For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The inflation result the property market was waiting for

The NSW Civil &amp; Administrative Tribunal (NCAT) has the power under section 162 of the Strata Schemes Management Act 1996 to appoint a compulsory strata managing agent to a strata scheme.
This power is also contained in section 237 of the Strata Schemes Management Act 2015 which, but for part 11, will commence on 30 November 2016. The sections, which differ slightly, empower the NCAT the make an order that either all, or part, of the functions* of the owners corporation are delegated to a strata manager.
What does compulsory strata management mean? 
The simple answer is that it means different things in different cases. For instance, NCAT may order that all the functions of the owners corporation are to given to the strata management agent or, it may order that only a certain power or function is given to the strata managing agent.
If all the powers of the owners corporation are granted to the strata managing agent meetings of the owners corporation are not necessary. Instead of you, as a lot owner, voting to decide matters the strata manager will exercise their delegated power. If they do so they can raise levies, pass resolutions on behalf of the owners corporation and pass by-laws pursuant to section 65A. A by-law could also be passed pursuant to section 52 by the compulsory strata manager with the prior written consent of the lot owner granted the exclusive use right or special privilege.
On the other hand if the strata manager were only granted the powers of the executive committee, they could call meetings, pay invoices (unless restricted by the owners corporation at general meeting from doing so) and conduct the day to day affairs of the owners corporation but could not pass any resolutions that are required by the Act to be passed at general meeting. This would include resolutions to pass by-laws, to accept an easement or to alter or amend the common property.
Who can apply for an order for compulsory management? 
A wide variety of people can obtain an order to appoint a compulsory strata manager and it need not be a lot owner. They are:
anyone with an interest or estate in a lot in the scheme or if the scheme is a leasehold scheme, a lease of a lot;
anyone who has obtained an order under the 1996 or the 2015 Act that has not been complied with and that imposed a duty on the owners corporation, executive/strata committee or an officer of the owners corporation
an authority that has the benefit of a positive covenant requiring a duty of the owners corporation; or
a judgment creditor to whom the owners corporation owes a judgement debt
When can the NCAT make an order for compulsory management? 
Both the 1996 and 2015 Acts provide that the NCAT may make an order only if satisfied that:
(a)  the management of a strata scheme is not functioning or is not functioning satisfactorily, or
(b)  an owners corporation has failed to comply with a requirement imposed on the owners corporation by an order made under the Act, or
(c)  an owners corporation has failed to perform one or more of its duties, or
(d)  an owners corporation owes a judgment debt.
What does “not functioning or is not functioning satisfactorily” mean?
CTTT (the predecessor to the NCAT) Member Moore in Coote v Sharpe, Wentzel &amp; Owners Corporation Strata Plan 55434 stated that imposing a compulsory strata manager upon an owners corporation is a “draconian” measure as it “removes the democratic process which has been established” under the Act. As such, the reasons for a finding of dysfunction must be based on objective evidence. For this reason, these orders are not lightly granted.
Instances where an order for compulsory strata management has been made show that the following behaviour can be a sign of a failure to function when affects the management structure of the scheme:
<ul>
<li>a failure (or inability) to pass resolutions to raise contributions;</li>
<li>a continued failure to carry out required maintenance and repairs</li>
<li>a long history of acrimony, deep seated discord and or violence in the scheme;</li>
<li>the presence of a voting block, for instance, where divisions within the scheme see a 50/50 stand off meaning resolutions cannot be passed;</li>
<li>a pattern of strata managers terminating their appointment; and</li>
<li>a pattern of improper decisions making (i.e. decisions not made in accordance with the Act)</li>
</ul>
* The Dictionary to the Act defines “function” as “function includes a power, authority or duty.”

Property 101: Compulsory NSW strata management and how it affects you and your scheme?

