<p>Repeat buyers are one of the strongest measures of confidence in any apartment development.</p>

<p>The judging submission also highlighted practical innovations throughout the building, including lift cores servicing only nine homes each, a central landscaped lightcourt designed to bring daylight and ventilation into the building, and fully enclosed private storage rooms with lighting, power and shelving to better accommodate residents transitioning from larger family homes.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>The number of auctions scheduled to take place across the combined capital cities this week is expected to increase, with 2,166 currently being tracked by CoreLogic.</p>
<p>In both Melbourne and Sydney, the two major auction markets, auction activity is set to ramp up with 1,133 scheduled auctions across Melbourne, increasing from 828 last week and 738 homes to go under the hammer in Sydney, up from last week’s 596.</p>

<p>Across the smaller auction markets, volumes will see an increase across Canberra and Tasmania, while decreasing in Adelaide, Brisbane and Perth.</p>
<p>Overall, auction activity is set to be lower than what was seen over the corresponding week last year (2,675).</p>
<p>Last week, the final auction clearance rate across the combined capital cities fell below 70 percent, after remaining in the mid-70 percent range for 10 consecutive weeks.</p>
<p>There were 1,751 capital city auctions last week, with 69.8 percent reporting as successful, down from the 73.9 percent, across a significantly lower 493 auctions the week prior.</p>
<p>When compared to one year ago, auction volumes were a lower 1,565, with 69.7 percent clearing.</p>
<p>In Melbourne, volumes rose substantially over the week, with 828 auctions held and a final auction clearance rate of 75.2 percent.</p>
<p>This is lower than the 81.3 per cent across 102 auctions the week prior, however higher than one year ago when there were 602 auctions and a success rate of 71.5 percent.</p>
<p>Across Sydney, volumes doubled over the week, with 596 auctions held and 72.4 percent reporting as successful, down from 77.0 percent across 279 auctions the previous week and also lower than the 77.4 percent one year ago.</p>
<p>Across the remaining capital cities, clearances rates fell in Adelaide, Canberra and Perth, while increasing in Brisbane and Tasmania, however auction volumes were significantly higher last week compared to the week prior.</p>
<p>Geelong recorded the highest clearance rate of all the non-capital city regions at 70.7 percent, while the Gold Coast region had the highest volume of auctions (64).</p>

<p>The property data firm says that out of the 26 auctions known to CoreLogic in Ryde 88.5 percent resulted in a successful outcome.</p>

Ryde scores lucky auction clearance rate of 88 percent: CoreLogic

<p>Fractional property investing platform BrickX has added another property to its choices for investors, and says it is their cheapest yet offering with a ‘brick’ priced at $57.</p>

<p>It had been an investment for the previous owner, who had paid $475,000 in 2011.</p>
<p>In 2016 it had been a $675 a week rental, with a more recent $700 a week rental in January. A $700 a week rental would reflect a 4.33 percent yield for BrickX.</p>
<p>BrickX CEO Anthony Millet said it’s the lowest ‘Brick’ price yet. </p>
<p>“We’re thrilled to offer investors a share in this inner-Sydney property at such a low price point,” Millet said. </p>
<p>“With the Brick price starting at just $57, BRICKX continues to strive to make property investment affordable for all Australians”. </p>
<p>BrickX buys properties and divides them into 10,000 units or “Bricks”. Investors may then earn capital returns and monthly net rental income in proportion to the number of Bricks owned. </p>
<p>The platform allows members to choose when to invest and when to exit their investments by offering their ‘Bricks’ for sale on the platform. </p>
<p>The one bedroom, renovated apartment on McLachlan Avenue is part of a small boutique block and is already tenanted at $700 per week with an estimated net rental yield of 2.13 percent per annum.</p>
<p>“Darlinghurst is renowned for its eclectic, vibrant mix of cafes, bars and restaurants and is within walking distance to the CBD with easy access to public transport, making it a very desirable suburb,” Millet added. </p>
<p>Tim Lawless, head of Research at RP Data CoreLogic and an advisor to BrickX, said Darlinghurst has been a very consistent performer over the last decade. </p>
<p>“CoreLogic figures show unit prices have risen over the last 5 years (to end of March 2017), on average, by 9.22 percent per annum,” Lawless said. </p>
<p>“Rental yields tend to be higher than the broader Sydney average as well, with the typical Darlinghurst unit currently attracting a 4.2 percent gross yield.” </p>
<p>It owns properties in Bondi Beach, Enmore, Mosman, Annandale and Double Bay in Sydney, along with Prahran and Port Melbourne, in Melbourne, each with a different ‘brick’ price.</p>
<p>The platform was officially launched in September 2016 and has more than 3,300 investors now, with a property portfolio of around $9.5 million.</p>
<p>Earlier this month, BrickX won the CANSTAR 2017 Innovation Excellence Award. </p>

