<p>Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.</p>

<p>The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.</p>

<p>The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.</p>

<p>Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.</p>

<p>The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.</p>

<p>Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.</p>

<p>The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.</p>

<p>Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.</p>

<p>"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.</p>

<p>"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."</p>

<p>The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.</p>

Central Element seeks second Drummoyne apartment development

<p>The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.</p>

<p>The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.</p>

<p>The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.</p>

<p>The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.</p>

<p>A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.</p>

<p>Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.</p>

<p>The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.</p>

<p>Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.</p>

<p>The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.</p>

<p>Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.</p>

<p>"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.</p>

<p>"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.</p>

<p>"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."</p>

<p>The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.</p>

<p>Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.</p>

<p>A company linked to one of Australia's largest privately owned cattle businesses has lodged plans for a new residential tower in <a href="https://www.apartments.com.au/developments/newstead-qld-4006">Newstead</a>, continuing the rapid transformation of one of Brisbane's most sought-after, inner-city precincts.</p>

<p>Bottletree Holdings, an entity associated with Stanbroke Managing Director Brendan Menegazzo, has submitted a development application for a 28-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/9-longland-street-newstead-qld-4006">9 Longland Street</a>, a site that made headlines last year when it changed hands in an off-market transaction that reportedly set a benchmark land rate for the suburb.</p>

