<p>ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.</p>

<p>The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.</p>

<p>"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."</p>

<p>The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.</p>

<p>Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.</p>

<p>The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.</p>

<p>The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. <p>An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.</p>

<p>Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.</p>

<p>Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.</p>

<p>As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."</p>

<p>Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.</p>

<p>The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.</p>

<p>As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.</p>

<p>Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.</p>

<p>The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.</p>

<p>Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.</p>

<p>Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>Sundry indicators suggest that activity across Queensland should now trend moderately upwards, spurred on by a healthier spread of boutique developments, 'plexes, and townhomes.</p>
<p>But inner Brisbane's new build high-rise sector is absolutely cactus as the renters move in. </p>
<p>Interestingly, despite the extremely high level of apartment starts through this cycle, total dwelling completions continued to decline for another quarter, suggesting that all is not well in developer-land. </p>

<p><strong>Crunch looms for developers</strong></p>
<p>By the end of the year there were still some 150,000 attached dwellings under construction. for the seventh consecutive quarter.</p>

<p>Drilling down a level it's clear to see that while apartment activity was fading fast in Melbourne and Brisbane respectively, Sydney and the state New South Wales had more than 68,000 attached dwellings under construction.</p>
<p>To say that this is unprecedented would be an understatement; the numbers are off the charts!</p>
<p>Now it does take a long time to see apartment projects through from approval, but in Sydney the completions just haven't been hitting the market in the numbers expected.</p>

<p>Total dwelling completions in 2017 for New South Wales were 61,600, with just over half of that total accounted for by attached dwellings, which on a net completions basis is barely keeping pace with demand. </p>
<p>Officially, of course, everything is fine.</p>
<p>There are few reported defaults, and settlement valuations are holding up reasonably well despite the softening of the resale market and the total evaporation of the offshore Chinese bid.</p>
<p>With pre-sales flagging it's certainly hard to envisage as many new projects getting off the ground, as investors grapple for finance in the midst of a Royal Commission into banking misconduct.</p>
<p>It's become a vicious circle, with nervous banks requiring higher pre-sales which developers are unable to achieve, and finance for construction thus not forthcoming. </p>
<p>In any case, a raft of actioned and proposed budgetary and regulatory macroprudential measures have made property investment less appealing at the margin (and totally unappealing for foreign investors). </p>
<p>Another compelling indicator of troubled times ahead for developers is the sheer number of dwellings approved but not commenced at 46,400, mostly accounted for by apartments and by far the highest figure in Australia's history. </p>

<p><strong>What happens next?</strong></p>
<p>Now sure, the plural of anecdote is not data, but I believe that we'll see many of Sydney's apartment projects running into trouble. </p>
<p>The official line is that defaults are low, and everything is going swimmingly, but I'm not so sure. </p>
<p>By the way, don't rely on anything you read here either, this is just my opinion.</p>
<p>Take a drive around, speak to a few sales staff, observe how apartment projects are progressing. </p>
<p>In addition to the astonishing boom and collapse of Chinese investors, another potentially unique aspect of this cycle is that construction and materials costs could remain high in Sydney, even in the face of a sharp drop in apartment activity.</p>
<p>Forged on the back of a stamp and transfer duty bonanza from both residential housing and asset sales, the state has embarked upon an overdue thrust at tackling its infrastructure deficit, in turn propelling total construction employment to even greater heights. </p>
<p>As a result construction employment surged higher than it had ever been before both in absolute terms and as a share of the workforce, squeezing developer margins.</p>
<p>Incidentally, I personally believe that most of the apartments approved in Sydney will be converted into dwelling starts in the fullness of time, but quite possibly at a different price and rate. </p>

<p>Melbourne's Carrum Downs has emerged as the strongest auction market in the country during the March quarter.</p>
<p>Its achieved a 95.2% success rate from its 21 scheduled auctions.</p>
<p>Northbridge's 90.5% was the next best with 21 auctions too.</p>
<p>Next week there's just one scheduled auction in Carrum Downs, a <a href="https://www.realestate.com.au/property-house-vic-carrum+downs-127903422" target="_blank">three bedroom home on O'Gradys Road</a> (above) that has a $550,000 to $580,000 price guidance.</p>
<p>CoreLogic put its median house price as $520,000.</p>

