Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.

A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.

The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.

Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.

The architects say landscape is intended to be integral to the building rather than an applied element.

"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."

"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."

Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.

HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.

HG Developments doubles down in Newstead with second Maud Street apartment development

Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.

But in many cases, that's not actually what those sustainability ratings guarantee.

Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.

In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.

That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.

The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.

Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.

Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.

Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.

"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.

"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.

"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."

Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.

Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.

"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.

"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.

"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."

For apartment buyers, the shift is also changing the questions worth asking.

Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?

As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.

What does it really mean for a building to be 'green'?

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

More than one third of all properties listed throughout the last financial wear taken to auction across Melbourne, Sydney and Canberra, with 26.5% of all properties advertised for sale nationwide going to auction according to CoreLogic RP Data's recent Property Pulse.
Five suburbs in Sydney had more than 95% of houses listed for auction, with Queens Park having 59 out of 60 listings auctioned.
In Melbourne, East Kew recorded 33 out of 34 unit listings as sold through auction.
CoreLogic RP Data head of research Tim Lawless said of the 380,000 dwellings advertised for sale across Australia’s capital cities over the 2014/15 financial year, roughly 84,000 (26%) were advertised as auction sales. 
"Auction listings have been rising since the 2008/09 financial year when back then, auctions comprised of a much lower 16% of all dwellings listed for sale," he said.
"Considering how hot the housing market conditions currently are in Melbourne and Sydney, the rise in the proportion of residential properties taken to auction should come as no surprise. I expect we’ll see auctions continue as a popular method for selling residential property.
“When market demand is high and buyers are highly competitive, the auction process is likely to provide the best possible price on a property transaction. However, the opposite occurs when housing market conditions are weak. Auctions aren’t then as popular due to fact that there is less urgency amongst buyers and the lack of an intensely competitive bidding environment isn’t likely to be as conducive to finding the best possible price on a home. "

One third of properties auctioned in Sydney, Melbourne, Canberra: CoreLogic RP Data

A report from ASIC has found lenders offering interest-only mortgages need to lift game to comply with consumer protection laws.
ASIC's probe into interest-only home loans was announced in December 2014 and assessed how 11 lenders, including the big four banks, are complying with responsible lending laws.
The report recommends that lenders and brokers should review to ensure compliance with responsible lending obligations. All 11 lenders have changed their practices in line with ASIC's recommendations or have committed to implementing them. The recommendations include:
<ul>
<li>Loans align with consumers' requirements and objectives</li>
<li>Lenders use a consumers' actual expenses rather than relying on a benchmark</li>
<li>Affordability assessments include buffers for future interest rate rises.</li>
</ul>
According to ASIC, demand for interest-only loans had grown by around 80% since 2012 and the review looked at how consumers were assessed for loans by lenders with a focus on the affordability of the loans over the longer term.
The review found that interest-only loans are more popular with investors and those on higher incomes, and that delinquency rates are currently lower for interest-only home loans.
ASIC found lenders have not been meeting all responsible lending obligations in the provision of interest-only loans and often failing to consider whether an interest-only loan will meet a consumer's needs, particularly in the medium to long-term.
ASIC’s review of more than 140 consumer loan files from bank and non-bank lenders identified:
<ul>
<li>In 40% of files reviewed, the affordability calculations assumed the borrower had longer to repay the principal on the loan than they actually did</li>
<li>In over 30% of files reviewed, there was no evidence that the lender had considered whether the interest-only loan met the borrower's requirements</li>
<li>In over 20% of files reviewed, lenders had not considered the borrower’s actual living expenses when approving the loan, but relied instead on expenditure benchmarks</li>
</ul>
ASIC Deputy Chair Peter Kell said interest-only loans may be a reasonable option for some borrowers. However, lenders must have robust processes in place for assessing a customer's ability to afford a loan, taking into account the increased repayments once the interest-only period ends.
"They should lend responsibly, and in a way that does not result in consumers taking on debt that they cannot afford, especially if interest rates rise," he said.
"We are pleased that the lenders involved in the review have already started implementing changes based on our findings. The rest of the lending industry, including brokers, should  now take note and swiftly review the practices they have in place to ensure they comply with their responsible lending obligations."
According to ASIC, based on a $500,000 principal and interest home loan over thirty years, a consumer would pay around $579,032 in interest with a constant interest rate of 6%. For an interest-only loan of the same amount, with the same interest rate consumers would pay the following:

ASIC demand lenders improve standards following interest-only loan review

I recently spent a bit of time charting the death throes of the resources construction boom. 
As you can see below, although the Northern Territory has been offered a temporary reprieve by the massive $34 billion Ichthys LNG project, engineering construction activity has been hit extremely hard almost everywhere else, particularly so in Western Australia (down by 24 per cent over the past year), Queensland (-38 per cent) and South Australia (-25 per cent).

<div>Given that the construction stage tends to be comfortably the most labour-intensive phase of resources projects, this must inevitably result in sharply declining demand around many regional areas of Australia. Vacancies rising in resources capitals On a related note SQM Research released its latest July 2015 Vacancy Rates and asking rents data yesterday.</div>

<div>Vacancy rates nationally held steady at 2.4 per cent but the figures revealed a significant divergence between the resources capital cities and the rest.</div>

<div>As you can see in the chart below, moving from left to right vacancy rates remain relatively tight in Hobart (1.2 per cent), Sydney (1.8 per cent) and Adelaide (1.9 per cent). Hobart's vacancy rates have tightened over the past year from 1.5 per cent to 1.2 per cent despite a near total dearth of population growth - if you think carefully about it, you may come to your own conclusions as to why - while Sydney's vacancy rate of 1.8 per cent is unchanged from one year ago. Brisbane city-wide vacancy rate is now recorded as being 2.6 per cent, and in fact in a number of apartment construction hubs vacancy rates are already considerably higher than that. </div>

<div>Shifting across towards the right hand edge of the chart Darwin is now tracking at an elevated 3.5 per cent having spiralled from just 1.4 per cent a year ago. Meanwhile vacancy rates in Perth have blown all the way out from 2.5 per cent in July 2014 to 3.8 per cent.</div>

Asking rents follow vacancies Also reported in the SQM media release was a massive 20.5 per cent fall in asking rents for houses in Darwin, as well as 15.2 per cent decline in asking rents for Darwin units. Over the past year asking rents have also declined in Perth for both houses (-7.4 per cent) and units (-6.3 per cent), according to SQM's index. Of course, vacancy rates are expected to rise at this stage in the construction cycle, but it may take Perth and Darwin quite some time to absorb the excess stock.

Mining towns crushed This capital city market action is of course small fry compared to what is playing out in resources regions. Following on in sympathy from an epic property crash in the Pilbara, the Australian Financial Review reported that investors in the Bowen Basin heartland are being sent broke with dwelling prices continuing to collapse dramatically. Property prices in Moranbah have reportedly crashed by up to 70 per cent over the past three years, while prices in Dysart prices have crashed by closer to 50 per cent over the same period. Instead of linking back to articles which promised untold riches from investing in mining towns, it is worth considering the two golden rules which nearly all of the most successful investors follow religiously: Rule 1 - Don't lose money. Rule 2 - See Rule 1. When it comes to property investment, there is no easy way back from a 50 per cent drawdown, particularly if leverage is used. Remember that the promise of higher returns often comes with correspondingly higher risks.