The latest CoreLogic Hedonic Home Value Index reveals further gains across most capital city housing markets last month, taking the current growth phase into its 52nd month.
Capital city dwelling values continued to show a strong headline rate of growth over the September quarter, with the CoreLogic Hedonic Home Value Index rising 2.9 percent over the past three months. The combined capital city index, which is heavily weighted towards the Sydney and Melbourne markets, recorded a 1.0% month-on-month gain, taking capital city dwelling values 41.3% higher since the growth cycle commenced in June 2012.
Growth conditions were substantially different from region-to-region. The top performing market was Melbourne where dwelling values pushed 5.0% higher over the third calendar quarter, due largely to a strong rise in house values (+5.2%) which balanced a softer result for the unit market (+2.9%). Canberra showed the second highest rate of growth over the quarter with values up 4.5%, followed by Sydney at 3.5%.
In contrast, the weakest housing market over the quarter was Darwin where dwelling values declined by 4.5%, to be 11.1% lower than the most recent 2014 peak in property values and 13.9% lower than the previous 2010 peak in dwelling values. Perth dwelling values also slipped 3.2% lower over the quarter to take the cumulative decline in values to 10.4% since their December 2014 peak, and 5.2% below the previous peak in 2010. Brisbane dwelling values also slipped lower over the quarter falling by a marginal 0.3%, attributable mostly to larger declines across the unit sector.

Darwin dwelling values are now roughly equivalent to what they were seven years ago, while in Perth, dwelling values have retraced back to 2007 levels.
The combined regional markets of Australia, where the measure of value growth lags by one month, saw house values slip 1.1% lower over the three months to the end of August. While modest declines were recorded across most of the ‘rest of state’ housing markets, the weakest conditions continue to be experienced in regional Western Australia, where house values have fallen 12.4% over the past twelve months. The weak housing market conditions across the regional areas of Western Australia were also highlighted in the recent CoreLogic Pain and Gain report, which showed one third of houses which resold over the June quarter did so at gross loss.
While the headline rate of growth remains positive across most cities, the majority of capital cities have seen their growth trend moderate compared with a year ago. The only capital city markets where the current quarterly rate of growth was higher (compared with the September 2015 quarter) was Hobart, Canberra and Adelaide.
The quarterly pace of capital gains in Sydney peaked over the June quarter of 2015 at 7.4% and, similarly, Melbourne’s quarterly rate of capital gain peaked at 7.9% over the same quarter.

<div class="column">It is clear that there is no single housing market. And for that matter, there is no single market for petrol. Housing prices are responding to the different population or demand influences as well as the different stages of the building cycle. Demand for homes in Sydney and Melbourne is supported by solid population growth while supply hasn’t caught up. Not yet, anyway – the process is underway. In contrast the increased supply of new homes in Perth is happening at a time of softening population growth. There have always been different cycles across the country and this time is no different.</div>

<div class="column">Looking at the simple national dwelling price (capital cities and regions) on a three-month rolling average basis, home prices are up just 1 per cent over the past year. Looking over a 25-year period, annual price growth has averaged around 6 per cent. Over the last five years, annual growth was nearer to 3 percent.</div>

<div class="column">The jury is still out on petrol prices. OPEC oil producers are seeking to limit production and support prices. But many doubt that the moves will be effective given significant global oil supplies and the lack of agreement to stem output outside of the OPEC grouping.</div>

