<p>An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.</p>

<p>The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.</p>

<p>The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.</p>

<p>Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.</p>

<p>It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.</p>

<p>The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.</p>

<p>Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.</p>

<p>At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.</p>

<p>The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.</p>

<p>The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.</p>

<p>Rebel had secured approval for the concept plans late last year.</p>

<p>A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.</p>

<p>The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.</p>

<p>Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.</p>

<p>At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.</p>

<p>The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.</p>

<p>Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.</p>

<p>The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.</p>

<p>The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.</p>

<p>Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.</p>

<p>Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.</p>

<p>Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.</p>

<p>The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.</p>

<p>One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. <p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p class="ItalicBodyCopy">Evidence that the Perth market has bottomed, after four tough years, is growing.</p>
<p class="ItalicBodyCopy">A market recovery is under way and one of the locations leading the revival is the City of Wanneroo in the north of the metro area.</p>
<p class="ItalicBodyCopy">Strong population growth is propelling the Wanneroo LGA away from its past as a remote, bushy area towards becoming a busy seaside city destined to house 363,000 residents. Over the past decade, 177,000 new residents have moved there, making it the fastest-growing LGA in Western Australia.</p>
<p class="ItalicBodyCopy">Its popularity with young families is evident too. Sales numbers have been rising and this earned Wanneroo a special mention in Hotspotting’s 2017 Winter Edition of the Price Predictor Index. At a time when few Perth suburbs have rising sales activity, several locations in the City of Wanneroo are showing signs of returning to growth.</p>
<p class="ItalicBodyCopy">Growing industrial areas are providing employment opportunities and with houses in most suburbs priced in the $300,000s and $400,000s, the City of Wanneroo is worthy of attention by investors.</p>
<p class="ItalicBodyCopy">Wanneroo is a rapidly-expanding LGA on the northern fringe of the Perth metropolitan area, located about 12km from the Perth CBD at its nearest point and 62km at its furthest point.</p>
<p class="ItalicBodyCopy">Perth’s next major Strategic Metropolitan Centre at Yanchep is currently being developed. Until the early 2000s, much of this area was unpopulated bushland.</p>
<p class="ItalicBodyCopy">The LGA’s main commercial and residential town centres are located at Wanneroo and Clarkson.</p>
<p class="ItalicBodyCopy">Other urban centres are planned at Alkimos, Yanchep and Two Rocks, with the largest retail centre being Wanneroo Cenral.</p>
<p class="ItalicBodyCopy">The Wanneroo region has natural attractions, mainly the beaches, but it is also home to the Yanchep and Neerabup National Park, Yellagonga Regional Park. and Lake Joondalup.</p>
<p class="ItalicBodyCopy">Barbagallo Raceway is a motorsport circuit located in Pinjar. It is renowned for the annual Supercar Championships which attract around 50,000 visitors over three days.</p>
<p class="ItalicBodyCopy">The City of Wanneroo has come to Hotspotting’s attention because of rising sales activity in several suburbs at a time when Perth’s market generally has been weak.</p>
<p class="ItalicBodyCopy">Wanneroo is one of four Perth precincts that are beginning to demonstrate a turnaround in the Perth housing market. Of the four, Wanneroo is the standout location, providing growth markets such as Alkimos, Carramar, Clarkson and Yanchep.</p>
<p class="ItalicBodyCopy">Alkimos is a newly-emerging suburb, having had a population of only 700 at the 2011 Census. The population is now 6,000. As with Yanchep, Butler and Two Rocks, new land estates are becoming available at Alkimos.</p>
<p class="ItalicBodyCopy">Based on 105 sales in the past year, the median house price at Alkimos is $400,000, with a median yield of 4.7%. Clarkson is the busiest suburb in the Wanneroo LGA with 227 annual sales. It has a median house price of $406,000 and a median rental yield of 4.5%.</p>
<p class="ItalicBodyCopy">Generally, young families dominate the region, searching for affordability amid the new development. Houses priced under $400,000 can be found in Banksia Grove, Girrawheen, Merriwa and Yanchep.</p>
<p class="ItalicBodyCopy">The State Government’s LandCorp and the Satterley Property Group are creating a new beach suburb between Yanchep and Alkimos. The 240ha community, to be known as Allara, has the potential to accommodate 3,400 home sites and a population of 7,500 people in the next 10 years.</p>
<p class="ItalicBodyCopy">Building projections obtained from the City of Wanneroo show that between 2011 and 2036, the suburb of Butler will have 2,800 dwellings added; Clarkson 2,400; Alkimos 11,000, Jindalee 3,200 and Yanchep 8,800.</p>
<p class="ItalicBodyCopy">Investors need to be mindful that vacancy rates are an issue, as is the case right across Perth. I expect this to improve as the WA economy and the Perth property market continue their fightback.</p>