<p>The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.</p>

The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.</p>

<p>Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.</p>

<p>"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.</p>

<p>"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."</p>

<p>The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.</p>

<p>The application notes that more than 54 per cent of the site would be dedicated to landscaping and deep planting, while approximately 1,750 sqm of communal recreation space would be delivered across multiple levels.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p style="text-align: left;" align="center">COVID-19 is challenging many conventions within urban development across the globe.</p>
<p>While the pandemic is seeing Australians adopt unprecedented social distancing measures, potential lockdowns require residents to live, work, learn, and shop for daily needs and undertake passive recreational activities within their own neighbourhoods.</p>
<p>One of Australia’s leading urban planners and designers believes that the crisis will spur governments, urban planners and developers to think more seriously about creating more healthly, resilient, self-sufficient, attainable and liveable communities in 2021 and beyond. </p>
<p>Globally, since the beginning of 2020, we have witnessed a significant reduction in carbon emission levels in China and the United States due to limited numbers of people comuting to work in cars.</p>
<p>Moreover, employees of an array of businesses are rapidly becoming proficient in video conferencing from home. This has effectively reduced congestion and removed the need for the debilitating daily commute.</p>
<p>Residents now have time in the morning and the evening to walk, run and cycle in and around their neighbourhoods. Two instructive, institutional recreational amenities, Melbourne’s ‘Tan Track’, the 3.8 kilometre uninterrupted recreational trail around the Royal Botanical Gardens, and the walking and cycling Capital City Trail along the Yarra River, both of which prohit access by cars and bikes has, since the pandemic, become a a mecca for walking and jogging.</p>
<p>Mike Day is Co-founder and Director of award-winning Australian urban planning and design practice RobertsDay (<a href="https://www.robertsday.com.au/">robertsday.com.au</a>) and a Fellow of the Planning Institute of Australia.</p>
<p>He says most of the master-planned communities in Australia that have recently been approved or under construction follow the conventional suburban model of the 1970-1990s in which residential areas are beyond walking distance of shops, jobs and open space areas. Mike believes Australia needs to undergo a complete rethink of community design, one that is aligned with timeless urbanist principles to enable our planners and urbandevelopers to shape and deliver transit based, mixed-use, walkable urban neighbourhoods.</p>
<p>Mike says: “The issue that we see in many Australian cities, especially in the outer suburbs, is the frequent emergence of monocultural suburban housing developments that are not connected or walkable. Many of these areas have limited public transit connections to remote business centres, which compels residents to use a car to get around; and residents have sparse green spaces to share across expansive suburbs. </p>
<p>Mike cites RobertsDay’s celebrated, Ellenbrook new town, on Perth’s north-eastern fringe as one of the best examples of a self-sufficient and livable community. </p>
<p>Ellenbrook is Australia’s most awarded new town, with over 30 state and national awards, including the 2015 FIABCI World Prix d’Excellence Award from the International Real Estate Federation for the World’s Best Masterplanned Community. </p>
<p>It is a masterplanned community that will ultimately deliver 11,500 dwellings, approximately 8000 jobs and be home to over 30,000 people when the last phase – Ellenbrook Town Centre – is complete by around 2025.</p>
<p>It is one of the largest and fastest growing new town developments in Australia. Ellenbrook has spearheaded reforms on many fronts, including: the structuring and design of mixed use and connected neighbourhoods, each designed to support local identity, walking/cycling and a genuine sense of place and community, and a town centre that successfully assimilates an open-air, main street mixed-use strip with an enclosed shopping centre environment.</p>
<p>Each neighbourhood has its own discernable civic centre and community hub, a well defined edge, and contains spaces and services that provide resident’s daily needs within talking distance, providing indepence of movement and to help resident’s stay connected.</p>
<p>Mike says that Australia needs to focus on the importance of creating new neighbourhoods in our urban growth areas where essential services – schools, shops, and workplaces – are provided early in the life of these ventures, easily reached from home on foot or by bike, and where the aim is not only to provide housing affordability but also attainable and over liveability.</p>
<p>“Nearly all Australian suburban neighbourhoods priorise vehicles over pedestrians. As the cost of owning and running cars in the growth areas of our capital cities is beginning to exceed the cost of housing, ‘liveability’ – rather than ‘affordability’ – has become the new catch cry.</p>
<p>"In self-sufficient cherished inner city neighbourhoods of our capital cities, where there are often mixed-use developments, such as townhouses and residential apartments, serviced by trams or trains and built above shops, residents can leave their homes to get their groceries on a daily basis – without relying on the car. Coupled with this increased level of walkability, is the need to provide a diverse range of civic spaces and parks, which give these communities a unique sense of, intimacy, identity and soul.” </p>
<p>He adds: “In light of the deep societal challenges posed by the coronavirus, I predict more mixed-use developments will emerge to create self-contained communities built around pedestrians, cyclists, and ‘light’ modes of public transport, such as e-bikes, trackless trams, and small scale electric buses. Australians in their teens and 20s, in particular, will drive the demand for more compact, connected, mixed-use, liveable neighbourhoods that have these characteristics.”</p>
