Apartment buyers in New South Wales are set to gain a decade of insurance-backed protection against major building defects, after the NSW Parliament passed the Fair Trading and Building Legislation Amendment Bill 2026.&nbsp;

The Bill establishes decennial defect insurance, known in the market as Latent Defects Insurance (LDI), as an alternative to the existing two-year strata building bond. It cleared the Legislative Council with amendments on Tuesday evening (August 4, 2026), with the Legislative Assembly agreeing to those amendments shortly after.

Under the reform, eligible developers can satisfy their statutory bond obligation by taking out an approved decennial-style policy that gives owners 10 years of cover for major structural defects from completion, claimable directly, without first having to pursue developers or builders through costly legal action.&nbsp;

The change forms the final tranche of amendments arising from the 2021 statutory review of the Strata Schemes Management Act 2015 and related legislation.

Resilience Insurance, which originated the cover in Australia and has delivered it in NSW since 2022, welcomed the passage and credited the NSW Government for delivering it.

“This is protection apartment buyers have needed for a long time, and the credit for delivering it belongs to the NSW Government,”&nbsp;said Corey Nugent, CEO of Resilience Insurance.

“Minister Chanthivong and his team have shown real leadership in replacing an outdated two-year bond with cover that matches the lifespan of the buildings people are buying into. Reform like this is what good, evidence-based regulation looks like.”

Resilience has delivered LDI in NSW since 2022, protecting thousands of apartments, giving the State, and now the country, real-world evidence of how decade-long, no-fault protection works in practice.

The reform also places NSW within a wider national shift.

NSW is the third jurisdiction to put decennial cover into law. The ACT legislated for it in 2024, with the scheme taking effect in late 2025, and Victoria passed its own framework on 17 June. Between them, the three cover the majority of Australia's apartment market.

The reform commences once the legislation is proclaimed, which is expected in the coming weeks. From that point, developers of Class 2 residential apartment buildings can meet their statutory obligation with an approved decennial policy in place of the bond.

Buyers who purchased into projects that took out the cover early are among the first in the country to take keys to apartments carrying decade-long structural protection.

“With the legislation passed, the focus now turns to making it work for buyers,”&nbsp;Nugent said.

“There are already thousands of apartments in NSW covered by this insurance, bought by developers who moved early. The question every buyer should be asking in a display suite is a simple one: does this building come with 10-year defect cover, and who stands behind it?&nbsp;

“We look forward to working with the Government and the Building Commission in coming weeks as the framework moves to implementation, and to sharing what we have learned over the past four years so the protection reaches owners as smoothly and quickly as possible.”

Other states are working through their own reform programs. Western Australia has indicated that decennial cover is within consideration a later stage of its reform sequence, and Queensland has been examining the settings as it looks at the development pipeline ahead of the 2032 Olympics.

NSW parliament passes 10-year defect insurance laws for new apartment buyers

Builder-developer <a href="https://www.apartments.com.au/developers/mcnab-developments">McNab</a> has wasted little time reshaping one of South Brisbane's most significant undeveloped apartment sites after acquiring the property earlier this year.&nbsp;

McNab has lodged plans to scrap an existing approval for two 30-storey towers and instead deliver a single 28-storey residential building, preserving part of the site for a future development opportunity.

The proposal, lodged over <a href="https://www.apartments.com.au/new-apartments/64-peel-street-south-brisbane-qld-4101">64 Peel Street and 9 Cordelia Street</a>, is for a residential-led mixed-use development comprising 124 apartments above a landscaped podium, alongside a boundary realignment that preserves part of the land for a future residential project.

A five-level podium will accommodate 135 car spaces, while the ground floor will include a 66 sqm commercial tenancy, an activated residential lobby with work-from-home spaces, and a publicly accessible landscaped plaza linking Cordelia and Peel streets.&nbsp;

Communal amenities will span Level 6 and the rooftop, including indoor and outdoor recreation spaces, a swimming pool, barbecue facilities, kitchen and dining areas, lawn space, sauna, steam room and yoga facilities.

