<p>When buying an apartment, most people compare the big-ticket items first. Floorplans. Kitchens. Balcony size. Natural light. The view.</p>

<p>But there's one everyday consideration that often doesn't come up until after moving in: how parcels are delivered.</p>

<p>As online shopping has become part of everyday life, parcel deliveries have shifted from an occasional event to a regular occurrence. Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally.</p>

<p>For apartment residents, that can present a challenge.</p>

<p>If nobody is home to accept a delivery, parcels may be redirected to a nearby Post Office, left in a building lobby or common area, or require building management to step in. In higher-density buildings, where dozens or even hundreds of residents may receive deliveries each day, parcel management has become an increasingly important part of everyday living.</p>

<p>That can create a range of frustrations. A missed delivery often means making time to collect a parcel elsewhere, while packages left unattended in foyers or mail areas can create clutter and increase the risk of theft. <p>For buyers, it's a reminder that the best apartment features aren't always the most obvious.</p>

<p>A generous floorplan or quality finishes might help narrow the shortlist, but the conveniences that simplify everyday life, whether that's EV charging, secure bike storage or reliable parcel delivery, often become the features residents appreciate most once they're living there.</p>


The apartment feature many buyers don't think about, until their first missed delivery

<p><a href="https://www.apartments.com.au/developers/hg-developments">HG Developments</a> is doubling down on Maud Street in Newstead, filing plans for a new apartment tower just a few doors down from its under-construction Aire Newstead development.</p>

<p>Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.</p>

<p>A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.</p>

<p>"Combined with recessed glazing and generous balconies, these elements create a layered building envelope that provides shade, weather protection and opportunities for natural ventilation whilst establishing a distinctive architectural identity."</p>

<p>The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.</p>

<p>Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.</p>

<p>The architects say landscape is intended to be integral to the building rather than an applied element.</p>

<p>"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."</p>

<p>"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."</p>

<p>Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.</p>

<p>HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.</p>


HG Developments doubles down in Newstead with second Maud Street apartment development

<p>Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.</p>

<p>But in many cases, that's not actually what those sustainability ratings guarantee.</p>

<p>Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.</p>

<p>In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.</p>

<p>That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.</p>

<p>The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.</p>

<p>Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.</p>

<p>Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.</p>

<p>Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.</p>

<p>"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.</p>

<p>"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.</p>

<p>"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."</p>

<p>Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.</p>

<p>Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.</p>

<p>"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.</p>

<p>"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.</p>

<p>"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."</p>

<p>For apartment buyers, the shift is also changing the questions worth asking.</p>

<p>Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?</p>

<p>As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.</p>


What does it really mean for a building to be 'green'?

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

<p>According to the Second Half 2015 Research and Forecast Report from Colliers an influx of part-floor tenants are ready to come into the market as the sub-500sqm leases expire,with owners changing both leasing and development strategies as a result.</p>
<p>Nerida Conisbee, Colliers International national director of research said t<span style="line-height: 1.3em;">his is more a cyclical element given the long leases that large corporations typically take, h</span><span style="line-height: 1.3em;">owever there are a number of structural issues also occurring. </span></p>
<p><span style="line-height: 1.3em;">"The first is that there has been significant growth in small-to-medium size enterprises looking for space," she said.</span></p>
<p>“Average lease enquiry levels in the sub-1,000sqm category have grown as a percentage of total leases. In 2009, it amounted to 71% of total deals. This has grown consistently to currently account for 83%.</p>
<p>“We expect to see a wave of part-floor users enter the market over the next two years as a large number of these leases expire. The number is expected to be much higher than single floor and multi floor users over the next two years. <span style="line-height: 1.3em;">We therefore expect that it will not just be new tenants entering the market that are after smaller tenancies, but also existing users looking for new space.”</span></p>

<p><span>“Our latest Colliers International Demand Index found 55% of the companies wanting office space in Sydney alone this year have sought less than 500sqm, and this is being experienced across the board for premium, A and B Grade tenancies,” he said.</span></p>
<p><span style="line-height: 1.3em;">"Tenants were continuing to place a greater focus on location. In both the Sydney and Melbourne CBDs there is a current centralisation of tenants taking place.</span></p>
<p>“In Sydney CBD, the differential is not as significant however we are seeing even greater movement of tenants from metro markets… h<span style="line-height: 1.3em;">istorically, Melbourne CBD has not had much movement of tenants between CBD and metro locations with most tenants preferring to stay in either location. This has changed over the past 12 months, where the cost of being based in the Melbourne CBD has dropped significantly compared to metropolitan markets.”</span></p>

