Pikos Group has released the five-penthouse collection at its <a href="https://www.apartments.com.au/buildings/skye-residences-by-pikos-kangaroo-point-8-river-terrace-kangaroo-point-qld-4169">Skye by Pikos</a> development in Kangaroo Point, with early buyer interest indicating the flagship residences could eclipse every apartment sale previously recorded in Queensland.

The collection crowns the luxury riverfront development with five residences, including four completed penthouses and Skye One, a two-level sky home spanning more than 1,000 sqm that will be tailored to its eventual owner.

The start of demolition at 137 Old Burleigh Road signals DVB Projects’ underlying confidence in the Gold Coast’s luxury beachside apartment sector.

The project will comprise 40 half-floor residences of approximately 260 sqm, alongside eight full-floor residences spanning around 524 sqm.

A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

Residents will have access to a resort-style suite of amenities, including a 20-metre pool with daybeds, a gymnasium, hot and cold plunge pools, a sauna, and private residents’ lounge and dining facilities.

DVB Projects to launch second Broadbeach apartment tower as demolition commences

A proposal to redevelop one of North Sydney's ageing commercial buildings has taken another step forward, with plans for a 38-storey mixed-use tower adding momentum to the long-awaited transformation of the Alfred Street precinct.

Now on public exhibition through the NSW Government's Housing Delivery Authority-led State Significant Development pathway, the proposal for 271-273 Alfred Street would replace an underutilised commercial building with 95 apartments, ground-floor retail, commercial space and affordable housing. The proposal was submitted by&nbsp;Tara Shore Pty Ltd, acting for the John Taylor Family Trust.

While the project will deliver much-needed housing on the southern edge of the North Sydney CBD, it also represents another piece of a broader precinct that has spent years in planning limbo.

Despite its proximity to both North Sydney Station and the Victoria Cross Metro, redevelopment of Alfred Street has progressed slowly over the past decade as broader planning controls, zoning and building heights remained unresolved. The introduction of the Housing Delivery Authority pathway has provided a new avenue for projects to progress, allowing rezoning and development assessment to occur concurrently and unlocking sites that have long been earmarked for renewal.

Designed by Office of Cortese &amp; Gilder, the proposal seeks to do more than replace an ageing office building. The architects have positioned the project as the first stage of a wider public domain vision that would improve pedestrian connectivity and create a more cohesive mixed-use precinct as neighbouring sites are redeveloped over time.

The proposal includes a widened Alfred Street setback, new street trees, landscaping and outdoor seating, along with a landscaped through-site pedestrian link connecting Alfred Street with Little Alfred Street. The connection is intended to become the first section of a future east-west pedestrian network extending across the precinct.

The mixed-use tower would comprise retail space at ground level, commercial uses on level two and apartments from level three upwards.

In total, the development would deliver 95 apartments, including nine one-bedroom, 28 two-bedroom, 56 three-bedroom and two four-bedroom residences. Twenty-one apartments, representing 15 per cent of the residential gross floor area, would be secured as affordable housing and managed by a registered community housing provider for at least 15 years.

Nine basement levels would provide 133 resident car spaces, seven motorcycle spaces and 111 bicycle spaces.

According to the Architecture and Urban Design Report, the public domain strategy is designed to transform what is currently an inward-facing commercial edge into a more active and connected pedestrian environment, creating a stronger relationship between the commercial core and surrounding residential neighbourhoods.

Office of Cortese &amp; Gilder has also prepared a broader public domain framework spanning neighbouring properties between 263 and 283 Alfred Street, arguing that a coordinated approach to redevelopment will deliver better public spaces, improved tower separation and a more connected streetscape as the precinct evolves.

The proposal comes at a time where North Sydney is slated for future residential growth. Commercial developer FiveX has residential plans for the neighbouring site at 275 Alfred Street. They've proposed a 39-storey mixed-use tower with 184 apartments, while Freecity was recently approved for nearly 300 apartments across a 51-storey building on Walker Street.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.

But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.

As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.

For apartment residents, that can present a challenge.

If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.

That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. What seems like a minor inconvenience can quickly become a recurring issue for residents who shop online regularly.

It's one of those details that rarely features in a display suite but can have a noticeable impact once residents move in.