<div class="column">The CoreLogic Home Value Index of capital city home prices rose by 1.0 per cent in September and was up 7.1 per cent over the year.
In regional Australia, house prices fell 0.1 per cent in August and were just 1.4 per cent higher than a year ago.  (regional prices cover just houses and data is up to the end of August).  
In capital cities, house prices rose by 1.0 per cent in September while apartment prices rose by 1.2 per cent. House prices were up 7.3 per cent on a year ago and apartments were up by 6.1 per cent.  
 The average Australian capital city house price (median price based on settled sales over quarter) was $600,000 and the average unit price was $510,000.
 Dwelling prices rose in six of the eight capital cities in September: Canberra (up 2.4 per cent); Melbourne (up 2.3 per cent); Adelaide (up 2.1 per cent), Sydney (up 0.8 per cent); Brisbane and Hobart (both up 0.1 per cent). Prices fell most in Perth (down 2.5 per cent) followed by Darwin (down 2.2 per cent).  
 Home prices were higher than a year ago in six of the eight capital cities. Prices rose most in Sydney (up 10.2 per cent); followed by Melbourne and Canberra (both up 9.0 per cent); Hobart (up 8.7 per cent); Adelaide (up 6.5 per cent); and Brisbane (up 3.0 per cent). Prices fell in Darwin (down 6.0 per cent) and Perth (down by 7.0 per cent).  
Total returns on capital city dwellings in the year to September rose by 10.9 per cent with houses up 10.9 per cent on a year earlier and units up 10.6 per cent.  
Petrol prices
Today the national average wholesale (terminal gate) unleaded petrol price stands at 106.8 cents a litre, down 0.5 cents a litre over the week after falling by 0.9 cents in the previous week. The terminal gate diesel price stands at 104.2 cents a litre, up by 0.3 cents a litre after falling by 1.1 cents a litre over the previous week.  
Last week the key Singapore gasoline price rose by US$1.60 or 2.7 per cent to US$60.20 a barrel. In Australian dollar terms the Singapore gasoline price rose by $2.17 a barrel or 2.8 per cent to a 16-week high of $78.90 a barrel or 49.62 cents a litre.  

In the September quarter Australian petrol prices fell by between 2-3 per cent after lifting 5.9 per cent in the June quarter. As such, lower petrol prices are keeping downward pressure on the overall inflation rate.

The Performance of Manufacturing index rose by 2.9 points to 49.8 in August. A reading below 50.0 indicates that the sector is contracting. Before August the index had been above 50 for 13 months – the longest period of expansion since September 2006.  
AIG notes “Three of the seven activity sub-indexes in the Australian PMI® expanded in September after contracting in August. Production (52.6 points), deliveries (56.4 points) and sales (51.4 points) expanded and exports stabilised (50.0 points). Employment (46.7 points) and stocks (44.3 points) contracted again. New orders slipped into contraction (48.3 points).”  
“Comments from manufacturers in September indicate a steady improvement in demand and exports in some sectors after last month’s dip. Variability in the exchange rate and persisting oversupply in some markets is curbing activity. Margin pressures appear to be intensifying due to ongoing high input costs (particularly for imported inputs and energy). Lower government orders, the sharp fall-off in mining construction work and the completion of major infrastructure projects (with no imminent replacement projects in the pipeline) and wet weather in some locations has also dampened activity.”

What is the importance of the economic data? 
Weekly figures on petrol prices are compiled by ORIMA Research on behalf of the Australian Institute of Petroleum (AIP). National average retail prices are calculated as the weighted average of each State/Territory's metropolitan and non-metropolitan retail petrol prices, with the weights based on the number of registered petrol vehicles in each of these regions. AIP data for retail petrol prices is based on available market data supplied by MotorMouth. </div>
<div class="column">The CoreLogic Hedonic Australian Home Value Index is based on Australia’s biggest property database. Unlike the ABS Index, which excludes terraces, semi-detached homes and apartments, the CoreLogic Hedonic Index includes all properties. Home prices are an important driver of wealth and spending. The Australian Industry Group compiles the Performance of Manufacturing Index (PMI) each month. The Australian PMI is the Australian equivalent of the US ISM manufacturing gauge. The PMI is one of the timeliest economic indicators released in Australia. The PMI is useful not just in showing how the manufacturing sector is performing but in providing some sense about where it is heading. The key ‘forward looking’ components are orders and employment.
What are the implications for interest rates and investors?
Petrol prices are likely to remain volatile, reflecting discounting cycles and the push and pull of global factors. But overall, prices are likely to remain affordable compared with previous years. As such, the price of petrol is not having a big impact on consumer spending – more of a benign influence.</div>

<div class="column">There is a fair debate on the accuracy of home price data. The bottom line is that prices are moving at different speeds across the country depending on the usual supply-demand influences. Recent trends aren’t a cause for concern. Using averages of settled sales across the entire country, prices are barely growing in annual terms.</div>

A freehold motel in Tasmania has changed hands for $649,000. The vendor was keen to retire, so the selling agents suggested it was priced to sell below value.

