Brisbane-based developer <a href="https://www.apartments.com.au/developers/trk-property-group">TRK Property Group</a>&nbsp;has enlisted renowned architecture firm Koichi Takada Architects to design its latest new apartment development.

The new 34-storey tower at <a href="https://www.apartments.com.au/new-apartments/57-berwick-street-fortitude-valley-qld-4006">57 Berwick Street, Fortitude Valley</a>,&nbsp;will have 189 apartments, complete with interiors by <a href="https://www.apartments.com.au/architects/byculprit">byCULPRIT</a>. The upper levels&nbsp;capturing views across the Story Bridge, city skyline, ranges, bay and river.

Residents will have access to a rooftop amenity floor with facilities including a pool, spa, sauna, hot and cold treatment, meditation garden, gym, yoga studio, private dining, BBQ, games lounge, wine display wall, work library, meeting rooms and outdoor work areas.

TRK proposes Koichi Takada-designed apartment development in Fortitude Valley

Perth development giant Finbar Group has completed its acquisition of the prominent 236 Railway Parade site in West Leederville, a year after first flagging plans for the transit-oriented development that will become its next major apartment project in Perth's inner west.

The ASX-listed apartment developer has secured the 4,997 sqm mixed use-zoned landholding opposite West Leederville Train Station for around $15 million, paving the way for the proposed Rosslyn Quarter development. The project is expected to deliver <a href="https://www.apartments.com.au/new-apartments/236-railway-parade-west-leederville-wa-6007">around 240 apartments across two towers</a>, alongside ground-floor commercial space.

The acquisition effectively concludes a process that began in mid-2025 when Finbar announced it had entered into a contract to purchase the site, subject to development approval and the finalisation of planning settings under the West Leederville Precinct Structure Plan. At that time, the company outlined plans for a pair of 18-storey towers with an estimated end value of around $200 million.

The site sits within the emerging Rosslyn Quarter precinct, approximately two kilometres from the Perth CBD and directly opposite the West Leederville Train Station. The location also places future residents within walking distance of the West Leederville Shopping Centre, Leederville's hospitality strip, and the neighbouring Subiaco activity centre.

Finbar CEO Ronald Chan said the acquisition builds on the developer's previous experience in the suburb, where it delivered the Motive Apartments project in 2017.

"We have previously enjoyed great success in developing in the West Leederville area given its excellent existing amenity and close proximity to the CBD, Leederville, Subiaco, and the West Leederville train station," Chan said.

He said the scale of the site would allow Finbar to deliver a well-located apartment project while strengthening its long-term development pipeline.

"The substantial scale of this site, with proposed potential for two eighteen-storey towers, will allow the Company to obtain scale benefits which will underpin the delivery of a medium-cost, well-located project," Chan said. "Importantly, this acquisition diversifies and strengthens our long-term development pipeline across metropolitan Perth, enabling us to time our product delivery strategically in line with market conditions."

According to Sterling Property, which brokered the transaction, the site was one of the most significant development opportunities to come to market in Perth's western suburbs in recent years.

Sterling Property Managing Director Brian Neo said opportunities of this scale in established inner-city locations remain tightly held.

"Sites of this scale and calibre, directly opposite a train station and within two kilometres of the CBD, are rarely offered to the market. When they are, they attract serious capital," Neo said.

The acquisition comes as Perth's apartment market continues to contend with limited development-ready sites in established suburbs, particularly those benefiting from both existing transport infrastructure and supportive planning frameworks.

With the West Leederville Precinct Structure Plan now adopted, Finbar can move forward with design development and the development approval process for what is expected to become one of the largest new apartment projects proposed in the suburb.

For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.

Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.

It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.

Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.

Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.

"The Gold Coast economy continues to grow at an incredible pace. This is no surprise to those of us who have watched the evolution up close," Mayor Tate said.

"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.

While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.

The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.

One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.

The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.

Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.

The city's entrepreneurial culture is also translating into business growth.

Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.

Development activity remains another key indicator of confidence.

