Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/graya">Graya</a> has secured a prime Newstead site from fellow developer Fraser, subsequently lodging plans for The Silo, a major mixed-use residential project in Newstead designed around a new public laneway linking the James Street precinct with the wider Gasworks and Newstead neighbourhood.

Proposed for the corner of Chester and Morse streets, the <a href="https://www.apartments.com.au/architects/bureauproberts">Bureau^Proberts</a>-designed project places its strongest emphasis at ground level, where retail, landscaping and a new cobblestone pedestrian connection would open the site to the surrounding neighbourhood. The design team describes The Silo as “more than a residential building”, positioning the development as an extension of Newstead’s public realm rather than a standalone apartment tower.

“A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

The Silo is planned as a mixed-use development incorporating apartments alongside a bar and centre activities including food and drink outlets, indoor sport and recreation, office and retail uses.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

Retail and hospitality tenancies address the public realm, while landscaped pedestrian spaces lead into the new laneway connection. Renders in the design report show the proposed “Silo Lane” as a substantial opening through the podium, framed by cylindrical concrete forms with cascading planting above.

Walker Corporation is doubling down on Maroochydore following the successful sales campaign at its first residential project in the emerging CBD.

The national developer has filed plans for <a href="https://www.apartments.com.au/new-apartments/celeste-30-sunshine-coast-parade-maroochydore-qld-4558">Celeste</a>, a new 29-storey apartment tower at Lot 30 Sunshine Coast Parade, just metres from its under-construction SOL by Walker development.

The plans, prepared by Plus Studio, would see 208 apartments delivered across a 100-metre tower on the 2,376 sqm site, which fronts Sunshine Coast Parade, First Avenue and Future Way within the Maroochydore Priority Development Area.

It represents Walker's next major residential move in the new Maroochydore CBD after the success of SOL by Walker, its $220 million two-tower project nearby.

SOL launched to market in early 2025 and has since seen strong demand, particularly from local owner-occupiers. By February this year, Walker said the first SOL tower was nearing sell-out, with a strong waitlist also emerging for its recently released penthouse collection.

Plus Studio has designed a single 100-metre tower above an activated podium, with the architecture responding to the site's prominent position and three street frontages.

The podium would incorporate commercial tenancies and public art, with sweeping façade elements wrapping the street edges. The scalloped concrete podium has been inspired by the patterns created in sand at low tide, while extensive landscaping would continue vertically through the tower.

The ground level plans show three commercial tenancies addressing Sunshine Coast Parade alongside the residential lobby and landscaped public realm. The podium would then accommodate several levels of car parking before the residential tower rises above.

Plus Studio said the tower had been designed to maximise views from each apartment, taking in the Maroochy River, Sunshine Coast hinterland, Cotton Tree and Maroochydore Beach and ocean.

Those views have also shaped one of the project's key features, with Walker proposing to put the primary resident amenity on Level 29 rather than lower within the building.

The rooftop would feature a 284.9 sqm pool area with an infinity edge, along with a cold pool, spa, sauna, 93.2 sqm gym, sunset lounge, BBQ and dining areas, pool deck and private dining space. Cabanas and day beds are also shown across the recreation level.

The two penthouses would extend across the upper levels and each feature private terraces and plunge pools.

Celeste further reinforces Walker's commitment to the transformation of Maroochydore City Centre.

Walker is one of the key partners delivering the new CBD alongside Sunshine Coast Council and SunCentral Maroochydore, with the broader 62-hectare Priority Development Area occupying the former Horton Park Golf Course and surrounding land.

The precinct is ultimately expected to accommodate at least 4,000 new homes as Maroochydore evolves into the Sunshine Coast's principal commercial and residential centre.

When SOL secured approval in February 2025, Walker Managing Director and CEO David Gallant described it as the "first of many residential projects" the company planned for the Maroochydore City Centre.

Celeste now provides the clearest indication yet of what comes next.

The site sits immediately within the new CBD, with the design report identifying Sunshine Plaza and surrounding parkland within walking distance and Maroochydore Beach around a five-minute drive away.

For Walker, the timing of the application comes as its first residential bet on the new CBD appears to have been vindicated.

SOL has progressed from planning approval to construction while its first release has approached sell-out, giving Walker confidence to push ahead with another 208 apartments and take its residential pipeline in the Maroochydore City Centre to around 450 dwellings across the two projects.

Celeste remains subject to planning approval, with the architectural material describing the scheme as a preliminary yield study that may change through the assessment process.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

Victorian couple Adam and Lisa will bring home the biggest net sum if they win the competition, with a mortgage of $520,000 on their 1960s weatherboard home according to the website. The couple bought the three bedder two years ago.