Dear Prime Minister,

I note that your government is keen to get the concept of 'City Deals' up and running in Australia, with the recent focus on Western Sydney, the Emerald City's second airport and associated infrastructure.  

I would like to draw your attention toward the ongoing planning work underway in Victoria; the redevelopment Fishermans Bend as well as the large-scale upgrades to Melbourne's rail network.

Our state government <a href="http://haveyoursay.delwp.vic.gov.au/fishermans-bend-final-vision">released the Fishermans Bend vision</a> after several rounds of consultation and key amongst its priorities is getting the transport hierarchy right.  With walking at the top and private vehicles at the bottom, it's bound to upset a few tabloid columnists &amp; talkback radio presenters, but this is Melbourne: we don't give them as much cred as the Sydney media bubble does.

As I understand it, the basic premise of a City Deal is for the community, represented by the government, to get a positive return on investment on the money the government provides to build new or upgrade existing infrastructure - be it in transport, health, education or social spheres.

Well, Fishermans Bend linked to the rest of Melbourne through an underground train line - let's call it 'Metro 2' for the moment (and 'Metro 1' is the current Melbourne Metro Rail project that kicked off early works construction last month) - is, if you'll excuse the parochialisms, the country's largest urban renewal precinct that will pay out (pay back?) for decades to come.

In fact, we need to widen the scope of where the benefits will be derived from the investment made into a second cross-town rail line in Melbourne.

Both the South Morang (soon-to-be Mernda) and Werribee Rail lines would join - much like the Pakenham/Cranbourne and Sunbury lines will join with Metro 1 - and become operationally independent rail lines capable of a frequency of service and therefore carrying capacity that will would tinkle on any freeway business case from a very great height.

While the South Morang &amp; Werribee lines would still function as a commuter pathway into central Melbourne - of which, Fishermans Bend will make Australia's metropole even more marvellously grand - I'd like to draw your attention to other mooted projects outside central Melbourne.

<a href="http://australianeducationcity.com/">Australian Education City</a> will be located right next to the Werribee Rail line and the Victorian Planning Authority is currently devising a plan for the <a href="http://vpa.vic.gov.au/project/la-trobe-employment-cluster/">La Trobe National Employment cluster</a>. The South Morang Rail line will not directly service the La Trobe National Employment Cluster, however that's not to say something can't be worked out when Infrastructure Victoria refreshes its state infrastructure plan.

The point is, Prime Minister, Metro 2 has the potential to fulfil its current commuter obligations, guide development in Fishermans Bend and most importantly supercharge &amp; spread the benefits of development of employment, R&amp;D and new housing clusters beyond central Melbourne.  All on one train line.

The traditionalist view of the great Australian dream of owning a home [in a suburb with 3-4 cars in the driveway] needs a refresh and a city deal for Fishermans Bend could be the way forward for Melbourne; the city that is one equal half in the symbiotic Melbourne-Sydney "front bench of parliament" relationship in the Australian federation.

Our planning scheme is starting to facilitate innovation and entrepreneurialism when it comes to development of land - just look at the <a href="http://www.theage.com.au/victoria/apartments-planned-for-brunswick-third-project-in-green-nightingale-series-20160926-grorj2">Nightingale series of developments</a>. That's not to say the Victorian Planning scheme (or strategic direction) is perfect - as the Nightingale architects will tell you, they're still confronted with bygone-era car parking requirements.