There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.

Importantly, the report notes the next phase of investment will need to extend beyond residential development.

While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.

Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.

"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.

"This is no longer a secondary Australian economy, the Gold Coast is becoming a globally connected city with deeper capability across health, knowledge and creative industries, advanced manufacturing, technology and exports."

Buyers rush to Homecorp's Florence Residences as Gold Coast wellness trend gains momentum

The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.

The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.

The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.

Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.

The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.

The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.

Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.

The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.

Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.

"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.

"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."

Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.

"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.

"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."

Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.

"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.

"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."

The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.

Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.

"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.

"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."

Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.

"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.

Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.

Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.

"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.

"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."

The expanded Pre-sale Finance Guarantee forms part of the NSW Government's broader housing agenda, which also includes planning reforms, the NSW Housing Pattern Book, and a series of rezonings intended to increase housing capacity across the state.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Potter Projects, a division of The Potter Group, has announced the acquisition of a prime 4,880 sqm industrial site in Burleigh Heads for a new warehouse development.
Zac Potter confirmed Potter Projects had acquired 49 Leda Drive, within an established and popular industrial precinct, for $3,100,000 plus GST.
Mr Potter said the vacant freestanding warehouse currently occupying the site would be demolished and replaced by an upscale industrial project comprising 22 light industrial warehouses with ancillary offices.
He said it would be similar to Potter Projects’ Flagstone Business Centre only metres away at 3 Flagstone Drive, Burleigh Heads. 
The recently completed development has sold 15 of the 18 warehouses by completion, even with the COVID-19 pandemic taking place mid sales campaign. 
Three warehouses now remain for sale. 
“Warehouse sizes are likely to range from 85 sqm to 200 sqm, catering for a broad range of end users,’’ Mr Potter said.
“Several draft plans have already been drawn up and we hope to lodge a DA with council in the coming weeks,’’ he said. 
Potter Projects is experiencing strong demand for its industrial property, achieving millions of dollars in sales across its growing portfolio of warehousing and commercial projects on the Gold Coast in recent months.

Introduction
This economic and fiscal update is the first since December’s Mid-Year Economic and Fiscal Outlook when budget surpluses looked just around the corner. Since then things have changed dramatically due to the hit from coronavirus and necessary support measures from the Government.
Policy stimulus
The statement provided no new policy stimulus measures beyond those that have been announced in the last two weeks:

$2bn in spending on subsidies for apprentices &amp; JobTrainer;
</li>
<li>An estimated $16bn to extend JobKeeper to March next year but with payments stepping down to $1200 and then $1000 a fortnight for those who worked 20 hours or more per week in February and to $750 and then $650 for others and businesses having to meet the turnover reduction test at the end of the September and December quarters to keep receiving it; and</li>
<li>An estimated $3.8bn to extend the JobSeeker Supplement to December at the pared back rate of $250 a fortnight.</li>
</ul>
This additional $22bn in spending along with prior coronavirus- related economic support (in the form of actual spending, tax breaks and health measures) takes the COVID-19 response package to nearly $174bn. JobKeeper is the main element in this, but it also includes the JobSeeker supplement, payments to businesses and payments to eligible households. There is also loans &amp; guarantee support (from the government and RBA) worth $125bn or just over 6% of GDP.
Proposals to bring forward the tax cuts and provide additional investment incentives look to have been pushed out to the October budget and additional industry support packages are also likely. The Government may have delayed this extra stimulus to gauge how much additional help will be required with a lot riding on how quickly the latest outbreak of coronavirus is brought back under control. Spreading out the announcement of new stimulus measures may also get more bang for the buck in terms of the boost to confidence. 
Economic assumptions 
The Government is forecasting the economy to contract this financial year by -2.5 per cent, its biggest financial year contraction since 1946-47. But this masks a "record" -7 per cent contraction in June quarter GDP and a gradual recovery from the second half of this year. The Government is a bit more optimistic than we are in terms of economic growth and unemployment.