Brooke and Grant took on the smallest mortgage of any of the contestants. They have $258,000 of debt attached to their home in Tasmania’s Huon Valley. According to the couple, prior to the competition they considered moving Brooke out of the home to make more room for the family.

Western Australian couple Russell and Carole have the second smallest mortgage. The 28 year old home they purchased off Gumtree has landed them with a $290,000 mortgage.

Channel 7’s House Rules: The contestants and their mortgages

A council decision to introduce a new council rate category in Mackay, which would see rental property owners slugged an extra $200 a year, has been ruled against in the Supreme Court as an "improper" exercise of power.
North Queensland investors appealed the Mackay Regional Council decision, according to SBS, after extra levies for investors were also introduced in areas such as Rockhampton, Mount Isa, Brisbane and Logan.
According to The Morning Bulletin, the Council are looking to review the judgment, which may set precedence for these other areas. The difference in the rate systems, however, make this difficult to ascertain.
The <a href="/news/qld/mackay-investors-gear-up-for-council-rates-legal-challenge">class action law suit was launched last year after around 1,200 objections</a> to the new fee were delivered to council.
One such example of the letters being sent by investors is below.

Those who have already paid the fee, however, might not see it returned.
The judge ruled that the issue is not whether the Council's assumptions are flawed but whether the statute permits the Council to categorise land for differential rating purposes by reference to the occupation of it by the owner.
"In my opinion it does not," the judge explained.
"To justify the categorisation the Council impermissibly took into account characteristics personal to the owners of the land and failed to restrict itself to characteristics of the subject land itself.
"It is simply a misuse of language to claim that the owner’s decision to reside on land, or not, is in some way a characteristic of the land."

Mackay investors win as Supreme Court judge refuses extra council rates for rental owners

With inflation below market expectations, HSBC Bank Australia expects the Reserve Bank of Australia (RBA) to leave the cash rate at 2.50% for this month.
This year’s Quarter One Consumer Price Index (CPI) figures showed inflation running at 0.55% quarter on quarter and at 2.65% year on year.
According to HSBC, the inflation results suggest that the RBA is likely to keep the cash rate on hold for this month. But the bank expects that the next change to the cash rate will be an increase, given that inflation is in the upper half of the RBA’s 2-3% target band.
The overnight cash rate is currently at 2.50%, a record low. According to HSBC economist Paul Bloxham, it is unlikely that the RBA will make any further cuts to the cash rate, with strong indicators of economic growth and “the housing market booming.”
HSBC’s Bloxham expects the RBA’s next rate hike as soon as Q4.  According to the bank, lifting momentum in the domestic economy is offsetting current declines in mining investment.
In its latest RBA Observer report, HSBC also states that despites media rhetoric, the bank does not expect the May federal budget to be as tight as some anticipate. The report cites a commitment by the government to increase spending with the paid parental leave scheme and to reduce taxation by abolishing the carbon and mining tax.

Cyber fraudsters are believed to be behind a total of $50,000, made in three payments, out of a Broome real estate agency's trust account. It is believed the criminals accessed the agency's online banking system after a compromised email saw malware installed.
One of the recipients receiving regular payments had their account details altered on a pre-entered list, seeing their $50,000 redirected to another's account. Then, the details were changed back to the original to avoid detection of the fraud.
The agency has been reimbursed by their bank since the incidents in February.
In March last year, another agency experienced a similar case of cyber fraud, seeing $50,000 stolen through two BPay transactions from a trust account. The bank detected these cases early, and recovered the funds.
As a result, Commissioner for Consumer Protection Anne Driscoll has put out a warning to real estate agents, and settlement agents, to be wary of fraud. She also suggests that strict security protocols are in place for computer usage.
“While the property industry has been targeted in these cases, fraud of this kind can affect any business so it’s essential that businesses have procedures and protocols in place to prevent unauthorised access to their computer system and systems to detect malware,” Driscoll said.
“Staff should be trained to ensure that suspicious emails are deleted immediately, attachments are never opened and links never activated. Having up-to-date anti-virus and anti-malware software is essential for any business."
She suggested that agents manually input bank account details of clients when making electronic bank payments, rather than using pre-entered lists.