Start-ups, tech companies driving sub-500sqm office demand: Colliers

<p><span>Nine Entertainment Company today announced it has agreed to sell its Willoughby headquarters for $147.5 million.</span></p>
<p><span>Hong Kong-based property investor Euro Properties has purchased the site under a lease for a further three years after the sale is complete in 2017.</span></p>
<p><span>The sale is still subject to FIRB approval. The NSW Land and Environment Court has allowed a maximum number of apartments to 400 units, housed in five planned buildings which will be limited to a maximum height of eight storeys.</span></p>
<p><span>Nine Entertainment's Simon Kelly said the sale would allow the company to re-locate to new state of the art facilities.</span></p>
<p><span>The Willoughby site was the first in Australia to begin regular TV transmissions on September 16, 1956.</span></p>
<p><span>Nine noted the Willougby studio is the last original TV station in Sydney, with the ABC leaving Gore Hill in 2003 and Seven exiting Epping in 2009.</span></p>

Nine sells Willoughby site to Euro Properties

<p><span>Strata office vacancy on the Gold Coast is currently at a seven year low of 14.8% partly due to increased investment into city and local infrastructure by both government, local and international investors.</span></p>
<p><span>According to Ray White's Gold Coast Office Strata Report for August, the vacancy position of the Gold Coast has been steadily improving over the past few years after the total market result peaked at 23.3% in July 2010, falling to its current low of 14.8% in July 2015.</span></p>
<p>Ray White Commercial head of research <span style="line-height: 1.3em;">Vanessa Rader said some markets have fared better than others, with the best performer this period being Broadbeach which recorded vacancies of just 4.2%.</span></p>
<p><span style="line-height: 1.3em;">“The smaller markets of Surfers Paradise, Broadbeach and Bundall have had more varying results pending quality, size and location of stock. Southport has been a steady performer with vacancy flat over the last 18 months, currently 14.0% which is still well below the 22.3% recorded in July 2010,” Rader said.</span></p>
<p><span style="line-height: 1.3em;">“Varsity Lakes/Robina experienced a dramatic drop in vacancies from 28.7% during January 2010 to its current low of 8.6%. This market, however, is home to modern accommodation which is in greater demand compared to the secondary accommodation in much of the Gold Coast."</span></p>
<p><span style="line-height: 1.3em;">According to </span><span style="line-height: 1.3em;">Ray White Commercial Gold Coast team leader Steven King said the first half of 2015 has resulted in some strong improvement in capital values with all markets showing some upward momentum as the local economic indicators recover.</span></p>
<p>“Current average values have shown some rebound to $3,450 per sqm after dipping to the low of $2,640 per sqm in 2012; though this is still well behind the highs achieved pre GFC which averaged $5,390 per sqm,” he said.</p>

