Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.

A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.

The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.

Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.

The architects say landscape is intended to be integral to the building rather than an applied element.

"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."

"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."

Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.

HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.

HG Developments doubles down in Newstead with second Maud Street apartment development

Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.

But in many cases, that's not actually what those sustainability ratings guarantee.

Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.

In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.

That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.

The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.

Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.

Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.

Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.

"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.

"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.

"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."

Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.

Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.

"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.

"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.

"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."

For apartment buyers, the shift is also changing the questions worth asking.

Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?

As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.

What does it really mean for a building to be 'green'?

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

A preliminary auction clearance rate of 71.3% was recorded across the combined capital cities this week, having increased from 69.9% last week, the lowest clearance rate since the end of March. 
Auction volumes were high, with a total of 2,820 auctions held over the week, up from 2,565 over the previous week. In comparison, at the same time last year, auction volumes were lower due to the AFL Grand Final in Melbourne; meaning only 1,369 auctions took place across the combined capital cities.

The preliminary auction clearance rate across Melbourne was 73.3% this week, down from the previous week’s final result of 73.7%, making this week the fourth lowest clearance rate for the year. This week, Melbourne was host to 1,197 auctions, higher than the 1,127 held last week and significantly higher than a year ago when there were only 112 Melbourne auctions held over the week. Across Melbourne’s individual sub-regions, the strongest preliminary clearance rate this week was across the Outer East region at 81.8%, followed by the Inner South region where the preliminary clearance rate was 80%.

There were 1,193 Sydney homes taken to auction this week and a preliminary clearance rate of 74.2% across 974 results. Over the previous week, Sydney recorded the lowest final auction clearance rate for the year (70.7%) and 1,041 auctions were held across the city. At the same time last year, 76.9% of the 933 homes taken to auction recorded a successful result. This week, the strongest sub-region for clearance rates across Sydney was the Eastern Suburbs, with 89.8% of the reported results clearing at auction.

Brisbane’s preliminary clearance rate was 58.9%this week, compared to 50% last week and 48.9%at the same time last year. Across Brisbane, a total of 199 auctions were held this week which is higher than both last week (143) and last year (179). Across the Gold Coast, 54.3% of the reported auctions have sold.

Adelaide hosted 127 auctions this week and across the 80 reported results, CoreLogic RP Data’s preliminary auction clearance rate is 68.8%. Last week, Adelaide’s clearance rate was 71.4% across the 99 auctions held, while at the same time last year 65.6% of the 73 homes taken to auction were sold.

For Perth, the number of homes taken to auction this week was 25, less than last week (31) and higher than last year (6). Meanwhile, Perth’s clearance rate of 36.4% this week was lower than last week (38.5%) and higher than last year (33.3%).
Across Canberra 58 homes were taken to auction this week and the preliminary clearance rate across 36 reported auctions was 50%.
There were 21 auctions across Tasmania this week, with 3 successful results out of the 18 reported.

NSW auction results show preliminary clearance rate of 74%: Realestate.com.au

Sydney's busiest September auction Saturday on record had 900 plus homes listed to go under the hammer, well ahead of the 832 listed last weekend and the 723 auctioned over the same weekend last year.
The recent surge in supply has helped ease auction clearance rates, to their lowest in three years. 
APM's preliminary 729 results put the clearance rate at 69.6%.  
Domain Group’s senior economist, Dr Andrew Wilson said the market was evolving into a buyer’s market.
“Sydney’s great auction boom has clearly ended,” he said.

It was lower than the 72.4% recorded the previous weekend and significantly below the 83.9% reported over the same weekend last year. 
APM had the inner west as hosting the highest number of auctions on Saturday with 139 listings.
The next highest is the upper north shore with 130 followed by the south with 127, the city and east 111, the lower north 86, the west 84, the south west 74, the northern beaches 70, Canterbury Bankstown 66, the north west 59, the central coast 23 and the Blue Mountains 1.
The leading suburb for auctions this weekend was again Mosman with 17 followed by Baulkham Hills and Ashfield each with 13, Chatswood, Manly and Redfern each with 11 and a number of suburbs with 10 auctions listed on Saturday including Bexley, Carlingford, Blacktown and Paddington.