As a result, buyers are beginning to look beyond traditional apartment features and consider how a building supports day-to-day convenience, including whether there are secure options for receiving deliveries.

For buyers, it's a reminder that the best apartment features aren't always the most obvious.

A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.

Falling consumer sentiment is not expected to affect the recovering market for new homes in Victoria.
A decade of our research shows interest rates were a much larger factor in the health of the market.
In many ways falling consumer confidence and interest rate cuts will add stimulus to the market which will then have a positive impact on new home sales in 2015.
Even though the Westpac-Melbourne Institute Consumer Sentiment Index fell in January the market is expected to continue to surge in 2015 on the back of low interest rates and continued strong migration.
We had the best Christmas period we have had for many years and it doesn't look like slowing down. From our perspective there is no need for a further rate cut.
My concern is that a rate cut in first half of 2015, could risk tipping us back into a boom and bust cycle.

The graph above shows that consumer confidence has been falling since September 2013 but land sales for new homes has been growing strongly from just over 600 month (Sept 2013) to more than 1,000 a month in September 2014.
There is a strong link between the record low interest rates in September 2012 with the growth in population that has been propelling the market since sales bottomed around the same period.
The only concern in the economic outlook was Victoria’s unemployment rate that is currently running at 6.8% which could act a break if it continued to rise.
State government figures indicate the Melbourne market will require 161,000 new homes to 2021 with 340,000 new homes to be delivered by 2031 based on state government figures.
There are currently 143 projects across Melbourne’s new communities market with 3,500 blocks actively being marketed.
New land sales are now back to 2009-2010 highs with an average of 1,000 blocks a month sold across Melbourne in the September quarter with a total value of around $600 million.
This is double the sales from the lows of 2011-2012 after the GFC flattened the market and the First Home Buyer Grants stopped.
Housing recovery is being driven by a range of factors including low interest rates and a great perception of value rather than any major government incentives or consumer sentiment.
It has taken three to four years for the first home buyer market to recover and it is now tracking at around 50% of all purchases which is at historic average levels.
I expect the market to continue to perform strongly with Melbourne’s population expected to grow by 90,000 people a year to 2031 with half that from migration.

This property also has a tennis court so imagine the sunny exercise you'd get before the chill sets in, and the days are spent in front of the fireplace.
I seem to recall it was formerly the home of Mr. and Mrs. J. R. Armitage in the 1960s, but I could chase all that up with a bit more study on the chilly nights.
I once read that the walk from one end of Mount Wilson to the other along avenues of beeches, plane trees, oaks, liquidambers and cherry trees can move even strong men to poetry.