The Government's revised budget projections and our own are shown below. These should be treated with greater than normal caution given the uncertain economic outlook.

The hit to the economy and hence revenue and expenditure since the Mid-Year Economic and Fiscal Outlook last December is huge at $72bn for this financial year and is shown in the line called “parameter changes”. It should gradually start to diminish as the economy recovers. Policy stimulus (mainly due to the coronavirus response but also other things) since last December is shown in the line labelled “Total stimulus”.
As a result of the Government’s fiscal response and the hit to revenue from the economic downturn, the Government projects the budget deficit to further blow out from around $86bn for the past financial year to a record $184.5bn this financial year.

While it does not provide projections beyond this financial year the implication is that the deficit will decline in future years as support programs phase down and the economy recovers. On the Government’s projections this would see the budget deficit as a share of GDP peak at around 9.7% of GDP in 2020-21, which would be its highest since World War 2. We continue to see a bigger deficit for this financial year of around $220bn reflecting both a bigger hit to revenue and additional stimulus of around $17bn to be announced in the months ahead, including in the October budget. This is likely to include the bring forward of the 2022 tax cuts, more investment incentives and more industry support programs. The budget deficit blow-out will add about 20 per cent of GDP to public debt out to 2022.

The additional $22bn in stimulus announced over the last two weeks is welcome and will help turn the fiscal cliff in October into a fiscal slope. The boost to stimulus announced in the last two weeks takes Australia’s total level of coronavirus related fiscal stimulus (excluding loans and guarantees) this year up to 8.7% of GDP, which is well and truly at the high end of comparable countries. This should aid the economic recovery.

However, it’s doubtful that this will be enough given the long tail of unemployment flowing from the coronavirus shock. We estimate that were it not for JobKeeper and people leaving the workforce the effective unemployment rate would currently be 11.3%, which is well above the official measured rate of 7.4%. This has fallen from 14.8% in April thanks to the reopening of the economy, but with the threat to the recovery posed by the second wave of cases in Victoria and the lockdown in Melbourne and the risk of a flow on to NSW, effective unemployment may only fall to around 10% or so by September and maybe 9% or more going into next year, so continued income support is essential. The Government’s focus now shifts to economic reforms in the October budget and this is likely to include even more fiscal support, as noted earlier.
Our assessment remains that the blow out in the budget deficit is affordable. First, it’s absolutely necessary as were it not for the support measures the economic hit would be far greater.
Second, it makes sense for the public sector to borrow from households and businesses at a time when they have cut their spending, and to give the borrowed funds to help those businesses and individuals that need help.

Third, the support programs are targeted at current needs so shouldn’t lead to permanently higher government spending.
Fourth, Australia’s starting point for net public debt last year was low at 23% of GDP compared with other advanced countries averaging 83%. See the next chart. And even with projected budget deficits it will remain relatively small.

Fifth, borrowing to finance the budget deficit is in Australian dollars and we are not dependent on foreign creditors, so we are not vulnerable to a “foreign currency crisis.”
Finally, the cost of Government borrowing is very low at around 0.85% for ten years and 0.25% for three years.
Implications for the RBA
Ongoing Government support for households and businesses is not enough to change our assessment that the RBA will need to keep cash rate near zero for years ahead and possibly need to undertake more quantitative easing in the face of ongoing spare capacity in the economy and below target inflation.
Implications for Australian assets
Cash and term deposits – with the cash rate unlikely to rise from 0.25% for years, returns from cash and bank term deposits will remain low for a long time to come. That said the budget stimulus and increase in money supply holds out at the prospect that at some point inflation and interest rates will rise. But it’s probably at least three years away.
Bonds – the surge in public debt and bond supply would all other things being equal, point to higher bond yields, but this is offset by massive spare capacity, low private sector borrowing, very low inflation and the cash rate capped at 0.25% for years it’s hard to see a lot of upside in bonds yields. That said, if coronavirus comes under control it’s hard to see a lot of downside either so medium-term bond returns are likely to be low.