City of Wanneroo, Perth, leading state's market recovery

<p>One of the most consistent linkages in real estate is that the cities with the tightest vacancies are the ones showing the best rental growth.</p>
<p>This, of course, is no great surprise but real estate data often makes no sense. This is one instance where it does.</p>
<p>The figures on rentals and vacancies are among the most consistent in the real estate research field - and it’s an area where competing research sources generally agree with one another, a lot more often than they do on median prices and the level of price growth.</p>
<p>Domain and SQM Research, for example, have comparable figures on vacancy rates in each of the capital cities and also on rental growth.</p>
<p>The two sources broadly agree that the tightest rental markets are found in Hobart (vacancies around 0.5%), Canberra (1.2%) and Melbourne (1.5%).</p>
<p>The highest vacancy rates are in Perth (4% to 5%), and in Brisbane and Darwin (both around 3%).</p>
<p>The respective vacancy situations correlate closely with annual growth in house rentals.</p>
<p>SQM Research says Hobart house rents have grown 8% in the past year, while both sources record 6-7% growth in Canberra and around 5% in Melbourne.</p>
<p>Meanwhile, the city with the highest vacancies, Perth, has the worst rental performance: SQM says house rents have dropped almost 6% in the past year while Domain records a decrease of more than 7%.</p>
<p>Darwin house rents have dropped 5.5%, according to both sources, while both say Brisbane rents are unchanged.</p>
<p>In most of the major cities, vacancy rates are higher for apartments than they are for houses - and this, too, is reflected in rental performance.</p>
<p>Both Domain and SQM record double-digit growth for apartment rents in Hobart and around 5% increases in Canberra and Melbourne.</p>
<p>In Brisbane, where inner-city oversupply is a growing issue, apartment rents are down about 1% overall.</p>
<p>In Perth, where vacancy rates generally are high but especially in the inner-city unit markets, apartment rents have fallen 7% (SQM) or 10% (Domain).</p>
<p>In Darwin, where unit oversupply has been an issue as well, apartment rents are down 8-9% in annual terms.</p>
<p>The overall impression from all the figures is that rents have not matched prices in growth performance, which has resulted in rental yields contracting in most cities.</p>
<p>The only city with a gross rental yield for houses above 5% is Hobart, which sits at 5.4% according to Domain. </p>

Tightest rental markets in Hobart, Canberra and Melbourne: Terry Ryder

<div>An interesting week indeed for Australian econofans, with an emphatic rebound in engineering construction reported for the second quarter of the calendar year, driven by Western Australian resources projects (or, at least, one project). </div>

<div>Then on Thursday, a +0.8 per cent quarterly increase to $28.3 billion was reported for private new capital expenditure, which is not something we've been able to say too often over the past five years! </div>
<div> </div>
<div>The increase was largely driven by a +2.7 per cent uplift in expenditure on plant and equipment to $12.5 billion. </div>

<div>Perhaps more importantly, the outlook is brightening, with a +17.6 jump in the third estimate for FY2017-18 capital expenditure to just under $102 billion (against market expectations of less than $96 billion, so that's a significant beat). </div>