A Vaucluse apartment sold in The Block, the Channel Nine reality television series in 2010, sold again last week.
Five years ago it fetched $970,000 after Cheryl and Brenton's renovation.
This week the 100 sqm apartment sold ahead of its scheduled auction at $1.42 million through Mark Meyer at LJ Levi, with its price reflecting a very healthy 8.25 annual growth.
Recent research suggests these Vaucluse vendors have done better than many other buyers of properties from The Block offerings over the past 12 years.
PRD Nationwide research manager Diaswati Mardiasmo looked at 10 resales since the initial series of The Block aired in 2003.
Dr Mardiasmo noted these properties were bought at auction for an average $57,750 or 7% per more than the median price in their suburbs.
But their resale only averaged $26,500 more than the median price.
Dr Mardiasmo said the rate of growth of The Block properties had failed to live up to initial promise.
“They made dollar value money because the price did go up - but in terms of the implicit value, they lost,” she said.
Dr Mardiasmo said her ­research indicated The Block was a “losing proposition” for buyers despite the properties being in premium suburbs, like Bondi Beach and Manly.
“For a show that has quite a following, it is quite surprising to see that a property once sold at The Block hasn’t either matched or even gained more value than the suburb median price growth,” she said.
“It seems once the media hype wore off, buyers became more cautious.”
Infact such has been the silly exuberance on display at most of the Block auctions, that some investors have sold at serious losses. 
The first loss was in 2005 with the resale of a two-bedroom Roscoe Street, Bondi Beach unit, decorated by Amity Dry and Phil Rankine, that had sold at $655,000 in the first 2003 series.
It fetched $550,000, yes a loss of $100,000 within two years.
Then another Bondi apartment resold with a small gain, initially under the gaze of the television cameras in 2003 at $747,000, then quietly offloaded at $765,000 in 2009.
Back in 2010 the rollercoaster nature of Sydney’s property market was evident when one of the Vaucluse four units failed to sell under the auction hammer.
It was Brenton and Chez's <a href="https://www.realestate.com.au/property-apartment-nsw-vaucluse-120531045" target="_blank">4/107 New South Head Road</a> property that failed to meet its $880,000 reserve, passed in at $865,000. 
Those potential 2010 buyers were initially advised the apartment would fetch more than $900,000. But the estimate was adjusted down to about $900,000 when the 2010 spring property market conditions tightened and auction clearance rates fell.
Something like the current 2015 spring conditions.
Ofcourse Channel 9 never intended The Block to be a program focusing on the state of real estate market. 
Indeed Channel 9's auction selling price is not really a major priority.
They are about providing entertainment and drama - and securing their huge advertising revenue.
This is not to say over the years The Block hasn't served to highlight it’s not that easy to get rich quick from renovation and flipping.
Soon whole floor apartments in their latest series, in the South Yarra Blocktagonal complex, will be auctioned off.
These auction listings will attract thousands to the open for inspections. And possibly bidding silliness.
There is drama at every auction, every Saturday.
Don’t distress if you miss out this weekend because someone paid more. They might have to live with the consequences.
But use the knowledge gathered to help assess other property on the market, and feel assured you’ll be better prepared next time.
Remember building wealth from property only safely works when incorporated into a long-term plan.

The Block Vaucluse apartment sale

Grant Bourke, the Domino's Pizza veteran executive, has purchased a beachfront retreat at Seal Rocks, on NSW's mid-north coast, with wife, Sandra.
They spent $2.3 million on the near four bedroom oceanfront that came with a<a href="https://www.realestate.com.au/property-house-nsw-seal+rocks-119019135" target="_blank"> $2.75 million list price</a> through Mark Currie at Pacific Palms Real Estate.
Boasting ocean views from every room at what will be a holiday let above Boat Beach. 
The $2.3 million sale of the eco-friendly 2007 Bob Stephenson-designed residence is not the highest for the coastal hamlet, as near neighbours sold for $2.35 million back in 2005.
Just down the road, 12 Kinka Road has a $3 million plus current asking price through Unique Estates, but that has been on the market for two years by Peter Adams, the Adams Timber heir.
Until recently Seal Rocks was accessible only by dirt track. 
Grant Bourke, who sits on the board of Australia's largest pizza chain, first became a franchisee in 1993.
If Bourke gets hungry the closest outlet to Seal Rocks is around 40 minutes away at Forster.

Domino's Grant Bourke buys Seal Rocks holiday rental

There were 993 auctions reported to the REIV on the weekend, with 732 selling, reflecting a 73.7% success rate.
There were 261 passed in, 111 of those on a vendor bid.
The REIV was expecting about 1,200 auctions in 278 suburbs on the weekend.
The top auction locations were South Yarra (20 auctions), Reservoir (19 auctions) and Richmond (16 auctions).
There were 1050 auction on the prior weekend, when there was an initial 76% clearance rate.
A record 4,150 auctions have been held in September – up 39 per cent on the same time last year.
Next week, the REIV is expecting around 65 auctions due to the AFL Grand Final – the biggest event on Melbourne’s sporting calendar.