SQM foreshadows mining downturn: Pete Wargent

With the recent introduction of tightened lending rules for investors, bidder numbers at auctions have lowered for most properties giving others a chance to purchase. Overall, looking at the average number of bidders at our auctions, we are currently at six per property which is down from the eight buyers or so we were seeing just four or five weeks ago. 
You would think that buyers would take the opportunity to put their best foot forward and bid strong to finally have a chance at buying a property but we are noticing buyers are reluctant to bid, but rather wait for others to do so first which is quite rare in a great market. This is an opportunity to pounce and secure something before investors realise the the restraints aren't so bad and interest rates are still at their lowest point making it easier to pay down their loans.
Owner occupiers should get amongst it and bid strongly. They should take the opportunity while their are less active buyers and everyone is uncertain. Remember also that interest rates are the biggest influencer for market fluctuation.
Investors need to understand that if interest rates start going up then so do rents normally, so take advantage of the low interest rates for as long as possible and position yourself as a long term investor. Look to retain for 10+years. 
First home buyers are always too scared to commit as they haven't done it before. I remember when I bought my first property it all seemed very hard but you learn to budget and once you get ahead things get much easier. There is now way I could've saved the money that my properties are worth if I hadn't got my first property.
Remember interest rates are very low and even if they go up to 8% that's still ok, just budget and enjoy the low rates for as long as possible.

Since the winding back of the federal government’s post-GFC stimulus package, Australian property markets have broadly produced underwhelming returns.
Over the last two years, Sydney and Melbourne have been strong. Conversely, Perth and Darwin markets are receding and it is likely to be some time before the clouds lift.
Approximately 70% of properties throughout Australia are worth much the same today as they were five years ago.
Recent jobs data for Sydney and Melbourne has been impressive an I believe that there will be further growth in to the New Year, albeit at more moderate levels than we’ve recently seen.
First home buyers who are concerned about being squeezed out of Sydney and Melbourne markets might reconsider what they are wishing for.
We’ve observed a refreshing trend wherein more people are realising that rent-money isn’t necessarily dead-money.
Deposit monies can be made to work harder through investing it in one of the (strategically-chosen) 9.6 million properties across the country as opposed to limiting the potential return on investment by choosing a property that must meet the specific personal requirements of a family home.  
While our research provides us with great confidence about the outlook for Sydney’s economy, the lack of housing affordability will result in lower rates of growth over the medium term compared to many other locations.
Melbourne is a different story; I have consistently stated we have considerable concerns about the impact which the closure of three car manufacturing plants will have on Melbourne’s market from late-2016 onwards.
Record low interest rates combined with the FOMO (fear-of-missing-out) effect amongst Sydney and Melbourne residents has resulted in heightened investor activity.
A large majority of client enquiries received over the last six months have been from southern-based investors looking to invest in Brisbane.
While we believe Brisbane’s outlook is sound, its economy is not as robust as Sydney and Melbourne.
We have done some investing in Brisbane however, Propertyology has been actively helping investors to get in to alternative markets around Australia that we believe have better potential.
Generally speaking, market fundamentals across the country are sound although the missing ingredient continues to be confidence.
Building approval data from the last couple of years have been at record levels and most of the new supply is focused on capital cities. This, combined with APRA enforced tighter credit conditions, is likely to result in moderated rates of price growth. 
An eventual reduction in property transaction volumes will mean lower taxation revenues for all levels of government. Regulators appear to have over-reacted by applying across the board policy changes in attempt to de-stimulate markets in 30% of the country (Sydney and Melbourne) whereas the other 70% of the country would actually benefit from stimulus.
With the level of investor stock expected to rise in Australia’s biggest cities pressure on rents is likely to ease and rental yields will soften.
Four of the six cities which Propertyology is currently investing in are strong regional locations which have a diverse mix of industry drivers, very affordable housing, and controlled rates of supply.