Shares – the addition of extra policy stimulus further helps to offset the hit from coronavirus and adds to confidence that growth will recover which is supportive of shares.
Property – ongoing income support is continuing to help the property market avoid a sharp fall in home prices but the negatives around high effective unemployment, the weak rental market and the collapse in immigration point to ongoing falls in prices into next year, particularly in Sydney and Melbourne.
The $A – ongoing fiscal stimulus at the high end of comparable countries coming at a time of rising commodity prices and a declining US dollar point to more upside for the $A.
Concluding comment
With private sector spending hit by coronavirus it makes sense for the Government to continue to help fill the breach and support the economy. The best approach to getting debt back down is to grow the economy aided by a reinvigorated economic reform agenda, but for a while yet government fiscal support will continue to be needed.

Australian economic and fiscal update – record budget deficits, but more to come

Dwelling approvals showed a further weakening in June broadly in line with Westpac’s forecasts but weaker than the consensus view. Total dwelling approvals fell 4.9% to be down nearly 20% over the last two months, touching an eight year low.
The detail showed weakness in the month was more broadly based than May’s unit driven fall. Private sector unit approvals declined 5.3%mth to be down 23.4%qtr for Q2 as a whole (our estimates suggesting 'high rise' down 27.8%qtr and 'low rise' down a much milder 6.2%qtr).
Private sector detached house approvals posted a similar sized 5.7% decline in the June month but were more resilient for the quarter as a whole, down just 2.6%qtr. On a monthly basis, all segments are down materially on a year ago.
All states recorded declines, although they were more pronounced in NSW (–14.8%), WA (–11.7%) and Qld (–10.9%), and more muted in SA (–4.6%) and Vic (–0.2%). All states have seen double digit declines over May-June.
The value of renovation approvals posted a relatively strong 11.4% surge in June. This may be an early sign that relaxing restrictions in May-June are seeing some improvement, given renovations are likely to have shorter lags between application and approval. However, it should be noted that the gain is coming after some large falls with June approvals still below their March level and the value still down 9%qtr for Q2 as a whole. The segment is likely also benefitting from expenditure switching as COVID restrictions limit discretionary spending in other areas.
The value of non res. building approvals also rebounded, rising 17.8%mth, but was also coming from a weak starting point, approvals still 6.6% below their March level and down a whopping 18.1%qtr for Q2 as a whole.
For dwellings, the pull back continues to track broadly in line with Westpac's forecast. We expect approvals to come in at 145k for the full calendar year, roughly in line with the annualised pace in the June month and implying further weakness over the second half of the year. Note that approvals are likely to understate weakness in building as work on many existing projects will be delayed and some approved projects will be shelved or slower to commence.
Against this, the Federal government's HomeBuilder scheme, which provides $25k grants to eligible owner-occupiers buying a new home (or renovating an existing home), will give some support in months to come. With COVID-19 disruptions becoming more uneven geographically, state approval numbers are also likely to see a widening divergence in the second half of the year, Qld, WA and SA well placed to rebound and respond to stimulus measures, NSW seeing a slower reopening and Vic still contending with a large 'second wave' outbreak.