Gold Coast office rental market at seven year low

<p><span>The production rate of new housing will have to be ramped up to meet en expected housing deficit of a possible 200,000 homes by 2024.</span></p>
<p>In the submission to the House of Representatives Standing Committee on Economics, AECOM technical director Joe Langley noted the h<span>ousing crisis in Sydney is the result of a group of factors that constrain land supply and housing production, adding part of the problem in Australia has to do with our inherent geographical and demographic conditions which restrict housing supply in certain areas and open up differences in regional housing affordability in others.</span></p>
<p>"Present governance and funding arrangements contribute to Sydney’s housing constraints by limiting the value that can be created by and captured from public transport projects."</p>
<p>Joe Langley points out how two international transport projects are delivered and funded that, in his opinion, addresses the housing constraints. "Improved governance arrangements within transport delivery authorities and the introduction value capture funding methods that tap into the value created by well-integrated transport and land use planning."<span> </span></p>
<p>"The Denver Union Station Project Authority (DUSPA) is an excellent example of a governance structure for a major transport project that embraces the concept of wider public and private sector engagement in decision-making. This US$550 million transit-oriented development is the centrepiece of Denver’s FasTRAKS program, a $5 billion transformation of Denver’s transport network. </p>
<p>"Private sector partners, the Union Station Neighbourhood Company (USNC), were selected through a public tendering process that brought private commercial and residential development expertise and equity to the DUSPA board and the overall project.</p>
<p>"As a result, major transport projects such as DUSPA and FasTRAKS have enjoyed a high degree of public and political support, thereby avoiding the cancellation and financial failure of major transport projects as witnessed in the recent past in Queensland, Victoria and NSW."</p>
<p>Joe Langley brought up some important points to address housing supply shortages. These are recommendations according to recent research commissioned to the Property Council of Australia.</p>
<p>"More widespread release of urban land for medium density development (up to 6 stories), greater production of small lot housing opportunities in green field locations, a broad scale review of employment trends and new employment needs in conjunction with housing needs, and a new focus on the mechanisms of lot assembly to assist private developers in putting together development packages in preparation for future housing supply. </p>
<p>"Part of the problem in Australia has to do with our inherent geographical and demographic conditions which restrict housing supply in certain areas and open up differences in regional housing affordability in others. </p>
<p>"For example, Sydney is constrained by mountains to the west, the ocean to the east and national parks to the north and south, thereby pushing fringe development in a relatively narrow band to the northwest and southwest. </p>
<p>"While the Property Council’s report paints a clear picture of the reasons behind the housing supply problem, it also points out that over half of the metropolitan Sydney councils surveyed either underperformed or grossly underperformed in meeting housing production targets set by the NSW Department of Planning and Environment between 2004 and 2014.</p>
<p>"Clearly, increasing the supply of housing is a key part of the solution, but Sydney’s ability to generate a “sustained increase” in the rate of dwelling approvals over the next decade can’t be relied upon given past performance. NSW will need to do things differently, and for a long time, if Sydney is to fix its housing affordability problem."</p>
<p>Moody’s Australian Housing Affordability Measure shows that Australian households with two income earners need to spend, on average, 27% of household income to make mortgage loan repayments.</p>

Given that the Board meeting pre-dates the release of the comprehensive Statement on Monetary Policy (SoMP), </span><span style="line-height: 1.3em;">they don’t provide </span><span style="line-height: 1.3em;">significantly new detail, but </span><span style="line-height: 1.3em;">the tone suggests that interest rates are firmly on hold.</span></p>

<span style="line-height: 1.3em;">The Board noted that downside risks to the outlook for China growth have receded. The improvement in housing markets and stimulatory policy steps taken were noted. Keep in mind though that the meeting pre-dates the release of the patch of very weak data last week (especially for exports) as well as the devaluation of the RMB.</span><br><p style="line-height: 1.3em;">On the domestic economy, the minutes had a decidedly ‘glass half full’ feel about them, despite the fact that the forecasts presented to the board included a downgrade for GDP forecasts. They noted the improvement in labour market outcomes, and were relatively positive about consumption noting that “the most recent data on retail sales and liaison information were consistent with the momentum in consumption growth being sustained”.</p>
<p style="line-height: 1.3em;"><span style="line-height: 1.3em;">The minutes also noted the improvement in business conditions, but highlighted the fact that the pick-up was concentrated in household and business services, which are generally less capital intensive than goods-related sectors.</span></p>
<p style="line-height: 1.3em;"><span style="line-height: 1.3em;">On the currency, the minutes reiterated the points made by Governor Glenn Stevens in a recent speech and the SoMP, that the lower exchange rate was supporting net services exports</span></p>

<p>The number of rental property vacancies across New South Wales fell 0.2% to 1.9% in July, according to the REINSW.</p>
<p>The July 2015 REINSW Vacancy Rate Survey found falls in Inner Sydney saw of 0.5 per cent to 2.1%, Middle Sydney fell 0.2% to 1.7% and Outer Sydney fell 0.1% to 1.6%.</p>
<p><span style="line-height: 1.3em;">REINSW President Malcolm Gunning said despite the 0.2% decline month on month a strong stream of property on the market starting to feed the migration into Sydney.</span></p>
<p><span>“Supply is still strong,” Gunning said. </span></p>
<p><span>“Vacancy rates remain close to 2.0 per cent which shows that supply is starting to meet demand.</span></p>
<p><span>“Outer Sydney has hit levels last seen in December 2014.</span></p>
<p>Illawarra vacancy rates dropped 0.5% to 1.7%, Wollongong down 1.0% to 1.4%. Vacancies rose in the Hunter region 0.2 per cent to 3.7%, New England climbed 1.2% to 4.6% and<span style="line-height: 1.3em;"> Orana increased to 4.0%. </span></p>

