ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Apartments in Brisbane are continuing to achieve significantly higher yields than those in Sydney and Melbourne, with Consolidated Properties reporting it has tenanted all available apartments in its newly-completed inner city Spire development at an average yield topping five per cent.
The result includes 27 furnished apartments in the $200 million residential building - one of only two towers to be recently completed in the heart of Brisbane City - that Consolidated Properties has rented at yields of 5.6 per cent and above. 
According to Urbis director Paul Riga, yields across inner Brisbane remain high at an average of 4.5 per cent, with Sydney and Melbourne trailing at 3.8 and 4 per cent respectively. 
Mr Riga said solid yields were supported by high absorption of quality rental stock, with recent research showing the forecast future pipeline of inner Brisbane apartments was shrinking,  boding well for the strength of the rental market in the short to medium term.
"Perceptions of an oversupply in the inner city are really off target - demand has remained  solid and the market is normalising in terms of the future development pipeline," he said.
"Our latest Inner Brisbane Apartment Rental Review shows the new apartment vacancy rate is just 2.8 per cent. 
"Although there were a record number of apartment settlements in 2017, vacancy rates have not jumped through the roof as predicted by some, and we expect rental demand will remain solid as the number of new apartment approvals has dropped significantly from a high of about 11,000 in 2015.
"Most of this stock has now been completed and occupied, and we saw just 3,141 new approvals in 2017 - which is only slightly higher than the approximately 2,000 approvals in 2011 and 2012, at the bottom of the market."

Consolidated Properties executive chairman Don O'Rorke (below) said Spire's outpacing of inner Brisbane's average yield - in itself already the highest among eastern seaboard capitals - showed that quality buildings well located in the Brisbane CBD continued to perform strongly.
He said all apartments available for lease in Spire that were under Consolidated Properties’ management had been tenanted following completion in September (2017) of the landmark building, situated on Queen Street in the heart of the city.  In total, Spire features 340 one and two bedroom apartments.
"There has been a lot of talk of an oversupply in the Brisbane apartment market - but quite simply put, you don't achieve yields of the level we have in an oversupplied market and in fact, they point more towards an undersupply," he said.
"We had a waiting list of prospective tenants before the building was even completed and, in many cases, investors had several choices of who to lease their apartment to.  We actually still have a waiting list of prospective tenants keen to lease any more apartments that become available in the building.
"What we are seeing is strong demand for apartments that are well located and, certainly, the CBD location of Spire - and its high level of connectivity - was a significant factor, as was the high build quality and the exclusive resident amenities."

O'Rorke said the 'crowning jewel' of the Spire building, designed by award-winning John Wardle Architects, was its rooftop which included Brisbane's highest pool, dining and entertaining zones and a 20-seat cinema.
"We invested significantly in creating a building that would become a true landmark and place to call home, and the rooftop facilities is an important aspect of that," he said.
"Here, residents can take in the Story Bridge, Brisbane River and Kangaroo Point Cliffs from the infinity edge pool - there are very few places in Brisbane where you can do that."
The grand hotel-like lobby will feature restaurant Spice Den - the second to open under restaurateurs Scott Wilson in conjunction with partners, whose first Spice Den at Casuarina in northern New South Wales has become a local institution.
O'Rorke said Spire had appealed to investors and owner-occupiers, with more than $190 million of sales achieved, making Spire Brisbane's fastest-selling project upon release. 
"Both investors and owner-occupiers have been looking at all the strong fundamentals underpinning the Brisbane market, such as employment growth and high levels of migration," he said.
"At the same time, the average price of apartments in Brisbane remains significantly more affordable than Sydney and Melbourne, and the yields significantly higher.
"When you consider a two bedroom apartment in Spire is priced from $630,000 to $750,000 and rents for $780 per week - in comparison to a Barangaroo apartment in Sydney which costs $3 million to $3.5 million and rents for only $1800 per week - it makes a lot of sense."

Brisbane rental yields surge ahead of southern capitals

The Sydney investment management firm KSI Investments has successfully raised $6.4 million from investors using the DomaCom crowdfunding platform.
They have transacted on the first of two side by side parcels of land in the South-West Sydney suburb of Rossmore which is 5km from the new Badgery’s Creek airport for Sydney and 5km from the planned strategic regional centre at Leppington.