The application also proposes a boundary realignment to create a standalone 1,290 sqm development lot while retaining an adjacent parcel for future redevelopment, allowing the balance of the site to contribute additional housing over time.

Hayball said the architecture has been shaped by the site's elevated corner position at the intersection of Peel and Cordelia streets and Brisbane's subtropical climate.

The design incorporates generous landscaped setbacks, a masonry podium wrapped with planting, large north-facing balconies, and a slender tower profile intended to maximise natural light, cross ventilation and long-range views. The rooftop has been conceived as a wellness-focused retreat overlooking Brisbane, with amenities positioned to capture views towards Mount Coot-tha and the CBD.

The planning submission positions the proposal as a response to both changing market conditions and Brisbane's Kurilpa Sustainable Growth Precinct planning reforms.

McNab acquired the site after the previous approval was granted, with the existing scheme no longer reflecting current residential market demands, economic conditions, construction challenges, construction efficiencies or the quality of development outcome now being pursued, the planning report noted.

McNab continues to expand its residential development pipeline across Brisbane and the Gold Coast. The developer recently launched The Tannery in West End, securing more than 60 per cent of apartments before the project's public release. It is also delivering Elements Budds Beach in Surfers Paradise and Lucia Highgate Hill, an eight-apartment boutique development overlooking the Brisbane River.

A steeply sloping Bellevue Hill site is set to accommodate a new mid-rise apartment development, with plans lodged for 20 homes that respond to the site's dramatic topography.

The proposal for the consolidated land at <a href="https://www.apartments.com.au/new-apartments/138a-140-bellevue-road-bellevue-hill-nsw-2023">138A-140 Bellevue Road</a> has been designed by Sydney architecture practice Common Office, which has used the site’s substantial fall to distribute the building’s scale and unlock 20 apartments without presenting the full height to the street.&nbsp;

“The unique design strategy leverages the site’s substantial topographical fall to facilitate increased density, presenting a seven-storey profile to Bellevue Road while rising to 10 storeys at the rear,” Common Office said in its architectural design report.

The apartment mix spans one, two, three- and four-bedroom residences. Four two-bedroom apartments are designated as affordable housing, while the plans also include two adaptable dwellings. The mix is majority three-beds, with the typical three-bed apartment offering around 144 sqm internally, with balconies of around 15 sqm.

The affordable housing component represents 15 per cent of the residential floor area and allows the project to access additional height and floor space under the NSW Government’s in-fill affordable housing provisions. The site also falls within the inner area of the Low and Mid-Rise Housing Policy because it is within 400 metres walking distance of Double Bay Town Centre.

Common Office has arranged the building around a masonry podium and a lighter upper volume, drawing on two recurring elements of Bellevue Hill’s established architecture: sandstone bases and the vertical proportions of local Inter-war Art Deco apartment buildings.

“The proposal is governed by a holistic design language that reconciles the solid horizontal masonry of the neighbourhood’s podiums with the elegant verticality of its Art Deco heritage,” the architect said.

“The building maintains a consistent rhythmic logic utilising deep recesses and a sophisticated material transition to break down the 10-storey scale into a series of articulated, human-scale volumes.”

Large-format sandstone tiles will define the lower levels, establishing a robust base that negotiates the change in elevation from Bellevue Road. Above, red-tinted precast concrete frames, recessed balconies, anodised aluminium screens and expanded metal details will create a more vertically expressed façade. Integrated planter beds will introduce greenery across balcony edges and recessed sections of the building.

The elongated northern façade has been divided into three recessed vertical masses to reduce its perceived length. Triangular window elements and metal privacy screens reference the geometry of nearby Art Deco buildings while controlling overlooking toward surrounding homes. The southern elevation will incorporate further privacy screening, landscaped edges and deep balconies to maintain light and ventilation.