<div>The result translated to the usual fall in August asking prices, with the index not being seasonally adjusted.</div>

<div>However, Rightmove reported that the August decline of -0.8% was the smallest decline for the month of August in the eight years since before the credit crunch in 2007.</div>

<div>Since 2007 the average August decline has been as great as -1.5%, with the decline having been more than 2% on three occasions in 2008, 2009 and 2014.</div>

<div>A major driver of the supply-demand imbalance was identified as a significant 8% year-on-year fall in the number of sellers, which has become something of a vicious circle for UK property markets. </div>

<span>Unsurprisingly the prevailing crazy rates of stamp duty act as a particular disincentive to relocate within the South East of England where most transactions (69%) fall in to the 5% bracket for sales greater than </span><span>£</span><span>250,000. </span><span>In London the equivalent figure is even higher at 89%.</span>

<div>We have heard similar reasonings given by buyers and vendors in Australia, whereby stamp duties have acted as a disincentive for homeowners to move, and have in turn also led towards more investors adopting a trusty "long term buy and hold" mentality.</div>

Strongest UK August market since 2007: Pete Wargent

<p><span>New listings have increased steadily over the past four months, with 26,000 new homes listed in the capital cities each month.</span></p>
<p><span>CoreLogic RP Data's Property Pulse for the four weeks ending July 19th tipped an escalation in listings over the next few weeks, typical in the second week of August.</span></p>
<p><span>Capital city listings are now 13.2% higher than this time last year, high new listings up 9.7%</span></p>
<p><span>According to CoreLogic RP Data, the most significant boost in new listing numbers is coming from the most buoyant housing markets, Sydney (+20.1%) and Melbourne (+19.2%) while the softer housing markets are seeing new listing numbers substantially lower than a year ago.</span></p>
<p><span>"The opposite is true for the total number of properties being advertised for sale, with total listings in Sydney, Melbourne, Brisbane, Hobart and Canberra lower compared with a year ago indicating a higher rate of absorption than the weaker markets of Perth, Darwin and Adelaide where total listings are up on last year," the report noted.</span></p>
<p><span>"At a combined capital city level, total advertised stock levels are virtually level with the same time last year (-0.4%) while nationally total stock levels are 1.8% lower than a year ago."</span></p>