Dwelling approvals hit eight year low: Matthew Hassan

Australian universities are suffering revenue and job losses due to the current and projected loss of international students. A <a href="https://theconversation.com/australian-universities-could-lose-19-billion-in-the-next-3-years-our-economy-will-suffer-with-them-136251">Mitchell Institute</a> report has estimated the sector may lose up to A$19 billion in the next three years, while modelling from <a href="https://www.smh.com.au/national/universities-urged-to-bring-back-international-students-as-researchers-face-huge-job-losses-20200520-p54usd">Universities Australia</a> shows more than 20,000 jobs are at risk over six months, and more after that.
On April 3, Prime Minister <a href="https://www.pm.gov.au/media/press-conference-australian-parliament-house-act-030420">Scott Morrison said</a> international students in Australia could return home if they could not support themselves. Commentators <a href="https://theconversation.com/covid-19-increases-risk-to-international-students-mental-health-australia-urgently-needs-to-step-up-137596">feared such a flippant attitude</a> would cause Australia to lose its world class reputation if it didn’t come to the aid of international students.
Months of tension with China (the biggest source of Australian university <a href="https://www.propertyobserver.com.au/https://docs.education.gov.au/node/53021">international students</a>, at a third of the total) threatened to further jeopardise our international standing.
On Monday, the Australian <a href="https://www.theguardian.com/australia-news/2020/jul/20/australia-to-restart-granting-visas-to-international-students-to-lift-struggling-university-sector">government announced</a> it will restart granting international student visas and allow current students to count online study while overseas in a push to restart international education.
But how do we compare with some of Australia’s largest competitors?
Closed campuses
Australia imposed a <a href="https://theconversation.edu.au/article-132175">ban on travel</a> from China on February 1, stranding an estimated <a href="https://thepienews.com/news/aus-to-resume-student-visa-processing-among-measures-to-boost-sector/">87,000 students</a> abroad who were due to start their academic year in Australia in March.
By that time it was the middle of the second, or winter, semester for Australia’s big English language competitors in the northern hemisphere: the USA, UK and Canada. Most of these countries’ international students stayed to complete their semester, so universities did not suffer an immediate fall in revenue.
But universities in these countries did incur substantial <a href="https://assets.documentcloud.org/documents/6814099/Outlook-Higher-Education-US-18Mar20-1.pdf">additional costs</a> as many completed the semester by transferring teaching online at short notice.
While online education <a href="https://link.springer.com/chapter/10.1057/978-1-137-54943-3_10">meets similar standards</a> to campus-based education, students prefer face-to-face learning. This is particularly true for international students, who see immersion in a different culture as one of the main benefits of studying overseas.
In May, many <a href="https://www.insidehighered.com/digital-learning/article/2020/05/27/will-active-learning-be-possible-if-colleges-have-physically">US</a> and <a href="https://wonkhe.com/blogs/2020-a-space-and-timetabling-odyssey/">UK</a> universities announced bullish plans to teach their first semester in autumn, starting in September, face-to-face (or mask-to-mask). There were various provisions for plexiglass, physical distancing, masks and regular testing.
But even partial campus reopening plans <a href="https://www.propertyobserver.com.au/https://www.chronicle.com/article/Colleges-Aren-t-Reopening-in/248803">were never credible</a> in the US when they were announced. Still, many universities in the competitor countries <a href="https://www.propertyobserver.com.au/https://www.chronicle.com/article/Colleges-Aren-t-Reopening-in/248803">sought to maximise international enrolments</a> by maintaining at least a substantial part of their campuses would be open by September.
The US
US universities no longer seem to be nearly as strong competitors for <a href="https://www.insidehighered.com/news/2020/07/17/rescission-international-student-policy-directive-leaves-unresolved-questions-about">international students</a>. While the number of new COVID-19 cases has bumpily fallen in Australia, Canada and the UK, they have been <a href="https://covid19.who.int/region/amro/country/us">increasing in the US</a>.
When it became clear US universities could not responsibly open their campuses, they started <a href="https://www.educationdive.com/news/colleges-walk-back-their-fall-plans-as-coronavirus-cases-spike/581785/">reversing their announcements</a> of opening fully in September.
By July 20 some 53% of <a href="https://www.propertyobserver.com.au/https://www.chronicle.com/article/Here-s-a-List-of-Colleges-/248626?cid=RCPACKAGE">1,215 US universities surveyed</a> still planned to teach in person in September, 11% planned online education, 32% planned a mix of online and in person education, and 4% were considering a range of scenarios or had not yet decided their education mode.