Investing platform BrickX offers its newest property in Darlinghurst for just $57 per 'brick'

<p dir="ltr">Accessing super offers little help for buyers looking to purchase in Sydney and Melbourne first time home buyers expecting to use superannuation savings as a deposit for a property, according to CoreLogic research analyst Cameron Kusher.</p>
<p dir="ltr">“Money accumulated in funds is relatively immature and unlikely to sufficiently boost buying power in order to enter into the market,” he said.</p>
<p>"Last week the ABC crunched some numbers for purchasing using superannuation.</p>
<p>"They developed figures which showed that based on the average earnings for a 25 to 34 year old, including their 9.5 percent super and a $7,125 per annum co-contribution, and assuming returns of 3.2 percent per annum, the average person in this age group could save $45,545 in their super.</p>
<p>“For arguments sake, let’s say they could have a deposit of $50,000 which means if the buyer put down a 10 percent deposit, they could possibly purchase a property worth up to $500,000.</p>
<p>"Keep in mind that they would still have to pay lender’s mortgage insurance (LMI) if they were borrowing more than 80 percent of the value of the property.”</p>
<p> “Ultimately, a purchase price of $500,000 is not going to allow the potential buyer to access very many detached homes in Sydney and Melbourne, particularly if they want to live closer to the city.”</p>

<p>Outside of Sydney and Melbourne, CoreLogic research confirmed that there are far greater options for potential first home buyers with a purchase price of $500,000.</p>
<p>“Keep in mind when we talk about the national housing affordability challenges, it is largely a Sydney and Melbourne problem.”</p>
<p>What your super money will get you: Sydney: Only 4.1 percent of all the suburbs in the city have a current median house value of $500,000 or less and 19.7 percent of suburbs have a median unit value of $500,000 or less. Gosford, Wyong and Blacktown are the dominant council areas for the locations of this house.</p>
<p>For units, potential buyers can make it closer to the inner city; however, the closest area will be the council areas of Auburn and Parramatta council areas. Melbourne: With a budget up to $500,000 potential purchasers in Melbourne will have access to 18.7 percent of suburbs for houses and 50.1 percent of suburbs for units.</p>
<p>For a house, the closest you will find to the city centre in Melbourne is within the Hume council area close to the airport. For a unit there are far more options and this budget would get you as close as central Melbourne with units in Melbourne, Kensington and Carlton having a median value of less than $500,000.</p>
<p>Canberra and Darwin: Residents of Canberra (7.1 percent) and Darwin (7.5 percent) also have very little access to houses throughout the city with a budget of $500,000. At the same time, a majority of suburbs have a median unit value of $500,000 or less in Canberra (83.2 percent) and Darwin (90.6 percent).</p>
<p>Brisbane, Adelaide, Perth &amp; Hobart: Residents of Brisbane (39.6 percent), Adelaide (47.9 percent), Perth (37.8 percent) and Hobart (76.6 percent) have much greater access to houses worth $500,000 or less. In each of these cities a budget of $500,000 would allow buyers to purchase a unit in at least three quarters of all the suburbs across the city.</p>
<p>“Both the ABC data and our research highlights that access to superannuation to purchase a home would largely help buyers outside of Sydney and Melbourne. With both cities being the housing markets most stretched for affordability, allowing first-time buyers to access their Super for a deposit is going to make little difference in affording these buyers with access to the housing market.”</p>