<p><strong>Mike Day reveals the qualities that make up seven liveable ‘urbanised’ neighbourhoods in Australia’s metropolitan growth areas: </strong></p>
<p><strong>The Village in Wellard, Perth. </strong>A sustainable master-planned development situated only 30 minutes from Perth’s CBD, The Village has a diverse range of housing types to cater for the growing and varied demographic population mix in Perth, which is moving towards 3.5 million by 2050.[1] With almost 30 hectares of natural bushland and wetlands, it provides a variety of landscape parks, walking trails and nature retreats that encourage residents to walk and ride bikes – as an alternative to driving. Wellard Station Train is central to the urban neighbourhood, and includes a K-12 Anglican community school and early learning centre. The Heart Foundation has produced an <a href="https://www.youtube.com/watch?v=jIl970o-zSM" target="_blank">exceptional video</a> of the preventative health benefits of living in The Village at Wellard and <a href="https://www.healthyactivebydesign.com.au/case-studies/the-village-at-wellard" target="_blank">published their findings</a> on the benefits of living in the Village. Mike says: “Liveable outer-suburban neighbourhoods must be connected with sustainable forms of transport – and The Village ticks this box.”</p>
<p><strong>Lightsview in Adelaide. </strong>A multi-award-winning master-planned property development by RenewalSA and Peet, Lightsview, which is forecast to be completed next year, is designed on the philosophy that where you live should be inspirational. It brings together a variety of housing options, from townhouses to apartments to studios, which are designed to maximise light and space.<strong> </strong>Residents also benefit from increased walkability, with extensive parks and reserves within 300m of every dwelling, tennis facilities, and bus routes to encourage residents to use public transport. Additionally, residents have childcare facilities and cafes and restaurants located within the neighbourhood, while shopping centres and schools are within walking and cycling distance.  </p>
<p><strong>Fitzgibbon Chase in Brisbane.</strong> Designed by the Urban Land Development Authority/ Economic Development Queensland in consultation with Brisbane City Council, Fitzgibbon Chase is a vibrant, walkable, inclusive community that is set among natural bushland and centred around a multipurpose park. Its 1300 residents have everything they need from local schools, train station and bus routes just minutes away, shopping centres, health and fitness venues, cafes and local clubs – all with the goal of encouraging them to participate in their neighbourhood. </p>
<p><strong>Rouse Hill Town Centre. </strong>Rouse Hill Town Centre, located along Windsor Road in the Baulkham Hills Local Government Area, developed by the GPT Group. The urban hub combines the traditional values and streetscape of a contemporary town centre with the latest, residential, business, shopping, dining and lifestyle choices, and has set a new standard for transit based, sustainable, mixed-use developments. By integrating shops and cafes on the ground level of apartment buildings, residents are within walking distance of these services, and they have developed a sense of community from being closer together. Residents within the Rouse Hill Town Centre are also conveniently located between two metro stations – Tallawong and Rouse Hill – and a public school, both within 2km from the development. This is crucial to liveability. </p>
<p><strong>Laurimar in Doreen, Greater Melbourne. </strong>Mike is firmly of the view that the most liveable neighbourhoods recognise walking as the privileged or preferred mode of transport. This is the concept behind Laurimar – a new Lendlease community in Doreen, 30km north of Melbourne’s CBD. Laurimar was designed with the intention that residents live within walking distance to the Town Centre – this includes a supermarket, medical precinct, bank, gym and day spa, post office, restaurants, cafes and wine bar, and other specialty stores. Laurimar Primary School and Larimar Child Care and Early Learning Centre are also centrally located within the neighbourhood, enabling families to walk with their children to school, community facilities and shops. As a result, Laurimar evokes the friendliness and charm of Melbourne’s traditional ‘high streets’, while maintaining a community country feel. It also has 20km of walking, hike and bike trails.</p>
<p><strong>Harvest Edge, Atwell Perth.</strong> Harvest Edge is an award-winning urban neighbourhood set within Landcorp’s Harvest Lakes project – WA’s first large-scale Greensmart community. Bringing the benefits of city living to the suburbs, the defining challenge of this project was to bring the amenity of inner-city living to the southern suburbs of Perth. Rarely achieved in practice, a diverse range of townhouses, maisonettes and apartments were integrated into the existing suburban development. A short walk to both the Harvest Lakes town centre and the Success train station, Harvest Edge demonstrates how well executed transit oriented developments can be a community and commercial success in a greenfield setting. A core part of the project’s success was a unique alliance the State’s urban developer built with a leading Perth townhouse and cottage home builder, and its focus on the quality and diversity of parks and public spaces. </p>
<p><strong>Cockburn Central West in Perth. </strong>The configuration of this mixed-use site, containing 1100 dwellings, by Development WA, has been significantly influenced by the the landscape. Mike says that by embracing walkable urbanism and sustainable transport modes the urban hub has been designed to foster liveability as residents will feel at home in a mixed use urban setting encircled by the natural landscape. Residents have access to a public oval, parks and wetlands, with Cockburn Central West also home to the Fremantle Dockers Football Club. Shops, restaurants and cafes, and businesses have been designed around the sporting hub. Designing buildings that frame and enhance quality public spaces, striving for design excellence and sustainable development – which Development WA is doing – is also an integral part of this new urban community.</p>