Private and communal landscaping is distributed throughout the development. A landscaped garden apartment is positioned within the lower portion of the site, while a communal terrace on Level 5 will include a central timber deck, barbecue facilities, resident planting plots and areas for outdoor dining and informal gatherings.

Common Office described the terrace as an elevated sanctuary designed to capture district views and sunlight. Its planting strategy incorporates endemic species associated with the Eastern Suburbs Banksia Scrub, extending the landscape vertically through the building and providing habitat for local flora and fauna.

A second communal outdoor area is proposed at roof level, with built-in seating, paved gathering areas and perimeter planting.

The podium has also been designed as an architectural feature rather than a conventional parking structure, with cascading planting, screening and natural-toned materials softening its appearance. Resident parking is elevated above ground level to address the site's flood constraints, while habitable apartments sit above flood planning levels. Upper-level communal facilities are designed to accommodate shelter-in-place arrangements during major flood events.

The site sits within one of Brisbane's fastest-changing inner-city precincts, less than two kilometres from the CBD and within easy reach of South Bank, West End, the Queensland Cultural Centre and extensive public transport connections. The Kurilpa Sustainable Growth Precinct planning framework is encouraging higher-density residential development to help meet Brisbane's housing supply targets while supporting walkable, transit-oriented neighbourhoods.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.

But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.

As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.

For apartment residents, that can present a challenge.

If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.

That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. What seems like a minor inconvenience can quickly become a recurring issue for residents who shop online regularly.

It's one of those details that rarely features in a display suite but can have a noticeable impact once residents move in.

As a result, buyers are beginning to look beyond traditional apartment features and consider how a building supports day-to-day convenience, including whether there are secure options for receiving deliveries.

For developers, parcel infrastructure is becoming another way to improve the resident experience. Rather than relying on concierge staff or leaving parcels in communal spaces, secure collection points help streamline deliveries while preserving the presentation and functionality of shared areas.

For buyers, it's a reminder that the best apartment features aren't always the most obvious.

A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.

The buyer who snapped up Simon and Shannon's apartment on The Block Glasshouse is an investor who missed out on apartments in The Block Fans v Faves.
Buyer's agent Frank Valentic of Advantage Property Consulting told Property Observer the investor was very keen on Simon and Shannon's apartment, and had previously bid on three of the apartments on offer in the show's last season.
After being priced out of the Albert Park apartments, the investor returned for The Block Glasshouse. According to Valentic, the buyer intends to rent out the apartment after settlement.
"Most of the agents were pitching furnished rentals at $1,500 to $1,750 per week," says Valentic, who notes apartments from The Block Fans v Faves were asking for around $2,100 in rent per week.
If rented out at $1,500 per week, the buyer of Simon and Shannon's apartment will be earning a 4.1% yield on their purchase. Should they find a tenant willing to pay $1,750 per week, the apartment will rent with a 4.7% yield.
According to SQM research, the implied gross rental yield for units in Prahran sits just north of 5.5%.
All three of the buyers Valentic represented at the weekend's televised auctions were investors. The other two did not secure apartments.
Valentic notes that while he predicted Darren and Dee's apartment and Michael and Carlene's would have the lowest selling prices, the $1.71 million price for Maxine and Karstan's apartment was a surprise.
"I didn't expect the third result," he says, explaining that it was "probably the biggest shock" of the auction.
The buyer's agent took around 25 buyers through the five apartments, with his clients rating Simon and Shannon's the best, followed by Maxine and Karstan's, and then Chris and Jenna's apartment.

Master Builders Australia are predicting that the Australian Bureau of Statistics’ (ABS) release on Wednesday for building activity data show a strong result.
In fact, they expect near record dwelling starts were recorded for the June quarter, says Master Builders chief economist Peter Jones.
“In line with our industry forecasts, Master Builders expects building commencements will approach 50,000 for the June quarter,” Jones says.
“We predict that, in line with Master Builders’ forecasts, the June quarter result will take the annual level of building starts to around 183,000 for financial 2013-14,” he says.
They are also expecting that the record for annual building starts – a title taken in 1994 with 187,000 recorded – will be broken next year.