Rental yields across the capital cities: CoreLogic RP Data

Billionaire investor Warren Buffett published his eagerly anticipated annual letter to shareholders of his company Berkshire Hathaway this weekend.
The letter is a <a href="https://www.smartcompany.com.au/finance/investment/41783-five-gems-from-warren-buffett-s-annual-shareholders-meeting">flagship event in the business calendar</a> as the investment guru updates shareholders on the company’s progress while dropping plenty of investment wisdom on the way.
The letter is published ahead of Berkshire Hathaway’s annual meeting, which Buffett refers to as “Woodstock for capitalists”.
Here are six pearls of wisdom from this year’s edition:
1. Beware of investment bankers
Buffett takes aim at investment bankers on Wall Street in his annual letter.
“The Street’s denizens are always ready to suspend disbelief when dubious manoeuvres are used to manufacture rising per-share earnings, particularly if these acrobatics produce mergers that generate huge fees for investment bankers.”
2. Don’t dawdle
Buffett acknowledged he stuffed up by being slow to sell shares of the British supermarket chain Tesco, which wound up costing Berkshire Hathaway $US 444 million.
“An attentive investor, I’m embarrassed to report, would have sold Tesco shares earlier,” he says. “I made a big mistake with this investment by dawdling. Charlie calls this sort of behavior ‘thumb-sucking.’ (Considering what my delay cost us, he is being kind.)”
Buffett noted the loss amounted to only 0.2% of Berkshire’s net worth.
3. The need for post mortems
The investment guru concedes that he has made mistakes along the way, particularly the use of Berkshire shares to purchase businesses with “limp” earnings.
“Mistakes of that kind are deadly. Trading shares of a wonderful business – which Berkshire most certainly is – for ownership of a so-so business irreparably destroys value,” he says. 
Buffett advocates post mortems of all acquisitions in order to determine “an elementary reality” whether the intrinsic value of the shares you give in an acquisition is less than the intrinsic value of the business you receive.
“I’ve yet to see an investment banker quantify this all-important math when he is presenting a stock-for-stock deal to the board of a potential acquirer,” he says.
“Post mortems of acquisitions, in which reality is honestly compared to the original projections, are rare in American boardrooms,” he says.
“They should instead be standard practice.”
4. Forget about the too-good-to-be-true bargain
Buffett recommends focusing on paying a fair price for top businesses rather than a bargain price for a mediocre business.
“Forget what you know about buying fair businesses at wonderful prices; instead, buy wonderful businesses at fair prices,” he says.  
5. Always have cash flow
Buffett revealed Berkshire Hathaway maintains $US20 billion in cash reserves at all time.
While that’s a little unrealistic for most small businesses, Buffett says cash reserves are key.
“At a healthy business, cash is sometimes thought of as something to be minimized – as an unproductive asset that acts as a drag on such markers as return on equity,” he says.
“Cash, though, is to a business as oxygen is to an individual: never thought about when it is present, the only thing in mind when it is absent.”
Buffett says that in 2008 when other businesses went under Berkshire was uninterrupted.
“When bills come due, only cash is legal tender. Don’t leave home without it.”
6. Work out your succession
While not naming names Buffett has assured shareholders he has the succession question well in hand at Berkshire Hathaway.
The investment guru says he and the board of directors “believe we now have the right person to succeed me as CEO,” and who in some respects “will do a better job than I am doing.”
Buffett also left open the prospect of a female chief executive saying, “Gender should never decide who becomes CEO.”

Sydney auction market enters uncharted territory: Robert Larocca

Sydney might take over from Melbourne as having the lowest gross rental yields across the capital cities, CoreLogic RP Data research director Tim Lawless said.
The possibility arose as Tim Lawless noted the latest month on month results showed a moderation in the rate of dwelling value growth compared with the December and January movements.
Australia’s combined capital cities have seen dwelling values rise by a further 0.3% in February taking home values 8.3% higher over the past 12 months.

The monthly rate of growth however slowed from 1.3% in January and 0.9% in December, although the growth trend remains strong, particularly in Sydney and Melbourne.
“The slower rate of capital gain in February may come as a surprise to some who were expecting lower mortgage rates to instantly propel the pace of home value growth higher," Lawless said.
"We are already seeing the effect of lower mortgage rates, with auction clearance rates surging to the highest levels we have seen since 2009 and valuation activity across CoreLogic RP Data valuation platforms reaching new record highs based on daily averages over the second half of February.
"Despite the flurry of activity, it will likely take some time combined capitals to see this flow through to a higher rate of capital gain."
Evidence of compressed rental yields was continuing across each of the capital city markets, the February report noted.
A year ago the gross rental yield for a capital city dwelling was averaging 4.3%; by the end of February the typical gross yield has been eroded down to just 3.7% - due largely to the consistent high rate of dwelling value growth relative to rental growth.

According to Lawless, over the current growth cycle to date, we have seen capital city dwelling values rising at more than three times the pace of weekly rents.
"The bi-product of such strong capital gains and relatively weak rental growth is that rental yields are being forced lower and lower,” he said.
In Melbourne, the yield profile is the lowest of any capital city with the typical Melbourne dwelling showing a gross yield of just 3.3%. Sydney wasn't too far off, recording a gross dwelling yield of 3.6%.
Lawless noted that if we see Sydney dwelling values continuing to outpace rents so quickly "we may see Sydney take over Melbourne to show the lowest gross rental yields”.
Lawless said the total return across the housing market (ie capital gain plus gross rental yield) provides some explanation about why investors are so active across the Sydney housing market.
"Total returns in Sydney are approaching the 20% mark over the past twelve months, substantially outperforming other asset classes," Lawless warned.
"Importantly, even though dwelling values aren’t rising as quickly in Brisbane, the total return is almost equal to Melbourne’s, at 10.9% in Brisbane compared with 11.1% in Melbourne, thanks to the healthier yield profile of the Brisbane market.
“With housing market investment now roughly level with owner occupier demand (based on housing finance commitments), it is clear that investors, particularly in Sydney and Melbourne where investor activity is most prominent, are speculating that capital gains have further to go and are ignoring the low yield profile of these cities.
"While this may be a successful strategy in the short-term we would suggest a focus on both capital growth and rental return is a safer and more sound strategy overall.”