Similarly, Spring Street planning policy to date has been focused on curbing the excesses of the previous state government's hands-off approach (the Fishermans Bend vision is a prime example of this) and we're still waiting for a meaningful affordable housing policy with proper mechanisms in place to ensure housing choice for urbanists isn't linked with specific income brackets.

Nevertheless, we're hoping a direction on market affordable and social housing policy will come soon and the Victorian Urban Industry - architects, marketers, planners, engineers, real estate agents, surveyors, academics, financiers and developers to name but a few individual urban industry professions - is diverse, growing and hungry for more work.  

Commitment to a 'City Deal' in Fishermans Bend with a Federal Government focus on helping to finance Metro 2 and associated level crossing removals on the existing rail lines that will be joined would be the gold-standard level of assurance the Victorian Urban Industry needs to get on with its job.

There were 2,480 capital city auctions over the week ending September 25, with CoreLogic collecting results for 2,250 (almost 91%) of these auctions.
The final clearance rate was recorded at 75.4%, which was lower than the 76.2% across 2,149 auctions the previous week.

Last week in Melbourne, there were 1,103 auctions compared to 965 auctions the previous week. Last week’s auction clearance rate was recorded at 77.2% which was slightly lower than the 77.8% the previous week. In Sydney, the auction clearance rate was recorded at 80.4% last week, which was lower than the 81.6% recorded over the previous week.
Sydney recorded a higher number of auctions last week (945) compared to the previous week (815). In Melbourne, auction clearance rates have now been above 75% for seven consecutive weeks. In Sydney, auction clearance rates have been above 80% for four consecutive weeks and for five of the past six weeks.

There were 45,675 newly advertised properties added to the market nationally over the past 28 days, which was -0.4% lower than at the same time a year ago. Meanwhile, there were 233,315 total properties advertised for sale over the same period – some -0.3% lower than a year ago.
Across the combined capital cities, there were 27,443 newly advertised listings over the past 28 days, -3.1% lower than a year ago. There were 104,439 total listings, which was 5.3% higher than a year ago. Newly advertised listings are currently lower than a year ago in Sydney (-18.3%), Melbourne (-2.3%) and Adelaide with new listings higher elsewhere.
In terms of total properties advertised for sale, supply is lower than a year ago in Sydney (-2.7%), Hobart (-25.7%) and Canberra (-8.2%).
Despite the fact that new and total listings are slightly lower year on year, both are continuing to trend higher, indicating that stock levels are slowly rising.

Property listings still low, but stock levels on the rise: CoreLogic

There are far fewer auctions scheduled across the capital cities this coming weekend, with the NRL and AFL grand finals both scheduled to take place, as well as a number of long weekends, according to CoreLogic's latest market report.
The sharpest fall away in auction volumes is in Melbourne, where, after hosting 1,103 auctions last week, only 74 are currently being tracked.
In Sydney, the fall away is less drastic, with 420 auctions scheduled, compared to 946 last week.
The AFL Grand Final is scheduled for Saturday afternoon in Melbourne, with Victorians enjoying a public holiday on the Friday, while the NRL Grand Final will take place in Sydney on Sunday evening.
Outside of Sydney and Melbourne, auction activity is lower on a week-on-week basis in all other cities. Brisbane is the only city that isn’t showing a major fall in auction activity, down from 144 last week to 104 this week.

Given Melbourne’s auction market is much quieter this week, it is no surprise that the busiest suburbs across the nation for auctions are in Sydney, with Randwick (11) and Mosman (10) topping the list. The busiest suburb for auctions in Victoria this week is Warrnambool, with 9 scheduled.

Summary of last week’s results:
Last week, just over three quarters of all reported auctions were sold (75.4%), representing a slight fall in clearance rates over the week, down from 76.2% the previous week. Auction volumes were up over the week, with 2,480 capital city auctions held.
For the fourth consecutive week, Sydney’s final clearance rate remained above the 80% mark, reported at 80.4%, falling slightly from 81.6% over the previous week.
Despite the rise in auction activity, with 1,103 auctions held across the city, Melbourne’s clearance rate remained stable over the week, at 77.2%.