Fear-of-missing-out investor activity driving Spring outlook: Simon Pressley

Margaret Lomas, founder of Destiny Financial Solutions, has told the Australian Financial Review she recommends avoiding Sydney altogether.
She suggests those who stick to the inner and middle ring suburbs are likely to overpay.
Saying it will be a different matter when rates rise, Lomas says 'try the up and coming markets."
"Those areas which have the underlying fundamentals and display exceptional growth drivers, but for some reason doesn't yet have the buyer demand that makes it a healthy market," she says.
Lomas likes the NSW central coast, including regions such as Bateau Bay where properties can be bought in the low $300,000, an equivalent rental yield of 6%.
She suggests areas north of Wyong such as Blue Haven and Lake Haven are also worth a look.
Her top picks in Brisbane include the north and south. Suburbs such as Morayfield, Deception Bay and Redcliff Peninsula all offer low buy-in prices, yields above 5 per cent and are likely to attract young families in the years ahead.
In Victoria, Lomas recommends staying away from regional areas such as Ballarat where spruikers have moved in, pushing up prices.
Lomas told AFR readers she see value in areas investors might normally be reluctant to buy in such as Tarneit and Narrewarren.

Margaret Lomas warns off Sydney, but likes the NSW Central Coast

A survey by researcher Michael Matusik has confirmed what many in the real estate industry knew or suspected – that developer claims about sales in their unit projects are often a pack of lies.
He surveyed 10 recently-completed projects with a combined 1,500 apartments in the Brisbane inner-city market and found that sales rates were, in most cases, agonizingly slow - quite a contrast to the claims of “selling fast”, “few remain” and “50% sold within the first month of release”.
He says many claims made by developers and marketers are so outrageously false, they should be investigated and prosecuted by the relevant authorities.
His conclusions: “The sales rates promoted in many new apartment advertisements are optimistic at best. In some case, there’s outright lying, which should be challenged by ASIC and the real estate institute.”
Amen to that. Project proponents who falsely claim to have made high levels of off-the-plan sales often goad gullible investors or home-buyers into hasty action, for fear of missing out. These buyers often end up with dud investments, over-priced and falling in value.
I get frequent emails from investors, usually impressionable young people, who are being pressured by accountants, solicitors or financial advisors into buying off-the-plan apartments in the inner-city suburbs of our major cities. 
They are bombarded with claims of high sales rates, never-to-be-repeated offers and the prospect of windfall capital gains. They’re under heavy pressure and highly stressed, because they’re afraid of making a decision they’ll regret. Many are unaware of the massive commissions their “advisors” will receive if they buy.
It’s the dirty underbelly of the property industry that regulators seem powerless to eradicate. But a clampdown on false claims about sales rates as a way of enticing buyers would be quite easy for ASIC or the Office of Trade Trading to police.
If Matusik can conduct a revealing survey, surely the authorities with their much greater resources can do the same or better.
His survey found that the true sales rate among the surveyed developments was just three apartments per project per month. The results ranged from one to seven sales per month per project, but the average was three sales per month. It took most of the projects 15 months to sell enough units (i.e. over 60% of the project) to start construction.
“The shortest time period to sell out a project was 21 months, while the average time was just over three years,” Matusik said. “Several projects took over four years to sell out.”
Amazing to consider these results, against frequent claims by project proponents of having sold half the units even before the launch of marketing, or having sold out most of the project in the first weekend of marketing. Often an expression of interest is classified as a sale.
Media reports such claims as gospel, when often they’re shameless fabrications. Journalists don’t challenge anything anymore.
Matusik says: “We need some clear rules. For mine, an off-the-plan sales can only be reported as ‘sold’ if the contract is signed, unconditional as to finance and the stipulated deposit has been paid.”
This issue will get worse before it gets better, given the upcoming tsunami of new apartment projects in Melbourne, Sydney, Brisbane and Perth as our major cities head into an era of over-supply.

You don’t need a crystal ball to know Australia’s rural industries will face significant change at global, national and local levels over the coming decades. This will create opportunities and challenges for small and large farms, and will affect rural lifestyles, agricultural landscapes and Australia’s society and economy.
In a new report, we describe this future through a series of interlinked “megatrends” set to hit Australia over the coming 20 years. As we describe below, each prompts some serious questions (or “conversation-starters”, as we have termed them) for Australian farmers. We don’t yet know the answers, but we do know they will be crucial for how the industry fares in the future.

