The enormity of delivering a true skyscraper in Australia's new development market is often overlooked.

It has taken the best part of a decade since plans for Chevron One were first unveiled, but the 52-storey tower is now complete, with residents collecting their keys and moving into what has become one of the Gold Coast's most recognisable new landmarks.

Rising 127 metres above Chevron Island, Chevron One stands almost twice as high as any other building on the island. Its scale places it alongside the trio of towers at Jewel, arguably the last truly significant addition to the central Gold Coast skyline when they were completed around six years ago.

While there are several developments underway around a similar height to Chevron One, they are more concentrated within clusters of the highest towers in the city. The fact Chevron One sits within a developing precinct, looking back at the other high-rise developments in Surfers Paradise and Broadbeach, makes it a different proposition altogether. It will certainly become a reference point on the Gold Coast skyline.

Developer Bensons Property Group is behind the 52-storey tower, which has just shy of 250 apartments, along with an exhaustive list of resident amenity spread across what is the largest development site ever assembled on Chevron Island.

The tower has been the talk of the town for years, says Ray White Projects Gold Coast agent Caitlin Rosenboom, who is selling the remaining apartments.

"People have been watching Chevron One go up for years," Rosenboom says, adding that many prospective buyers have been surprised by the scale of the views once they step inside.

"It's only when they walk through a completed apartment that they truly understand the position of the building," Rosenboom says.

"The views are jaw-dropping. Whether you're looking east over the ocean, across Surfers Paradise, along the river systems or out to the hinterland, every level offers something different but equally impressive."

One of Chevron One's defining advantages is its location on the eastern side of Chevron Island on Stanhill Drive, a position which protects the views forever.

While new apartment developments continue to emerge across the Gold Coast, Rosenboom says opportunities to secure a completed apartment with this level of outlook are becoming increasingly rare.

"The size of the site is something that would be incredibly difficult to replicate today," she says.

"That's allowed Chevron One to deliver the sort of amenity, open space and resident facilities that very few projects can offer. There are not many completed apartment buildings on the Gold Coast right now that can compete with the combination of scale, quality and amenity."

There's around 2,000 sqm of amenity solely for the use of residents of Chevron One. Club One features a uniquely shaped swimming pool that mirrors the footprint of the building itself, set within a extensively landscaped gardens. From ONE to ERA: Why buyers are choosing GWH again in Newcastle West

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

However Darwin takes the most amount of time with most units and houses taking up to 3 months or more to sell.

Brisbane houses selling much quicker than apartments: CoreLogic

Average sales turnover has declined slightly over the 12 months to December 2016, according to JLL’s latest retail report.
This annual report highlights the retail market industry and the views of retail centres managers view points on how the retail industry is doing.
Turnover in sub-regional centres declined by 0.3% although specialty turnover improved marginally by 0.4%.
The continued poor performance of discount department stores (Kmart being the exception) has impacted sub-regional centre sales.
This is reflected in recent results for the first half of the 2016-17 financial year compared with the corresponding period the previous year:

<li>Big W comparable store sales declined by 6.3%;</li>
<li>Target comparable store sales declined by 18.2%;</li>
<li>Kmart comparable store sales increased by 5.7%;</li>
<li>Coles food &amp; liquor comparable sales increased by 1.3%;</li>
<li>Woolworths comparable store sales increased by 1.9%.</li>
</ul>
Vacancy rates in sub-regional centres were also higher in 2016 than in 2015 despite improvement in the second half.
This may have had a slight negative impact on performance during 2016.
Annual neighbourhood centre sales declined by 1.3%.
While competition between supermarkets has been particularly strong and was often noted as a concern by Centre Managers, some centres have seen a range of non-retail services such as medical centres, financial services and travel agencies that do not report sales replace retail stores.
This change in tenancy mix may have impacted overall turnover but may have been a positive for the centre in terms of providing the services customers want at their local centre.

Retail trade across Australia grew by a modest 3.5% in 2016.
When new centre openings, expansions of existing centres and the continued expansion of global retailers such as Costco, ALDI and fast fashion labels is taken into account, competition for the retail dollar is very strong.
The key area of weakness has been department stores, which managed growth of just 0.6% in 2016.
Discounting amongst supermarkets has kept growth in the supermarket sector to a low 2.6% in 2016, despite relatively strong growth in new supermarkets as the major players fight for market share.
The level of new supply across the neighbourhood, sub-regional and regional centre markets of Australia’s major capital cities was relatively high in 2016 at 347,000sqm.
Even more supply is in the short-term pipeline, with completions expected to peak in 2017 at 416,000sqm.
This will serve to heighten competition in the retail sector.