Sydney rental yields head lower to 3.6%: CoreLogic RP Data

Breakneck bidding for 38 Kooyongkoot Road, Hawthorn, took its weekend sale price almost $1 million above its $4.1 million reserve.
It was sold for $5,085,000 to an Australian expatriate family living in Singapore who were watching on via Skype with family members also at the onsite auction.
The stellar pricing was all in the timing for the five-bedroom house (pictured above) in the coveted Scotch Hill precinct.
The result came days after the mid-week private auction of another five-bedroom period house at 3 Kembla Street (pictured below), which smashed its reserve by more than $900,000 selling on Wednesday night at $5.35 million.

There had been a $4.4 million pre-auction offer for the property on Kembla Street - from its eventual buyer - that prompted its same day Saturday scheduled auction to be brought foward by four days after the property had attracted more than 100 inspections over its marketing campaign.
"Strategically we made the decision to bring it forward so to ensure that it had all bidders present at the auction as opposed to waiting for sale day and potentially losing [some bidders]," listing agent James Redfern said.
Land title records show the vendors, olympic rower David England and wife Susan, bought the home for $2,125,000 in 2001. 
It attracted seven bidders on 1890 slated-roof Victorian home with some of those who missed out at the Wednesday night auction back at 38 Kooyongkoot Road Saturday afternoon.
Marshall White listing agent Justin Krongold acknowledged the Kembla Street sale had set a benchmark for his auction.
"If not for [Kembla's] result, perhaps if the auction was later today as it had planned to be, it could have been a very different situation," he told Fairfax Media.
Buyers agent Mal James noted a few weeks ago he gave a client advice that this Kooyongkoot Road home with good bones for a renovation on 1,038 square metres should go in the $3.7 million to $4.2 million range, based on the market being the same as last year.
The $3.5 million to $4 million initial price quote implied just below or just above $4 million as the hoped for expectation which James viewed as "not unachievable, but not a given, though it was not unrealistic either" when he first inspected it.
"By last week we had upped our advice to $4.5 million as the top figure," James pondered.
"A few days ago our comment to our client was it could hit $5 million after the 3 Kembla result around the corner as there were six wounded underbidders left over on this James Redfern midweek auction.
"Has the market for these types of homes gone up 5%, 10% or 20% since December or am I just losing my marbles?"
Just a year ago Hawthorn's prestige market was ordinary at best.
Avon Court, the high profile Hawthorn mansion, sold off market in May last year in the suburb's top 2014 sale. But the $19.8 million price showed negative price growth since the Shakespeare Grove property had been purchased by Autobarn boss Garry Dumbrell in 2009 for $20,250,000 when sold by the former Richmond Football Club president Clinton Casey and his wife, Leslie who had Ross Savas at Kay &amp; Burton hire Jo Silvagni to be the face of its print and video campaign.