<h2>The world will get hungrier</h2>
We know that the world is going to require more food as populations grow – about 70% more by 2050, according to the United Nations. This will come primarily from increasing yields, along with some expansion of agricultural land.
The target is achievable but should not be taken for granted. There are competing uses of land for biofuels and urbanisation; in some places land is degrading; and we don’t have good predictions yet of the effect of climate change on agriculture. As a significant exporter of food, Australia has a vital role to play in supplying world food markets and buffering supply shocks.
We are well positioned — both in terms of geography and comparative advantage — to supply overseas markets. And while Australia can’t hope to feed Asia or the world, with astute R&amp;D investment it can increase production and exports. How well we step up to that challenge depends largely on our ability to maintain a price competitive position and continue to improve yields. So the key questions are:
Will farms be able to scale up production and performance to meet this challenge?
What is a sensible investment in innovation, and how should it be funded?
<h2>The world will get wealthier</h2>
Some 1.02 billion people will move out of poverty and into the middle classes in the developing Asia region alone by 2040. Along with wealth comes the ability to diversify food choices – wealthier households will consume more meat, dairy and vegetable oils.
This presents an opportunity for Australian rural industries to identify new food types and connect to new markets. A diversified rural export base is likely to be more resilient to supply-and-demand shocks in markets.
Is Australia better off focusing on commodity markets that have provided solid export earnings, or should it be working hard to respond to the demand for a more diverse range of boutique, luxury and niche food and fibre goods?
Does Australia have the infrastructure and the persistence to get a wider range of desirable agricultural products into Asian markets competitively?
<h2>Customers will get pickier</h2>
The consumer of the future will be increasingly able and motivated to choose food and fibre products with certain characteristics. This has impacts both within and beyond the farm gate. Information technology will increasingly enable the consumer to access, share and validate information about products along the whole supply chain from farm to fork.
Health is likely to become a particularly prominent driver of food choice and consumption patterns – be that from a desire for food safety or to help prevent chronic disease. Many people’s lives are being cut short by poor diets, and at current trajectories government budgets could become crippled by unsustainable growth in healthcare expenditure.
The issues of environment, provenance and ethics will also play a vital role. The consumer of the future will have greater expectations for these qualities in the food and fibre products they choose to buy. Consumers will be “information-empowered” and rural industries stand to gain or lose market share based on this increase in consumers' knowledge.
In the face of soaring diet-related health costs, will governments increase control of the components of food and diets?
How does agriculture in Australia build and safeguard its clean, green reputation?
<h2>Technologies will transform farm life</h2>
Advances in digital technology, genetics and materials science will change the way food and fibre products are created and transported.
Many plant productivity breakthroughs will be from gene technology. Big data systems and digital technologies will bring better risk-management approaches to Australian agriculture; weather and yields will be much more predictable and farmers will have sophisticated tools to assist with decision making.
Knowledge about land use and framing practices will increasingly move into the public domain as remote monitoring, be it from drones or satellites, makes available new data in a highly interconnected world. Business and capital models will change with the introduction of “disruptive” technologies such as peer-to-peer lending.
Will market perceptions hold back Australian agriculture by restricting access to advanced technologies being used by our major competitors?
How will farmers manage a higher level of scrutiny of their operations?
<h2>The rollercoaster of risks will get bumpier</h2>
Risk is an ever-present characteristic of Australian agriculture. However, the coming decades will see changes in the global climate, environmental systems and the world economy which will create new and potentially deeper risks for farmers.
Australian agriculture has shown a strong capacity to adapt and respond to risks in the past. But as trade globalises and we rely more on imported inputs such as fertiliser and fuel, the risk of supply chain shocks increases.
More international trade and passenger travel brings greater biosecurity risks. Climate change impacts are not well understood, and the need to cut greenhouse gas emissions will set up competing land uses for both biofuels and carbon storage.
Do we understand the likely implications of a global price on carbon of US$50-100 per tonne?
Is the agriculture sector at risk of complacency and underinvestment when it comes to risk management?
Overall, there is a bright future for Australian agriculture, laden with deep and diverse opportunity. The future outlined above will be a challenge for some producers and industries but an opportunity for others. The effectiveness with which Australian agriculture captures these opportunities and avoids the risks will largely come down to innovation.
Through centuries past, repeated innovation has allowed Australian farmers to expand into new land areas, develop water resources and increase crop and pasture yields. As we look to the decades ahead, innovation becomes ever more important. In a world of exponential growth in both technology and global trade, it’s about working smarter, not just harder.