<p><span>Across the non-capital city markets monitored by CoreLogic, Geelong was the best performing region in terms of clearance rates, with 83.3 per cent of auctions recording a successful result, while the Gold Coast recorded the lowest clearance rate the quarter (40.6 per cent), despite being the busiest region in terms of auction volumes (770). </span></p>
<p><span>Auction volumes fell across all regions except the Gold Coast, with Geelong host to 261 fewer auctions over the quarter, while Wollongong volumes fell by 196. The Hunter region saw 159 fewer auctions, while the Sunshine Coast was down 75 auctions.</span></p>
<p><span>Wollongong was the only region to record a fall in the auction clearance rate over the March quarter, while the Hunter region saw the biggest increase in clearance rates when compared to the previous quarter.</span></p>

Carrum Downs ranked the 2018 auction hotspot: CoreLogic

<p class="x_MsoNormal"><span lang="EN-US">A new property survey by lender ME reveals 22% of home buyers exceed their spending limit when they purchased their property.</span></p>
<p class="x_MsoNormal">Almost half, some 46% exceeded it by $30,000 or more.</p>
<p class="x_MsoNormal">Some 30% exceeded their budget by $50,000 or more.</p>
<p class="x_MsoNormal">There were 10% exceeded their budget by $150,000 or more. </p>
<p class="x_MsoNormal">The most common reasons for exceeding their self-imposed limit were:</p>
<p class="x_MsoNormal">+ falling in love with the property (52%);</p>
<p class="x_MsoNormal">+ underestimating the budget required (28%);</p>
<p class="x_MsoNormal">+ impatience (20%);</p>
<p class="x_MsoNormal">+ underquoting by an agent (15%);</p>
<p class="x_MsoNormal">and getting caught up in a bidding war (12%). </p>
<p class="x_MsoNormal">Some two thirds of those who went over their budget admitted some kind of negative consequence as a result, either financial or emotional.</p>
<p class="x_MsoNormal">ME Head of Home Loans, Patrick Nolan, said it was important "to stick to your spending limits.”</p>
<p class="x_MsoNormal">He added banks were legally obligated to only lend an amount you can afford to repay over the life of the loan, including at a higher interest rate.</p>
<p class="x_MsoNormal">ME’s survey is based on a representative sample of 1,000 Australian property buyers; completed in March 2018.</p>

<div>Interesting interpretations, given that housing finance was...well, up!</div>
<div> </div>
<div>Anyway, having allowed a few days to elapse, here are four thoughts.</div>
<div> </div>
<div><strong><span style="text-decoration: underline;">1 - Loan sizes up</span></strong></div>
<div> </div>
<div>One less well reported thing that I picked up was the rise in the average loan size over the past year to non-first homebuyers. </div>

<div>Drilling the trendlines through the data shows that total housing finance has essentially been flat for 15 months now, while a fair chunk of refinancing has been in evidence within that total.</div>

<div>Thirdly, the trend result for non-bank lending declined in the month, and remains at only around half the peak levels of a decade ago, but will nevertheless remain a key point of interest as lending standards come into focus. </div>

<div>Overall housing finance beat expectations despite a small decline in the actual number of home loans. </div>
<div> </div>
<div>The Reserve Bank of Australia (RBA) noted in its Financial Stability Review that an average of $120 billion of interest-only loans per annum are <strong><span style="text-decoration: underline;">due</span> </strong>for conversion between now and 2021.</div>
<div> </div>
<div>Nothing unknown there, though some people misread that as $480 billion of loans that <strong><span style="text-decoration: underline;">will</span></strong> convert to principal repayments, which isn't going to happen.</div>
<div> </div>
<div>Elsewhere, Moody's reported 30+ day delinquencies at 1.45 per cent, down from 1.52 per cent a year earlier, despite some trouble spots including Gladstone, central Queensland, some suburbs of Perth, and other parts of Western Australia. </div>
<div> </div>
<div>A final point, and a key outcome to watch over the days and weeks ahead is the impact of the Royal Commission into banking misconduct.</div>
<div> </div>
<div>It seems that borrowers will now be required to be provide statements on all debts, a loophole closure which appears likely to be a wise move. </div>
<div> </div>
<div>However, there could be some overreach in terms of brokers needing to audit bank statements to support declared living expenses broken down by category, the aim being to reduce the typical reliance on benchmarks. </div>
<div> </div>
<div>There are many problem with this, not least that borrowers tend to have multiple bank accounts and credit cards these days with different banks.<br><br>Certainly private banking clients and affluent borrowers have never been subjected to such scrutiny, which may lead to some interesting discussions! </div>
<div> </div>
<div>Given that loans are already being assessed at mortgage rates way in excess of the rate actually being paid, it seems like overkill.</div>
<div> </div>
<div>If implemented forcefully this will slow the mortgage market and reduce transaction volumes as brokers and borrowers get to grips with the new requirements.<br><br>Mortgage brokers would presumably also need to consider switching to a fee-for-service model to compensate for the exponential increase in paperwork and compliance.<br><br>Regulators in the UK went through their own mortgage market review (MMR) in 2014 which ultimately lowered the risk of borrowers over-stretching and made the industry more professional.<br><br>The MMR also temporarily gummed up the lending market, so we'll have to see what plays out Down Under. </div>