<div>Mining investment plans have lifted - though remaining unsurprisingly as subdued compared to the heady peak - while services and other selected industries are beginning to hit their straps, with an increase of +18.6 per cent on prior year expectations. </div>
<p><br><strong><span style="text-decoration: underline;">Construction confounds</span></strong><br><br></p>
<div>AIG's industry surveys, which report on the direction of industry sectors relative to a neutral reading of 50, now record a very strong expansion in the massive services sector (56.4), while manufacturing (59.8) is expanding at the fastest pace in 15 years. </div>

<div>A salient concern in 2016 was that a disorderly drop in residential construction could lead to widespread unemployment and the strong multiplier effect of that industry going into reverse. </div>
<div> </div>
<div>And yet the construction sector is now top of the pile, with a survey reading of a blistering 60.5 in July. What gives?</div>
<div> </div>
<div>I was down in Sydney this week, and was struck by the burgeoning use of serviced and other office space - you can't help but notice the difference from 2012, when office space was abundant and activity appeared moribund. </div>
<div> </div>
<div>Anecdotal, yep, and yet this has become of the key drivers of the construction outlook. </div>
<div> </div>
<div>Building approvals for office buildings, educational space, and other commercial construction are absolutely flying in New South Wales and Victoria, sending the annual dollar value of non-residential building approved nationally to the highest level on record. </div>

<div>With capital expenditure and engineering construction no longer in material decline after five years of pain, it's fantastic to see the services and manufacturing industries coming to the party to rebalance the economy.</div>

<div>The only people forecasting an imminent recession now are apparently doing so more in hope than expectation, and the unemployment rate is steadily declining back towards the 4 to 5 per cent range. </div>
<div> </div>
<div>With almost all indicators pointing to improving rather than deteriorating economic conditions ahead, the economy and our housing markets are moving into a new phase, with the household sector to become the main point of focus. </div>
<div> </div>
<div>Specifically there will be a great deal of analysis of household debt, and how households cope with the prospect of a normalisation of interest rates from the end of 2018 forth. </div>

<p>Since August 2015, Australian mortgage lenders have been charging interest rate premiums for investors.  While standard variable mortgage rates for owner occupiers were recorded at 5.45% in August 2015, the same mortgage type for investors had a mortgage rate of 5.75% or a 30 basis point premium.  Since August 2015, the cash rate has fallen by 50 basis points however, mortgage rates have not shown the same decline. </p>
<p>At the end of May 2017, standard variable mortgage rates were recorded at 5.3% for owner occupiers and 5.8% for investors.  Despite two 25 basis point interest rate cuts since August 2015, owner occupier mortgages rates are only 15 basis points lower while investor mortgage rates are 5 basis points higher and have a premium of 50 basis points compared to a typical owner occupier mortgage.</p>
<p>The mortgage rate premium for investors appears to finally be biting into the market with weakness in both total investor credit and investor housing finance commitments.  The April 2017 lending aggregates data from the Reserve Bank (RBA) showed that investor credit rose by 0.55% over the month, its lowest monthly increase since August 2016. </p>
<p>At the same time, April 2017 housing finance data shows there was $12.6 billion in investor housing finance commitments over the month, the lowest value since September 2016.  Since August and September of last year, standard variable mortgage rates for investors have risen by 30 basis points compared to a 5 basis point increase for owner occupiers.</p>

<p>There are individual states and territories in which a slowdown in mortgage demand by investors will have more of an impact, namely New South Wales and Victoria.</p>

<p>Tasmania is the only state or territory where the value of lending to housing investors is currently rising however, in terms of the value of lending to investors, New South Wales and Victoria account for a substantial majority of overall lending. </p>
<p>This is partly a function of higher housing costs in these two states, nevertheless, New South Wales accounted for 49.3% of all investor lending nationally in April 2017 with Victoria accounting for 27.4%. A pull-back in lending to investors is inherently likely to have more of an impact on the New South Wales (Sydney) and Victorian (Melbourne) housing markets.</p>