<p>As rents soar in Melbourne and Sydney, the rental market in Western Australia has become more affordable for low-wage workers since the end of the mining boom.</p>
<p>But many households still struggle to find affordable accommodation.</p>
<p>Today Anglicare released its annual national Rental Affordability Snapshot, which includes a focus on each state. </p>
<p>In WA, 14,123 private rentals were advertised at the beginning of April, up 8% from a year ago. With increased stock, rents are becoming more affordable across the state. The median rent in the Perth metro area fell 11% to A$350; by 6% in the Southwest and Great Southern regions; and by 7% in the Northwest, including the Pilbara and Kimberley. </p>
<p>Following years of inflated rents during the mining boom, working families in WA are seeing some real improvement in rental affordability – defined as less than 30% of household income. More than 46% of properties listed in Perth were found to be affordable for a couple both earning minimum wages and receiving Family Tax Benefit in 2017, compared to 39% in 2016. Similar families could afford 23% of properties in Melbourne and only 4% in Sydney. </p>
<p>Single parents on a minimum wage had far fewer options. They could afford only 6% of listed properties in Perth. In all of Sydney and Melbourne, only one property was affordable for single parents on a minimum wage.</p>
<p>The situation remains dire for households on fixed incomes in WA – as it does for similar households across Australia. A person on a disability pension could afford only 25 properties (0.2% of available properties). A single parent could afford 48 (0.3%). And pensioners could afford 105 (2.7%) in all of WA. </p>
<p>People on Newstart or Youth Allowance had no affordable options in the entire state. This includes boarding houses and share houses, where rooms are rented out individually. </p>
<h2>What are the consequences?</h2>
<p>With more than 18,500 households on the waiting list for social housing and an average wait time of three years, most low-income households must find somewhere to live in the private rental market. When housing is unaffordable, low-income households end up paying a large percentage of their income on rent. Doing this means they forgo basic necessities, borrow money to stay afloat and, in some cases, experience homelessness. </p>
<p>The number of people at risk of homelessness is increasing every year. More than 24,000 Western Australians sought help from a homelessness service in 2016, an increase of 5% from the previous year.</p>
<p>The slowing state economy has brought insecurity and uncertainty to many working families. With growing rates of unemployment and under-employment, and increased casualisation of the workforce, many WA households are in precarious financial circumstances. </p>
<p>Anglicare WA financial counsellors report an increase in requests from tenants who have had to break their lease due to a job loss or needing to move interstate for employment. They find themselves liable for the period the rental remains vacant in the soft housing market, as well as the difference between the rent they paid and the likely reduced rent for new tenants. </p>
<p>Landlords remain protected from the loss, while the tenants often end up paying for a home they no longer live in.</p>
<h2>What can be done?</h2>
<p>To start with, increasing the stock of social housing would go some way to overcoming the lack of affordable options for people on low incomes. </p>
<p>The creation of affordable housing bonds, similar to those discussed by Treasurer Scott Morrison in his address to the Affordable Housing and Urban Research Institute earlier this month, would create a pool of funds for social housing providers to use to build more stock. However, such a mechanism is still many years off.</p>
<p>In the meantime, increasing the rate of Newstart from the current $268 per week to ensure a basic standard of living for job-seekers would bring households living in poverty back from the brink of homelessness. </p>
<p>Two other policy options would also help improve housing affordability for people on low incomes. The government should remove distortionsin the tax system that inflate the cost of housing and discourage institutional investment in the private rental sector. Commonwealth Rent Assistance could also be increased and better targeted.</p>
<p>The main conclusion from this study is that broader discussions about housing affordability overlook the fact that the private rental market is not capable of meeting the needs of many people on low and fixed incomes without trapping them in poverty by consuming most of their available funds.</p>

Housing still out of reach for many even as rents fall in post-boom Western Australia