The 64 Devonshire Road property at Rossmore is the first in a series of planned acquisitions by KSI Investments.
Although the first land fund is now closed, the adjoining block of land is now open for investment through the second fund. 
The fund is able to accept investment from SMSF investors as well as private investors, companies and trusts with a minimum investment of $2,000 for 60 Devonshire Road, Rossmore (6.32 acres).
The site is expected to accommodate between 110 to 140 houses if rezoned residential which is anticipated to occur over the next 5 to 7 years.
DomaCom offers investors a liquidity facility that enables investors to trade units in the fund freely at any time, provided there is a matching buyer and seller before the eventual land sale.
The fund will incur a 2 per cent annual management fee and 20 per cent performance fee at the time of the sale of the land. 
The expected timeframe of investment is 5-7 years with maximum term of 10 years.

Australia’s first retail land banking managed fund aimed at SMSF investors completes Rossmore acquisition

The Australian Prime Property Fund (APPF) Commercial, managed by Lendlease Investment Management, has joined one of Australia’s largest superannuation funds, First State Super, to jointly acquire Two Melbourne Quarter, a next-generation office building located in the Melbourne Quarter precinct. 
A development agreement has been signed with Lendlease Development to build the tower.
Two Melbourne Quarter is the second of three commercial towers planned for the precinct. The first tower, One Melbourne Quarter, was acquired by APPF Commercial in 2016. It is 90 per cent leased and on schedule for completion later this year.  
Two Melbourne Quarter has also secured EnergyAustralia as anchor tenant, the largest tenant to date for the precinct. With construction to commence this month, EnergyAustralia has agreed to lease approximately 22,000 sqm of the 50,000 sqm tower, taking up 10-and-a-half levels of the building’s high-rise floors. 
With almost half the Woods Bagot-designed tower now leased, this leaves approximately 12 contiguous floors remaining. The building features flexible 2,000 sqm floor plates and is expected to house up to 4,500 new workers. 
First State Super and APPF Commercial will each hold a 50 per cent interest in the 25- storey tower, which will target leading sustainability outcomes and ratings in energy and water consumption, waste management, and indoor environment quality, including a 6- Star Green Star Design &amp; As Built rating and a 5.5 Star NABERS Energy rating. 
Developed by Lendlease, the Melbourne Quarter precinct will seek to deliver a range of attractive workplace and wellbeing amenities including end-of-trip facilities, business amenities and childcare services. 
APPF Commercial’s investment in Two Melbourne Quarter follows a recent equity raising. 
The fund leveraged its off-market access to Lendlease’s leading office development and urban regeneration capability in acquiring the asset. APPF Commercial is the first Australian fund to be awarded a 6-Star Green Star portfolio performance rating and was also ranked number one in the 2017 Global Real Estate Sustainability Benchmark (GRESB) across all sectors globally.

Lendlease Fund and First State Super acquire Two Melbourne Quarter

As widely expected, the Fed increased the target range for the federal funds rate by 0.25 per cent to 1.50-1.75 per cent. This was the sixth increase in interest rates of the current monetary policy tightening cycle.  The decision by the Fed voters was a unanimous 8-0.
US interest rates higher than the Aussie cash rate: The federal funds target rate is higher than the Reserve Bank’s official cash rate of 1.50 per cent for the first time in over 17 years. 
US interest rate outlook: The Fed is forecasting two further rate increases in 2018 and three further hikes in 2019. The 2020 projection is for two interest rate hikes. 
US economic outlook revised higher: Economic growth (GDP) forecasts were increased to 2.7 per cent in 2018, up from the previous forecast of 2.5 per cent. The 2019 forecast was moved higher to 2.4 per cent, up from 2.1 per cent previously. Growth is projected to decelerate to 2.0 per cent by 2020.
US at full employment: The unemployment rate is expected to fall to 3.8 per cent in 2018, down from 3.9 per cent in 2018. The unemployment rate is expected to fall further to 3.6 per cent in 2019-2020.
Inflation to reach target in 2019: Inflation is expected to remain below the Fed's 2 per cent target this year at 1.9 per cent. But the Fed expects the core Personal Consumption Expenditures (PCE) deflator (inflation) to increase to 2.1 per cent, above previous projections for 2.0 per cent in 2019 and 2020. 
Changes in US monetary policy settings can affect rates in Australia as well as the sharemarket and currency.