Income inequality is undoubtedly one of the most controversial economic issues of modern societies, with many countries facing incredible differences between those who make more and those who make less. But what is happening across Australian regions?
Although researchers such as Peter Whiteford and Nicholas Biddle have investigated the issue in Australia, there are no official records on income inequality measured consistently across regions of the country – even at national level income inequality measures are rarely available in international comparisons (see for instance, World Bank and OECD data.
This lack of evidence is a clear reflection that income inequality is less conflicted in Australia compared to other countries, as Australia is characterised as having very low rates of poverty and economic segregation, compared to other societies, and a culture of “a fair go”.
However, regardless of the apparent “economic equality” in our society, income inequality is still an important issue to track and analyse. In order to fill the gap on income inequality measures across the country, we have developed a method to approximate Gini coefficients for different Australian regions, including states and local councils.
What we found
At state level, based on our estimates in 2011, the most unequal jurisdiction was NSW (0.42), followed by the Northern Territory (0.40), while the least unequal was Tasmania (0.38), meaning that the gap between the rich and the poor was bigger in NSW than in Tasmania.
However, income distribution varies over time, with the ACT showing the biggest change in income inequality, where the Gini coefficient increased from 0.35 in 2001 to 0.39 in 2011.

At sub-state level, within metropolitan areas, we found that the local councils of Burwood, Strathfield, Kogarah and Sydney (all from the Sydney Metropolitan area) had the highest income inequality in the country in 2011, while the local councils of Melton (in Melbourne), Light (in Brisbane), Mallala (in Perth) and Palmerstone (in Darwin) had the lowest income inequality.
In terms of trends in cities, interestingly Perth captured both extremes: while the suburbs of Cottesloe and Subiaco is where income inequality has increased the most, the local council of Perth had the lowest increase in inequality across Australian cities.
<h2>Using the Gini co-efficient</h2>
The Gini is one of the most used indicators for income inequality across the world for its simplicity: a Gini of 0 means that the total income of the region is distributed evenly across all persons of the region, while a Gini of 1 means all income captured by just one person. According to the OECD, in 2012 Australia had a Gini of 0.326, while the US had a Gini of 0.390.
Thus, in order to provide more insights about the effects of the mining boom of the recent decade across Australian regions, we have constructed Gini coefficients for family income reported in the national censuses of 2001 and 2011, across all regions of the country.
Although our measures are not perfect and are subject to some assumptions, including the assumption that 30% of families in the richest income bracket capture 70% of the income in that segment, they do provide a good sign of how income inequality varies across the country and how it has been changing over time.

<h2>Policy implications</h2>
These income inequality data raise several questions. Are the reasons for income inequality different around the country? Does income inequality affect other factors such as health, as evidenced in the US?
What levels of income inequality are acceptable across Australian regions? And what actions are required to address this? These are the questions policy makers should now tackle.

Rich and poor: which areas of Australia are most unequal?

The convenience, neighbourhood and large format retail outlets lead the activity in the Brisbane retail market, according to Herron Todd White.
Herron Todd White's September Month in Review noted an insatiable demand from investors for centres in the sub $10 million category and demand for Coles or Woolworths in neighbourhood shopping centres in the $10 million to $30 million range.
"Demand is being driven by a search for yield at a time when share markets are volatile and interest rates are at a record low and as a consequence, yields of 6% to 7% which were previously the domain of premium quality assets, are now becoming commonplace for even some second tier assets," it said. 
"There is, however, a significant risk that the market may be overshooting for such second tier centres.
"At the neighbourhood end of the spectrum, recent sales of two new Woolworths anchored centres at Logan Village and Ormeau showed yields of 6.7% and 6.5% respectively, showing that there is very strong demand and tight yields for such centres with secure long term anchors. An interesting feature of such sales is that some percentage rent thresholds are set at levels which are very unlikely to be achieved for many years."

Convenience, neighbourhood, large format retail outlets lead Brisbane activity

The Australian Bureau of Statistics (ABS) released demographic data for the March 2015 quarter earlier today. The data showed that despite a quarterly bounce in population growth, the rate of growth continues to trend lower.
The national population increased by 1.35% over the 12 months to March 2015 which was the lowest annual rate of growth in nine years. Although growth slowed it should still be noted that Australia’s population increased by 315,952 persons over the past year. Although population growth has slowed it remains well above the long term average of 256,801 per annum.