Average retail sales turnover declines slightly over past year: JLL

Urban planners have been blamed for a lot of things, including higher housing costs. But the solution is to refine the process, not sideline the good planning that makes cities safe and liveable.
Modern urban planning first came about to improve industrial cities that had become unsafe, unhealthy and essentially unliveable. However, new policies in Australia and New Zealand view planning as a cause of urban problems, not a solution. Both treat urban planning as a hindrance, which supposedly slows down economic growth and is the main reason for unaffordable housing.
Why did urban planning fall out of favour?
Several underlying factors explain this aversion to planning.
First, many urban areas developed under the current planning system haven’t produced a very liveable environment. It is difficult to make a case for the value of planning with few good examples. In some cases this isn’t bad planning; rather, traffic engineering has taken precedence.
But what might this approach mean for future development of Antipodean cities? While urban planning may have fallen short of its goals over recent decades, policy that marginalises urban planning exposes us to long-term social and environmental risks.
Cities in Australia and New Zealand do face particular challenges: both countries are highly urbanised, 89% and 86% respectively. A closer look at land use patterns and infrastructures show they are mostly suburban – closer to Houston than Hong Kong. Therefore, urban policy faces the challenge of governing suburbia.
Many areas of Auckland, for instance, are designed in such a way that residents have little choice but to drive everywhere. They are unsafe for children or seniors to navigate. And vast amounts of space are allocated to parking for private vehicles.
This is the cumulative result of decades of infrastructure decision-making that prioritises private vehicle movement over safer and more efficient public transport. Residents are living with the consequences of this, and current policy risks more of the same for future residents.
New shared spaces, cycle lanes and frequent transit services are a dramatic improvement. However, greater change is needed to make an impact on everyday life for those who live and work outside the city centre.
Second, delays in planning approvals are notorious for adding significant cost and uncertainty to property development. But inefficient delivery of planning services should not be confused with overly stringent planning rules.
Planning rules are intended to mitigate environmental damage and improve the quality of development. Rather than getting rid of planning, delays can be reduced through better resourcing, training and management of planning departments.
Also, approvals are only one step in delivering new housing. Fast-tracked consenting in Auckland’s special housing areas resulted in 30,000 consented dwellings, but only 1,300 new homes were built over almost three years.
This shows that other factors slow down the pace of development. These include capacity in the construction sector, local construction labour and delays due to land banking.
Putting affordability claims to the test
Poor urban planning is claimed to be the primary cause of unaffordable housing. It is said to be linked to higher house prices and lower economic performance.
Evidence to support these claims shows a correlation – but not a causal link – between the restrictiveness of planning regulations and housing affordability.
The simple correlation ignores other factors driving house prices: speculative investment behaviour, incentives for land banking, record-low mortgage rates and strong cultural biases toward home ownership.
Looking to land supply as the primary policy lever to fix this may do little to moderate house prices. It also overlooks more important causes.
Urban expansion also has implications for transport: it is expensive and inefficient to leave transport authorities playing catch-up to serve new growth areas.
The politics of growth further complicate expansion of land supply and tend to distribute new growth haphazardly. Most residents agree that cities need to allow for future growth, but deciding where this should go is contentious. Recent growth in New Zealand and Australian cities has been accommodated mostly in the city centre and at the urban fringe.
Only a small share of growth is in existing suburbs. Suburban residents (or at least a vocal contingent) often oppose new growth. This is unsurprising since intensification counters the very reason for living in the suburbs – more space and fewer people.
Regardless, urban policy needs to acknowledge the political tensions in accommodating growth.
Good planning involves citizens
National urban policy is important to manage land use and infrastructure differently in cities. Policies don’t have to be prescriptive. They can also enable local authorities to govern better with greater devolution of power and fundraising capabilities.
Scaling back urban planning is an understandable but disappointingly short-term response. In many cases planning hasn’t delivered what it promised. Measures to reduce delays and improve the quality of the built environment are needed. However, policy that simply reduces the role of planning may result in significant long-term costs.
Such an approach risks environmental damage, as well as uncoordinated land and transport development. The next generation living in our cities will pay for it.
Informed citizens are essential to support good planning and infrastructure decisions. For the general public, however, local regulations on urban planning, infrastructure and environmental quality are painfully dull. But they are also fundamental in shaping your everyday life: where you can afford to live, your daily commute, and the chance of air pollution shortening your lifespan.
For those without time to go through lengthy consultation documents and plans, local advocacy groups are leading the way to translate these concisely to the public. Auckland’s Generation Zero is a good example. This organisation is advocating for inter-generational equity and environmental sustainability in local planning and transport, with targeted campaigns on important projects and planning decisions.
Negotiating the trade-offs and politics of urban growth is always a challenge for policy, but quality public engagement is crucial to build cities that are liveable, affordable and environmentally sustainable over the long term.

