ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

State-owned power networks have spent up to A$20 billion more than was needed on the electricity grid, and households and businesses in New South Wales, Queensland and Tasmania are paying for it in sky-high power bills.
A new Grattan Institute report, Down to the Wire, shows that electricity customers in these states would be paying A$100-A$400 less each year if the overspend had not happened.
The problem is that state governments, worried about blackouts and growing demand for electricity, encouraged the networks to spend more in the mid-2000s. But the networks overdid it, and now consumers are paying for a grid that is underused, overvalued, or both.
Why we built too much
The grid includes high-voltage transmission lines that carry electricity over large distances, as well as low-voltage poles and wires that connect to homes and businesses. Networks are built to cope with those times of highest demand for electricity. Yet the growth in the value of network assets has far exceeded growth in customer numbers, total demand, or even peak demand.
Demand for electricity did grow rapidly in the early 2000s, but since then it has slowed substantially as more and more households have installed solar panels, and appliances have become more energy efficient. Networks may have overbuilt because they expected that demand would continue to grow.

Yet the overbuilding has occurred almost exclusively in the public networks. Why would government ownership lead to such high costs?
There are two main reasons. First, investment in electricity networks boosts state government revenues because public networks pay a fee to the state to neutralise their lower borrowing costs (as well as the dividend they pay to the state as the owner). Second, a government-owned business might come under political pressure to prioritise goals such as reliability or job creation over cost.

Of course governments worry about reliability – they cop the blame if anything goes wrong. In 2005, the NSW and Queensland governments required their network businesses to build excessive back-up infrastructure to protect against even the most unlikely events. Reliability did improve a bit in some networks, but at significant cost: on average, customers got an extra 45 minutes of electricity a year at a cost of A$270 each.
State governments should take responsibility
Successive state governments in NSW, Queensland and Tasmania are responsible for overinvesting in their networks and, in NSW and Queensland, for setting reliability standards too high.
State governments can’t turn back the clock but they can still fix the mistakes of the past. And they should, because if they don’t, consumers will be paying for decades to come.
Households and businesses that can afford to buy solar panels and batteries will reduce their reliance on the grid. Meanwhile, those left behind – including the most vulnerable Australians – will be stuck with the burden of paying for the grid.
In Down to the Wire we recommend that where network businesses are still in government hands, the government should write down the value of the assets. This would mean governments forgoing future revenue in favour of lower electricity bills. For recently privatised businesses in NSW, a write-down could create more issues than it solves, so in those cases the state government should refund consumers the difference through a rebate.
At a time when governments are concerned about energy affordability, NSW, Queensland and Tasmania have a real opportunity to do something about it. They should seize it.
How to prevent this happening again
There will always be pressure to spend more. At the moment, concerns about South Australia’s reliability could very well lead to further investment in network infrastructure.
Policymakers must also deal with the risk that, in future, parts of the network may no longer be needed. The grid may need to be reconfigured as new technologies emerge, some communities go off-grid, and new energy sources arise in new locations.
For now, consumers bear this risk: they are locked into paying for assets whether or not they are needed. In future, the risk should be shared between consumers and businesses; this would encourage businesses to avoid overbuilding in the first place and instead consider alternative solutions.
With the focus on reliability right now, governments are at risk of repeating mistakes of the past. The truth is that Australia already has a very reliable grid.
On average across the National Electricity Market, consumers experience less than two-and-a-half hours in unplanned outages per year. Reducing that by a few minutes of supply each year is very expensive. Politicians typically value reliability more than consumers, but ultimately it is consumers who foot the bill.

