The enormity of delivering a true skyscraper in Australia's new development market is often overlooked.

It has taken the best part of a decade since plans for Chevron One were first unveiled, but the 52-storey tower is now complete, with residents collecting their keys and moving into what has become one of the Gold Coast's most recognisable new landmarks.

Rising 127 metres above Chevron Island, Chevron One stands almost twice as high as any other building on the island. Its scale places it alongside the trio of towers at Jewel, arguably the last truly significant addition to the central Gold Coast skyline when they were completed around six years ago.

While there are several developments underway around a similar height to Chevron One, they are more concentrated within clusters of the highest towers in the city. The fact Chevron One sits within a developing precinct, looking back at the other high-rise developments in Surfers Paradise and Broadbeach, makes it a different proposition altogether. Developer Bensons Property Group is behind the 52-storey tower, which has just shy of 250 apartments, along with an exhaustive list of resident amenity spread across what is the largest development site ever assembled on Chevron Island.

The tower has been the talk of the town for years, says Ray White Projects Gold Coast agent Caitlin Rosenboom, who is selling the remaining apartments.

"People have been watching Chevron One go up for years," Rosenboom says, adding that many prospective buyers have been surprised by the scale of the views once they step inside.

"It's only when they walk through a completed apartment that they truly understand the position of the building," Rosenboom says.

"The views are jaw-dropping. Whether you're looking east over the ocean, across Surfers Paradise, along the river systems or out to the hinterland, every level offers something different but equally impressive."

While new apartment developments continue to emerge across the Gold Coast, Rosenboom says opportunities to secure a completed apartment with this level of outlook are becoming increasingly rare.

"The size of the site is something that would be incredibly difficult to replicate today," she says.

"That's allowed Chevron One to deliver the sort of amenity, open space and resident facilities that very few projects can offer. There are not many completed apartment buildings on the Gold Coast right now that can compete with the combination of scale, quality and amenity."

There's around 2,000 sqm of amenity solely for the use of residents of Chevron One. Club One features a uniquely shaped swimming pool that mirrors the footprint of the building itself, set within a extensively landscaped gardens. From ONE to ERA: Why buyers are choosing GWH again in Newcastle West

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

While Melburnians sombrely reflect on the risks of intensive commercial development near airport runways, Sydneysiders are enthusiastically scoping the development spin-offs that will come with their new airportin the city’s west.
Critical uncertainties still cloud this prospect. Will Sydney Airport Group take up its extraordinary “first right of refusal” option? The enticing early prospect of securing a virtual monopoly on Sydney’s airspace is now clouded by the reality of huge upfront development costs before any planes land or take off for the first time in the mid-2020s. 
If Sydney Airport Group pulls out, what happens next? Will the opportunity be opened up to other development companies? Or will the government commit more public money to doing the job itself and then on-selling the airport to the private sector?
Will there be rail access from day one, as seems utterly critical to its early success? If so, which option will be preferred – a very fast train or an ambling suburban service? This is the subject of a major transport study with a further dilemma looming: who will build and pay for it?
What type of airport will it be? Current thinking is to have it quickly assume the scale of the current Gold Coast or Adelaide airports with 6-7 million passengers per year. 
But who will fly here? Will it be a hub airport for a major airline/s? Will it have direct international services? Will it specialise in freight services? 
A great many considerations affect the “business case” for the new airport. 
<h2>A bustling ‘third city’?</h2>
Even larger questions relate to co-ordinated land use development around the airport. This is recognised as important, with the New South Wales government delineating an extensive “priority growth area”. The Greater Sydney Commission chaired by Lucy Turnbull envisages a whole new western urban complex around the airport – the so-called “third city” after Eastern Sydney and Parramatta. 
The organising device for making sense of this so far is the “aerotropolis”. This is a model for orderly airport-centric large-scale metropolitan development. It’s exemplified by Dallas Fort Worth, Singapore and Hong Kong. The core is a bustling airport city at the epicentre of road and rail networks knitting together a bustling job-rich region. 
Through other lenses, this aviation-dependent urban form is variously a greenhouse horror story and noise machine. The concentration of critical infrastructure is seen as creating a possible security nightmare. There is now a well-organised global anti-aerotropolis network highlighting the environmental and ecological downsides of aviation mega-projects. 
The guileless boosterism attached to many schemes makes them a sitting duck for devastating critiques by the likes of British critic Will Self. He has taken apart their conventional first world premises as “slumbering on the redeye flight to apocalypse”. 
<h2>The naysayers and the true believers</h2>
All such heretical thoughts were scripted out of a recent industry summiton the Western Sydney Aerotropolis. The registration cost could have paid for a few days’ comparative fieldwork at Dubai Aviation City or Incheon/Songdo in South Korea.
Chairman David Borger, of the Western Sydney Business Chamber, smoothly chaired two days’ worth of proceedings that were generally dismissive of naysayers finding different and ineffectual ways of saying no – no airport, no curfew, no jobs. 
This was a room of largely true believers, starting with the federal infrastructure minister, Paul Fletcher, and NSW’s minister for Western Sydney, Stewart Ayers. All were upbeat spruikers for the cause.  
Yet despite the palpable goodwill – and there’s no doubt Sydney has the chance to pull off something world-leading – many questions again surfaced about how this area might best be planned and governed.  
<h2>Something for everyone</h2>
How massive a jobs generator will the airport be? How vulnerable is a sustainable economic strategy for Western Sydney based around an airport that will have to go head-to-head with the established and profitable Kingsford-Smith Airport? 
On a trip to Sydney in 2015, Professor John Kasarda, who has almost trademarked the “aerotropolis” label, made the disruptive suggestion that Kingsford-Smith might best be closed. The old airport could then be transformed into a lucrative urban renewal site to ensure the success of the new airport. 
Sub-regional governance is the major concern: how best to orchestrate infrastructure, timing, type and location of development within special stakeholder-friendly administrative arrangements. 
An “aerotropolis delivery authority” was mooted. But in what form isn’t clear. Local governments and a chafing-at-the-bit development sector respectively need sensibilities assuaged and aspirations equitably managed. 
Dealing with developers large and small, private and institutional, looms as a major challenge. The aerotropolis promotes land dreams because it offers something for everyone – business parks, retail centres, residential estates, innovation districts, medical complexes and university campuses. Advanced planning for a science park at Luddenham is the bellwether. 
<h2>A thoughtful approach</h2>
The aerotropolis notion works best as a reminder of the need for integrated regional planning. What is lacking is a human-scaled approach that values liveability alongside productivity. 
These issues surfaced at the summit and require more attention. How do we promote a healthful metropolis on the back of an airport? The rival paradigm of “airport urbanism” has some utility in stressing small-scale community gains. 
So, there are many questions about how this will pan out. Spatial planning needs to be advanced to develop a clearer vision for the airport. That now should be linked to an implementation model for the wider region that co-ordinates all the public and private players jockeying for a piece of the action. 
As Borger stressed at the summit’s end: so many issues keep coming back to the importance of getting the governance right. Constructing the airport alone will be a demanding engineering project. But the real challenge will be choreographing the mix of old and new city that will surround it.

