Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

400 new homes planned for Adelaide's former West End Brewery site

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Several of those projects have received national design and architecture awards, including recognition under Brisbane’s “Buildings that Breathe” program.

Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. The proposal also incorporates sustainability initiatives aligned with the Victorian Government’s push for higher-performing apartment developments under the fast-track program.

The Great Design Fast Track was unveiled by the Victorian Government in 2024 as part of a broader housing supply strategy aimed at accelerating the delivery of new homes. The application sought approval for a masterplanned urban village on the existing Benowa Gardens Shopping Centre site, combining new housing, retail, dining, health and lifestyle amenities within a walkable, integrated precinct.&nbsp;

The proposed redevelopment includes around 413 apartments integrated above a revitalised mixed-use centre featuring a full-line supermarket of 4,000 sqm, 6,000 sqm of specialty retail and dining space across around 30 retailers, a 7,000 sqm health and wellness precinct, and roughly 9,630 sqm of office and medical suites.&nbsp;

Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.

John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.

The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.

In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.

Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.

DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.

“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.

The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.

“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.

At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.

The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

ANZ believes the Reserve Bank is in no rush to move again.

Following the release of the May Monetary Policy Board Minutes, ANZ has taken the view that the RBA is now firmly in a holding pattern, with the cumulative impact of previous rate hikes giving the Board scope to assess how the economy evolves from here.

That positioning, in ANZ’s view, makes a June rate hike unlikely.

The bank continues to expect the cash rate to remain unchanged at 4.35 per cent for an extended period, with the RBA adopting what is effectively a wait-and-see approach.

The Minutes point to a Board that sees financial conditions as already restrictive, but without a clear read on just how restrictive they are. That uncertainty has shifted the focus away from immediate policy action and toward monitoring both domestic conditions and global developments, particularly the conflict in the Middle East.

As ANZ interprets it, the Board is deliberately avoiding strong forward guidance.

Instead, it is allowing itself flexibility, acknowledging that monetary policy has limited ability to influence the near-term trajectory of inflation, while also recognising that economic growth is likely to remain below potential for some time.

Despite that pause in momentum, ANZ notes that the Board still carries a tightening bias.

The Minutes reveal that, in weighing up its decision, the Board seriously considered another 25 basis point increase. The key debate centred on the trade-off between inflation and activity, particularly in the context of global uncertainty.

Ultimately, most members leaned toward the inflation side of that equation.

Underlying inflation is still expected to remain above target for an extended period, regardless of how external risks evolve. That has led to a view within the Board that the risks to its inflation objective have increased, and that the current cash rate may not be sufficiently restrictive to fully contain those pressures.

That’s important.

While the decision, for now, is to hold, the underlying tone of the Minutes suggests the door to further tightening has not been closed.

ANZ also points to commentary from Assistant Governor (Economic) Sarah Hunter, who highlighted the risk that inflation could pass through the economy more quickly and broadly than in previous cycles. Both Hunter and a majority of the Board expressed concern that inflation expectations could become less anchored after such a prolonged period above target.

That combination, persistent inflation and the risk of expectations shifting, is what continues to underpin the RBA’s cautious stance.

However, where ANZ diverges from the RBA is on the outlook for activity.

The Board appears relatively comfortable with current spending patterns, effectively downplaying recent declines in business and consumer sentiment. It notes that sentiment has historically been only weakly correlated with actual spending, and that feedback from its liaison program has not yet pointed to a meaningful slowdown in consumption.

ANZ is less convinced.

The bank believes the link between household disposable income, sentiment and spending is more direct than the RBA is currently acknowledging. With inflation continuing to erode real incomes, ANZ expects household spending to soften more materially than the central bank is forecasting.

That divergence matters because it shifts the balance of risk.

If activity weakens more than expected, the trade-off between inflation and growth changes. In ANZ’s view, that would reduce the need for further tightening and reinforce the case for the RBA to remain on hold.

It also suggests that the current policy setting may already be doing more work than the Board fully appreciates.

The broader takeaway from ANZ’s interpretation is that the RBA is walking a narrow path.

On one side sits the risk of inflation remaining elevated for longer than expected. On the other is the growing pressure on households and the potential for a sharper slowdown in activity.

For now, the Board is choosing to wait.

But it is a pause that still carries an underlying tightening bias, rather than a clear pivot toward easing.