CONSUMER PROTECTION'S ANTI-FRAUD ADVICE:

<li>Have the latest security software (anti-virus, anti-spyware, firewall) installed on computer systems and keep the operating system up-to-date. 
</li>
<li>Remind staff of basic electronic security measures. If suspicious emails contain an attachment, do not open them as they may contain malicious software (malware or spyware). Do not click on any links within these emails and delete them immediately. 
</li>
<li>Be wary of unsolicited emails purporting to be from your bank as these may be phishing scams. 
</li>
<li>Be aware that banks will never ask you to supply any of your details via email. 
</li>
<li>Consider using security tokens or set up a mobile phone security code protocol when using e-banking and verifying all payments. Ensure the device protocols are set to the highest possible level for all staff members. 
</li>
<li>Revise transaction limits and reduce them if they are too high. Sometimes it’s safer to make smaller multiple payments than allow for one large payment to be made from your bank account. 
</li>
<li>Tyoe the address into the address bar when accessing online banking. Never click on an online link or ‘favourites link’ to access your bank’s webpage as these can be manipulated to send you to a counterfeit site. While these sites may look similar to your bank’s webpage, fraudsters operate them to obtain your personal banking details and passwords. 
</li>
<li>Staff members should enter a payee’s bank account details manually whenever they make an electronic funds transfer.</li>

Cyber criminals steal $50,000 from Broome real estate agency trust accounts

Doubling the height of Sydney's skyscrapers by 2050 is a necessity to retain its position as Australia's number one city, according to the Urban Taskforce.
In fact, Melbourne, Brisbane and "even Parramatta" have plans for taller buildings than Sydney, said CEO of Urban Taskforce, Chris Johnson. He noted that this step is required if Sydney wants to stay on par with other Australian cities, and with Shanghai, Hong Kong and Singapore.
“Sydney needs to take a strong pro-growth position as recent data from a report by Price Waterhouse Coopers indicated that Sydney’s annual economic growth over the last 10 years was half that of Melbourne and Brisbane. Sydney grew economically each year at 2.2% while Brisbane grew at 4.4% and Melbourne at 4.7% each year," said Johnson.
He warned that Sydney is being held back by out of date planning rules, setting the underside of the 1970s-built Sydney Tower as the cap on heights for new buildings.
“The world now has dozens of high-rise towers planned or built that are double the height of Sydney Tower. Across Asia many cities are building towers that are symbols of the prosperity and the optimism of that city’s economic growth," he said.

If you own a rental property you could be one of the 110,000 investors who will be getting a letter from the Australian Tax Office (ATO) about your tax liabilities.
The ATO has announced that it will be writing to a sample of rental property owners about their tax obligations and entitlements, after new data mining technology identified that property investors may have submitted incorrect tax claims in prior tax years.
The ATO are targeting aggressive expense deductions and particularly the estimated two thirds of property investors who are negatively gearing their investments and claiming losses on their investment properties to offset their tax bills.
If you fall into this category, the following tips might be worth considering when you are completing your tax return.
What’s the status of the property?
Firstly, it’s vital that, if you’re claiming deductions, your rental property needs to be rented or available for rent. If a property is not available for rent, then expenses incurred by a taxpayer are not deductible.
This would seem an obvious point, but it’s worth remembering particularly if your property – as a holiday home or other part-time accommodation - is not rented out across the entire year. If that’s the case, remember that you can only claim deductions for the period that the property is rented or available for rent.
Who’s the owner?
It’s also worth remembering that the legal ownership of the rental property determines the proportion of ownership and entitlement to deductions on your individual tax return. This means that if a husband and wife purchase a rental property in joint names, then their levels of ownership will be 50/50 unless stated otherwise in the purchase contract.
Categories of deduction
Generally, the ATO specifies three types of rental property expenses:
<ul>
<li>Those which you cannot claim a deduction. 
</li>
<li>Those which can be claimed as an immediate deduction in the financial year in which they were incurred. 
</li>
<li>Those that can be deducted over a number of years.</li>
</ul>
Capital or personal expenses aren’t deductible, although you may be able to claim decline in value deductions (depreciation) or capital works deductions, or include certain capital costs in the cost base of the property for capital gains tax purposes. Other examples across each of the three categories are outlined in the sidebar alongside this article.
The picture also gets a bit more complicated when other considerations are factored in. For example, if you take out a loan to purchase a rental property, you can claim the interest charged on that loan as a deduction. However, if the loan is taken out for more than one purpose, you can only claim the interest relevant to the amount borrowed for the rental property. Depending on your circumstances, there may also be potential to claim prepaid interest to maximise your deductions.
Another factor which often confuses owners is the area of repairs and improvements to the property. Spending on repairs and maintenance is tax deductible, but you can’t immediately deduct costs on improvements and total replacements of items, as these are considered capital in nature. However, you might be able to claim depreciation and capital allowances on some improvements.
And, if you’re looking to fix something straight after buying the property, remember that you cannot claim initial repair costs for deterioration and damage already there when you bought the property until at least 12 months after purchase
You should consider getting a quantity surveyor’s depreciation report to ensure you can claim the maximum depreciation and capital allowances deductions. A specialist quantity surveyor can visit your property and prepare a depreciation report that will cover the actual building and the items within it (such as air-conditioner, stove, hot water service, etc).
It’s also worth consulting your accountant before you leap into the property investment space. Given the issues outlined above, tax time can be complex for property investors. When it comes to completing your tax return, working with your accountant to get it right can save a great deal of paperwork – and cost – down the track.