Over the March 2015 quarter, the national population increased by 93,942 persons, substantially higher than what was recorded over the December 2014 quarter when the nationally population recorded an increase of 64,010 persons.  Over the 12 months to March 2015, the national population increased by 315,952 persons which is the lowest annual increase in population since the 12 month period ending June 2011 when the nation recorded population growth of 308,274 persons.

At a national level there are two components of population growth, natural increase (births minus deaths) and net overseas migration. Each of these measures recorded a bounce over the past quarter however, both components continue to trend lower on an annual basis. Over the 12 months to March 2015 natural increase was recorded at 142,898 persons and net overseas migration was recorded at 173,054. Natural increase was -9.7% lower over the year while net overseas migration was -16.0% lower, its largest annual fall since March 2011.  
While the decrease in the rate of natural increase implies a sharp rise in deaths or slowdown in births, it is important that the ABS has noted that there are problems with the preliminary natural increase estimates due to a lag in registering births in both NSW and Vic.  We are likely to an upwards correction to this data over the coming quarters which will lift the rate of population growth.

Across the states and territories the rate of annual population growth is lower compared to the same time a year ago across the board. Although population growth is slowing, the sharpest slowdown in population growth is being felt in WA and NT. In WA the rate of population growth has slowed to 1.4% over the year to March 2015 from 3.5% two years earlier.  Similarly, annual population growth in the NT was 3.0% two years ago and the latest data shows it at just 0.2% over the past year.
Looking at the components of population growth we will ignore natural increase at this juncture because the ABS have highlighted some issues with the data for NSW and Vic. The two other drivers of population growth at a state and territory level are overseas migration and interstate migration.  NSW and Vic are the major benefactors of net overseas migration to Australia while Vic and Qld are the only benefactors of interstate migration.

Over the 12 months to March 2015, net overseas migration to Australia was recorded at 173,054 persons. More than two thirds of net overseas migration flowed to NSW (38.9%) and Vic (31.6%). If you add in Qld (12.1%), the three most populous states accounted for 82.6% of net overseas migration. Although net overseas migration is trending lower, the impact of the end of the mining boom is very clear. In March 2013, annual net overseas migration was recorded at 41,745 persons in Qld, 53,834 persons in WA and 5,173 persons in NT. Over the past year, annual net overseas migration had slowed to 20,857 persons in Qld, 15,383 persons in WA and 1,041 persons in NT.  
Conversely in NSW where mining is a smaller part of the overall economy, net overseas migration has actually increased from 63,661 persons in March 2013 to 67,272 persons in March 2015. Similarly in Vic net overseas migration has been much stronger over the past 2 years, falling slightly from 55,562 persons to 54,745 persons. Of course while most of the overseas migration is coming to NSW and Vic, most of that is flowing into Sydney and Melbourne fuelling more demand for housing and helping to explain why home value growth in those two cities has been so strong.

At a national level net interstate migration cancels itself out and does not add to population growth however, at a state level it can greatly impact on population growth. Over the past 12 months, only Vic (9,774 persons) and Qld (6,195 persons) have seen a positive inflow of residents from other states. In fact, net interstate migration into Vic is currently at its strongest level on record. Qld has recorded a slight rebound in net interstate migration however, it continues to hover around its lowest level on record. For the length of this data series (since 1981) NSW has consistently lost residents to other states and that remains the case losing 6,195 residents over the year. 
The outflow of residents from NSW is hovering at around record low levels. WA has typically been a benefactor of interstate migration however, it lost a net -1,269 residents last year; its greatest loss since June 2003. Again we can see the impact of the slowing of the resources sector. In March 2013, net interstate migration was recorded at a higher 9,026 persons in Qld and 9,691 persons in WA. Conversely, net interstate migration at that time was recorded at -15,513 persons in NSW and 3,454 persons in Vic.
The trends in overseas and interstate migration in particular show that the population growth tide has turned away from the mining states and is now firmly focussed on NSW and Vic which have relatively little mining sector exposure. These states are also creating more employment opportunities and are subsequently attracting both people migrating from overseas and interstate. Higher population growth means more demand for housing, which is one of the drivers pushing dwelling values higher in Sydney and Melbourne.
The more up-to-date overseas arrivals and departures data from the ABS indicates that permanent and long-term arrivals into Australia have continued to trend lower since March 2015. This indicates that net overseas migration is expected to continue to trend lower over the coming quarters. It is also likely to result in more of these migrants wanting to move to NSW and Vic due to the fact that these are the states where more jobs are being created.
This is of course despite the fact that the two capital cities in these two states recording home value growth which is well in excess of growth elsewhere.