In practical terms, that leaves the cash rate anchored at 4.35 per cent for the foreseeable future, with the next move still uncertain.

For borrowers, it reinforces the reality that relief is not imminent.

And for the broader economy, it highlights the delicate balance the RBA is trying to strike, between bringing inflation back to target and avoiding an unnecessarily sharp slowdown in growth.

According to ANZ, it is a balance that is becoming increasingly difficult to maintain.

RBA to hold rates for "prolonged period" rather than hikes: ANZ

Apartments in the redeveloped Hampton hotel in Potts Point proved irresistible to Sydneysiders last year, with 106 of the 112 on offer sold within six hours of their launch. Now nine more have come onto the market, and agent Ballard Property is hoping for similar enthusiasm when they go to auction on August 31.
The Nemeth family, who owned the building, entered into a joint venture with residential developer Toga Group in June 2010 and as part of the agreement retained 13 of the 125 apartments, including all four penthouses. The family has now decided to release nine of the apartments through Ballard Property.
“Quite a few people missed out on the first round, there was quite a bit of intense competition,” Ballard Property senior sales executive Charlie Brendon-Cook says. “A year’s gone by, and now we are taking these ones to auction to keep the whole process transparent.”
Perhaps buoyed by the enthusiasm for the first release, Ballard believes it can secure a comparable price for its properties, which Brendon-Cook says are to the same standard as the original 112. CBRE sold the studio offerings starting from $385,000, and some of the studios sold for around the $420,000 to $440,000 mark. Ballard hopes to secure around $400,000 for the studio in its release and upwards of $1.25 million for some of the five two-bedroom units. There are three one-bedrom units on offer. CBRE offered most of the units for under $650,000, however the two-bedroom units achieved  up to $1.45 million in the original release. Average prices for units in <a target="_blank" title="Potts Point" href="/news">Potts Point </a>have increased 14% in the past year, according to RP Data.
In June last year CBRE selling agent said about 70% of the apartments had sold to investors. Ballard says it expects similar investor interest, with Brendon-Cook saying there has been a lot of interest from investors, both locally and overseas.

The Hampton is a 1920s Art Deco building, and Brendon-Cook says before it was a popular Sydney hotel, it was a block of apartments, so in this redevelopment it will come full circle.
“The building has quite a bit of a following, it’s quite an iconic building in the area. It’s got a New York style to it. The finishes are beautiful, with really high ceilings,” Brendon-Cook says.

Friday Form Guide wrap: One of three properties sold

This week I sat around a table with a group of very important people.  Why were they so important?  They are the people who, at this stage of our development, could make a massive difference in the result of our project.
We were there to brainstorm the best way to build six villas on a 2,000-square-metre block of land that I had sourced for my client.
This land is in a suburb of Maitland in the Lower Hunter Region. The main driver at the moment of this suburb is one of NSW’s largest infrastructure projects under construction right now: the Hunter Expressway. It will have an interchange less than three kilometres away.  So people living in this suburb will have very quick access onto the F3 to get to Newcastle or Sydney. They could also live in this town and still work in one of the large coal mines, as travel time to Branxton on the New England Highway will be cut. Another driver for this suburb is that the town of Maitland has been the fastest-growing inland town in NSW for the past few years. So there is good demand in this market.
OK, back to the meeting.  The most important person there was my client, let’s just call him Jim. While obviously important to me, he should be congratulated for taking on what is a very exciting property development. Jim has vision and can see the potential that I do in this project. Jim has a clear strategy: to create wealth through developing property as quickly as he can.  He understands he has a set number of years before he retires and he doesn’t want to muck around. This is Jim’s second development with Property Bloom, so he is well on his way. If all goes to plan (which is what the meeting was about) Jim will come out with a very handsome amount of equity that will be created through the development project. He can use this to pay down any personal debt and continue to build his property portfolio.
Also at the meeting was our town planning consultant. This man has invaluable experience working with the council and gave us a clear strategy on how to tackle the DA. This was not straightforward, as we need to consider the lending criteria and stage the DA in the correct way so it can be financed.
Next to him was our architect.  When I met him, I was impressed to find out he used to be a carpenter.  This meant he had actually worked on a building site!  This is a rare find, so I immediately thought he was pretty important.
Our builder has been in the game for over 20 years and bought along his construction manager, who is very experienced and manages all the builder’s projects. I thought this was a great initiative, as this guy is going to be directly overseeing our build, so what a great idea to include him at the design stage.  I recon he’ll take ownership having been involved at this level.
Also in attendance was the builder’s senior estimator who is the man who prices every aspect of the project, every square and lineal meter of it so very important to have him there as he could tells us the areas where the big costs lay.
The final person was one of my project managers who had managed many projects not just for Property Bloom but for other builders so he has a strong understanding of the way builders work and also in the planning phases.
I had called the meeting as we had just received a price back from the builder on our initial concept plan and we wanted to see how we could bring down the costs to increase the profit.
The architect, construction manager and the estimator started bouncing off each other on the engineering of the two double story villas, was there a way to decrease the metal beams required?  Did we need double story - yes.  We were happy with the floor plan design of the villas, so our focus switched to the site levels and the extent of the retaining required. There was some fall on the land which meant the development would be stepped. It wasn’t long before an agreement was made to minimise the height of the walls so that they didn’t need to be engineered by clever slab design and site preparation. We talked about the best and most cost effective way to subdivide the villas and then discussed maximising the street appeal and front façades of the villas.
The table was buzzing, and I found myself quietly reflecting on how lucky I was to do this for a job. I loved the interaction between my team and pondered on the value of the accumulated expertise of the people I had on my side.
We left the meeting on the final note of an amount that we’d be happy to wipe off the costs; the architect would proceed with more detailed plans and work with the estimator to ensure he had the details to deliver the next round of costings.  The solutions that were found in that one hour meeting are very exciting.