Flying into uncertainty: Western Sydney’s ‘aerotropolis’ poses more questions than answers

Changes to smoking rules in parts of the country set the stage for 'smoke free by-laws' in strata properties.
The stage is set for new smoking laws in Victoria, as New South Wales and Queensland progress reforms on controlling if and where apartment owners can smoke.
Owners corporations in Victoria are encouraged to get feedback from their owners on what their position is.
As part of a raft of changes to New South Wales strata legislation in late 2016, for the first time smoking was included as a potential nuisance or hazard to apartment residents. Owners corporations there can now create by-laws to make their buildings smoke-free.
Queensland, which is currently reviewing its strata legislation, has also proposed laws to allow smoking to be banned in apartment buildings.
Should Victoria be looking to emulate these reforms?
Residents of apartments are more vulnerable to second-hand smoke because the smoke can easily drift between areas of a building. Furthermore reverse cycle air conditioners, common to many apartment buildings are often taking the second hand smoke from one individual and circulating it to other members of the Owners Corporation.
Some strata schemes have been crying out for the chance to regulate smoking in their buildings.
The aim of these by-laws is not to stigmatise people who smoke but restrict where people can smoke or restrict smoking completely to create a cleaner and healthier living environment for all residents of a scheme.
The most obvious benefits of smoke-free apartment buildings is the health benefits from decreased exposure to second-hand smoke.
Second-hand tobacco smoke causes cancer and any level of exposure is potentially unsafe. Children exposed to second-hand smoke are at an increased risk of a range of conditions.
Adults who have been exposed to second-hand smoke experience immediate adverse effects on their cardiovascular system and in the long term can develop coronary heart disease and lung cancer.
Benefits to smoke-free apartment buildings is not limited to just the health aspect but can also create financial benefits to owners.
Tobacco smoke leaves residue on walls and curtains and smoke-free apartments have been shown to have cheaper cleaning costs.
Smoke-free buildings also carry a reduced risk of fire and other damage such as burn marks on carpets, furniture and counters thereby reducing repair or replacement costs.
Current laws in Victoria only allow for smoking to be prohibited on common property.
Owners Corporations under the 2006 Act are able to pass a rule as a special resolution at an AGM, prohibiting smoking in designated common property areas but cannot prohibit a resident from smoking in their lot.
So how do the NSW laws work?
In NSW an owners’ corporation can create smoke-free by-laws or make changes to existing ones. New by-laws require a special resolution at a general meeting of the owners’ corporation. For the by-law to be introduced 75 percent must vote in favour of the resolution.
Once a by-law is in place and communicated to all residents in the building a breach can result in a penalty notice being issued by the owners’ corporation. The offending owner or resident may be ordered to pay a monetary penalty.
Ultimately it is about giving strata communities a choice.
The updated legislation that allowed these by-laws to be brought in are not anti-smoking per se, but they do give strata communities that do not want smoking in their buildings a great deal more power enforce restrictions. Ultimately it’s up to each community to individually decide how their scheme is managed.
Victorian decision makers should be closely watching their New South Wales and Queensland counterparts to see how the smoking model rule is received by owners.