The Financial Services Royal Commission has exposed the pressure selling tactics used by the banks. They draw on simple psychological rules to target vulnerabilities among some of their most loyal customers.
One example is the high-pressure selling of add-on insurance for customers when they sign up to a credit card. The Commonwealth Bank of Australia (CBA) acknowledged that upwards of A$13 million of refunds are likely to be paid to consumers who had been pressured into buying these add-on products.
Another witness at the commission, Irene Savidis, relayed what happened when she tried to cancel this insurance: "they just kind of kept pushing it on me saying, you know, “It’s good for you, it will help you.” I just felt pressured or kind of like, you know, no matter what I said, it was the opposite. So I couldn’t – I felt like I couldn’t cancel it."
These techniques are well established in psychological research as ways to manipulate behaviour. In this single example, we can see how the representative of the CBA used trust, repetition (the more something is repeated, the more we are likely to believe that it is true), authority (the salesperson is perceived to be an expert), and scarcity (act now, or you will miss out). All of these factors are part of the marketers’ bag of tricks.
As much as trust can be useful under certain circumstances, at times it can be dangerous. When we are faced with choices or decisions where we don’t feel confident, we have a tendency to give over our decision making to somebody who we believe has those skills and authority and trust them to do the right thing by us.
How we make decisions under situations of stress
As we can see in the examples from the commission, many of these financial decisions are being made by consumers under already significant financial and psychological stress. We also know that under these conditions none of us make the best decisions.
In psychology, we know that people don’t always think through their decision making in a rational and linear way when placed under situations of stress. This becomes more pronounced when – counter intuitively – people are provided with lots of information related to a topic that they don’t have the ability to fully understand, either because it is complex and confusing, or even simply because it is in an area that they don’t have any experience in.
It’s in these situations that they rely on peripheral information to make their choices – things like colours, previous experience with similar situations, even the aesthetic layout of the information, or the way the person giving them the information is dressed.
When we feel we have less resources, we perform worse on tasks requiring high-level cognitive control, like important decision making. Logical reasoning, the kind that should occur when signing up to a loan, extending our credit, or committing to any major financial agreement, is relatively inefficient in these situations.
Responding to pressure selling techniques
So, how do we respond to the types of techniques that we have seen and any others that might be exposed by the commission over the next 12 months?
We need to accept that our decision making is flawed and not judge ourselves, or others, harshly, when they seem to make irrational decisions, or behave in a way that is counter-intuitive. We need to accept that people are complicated, and will make a decision that conforms to their emotional state of mind, at that point in time.
That said, there are some things people can do to avoid some of these manipulative tactics. One thing is to do your best to slow down when it comes to decision-making. If you do want to buy something, that’s fine, but do it outside the heat of the sales process.
Speak to someone you trust about your plans. Recognise that your emotional brain may already have convinced your rational brain that you are making a good decision, so you need to check in with someone who isn’t emotionally engaged in the decision.
And if the person offering something like add-on insurance creates a sense of scarcity, then identify the feeling, and assume you can walk away. A classic technique of traditional sales is to say something along the lines of, “I can only offer you this now”, but the best response is always to take your time. If they are offering you this today, they are more than likely to offer it to you tomorrow.
One thing that has emerged from the royal commission is the somewhat obvious fact that banks are businesses. Indeed, people should not be fooled into thinking that banks are anything other than profit-driven organisations. Banks know exactly what they are doing when it comes to the use of manipulative techniques to get customers to buy their products.