Property development is a team effort

Auction volumes have being falling away during the past four weeks, according to RP Data.
“We have recorded 4,607 auctions across Australia’s capitals compared with 5,245 auctions over the same period last year,” RP Data research director Tim Lawless says.
“With the housing market in the doldrums and only half of the auctions being held clearing, it is logical to assume that fewer vendors are selling their home via an auction campaign.
“Based on rough calculations, around 24% of homes being sold in June were taken to auction while during the same period one year prior the figure was up around 30%,” Lawless notes.
He says that auction clearance rates across the major capital cities have held fairly steady around the 50% mark since late last year.
During the height of the market back in 2009, as many as 80% of auctions were clearing.
“That was just before the first interest rate rise was announced, and from that time clearance rates trended downwards in line with the market slow down,” he says.

“During the GFC clearance rates fell as low as 42% across the combined capital cities, so the auction results being recorded currently aren’t far off that mark.
“The lowest clearance rate recorded during the year so far has been 43% in late April.
“The key to a successful auction in this depressed market comes back to ensuring an appropriate marketing campaign is in place and the reserve price is set realistically,” he suggests.

Auction volumes significantly down: RP Data

Upmarket London developer Nick Candy met executives from US private equity giant Blackstone Group, owner of Goldfields House redevelopment site, on his recent trip to Australia.
The coveted 25-storey Sydney property overlooking Circular Quay has some of the best views in town and has been mooted for a luxury residential redevelopment for the past few years.
It has been suggested that Candy brothers Nick and Christian might see the coveted harbourfront site as their envisaged first Australian project.
Blackstone now has control of its future following the exit of Valad. The 1966 office block's most recent valuation was $290 million.
A Candy spokesperson has confirmed that he met Blackstone executives, but would not comment on "specific deals" when asked by The Australian.
The brothers are known for One Hyde Park, the world's glitziest apartment blocks in the well-heeled London suburb of Knightsbridge.
Prices for the 86 apartments start from £6.75 million ($10.6m) for a one-bedroom flat.
Its penthouse set a record, selling £136 million in April.
It was a joint venture between Christian Candy's Guernsey-based CPC Group and Waterknights, owned by Qatari Prime Minister Sheikh Hamad bin Jassim bin Jabr Al Thani.
Nick Candy came to Australia recently with his partner, the Australian actress Holly Valance.
"We would love to do the One Hyde Park in Sydney," Nick Candy said last month.
"We bring development management expertise, understanding how to build for the super wealthy.
"But we would want to have a local partner because of the planning laws and construction."
Previously local developers including Grocon, Lang Walker, Mirvac and Lend Lease have expressed interest in the site.
Blackstone awaits development approval from the Sydney City Council for two residential towers with about 40,000 square metres of residential space.
Valad bought the site in 2006 for $274 million and sold a 40% stake to the Dutch pension fund APG in 2008.
In May, when Blackstone’s takeover offer was mooted, Valad said that the Sydney Local Environment Plan 2005 (Amendment No. 2), which was previously approved by the Sydney City Council, had been gazetted by the government.
''This enables Valad to pursue development approval for the redevelopment of Goldfields House,'' Valad's then acting chief executive Clem Salwin said.