Royal Commission to slow property lending: Pete Wargent

<p>Just over a week ago the City of Melbourne released the first two discussion papers as part of its <a href="https://participate.melbourne.vic.gov.au/transportstrategy">Transport Strategy Refresh</a>. These focused on the themes of 'Walking' and 'City Space' with Apartments.com.au providing commentary via <a href="/news/city-of-melbournes-transport-strategy-refresh-should-it-not-apply-to-other-municipalities">this article</a> and during <a href="/guides/weekly-podcast-episode-10-rowville-light-rail-and-melbourne-airport-rail-link">Episode 10 of the Weekly podcast. </a></p>

<p>The ambitious plan will look to examples from abroad such as Barcelona's proposed "superblock" strategy which creates a series of small neighbourhoods around which traffic will circulate around the perimeter, and in which road space within the interior will be re-purposed into shared public spaces.</p>

<p>The Superblock strategy will commence with the famous gridded neighbourhood of Eixample where a superblock will comprise nine existing blocks of the grid, in a 3 x 3 formation. Vehicular traffic will then be restricted to just the roads bounding the superblock, and they will only be allowed in the streets in between if they are residents or providing local businesses, and at a greatly reduced speed of 10km/h.</p>

<p>The NYC Department of Transport's (DOT) “Green Light for Midtown” pilot project in 2009 paved the way (pun intended) for the Times Square Reconstruction project, enabling temporary paving and street furniture to close Broadway to vehicular traffic between 42nd and 47th Streets.</p>

<p>This initiative originally intended to improve safety and alleviate traffic conditions but the pilot project's success led to NYC DOT permanently reconsidering the function and layout of Times Square via a three-pronged approach that would upgrade critical utility infrastructure, provide event infrastructure for new and expanded public events, and permanently adopt the temporary improvements that were piloted in 2009. </p>

Image: NYC DOT</figcaption></figure><p>London too is getting in on the action with plans to pedestrianise large parts of Oxford Street announced last November, with a target date of the end of this year. The plan aims to improve air quality and congestion in the city and is the first of three phases which will transform Oxford Street, to be followed by the stretch between Oxford Circus and Tottenham Court Road and then between Marble Arch and Orchard Street.</p>

<p>All east-west traffic will be stopped but some north-south routes will be maintained, according to the plans. More than four million people visit Oxford Street each week.</p>

<p>In Melbourne, the largest barrier is changing people's attitudes and reliance on travelling into the city via private vehicle. Part of addressing this lies in providing an efficient and reliable public transport system which offers an alternative to the car. Likewise providing safe and walkable city streets which encourage people to walk short distances and dedicated bicycle lanes for cyclists is critical to ensuring a quality public realm.</p>

<p>Melbourne Metro will go some way to addressing some of the issues, however significant bottlenecks exist for pedestrians in and around Southern Cross Station and Flinders Street Station, in morning and evening peak, which is exacerbated when events are on at Etihad Stadium or within Fed Square. </p>

<p>The recently announced redevelopment of <a href="/news/etihad-stadiums-redevelopment-to-improve-links-to-cbd-and-victoria-harbour">Etihad Stadium</a> and the delivery of the <a href="/news/federal-government-wants-to-tip-5-billion-into-a-melbourne-airport-rail-link">Melbourne Airport Rail Link (MARL)</a> in the next 5-10 years and potential for Metro 2.0 to converge at Southern Cross Station will further reinforce its role as a key interchange node and so providing a safe environment surrounding the station is critical.</p>

<p>Fundamental to this is understanding and defining the roles and hierarchies of the streets - what is their purpose and how best to manage access and movement for delivery, emergency services, taxis and people with impaired mobility?</p>

<p>Limiting north-south vehicular movement as much as possible allows for improved and safer interchange between heavy and light rail at the city's stations and more pedestrian-focused streets adjacent to the stations.</p>

<p>Additionally, this would create more pedestrian streets with good solar access during the middle of the day. With the CBD short on open space and site acquisition to provide open space costly, the street network offers a potential solution.</p>

<p>One possible outcome might be something like this:</p>

	<li>LaTrobe Street between Queen and Russell Streets</li>

<p>The 'little' streets would serve the purpose of providing servicing and resident vehicle access, with movements primarily occurring in the east-west direction. </p>