Property listings increase on the horizon: CoreLogic RP Data

<p>Here's a clue as to why Sydney has been having a property boom that no other capital city has come close to matching. NSW has the nation's No.1 economy and, according to ABS data, has created more jobs in the past six months than the rest of Australia combined. </p>
<p>That remarkable situation provides the best explanation of the Sydney real estate boom, far more so than the flimsy offering from most economists, who attribute the boom to low interest rates (but can't explain why Brisbane, Perth, Canberra, Adelaide, Darwin, Hobart and most of regional Australia aren't having price booms). </p>
<p>The Sydney/NSW economy is pumping, boosted by high levels of spending on infrastructure and a return of business confidence thanks to changes in the political scene.</p>
<p>According to the ABS, NSW has added 85,600 jobs since January. All the other states and territories have managed a combined 68,000. </p>
<p>The NSW economy has been rising steadily ever since the worst government in my lifetime, the 16-year-old NSW Labor Government, was tossed out in a predictable landslide in 2011.</p>
<p>With that change, things that had been long absent from Sydney and NSW began to happen again. Decisions started being made. Infrastructure spending resumed. The economy awoke from its coma and business re-opened. Jobs started to be created, with those latest figures from the ABS providing evidence of a process that has been four years in the making.</p>
<p>According to ANZ research, employment growth in NSW has been led by four industry sectors: health, education, hospitality and professional services.</p>
<p>It’s not a coincidence that the rise of the Sydney property market after 10 dormant years has happened during this resuscitation of the NSW economy.</p>
<p>Low interest rates, the fallback position of economists who haven’t got a clue (i.e. most of them), have little or nothing to do with Sydney’s elevated market.</p>
<p>If it was all about interest rates, Perth prices would be zooming instead of going backwards. A clue to the decline of the Perth market is also found in the ABS employment figures: Western Australia, previously a leading generator of jobs, has created only 8,500 positions in the past six months, one-tenth of that managed by NSW. Since January the WA unemployment rate has risen from 5.5% to 6.3%.</p>
<p>Just three years ago, the NSW ranked joint second last, alongside South Australia, in the CommSec <em>State of the States</em> report. Back in July 2012, it was “WA first and daylight second”, according to one media report. The ACT, the Northern Territory, Queensland and Victoria all ranked above mediocre NSW, which was tied with SA in sixth place, with only Tasmania ranked lower.</p>
<p>Fast forward three years and the latest State of the States report indicates that NSW is now entrenched as the No.1 strongest economy in the land, having taken over the top ranking from WA last year. </p>
<p>NSW ranks first or second among the states and territories on population growth, retail trade, employment, equipment investment and housing construction.</p>
<p>A growing economy, extensive spending on transport and other infrastructure, the return of confidence in the state government and the local economy, solid population growth, jobs being created – that’s the recipe that cooked up Sydney’s real estate surge. And it would have happened if the RBA hadn’t been cutting interest rates.</p>