Luxe London developer Nick Candy might see Goldfields House as a sweet possibility

As Melbourne’s urban fringe expands, the distance between where people live and the vital amenities they require grows with it. Developing Melbourne’s outskirts must be about developing thriving communities, and a balanced approach to housing, infrastructure, transport and community centres to accommodate the city’s growing population is critical.
Establishing project viability before designing new estates is crucial. Planners often do not give enough consideration to developing and sustaining both a sense of, and the reality of, community.
A lot of Melbourne’s urban expansion areas are more than 20 kilometres from the GPO. But instead of great viable swathes of land, many of the farm allotments being bought up for development are on a scale that is unviable. Empty paddocks are prime territory for developers, but a patchwork of 20- to 50-hectare parcels of land on Melbourne’s outskirts creates a fragmented arrangement.
Our growing population and the Australian dream of home ownership are driving the city’s expansion. And critical to the viability of these new communities is the basic infrastructure that will support them – roads, rail, community centres, sporting facilities and jobs. To make these outer land areas workable, places where people really want to live, the community infrastructure needs to be sold in early.
Affordability is a major driver in our city’s expansion, with the reality of home ownership increasingly unattainable for families overwhelmed by inner-city prices. Along with affordability, we must advocate for diverse housing. Melburnians want to choose from a greater range of housing types. We don’t all have the same needs, and there is a shortage of semi-detached houses and apartments in Melbourne’s outer areas that must be addressed.
We need accommodation for all types of people, including social housing, in the growth areas, and secondly, we must assist vital emergency services in strategic land identification, including developing sites, and locating future potential infrastructure.
When we talk about building homes on Melbourne’s outskirts, what we should be talking about is creating communities. Lack of robust community is the reason for dysfunction on urban fringe developments. Government, council and developers wrongly assume that everybody wants the same thing. People live in developing areas of the urban fringe because of affordability issues, but for others, there’s choice involved, there’s the attraction of green space and a large backyard, there’s the attraction of having family close by.
The question about these developments should be: what infrastructure with community in mind has been implemented? Although improvement in infrastructure is one thing, if it isn’t connected by quality transport and good roads, another raft of issues emerges. Some of Melbourne’s new estates do not have a train station within walking distance, or even any plans for a viable public transport link to the CBD. Lack of infrastructure and transport encourages car dependency, and in many instances, relying on a car is not a lifestyle choice.
While some speculators have done very well from Melbourne’s growth areas, with expansion comes a growing uneasiness about Melbourne’s ability to sustain these new communities. Residents and councils are worried about the basics: the inability of roads and other infrastructure to cope as new residents face long journeys to work because there are not enough local jobs. This is something that should concern us all.
Developers, government, council and landowners must tune into the community imperative in order for urban fringe developments to thrive. In the future, people may well pay more to live in a solid community, and with it, enjoy the benefits of varied cultural components and diversity that is presently given so little consideration.
Planned expansion is the only way forward, where a balance between the sometimes competing interests of developers, landowners, government and councils are brought to the table for workable solutions. The future of our city’s growth areas relies on our ability, whether or not we are advocates of such expansion, to accommodate more people, different households, diverse housing types, better-planned neighbourhoods and the vital infrastructure required to sustain it.

Community is key for developments on the fringe

It seems that people were happy to be in the audience, but no one wanted to regret their 15 minutes of fame by committing to 25 years of debt on overvalued properties at The Block’s weekend auction. 
I think they should name the next series "The Chopping Block" – though it's more likely the series itself will be on the chopping block given that dismal final day. 
The ratings may have been fantastic for Nine, but how would it look if next year's lot lost a bundle on their renovations? 
I like one comment I saw on the SMH story about this: the writer remarked that the only real winner was the vendor who sold those four places to the show for $3.6 million in the first place! 
The auction reserve prices were over the top, a clear sign that prices are in a bubble when cottages like that are expected to go for close to a million. 
The buyers may end up being the "canaries in the coal mine" – or rather the starlings pretending to be canaries.