The irresponsible (if not predatory) lending and the selling of “junk” financial products highlighted by the Financial Services Royal Commission should raise concerns for regulators, educators and parents interested in financial literacy.
Research shows a strong correlation between financial literacy and literacy and numeracy skills. Literacy and numeracy are critical for, among other things, making sense of product disclosure statements and understanding the impact of loan terms and interest rates on the total amount to be repaid.
But teaching financial literacy requires going beyond these skills, by cultivating a healthy scepticism of financial institutions and the capabilities and confidence to make informed financial decisions.
There is a strong relationship between a low socioeconomic background and low financial literacy in both adolescents and adults.
It’s not just disadvantaged and vulnerable groups that struggle with financial decision-making. People who are highly educated in finance also make poor decisions – for instance, by focusing too much on growing their assets and ignoring risks.
But studies show that when regulation is effective and the financial system can be trusted, even consumers with limited financial knowledge and information-processing capabilities have the potential to deal with complex financial decisions.
For example, when considering mortgage protection insurance, applicants stand to benefit from knowing the actual risk of events like serious illness or injury that can affect their ability to meet monthly loan repayments.
<h2>Building financial capability</h2>
One way to develop better financial literacy is through simulating real-world risks, rewards and decisions in safe and supportive environments. For instance, families can play games like Monopoly and The Game of Life.
Secondary school students also have access to more sophisticated online simulations, such as the ESSI Money Game and the ASX Sharemarket Game.
Hypothetical scenarios like these provide opportunities for role play, where students can practise drawing on evidence and using it to think and reason about situations.
A recent survey of teachers of Year 7-10 commerce students revealed that more could also be done to teach students how to compare and choose between banks and financial products and services, what to do in the case of a financial scam, and how to escalate an unresolved complaint.
But we also need to take a look at the role banks play in financial education. Programs like the Commonwealth Bank’s Dollarmites Club and Westpac’s Solve to Save teach children about money on the banks’ terms.
A key call to action in these programs is often to open a bank account and activate a savings plan. In the Solve to Save program, parents pay a $10 weekly subscription, which is “automatically refunded” to their child’s nominated Westpac account every week they complete three mathematics exercises.
Late last year, in response to criticism by the consumer advocacy group Choice, the Commonwealth Bank stopped kickback payments to schools related to its longstanding Dollarmites scheme.
While the banks may be proud of their investment in these education programs, they serve to position the banks as experts in money matters while cultivating trust and brand loyalty.
<h2>What does it really mean to be smart with money?</h2>
Misguided trust has exposed vulnerable individuals to the moral hazard of the banks – and underscores the importance of improved financial regulation and education moving forward.
Given that borrowing decisions are complex, multidimensional and often emotional, it’s important to consider any lender’s motives, or “What’s in it for them?” Banks are profit-driven. This means an important question to ask oneself is: “Where can I get information and support that is independent, comprehensive and easy to understand?”
In the current climate, teaching capabilities for a healthy scepticism and personal agency is the way forward.
We also need to change the public perception of what it means to be financially literate. The conventional focus on individual responsibility and wealth accumulation is flawed.
Arguably, this focus has contributed to the need for a Financial Services Royal Commission. Whether you are a bank, a mortgage broker or a consumer, the impact of your decisions on others must be carefully considered.

Consumers need critical thinking to fend off banks' bad behaviour

One worrying takeaway from the first week of the Financial Services Royal Commission is how many elderly people are being adversely affected by irresponsible lending.
Such lending is often the result of an agreement with a family member, for example an adult child, to help that person financially by entering into a joint loan. These loans are secured against the older person’s home, which is a huge risk if the loan defaults and the older person cannot service the debt.
To ensure that older people contemplating joint loans are aware of the downside of transactions, there needs to be greater access to legal and financial advice prior to the transaction and better training for bank employees and loan officers about responsible lending obligations and the potential “unsuitabilty” of such loans.
Consideration should also be given to larger penalties for banks that provide unsuitable loans to older people.
Other examples we have seen this week include an elderly woman who has been paying off the same A$1,000 since the 1990s, and a 72-year-old nurse who was permitted to borrow more than A$3 million to buy 11 investment properties.
On the face of it, there are laws that should safeguard elderly consumers from “getting in over their head”.
When a consumer applies for credit, the National Consumer Credit Protection Act obliges a credit provider to make reasonable inquiries about the consumer’s financial situation and their requirements and objectives.
In so doing, the credit provider must take reasonable steps to verify the consumer’s financial situation. This means that payments must be able to be made without substantial hardship to the consumer.
However, the Consumer Action Law Centre says that “it is common that these steps are not adequately followed by lenders”.
Even if these steps are followed, the legislation does not define “substantial hardship”. There is a presumption that if a consumer must sell their principal residence to pay back a loan, this demonstrates substantial hardship.
Emotional lending
Of particular concern is when an older person is persuaded to enter into a joint loan with a third party, such as their son or daughter. These loans are invariably secured by the older person’s property, with the younger person agreeing to pay off the debt.
If the adult child does not pay off the debt, the older person – who is often asset-rich but income-poor – may be unable to service the loan. The older person’s property will be repossessed by the lender, forcing them to relocate, enter the rental market, or even become homeless.
The loans may arise simply because the older person wants to help their adult child through a difficult financial period. It is understandable that a parent would want to help if a business is failing or a child is at risk of losing their house.
But such loans often arise within an atmosphere of crisis (real or exaggerated), in which the adult child pressures the older person into entering into the loan.
In extreme cases, older people have been told that they will be unable to see their grandchildren if they do not enter into loans.
It is not always that the older person is vulnerable per se, but that they are “situationally vulnerable” because of concern for the well-being of a child, or the desire to maintain relationships.
The reality is that it is often difficult for the older person to refuse.
Karen Cox of the Financial Rights Legal Centre noted at the Royal Commission that these loans are: "outright exploitative … elderly persons [are] left in dire circumstances as a result of a loan for which they’ve seen absolutely no benefit."
Similar comments apply to other financial transactions made for the benefit of a third party such as entering into a “reverse mortgage”. This is where the older person takes out a loan against the equity built up in a home (or other asset), with the money given to a child to buy a house or prop up their business.
What could be done?
Advocates are rightly concerned about the financial consequences for older people who enter into such loans. However, the property does belong to the older person and they are entitled to make whatever decisions they want, including risky ones.
Elderly people should be fully informed of their obligations and the potential consequences, should a transaction goes wrong. Banks could lead the way with this.
One initiative would be for the banks to contribute to legal and financial advice for older people, or subsidise the provision of such advice at community legal centres.
Loan assessors and brokers must also be made aware of the risks of such transactions.
The Australian Bankers Association is introducing enhanced measures to address elder financial abuse and the risks associated with such loans should be emphasised.

