Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

Iwan Sunito secures approval for $1.9 billion Five Dock mixed-use precinct

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

A $2 shop has agreed terms on the lease of a large retail space in the heart of the Moonee Ponds retail precinct in Melbourne’s inner northern suburbs.
Teska Carson’s Luke Bisset, who brokered the 13-15 Puckle Street deal with Fergus Evans, said the 624 square metre premises was let at $113,000 per annum net on a five year term with options.
Mr Bisset said the tenant was attracted to the spacious tenancy, the high ceilings, the extensive street frontage and the high volume of foot traffic in one of Melbourne’ s most famous shopping precincts.

There is an increasing trend of Newcastle parents going guarantor for their children to help them enter the property market, according to HTW’s Month in Review: March 2017.  
The valuation firm says while on the surface this all seems very noble of parents to give their kids a helping hand, but they should be aware of the potential ramifications of this tactic.
“This can cause grief in the long run if payments by the children aren’t made on time, interest rates go up or something unforeseen happens in the market,” HTW warns.
“The consequences attached to the security of the parent’s property can be compromised and potentially the parents could lose what they have worked all their lives for.
“This is where due diligence and focusing on areas where the potential for loss can be mitigated are critical.”
The firm says affordable options in the region are disappearing under booming property conditions.
“BIS Shrapnel forecasts put Newcastle’s growth over the three years to 2018 at 15%, so the time to get into the market would appear to be sooner rather than later,” it says.
However, it suggests areas such as Huntlee in the Hunter and surrounding suburbs offer first home owners attractive subsidies in the form of rebates such as landscaping packages, cash back incentives or furniture packages.
“It is easier said than done to find a suitable property under half a million dollars, but in areas such as Belmont, Swansea, Edgeworth, Boolaroo, Cardiff, Toronto, Wallsend and Barnsley and surrounding areas, there is still promise for first home buyers seeking houses,” the report says.
“The unit market is still very reasonable in sought after areas such as Charlestown, Merewether, Nelson Bay areas and New Lambton.”

HTW warns parents of guarantor downsides in Newcastle

Sitting at home in the recent heat, your mind may start to wander to that fancy new air conditioner. 
But when it comes to making your house comfortable and sustainable, prevention is better than cure. By prevention we mean simple retrofits that will set you on the path to comfort and sustainability. 
As we spend more than ever on maintaining and improving our homes, we’re also becoming more aware of how their design and use impact on our health and society. Add to this climate change and rising energy costs. 
There are many ways to reduce energy and stay comfortable. Numerous reports suggest it should be possible to reduce your energy use by 50-80 percent using existing and available materials and appliances.
Appliance are the easy bit, and you can find the most efficient appliances using energy star ratings. But before you go out and buy that air conditioner, consider the following principles that can help you decide what you need to create a comfortable home. 
<h2>Prevention better than cure</h2>
For a long time the perfect “room temperature” was considered to be around 21℃. But we now understand that as humans we like temperature variations rather than vanilla indoor environments.
As explored in Lisa Heschong’s book Thermal Delight in Architecture(1979), most of us are not looking for a beige thermal environment after all. So to start with, we need a change in attitude. Bring back the cardigan for winter and the shorts for summer! 
The next point is basic knowledge about your climate zone. For instance, in Melbourne there are more heating days (159) than cooling days (35). So, if you are retrofitting in summer, remember the main annual task is actually letting the sun in in winter.
Even with climate change, Melbourne will still require heating on more days than cooling for decades to come, whereas in Brisbane the priority is keeping out the heat and catching the breeze. 
So Melbourne homes need reversible sunblock. You can use plants with seasonal foliage to shade summer windows, or temporary techniques like temporary sail shades or movable window awnings can work. Plants can also cool outdoor spaces through evapotranspiration, which helps combat the growing “urban heat island” problem and makes the backyard a more pleasant place to be.
Despite some bad press over the years, insulating ceiling, floors and walls where possible remains the best way to address 50-80% of heat gains/losses. In many homes ceiling insulation is cheap and easy to fit and can even be topped up. Insulated homes have also been found to perform better during extreme weather events and are quieter, more comfortable and natural places to be.
In summer sun, black roofs are bad news. Coating surfaces can reflect excess heat. Coating technology has been employed in paint products for your walls and roofs, and is also being developed in landscaping materials for the backyard.
Single-glazed windows are responsible for 10-35% of heat gains/losses in our homes. A range of double-glazed window products is now available, or you can even get a secondary glass pane to place over existing windows. 
Double-glazed (or triple-glazed) homes are more comfortable in extreme weather, and are also quieter and more comfortable. Add drapes and blinds for added temporary use to keep out sun or keep in warmth when needed.
While these preventive passive measures might seem basic, the fact is that (a) technologies, markets and pricing are changing rapidly, so it makes sense to be open to new retrofitting ideas and products; and (b) comfort remains the big-ticket item and it will only get more so as climate change affects all of our homes. Addressing this first will reduce the requirement for other technologies and appliances.
<h2>The principles of retrofitting</h2>
Another area of technology progress is digital data systems to monitor indoor energy services. Energy supplier portals, temperature loggers and smartphone apps are now widely available.
For the more enthusiastic, if you buy a couple of temperature loggers and place one in your main living area and one in your main bedroom you can collect data at intervals as small as one second. You can use this data to identify how your house is performing and how you are using it. More importantly, you can satisfy yourself that the retrofit you’ve just paid for has made a difference.
We’ve only covered a few focus areas in this article. There are many good options we haven’t dealt with. However, we propose three principles for any retrofit project:

<li>
prioritise big-ticket items (such as thermal comfort) – what do you need most and what uses the most energy? – to plan and design around your climate zone and home needs
</li>
<li>
prevention is better than cure – focus on passive elements before turning to appliances
</li>
<li>
diversity is better than standardisation – don’t aim for 21℃, aim for controllable comfort, openable windows and adjustable systems room by room. Design in easy adjustment through movable technologies such as fans, curtains, plants and shades.
</li>
</ol>
With all the hard work done, it’s time to sit back and enjoy the new indoor environment, but be aware that, as with our climate, our conventions, routines and expectations of comfort are constantly changing. 
Some argue for evidence of a comfort dividend, where occupants of newly eco-retrofitted homes increase their use of heating or cooling appliances (or both). 
Undoubtedly, as consumption patterns change and social standards shift, we will need to adjust our eco-retrofit priorities. Homes are not just a material work in progress, but are sites of social and cultural life after all.

Thinking about a sustainable retrofit? Here are three things to consider

Not too long ago, land size and location were considered to be two major factors in choosing a home, according to Secret Agent’s latest report.
People wanted big yards to play and entertain in.
The more land the better, because the focus was on the value of land rather than the property itself.
For many people these priorities have changed.
Inner city living allows us to access parks and gardens easily when we want to, without the hassle of keeping a yard in pristine condition.
Kitchens have also become a popular place for entertainment, replacing the role traditionally held by the backyard.
Today, it seems the more land a property is on, the more of a burden it is.
Maintaining a garden 365 days a year is hard work.
At the same time, Secret Agent has noticed a shift in the desires of our clients over the past few years.
They are becoming more specific in the amount of internal space they need for the rooms they use regularly.
The number and sizes of bedrooms, number of bathrooms and size of kitchens and living areas tend to be known from the outset.
Land size and backyard space are less important, particularly if they are not looking to renovate.
As long as there is some kind of outdoor area, there isn’t much of a preference for how big it should be.
Market value of property in particular suburbs is often reported and analysed on a cost per square metre rate.
This is a good metric if land is important.
However, now that some people are caring more about internal usable space, not land size, this metric can be misleading.
Secret Agent created the index to reflect the shifting values of inner city buyers, by revealing the price per square metre of indoor space.
Purchasers and local experts can use it to understand the true value of any property in the inner city suburbs.
This can be achieved by comparing the indoor area of a property to our benchmarks of average price per square metre by suburb.
“Our report will provide an overall price per square metre summary of terraces and townhouses by suburb; highlight the most and least affordable suburbs; and take a closer look at the cost of each room in a house. Finally, an update to our apartment index will be presented,” the report stated.
To create the index, 705 terrace, 232 townhouse and 1303 apartment sales across 31 suburbs in inner Melbourne were analysed.
All sales took place between January and December 2016. Each floor plan was manually measured to ensure accuracy, and floor areas in marketing copy were disregarded.
A terrace was defined as a house (freestanding, attached or semi-detached) of Victorian, Edwardian or Federation style.
These are mostly single storey, but several Boom-style two storey terraces or single fronted homes with rear extensions were also considered terraces.
A townhouse is any other attached or semi-detached house with a footprint over multiple floors, usually built in the last 20 years.
For all area measurements, only the internal habitable space was included. Balconies, courtyards, backyards, front yards, garages, sheds and additional storage rooms were excluded.
Tables 1 and 2 show the price per square metre of internal habitable space in terraces and townhouses respectively.