<p>A $290 million urban renewal project has transformed a former industrial rock crushing business into contemporary housing in the Melbourne suburb of Richmond.</p>
<p>A joint venture between the Riverlee Group, and Macquarie Real Estate Equity Funds, the newly completed Jaques precinct features 377 apartments and townhouses.</p>
<p>Bordered by Palmer, Coppin, Highett and Griffiths Streets, it is situated on the Jaques Bros Foundry, a 9945 sqm engineering business that produced rock crushing machinery dating back to founder Edward Jaques in 1885.</p>
<p>The factory’s original red brick tower greets visitors at the south-western entrance to the site and original drawings and blueprints for the manufacturing of the rock crushing machinery are showcased throughout, which date back to as early as 1915.</p>
<p>Lead architect Karl Fender, of Fender Katsalidis Architects, remarked that all those involved in the project felt a responsibility to the site’s past, particularly since it had remained in the Jaques family until Riverlee purchased it in 1997.</p>
<p>“The architecture had to reference the heritage of the site while also creating a contemporary home for new residents and all of the modern conveniences we expect today,” he said.</p>

<p>“Through adaptation, modification and contemporary reinterpretation of the original perimeter of the factory’s brick wall, this industrial element has become the defining feature of Jaques and a signal that will always reference the site’s past.”</p>
<p>Crafted over three stages, Jaques features five integrated buildings ranging in height from four to ten levels, industrial materials such as brick, copper, timber and steel have been used on all buildings in a restrained way to enrich the façade.</p>
<p>Stage one interiors were designed by award winning interior design firm Hecker Guthrie created stage two’s interiors.</p>
<p>Palmer St in stage three is the vision of Samantha Eades.</p>
<p>Targeted at the downsizer market, Palmer St evoked a luxury response, with elevated fixtures and finishes and large apartment sizes throughout the unique triangular shaped building.</p>

<p>Riverlee Group spokesperson Kristine Lee said locals had embraced Jaques, with on average 70 percent of purchasers being owner occupiers across the three Stages.</p>
<p>"In fact, less than 6 percent of purchasers reside offshore, with postcode analysis showing the majority lived within a five to seven kilometre radius of the site before moving to Jaques," she said.</p>

Local downsizer targeted in Jaques Richmond's urban renewal project

<p>Double Bay is the most expensive locality in Sydney to purchase an apartment, according to Investar’s latest report.</p>
<p>The property investment firm says that the median price of a unit in Double Bay is $2.8 million, putting it at the top of the most actively traded suburbs.</p>
<p>This is followed by Milsons Point with $2.5 million and Haymarket with $2.125 million.</p>

<div>For this reason the government will be looking to loosen the purse strings to pave the way for infrastructure projects to plug the hole, which can be achieved through borrowing without unnecessarily crippling the budget.</div>

<div>A final point, the Sydney market has seen rents outpace CPI by a factor of two over the past ten years to rise by 56 percent.</div>

Rental growth at two-decade low: Pete Wargent

<div>Australian consumer prices rose by 0.5 percent in the March quarter and annual growth in prices rose to 2.1 percent - a little bit below market expectations (of a 0.6 percent lift over the quarter).</div>
<div> </div>
<div>The groups that recorded the most significant prices rises were as expected – higher fuel and electricity prices, a lift in some broader housing-cost measures and health prices (seasonal impact of changes in the Pharmaceutical Benefits Scheme). Price falls were based in international holiday travel (a seasonal effect), fruit and furniture (post-Christmas sales).</div>
<div> </div>
<div>The Reserve Bank of Australia’s (RBA) underlying  measure of inflation (the average of the trimmed mean and weighted median) which takes out extreme price fluctuations was up by 0.4 percent in the March quarter (also a little below expectations of a 0.5 percent lift) but annual growth lifted to 1.8 percent (from 1.5 percent in the previous quarter). The RBA targets inflation of 2-3 percent over time (see chart below), so the latest upward move in underlying inflation would certainly be welcomed by the central bank given that the RBA rate cuts in 2016 were largely in response to very low inflation readings.</div>
<div> </div>
<div>The rise in both headline and underlying inflation are also consistent with the RBA’s own inflation forecasts (which see headline inflation of 2% and underlying inflation of 1.75 percent by the June quarter).</div>

<div>However, it is noteworthy that outside of volatile items like petrol prices (up 5.7%qoq) and government influenced prices like health (2%qoq), tobacco (+1%qoq), utility charges (up 2.2%qoq) and education (up 3.1%qoq), pricing power in the economy remains very weak. This is evident in prices for “market goods and services excluding volatile items” being flat in the quarter and up just 1% year on year and underlying price weakness in areas like rents (up just 0.1%qoq), clothing (down 1.4%qoq), furnishing and household equipment (down 1%qoq) and holiday travel and accommodation (down 1.9%qoq).</div>