Australian Prudential Regulatory Authority chairman Wayne Byres has said there is little evidence of a lending free-for-all.
The APRA chairman defended the banking regulators’ actions to reduce what were perceived to be growing risks in Australia’s housing market.
Speaking to lawmakers in Canberra, Byres said that without the introduction of tighter macroprudential measures it may have led to interest rate increases from the Reserve Bank of Australia and a further deterioration in lending standards.

He faced more than an hour of questioning about revelations of poor lending standards from the Hayne royal commission at the House Economics Committee yesterday.
"We are still dealing with an environment in which arrears are not particularly high, they are higher than they have been for a while, but if lending was a free-for-all in the way that some are suggesting I think arrears rates and other things, indicators of financial stress, would be much higher than what they are now" Byres said.
The latest RBA data the proportion of impaired housing loans as a proportion of all loans is 0.15 per cent.

Byres explained that the chief banking regulator had been engaging the largest lending institutions about their lending standards for several years and many of the issues raised were the responsibility of the corporate regulator, the Australian Securities and Investments Commission.
"The prudential standards are about safety ... boiled down to its absolute essence is the question 'Is the money of depositors safe' and I don't think anyone has drawn the conclusion that that isn't the case ... we shouldn't suggest that there is any threat at all to depositors money here," Byres said.
Byres was asked to elaborate on comments made before the House Economics Committee last month when he said the macro-prudential limits were "reaching the end of their useful life".

A private investor has snapped up Morningside Plaza Shopping Centre, in Brisbane’s inner east at a record yield of 5.1 percent.
The figure matches the lowest ever recorded yield for a neighbourhood centre sale in Queensland. 
The off market transaction was brokered by Peter Tyson &amp; Jon Tyson of Savills for $23.8 million on behalf of Melbourne based veteran shopping centre developer and investor Lascorp Development Group. 
The Coles anchored property is located in Morningside, around five kilometres east of the Brisbane CBD with frontage to Junction Road. 
The 4,431 sqm enclosed mall is anchored by a 3,000 sqm Coles Supermarket with nine specialty shops and car parking for 233 vehicles. 
Savills, Peter Tyson said that whilst Morningside Plaza was not for sale, we received an aggressively priced offer from a private investor to purchase the asset.
“The buyer was seeking a suitable metro asset and was attracted to the long lease security from Coles the inner Brisbane location” Peter Tyson said. 
Savills also negotiated the sale of the centre to Lascorp in 2013. 
Lascorp then undertook an extensive refurbishment and repositioning of the centre, significantly improving parking, traffic and shopper foot flow through improved vertical transport, mall upgrade works and tenant remixing. 
“Metropolitan centres anchored by Coles or Woolworths in the sub $30 million price point are typically tightly held and have become an increasingly rare commodity in the marketplace”, Peter Tyson said. 
“We expect yields for quality neighbourhood assets to remain firm throughout 2018, reflective of this strong ongoing demand and tight supply.”