Terraces are often valued much higher than townhouses and it seems that this assumption is true.
Across the sample of 2016 sales, terraces attracted an average price premium of 52.43% over townhouses.
In terms of price per square metre, this difference is even larger at 56.98% on average.
This means that not only are terraces much more expensive than townhouses on average, they are often smaller than townhouses in total internal area.

What is the price paid in inner Melbourne homes per square metre?

The announcement by the Minister for Housing and Planning, Anthony Roberts, that housing completions have reached a record high is good news for housing supply but the approvals trend is downwards.
The record 34,121 housing completions for metropolitan Sydney is good for housing supply.
This is the highest figure since May 1971 when 35,886 homes were completed. The high completion numbers come from planning approvals from two years ago so it is important to also monitor current approvals.
The large component of high density apartments in the current housing completion numbers at 72 percent indicates a continuing swing to urban living in locations close to jobs and transport nodes. It is important that this trend continues but the Urban Taskforce is concerned that the Greater Sydney Commission’s District Plans will make it more difficult to develop housing in urban centres and on industrial land.
The housing approval numbers for Sydney have dropped from a high in September 2016 of 57,723 year to date to 54,722 in December 2016. Our concern is that this drop of 3,000 housing approvals seems to be a continuing trend which is supported by the January Australian Bureau of Statistics figures for housing approvals.
To enable a continuing pipeline of new housing for Sydney the Urban Taskforce has asked its members for details of large housing projects that are caught up in the planning system. We have received details of over 40 projects representing around 40,000 new homes that are locked in the planning system that could be fast tracked.
Today’s strong housing completion numbers are heading in the right direction but they are still below the average needed over 20 years according to Department of Planning projections. We really need over 40,000 new homes annually over the next few years to balance the previous lean years.
The NSW Planning system is seen by many industry experts to be slower and more complex than that in Victoria or Queensland and the new Planning Minister has an opportunity to simplify the system to ensure a continuing pipeline of housing approvals comes on line.

Office vacancies in Canberra’s Parliamentary precinct have hit a 10-year low of 1.2 percent, owing to strong leasing activity over the past six months, according to real estate firm Colliers International.
The tightening of the A-grade office market contrasts with the slight drop in Canberra CBD vacancy, largely due to the withdrawal of a number of C and D-Grade buildings.
Michael Ceacis, director of Office Leasing at Colliers, said the uptake of A-Grade office space is due to tenants seeking quality office accommodation.
“Landlords are now offering reduced incentives. Early last year 25 percent incentives were being offered and now we are seeing 15 percent or lower. Face rents in Barton are increasing and A-Grade office space is being leased for more than $440 per square metre,” said Ceacis.
“We’re finding that tenants currently occupying C and D-Grade office space in the Parliamentary precinct are looking to stay within the area but in better quality accommodation. This year we’ve already spoken to a number of tenants with a total requirement of over 10,000sq m of office space in A-Grade buildings and there isn’t enough supply to meet this demand.” 
Tenants looking to upgrade are seeking office space with a minimum of 4.5-star NABERS Energy rating with good natural light, end-of-trip facilities, good car parking ratio and close to amenities. 
The office market is expected to tighten further with no new A-Grade stock planned in the short-term. 
According to the latest PCA data, there is 3,348 sqm of A-Grade office space available for lease in the Parliamentary precinct. 
Colliers says tenants’ flight to quality and the limited supply will lead to a further tightening of A-Grade stock, driving incentives down even further and an increase in rental rates. 
According to Colliers International research, there are only a handful of buildings that could potentially be repositioned to meet A-Grade standards in the area.
Landlords willing to spend the capital expenditure needed to upgrade their buildings are securing tenants. As an example, a refurbished office building at 44 Sydney Avenue, Barton is now fully occupied.
“In the past five years we’ve seen several key sites in Barton developed into residential and hotel accommodation, such as Little National Hotel and the Governor Place precinct,” Colliers executive Aaron Bruce said.

