percent in the month, while NSW dropped by 3.1 percent.

Western Australia fhbs had the largest rise of 5.9 percent, while Queensland rose 2.1 percent and South Australia rose 4.3 percent.

ABS head of finance and wealth, Katherine Keenan, said the average loan size for owner occupiers has grown, but the value of new loan commitments for owner-occupier housing fell for the fourth month in a row, to $20.7 billion in September.

"Affordability constraints are biting in the first home buyer space, with dwelling prices rising by over 20% on an annual basis," the Comm Bank said.

NSW owner occupiers borrowed an average of $750,000 in September which was a record high.

The big banks are all now applying stricter loan criteria on applications as of November 1 given lending requirements imposed by APRA.

Five of Australia's best holiday home apartments near the beach

The Urban Taskforce questions the purpose and design of a new survey which purports to inform the final design a new “Design and Place” State Environmental Planning Policy (SEPP).
 
The early work on this new SEPP completely failed to consider the additional costs associated with its new guidelines.  This drew unanimous condemnation from all peak industry groups.
 
As a result of the universal industry condemnation of the first “exposure draft” of the new SEPP, the Minister instructed the Department of Planning to undertake a feasibility analysis (regulatory impact statement including an analysis of the costs associated with the new rules).  Deloitte has been appointed to undertake this work. Urban Taskforce has participated in working groups which are only now examining the cost and yield impact of the changes.
 
Urban Taskforce is disappointed that the new survey is utopian in its aspiration.  The survey seeks the views of recipients on the design of their home, the attributes of their home and the character of their neighbourhood.  But all of this is done without any real focus on the cost of change, the price of the improvements.
 
Urban Taskforce calls on the Government to ensure that those who are currently frozen out of the housing market are included in this survey and that affordability is prominent in that discussion.  Urban Taskforce called for the survey to include explicit questions of affordability and housing.
 
When choosing a home to live in, the reality is that the vast majority of new home buyers start from the position of “what can I afford”.  Choices of location, housing type, design, size, amenity (local parks, public transport, access to schools and health care, views, access to neighbourhood centres, green space etc) all have an impact on price. The best and brightest of our young are being pushed out of the housing market of Greater Sydney.
 
The survey as it stands is virtually a push-poll.  If you ask people if they would prefer a Toyota Yaris or a BMW M3, without any reference to price, the answer will not be surprising.
 
Decisions on the size of a new apartment will be weighed up against the price and the location. 
 
If price is not at the front of mind, it is easy to develop a SEPP which ignores the impact on affordability.  This is what happened with the first round of the SEPP which so roundly condemned.
 
Before you ask about people’s preference for design, tell them the price change that will result.
 
There is a housing supply and affordability crisis in NSW.  Surely any new SEPP must consider the impact on price as a core part of the process?