Prices have gone backwards on prestige residential offerings on the lower end of the scale over recent years in Hawthorn.
The 1930-built, 2000-reburbished house at 17 Callantina Road sold at $2.68 million in 2013 having previously sold at a tearaway $2.86 million in 2008. Not even leafy gardens designed by Edna Walling could stop the price collapse.
Another loss taker was when the 2007-built four bedroom house at 16 Burton Avenue sold at $3.34 million in late 2013. It had sold in 2008 at $3.45 million.
Signs of ordinary price growth were also evident in a $2,775,000 Kooyongkoot Road sale in 2013 which had previously sold at $2.6 million in 2007.
The Bai family of Burwood spent $2.83 million to buy 51 Chrystobel Crescent which had been listed in 2011 with $3.4 million hopes. The 2011 auction of the solid 1880 home in the Grace Park precinct had been passed in on a $3.05 million offer in front of around 100 people.
A six bedroom Hawthorn East mansion sold in early 2014 at $3,235,000 at Jellis Craig auction that was just $35,000 more than its prior $3.2 million sale in 2011. 
The Chinese Australian vendor at 4 Mount Ida Avenue didn't cover the stamp duty with the house price - and this was on its second marketing campaign.
In mid-2013 retired Western Bulldogs champion, turned 3MMM breakfast broadcaster, AFL commentator and publican, Luke Darcy upgraded his <a href="https://apm.domain.com.au/research/address.aspx?locationtype=address&amp;state=vic&amp;streetid=292407&amp;unitnumber=&amp;streetnumber=42" target="_blank">Hawthorn home</a>, despite his sentimentality for the rejuvenated Footscray suburb.
Darcy commented during the spring 2014 selling season that he'd detected an uptick in the Hawthorn auction prices.
Luke and Rebecca Darcy secured $2,975,000 in Hawthorn when selling in 2013 having paid $2.82 million in 2007, reflecting less than one percent annual growth through the six years.
The Darcy's upgraded to a nearby $3.2 million house which might now seem have been a good time to upgrade homes while prices where constrained.
Their new property had been built by the Toorak-bound MAB managing director Andrew Buxton.
The four bedroom house, with study, is in a prime Scotch Hill spot with a pool and tennis court set on more than 1000 square metres. 
The former Harcourt Street, Hawthorn East home of the since departed AFL boss Andrew Demetriou resold with negligible price appreciation too in 2013. The four bedroom renovated 1965 home at 50 Harcourt Street, which was offloaded by Demetriou in 2008 for $2.7 million, was sold at $2,742,500 in 2013. Just $42,500 gain in the five years.
The 2012 top sale in Hawthorn was on Kooyongkoot Road, Hawthorn was sold by Craig Parsell, who was Hong Kong based when he bought it in 2002 for $3.45 million. Parsell is a veteran executive partner in the technology services company Accenture. Known as Koot, its situated in the heart of the Scotch Hill precinct. It's got a tennis court and pool on its 2,788-square-metre holding. The $12,588,000 buyer was company director Juhne Lie. 
Kay &amp; Burton secured 2013's highest sale which was $11 million the the 1883 mansion, Katoomba on Harcourt Street, in Hawthorn East. It came with Stuart Rattle interiors and Paul Bangay gardens done for the Laidlaw family who sold to the Bailey family.
Mal James since that the results of the past week of prestige Melbourne offerings were not evidence that the market has gone crazy.
"[The market] is responding to fundamentals and the fundamentals are incredibly strong right now for larger landholdings with flexibility," James said.
"That is why we have been strong on buying for clients for the last 24 months and are continuing to do so.
"Those fundamentals are turbo charged overseas demand completely out of whack with the dwindling supply of certain home types described above.
"So unless the wealth of overseas buyers drops (and it has increased for the last 40 years), or the government intervenes (showing no stomach to do so on any serious note at present) or Chinese buyers (in particular) reverse their preference to landbank (reducing supply even further) then the market is doing what it is doing based on sound demand and supply principles, not anything else.
"This may well continue for some time (with the odd hiccup).
"We wrote a number of times last year that each month was either a tread or a step in a rising staircase on price which reignited in October 2012 and hasn’t stopped since.
"But February 2015 is different – it has jumped off the staircase, gone up a whole floor in the lift (for the above types of properties) and we assume will now continue on its merry way."

Hawthorn hits its straps as reserves bettered by $1 million in auctions timed to the max