Back in those days the cash rate in both countries was well above 6 per cent and the Aussie dollar slumped to just US48 cents in early 2001.
Fast forward to 2018 and the Aussie economic expansion is now into a record 27th year, while the slow-but-steady increase in US output is into its ninth year. Should the US expand for another year, it will exceed the 10-year economic boom of the 1990s – the last time US interest rates were higher than their Aussie counterparts.
<h1>US Federal Reserve decision</h1>
Today’s decision by the US Federal Reserve was well telegraphed and uniformly expected by financial markets. The gradual tightening of monetary policy and removal of stimulus continues in the new Jerome Powell era. 
It was just three weeks ago that influential Federal Reserve Board Governor Lael Brainard spoke at Harvard University and opined: “Mounting tailwinds at a time of full employment and above-trend growth tip the balance of considerations. With greater confidence in achieving the inflation target, continued gradual increases in the federal funds rate are likely to be appropriate.” 
Since then the US labour market has continued to strengthen. Consumer sentiment has hit new post-Global Financial Crisis highs and core inflation, while still below the Fed’s 2 per cent target, has lifted sequentially. The Fed’s preferred measure – core PCE inflation – is now a quarter percentage point higher in annualised terms than its low in mid-2017.
Retail sales and housing data has been weak at the beginning of 2018, but the US Federal Reserve has decided to look through this data and potentially a weaker March quarter economic growth print.

In terms of the Federal Open Market Committee’s (FOMC) press release, the FOMC reiterated that future interest rate adjustments will be data dependent and that “economic conditions will evolve in a manner that will warrant gradual increases in the federal fund rate”. The FOMC acknowledged that the “economic outlook has strengthened in recent months.” Inflation is expected“to move up in the coming months”. And “job gains have been strong in recent months, and the unemployment rate has stayed low”. Though household spending and business investment “have moderated” from late last year.  
The median path for the fed funds rate was changed in 2019-2020. The FOMC’s Summary of Economic Projections shows the median interest rate projections (the “dot plot”) still implies two further 0.25 per cent interest rate increases in 2018 (to 2.125 per cent); three 0.25 per cent interest rate increases in 2019 (to 2.875 per cent); and two 0.25 per cent interest rate increases in 2020 (to 3.375 per cent).
The policy-relevant core PCE deflator inflation projection were little changed. Core PCE inflation is still expected to run at 1.9 per cent in 2018. The FOMC lifted its core PCE forecast by 0.1 per cent to 2.1 per cent in 2019 and 2020.
The FOMC upgraded its GDP forecasts and lowered its unemployment rate projections. The FOMC projects GDP growth of 2.7 per cent in 2018 (previously 2.5 per cent) and 2.4 per cent in 2019 (previously 2.1 per cent). Meanwhile, the FOMC expects the unemployment rate to be 3.8 per cent in 2018 (previously 3.9 per cent) and 3.6 per cent in both 2019 (previously 3.9 per cent) and 2020 (previously 4.0 per cent).
The Fed continues to unwind its huge balance sheet. Holdings have declined to around US$4.4 trillion, the lowest since September 2014. The Fed plans to shrink the balance sheet by US$10 billion per month then accelerate the pace of reduction every three months. Eventually, holdings will be reduced by around US$50 billion per month until a “new normal” balance sheet holding is achieved. Fed Chair Jerome Powell has estimated that the balance sheet could drop to US$2.4-US$2.9 trillion after several years of cuts. 
US sharemarkets reacted positively initially to the well telegraphed outcome - especially given a fourth rate hike was not added in 2018 - with the Dow Jones Industrial Index briefly trading higher 250 points. However, shares declined into the US market close on weaker sentiment. Investors would be comforted that the FOMC largely left its interest rate outlook unchanged and US economic projections are stronger. US 10-year Treasury yields rose to 2.91 per cent before rallying back to 2.88 per cent. The US dollar fell and the Aussie dollar rallied from overnight lows near US76.70 cents and was near US77.66 cents in late US trade.
<h1>What are the implications for interest rates and investors?</h1>
The US economy is in rude health. We expect growth to remain above potential at around 2.8 per cent this year – the fastest pace of growth following the Global Financial Crisis.
Despite recent sharemarket volatility, financial conditions are still very accommodative and supportive for growth. The University of Michigan current economic conditions index for March was at record high (since 1978).
The Trump Administration’s fiscal expansion will likely lend support to late cycle US economic growth. The ‘leg-up’ from US$1.5 trillion worth of corporate tax cuts and additional government spending of around US$10 billion per year on infrastructure is expected to add around 0.5 percentage points to growth in 2018. Robust business investment and consumer spending, and a soft US dollar are additional growth sources. 
One of the challenges for Fed policy makers this year is to determine the full impact of the Trump tax-cut plans. The recent fiscal stimulus has probably not been fully baked into economic forecasts. And with US output and the labour market at near full capacity, concerns are building about an overheating economy.