<div><strong>Implications</strong></div>

<div>While the March quarter inflation result slightly disappointed expectations, the RBA would be happy that inflation is moving in the right direction (into its 2-3% target band). But, underlying inflation is still too low and will probably remain below the RBA’s target band for the majority of 2017. Wages growth still remains around record lows, the economy is running below-trend which indicates that spare capacity exists and the $A remains too high all which will keep a lid on underlying inflation. </div>

<div>There are some near-term upward pressures to <em>headline </em> inflation over the next few months including higher electricity prices and the impacts of Cyclone Debbie in Queensland (which should only add around 0.2 percentage points to headline inflation). But, besides these disruptions, we still see underlying inflation remaining weak for some time. </div>

<div>Our base case is that with inflation moving in the right direction and given the RBA’s increased emphasis on an inflated Sydney and Melbourne housing market and rising household debt the RBA is unlikely to make any adjustments to interest rates any time soon and we expect it to keep the cash rate at 1.50% for the next year at least. However, low underlying inflation pressures mean that there is still more chance of a rate cut this year than a rate hike.</div>

Low underlying inflation pressures drive chance of rate cut this year

<p>The Q4 CPI printed 0.5 percent compared to Westpac’s forecast for 0.6 percent.</p>
<p>The market median was also 0.6 percent. The annual rate is now 2.1 percent/yr compare to 1.5yr in Q4, 1.3 percent/yr in Q3 and 1.0 percent/yr in Q2. The June quarter was the lowest rate of annual inflation since June 1999.</p>
<p>The core measures, which are seasonally adjusted and exclude extreme moves, rose 0.4 percent on average compared to the market’s expectation of 0.5 percent rise.</p>
<p>Westpac’s forecast was also 0.5 percent. In the quarter, the trimmed mean gained 0.48 percent while the weighted median lifted 0.38 percent, both on the softer side of expectations highlighting just how modest the broader inflation picture is outside a few isolated sectors. The annual pace of the average of the core measures is now 1.8% from 1.5%yr in Q4 and Q3.</p>
<p>The six month annualised pace of core inflation came in 1.8%yr, a modest lift from the 1.6%yr pace in Q1, making this the eighth quarter in a row the six month pace has been below the bottom of the target ban. Our current forecasts do not see the six month annualised pace of core inflation returning to the band till the March quarter 2018.</p>

<p>As always there were surprises in the quarter even from the components we have some data on but this time they were quite modest. Our forecast 0.6%qtr was based on large contribution from power bills, auto fuels and the usual seasonal bump in health care, domestic travel and education being partially offset by falling fruit &amp; vegetables, seasonal discounting for clothing, footwear and household contents plus the steady decline in audio visual &amp; computing prices.</p>
<p>What stood out compared to our forecasts was the stronger rise in dwelling prices (1.0%qtr vs 0.5%qtr expected) but this was the only significant upside surprise. Food prices overall fell –0.2% (0.0% expected) while household contents &amp; services were down 1.0% (1.0% expected), health costs rose just 2.0% (2.6% expected), car prices continue to fall (–0.5% vs 0.5% expected) and a surprising 1.9% fall in holiday travel (+0.9% expected) due to an unexpected fall in domestic travel costs.</p>
<p>The March quarter continues the run of softer inflation prints as the competitive margin squeeze appears to remain in place. Dwelling costs have lifted a bit (we don’t know if that is due to the inclusion of attached dwellings prices) and rising power bills are coming through but rent inflation remains very modest. So even with inflationary expectations drifting back towards the long-run average (we suspect fuel and power bills are responsible for this) there is little in this release to suggest that inflation is gathering any momentum. </p>
<p>Our preliminary estimate for the core measures for Q2 2017 is 0.5%qtr/1.7%yr holding inflation below the bottom of the RBA’s target band. </p>
<p>Fuel prices and rising power bills does not change the fact competitive pressures continue to prevent inflation from accelerating.</p>
<p>Rising fuel prices were there, as was the usual seasonal bump in education and health as well as the jump in power bills. And we did see a bit of a lift in dwelling prices (which now includes attached dwellings) associated with strong jumps in Sydney and Brisbane which added to the expected lift in electricity prices. However, as we noted in our preview, there was clear risk that the recent appreciation in the AUD, along with intense competition in the retail space, would limit the upside risks and, in fact, could present some downside risks to our forecasts.</p>
<p>In the end this came through with falling prices for clothing &amp; footwear household contents &amp; services, car prices, audio visual &amp; computing &amp; international travel.</p>
<p>ABS estimates small negative seasonality in the March quarter.</p>
<p>The ABS analysis points to some seasonality in the March quarter CPI with the seasonally adjusted estimate rising 0.55% a percentage point up on the headline 0.45% estimate.</p>
<p>After trimming the core measures rose 0.4 percent/qtr.</p>