US President Donald Trump sought to <a href="https://www.educationdive.com/news/trump-administration-amps-up-pressure-to-reopen-colleges/581166/">pressure universities</a> to open fully by making studying at least partly on campus a condition of international students’ visas. He soon reversed that order, but <a href="https://www.educationdive.com/news/colleges-brace-for-another-attempt-at-enrollment-limits-on-foreign-students/581662/">may issue an alternative</a> seeking the same effect.
US attractiveness as an international study destination is likely to be further reduced by the <a href="https://www.propertyobserver.com.au/https://www.chronicle.com/article/Colleges-Hoped-for-an/249206">instability in universities’ plans</a>, the uncertainty of federal immigration conditions, and continuing restrictions on entry from China and elsewhere.
The United Kingdom
Australian universities are in a much more similar position to UK universities, which are long time and powerful rivals for international students. They are expecting to <a href="https://wonkhe.com/blogs/the-ifs-on-the-covid-19-risk-to-the-sector/">lose substantially</a> from COVID-19’s suppression of international enrolments.
<a href="https://theconversation.edu.au/article-138514">Unlike Australia</a>, the UK government has granted <a href="https://www.gov.uk/government/news/government-support-package-for-universities-and-students">universities access to government-backed support</a> such as a job retention scheme which includes short-term contracts, and business loan support.
The UK government has also brought forward teaching payments and block research grants, and increased funds for students in financial difficulty.
Unlike Australia, the UK does not impose international travel restrictions but requires entrants from most countries including China and India to <a href="https://en.wikipedia.org/wiki/Travel_restrictions_related_to_the_COVID-19_pandemic#Europe_3">self-isolate for a fortnight</a> after entry. It will therefore remain a more attractive destination for new students until Australia lifts or at least relaxes its travel restrictions.
Canada
Canadian universities and colleges have some distinct advantages over their competitors for international students. They enjoy considerable financial and other <a href="http://higheredstrategy.com/welcome-to-the-2020s/">support from their national and provincial governments</a>.
While Canada’s average proportion of new COVID-19 cases is similar to Australia’s and the UK’s, these are concentrated in the biggest cities of Toronto, Montreal and their environs. The Atlantic provinces have Tasmanian levels of COVID-19 cases, and some of their universities attract <a href="https://higheredstrategy.com/cape-breton-you-have-to-be-kidding-me/">very high proportions of international students</a>.
Canada’s biggest competitive disadvantage is that while it will admit returning international students, it currently is <a href="https://www.canadavisa.com/coronavirus-covid-19-impact-canada-immigration-visa-border-latest-news#gs.b2clmu">not admitting new students</a> for the foreseeable future.
The Canadian government will grant permits to international students who study online from abroad, and <a href="https://ministers.dese.gov.au/tudge/supporting-international-students-support-australian-jobs">like Australia</a> this will count towards their eligibility for a post-graduation work permit. The government has also introduced a <a href="https://www.cicnews.com/2020/07/canada-makes-huge-changes-to-help-international-students-0715032#gs.ave1np">temporary two-stage approval process for international students</a> to expedite their approval to enter to study on campus when this is permitted.
But Canada is not likely to be a desirable destination for new international students until the government and then institutions can give a firm timetable and clear plans for studying on campus.
So, what should Australia do?
To remain competitive <a href="https://www.hepi.ac.uk/2020/07/06/how-to-recruit-international-students-in-2020-communicate-communicate-communicate/">compared to the UK</a>, Australian universities should keep prospective students updated on the issues that affect their study decisions such as entry requirements, start dates, and study and accommodation conditions. This communication should be targeted towards education agents and their clients, and be specific to individual students.
Few students and their parents are convinced about the <a href="https://www.hepi.ac.uk/2020/07/06/how-to-recruit-international-students-in-2020-communicate-communicate-communicate/">value</a> and <a href="https://www.idp-connect.com/en-us/newspage/international-higher-education/international-students-willing-to-quarantine-if-they-can-start-f2f-learning-sooner/">quality</a> of online education. And they fear much of the benefit of immersion in an English speaking <a href="https://www.hepi.ac.uk/2020/07/06/how-to-recruit-international-students-in-2020-communicate-communicate-communicate/">university environment</a> would be lost if spatial distancing required social distancing.