Savills sell Morningside Plaza near Brisbane for record yield

A key goal of the City of Sydney, one of Australia’s wealthiest local governments, is to deliver “a range of affordable and social housing options that reﬂects the diversity of ages, family relationships, socio-economic backgrounds and employment ﬁelds in the local population”. Our research includes in-depth analysis of the experiences of local governments with housing, among them the City of Sydney. This article examines what the city council is doing to provide more affordable housing and the obstacles, which include federal and state government policies, to achieving its targets.
The city council has committed to ensuring that “by 2030, of all housing in the [Local Government Area] 7.5% will be social housing and 7.5% will be affordable housing delivered by ‘not-for-proﬁt’ or other providers”. In absolute numbers this translates to 10,500 social housing units and 10,500 affordable homes.
The major challenge is providing affordable rental housing. It is projected that by 2030 there will be at least 138,000 dwellings in the inner-city area administered by the City of Sydney. That’s an increase of nearly 40,000 from 98,012 dwellings in 2014. To achieve the 7.5% affordable housing target, another 9,700 affordable rental homes need to be built by 2030.
Despite the city council’s best intentions, the affordable and social housing stock has hardly grown over the last decade. The social housing stock has increased from 9,397 in 2007 to 9,561 dwellings in June 2017. Affordable rental housing has gone from 447 to 835 dwellings.
The council recognises the constraints of the policy environment in which it is working. Its documents often refer to how federal and state government policies limit the local government’s capacity to improve housing affordability. The city clearly realises that: "The Commonwealth government and the state governments … control the macro-economic and taxation policies that most affect the cost of housing."
Another document emphasises: "State planning laws affect the ways that local governments can supply housing."
The City of Sydney uses the following overlapping mechanisms to increase the affordable housing supply: levies on developers; voluntary planning agreements; and selling land “at a subsidy”.
Developer levies
Developer levies are the key mechanism the council uses to increase the number of affordable homes.
State law enables the use of an affordable housing levy. The city notes that Section 94F of the Environmental Planning and Assessment Act 1979 “allows for the collection of contributions for affordable housing”. The provisions allow for either land or monetary contributions for affordable housing.
To date, the state government has allowed the city to levy developers in only three localities – Green Square, Ultimo-Pyrmont and “southern employment lands”. Over time it is expected the levies in these three areas will yield 2,300 affordable homes.
The levy rate in Green Square and the southern employment lands is set at 3% of total residential floor space and 1% of non-residential floor space. For Pyrmont-Ultimo it is 0.8% of residential floor space and 1.1% of non-residential floor space.
Sydney Lord Mayor Clover Moore has urged the state government to extend the developer levy. She has argued that not allowing the levy city-wide was a “tremendous missed opportunity”.
Moore has advocated for a 30% affordable housing target for public land and 15% for developments on private land. It is evident that restricting the developer levy to just a few locations and to 3% makes this target impossible to attain.
Voluntary planning agreements
A voluntary planning agreement (VPA) is “an agreement entered into by a planning authority and a developer”. Under this agreement a developer can agree to fund affordable housing. This can be done through “the dedication of land, monetary contributions, construction of infrastructure [and] provision of materials for public benefit and/or use”.
The City of Sydney uses such planning agreements “to negotiate affordable housing provision through major developments”.
For example, a VPA for a A$1.1 billion development, 1,250 units in Forest Lodge, involved the developer agreeing to supply land for affordable rental apartments for low and moderate income earners. The city then sold the land to City West Housing, a community housing provider, at a discounted price. City West plans to build 76 affordable housing units on this land.
The money from the land sale goes into a “city fund dedicated to delivering more affordable developments across the local area”.
Discounted land sales to community housing providers
Selling land at a subsidised price to community housing providers is a key strategy. The City of Sydney sells the land on the proviso that it is used solely for affordable housing in perpetuity.