How resilient, walkable and self-sufficient communities could be shaped in COVID-19's wake

<p><strong>EXPERT OBSERVATION</strong></p>
<p>A housing boom that lasted from the mid-1980s with only minor interruptions has added to rising income inequality in Australia. Yet an impending housing market bust, triggered by the coronavirus pandemic and the resulting spike in unemployment, will not restore greater equality. On the contrary, recent history shows housing busts can worsen inequality.</p>
<p>Those who benefit most from a boom are not those who pay the price when it busts. And those harmed by the boom often become even more vulnerable during the bust.</p>
<p>Our analysis highlights the risks for people who bought their first home at the peak of the boom. We estimate 24,000 households are at very high risk because they took out large loans that might soon exceed their home value and also work in sectors with high job losses. Another 135,200 are at high risk and 121,000 are at moderate risk.</p>
<p><strong>Coronavirus has set up a housing bust</strong></p>
<p>Experts have long cited an upsurge in unemployment as the main threat to house price growth. This risk became reality with the coronavirus pandemic. Over the seven weeks from mid-March to early May, jobs fell by 7.3%.</p>
<p>Unless employment rapidly recovers, the housing market is facing a major downturn. In one worst-case scenario released by the Commonwealth Bank, house prices could fall by up to 32%  over the next two years.</p>
<p><strong>Recent first-time buyers are most vulnerable</strong></p>
<p>Households that can hold on to their homes and weather the storm until the market recovers are not substantially harmed. Established owners, who bought their homes before or early in the boom years, have enjoyed the largest increase in their home values, and the largest reductions in their debt. This puts them in a position of relative resilience to a housing market bust.</p>
<p>In contrast, evidence from the 2008 housing crisis in the United States shows which households are most at risk. These were households that bought their first home with no deposit, or a very low one, in the period leading up to the 2008 crash. The crash left these households “underwater”, trapped with an asset worth less than their mortgage debt. Many defaulted on their mortgages, fuelling the housing market’s downward spiral.</p>
<p>The Australian housing market and financial institutions differ from those in the United States in 2008 in fundamental ways. Still, Australian households that bought their houses at the peak of the boom and have now lost their jobs in the coronavirus pandemic are facing the highest risk.</p>
<p>These include 24,000 recent (2014-5 to 2017-18) first home buyers who borrowed over 80% of the value of their home and were employed in industries where jobs have now collapsed. Another 135,200 recent first home buyers with high loan-to-valuation ratios are also at risk of going “underwater”, with homes worth less than their debt. Many of them are also in precarious employment, irrespective of the pandemic. (These figures do not include first home buyers in 2018-19, for which data are not yet available.)</p>
<p><strong>Renters’ relief could be short-lived</strong></p>
<p>Many private renters hope a housing downturn will translate into lower rents and perhaps give them a chance to buy their first home in a more affordable market. However, this is not always the case in a downturn. In the US from 2007 to 2009, despite declining house prices, rental affordability stress has only increased.</p>
<p>In Australia, the sudden decline in international students and short-term rentals has increased long-term rental vacancies in some areas. Reports suggest rents are going down, especially at the upper end of some rental markets.</p>
<p>However, in the longer run, the slowdown in housing construction will create supply shortages, leaving rental vacancies low and rents high. Many landlords, mostly “mum and dad” investors, have taken large loans to finance their property investment. They will need to keep rents high to hold on to their investment properties.</p>
<p>Lower house prices will enable some households to become home owners for the first time, after being locked out of the market during the boom years. These households could benefit from a coronavirus housing bust if the market then recovers. Even so, their gains will do little to change the overall trend of rising inequality made worse by the housing downturn.</p>
<p><strong>We need to flatten out booms and busts</strong></p>
<p>Improved housing affordability is necessary to reduce social and economic inequality. A housing downturn will reduce house prices. But this downturn, when coupled with rising unemployment, will not deliver greater equality, especially if it’s followed by yet another boom.</p>
<p>Australia has flattened the curve of COVID-19 infections. To be successful in reducing inequality, we need to flatten the curve of both booms and busts in the housing market cycle. And only a thorough overhaul of national housing policy will achieve that.</p>