To all of Australia, The Block Glasshouse auction results were a massive shock.
It was the first time in a very long time there was a harsh realisation that vendors don't necessarily make hundreds of thousands of dollars above their reserve, and people do buy within their limits.
Take it back a few months, and people were high fiving and celebrating the success; last night we saw reality.
A lot of people expressed sympathy for the contestants that didn't make a lot of money from their sale.
It served as a somber reminder of the gauntlet you run when you play the property market.
There are thousands of everyday Australians who have missed out on gains from their own projects, with an even harsher rationality hitting them with no cameras, media interviews, endorsements after the hammer has hit.
But why did The Block go wrong? Here are the main reasons:

The apartments were over capitalised The contestants were trying to sell such a premium product, making investors very cautious. When people buy property, they want to see the potential upside and where they themselves can make money. The problem with having the apartments so impeccably finished, is it made it harder for buyers to add value. Because of that, they realised they were most likely buying them at the peak of their value. The reserves were set with what the production needed to get back to make it viable, and it seems they may have put too much money in to making a high end product. 
</li>
<li>
Not even The Block can triumph simple economics There are a lot of factors that go into a property's price. But at a fundamental level, the rules of supply and demand hold firm.  Prahran has seen a huge amount of redevelopment in the past 24-36 months. Trilogy apartments, which is approximately 200 metres further up High Street, has 323 apartments on offer, with an apartment complex across the road also offering brand new apartments. With so much on offer, it's hard to compete with buyers shopping for value. 
</li>
<li>
The apartments were not necessarily built for the end consumer It's easy on a design show to create a beautiful showpiece, but this doesn't necessarily transfer to practicality, or ensure you get your money back. People want value for money above anything, and some of the apartments were so lavish that it lacked genuine real living opportunities. It's all good and well to live in a luxury masterpiece, but you have to ask if it provides a home for someone and if it is what they are after.

There were better properties on the market for that money A simple reason to understand why consumers didn't bid the properties up, is their belief they could get something better for those prices. Where did The Block Glasshouse go wrong?

The sales results on The Block may be shocking to some, but not to those of us who understand renovating and development risk.
Developing and renovating property by nature is a high risk activity. Many an enthusiastic investor has been sucked into the idea of renovating or developing for profit, without fully understanding the ramifications let alone their own risk profile or that of property developing as a strategy.
The results on The Block are evidence of the reality of what can happen when renovating; the need to fully understand the importance of location, the target market, the competition of other stock in the marketplace and not overcapitalising within the development itself.
Risk is the extent to which you are willing to expose yourself to loss, in return for a particular level of gain. This applies to an individual's personal tolerance for risk as well as the risk associated with different types of wealth creation strategies including renovating or developing for profit.
In short, The Block is a television program that is built around the strategy of renovating for profit. In each instance, the production company determines the type and location of the properties purchased. They take the risk hoping they will recover their costs while enabling the competitors to potentially win a cash prize and earn any profit made, over and above the reserve that they set (assuming there are profits).
The risk that the competitors take on board is their willingness to sacrifice income, time and time with family in exchange for a possible prize of $100,000 plus profit share. In doing so they are totally dependent on the production company purchasing not only the right type of property that will appeal to buyers (apartments or houses), in the right location (suburb and position in suburb), but ensuring they don't overcapitalise on the renovation, so that the reserve is reasonable and allows the contestants to make a profit.
So why is it that one of the worst properties (Chris and Jenna's) earned so much profit and three superior properties earned almost nothing by comparison?
What I observed in Sunday night's auction were several things:
<ol>
<li>There were at least two buyers who were prepared to substantially overpay for the first two properties, given their location, size and type of property (i.e. average location in a reasonable but densely populated suburb on a busy main road). These first two buyers skewed the results for the rest of the properties.</li>
<li>The three other buyers weren't prepared to overpay and once the first two buyers dropped out, there was little demand (competition) to drive the prices up beyond the reserve on the remaining three properties.</li>
<li>The calibre of auctioneer i.e. where they start the auction and how high their increments are can make a difference to the result</li>
<li>Auctions only work to create outrageous results when the demand for a property is greater than the supply, especially if the property is unique or boutique. The results indicate that The Block brand wasn't enough to make up for Prahran being an inferior location to Albert Park and even South Melbourne.</li>
<li>While design is a factor and important, it's not everything. Buyers want to ensure that they are also buying a property that has the potential for strong capital growth, even if it is as an owner occupier.</li>
<li>These apartments weren't on single floors, like those on The Block Sky High, or in an attractive boutique property like Fans v Faves. Neither were they houses, like the Dorcas St properties. Attracting ridiculous prices was always going to be a struggle.</li>
</ol>
In addition, the concept of buying below 'replacement value' is irrelevant if the renovator over capitalises on the renovation in the first instance. That is often just poor decision making on behalf of the renovator and means nothing when it comes to actual 'market value'. This is where the importance of suburb, location in suburb, level of competing stock on the market, type of property and other factors come into play.
While devastating for three of the couples who walked away with almost nothing, the moral of the story is that not all property performs the same way. It is a highly complex beast and not for the faint hearted.
Renovating or developing for profit is always high risk and only those with a high risk profile and solid understand of how to reduce development or renovation risk should undertake it.
Understanding these issues will minimise the chances of making costly mistakes and ensure the greatest possible change of success and importantly profit.