Block buyers may end up being starlings in the coalmine: Steve Keen

Dual-key apartments, which offer the option of separate lives or extra income, are a rarity in Australia. The two-in-one apartments have been available for the past decade, with Frasers leading the field.
According to Frasers group sales manager Adam Sparkes, dual-key apartments offer investors higher rental yield by splitting the apartment for separate occupants.
Typical dual-key apartments come with a shared foyer and then a main residence and a second smaller dwelling of one bedroom, a bathroom and kitchenette.
Each has a separate lockable door accessed without having to enter the other residence.
To date Frasers has sold 161 dual-key apartments in One Central Park (pictured), the first stage of its $2 billion Central Park urban village on Broadway in Chippendale, Sydney. Dual-key sales represent 33% of the 432 apartments sold to date, with an average sales price of just over a $1 million.
Its two bedroom dual-keys measure 102 square metres. The development also offers a one bedroom plus studio dual-key alternative that measures 82 square metres.
Frasers may be at the forefront of dual-key apartments currently, but the configuration is by no means a new phenomenon in Australia. Meriton’s 2002 Trafalgar, Sydney, development included 12 dual-key apartments, all of which contain a two-bedroom apartment and a studio accessed by a common door, but separated once inside. But none of Meriton’s current offerings are marketed with any dual-key apartments.
Among those to buy an off the plan dual-key apartment from Frasers was Zoran Milososki, a contractor hired to pour concrete at Central Park.
Milososki bought an 82-square-metre dual-key apartment for $945,000.
“The particular apartment configuration I chose consists of two one-bedroom suites with a common hallway and laundry, then two separate, secure doorways. It’s a smart investment, as I will rent out both properties to help pay off the mortgage,” he says.
Those buying purely for investment purposes will enjoy rental yield likely to be around 6% gross, with potential rents around $500 to $600 per week for each suite.
Another dual-key investor, Fiona Lyda, owner of Surry Hills boutique Spence &amp; Lyda, purchased a three-bedroom dual-key apartment at another Frasers’ development, Trio.
Trio features 16 dual-key apartments. The 10 that consist of one bedroom plus studio are priced from $935,000, and the six apartments that offer a one-bedroom/two-bedroom configuration start from $1.575 million.
Lyda will reside in one portion of the property while her 14-year-old daughter will live in the adjoining apartment in the years to come.
“We found this to be the perfect solution – buying a dual-key apartment in anticipation of the time when my daughter will appreciate living in her own space,” she says.
According to Sparkes the larger three-bedroom version sold well, with an average price of $1.45 million.
“The majority of these have been sold to owners that reside within the larger two-bedroom portion, with some having rented out the smaller studio space [for about $500 per week]. Those that chose to rent both portions are achieving around $800 to $850 per week for the two-bedroom and around $500 per week for the studio. Collectively that equates up to $1,350 per week, which is around a 4.8% gross rental yield.
Among Frasers' first development to feature dual-key apartments was Lumiere on Bathurst Street, which Sparkes says completely sold out before completion.
Beyond Sydney, Frasers is offering dual-key apartments for the first time in East Perth at its Queens Riverside development close to the Swan River foreshore on Adelaide Terrace.
The first apartments to market are in the 26-storey QIII (Q-three) building, which will include 58 dual key apartments among the 265 apartments being built.
The Perth prices for dual-key apartments will start from $600,000.
The QIII apartments are designed by Perth architect Bruce Robinson, who was also responsible for the design of Perth's Raffles hotel development.

Some investors find dual-key apartments twice as nice

The weekend’s top sale was on Salisbury Street, Balwyn, through Jellis Craig.
There were four bidders, according to Kate Agnoloto from James Buyer Advocates. Auctioneer Peter Batrouney spoke of the Melbourne vendor who had purchased the property (pictured above and below) in 1979 for $325,000 which stirred a reaction from those in attendance.
The 3,977-square-metre property, known as Tennessee, comes without any restrictive grading or covenants, with the block lending itself to an exclusive residential enclave development – much to the concern of the neighbours, who plastered posters about their fears on auction eve.

But Paul Keane from Jellis Craig Glen Iris expects it to remain a single residence. But presumably the fate of the large 1929 residence would be now in doubt given the $6.62 million outlay. It comes with championship size north-south tennis court, pool and full cabana facilities. There’s even a deep-water bore.

A vendor bid of $5 million commenced proceedings. When bidding reached $5.81 million it was announced on the market with competition between the remaining two bidders.