<p><span>A common concern is that the rebound in share markets is </span><span>“too optimistic” and “irrational” – </span><span>how can share markets rebound so rapidly when economic conditions are so weak, coronavirus uncertainty remains high, the US is seeing civil unrest and US/China tensions are rising? </span></p>
<p><span>I must admit that I have also been surprised by the speed of the rebound and think maybe the markets are ahead of themselves. But I have seen this happen before and it reminds me of the quotation from the investor Sir </span><span>John Templeton “bull markets are born on </span><span>pessimism, grow on scepticism, mature on optimism and die of </span><span>euphoria” as this rally has occurr</span><span>ed against a lot of pessimism with shares climbing a wall of worry. </span></p>
<p><span>But as the quote reminds us, </span><span>that’s </span><span>what they often do. The plunge in shares into March led the coronavirus hit to activity &amp; fear of recession on the way down and in the process surprised many at the severity of the fall and now it</span><span>’</span><span>s led on the way up despite still lots of worries.</span></p>

<li>Massive fiscal and monetary support measures which have swamped those seen in the GFC. This has helped preserve businesses, jobs and incomes preventing defaults. Low interest rates also help make shares attractive for investors.</li>
<li>Green shoots of recovery. With the progressive relaxation of lockdowns, timely measures of economic data such as consumer confidence, restaurant bookings, retail foot traffic, credit card data, mobility indexes and jobs data suggest that US and Australian economic activity bottomed in April. See the next chart. Global business conditions indicators often referred to as PMIs also started to turn up in May after a plunge into April. This follows a similar pattern in China.</li>

<p><strong>Confirmation from other markets</strong></p>
<p><span>It</span><span>’</span><span>s not just shares that have rebounded as the rally has been confirmed by other growth sensitive assets/yields. In particular:</span></p>
<ul>
<li>Oil and metal prices are up sharply from their lows.</li>
<li>Commodity currencies like the $A have rebounded at the same time that the safe haven US dollar has fallen.</li>
<li>Bond yield have lagged the upswing in share markets, but they have now started to rise, albeit they remain very low.</li>
</ul>
<p><strong>So why has the US share market led on the way up?</strong></p>
<p>The US share market has a relative high exposure to tech and health care stocks that have been key beneficiaries of the coronavirus shock, Amazon is now 55% of retail stocks’ market capitalisation and the US has also seen more money printing or QE by the Fed compared to other countries including Australia.</p>
<p>By contrast, non-US and Australian shares are more cyclical – but should start to benefit as the recovery continues.</p>

<p><strong>Correction risk</strong></p>
<p><span>After huge rallies most shares are technically overbought which could mean we see a correction over the next few months. </span></p>
<p><span>But many shares in many share markets are at overbought extremes often seen in the aftermath of major bear market lows and this augurs well for returns on a 6-12 basis.</span></p>
<p><strong>But what about the slump in earnings?</strong></p>
<p><span>Earnings are taking a big hit from the impact to economic activity and this has seen earnings estimates slump and price to earnings multiples surge. This is clearly a concern but note a typical </span><span>“cyclical” </span><span>rebound in shares goes through three phases.</span></p>
<ul>
<li>Phase 1 sees an unwinding of cheap valuations helped by easy monetary conditions but with receding downside risks causing some investors to snap up undervalued shares. This is the phase where shares climb a “wall of worry”.</li>
<li>Phase 2 is driven by strengthening profits.</li>
<li>Phase 3 sees euphoria with very bullish investors pushing shares to extreme levels. This is despite shares becoming expensive and central banks raising interest rates.</li>
</ul>
<p>Right now, we are nearing the end of Phase 1. As economic conditions recover profits are likely to strengthen and we will move into Phase 2.</p>
<p>While PEs are now high, it’s noteworthy that the equity risk premium which can be crudely measured as the gap between earnings yields (using forward earnings) and bond yields is still reasonable reflecting ultra-low bond yields. But an improvement in earnings will be a key thing to watch for.</p>