Let The Block Glasshouse results serve as a reality check for all would be renovators

The Australian property market goes through cycles, much like any other investment. Studious investors look to get in at the trough, or the bottom of the market, and exit out when the market is at its peak.
You may have also heard this being referred to as the “property clock”. Recently, the <a href="/expert-insights/investing/sydney-melbourne-and-brisbane-where-they-are-on-the-property-clock">Australian Property Institute plotted Sydney, Melbourne and Brisbane onto the clock</a> and predicted their movements around the cycle for the next three years.
But how does one attempt to determine these market movements on their own?
Picking the exact top of the market is a much easier exercise in hindsight. However, there are some indicators that can assist you to determine when a peak is coming or when, perhaps, an upswing is likely to occur. This can be done for smaller markets where possible as well.
Interestingly, while these guidelines often hold true, it’s worth remembering that not every factor has to be in concert with the other to mark a downswing or a peak. For instance, interest rates, at present, may be out of sync with what is usually expected of the market.
The majority of the factors below can be easily determined by anyone keen to know about the property market – either through the Australian Bureau of Statistics’ housing finance figures and dwelling approvals, the Reserve Bank’s (RBA) interest rate announcements, stock on market figures through SQM Research or through RP Data’s median house prices and rental statistics. Sentiment surveys and affordability indexes will also be useful.

How to identify a property market peak

The August Housing Finance Data from the Australian Bureau of Statistics has found that first home buyers are consistent, but remain at low levels with a new record low of 11.8%.
Finder.com.au delved into the statistics to bring us these five points about what first home buyers are facing in the current market and how they are acting as a response.

<li>There was a 10% drop in the number of first home buyer home loans financed in August, from 6,718 in July to 6,055. 
</li>
<li>First home buyer numbers are at almost the same level as a decade ago, despite some capital cities experiencing more than double growth in median house prices and fewer incentives. The actual number of first home buyer home loans is close to the same level as a decade ago. For the 12 months to August 2014, there were 77,881 first home buyer loans financed, compared to 87,577 for the same period 10 years ago, for the year to August 2004. 
</li>
<li>In 2004, the First Home Owner Grant was uncapped so all Australian first home buyers were eligible for the $7000. Compared to today, the government has tightened its incentives, with limitations to new homes and caps, which vary across each state. 
</li>
<li>Interest rates are tipped to rise next year, which could change the equation again. That means home loan repayments for a $300,000 home loan is likely to increase by $300 per month.