Rental properties – keeping deductions working for you

New residential buildings will have 12 months to make the required changes to smoke alarms.
The new Building Code of Australia (2014) will require all new smoke alarms to be interconnected when there is more than one alarm in a residential dwelling. When interconnected, if one fire alarm is triggered, the others in a home should also be activated.
Western Australia’s Building Commissioner Peter Gow has confirmed that the 12 month transition period will see the requirements coming into effect on 30 April 2015.
“Some building and electrical industry stakeholders were concerned about their ability to comply with the new requirements, so we have applied the one-year transition period that was built into our new Building Act to give the industry time to adjust their operations,” said Gow.
If dwellings are approved for construction before 1 May 2015, they will not be required to include interconnected smoke alarms. However, old dwellings will still need to have smoke alarms or heat detection alarms no older than 10 years old installed before they can be sold, transferred, hired or rented.

Investor alert: Changes to smoke alarm requirements for new residential buildings

There have been a few recent changes to the NSW affordable housing state environmental planning policies (SEPP or AHSEPP).  This policy was introduced in July 2009 to increase the supply of affordable rental and social housing in NSW.
Since then, Property Bloom has been busy doing our bit to help with affordable rental properties in the Hunter region of NSW. 
A typical, new two bedroom granny flat or single villa will rent for just $250 - $280 per week.  Compared to a typical house in these locations, tenants can save around $50 a week and these are pretty good digs being offered and in some cases much better than the 80 year old miner’s cottages asking for higher rents. 
The flats meet all the<a href="https://www.basix.nsw.gov.au/basixcms/about-basix/basix-assessment/basix-certificates" target="_blank"> Basix requirements</a>, which means they are energy efficient. They are functional and about the same size of some of the miner’s cottages but of course being brand new have none of the issues of older homes.

On the 14 February 2014 there were some new changes introduced to the AHSEPP.  Probably the most important was the change to the period in time the complying development assessment can take.
Previously it was 10 days and it has now been extended to 20 days. This is because the neighbours now need to be notified of the application to build a granny flat.
In the past, the neighbours were not notified and may have realised all too late that granny was coming to their close proximity.  Neighbours of the complying development now get to know what’s going on next door - which I think is a good thing.
They have 14 days to lodge any complaints or ask any questions of the certifier. They can’t really stop a granny flat being built unless the application is not meeting all the requirements of the policy; however they have the opportunity to discuss any concerns and check plans. I think this is fair and it’s always good to have some kind of relationship with your neighbours. 
Imagine you live in a high density area where the land size is quite small; say 450-500 square metres blocks and the house next door starts to build a granny flat. There is not a lot of space for the tenants of the flat to chill out so they hang right on your fence line when they have a BBQ which happens to be next to your bedroom window. This is not a good situation for anyone.
Property Bloom always looks for large lot sizes for our granny flat developments, land that is 800 square metres – 1,000 square metres so there is plenty of yard space for both the house and the flat.  This is one of our main criteria but we have a long list of other criteria that we need to meet before we will present a property to our clients for such a development.  Our goal is to maximise the rent from the house and the flat but if the positioning of the flat is too close to the house, it just won’t work.
When you get it right, this strategy works well but I’ve heard of some horror stories where investors have just squeezed on a flat, yet still meeting the AHSEPP requirements but not thinking about the consequences; unhappy neighbours, and unhappy tenants.   
For a granny flat development to work for property investors it needs to result in a high rental yield, be well designed so that there are no issues down the track and maximise depreciation benefits of the property.