<p><span>The three big risks are: a second wave of coronavirus cases </span>(which should be able to be avoided with lots of testing, tracking and quarantining and even if it does occur may not have the same negative economic impact as any renewed lockdown is likely to be milder and deaths are likely to be lower given greater preparedness); collateral damage from the shutdowns resulting in a delayed or very slow recovery as bankruptcies surge and unemployment goes higher (so far so good – with government and central bank support hopefully heading this off); and risks around the US election (such as Trump ramping up tensions with China if he feels he has nothing to lose or investors fretting about higher taxes and more regulation under a Democrat victory across the Presidency, House and Senate).</p>

<p><span>Shares are vulnerable to a short-term consolidation or pullback. But if we are right and April was the low in economic conditions then shares are likely to be higher on a 6 to 12-month horizon.</span></p>
<p><span> The experience of the last few months highlights just how hard it is to time market bottoms </span><span>– </span><span>a good approach for long-term investors is to average in over several months after major falls.</span></p>

Shares climb a “wall of worry” but is it sustainable? Shane Oliver

<p>Remarkably, consumer confidence is now back around pre-COVID levels, having recovered all of the extreme 20% drop seen when the pandemic exploded in March–April.</p>
<p>Confidence has clearly been buoyed by Australia’s continued success in bringing the Coronavirus under control, which has in turn allowed for a further easing in social restrictions over the last month.</p>
<p>The Index is now only 2% below the average in the preceding September to February period. Note that sentiment was already on the weak side prior to the COVID shock with the Index through this earlier period showing a persistent excess of pessimists over optimists. With the unemployment rate set to remain elevated; extensive restrictions staying in place and the economy facing permanent structural change it would be surprising if the recent upward momentum continues and is able to sustain a stable level of confidence which is above that previous period.</p>
<p>We have also seen more even confidence levels in the major states as restrictions begin to be eased extensively across the country. Victoria lagged NSW in May with an 8.4% lift compared to 23%. However in June confidence in Victoria has jumped by 11.7% (to 94.9) compared to 4.8% in NSW (95.5). Overall confidence is now at comparable levels across both states.</p>
<p>While the monthly gains are impressive, the Index is still relatively weak by historical standards – in pessimistic territory overall and down 7% on a year ago. The general picture is of continued intense pressure on family finances and concern about the near- term outlook for the economy but with firming optimism around prospects for finances in the year ahead and the economy’s medium term outlook.</p>
<p>The contrast between that medium-term outlook in this recession and the last recession in the early 1990s is important. This component of the Index is around 50% higher than the average over a long four years in that earlier period. Respondents are confident that they can see eventual better times ahead whereas in the early 1990s there was a pervasive mood of despair for years.</p>

Consumer sentiment back near pre-COVID-19 crisis levels: Bill Evans

<p>If you’ve been ordering more Uber Eats and doing extra online shopping during isolation, you’re not alone. But did you know that this could impact your ability to secure a home loan in the future? Following the Banking Royal Commission, mortgage lenders have been more closely scrutising home loan applications to ensure applicants would be able to make their monthly repayments without impacting their lifestyle negatively. Lenders are analysing the use of buy now, pay later services such as Afterpay, and the spending habits on platforms including eBay and Uber Eats accounts, as well as Netflix, Stan and other online streaming subscriptions. All services that have surged in popularity since social distancing measures were introduced as a result of the COVID-19 pandemic.</p>

<p>Aussies who regularly order takeaway on a Friday night may want to reassess their habits, as frequency of transactions is one aspect lenders consider when assessing home loan eligibility. Recent survey data reveals that 43% of Aussies don’t like cooking at home, with only half saying they cook at home on a daily basis. This is concerning, as banks are able to access and share consumer-approved digital banking data and transaction records under the new open data system that was introduced last July. While lenders traditionally analysed our income, savings, credit score, debts, assets and liabilities when considering mortgage applications, our regular spending and recurring payments – such as gym memberships and streaming services – will now come into play.</p>