<p>Competition is holding back traded goods inflation as the AUD appreciation lowers import prices.</p>
<p>As always there were surprises in the quarter even from the components we have some data on but this time they were quite modest. <p>In the quarter, the ABS reported a 0.2% decline in food prices with falling fruit &amp; vegetables prices (–1.9% we expected –2.1%) adding to a broader than expected weakness. The rise in auto fuel was much as we expected (5.7%) as were the gains in tobacco &amp; alcohol (1.1%). However, traded goods prices continue to fall overall as clothing &amp; footwear fell 1.5% (our forecast was –1.9%), household contents fell 1.0% (forecast was –0.6%), car prices fell 0.3% (forecast was –0.5%) while the seasonal lift in domestic holiday travel did not happen. In fact domestic holiday cost fell (–0.3% vs 4.0% forecast) compared to the rise that the BITRE data was suggesting.</p>
<p>All up traded prices fell 0.2% in Q1 but due to base effects the annual pace lifted to 1.3%yr from 0.1%yr. We would argue that this soft pace of traded price inflation highlights just how competitive the retail space has become and how retailers have very little ability to pass on any upstream price pressures.</p>
<p>Non-traded prices lifted less than 1.0% in the quarter.</p>
<p>Housing is a key factor underpinning the momentum in core and non-traded inflation. The 0.8% rise in Q1 was much as expected (0.7% forecast) but the composition was interesting. Dwelling purchases gained 1.0% with outsized gains in Sydney and Brisbane (1.3% and 1.9% respectively) adding to the steady 1.0% gain in Melbourne. There has been something of a turnaround in Perth with a 0.2% rise in Q4 but prices fell 0.8% in Q1. We also have to note that we don’t know what impact the inclusion of attached dwelling prices have had on this series. Rents continue to move very gradually higher with a 0.1% gain in the quarter.</p>
<p>Rising energy bills are starting to appear in the CPI with a 2.2% rise in utilities bills in Q1; we had forecast a 2.4% rise. We expect that power bills inflation with gather some momentum through 2017 and there is a clear risk this could extend into 2018.</p>

<p>Holding back the pace of non-traded price gains was a more modest 3.1% rise in education (3.8% was expected) and a 2.0% gain in health (2.6% expected). The Federal Government has been targeting rising health costs and the Q1 lift in pharmaceutical in particular was smaller than it has been in recent years (4.9% vs 5.7% expected).</p>
<p>Non-traded prices rose 0.9% lifting the annual pace to 2.6%yr from 2.1%yr. Rising housing costs are key to this and without the constraints on education and health non-traded inflation would be rising at a more rapid pace placing some upwards pressure on core inflation. </p>
<p>Looking forward housing remains key as other price pressures remain subdued and the AUD pass through is restrained.</p>
<p>The March quarter was another soft update on inflation. Competitive margin squeeze remains in some consumer sectors while the gains for health and education have been more modest than expect. Dwelling costs have gathered momentum adding to the pressure from power bills but rents inflation is holding a 22yr low. So despite the recent rise in inflationary expectations towards the long run average, the March CPI update suggests that inflation remains well contained.</p>
<p>Our preliminary estimate for the core measures for Q2 2017 is 0.5%qtr/1.7%yr holding inflation below the bottom of the RBA’s target band. Our projections do not see core inflation return to the band until September quarter 2018 while headline inflation is set to ease back below the band by early 2018. </p>