<p>The potential impact on the New South Wales and Victorian housing markets of an investor slowdown is further highlighted in the final charts.  Excluding refinances (which are also trending lower) investors accounted for 55.3% of mortgage demand in New South Wales in April 2017 and 46.8% in Victoria.  In all other states and territories investors accounted for less than 40% of mortgage demand in April 2017, with the proportion trending lower over recent months in most regions.</p>
<p>It is anticipated that investor demand will continue to slow over the coming months.  Lenders are continuing to re-price mortgage rates for investors and we are yet to see the full impact of the policy changes designed to slow the level of interest-only lending.  With investor demand likely to continue to fade, it is expected that this will also contribute to a further slowing of the rate of value growth in the Sydney and Melbourne housing markets where investor demand has been significantly greater than it has been elsewhere.</p>
<p>A reduction in the pace of capital gains will add further disincentive to investors.  Considering that rental yields in Sydney and Melbourne are close to record lows, we can assume most investors are focused on the prospects for capital growth and relying on a negative gearing strategy to offset the cash flow losses.  If investors anticipate the prospects for capital gains have dissipated we may see investment demand deflect to those markets where the growth cycle is less mature than Sydney and Melbourne’s and where rental yields haven’t been depleted as substantially.</p>

The housing investment slowdown is upon us (for at least a while)

<p class="Body1">There’s a pattern with dwelling prices in Australian cities and in simple terms it’s this: the bigger the city, the more expensive the real estate.</p>
<p>Sydney is more expensive than Melbourne, which is pricier than Brisbane, which outranks Perth, which is dearer than Adelaide, which has higher prices than Hobart. The benchmark I’m using is the median house price.</p>
<p>But there’s one city that doesn’t adhere to the pattern and it’s Canberra. Canberra is a small and relatively insignificant place in terms of its population and economy – but it has some of the nation’s most expensive real estate.</p>
<p>Canberra’s median dwelling price (around $600,000, according to CoreLogic) is much higher than the medians for Brisbane, Perth and Adelaide – and not a lot behind Melbourne’s $660,000.</p>
<p>There are multiple reasons why this is the case. As a government town, Canberra tends to have low unemployment and high average incomes – and that has an influence on real estate values.</p>
<p>But the biggest single reason – and one that speaks to the core of the housing affordability debate nationwide – is the control exercised by the ACT Government.</p>
<p>I strongly believe that the nub of affordability issues – and the source of the most workable solutions to the issues where they exist – is the high cost of producing new dwellings in Australia. The costs are unnecessarily high because all three levels of government mercilessly milk the housing industry cash cow, thereby adding hugely to the cost of creating dwellings. The biggest villains are state and territory governments.</p>
<p>This is the case everywhere in Australia – notably in Sydney where the median price for residential land is double that of Melbourne – but the ACT Government takes ripping off the real estate process to a whole new level.</p>
<p>It controls land supply to the nth degree, drip-feeding new allotments to the market in a way that guarantees demand will always exceed supply many times over, thereby keeping prices high and maximizing government revenue. The industry complains bitterly about it, the Government denies it, and nothing ever changes.</p>
<p>But the ACT Government keeps finding new and interesting ways to squeeze ever more revenue out of the housing construction industry in Canberra – and with each new measure the cost of dwelling creation rises and affordability deteriorates. One of its more cynical moves was to announce it was phasing out stamp duty – and then massively increased rates to compensate.</p>
<p>So it was unsurprising to read that the ACT Government has just come up an innovative new method of ripping more taxes out of the dwelling creation process.</p>
<p>It’s a new $30,000-per-unit development tax, which developers say will make it uneconomic to turn residential blocks into townhouses and units - and will destroy infill development.</p>
<p>They also accuse the ACT Government of attempting to maximise revenue by making its own land in the Northbourne corridor, the Fluffy blocks and new suburbs the only land viable for redevelopment. If they’re right with this accusation, it would continue a persistent theme in the ACT.</p>
<p>At the moment, if builders buy a house block in a suburb such as Dickson or Turner - or any suburbs built before 1971 - to convert to units, they face a "strata tile" charge of $7500 a unit for the first three units and $5000 a unit after that.</p>
<p>But under a new tax lurking in the small print of the June Budget, the charge is hiked to $30,000 a unit. For a six-unit development, that pushes the total bill from $37,500 to $180,000. It’s a massive tax rise by any measure. </p>
<p>There has been understandable outcry from the Master Builders Association and the Property Council. But the people who should be shouting the loudest are home-buyers because the underlying costs that affect property values in Canberra just got higher.</p>
<p>Unlike Brisbane, Perth, Adelaide or Hobart, Canberra doesn’t have a single suburb with a median house price below $400,000. Charnwood is the cheapest at $420,000 and the ACT Government is the primary culprit – not the scapegoats that everyone seems to prefer like foreign buyers or negatively-geared investors. It's the greedy, idiotic territory government.</p>
<p>The <em>Canberra Times</em> reported: “The development industry says the change will capture at least 95% of residential redevelopment in the older suburbs … and will benefit the government's land profits and help it sell the over-supply of Fluffy blocks by making it impossible for other landowners to compete with the government land. Government land will not attract the charge because it doesn't involve a lease variation.”</p>
<p>It also reported: “Independent Property group director of project planning David Shearer said it was a radical policy change that targeted home-owners, was ‘a very effective way to tax the family home’, with owners already bearing the brunt of huge rates increases, and would bring development to ‘a screaming halt’. And he accused the government of ‘an incredibly arrogant’ lack of warning or consultation.”</p>
<p>He’s probably right, judging by the ACT Government’s track record on these issues.</p>
<p>In a statement, Chief Minister Andrew Barr said lease variation charges were an "economically robust taxation mechanism which ensures the community shares in the unearned windfall gain developers receive from changes to a lease that substantially increase the value of the land".</p>
<p>It’s a typically cheap and nasty political tactic – slug developers on the basis that everyone sees them as greedy rich bastards and hope that no one figures out the people who will really pay are the end-users – the buyers of dwellings, such as first home buyers.</p>