<p><a href="/news/the-difference-between-offset-and-redraw-mortgage-loans-that-are-right-for-you">Mortgage brokers</a> are keeping an extra close eye on discretionary spending, which encompass even small weekly indulgences, such as takeaway coffee, a visit to the beautician and work lunches. These can quickly add up over time, with Aussies who buy a medium takeaway coffee each work day racking up more than $1000 a year. Additionally, the average person also spends about $1000 each year on fitness activities. </p>

<p>With every aspect under scrutiny when applying for a mortgage, even education debt in the form of Higher Education Loan Program (HELP) repayments will be under the microscope, as these can bring down a person’s income from anywhere between 1-10%. </p>

<p>With all of this in mind, how then can Aussies improve their chances of getting an <a href="/expert-insights/buying/how-our-spending-habits-during-self-isolation-will-influence-our-ability-to-secure-a-home-loan">approved home loan</a>? Having a positive credit history – such as a car loan, credit card, or mobile phone contract – makes it easier to get a home loan, as it demonstrates to the lender how diligent you are with repayments. Being able to show banks and lenders that you can stick to a budget and live within your means is also extremely valuable when it comes to securing a home loan. </p>

Business conditions begin to claw back: Pete Wargent

<p class="p1"><span class="s1">Headline: House prices fell in May. Alternative headline: House prices rose in May.</span> </p>
<p class="p1"><span class="s1">Which is right? Actually, both. Or, more correctly, it depends on whose figures you believe.</span></p>
<p class="p1"><span class="s1">CoreLogic records a 0.4% reduction in house prices (overall, the average across the nation) during May, but Louis Christopher’s SQM Research reports a 1.1% rise in house prices over the same period.</span></p>
<p class="p1"><span class="s1">And when the latest figures from Domain and the ABS become available, they’ll have different numbers as well.</span></p>
<p class="p1"><span class="s1">We could spend hours discussing why different sources produce different (and sometimes conflicting) results on what’s happening with property prices. But suffice to say that they all have their own methodologies and parameters – and what they’re attempting, to distil tens of thousands of sales in myriad locations into a single growth figure, is a tad challenging.</span></p>
<p class="p1"><span class="s1">But, ultimately, it’s doesn’t matter whether CoreLogic is right or SQM is right. Essentially, they’re saying the same thing: property prices are remarkably stubborn in the face of major negative forces. As they so often are.</span></p>
<p class="p1"><span class="s1">House prices continue to defy the doomsday forecasters, many of them economists who refuse to let go of their flawed theories about how property prices SHOULD behave – and others among them opportunists who see potential to generate free publicity.</span></p>
<p class="p1"><span class="s1">Here are some headlines:</span></p>

<p class="p1"><span class="s1">For those who declare “but it’s early days”, it isn’t.</span></p>
<p class="p1"><span class="s1">This pandemic shemozzle, in terms of its impact on Australian life, declared itself on 20 February when the share market had its first meltdown. We’ve already been through the worst of the health impacts and the toughest of the restrictions and now we’re emerging steadily from lockdown towards increasing levels of normality.</span></p>
<p class="p1"><span class="s1">When the price data for March (showing growth in most markets) was published, many in mainstream media said: “Yeah, but wait to we get the April figures, then we’ll see the true impact of Covid-19.”</span></p>
<p class="p1"><span class="s1">When the April figures came out (again showing minor growth in most markets), we got the same reaction: “Yeah, but May will see prices nosediving.”</span></p>
<p class="p1"><span class="s1">Well, that didn’t happen either. The CoreLogic data showed that in May there was growth or no change in house prices in nine of the 15 market jurisdictions (eight capital cities and seven state regional markets), with an overall result of -0.4%, while SQM reported a national rise of 1.1% and a capital city rise of 0.5%, with increases in Sydney, Melbourne, Perth, Adelaide and Canberra.</span></p>
<p class="p1"><span class="s1">So, now the standard line from failed forecasters seeking to justify their negative stance on property markets is this: “Yeah, prices are stable for now but in September when the stimulus runs out everything will fall off a cliff.”</span></p>
<p class="p1"><span class="s1">This comes direct from the kindergarten of real estate forecasting. It assumes that nothing will change over the next 3-4 months and that governments and lenders will recklessly turn off the tap without any regard to consequences.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">It also assumes that it’s all about JobKeeper and mortgage holidays, and overlooks the importance of infrastructure spending, loans and grants to businesses, support measures for renters, ongoing government stimulus measures like the $25,000 grant to home builders and renovators, and a whole lot more.</span></p>
<p class="p1"><span class="s1">Australia has done well in this crisis and continues to do so. And the future belongs to those who see opportunity rather than calamity.</span></p>