The Abbott government’s lurch at a foreign investment fee to fund the Foreign Investment Review Board (FIRB) will be a minor inconvenience. 
“There is significant global evidence from recent times including Canada, Singapore and Hong Kong where these types of taxes on foreign investment have been totally counterproductive, caused significant corrections within the markets and harmed the construction industry” CBRE residential projects chairman Justin Brown was quoeted as saying in the <a href="https://www.afr.com/p/national/politics/foreign_property_buyers_to_pay_approval_TnnDgOvoNycdqw7V5urAAN" target="_blank">AFR</a>.
The response from the real estate sector has been typical. 
Whilst we are supportive of some traction towards the taxation of excessive real estate profits, the 1% charge will mean little in comparison to last year's capital gains.
As outlined in <a href="https://www.prosper.org.au/2015/02/24/the-foreign-investment-future/" target="_blank">the foreign investment future</a>, the average $3,375,000 FIRB approved investments last year would pay a foreign investment fee of $33,750. The capital gains were running at $229,500. Such a fee will not break the bank.
In that same post I mentioned how effective Singapore’s foreign investment fee of 18% was in maintaining the public interest – low land prices. The property lobby have convinced the news cycle that rising property prices are a good thing. They are if you are a property seller or a bank. For the public this means rising debts and thus interest payments.
We do however see merit in the commentary of Ray White chairman Brian White in comparing such a charge as a stamp-duty like charge. Such a foreign investment fee will curb some demand, impeding turnover.
However, it is likely to be minor as the above capital gains to foreign investment fee comparison demonstrates. Treasurer Hockey was adamant the fee was purely an administrative one so that the FIRB could do its job.
Only $200 million is needed yearly to fund an expanded FIRB. <a href="https://www.firb.gov.au/content/default.asp" target="_blank">Will we get a new website for that?</a> The relative size of such fundraising is again minor to the <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/ausstats/abs@.nsf/mf/6416.0" target="_blank">$418 billion in land price increases in the 13-14 year.</a>
After a minor skirmish, we expect this will have little imposition on the global land bubble. The fact it is set at a much lower rate than Hong Kong and Singapore ensures global investors will still be set upon buying up locations of inspiring natural beauty.
If the government knew what they were doing, a Federal Land Value Tax would be reimposed nearly <a href="https://en.wikipedia.org/wiki/Australian_Taxation_Office#History" target="_blank">100 years since our first federal tax was announced</a>. Accompanying this would be a significant 5-10% income tax deduction and a doubling of the pension. The LVT would curb speculative foreign investment, reigniting the Australian creative spirit alongside lower land prices and a lower tax burden for all.

Foreign investment fee will only be a minor inconvenience: Karl Fitzgerald

On Tuesday the Reserve Bank of Australia (RBA) will host its March board meeting, with the outcome of this meeting seemingly hanging in the balance.
At the close on Friday, futures markets priced a cut as more likely than not at a 62% likelihood, with another cut to a cash rate of 2% by May considered all but certain.
Implied yields on November 2015 cash rate futures contracts are now plumbing new depths at just 1.69%, reflective of two further cuts being fully priced in for this calendar year.

Viewpoints are split on this month's decision. Via the medium of Twitter, I enquired of Shane Oliver of AMP if he was sticking with a cut forecast for March, and given that his response was only three letters long he seemed fairly unequivocal.

Bill Evans of Westpac has also taken the view that if further rate cuts are indeed deemed necessary then they should be cut now rather than later, perhaps seeing this as the so-termed "path of least regret".
Evans would prefer to see an immediate cut with an explicit easing bias, regardless of whether that bias was later acted upon.
On the other hand, Terry McCrann took to the format of <a href="https://www.heraldsun.com.au/video/id-BlMjJuczrpI2Doztmk7QglEBHVae9MLb/Private-profits-and-public-losses" target="_blank">video</a> on Friday in order to predict rates staying on hold, which at least should keep debate centred upon monetary policy this month rather than his use of <a href="https://www.forexlive.com/!/terry-mccrann-is-a-big-fan-of-forexlive-20150204" target="_blank">punctuation</a>.
Risks to each decision
A number of factors which I have previously looked at in turn in greater detail <a href="https://petewargent.blogspot.com.au/2015/02/all-about-that-baseno-trouble" target="_blank">here</a> suggest that the labour market, investment outlook and inflation may each be soft enough to warrant another cut, but the RBA has itself identified a risk that lower rates could ignite a rocket under Sydney's buoyant housing market.
However, given that markets are presently torn between rates staying on hold or being cut, a decision to stay on hold presumably also risks sending the dollar back up and away from the assumed ~75 cents that the Board would likely prefer to see.
Interest rate history
While interest rate movements and expectations are far from being the sole driver of our property markets, the impacts of adjustments to monetary policy are likely to be felt more keenly than they were prior to the <a href="https://petewargent.blogspot.com.au/2014/05/interest-rates-more-important-than-they" target="_blank">deregulation</a> of financial markets.
Over the past quarter of a century we have seen the commencement of five easing cycles, and in every case dwelling prices have subsequently responded by rising within the following 24 months, although, as one would expect in illiquid markets, there can be a lag.