Total employment increased by 80,000 over the three months to February 2017, according to the Detailed Labour Force Figures reported yesterday by the ABS. 
Over the year to February, employment was up by 190,400, the strongest pace of growth in a year and well above the long run average.

Very good on paper! Rather too good, in fact, in the event. To cut a long story short, upon checking with the ABS, it seems that the figures were just not right.
A slight glitch in the matrix, one might say. The quarterly gains were driven by a large 45,500 increase in construction employment.
Mining employment is also now seen to be rising again. 
On the other hand, the rebound in manufacturing employment seems to have popped, and employment in the retail trade sector has apparently been crushed over the past year, down by a thumping 62,700.

A bit of a mixed bag, and one which suggests to me that the economy has become too heavily reliant upon the residential building boom. Construction employment has now soared to 1,114,800 from a total workforce of about 12 million, which seems incredibly high - well above historic norms - and probably peaky.

Remarkably the rebound in total mining employment to 241,700 means that employment in the industry is now only 36,700 below the 2012 peak. 
Where are the jobs? Perhaps I'll look at the regional jobs growth another time.
Just to note here for now that Sydney has consistently seen the lowest unemployment rate of the major capital cities, and Adelaide the highest. 
Hobart takes out the most improved award.

Brisbane is now seeing population growth picking up as expected, which over time will help to tackle the inner city apartment glut, though this is also putting pressure on detached house prices in sought after school zones. 
But to date Greater Brisbane doesn't appear to be creating the jobs to keep its unemployment rate down.
And it needs to.

Construction driving employment increases: Pete Wargent

Plans for a new luxury $200 million beachfront residential tower in Surfers Paradise have been unveiled.
The development application for the 2-4 Wharf Road project was lodged with the City of Gold Coast earlier this month by developer Golden Gate Property.

The plans include 35 whole floor residences, a two-storey sub-penthouse, a three-storey penthouse, as well as a 450 square metre stand-alone beach house.
Architectural firm Rothelowman claims that the parametric design tools, wind engineering and modeling technology used to design the building’s facade is one of the first times it has been applied to a residential building anywhere in the world.

Golden Gate Property director of development David Whiteman said Wharf Rd aims to fill a gap in the region’s ultra-premium apartment market.
“We are delivering an internationally recognised project for the Gold Coast which, through delivering a combination of iconic design, an ultimate beachfront location and ultra high-end facilities, unquestionably defines the new meaning of exclusive beachfront living,” he said.
“We didn’t want it to look like a tower of glass, we wanted the design to really celebrate living on the beach and appreciate Rothelowman’s subtropical approach of designing each sky residence to open up like a traditional old Queenslander.”
Rothelowman associate principal Jonothan Cowle said the design aimed to reflect the culture and environment of the local area.
“We started with the idea of a beach house in the sky - a place with a veranda, offering protection from the summer sun, a place to linger, a garden, a place where one can enjoy the weather, the love of the environment, a place to revel in the playfulness of the coast,” he said.
“We wanted the tower to touch the ground so lightly it would seem to be dancing upon the sands. A tower so exactly tailored to its environment, that is couldn’t exist in any other place, but the coast of beautiful Surfers Paradise.”

The Lismore City area and the surrounding towns of Kyogle and Casino are relatively affordable in comparison to other localities on the NSW Northern Rivers/Far North Coast, according to HTW’s Month in Review: March 2017. 
The valuation firm says there is ample opportunity of first home buyers, with starting prices of $250,000 to $350,000 for a comfortable three to four bedroom, original home within Lismore City and approximately $200,000 to $275,000 within Casino and Kyogle.
The firm warns that first home buyers will face competition from investors.
“Advice to first home buyers would be to have modest expectations and start off small,” it says.
“We have noticed an increase in the advertising of housing stock from developers trying to appeal to the first home buyer.
“Such developments tend to be slightly different from the norm with emphasis on affordability and community living.
“Most of the residential structures in this instance are relatively compact and have shared community gardens/landscaping.
“Some developers have even self-imposed restrictions to only be made available to “first home buyers” and not investors.”