Tenders are out to lease the upper level bar and restaurant at the Rockhampton Pier development in Queensland.
The former restaurant is currently being demolished.
The site 189 Quay Street, has more than 300 square metres of indoor and outdoor lettable floor space.
Pat O’Driscoll, principal and director, Knight Frank Rockhampton said this will be the only restaurant in this precinct that is actually cantilevered over the riverbank.
“The riverfront revitalisation will completely transform Rocky and give the city a huge tourism boost," he said.
Building will begin April for late 2017 completion.
The Rockhampton Riverfront area is currently being redeveloped and will eventually feature a fully reconstructed Quay Street, wet play area, revitalised gardens and amphitheatre.

APRA has released its conclusions and high-level observations from its thematic review of commercial property lending over 2016.
Brandon Khoo, executive general manager, Diversified Institutions Division said the review was in response to recent market dynamics and indications that underwriting standards were under competitive pressure.
He said as part of the review, APRA assessed the portfolio controls and underwriting standards of a number of larger domestic banks and foreign bank branches.
"In current market conditions, it is important that the Boards of ADIs are conscious of the settings for underwriting standards and portfolio controls, and in a position to challenge as appropriate," he said.
"In particular, Boards should actively challenge whether expectations of growth in commercial property lending are achievable, given the position in the credit cycle, without compromising the quality of lending.
"APRA’s review revealed that the ability of the Board and senior management to fully understand and challenge the risk profile of lending has often been hampered by inadequate data, poor monitoring and incomplete portfolio controls. APRA expects ADIs to improve their capabilities in this area, and has written to individual ADIs with specific requirements in these areas."

Underwriting Standards 
Sound credit underwriting standards are fundamental to the safety and soundness of lenders, as well as the stability of the financial system as a whole. This is particularly the case in the area of commercial property lending, which has historically been the source of significant credit losses for the Australian banking industry. It is critical that ADIs maintain appropriate standards through the credit cycle, and are prepared to tighten those standards as circumstances dictate. 
APRA has observed a general tightening of underwriting standards, especially for residential development lending, over the past year or so. This has not been uniform, however, and there is a need for ADIs to exercise particular care to ensure that they are not unduly accepting greater risk as other lenders step back. 
The review also revealed evidence that some ADIs were justifying a particular underwriting stance based on what the ADI understood to be the criteria applied by another lender. Underwriting standards should be reflective of the ADI’s own risk appetite and not based on a potentially erroneous appreciation of a competitor’s criteria.

Income producing investment lending</div>

<div class="column">Insufficient constraints on debt size - A key concern is where ADIs have not adjusted the minimum Interest Cover Ratio (ICR), used for debt sizing investment loans, as interest rates have declined. At this point in time, APRA does not intend to prescribe an approach to setting minimum ICRs for debt sizing purposes; however, it does expect ADIs to have thoroughly considered and addressed this risk. ADIs should similarly consider their policies in relation to Loan to Valuation Ratios (LVRs) in light of recent strong asset price growth.</div>

 Debt yield as a complementary underwriting measure - Debt yield (net operating income to total debt) is used by some overseas banks as a key underwriting measure, but it is not commonly used within the Australian market. This metric, supported by prudent ICR and LVR measures as appropriate, could offer benefits to lenders as it provides a measurement of risk that is independent of the interest rate, amortisation period, and capitalisation rate. Need for greater focus on refinancing risk - A number of ADIs demonstrated only limited analysis of the risk in refinancing a facility at maturity.