Five future challenges for Australian agriculture

The Customer Owned Banking Association (COBA) has outlined three specific areas of banking reform that would allow customer owned banks to serve the needs of more Australians in its submission to the House of Representatives Standing Committee on Economics Inquiry into Home Ownership.
The three areas are: improving banking competition, making it easier for Australians to save for a deposit, and consumer-empowering reform to mortgage brokers.
COBA has many concerns about the current arrangements in the mortgage broker market.
"A number of consumers incorrectly believe that mortgage brokers have access to the products of all lenders. They don’t. A significant number of banking institutions, including many from the customer owned sector, do not make use of broker channels. 
"Brokers are only required to recommend a loan that is ‘not unsuitable,’ a far cry from the best home loan for the customer, and possibly not even a particularly good product for the individual. 
"COBA is also concerned about the lack of disclosure regarding the level of vertical integration within the finance industry. According to the Mortgage and Finance Association of Australia, aggregation/broking groups that are owned by the big four banks, totally or substantially, comprise an estimated 40 per cent of mortgage brokers. 
"COBA notes the current arrangements adopted around mortgage brokers can create an incentive for them to optimistically assess loan serviceability (i.e. the capacity of the customer to meet regular repayments). 
"Often, a mortgage broker has an incentive to advise a customer to take out a larger loan, rather than the loan that is in the customer’s best interest. 
COBA suggests that the Economics Committee Inquiry into Home Ownership supports the FSI’s findings about regulators and competition. 
"The Financial System Inquiry (FSI), chaired by David Murray, has delivered a blueprint for a more competitive banking market, which would benefit home buyers through increased choice, greater bargaining power, downward pressure on loan pricing, and product innovation."
"A more competitive banking sector will deliver sustainable positive outcomes for all banking customers, including home loan customers. 
"Customer owned banking institutions were strong supporters of First Home Saver Accounts (FHSAs), and were disappointed to see this initiative abolished in 2014. While the product had some limitations and significantly underperformed in terms of uptake, COBA believes that a better targeted product could deliver significant benefits to aspiring FHBs [first home buyers]. 
COBA recommends that consideration be given to introducing a scheme designed to assist first home buyers to save a home deposit. 
Another recommendation is that the tax rate applied to deposits be reduced to place them on a more equitable tax footing relative to other investment options. 
"Stamp duty represents a significant additional upfront cost to home buyers, and is a further barrier standing between FHBs and their first home. While State and Territory governments do provide stamp duty relief in some circumstances, the eligibility requirements are often quite restrictive.
"COBA is also concerned about the level of concentration and vertical integration within the broker market. We believe consumers deserve clearer information so they know who they are dealing with, without having to wade through fine print to uncover ownership structures. 
"[COBA recommends] That the Committee consider reforms designed to improve transparency and the level of consumer education about mortgage brokers. 
"COBA believes that the implementation of these recommendations would improve the operation of the home finance market, and help customer owned banking institutions help more Australians.

Consumer-driven reform needed for mortgage brokers: Customer Owned Banking Association