<p>The 30% increase in the number of homeless people between the 2006 and 2016 censuses is likely to continue in the absence of evidence-based public housing policy. We need to rapidly extend public housing and services, according to housing and homelessness research.</p>
<p>Despite this research, the common approach by governments, in Australia and overseas, is to adopt a program of “renewal” and “regeneration” funded by the transfer of public lands to private hands. Housing estates are sold, transferred or redeveloped in partnership with a private developer. This often results in a shift of social housing dwellings from 100% publicly owned to mixed forms of tenure.</p>
<p>For public housing residents, being told that their estate is to be “renewed” is destabilising and can cause extreme stress. A lack of clarity about relocation timelines and processes compounds this.</p>

<p><strong>Similar issues in Sydney, Melbourne and London</strong></p>
<p>Residents’ acceptance of this “renewal” approach varies greatly. While some are happy with the promise of a new home, opposition is growing in Australia and internationally.</p>
<p>The main issues being contested are planning approaches, consultation processes and the loss of public land overseen by housing authorities steering estate regeneration.</p>
<p>In Sydney, the government’s Communities Plus program is redeveloping public housing assets and land through partnerships with not-for-profit and private developers.</p>
<p>The City of Melbourne recorded a 74% increase in the numbers of people sleeping rough between 2014 and 2016. Opposition to the government’s public housing renewal program is now growing in Melbourne. The government is relocating residents from nine inner-city housing estates, demolishing homes and transferring public land to private developers.</p>
<p>In London, Harringey Council is working with Australian developer Lendlease to transfer over £2 billion in council assets, including several housing estates across the borough. In response, the Stop-HDV campaign is challenging the partnership and lack of community consultation through direct action, political campaigning, media representation and an ongoing legal challenge.</p>
<p>Opposition is fuelled by the redevelopment of the Heygate estate in Elephant and Castle. This has resulted in the loss of over 1,000 social housing units at council rental rates.</p>
<p>Affordable housing stock, rented at 80% of the standard market rate, replaced social housing. This makes it difficult for low-income residents to return to the estate.</p>
<p><strong>Residents struggle to be heard</strong></p>
<p>While government and developers undertake forms of consultation, residents affected by renewal repeatedly report that their voices are not being heard. This poses major problems for the reception of viable alternatives presented to development authorities by residents.</p>
<p>At a local scale, residents work to find other ways to make their voices heard. Visible across Sydney, a community light sculpture at the Waterloo estate expressed residents’ feelings about the redevelopment of their homes through coloured lights.</p>
<p>Other responses to regeneration by estate residents include theatre, book writing, spoken word and street art.</p>

<p>In Melbourne, the government claims the “renewal” of the nine estates will result in an increase of 180 (10%) public housing dwellings.</p>
<p>This claim requires closer scrutiny. On the Northcote estate, for example, there are 85 dwellings with 201 bedrooms. According to a government-commissioned report from September 2017, the public component of the redevelopment will have 96 properties with 139 bedrooms. That’s an 11% increase in dwellings, but a 31% decrease in bedrooms.</p>
<p>Even if the overall number of public housing bedrooms increased by 10%, this would not be enough. According to the Victorian Housing Register, in December 2017 there were over 36,000 applications for public housing and over 7,000 waiting for more adequate housing.</p>
<p><strong>Alternatives need to be heard</strong></p>
<p>One of the underpinning assumptions made by government is that dispersing disadvantage will lead to better outcomes for public housing residents.</p>
<p>This, and the resulting social mix, is the rationale for the program. This assumption is completely flawed. It imagines a fallacy of trickle-down socioeconomics achieved through minimal government spending.</p>

<p>Academic experts and public housing resident activists continually express their objections to the rhetoric of renewal. Kate Shaw, an urban geographer with expertise in housing and planning, says: "Pretty much everything about the program in its current approach is wrong."</p>
<p>Delegates at a December 2017 public housing forum in Melbourne called on the government to impose a moratorium on the process so alternatives can be heard. Yet voices continue to be ignored.</p>
<p>The progressive rhetoric of renewal obscures the displacement of residents, the fragmentation of lives and the privatisation of the public realm. Narratives of improvement drown out objections by residents and the wider public. Any argument against renewal is falsely equated with an argument against improving the lives of public housing residents.</p>
<p>This misdirection infects the public discourse around housing more generally. We are witnessing the complete reorganisation of the home. We think of homes as exchangeable stock.</p>
<p>For residents of public housing estates, the public realm is home, and home is a place of sanctuary and respite. The voices of residents need to be to the fore in the conversation if evidence-based public housing policy is to prevail. Retaining public places should be of interest to all who count themselves as part of the public.</p>