Lismore an affordable option in the Northern Rivers: HTW

Good land sales and home construction activity in the new and modern residential estates in the Southern Tablelands is pushing first home buyers to suburbs on the outskirts of Goulburn, according to HTW’s Month in Review: March 2017.  
The valuation firm says Belmore Estate, Merino Country Estate and the Mistful Park Estate are offering packages that are affordable options for first home buyers.
New land releases in these estates are trading for $220.000 to $250,000, with house and land packages ranging from $500.000 to $550,000, HTW says.
“Likewise some of the villages between Sutton Forest and Goulburn, such as Marulan, have seen an uptick in first home owner activity, with new land releases being quickly absorbed by the market in the $160,000 to $190,000 range for 1,000 square metre blocks,” the report states.
“Part of the attraction here aside from lower entry price is ease of access to the freeway.”

Southern Tablelands house and land packages attracting first home buyers: HTW

There has been an increase of 132% in Ryde’s property prices over the past decade, according to Savills’ latest report.
“The average price in Ryde in September 2016 was $1.5 million for a house and $656,000 for a unit.
“House prices are 40% higher than the average across Sydney, but still offer a substantial discount compared to the neighbouring waterfront suburbs of Tennyson Point and Putney, where house prices average over $2 million.
“However, units in Ryde offer a discount of 7% when compared to the Sydney average due to a higher concentration of units in central, more expensive locations.
“Over the past 10 years, house and unit prices in Ryde have increased significantly with values rising by 144% and 122% respectively, outperforming the Sydney average.
“Over the past year, the rate of annual growth has slowed to just 5%, reflecting a more subdued housing market seen across Sydney,” the report stated.
Ryde’s median house prices is $1,600,000 while units can expect to have a median price of $691,400.

A strong tenant demand is driving investors to Ryde Savills says.
“Investors are attracted to Ryde for a number of reasons, including strong tenant demand.
“In Ryde, 28.1% of households are in the private rented sector, slightly higher than the average across Greater Sydney of 25.0%.
“Rental growth in Sydney and in Ryde has not kept pace with the strong capital value growth but the returns can still be attractive.
“The median weekly rent is $690 for houses and $520 for units, resulting in average yields of 2.4% and 4.1% respectively.
“Over the past 10 years, unit supply in Ryde has been inconsistent.
“A number of large-scale developments came to the market in 2014, resulting in two and half times the number of unit sales that year compared to the average over the previous five years.
“With strong price growth and rental demand, the Ryde market was able to absorb this increase in stock and the number of unit sales over the past year has decreased to be in line with the long-term average.
“The supply of new units can also affect the vacancy rate.
“In Ryde, the vacancy rate in September 2016 was 2.7%, up from 1.5% three months previous as more properties become available to rent,” Sophie Chick, Head of Savills Residential Research advised.
The population in Ryde increases by 2000 new residents annually Savills stated.
“Over the past 10 years, the population across the City of Ryde has increased by 20%, which equates to nearly 2,000 new residents per year.
“International buyers are an important source of demand for the housing market across Sydney as both owner occupiers and investors.
“In Ryde, there is already a large international community, particularly from Asia, with nearly 20% of residents describing their ancestry as Chinese compared to just 8% across Sydney.
“Residents in Ryde work in a number of locations.
“The City of Ryde, including Macquarie Park, is the most popular destination, accounting for a quarter of all workers.
“However, 75% of the workforce living in Ryde commute to elsewhere in Sydney, reflecting Ryde’s connectivity to both the centre of Sydney and other key employment locations such as Parramatta.
“The largest employment industry for people living in Ryde is the Professional, Scientific and Tech sector.
“This industry is the fastest growing in Sydney meaning Ryde is well-placed to draw on the newly created wealth that will result, as Tech buyers in particular look to emerging markets,” the report commented.
Savills says that Ryde will continue to benefit from increasing demands in Sydney’s population growth.
“The property market in Ryde has already, and will continue to, benefit from increasing demand due to Sydney's population growth.
“Over the next 20 years, the City of Ryde’s population is forecast to increase by 43% compared to 37% across Greater Sydney.
“As well as the new residential units under construction, a number of new office, retail and infrastructure projects are underway which will continue to increase the desirability of the area for existing and new residents,” the report stated.

Property prices on the rise in Ryde: Savills

The North West region of Melbourne had the highest weekend auction clearance rate, according to CoreLogic’s latest report.
The property data firm says that out of the 84 auctions known in the North West region, 91.7% resulted in success.
This is followed by the North East with 86.1% and the Inner East with 80.7%.

North West Melbourne region scores 91% auction clearance rate: CoreLogic

The Northern Beaches had the highest weekend auction clearance rate in Sydney, according to CoreLogic’s latest report.
The property data firm says that out of the 80 auctions known to the in Northern Beaches 91.3% resulted in success.
This was followed by the City and Inner South with 90.1 % and Baulkham Hills and Hawkesbury with 88.2%.