The bigger the city, the more expensive the real estate: Terry Ryder

<p>It's sometimes under-appreciated how Australia's free floating dollar, monetary policy autonomy, flexible labour force, and comparatively low government debt have allowed the economy to adjust through a seriously tumultuous period.</p>
<p>At the peak of the resources construction boom in the third quarter of calendar year 2012 engineering construction activity peaked at $34.8 billion, yet by the end of 2016 had dropped by some 43.3 per cent to under $20 billion. </p>
<p>This is what some people termed the "mining cliff", essentially the period through which resources projects transitioned from the construction phase through to production. </p>
<p>And through all of that we never really did get all that close to a recession, though admittedly rising private debt levels did help to grease the wheels a bit.</p>
<p>Rebound</p>
<p>More than four years on, and engineering construction actually began to rise again in early 2017.</p>
<p>Some of this was to do with infrastructure projects - rail, road, and highways - and some was related to ongoing resources investment in existing projects. </p>
<p>Activity rose quite strongly by +2.8 per cent to $20.3 billion in the first quarter.</p>
<p>Engineering work in the public sector was +10.2 per cent higher over the year, while the quarterly rebound was also helped by a +3 per cent rise in private sector activity in Q1. </p>

<div>Queensland took most of its medicine back in 2014 as a number of major LNG projects approached the production phase, but the worst has now passed and annual construction activity levels in the Sunshine State have now been rising for four quarters consecutively.</div>

<div>Annual construction activity has also been rising steadily in New South Wales and Victoria since 2015. </div>
<div> </div>
<div>At least as importantly, Western Australia is now at last getting pretty close to the nadir, meaning that WA is no longer suffering the chronic declines that have characterised that past three years. </div>