The Fed will also be contending with a deteriorating US budget deficit and government debt situation. The US posted its largest budget deficit in six years in February at US$215 billion. And the deficit for the fiscal year that began in October 2017 widened to US$391 billion compared with a US$351 billion shortfall the same period a year earlier. The US gross government debt load has breached US$21 trillion or 106 per cent of GDP.
US President Trump’s tax policy is expected to reduce US federal revenue by more than US$1 trillion over the next decade, while a US$300 billion spending deal reached by the US Congress in February could push the deficit higher. So the corporate tax cuts will be funded by an increase in the US budget deficit, resulting in an increase in the issuance of US Treasury bonds. 
And the Fed’s interest rate hikes will likely expand the budget deficit even further by raising the Trump Administration’s cost of issuance, thereby further increasing the supply of US Treasuries. Rising supply, especially shorter dated bills, is already weighing on fixed income markets. And around US$425 billion of bonds will be maturing this year with the Fed only reinvesting US$195 billion of this amount. Who will pick up the shortfall?
If the Fed meets market pricing expectations for potential interest rate hikes, it will probably succeed in flattening the yield curve further – especially with the term premium curve flat already – then more likely we’ll see further episodic market volatility. 
With inflation running below 2 per cent, doubts over the Fed’s forward guidance will persist. However, base effects from wireless phone services’ price discounting, potential US dollar depreciation, tighter labour markets and a closing output gap should push annual inflation higher from mid-2018. 
Overall, we see the US economy growing above potential, supported by fiscal stimulus, still-low inflation and synchronised global growth. US President Trump’s policies, especially around trade, are the major ‘wildcards’. However, Fed Chair Jerome Powell said that US trade policy should not affect the economic outlook.

US interest rates break 17-year drought: CommSec

As expected, the Minutes of the March Monetary Policy Meeting of the Reserve Bank Board provided no real surprises although from our perspective there is some confusion as to the Bank’s growth forecast for 2018.
When the Governor made his statement following the Meeting, he changed the growth assessment for 2018 from “a little above 3%” to “faster than 2017”. That appeared to be a substantial change given that the expectation was that growth in 2017 (to print the following day in the December quarter GDP report) was expected to be only 2.5%. In today’s Minutes, we get a third variation where growth in 2018 is described as “expected to exceed potential growth”.
Potential growth is assessed by the RBA as 2.75%. So, we can conclude that despite sending somewhat different signals, the Statement and the Minutes are both pointing to a somewhat lower growth outlook for 2018. Note that the forecast for the February Statement on Monetary Policy was 3.25% and we will receive the next forecast on May 4.
The discussion around consumption is little changed. There is still “uncertainty surrounding the outlook for consumption growth”. Note that this meeting did not have the advantage of knowing the substantial upward revision for consumption in 2017. Based on partials, it was reasonable to expect consumption growth in 2017 to be around 2.2%.
The final number printed 2.9%. In response to that faster momentum, Westpac has revised up its GDP forecast for 2018 form 2.5% to 2.7%. However, we still expect growth of 2.5% in 2019, indicating a slowdown in the economy in that year. Even with this faster actual consumption path in 2018, we still think the Bank will remain uncertain around the consumption outlook, particularly given the reference to the impact of high household debt levels on consumption.
There is a special consideration of the switch from interest-only to principal and interest loans, and the associated impact on borrowers’ cash flows. The Board notes that “the increase in payments would be significant for some individual households”, but concludes that this impact represents “a small proportion of household disposable income”. We concur with that assessment.
There is a long discussion on the outlook for business investment, concluding that there may be some upside risks to the Bank’s forecasts in growth in non-mining business investment over the medium term.
The discussion on the labour market continues to be dominated by the word “gradual”; “wages growth was expected to rise gradually and spare capacity in the labour would continue to decline gradually”.
Housing markets in Sydney and Melbourne are recognised to have slowed and housing credit growth had eased, particularly under the weight of tighter credit standards. However, the Board is not fully satisfied and still noted that household balance sheets continued to warrant “careful monitoring”.
It is noteworthy that the Minutes assess financial market pricing as indicating that the cash rate is expected to remain unchanged during 2018 with a 25bps increase expected in the first half of 2019.
Commentary around the Australian Dollar is unchanged “on a trade-weighted basis, the Australian Dollar remained within its range of the preceding two years”. Overall conditions in the global economy are assessed as continuing to improve with a broadly based upswing. Nevertheless, the minutes repeat the Bank’s long-held view that Australia’s terms of trade are likely to “decline over the following few years”.
Conclusion
Given that the national accounts were not available at the time of the Board meeting, it is not certain that the Bank has decided to lower its 2018 growth forecast from 3 ¼ per cent. Certainly, Westpac assessed the December quarter report as justifying a modest lift in our growth forecast from 2.5% to 2.7%. A growth forecast of 3 ¼% in an economy where potential is 2.75% would normally be associated with a central bank that expects to tighten policy at some stage over the course of the year. We certainly have believed that the Bank held such an expectation.
The ongoing emphasis on “gradual” with regard to the labour market and inflation increase the probability that the Bank is reassessing that view. It was always our expectation that such a reassessment would occur over the course of 2018.
We continue to expect that the cash rate will remain on hold in 2018 and 2019.
With growth slowing to below trend in 2019, we cannot see a case for higher rates in that year either.