Sidelining planners makes for poorer urban policy, and future generations will pay the price: Jenny McArthur

A new two-level David Jones store is one of the headline attractions of the recently opened Macarthur Square shopping complex redevelopment.
Commenced in 2015, the $240 million project in south-west Sydney’s Campbelltown also includes international retailer H&amp;M, a new look Coles, fresh food market hall, more than 40 new specialty stores, an alfresco and casual dining precinct, along with 500 additional car spaces.
The Lendlease-managed centre is jointly owned by Australian Prime Property Fund Retail (APPF Retail) and the GPT Wholesale Shopping Centre Fund.
The redevelopment increases the centre’s  gross lettable area (GLA) from 94,300 square metres to approximately 107,000 square metres.
Gary Horwitz, head of retail at Lendlease, said the redevelopment is a response to the changing nature of shopping centres.
“Our customers have told us they want to visit a world class shopping centre without having to travel to the city,” he said.
“The redevelopment of Macarthur Square has allowed us to grow with the region and adapt to the changing demographics and needs of our local customers, ultimately delivering an outstanding, all-encompassing, and sustainable retail experience.

Macarthur Square shopping centre unveils $240 million redevelopment

Brisbane property sale numbers have increased slightly in the past three months and sales figures have significantly increased, according to research from CoreLogic’s Brisbane Fringe Cityscope.
The property data firm says that the last three months to the beginning of February 2017 recorded 37 sales for a total of $313.1 million.
This consists of $262.6 million for commercial, $3 million for commercial strata, $3.5 million for retail, $7.4 million for retail strata and $36.7 million for other.
In comparison, the last three months to the beginning of November 2016 recorded 31 sales for a total of $88.8 million.
This consists of $4.6 million for commercial, $9.9 million for commercial strata, $1.6 million for retail, $66.9 million for retail strata and $5.8 million for other.
The 12 months leading up to early February 2017 recorded 128 sales for a total of more than $728.2 million, over $80 million more than the same time last year.

Together the top sales recorded this quarter total over $181 million, these sales include:

<li>Kings Row Office Park, 40-52 McDougall Street, Milton, comprising multiple office buildings between two and six storeys and over 400 car parks, was bought for $94.9 million by Shayher Alliance Pty Limited. The buildings were constructed between 1989 and 1996. Anthony Ott and Peter Chapple of Savills Brisbane negotiated the sale.</li>
<li>33 Park Road, Milton, a four-storey office building, was sold with a residential building at 14 Gordon Street (not covered by Cityscope) for $48.2 million to Wholesale Australian Property Fund. The sale represented an initial yield of 7.37% on passing income of over $3.55 million. Peter Court and Mike Walsh from JLL Brisbane sold the property in conjunction with Seb Turnbull and Luke Billiau of CBRE Brisbane.</li>
<li>200 Creek Street, formerly known as Medtronic House, a 10-storey office building with basement car parking, sold in January 2017 for $38.7 million to Sentinel Regional Office Trust. The sale represented an initial yield of 9.58% on passing income of over $3.7 million. Luke Billiau and Seb Turnbull of JLL Brisbane sold the property in conjunction with Peter Court and Mike Walsh from JLL Brisbane.</li>

Brisbane commercial property sales on the rise in 2017: Cityscope

Roughly half of the properties in the latest release at the Cedar Woods development in Jackson Green, Clayton South, were sold to first home buyers and young couples.
The latest release of Jackson Green’s town homes, features a selection of 23 architecturally designed three and four bedroom homes.
Patrick Archer, state manager, Cedar Woods, said town homes are a great option for first home buyers as they are affordable, low maintenance and provide excellent investment opportunities for young buyers. 
“Government grants and stamp duty exemptions make buying off the plan desirable for first homebuyers as the total capital outlay is greatly reduced,” he said.
Emily Vuong, recently purchased a three bedroom town home in the recent Grove release at Jackson Green.
She said she was only able to purchase the town home after teaming up with her boyfriend and parents.
“I would never have been able to purchase a property myself," she said.
“From my parents’ assistance I was able to get a foot up in the property market much earlier than most friends, purchasing off the plan allows me to save up a larger deposit before settling, reducing my overall mortgage.
“The co-buying approach is a common topic of discussion at social gatherings, with friends investigating possible partnerships to enter the market sooner rather than later."