Engineering construction no longer an economic drag

<p>Over the year to March 2017 Victoria delivered an impressive 66,085 new dwellings, 31,337 of which were attached dwellings of one sort or another.</p>
<p>Yet annual population growth has exploded to +146,600.</p>
<p>In short, you can basically forget any chance of an oversupply in Melbourne until population growth comes down from the stratosphere. </p>
<p>It's not happening, and indeed Melbourne's vacancy rates appear to be approaching decade lows.</p>

<div>The Sunshine State delivered 46,469 dwellings over the year through a period where population growth had slowed dramatically following the peak of resources construction boom in 2012. </div>

<div>Although population growth has now picked up in Queensland and dwelling starts are apparently slowing to a crawl, it's clear that an oversupply of new dwellings is writ large.</div>

<div>The number of dwellings under construction has been in decline since September 2016, with 37,624 dwelling units 'live' as at the end of the first quarter of 2017, and new starts have slowed dramatically, so the market is in the process correcting itself.  </div>

<div>Notably, 28,391 of the dwellings under construction were of the attached variety, reflecting the super-boom in apartment construction up north. </div>

<div>Of course these models aren't intended to be anything other than a crude dashboard, but are a simple display of the apartment oversupply that faces parts of inner city Brisbane.<br><br>Finally, Western Australia saw the completion of 28,535 dwellings in 2016, yet population growth slowed sharply to 16,835, illustrating what can happen to population growth in an economic slowdown.</div>

Forget any chance of an oversupply in Melbourne dwellings: Pete Wargent

<p>It's been Australia's greatest ever building boom, but the end of the boom is nigh. Let's take a run through the latest numbers released this morning in the usual three parts.</p>
<div>Part 1 - Housing starts drop sharply</div>

<div>Seasonally adjusted housing starts fell sharply by 11 per cent to 50,395 in the March quarter, to be 19 per cent lower over the year, with unit commencements down by a thumping 29 per cent year-on-year. </div>

<div>When plotting the smoother trend figures the drop doesn't look quite so dramatic, but nevertheless the downturn is underway. </div>

Building boom was the biggest ever; but it's ending: Pete Wargent

<p>Real estate’s leading industry body says the federal government should reconsider its Budget announcement of allowable deductions for investment property related to depreciation and travel to inspect property.</p>
<p>Real Estate Institute of Australia’s president Malcolm Gunning said while REIA supports the government’s initiatives to curb misuse of these deductions by landlords, these two initiatives are “contrary to the principles of a good tax system” and would do little to improve housing affordability. </p>
<p>He says the decision will distort the market by making properties that are not new less desirable.</p>
<p>The ATO has existing means for addressing abuses and excesses, he added.</p>
<p>“One of these principles is neutrality which in essence means that two tax payers in similar circumstances should be treated the same,” Gunning said in a media release. </p>
<p>“These initiatives are contrary to this principle with the budget initiative of not allowing for travel to inspect residential investment property meaning that an investor who owns a commercial investment property can claim deductions for their annual site inspection travel costs but an investor who owns a residential property cannot.”</p>
<p>He said the ATO says on its website there are many valid reasons why an owner of investment property would incur costs travelling to a residential rental property.</p>
<p>“Whilst abuses and excesses should be eliminated there are other ways of achieving this through the ATO. The ATO has a myriad of information available to identify questionable claims.  Conversely it will adversely impact those tax payers who are not abusing the system.</p>
<p>“Ironically, these changes will do nothing to improve affordability in Sydney and Melbourne and indeed it may make it worse as investors in these two cities are discouraged from investing in locations other than their home towns.</p>
<p>He said anecdotal evidence suggests that as Sydney and Melbourne prices have increased investors are turning to non-metropolitan locations, which brings jobs along with them. This measure will put a brake on this trend.</p>
<p>“Regarding the proposal to restrict depreciation claims to items purchased and installed in the property by the claiming taxpayer, REIA believes, like travel, it doesn’t treat the investor buying a property that is 12 months old the same as one buying a new property,” Gunning said.</p>
<p>The ATO has monitored this area and has the ability to identify abuses and excesses and deal with them, according to Gunning. </p>
<p>"These changes appear to be more about politics than good policy," Gunning said.</p>