Confusion on the RBA's growth forecast for 2018

The State Infrastructure Plan produced by Infrastructure NSW (INSW) while outlining a forward program of projects has raised concerns about the ageing population in NSW.
The detailed plan by Infrastructure NSW raises concerns about the fact that the NSW population is getting older and this will reduce income from taxation.
The number of people over 70 will increase by 85 percent by 2036 according to INSW. This will increase health services by 50 percent while less people will be contributing taxes.
A fundamental change will occur in how Sydney siders operate over the next 20 years with INSW predicting that train trips will almost double from 1.1 million now to 2.1 million in 2036.
Surprisingly INSW predicts that electricity consumption will only increase by 2 percent by 2036.
INSW calls for the government to make better use of government owned land in terms of development.
They have recommended that the Department of Planning and Environment establish by 2020 a housing and employment supply pipeline to ensure a 5 year supply. This will require action on zoning and on the development pipeline.
One recommendation (No 12) by INSW is that Major Project Planning approvals must be improved as they take too long and this adds to the cost.
The Urban Taskforce agrees totally with INSW that major projects need a much better approval process that the current slow and complex process.
They also call for ways to reduce bid costs for major project procurement.
INSW raise concerns about value capture by saying ‘In most cases it will not have a transformational impact on the funding equation.'
There is some visionary ideas about the use of digital data with suggestions that NSW could learn from Singapore in this regard.
With over 100 recommendations, mainly to other NSW Government agencies, there is a lot of content in the State Infrastructure Plan and its repeated references to the Regional Plan for Sydney and the Transport Plan for Sydney and for NSW.
It is good to see a number of NSW Government agencies working together.
The Urban Taskforce is keen to work with all of the NSW Government agencies to ensure Sydney grows in a sustainable manner.

Infrastructure plan raises concerns about ageing population: Urban Taskforce

Key workers – such as teachers, nurses, ambulance and fire officers and the police – perform essential services.
Across the Sydney some 156,000 workers are employed in these occupations, equating to some six per cent of the workforce.
However, high property prices and high rents are placing barriers to their home ownership which were not experienced by previous generations. 
There is now a serious mismatch between where key workers live and work, according to an important report prepared by Sydney University researchers for the Teachers Mutual Bank, Firefighters Mutual Bank, Police Bank and My Credit Union.
The report found that in the decade to 2016, key areas in Sydney lost up to 20 percent of teachers, nurses, policy and emergency service workers to outer and regional areas, while areas including the Illawarra, Southern Highlands and the Hunter Valley had net gains.
In 2006 more than 20 local government areas were affordable to a police senior constable. By 2016, that number had declined to four. 
The majority of key workers now reside in outer ring suburbs, which the report advised was unlike other world cities, such as London, New York, or San Francisco.
The problem begins with the shortage of affordable rental homes near employment as this undermines the capacity to save for a deposit.
An enrolled nurse with five years experience on $57,000, requiring a one bedroom rental property, would be able to afford a median property in only 9 per cent of middle ring suburbs and in no inner ring suburbs. 
As a consequence, many key workers are commuting long distances to get to work, or are living in unaffordable rental accommodation. 
There's no doubting Sydney needs its Macquarie Street policy makers to improve key worker access to home ownership given the lack of affordable and appropriate homes.
But the report also identified one way to help restore housing options that requires innovative consideration of the plight of challenged home buyers bu the banking and superannuation sectors.
A key suggestion was the implementation of shared equity models that have long been used in the United Kingdom to help low and moderate income earners enter home ownership. 
According to the UK Council of Mortgage Lenders, there are around 200,000 shared ownership homes in the UK where eligible households can purchase a minimum of 25 per cent of a property (and up to 75 per cent) and pay a rent of 3 per cent on the remaining share.
Over time the household can purchase the remaining equity in the property from the affordable housing provider partner (who owns the balance), or repay it when the house is sold. 
We need mortgage lenders to embrace shared ownership.
It needs superannuation funds to joint venture with banks in this product.