In 2014, a disused hospital site was sold to City West Housing. City West built just over 100 affordable housing units there. The development was completed in 2016.
More recently, the City sold 8,900 square metres of land in Alexandria, an inner-city suburb, to community housing providers. The major buyer, City West Housing, plans to build 200 homes there.
A major barrier to affordable housing supply in the inner city has been the state government’s reluctance to agree that affordable housing should be a sizeable proportion of the housing to be built on state owned or controlled land that is being renewed.
UrbanGrowth NSW, the state’s primary urban transformation agency, is redeveloping significant tracts of state land in the Sydney City area. However, almost all of the envisaged new housing on UrbanGrowth sites at this stage appear to be geared towards middle-class households. A highest-return-for-the-land motif is driving planning decisions.
The conclusion is clear: if local government is to create a sizeable affordable housing sector it is vital that the state and federal governments play a major role. Local governments, however powerful and well resourced, cannot do it by themselves.

Governments can encourage more affordable housing by targeting first home buyer subsidies to specific locations and housing types, a new report finds. It also suggests incentivising developers and builders to create smaller houses with more cost-efficient designs.
The report is based on the housing market in Perth, Western Australia, and shows that historically building single houses as opposed to units or town houses is a more effective way of delivering affordable housing on the city fringes.
The report examined housing affordability through individual transaction records over a six year sample period. It compared prices between established and new housing, showing that new land and building developments play important roles in supplying affordable housing options.
New dwellings comprise 13% of single house transactions and 33% for dwellings such as apartment or townhouses. Although new dwellings like apartments provided some affordable housing options, in general they are selling at a premium over existing houses.
Australia’s largest cities, like Perth, are stretched to the limit of land supply and infrastructure for affordable housing. The most infrastructure exists in city centres where houses are expensive.
Over the past two decades Perth has grown rapidly. Between 2001 and 2016 the population increased by 46.7%, the largest proportional increase of any Australian capital city. The make-up of the housing market is similar to other capitals: 68% of the housing stock is single houses, 20% other dwellings and 11% vacant.
Levels of home ownership are generally consistent with the national pattern: 62% of housing is owned outright or mortgaged, and 24% rented.
House prices have grown rapidly. From 1999 to 2016 house prices grew at an average annual rate of 8.4%; other dwellings grew 9%. Both sectors report the highest annual increases for all Australian capital cities over this period.
How can governments help?
The challenge in Australia’s housing market is supplying an adequate range of affordable new dwelling types within a range of suitable locations – both inner city and outer suburban choices.
Clusters of cheaper housing on the urban fringe and more expensive inner-city development suggest new building activity is confined to specific locations. These are defined by the price the constructor or buyer is willing to pay.
Housing policy in Australia has relied on market outcomes to determine aesthetic and economic characteristics of housing in our cities. Government intervention has mainly been through zoning, predominantly at local levels. More recently there’s also been stimulus at state and federal levels for first home buyers through various deposit subsidy schemes.
Subsidy schemes have been important in helping first home buyers bridge the deposit gap. Incentives have included cash payments and stamp duty relief.
In some states additional payments have been made for new building and for purchases in specific locations. But the Perth study indicates that some of these subsidies are becoming ineffective.
Standard “one type fits all” subsidies are limiting first home buyers’ choices of location and housing type.
The solution to this problem is to make subsidy schemes more flexible to nudge first home buyers towards affordable locations. This would even out the supply of affordable houses from areas where housing is densely clustered in certain locations.
Policy would also need to take into account the needs of different demographics in certain locations. Housing requirements of young singles are obviously different than for young families.
Effective policy would also need to take into account the types of housing finance available for first home buyers. One example is the WA government’s Keystart loans which help eligible people to buy their own homes through low deposit loans and shared equity schemes.
These types of schemes include shared ownership with the government owned housing authorities and include existing and newly built homes in a variety of locations.