Granny meets the neighbours

Watching the aftermath following the release of the <a href="http://ncoa.gov.au/" target="_blank">Commission of Audit report</a>, it was interesting to see the skepticism and comments about the "radical" notion of devolving income tax power back to the states.
In 1942 the Uniform Tax Act came into force which saw the federal government become the sole collector of income tax where previously both state and federal levels levied their own. As the <a href="http://www.peo.gov.au/learning/closer-look/governing-australia/uniform-tax-case-1942" target="_blank">Parliamentary Education Office</a> states "intended as a wartime measure, the arrangement has remained in place ever since. As a result the states are now more dependent on the federal government for revenue".
What is so radical about turning back time to give the states something back that was taken off them during a time of war? The most radical recommendation is, surely, the abhorrent idea of effectively dismantling Medicare.

	The states - everyone's favourite punching bag</h2>
Like it or not, we all interact with our respective state government more than we do with the federal government. Many aspects of our public transport services started off as private operations only to be nationalised by state governments early last century. Roads and Streets are overwhelmingly a state government responsibility - our mobility is fundamental to living our daily lives and its the states who deliver the infrastructure to make it happen.
I think what's lacking in this initial debate surrounding the report is that how we transport ourselves to work, to school or to a GP is just as important, if not more, than other traditional government sectors of health and education.
How we shelter ourselves, how we move and how we plan for growth is fundamental to how a society progresses - and this is overwhelmingly within the remit of the state government right now. But when Canberra's holding the purse strings - and the levers to raise income to pay for new infrastructure and services thanks to the drift of power from state to federal levels since Federation - what incentive is there for a state to get the best possible outcome?
The status quo as it currently stands see states in the idiotic scenario where they blame the federal government for not helping pay for infrastructure. Along comes the Commission of Audit report with its recommendation for allowing states to levy their own income taxes once again and here's an opportunity to nip some major state-federal frustrations in the bud.

	Lobbying one government is easier than lobbying two</h2>
The horrible situation we find ourselves in at present with our Prime Minister on record as saying a federal government should only fund roads in our cities and the state government being the arbiter of a long laundry list of transport projects without funding cannot continue.
The current state government in Victoria made the bold decision to prioritise the East-West freeway project over the Melbourne Metro project and more recently we've seen an announcement involving the launch of phase 2 of the project with the federal government looking likely to tip some cash in to the project. Ask yourself: if a higher level of government has a policy of picking winners in one type of transport infrastructure investment over another, then why wouldn't you exploit that for your own benefit?
That no doubt played a part in Spring Street's thinking but it equally highlights the absurdity of a government far removed from the shaping of our cities having undue influence when the state government is in a far better position to determine what's best for the citizenry in this divisive public policy area.
Will giving state governments income tax power (or greater shares of GST) stop them investing in road projects or increasing investment in public transport or vice versa? Not likely, the same assessment processes and debates would hopefully still occur.
But one thing is for sure: state governments would lose their own punching bag (the federal government) and gain greater responsibility for raising revenue for their infrastructure policies, and that in my mind is a good thing.
It's been over a century since federation, it's about time we had a sensible debate about the way we govern ourselves.

Commission of Audit report and the federalism debate

Just one penthouse remains available at the fifth apartment development in Hamilton North’s Portside Wharf development.
The four buyers of the three bedroom Pinnacle penthouses are all Queenslanders. One already lives in an apartment at Portside Wharf and is upgrading to a new penthouse. Two purchasers are downsizers, set to move into the new development from larger homes. All the penthouse buyers are aged over 55.
Each penthouse also includes four bathrooms, two separate living areas, two balconies, with two side-by-side secure car parks.
Sizes range from 207 square metres to 241 square metres. The largest penthouse has not yet been purchased.
The four penthouse purchases have brought in more than $4 million for the building, which has made a total of about $60 million in off the plan sales.

With an absolute riverfront position,  Pinnacle at Portside Wharf development comprises 162 one, two and three bedroom apartments, penthouses and river terraces over 16 storeys. The development is expected to reach completion in early 2015.
According to Brookfield Residential Properties regional dictor Lee Butterworth, the sales figures indicate a renewed interest in the luxury apartment market.
"The penthouse sales suggest the market has turned a corner and high end purchasers are out to secure luxury property in a prime location," said Butterworth.
"There has already been strong interest in the one remaining penthouse and with limited, absolute waterfront stock available in Brisbane, we don't expect it will last long.”
The mixed use Portside Wharf development is located six kilometres from the Brisbane CBD. Butterworth said that the provision of local retailers and restaurants within the development was a major factor in demand for the residences.
"Opportunities to live atop a lively precinct such as Portside Wharf are extremely rare and buyers see the enormous value in being able to purchase an apartment where the lifestyle and amenity come complimentary,” he said.
Portside Wharf is part of the Northshore Hamilton urban renewal project that is set to house more than 10,000 residents.