First timers doing it tough: Finder’s top five insights into the current market

 An apartment in Carnegie, southeast of the Melbourne CBD, was the Victorian capitals’ most affordable residential property to sell at auction this weekend.
The one-bedroom unit at 7/45 Oakleigh Road sold for $270,000 through agency Stuart Hocking Carnegie, according to Australian Property Monitors.
The price guide on the marketing leading up to the auction tipped a top price of $245,000. 
Stylishly fitted out and decorated with flamboyant golden wallpaper and minimalist furniture, the unit is on the top floor of the two-level 1970s-built red brick block.
It is rented for $295 a week reflecting a yield of 5.6% for the investor.
The last time the strata-titled apartment sold was in 2007 for $162,000 andthat deal was exchanged within seven days of listing, according to RP Data.
The median asking rent in Carnegie is $347 a week.
RP Data notes that 143 units in the area have sold this year and the median price paid for an apartment was $406,000 in August 2014. Median growth experienced among units in Carnegie in 2013 was 2.6%.

Carnegie 5.6% investment rental Melbourne's cheapest weekend sale

At a recent investment seminar Investment One explained that prices in all the capital cities are now above their previous troughs.
Sydney, in fact, is up 23.1% since its trough according to RP Data statistics.
Yields remain high in Darwin, but have been starting to dip for units in recent months, while of all the capitals Brisbane offers the best yields.
They noted that each city has significantly different growth drivers that affect their cycles:
Sydney: Financial and business services
Melbourne: Goods and services production
Brisbane: Infrastructure and tourism
Adelaide: Manufacturing
Perth: Mining
Hobart: Primary production and ore processing
Regional areas: Agriculture and mining
Chinese investors are expected to keep demand for new apartments in inner city locations strong, and provided sentiment is sustained and rates remain low the market will hold up.
However, despite strong growth and fundamentals in Sydney and Melbourne, Investment One suggested that a glut of apartments may be on the way and growth will not be above trend.
“Within two years, there could be a glut of second hand apartments for rent and also for sale  in Sydney and Melbourne,” Investment One's Omar Moujalli said in his presentation.
“If population growth slows in Brisbane like it did during the  GFC, then the Brisbane market could suffer some over supply in 2018," said Moujalli.

Stockland has acquired a 50% stake in the Sugarland Shoppingtown in Bundaberg on the Central Coast of Queensland.
It was bought from an AMP Capital managed fund for $59.25 million. Sugarland has been acquired at a capitalisation rate of 7.5%.
The acquisition includes management, leasing and development rights. The transaction fills a gap in its Queensland retail footprint.
Stockland has also exchanged put and call contracts with a client of AMP Capital to buy its 50% stake in Sugarland at a later date on materially similar terms.
 The binding put and call contracts may be exercised between 6 and 24 months after the initial 50% acquisition. 
Sugarland Shoppingtown generates specialty sales of $9,566 per square metre as of July 2014, which is well above with the Urbis 2012/13 benchmark of $7,929 per square metre.

Sugarland is a 22,795 square metre sub-regional shopping centre that is anchored by Woolworths, Big W and JB HiFi, with four additional mini-majors and 64 speciality stores.

Stockland acquires Sugarland Shoppingtown, Bundaberg

First home buyer data continues to be understated.
A point which has been much discussed over the past year: the non-sensical figures being reported as "fact" for levels of first home buyer activity.
Even until relatively recently the Reserve Bank (RBA) was producing stats for first homebuyers which suggested that numbers were abnormally low after a spike caused by home buyer grants.