Residential Development Lending
Sponsors to contribute sufficient equity – A number of ADIs noted an increasing awareness of the use of mezzanine debt / quasi equity from third parties and reliance on material uplifts in land valuations to reduce the size of a sponsor’s contribution of ‘hard equity’. APRA expects ADIs ensure a sufficient level of ‘hard equity’ is at risk from sponsors. Presale quality and coverage – In the past year, some ADIs have tightened underwriting criteria for presales coverage following market concerns with regard to settlement risk. ADIs are now generally requiring qualifying presales equivalent to at least 100 percent of committed debt and have tightened the proportion of qualifying presales permitted to foreign purchasers. However, there was still scope for improvement in a number of ADIs’ policies on what constituted a qualifying presale, and the thoroughness of analysis of presales achieved for particular transactions was sometimes lacking.
 Need to consider end product, location and quality – The consideration of potential marketability issues for properties, such as being poorly located, small apartments lacking in amenities and/or suffering from design issues, was not always evidenced in transaction analysis.
Portfolio Controls
A key finding from the thematic review is that many participating ADIs fell well short of expectations regarding portfolio controls for commercial property. This has been in part driven by an underinvestment in information systems, leading to challenges in extracting portfolio data. Ready availability of detailed and reliable transaction level data, appropriately aggregated, is a key component in obtaining a sound and complete understanding of the risk profile of the commercial property portfolio. Deficiencies in data hamper an ADI’s ability to implement and monitor underwriting standards and portfolio controls.

<div class="column">Availability of transaction data lacking – The identification, recording, tracking and reporting of key transaction characteristics, in a manner which can be readily aggregated, is fundamental to sound risk management. These transaction characteristics include asset type, geographic location, construction contractor and developer concentrations and key underwriting metrics such as ICR, debt yield, loan-to- development costs (LDC), presales to debt cover and LVR. Analysis of these transaction drivers helps an ADI to understand its risk profile at different stages of the cycle. A large number of ADIs were unable to readily provide reasonably basic portfolio information to APRA as part of this review. Portfolio limits can be improved – APRA expects that ADIs with commercial property exposures should manage not only the risk of individual loans but also consider build-ups in risk at the portfolio level. A deeper understanding of the portfolio can be particularly helpful for the Board and senior management in setting and monitoring portfolio limits, and adherence to the lender’s risk appetite, as market conditions change. One fundamental management control to prevent a build-up in risk is an overarching sector concentration limit, as per Prudential Standard APS 221 Large exposures. Better practice would be to also have sub-limits to control concentrations in riskier segments of the portfolio, such as lending for development or land. In addition, improvements in data and system capabilities would permit the establishment of a more targeted risk metrics and controls relating to key transaction drivers for the stage of the cycle.
Better practice is for deep dives into heightened risk segments – A number of participating ADIs had reacted to perceptions of heightened risk in market segments by undertaking deep dive exercises, targeted stress tests and the provisions of additional targeted reports to key stakeholders. This was particularly noticeable for locations where there was considered to be increased settlement risk and had led, in some cases, to tightened underwriting standards for that segment.
Identifying and managing exposures originated outside of standards

<div class="column">Inadequate monitoring of exceptions to underwriting standards - Many ADIs fell short of APRA’s expectations with respect to monitoring exceptions to policy and underwriting standards in the commercial property portfolio. This has been a long-standing concern and many ADIs need to improve their capabilities in this area. Inadequate monitoring of policy exceptions/overrides potentially exposes the ADI to a build-up of risk outside of the documented underwriting standards, representing a shift in risk profile beyond the levels formally approved.</div>

<div class="column">Insufficient justification for deviation from standards – APRA’s review of transactions with higher risk characteristics, or outside ADI underwriting standards, indicated varying levels of qualitative assessment supporting the taking on of higher risk. Justifying lending decisions on the basis of ‘long-standing relationship’ or ‘good track record’ are insufficient, by themselves, to mitigate higher risk characteristics such as higher leverage or weaker presale cover, especially if these are outside approved underwriting standards. </div>