What we can conclude from the above is that interest rate cuts are rarely "lone wolves" and that they tend to come in a salvo.
The RBA's rhetoric over the past year has certainly indicated a clear preference towards interest rate stability, but after a long period of inaction the February decision to ease by 25bps to 2.25% betrayed a view that more than one cut is deemed likely to be required.
Discount rates and fair values
Just as the <a href="https://petewargent.blogspot.com.au/2014/05/value" target="_blank">Gordon growth model</a> fulfils a simple method of share price valuation, it is of course possible to model a fundamental or fair value for housing markets. Such a model can be used in order to weigh up a rent versus buy decision through discounting expected future cash flows and using real mortgage rates as the discount rate.
However, if you have ever undertaken such an exercise you will have quickly discovered just how sensitive the outcome is to assumptions relating to real rental growth and expected capital appreciation. It has always been my contention that while sustained real rental growth is likely in certain land-locked capital city areas due to growing demand and inelastic supply (e.g. inner ring Sydney), it is unrealistic to expect this to occur in most regional or more elastic outer suburban markets over the longer term.
Assuming real rental growth in a fair value model increases the present value of future cash flows from rental payments (or the implied user cost) net of running costs such as repairs, rates and insurance. These same forces are also what give rise to expected future capital appreciation - although to some extent this is offset by the discounting applied to the final capital gains upon sale.
These two key inputs are inter-related, and generally suggest that home ownership is marginally more attractive than renting where real rental growth is expected, though only for longer term owners due to the high transaction cost associated with Australia housing. While the future of course in unpredictable, a widespread belief that mortgage rates will be lower in the future than they were in the past are a key input into the fundamental value of housing - and by taking on greater household debt, the market has pushed in turn paradoxically pushed the <a href="https://petewargent.blogspot.com.au/2014/04/what-is-neutral-interest-rate-are-low" target="_blank">"neutral" rate</a> of interest lower.
Real estate cycles
Capital city markets with an expanding population will always cycle as construction and therefore dwelling supply ebbs and flows in response to demand.

But, as I looked at in more detail <a href="https://petewargent.blogspot.com.au/2013/08/market-psychology-sydney-property" target="_blank">here</a>, when it comes to property market psychology expectations of dwelling price movements - and the emotions of fear and greed which these suppositions engender - play at least as important a role in the near term and therefore accentuate the cycles.
This is precisely why another interest rate cut in this easing cycle will likely send Sydney's property market soaring for the stars - with 2015 forecasts already ranging from <a href="https://images-2.domain.com.au/file/2015/02/27/6304392/2015%2520Property%2520Guide.pdf?rand=1425011523149" target="_blank">7 to 12%</a> capital growth and risks to the upside - simply because recent history leads to a critical mass of those active at the margin to an ingrained belief that prices will rise. CoreLogic's preliminary weekend auction clearance rates from Melbourne (and possibly even to a certain extent Canberra) and a huge surge in the <a href="https://petewargent.blogspot.com.au/2015/02/housing-finance-straps-on-jet-pack" target="_blank">latest housing finance data</a> suggest that it is not only folk in Sydney who presently feel this way.
I should add that from the hordes of people I witnessed at viewings on Saturday, the inner ring Brisbane market now appears very likely to heat up too. For all of the above, real dwelling price growth through this cycle outside the largest cities has been weak, suggesting that the easy gains in Australia's housing markets took place further towards the left of the interest rate history chart above. One of the issues facing property market commentary has been recency bias which has led to some unrealistic expectations of real growth in perpetuity in more elastic markets where this was never probable, or even likely. Greater Sydney has suffered from a chronic <a href="https://petewargent.blogspot.com.au/2015/02/sydney-land-it-goes-ballistic-supply-is" target="_blank">supply deficiencies</a> which should have been obvious to observers close to a decade ago, and despite an increase in approvals, the lack of appropriate supply is now coming home to roost. There is an avalanche of data due out this week, so stay tuned for that!