A buoyant Canberra housing market is leading to healthy long-term investment options for savvy home buyers, according to RiskWise Property Research.
While the Sydney market goes flat, many Sydney-based investors and buyers’ agents are looking to Canberra as a solid long-term property market that delivers both capital growth and solid rental return.
Less than 300 kilometres south-west of Sydney, Canberra has enjoyed solid capital growth of 23% over the past five years and 10% in the past 12 months.
<a id="LPlnk756628" href="http://www.riskwiseproperty.com.au/" target="_blank">RiskWise Property Research</a> CEO Doron Peleg believes it is a trend which is set to continue, particularly for houses.
"This will be driven by ongoing population growth due to the strength of the local labour market and its growing status as a city of choice for a growing number of Australians,” Peleg said.
"Canberra is a rapidly expanding city with a stable property market that offers relatively affordable housing (in house-to-income terms). In addition, ongoing infrastructure projects, such as the Canberra Light Rail Network, will bring significant benefits to the area.”
RiskWise assessed the risks and opportunities in the ACT property market to help investors and professionals better understand it.
Peleg said while housing in the ACT was enjoying healthy capital growth, the same could not be said for off-the-plan units which carried a higher degree of risk in the short-term.
However, he said, the impact of the additional supply was likely to be reduced in the medium and long-term which showed capital growth of 4% in the past five years and 5% in the past 12 months.

The ACT has a strong labour market. The unemployment rate of 3.9% is low - even below the NSW average. This is unsurprising given the strength of its labour market and that the Federal Government is a major direct and indirect employer. This is also supported by the relatively low underemployment and the low effective unemployment rate across the ACT.

The ACT enjoys consistently strong population growth, particularly over the past six years. It also recorded a population growth rate of 1.7%, the second highest rate growth across the country according the latest ABS data. The attractiveness of the local labour market has been a key driver force behind this population increase and this growth trajectory is likely to continue.

</ul>
While both houses and units enjoy good demand, the demand for houses is very strong and houses enjoy, consistently solid capital growth of 23% in the past 5 years and 10% in the past 12 months. That has significantly exceeded the capital growth of units that delivered 4% in the past 5 years and 5% in the past 12 months.

</ul>
The rental return for houses and units are 4.2% and 5.1%, respectively - these rates of returns are significantly higher than the rental return in Sydney.

The number of units in the pipeline for the next 24 months is 5290, being an addition of 8.1% to the current stock.
Investors who purchase off-the-plan properties are exposed to risk of poor capital growth and lower rental returns than expected in the short to medium-term as the area adjusts to the additional supply level. However, general high demand for units across the area is likely to reduce the impact of the supply increase in the medium and long-term. This is primarily driven by the strong labour market and population growth in the ACT.
In conclusion, the ACT delivered strong property price growth over the past few years and is likely to deliver strong growth, particularly for houses.
This will be driven by ongoing population growth due to the strength of the local labour market and its growing status as a city of choice for a growing number of Australians. While off-the-plan units carry a higher degree of risk in the short term, the impact of the additional supply is likely to be reduced in the medium and long term.

Population growth has seen skylines creep ever higher and entire cities rise from ocean depths. The latest “ocean city” is the Chinese-developed <a href="https://cgpvforestcity.wordpress.com/category/press-release/" target="_blank">Forest City project</a>. By 2045, four artificial islands in Malaysia will cover 14km² of ocean (an area larger than 10,000 Olympic swimming pools), and support 700,000 residents.
Often overlooked, however, is the damage that artificial islands can cause to vital seafloor ecosystems. But it doesn’t have to be this way. If proper planning and science are integrated, we can develop the design strategies that will help build the “blue-green” ocean cities of tomorrow.
Colonising the ocean frontier
Ever growing numbers of human-made structures are <a href="https://theconversation.com/concrete-coastlines-its-time-to-tackle-our-marine-urban-sprawl-38175" target="_blank">occupying our oceans</a>. Cities built on artificial islands in the ocean are providing a solution for urban planners trying to manage the population squeeze.

China has also been building into the oceans, reclaiming <a href="https://www.sciencedirect.com/science/article/pii/S0964569114000696" target="_blank">more than 13,000km² of seafloor</a> and an estimated <a href="https://www.propertyobserver.com.au/https://esajournals.onlinelibrary.wiley.com/doi/epdf/10.1890/130260" target="_blank">65% of tidal habitat</a> since the 1950s.