Outside of the two major auction markets, Adelaide was the strongest performer, with 78.2% of the 119 reported auctions clearing, followed by Canberra at 68.4%.
New South Wales’ Hunter region and Queensland’s Gold Coast both saw a weekly rise in both clearance rates and auction activity last week, while in each of the other three regional markets that CoreLogic monitors, clearance rates were lower over the week.

Grand Final weekend sees auction volume dip: CoreLogic

Developer Fridcorp will deliver a visionary masterplan to Hurstville with its $700 million BEYOND project, creating a new precinct for the area where sculptural towers will rise above a vibrant retail plaza.
Designed by architecture firm DKO Architecture with interiors by Woods Bagot and landscaping by Openwork, BEYOND will form a mini-urban village in the lively and evolving suburb of Hurstville. Located at 93 Forest Road, BEYOND will comprise a mix of 556 one, two and three bedroom apartments across four sculptural buildings that vary from eight to twenty levels across the 13,927 square metre site.
One bedroom apartments range from 50 to 61 square metres and are priced from $565,000 - $825,000. Two bedroom apartments range from 75 to 92 square metres and are priced from $840,000 to $1,140,000. Anchored by a 3,500 square metre Woolworths supermarket, the BEYOND retail precinct will comprise a further 1,000 square metres of specialty retail, cafes and restaurants, welcoming activity from dawn til dusk.
“Fridcorp is excited to offer buyers thoughtfully designed apartments with immediate access to incredible amenity, which will help drive the evolution of Hurstville,” says Paul Fridman, founder and director of Fridcorp. “The success of our Eve project in Erskineville demonstrated that there is an appetite for our quality designed product in Sydney that appeals to a sophisticated audience.”
DKO has designed the buildings with soft curves to create a beautiful sculptural element for the Hurstville skyline. Façades consist of precast bronze glazing and metal cladding with filigreed balustrades lining balconies. Textural brickwork at the base of the two lower buildings draws from the site’s history as a quarry.
“BEYOND will bring a fresh and sophisticated urban precinct to Hurstville,” says Nicholas Byrne, director at DKO Architecture and the project’s lead architect. “It will also provide apartments with high amenity that respond to the site’s opportunities, such as light-filled interiors and spectacular north-eastern views toward Sydney’s CBD, southern views toward Botany Bay, and eastern views toward Kempt Field.”
Featuring resident-only communal areas on the second level on two of the buildings, BEYOND offers more than 4,000 square metres of recreational space that includes facilities for yoga, badminton and reading pods, as well as barbeque and dining areas.

Woods Bagot has designed BEYOND’s apartment interiors with wide frontages and full-height glazing, providing residents with expansive views, as well as open plan living, dining and kitchen areas catering to the relaxed Sydney lifestyle.
“These apartments give buyers the opportunity to live in a considered, designed space with thoughtful and elegant interiors and great views,” says Jacqui Senior, senior interior designer at Woods Bagot. “The potential for the area is enormous and BEYOND will definitely be a one-of-a-kind place for Hurstville.”
The inspiration for the interior design was gold and navy. Whilst navy is a traditional palette it has been interpreted in a contemporary way, with white walls and custom navy joinery embellished with brushed brass fittings throughout apartments for the dark colour scheme. Meticulous details and refined materials define BEYOND’s understated and elegant bathrooms. Large format tiles will line the floors and walls and mosaic feature tiles in either navy or pale grey will compose the feature vanity wall. The bathrooms are appointed with custom oval sinks, brushed gold finish tapware and elegant curved edge mirrored cabinets.

A truly connected suburb, BEYOND residents will benefit from Hurstville’s close proximity to Sydney’s CBD which is only twenty minutes by train. Sydney’s T4 Line runs to Hurstville with both the Hurstville and Allawah stops within walking distance of BEYOND. Westfield Hurstville, as well as a myriad of shops, restaurants, schools and recreation facilities, are all on offer in the vibrant community of Hurstville.