Co-buying a viable option for first home buyers

First time buyers remain a relatively small component of mortgage demand, according to CoreLogic’s latest report.
The property data firm says that Western Australia has the highest percentage of first home buyers of the mortgage demand.
New South Wales has the lowest percentage with first home buyers accounting only 8% of the mortgage demand.

First Home Buyer demand strong in Western Australia: CoreLogic

The most recent ABS Survey of Income and Housing 2013–14 reveals that households buying their first home are older than they were over a decade ago, according to AHURI's recent brief.
In 2000–01 over 60 percent of first home buyers were aged between 25 and 34 years old, by 2013–14 that had dropped, with just under half (49.6 percent) of first home buyers being between 25 and 34 years old.

This indicates that households are delaying buying a home, which in turn could mean they are still paying off their home when they reach retirement age.
Indeed, as other ABS Housing Occupancy and Costs data shows, the proportion of households aged 65 and over still paying off their mortgage has more than doubled, having risen from 3.6 per cent of all households aged 65 and over in 2000–01 to 8.2 per cent in 2013–14.

Australians buying their first home at an older age: AHURI

The Central Coast region provides many choices or first home buyers, according to HTW’s Month in Review: March 2017. 
The valuation firm says at the northern end of the region, first home buyers would be looking at Gwandalan for newer housing and Lake Munmorah, San Remo, Budgewoi and Gorokan for older dwellings.
New housing in the Woongarrah, Hamlyn Terrace and Wadalba areas are also available for those with a little more to spend.
“In terms of prices, this nowadays starts above $400,000 for older dwellings and upwards of $500,000 for newer housing,” HTW says.
“Depending on the location and price, many of these dwellings will be unrenovated.”
In the south of the region, first home buyers have been eyeing off suburbs such as Narara, Niagara Park and Wyoming as a starting point.
“ These are older suburbs with generally older dwellings and prices rarely seen below $500,000 with good transport links, close to schools and close to shops,” the report says.
“The main northern railway line runs through the region, but without rail corridors to the suburbs away from it, public transport is a little limited on the coast, so options for first home buyers without motor vehicles are similarly a little limited.
“However, the number of new unit complexes recently completed, currently under construction, planned and already existing in the Gosford City Centre should go some way to addressing this problem.”
“Old and new units provide an affordable option for first home buyers with the prospect of turning them into investment properties should unit living be replaced by living in a freestanding dwellings.”
HTW says that the price point for investors and owner occupiers is quite similar and many of the typical first home buyer suburbs are shared with investors.
It considers house and land packages mostly good value when the inclusions in the products are listed.
“In terms of housing, the suburbs of Woongarrah, Hamlyn Terrace and Wadalba are where the bulk of the house and land packages can be found,” it says.
“Many have four bedrooms, two bathrooms, double garage, modern finishes and are ready to move into.
“Prices are in the mid to high $500,000s with more affordable options available for smaller dwellings, but with the same level of finishes and amenity.
“For those who find new housing in a developing estate not to their liking, we suggest the buy and renovate option.”

Plenty of options for first home buyers on NSW Central Coast: HTW

Celebrity chef Jamie Oliver has purchased six Jamie’s Italian Australian restaurants from Keystone Hospitality Group and will travel to Sydney in May to meet suppliers and launch a new menu.
According to a report in the Daily Telegraph, Jamie Oliver said its a happy ending for the restaurant portfolio.
“This is a process that I’ve never been through so it’s all very new, but it’s a really happy ending," he said.
"I wish I could have done it sooner but we got there and it’s safe to say that every cloud has a silver lining."
"I am glad the buyout of the six restaurants, which were sold for an undisclosed sum, had gone smoothly and am looking forward to arriving in Sydney on May 8.
“I believe in Australia and I’m invested in it in so many ways. I can’t wait to get over there,” he said.
The six restaurants were put on the market in July 2016 when owner <a href="/expert-insights/investing/keystone-selling-all-jamies-italian-in-one-line">Keystone Hospitality Group was placed into receivership</a>.