The recipe that cooked up Sydney’s real estate surge: Terry Ryder

<p>In its submission to the House of Representatives Standing Committee on Economics Inquiry into Home Ownership in Australia, the Department of the Treasury reminds that state and territory governments have the primarily responsibility in housing supply. Removing regulatory impediments, land use and housing infrastructure policies is what improving housing supply is about.</p>
<p>"Reform addressing states and territories’ planning and land supply policies is not a new area of work. The Productivity Commission Inquiry into First Home Ownership in 2004 noted the need for state and territory governments to have appropriate land release strategies in place and to improve the efficiency and effectiveness of planning and development policies. </p>
<p>"Reform in this area has also been attempted previously. In July 2012, the Council of Australian Governments committed to the recommendations of the Housing Supply and Affordability Report (HSAR), which included improving planning, development and rezoning processes, and the release of land."</p>
<p>The demand for housing has increased along with the population. On the other hand, dwellings completion have not followed the population growth and remained constant over the past 15 years. The insufficient housing supply appears to have driven the increase in the dwelling prices.</p>
<p>"Housing is the largest asset class owned by Australian households, and is therefore a key driver of saving decisions. </p>
<p>"Home ownership rates are relatively uniform across Australia with the exception of the Northern Territory. South Australia recorded the highest home ownership rate in Australia at 72.3%, with Northern Territory recording the lowest rate at 53.2%. </p>
<p><span style="line-height: 1.3em;">"Home ownership rates in Australia are higher than comparable countries like the United States, United Kingdom, and New Zealand and a little below Canada. Rates of home ownership in some countries, such as Germany, are considerably lower."</span></p>
<p>"Dwelling investment accounts for around 5.5% of GDP in Australia. However, it has been highly cyclical in the past and has had significant impacts on GDP growth. </p>
<p>"Between 2002 and 2012 there were two periods of strong increases in dwelling prices with price growth peaking in late 2007 and early 2010, but the supply response was muted compared with past cycles. </p>
<p>"The number of building approvals for dwellings rose 17.6 per cent through the year to May 2015, implying a large stock of work yet to be completed. Reflecting the pipeline of work pending, the 2015-16 Budget forecasts dwelling investment to grow by 6 1⁄2% in 2015-16 and 41⁄2% in 2016-17. Dwelling construction is expected to directly contribute 0.3 percentage points to growth in both 2014-15 and 2015-16. </p>
<p>"While construction is growing more rapidly in New South Wales than Victoria, Victorian construction is starting from a higher level, so the supply of new dwellings has been higher in that state over the past decade </p>
<p>"Data suggest that there is still significant scope to increase the total supply of housing. National rental vacancy rates have been rising slowly since 2007 but remain low at 2.7% in the March quarter of 2015, well below the previous peak of 4.7% in 2002 </p>
<p>"Despite this, rental yields are low by historical standards. Net rental yields for three bedroom homes have fluctuated between 3.2% and 3.5% since late 2009 and are currently 3.3%. Low rental yields are a consequence of house price growth, which has outstripped growth in rents for most of the past two decades. </p>
<p>"Rental yield is the average across Australian capital cities and is calculated by dividing net annual rental income by the median price. It does not take capital growth into account.</p>
<p>"National dwelling prices rose by 9.8% over the year to June 2015, a little below the peak reached in the middle of 2014.</p>
<p>"Price growth has been concentrated in Sydney and to a lesser extent, Melbourne. Dwelling prices in Sydney grew 16.2% in the year to June 2015, and by 10.2% in Melbourne." </p>
<p>"In Sydney, price growth in the year to May 2015 varies between 9.3% in the Eastern Suburbs and 20.7% in Outer South Western Sydney. Of the 14 subdivisions that cover Sydney, price growth is stable or moderating in 10. </p>
<p>"Melbourne price growth in the year to May 2015 varies between -0.2 per cent in Melton-Wyndham and 17.7% in Eastern Middle Melbourne, but 11 of the 16 subdivisions are experiencing growth between 3.3% and 6.8%. The majority of subdivisions in Melbourne have had steady price growth at current levels for the past year."<span style="line-height: 1.3em;"> </span></p>
<p>Distribution of Home Ownership </p>
<p>"The home ownership rate among households headed by a person aged 25 to 34 has fallen from 52.2% in 1995-96 to 42.0% in 2011-12, while for households led by a person aged 35 to 44, the rate has fallen from 72.9% to 62.1% over the same period. Ownership rates have been steadier for older age cohorts. <span style="line-height: 1.3em;"> </span></p>
<p>"The proportion of loans being approved to first home buyers' is currently around 15%.This is slightly below the average over the past five years of 17.0%, and below the average of 21.6% in the second half of the 1990s. </p>
<p>"The number of Australians buying a home for the first time has averaged around 4 per 1,000 people over the past five years, compared with around 5 per 1,000 people in the second half of the 1990s. </p>
<p>"The two key factors influencing the purchase of a first home are savings for a deposit and having sufficient income to service a mortgage. </p>
<p>"Since 2000, investors have generally accounted for between 30 and 40% of all housing finance approvals. However, during periods of strong price growth, investors tend to represent a larger proportion of financing, particularly in New South Wales."</p>
<p>Long-term macroeconomic drivers </p>
<p>"Over the past 20 years annual net overseas migration has contributed between 0.3% and 1.5% to annual population growth. Net overseas migration grew strongly between 2006 and 2008 with the contribution of net arrivals peaking at 1.5% in 2008. </p>
<p>"Net migration contributed 0.8% to annual population growth in the year to the December quarter 2014. Annual population growth rose above 1.3% for the first time since 1991 in 2006 and has remained above this level. </p>
<p>"During the 1980s and 1990s migration flowed out of New South Wales and Victoria and into Queensland. The outflow from Victoria reversed in the mid-1990s, while the outflow from New South Wales intensified around 2001. Net interstate migration to Queensland has fallen from around 37,000 in 2002 to 6,000 in the most recent year (up to the December quarter 2014). </p>
<p>"Net interstate migration to South Australia has been negative for most of the past 30 years. Western Australia has generally experienced inward interstate migration, although this flow fell sharply over the past two years and has been negative over the 3 quarters to December 2014, reflecting developments in the resources sector. </p>
<p>"Overall, the rate of interstate migration in Australia has typically had a smaller influence on state populations than either natural increase or overseas migration. </p>
<p>"Since 2001 the average size of households has remained steady at 2.6 people indicating a slowdown in the rate of household formation. </p>
<p>"The long-term supply of dwellings in Australia is determined by the availability of land and redevelopment opportunities and the underlying capacity of the construction sector. </p>
<p>"Data on the availability of land suggest that residential land releases have been declining over the past 15 years. This is consistent with a greater focus on the redevelopment of land closer to city centres, but also highlights the lack of growth centres outside of capital cities, with land release declining faster in regional areas."</p>