Fridcorp launches BEYOND, a new urban village in Hurstville

Perth represents both danger and opportunity for property investors at present. 
The city, which led the nation on price and rental growth in 2012 and early 2013, is three years into a cyclical downturn, exacerbated by the wind-down in the resources investment boom.
Sales activity has been falling steadily since 2013 and the decline has gathered pace since the start of 2016. Some Perth suburbs have sales volumes at a fraction of their former levels, indicating further price decline is likely. 
This situation has been further impacted by vacancies well above 3% in many areas, as workers have left the city in the wake of the resources downturn and the ripple effect that has had on business in Perth (creating CBD office vacancies above 20 percent).
The situation also represents opportunity for counter-cyclical investors to buy well while price are down and competition is weak. Perth historically has been a population growth leader and one of the strongest capital cities for long-term capital growth. Perth property markets will recover and now is a good time to be looking for bargains.
Investors, however, should continue to avoid the inner-city apartment markets which have very high vacancies and an oversupply situation that is likely to get worse before it gets better. Housing markets will recover before apartment markets do.
Hotspotting’s latest research on sales activity demonstrates that the downward trend in the Perth market has deepened recently. Growth markets have vanished and there are now multiple suburbs classified as “danger” markets, with more likely to be added to the warning list if current sales patterns continue in coming quarters. 
Perth’s decline has been happening since the peak in early 2013 and the downturn has worsened since the beginning of 2016.
The number of dwelling sales in the WA market was above 16,000 per quarter in early 2013. Sales dropped below 15,000 per quarter in 2014 and below 13,000 in 2015. The market has dropped further in 2016, with around 8,300 sales in the March Quarter and fewer than 7,000 in the June Quarter. Sales rates are now well under half those of two years ago.
The suburb of Mt Pleasant in the Melville LGA has the kind of sales trend that sellers don’t want: sales totaling 62, 50, 42, 25 and 15 in the past five quarters. 
The suburb of Nollamara in the Stirling LGA has dropped from well above 100 per quarter to 55 in the March Quarter and 35 in the June Quarter. In nearby Yokine, the sales pattern has been 103, 95, 75, 74, 79, 51 and 38 (with vacancies at 5.3% in that postcode).
In Fremantle, the sales pattern since early 2014 has been 85, 61, 66, 60, 59, 47, 49, 45, 27 and 25. In Rivervale in the Belmont LGA, the sales pattern has been 101, 84, 100, 69, 78, 55, 81, 71, 74, 32 and 24. With a vacancy rate around 8%, the immediate future looks bleak.
The malaise has spread to all market sectors. Upmarket Mosman Park’s quarterly sales record is 74, 72, 76, 62, 51, 62, 47, 41, 30 and 25. In downmarket Gosnells, quarterly sales since early 2014 have been 153, 158, 134, 123, 103, 118, 109, 82, 75 and 53, so current sales are a third of the peak levels.
So what should investors do? Avoid Perth altogether? Wait until they read about recovery? Or become counter-cyclical buyers?
Most investors are herd animals who never take advantage of down markets. They jump into markets when they read there’s a boom under way, as so many did in Sydney over the past few years.
The really smart investors, and there were some, saw what was coming, bought before 2013 and got full benefit from the capital growth that followed. 
The switched-on ones who think and act counter-cyclically will see opportunities to buy bargains in Perth. Prices are down right across the metropolitan area so there’s no shortage of good opportunities, as well as a lack of competition from other punters.
High vacancy rates would deter many, because of difficulties finding tenants at acceptable rentals, but not everywhere has 5-6 percent vacancy rates. 
Investors just need to believe Perth has a future. And obviously it does, although it may not feel much like it at present. WA has been a nation-leading growth economy many times and will be so again in the future. Perth has led on population growth and property price escalation, and has had two notable up-cycles in the past 10-12 years. It will recover.