<p>The Federal Government’s $25,000 Homebuilder package for the housing sector will help promote jobs and activity as New South Wales recovers from the economic effects of COVID-19.</p>
<p>That is important as construction is a key pillar of the economy – generating 7.5 percent of the nation’s growth as Australia’s third-biggest employer, after retail and health care and social assistance.</p>
<p>The $688 million package hopes to pull forward activity to avert the jobs cliff that could arise as exisiting projects finish in the second half of 2020 and early 2021.</p>
<p>The industry was not shutdown unlike other industries. But the package is aimed at forward work pipelines, with the time frame requiring quicker state government and council approvals, before any impact on the actual property market and prices and rents.</p>
<p>The program aims to provide 27,000 grants by December this year. It is for owner-occupiers, especially cashed up first home buyers, but not investors.</p>
<p>The means-tested grants will be restricted to large renovations and the construction of new homes as the project cost must be at least $150,000.</p>
<p>Prime Minister Scott Morrison said the scheme would drive a "tradie-led recovery" of the economy, and would support 140,000 direct construction jobs and a million workers in the wider residential building sector.</p>
<p>"The industry is facing a valley of death," the Master Builders Australia chief executive Denita Wawn warned.</p>
<p>The scheme will last until the end of the year, aiming to get 30,000 homes underway by Christmas.</p>
<p>Construction must commence within three months of the contract date.</p>
<p>Those eligible are singles who earned up to $125,000 the 2018-2019 tax year and couples who earned up to $200,000.</p>
<p>The scheme will work alongside existing state and territory first-home owner grants programs, stamp duty concessions and other grant schemes, including the federal government’s popular first-home loan deposit scheme and first-home super saver scheme.</p>
<p>The desired economic recovery will be swifter for having a housing that is robust, but there will be many would-be home owners who can't, won't or shouldn't participate.</p>
<p>It comes up against the backdrop that typically less than 20 percent of first-home buyers prefer to buy newly-constructed homes.</p>
<p>There are price thresholds that apply to the Homebuilder package, especially in Sydney which will be restrictive in most suburbs.</p>
<p>If you are building a new home the total value of the completed house and land needs to be less than $750,000.</p>
<p>Or if substantially renovating your existing home the value of your existing property does not exceed $1.5 million.</p>
<p>The package will primarily have an effect in the outer suburbs and its greenfield housing markets. Mostly people some way down the track to either buying or building will likely get to participate.</p>
<p>The scheme also covers buying units off the plan that are construction ready.</p>
<p>Architect academic Geoff Hanmer says no doubt the scheme's structure will encourage people to build in coffee makers, microwaves, fridges and washing machines to bump the contract price up above the $150,000 minimum.</p>
<p>Beware too that there are unscrupulous builders who may take advantage of the scheme, warns the NSW builder broker, Builder Finders' Lynette Manciameli, is concerned that the scheme is vulnerable to exploitation.</p>
<p>“What we are likely to see off the back of the HomeBuilder scheme is dodgy builders coming out of the woodwork." Mrs Manciameli suggests.</p>
<p>Adding it is more important than ever for consumers to do their due diligence when selecting a builder for their project including seeking out testimonials and checking credit scores.</p>