Government clampdown on deductibility of investment property outgoings will distort market: REIA

<p>For those predicting housing values to start dropping in the near future you should start rethinking that analysis.</p>
<p>Of course, the newly created investment market is facing severe headwinds and yes, it would be fair to assume that there will be a correction should a large number default on their respective acquisitions.</p>
<p>The mistake many continue to make is that housing affordability is actually about the established markets of households not the investment market.</p>
<p>If you were asked a simple question for those residing in NSW, do you want a second Sydney Airport or high-speed rail connecting Newcastle to Sydney, the Hunter Valley to Sydney and Wollongong/Southern Highlands to Sydney I am pretty sure what the answer would be.</p>
<p>With the second Sydney Airport estimated to cost between $6 and $8 billion it is comical that a second airport is prioritised over high-speed rail networks.</p>
<p>Everybody aside from politicians can see that high-speed rail networks would have an instant effect on housing affordability in NSW.</p>
<p>For those who disagree NSW is facing major problems over the upcoming decade that require immediate attention.</p>

<p>As a direct result of what is happening to Sydney rental markets and housing markets we are now starting to see the exodus of NSW residents to the more affordable Victorian markets.</p>
<p>This is happening to such an extent that Melbourne will surpass Sydney in terms of population to seize the title as Australia’s biggest and number one city.</p>

<p>It has been well documented that since that Sydney 2000 Olympics there has been next to no forward planning which explains exactly why Sydney is now overcrowded with our transport infrastructure at breaking point.</p>
<p>What makes this even worse is that there are no viable solutions – no drawing boards.</p>
<p>This then leads to the population considering alternate solutions to relocate simply because the financial pressures have become untenable.</p>
<p>NSW has had no succession planning where vision has simply been ignored, and now it is starting to pay the price for that ignorance.</p>
<p>In the established property markets we are now at levels never seen before.</p>
<p>Only last week, a garden apartment that was sold in Cremorne in September 2016 for $1,582,000 sold again less than eight months later for $1,970,000.</p>
<p>At a federal level, we are now witnessing the lowest annual growth rates in terms of government spending since the 1960’s.</p>
<p>Federal government overheads keep increasing so we are now witnessing cutbacks that will seriously damage growth as infrastructure continues to be ignored.</p>
<p>There is no collaboration between the states and territories with Canberra and this is fracturing growth given population growth continues to climb to record highs.</p>
<p>If elected politicians started displaying signs that Sydney was full 17 years ago then what do you think they should be displaying now?</p>
<p>With the federal government tightening the spending belts then the states and territories will start cancelling future projects simply because there is no available funding.</p>
<p>The latest Australian Bureau of Statistics figures reveal that approximately 2.3 million Australians earn the lowest legal rate of pay for what they perform.</p>
<p>Recently the Reserve Bank of Australia commented that “wage growth is low.</p>
<p>Although it seems unlikely that wage growth will slow much further, wage pressures are expected to pick up only gradually.”</p>
<p>There has been next to no political commentary about wage growth where one would think that elected politicians would make this a priority to find out exactly why Australia has such weak wage growth?</p>
<p>With record low wage growth how is it possible that we can have record high property rentals?</p>
<p>The Property Council of Australia recently released a five-point plan to assist the NSW government with housing affordability.</p>
<ul>
<li>Turbocharging housing supply through increased land supply and planning reform.</li>
<li>Reforming state property taxes and reducing fees, charges, and red tape.</li>
<li>Better co-operation between all levels of government.</li>
<li>Bridging the deposit gap and supporting first home buyers better.</li>
<li>Supporting the rental market and fostering innovative, affordable rental product.</li>
<li>Whilst fine in principle – this simply won’t happen.</li>
</ul>
<p>Sydney has a massive problem with no clear solutions in the short-term.</p>
<p>Common sense needs to prevail so put the second Sydney Airport on immediate hold and start building fast-train networks.</p>
<p>I am yet to see a better solution to tackle housing affordability. Have you?</p>