Some time ago, however, the Reserve gave up on reporting those figures since it was quite clear to impartial observers that with the withdrawal of first home buyer grants, a significant proportion of first time buyers were not being recorded as such.
For example in this month's Chart Pack, the RBA only reports the following, which is a strong and rising market. With no credible first home buyer data available, it is no longer reported:

What gives?
Unfortunately, despite this all being well known about for yonks, this has not stopped commentators from continuing to post the Australian Bureau of Statistics (ABS) figures uncritically, as though to imply that all first home buyers have been frozen out of the housing market by greedy investors.
While there has no doubt been a fair element of this happening, and particularly so at the margin and in inner city locations in Sydney and Melbourne, it never really made sense to suggest that first home buyers were casually sitting out of a rising market with disinterest. History suggests that is unlikely.
Had banks been requiring 20% deposits, thenyes, clearly this would have happened. But, unlike in the UK, lenders have generally not been requiring large deposits at all and high Loan to Value Ratio (LVR) loans have remained widely available (and in any case, outside Sydney, property price growth just hasn't been that strong over recent years), and thus unsurprisingly, first home buyers are still buying.
Look at the reported data for Western Australia, for example! A huge segment of the market has been first timers, between a quarter and a fifth of all buyers.
Listening to the data critically and understanding its message - generally, there have robust property markets, particularly in cities like Sydney - would surely lead you to the right conclusion.
Another point, which I touched on here back in March, is that a significant number of first time buyers in Sydney, have been buying investment properties as their first step on the ladder, thereby never being recorded as first-timers at all. Indeed, I have known from my own client base that it's a cast iron fact that the number of first homebuyers is understated... the real question is only "by how much?"
The problem is that we now have no true way of knowing the quantum of the issue, if indeed there is much of an issue on a national basis. Of course, there are always anecdotes about first homebuyers being outbid by "the Chinese" (i.e. anyone of Asian appearance), and investors do compete with first home buyers for properties (it's a market - that's life) but anecdotes also frequently lead to poor conclusions.

ABS confirms under-reporting
Not at all surprisingly, here is what the ABS reported in its Housing Finance release on Friday:
"A preliminary investigation has been conducted to evaluate the robustness of estimates of loans to first home buyers. In collecting this information, lenders are asked to report all loans to first home buyers. Concerns have been raised that under-reporting could occur if some lenders were only able to accurately report on those buyers receiving a first home buyer grant.
"Most data on first home buyers are collected by the Australian Prudential Regulation Authority (APRA). The investigation indicates that some lenders experience difficulty reporting on loans where the buyer is not receiving a first home buyers grant. Estimates of loans to first home buyers are therefore under review and users are advised to exercise caution in referencing this data.
"The ABS is working with APRA to explore options to make it easier for lenders to report correctly in future. In the meantime, the ABS is further investigating the potential for under reporting first home buyer data and the feasibility, if necessary, of estimating the extent of under reporting and adjusting the first home buyers estimates accordingly. The outcomes from the investigation will be published on the ABS website."
No shocks there.

Indeed. As a sometime "first-time investor" (and thus, never being recorded as a "first time buyer") himself many years ago, to his credit Shane was always well aware of this issue.
Hot sectors of the market
Over the past year we have bought a lot of properties for clients in Wollstonecraft, Waverton and other Sydney lower north shore suburbs such as Neutral Bay.
The Sydney north shore market has been absolutely flying in 2014, with some properties recording huge gains.
A run-down wreck at 47a King Street, Wollstonecraft sold yesterday for an astonishing $2,230,000, a monster $830,000 over the reserve price. Meanwhile, 2 bedroom unit 14/4 Gillies Street in Wollstonecraft sold for $780,000, implying an uplift in the market of well over 10 percent in a matter of fewer than 6 months. John Howard will be pleased.
People have tried to torture the Sydney data a little lately to show that the market has been relatively soft (generally, it hasn't), but if you look at what has happened to individual properties, particularly in suburbs such as these, price action has been very hot.
Indeed, gains over the past year have been exceptional on the north shore in suburbs such as Milsons Point, Crows Nest and even Hunters Hill and a number if others, as well as in our old favourite inner west suburb, Erskineville, which notched a yet further 25% of capital growth in the past year. Huge returns.