Using Google maps, we were able to identify more than 450 artificial islands around the world, including the famous Palm Islands of Dubai. These are often celebrated as <a href="https://www.iveyengineering.com/modern-engineering-marvels/" target="_blank">engineering marvels</a>, but at what cost to the marine environment?
<h2>We can’t ignore what lies beneath</h2>
Marine habitats have always been essential for human life in coastal regions. They provide food, building and crafting materials, and less-known services such as <a href="https://esajournals.onlinelibrary.wiley.com/doi/full/10.1890/10-1510.1" target="_blank">coastal protection, nutrient cycling and pollution filtration</a>.

The creation of artificial islands causes <a href="https://www.sciencedirect.com/science/article/pii/S0022098117300606" target="_blank">large changes to the seabed</a> by permanently smothering local habitats. In many parts of the world, existing habitats provide the foundation for artificial island construction. For instance, artificial islands in the tropics are often built directly on top of coral reefs. This leads to considerable destruction of already threatened ecosystems.
Land reclamation also impacts nearby habitats that are particularly sensitive to murky waters, such as coral reefs and seagrass beds. In Singapore, land reclamation is associated with <a href="https://www.researchgate.net/profile/L_Chou/publication/285088156_Response_of_Singapore_reefs_to_land_reclamation/links/569c63b008aea1476954792e.pdf" target="_blank">coral reef decline due to sedimentation and resulting light reductions</a>. Singapore has lost <a href="https://www.sciencedirect.com/science/article/pii/S096456911400355X" target="_blank">nearly 45% of the country’s intertidal reef flats and almost 40% of intertidal mudflats</a>.
When the ecological, economic, and social value of marine habitats are considered, artificial islands and ocean sprawl seem to be indulgences that we cannot afford. The effects would be akin to the suburban sprawl of the 20th century. To avoid this cost, we need to address the complexities of the underwater world in urban planning and development.
<h2>“Blue urbanism”</h2>
In his book <a href="http://blueurbanism.org/blue-urbanism-cities-and-oceans-together/" target="_blank">Blue Urbanism</a>, Timothy Beatley calls for urban planners to consider and value ocean ecosystems. He argues that we need to recognise the <a href="http://bigthink.com/articles/need-a-nature-break-why-blue-is-the-new-green-for-stress-relief">psychological value of human connections to blue space</a>, and extend green practices on land into marine environments. While some artificial island developments such as the Forest City project are touted as “eco-cities”, more could be done both to minimise impacts below the waterline and integrate underwater environments into city life.
Why not combine a “Forest City” with the principles of a “<a href="https://theconversation.com/chinas-sponge-cities-aim-to-re-use-70-of-rainwater-heres-how-83327">Sponge City</a>”? While native plantings in a forest city could help to reduce air pollution, sponge cities seek to “absorb” and reuse rainwater, thus reducing pollution entering the oceans through <a href="https://theconversation.com/massive-storms-are-pumping-pollution-into-our-oceans-time-to-clean-up-our-cities-60551">stormwater runoff</a>. Around artificial islands, developers could also embrace the <a href="https://www.scapestudio.com/projects/oyster-tecture/" target="_blank">water filtration powerhouse</a> of the oceans: active oyster reefs.
The location of future constructions should also be carefully evaluated to ensure the preservation of important marine habitats. Artificial islands have the potential to create <a href="https://theconversation.com/our-oceans-are-out-of-balance-can-we-learn-some-tips-from-feng-shui-64975" target="_blank">fragmented seascapes</a>, but with careful spatial planning and smart designs, they could create corridors for some <a href="https://mashable.com/2015/06/01/global-warming-huge-oceans-shift/#66PBDFJxyuq4" target="_blank">climate migrants</a> or those threatened species most at risk from habitat loss.

However, applications of “blue-green” infrastructure remain largely untested at large scales. New designs, building strategies and spatial planning that integrate seascapes and landscapes are an opportunity for both “smarter” cities and experimentation for the development of successful blue-green technologies.
