Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Risk appetite and investment strategy will play a large role in deciding where to invest, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation.

The HTW report suggest the entry level price point of $700,000 and products on offer appeal primarily to first home buyers and investors.
"An investor should be mindful of vacancy rates, competing stock levels and planned infrastructure upgrades, making sure to utilise the most recent market evidence to justify any decisions," the valuation firm said. 
Value levels have performed better than forecast during the COVID-19 period, with CoreLogic reporting a 0.4 per cent decline in dwelling values across Sydney in May. 
Median data suggests the Northern Beaches is still currently well above 2019 levels for both unit and dwellings. Sqmresearch.com has current median listing prices of dwellings at $2 million, well above the May 2019 low of $1.69 million.
Given that $700,000 is well below the median dwelling value of $1.8 million (CoreLogic as at March 2020) it would take something fairly unusual and a property in Wheeler Heights just so happens to have sold recently, the report noted.

This compact semi-detached dwelling sold in February 2020 for $700,000 and was last leased for $450 per week in 2019.

A budget of $700,000 provides a plethora of opportunities in the unit market with a number of suburbs including Mona Vale, Dee Why, Avalon, Manly, Collaroy, Newport and Brookvale having a range of unit types available for under $700,000 (some as low as $450,000). 
"One-bedroom units are available from as low as $500,000 in Dee Why, so $700,000 would allow the opportunity for a modern or renovated one-bedroom unit. 
"Alternatively, older style two-bedroom units are available from circa $650,000," the valuation firm said.

Domain calculated a preliminary clearance rate of 45.4 per cent from 229 reported results.
Some 203 auction properties were withdrawn, due to the COVID-19 public auction ban. 
Of the online auctions that did go ahead, the preliminary clearance rate was 83 per cent.
The top sale in Melbourne was $3,675,000 when 16 Rushall Crescent, Fitzroy North was sold pre-auction.
It last sold at $2.91 million in 2016.
The REIV reported Glen Waverley led the auction market in the first six months of 2020 with 109 sales, followed by Craigieburn (104) and Reservoir (101). Croydon North is the top clearance rate suburb, selling all 12 auction listings.
The weekend's cheapest sale was in Sydney when 9/20-22 Speed St, Liverpool was sold for $286,000.

CoreLogic saw similar results albeit with higher preliminary clearance rates as seen above.
They found clearance rates were down on this time last year where they reached above 70% for both Sydney and Melbourne.

They say that in times of great distress, humans have two distinct responses to a perceived harmful event: fight or flight. Right now, we are seeing collectives, organised groups and societies across the world-over, exhibit their response to arguably the greatest disjuncture most of us have witnessed in a single lifetime, and will likely ever endure, in their lifetime – the <a href="/expert-insights/buying/opinion-is-the-impact-of-covid-19-a-repeat-of-sars-for-the-property-market">COVID-19 pandemic</a>.

There’s nothing like a crisis to focus the mind on a good outcome and reality is that we should always be striving to be more effective and more productive in the interest of the welfare of our people – that’s a truism. It is like seeing a 4m tiger shark in the water whilst you are surfing at <a href="/developments/bondi-beach-nsw-2026">Bondi</a>. There is no more effective and powerful action than the one you’ll take next in that circumstance.

We’ve recently seen evidence of this in the urban planning and built environment sector, with Premier Berejiklian offering up her finest “fight” response, announcing her intentions to reform the antiquated and woefully anachronistic planning system, in order to cut onerous red-tape and 'turbo-charge our economic recovery'.

As anyone in the industry will attest, the current planning system is long overdue for major reform. Every day, I hear stories of how it takes three years to get a carport approved - it’s simply a system that isn’t built for a current, modern-day purpose.

The NSW <a href="/expert-insights/buying/news-that-da-assessment-times-have-halved-are-grossly-exaggerated">planning system</a> in its current form is starting from an incredibly low and ineffective base - it is the slowest in every single category of assessment according to the most recent report of the NSW Productivity Commissioner. The system has also largely ignored the legitimate role of rezoning proposals to enable flexibility and accommodate changes in economic circumstances for too long. The Premier has even admitted that it takes a ludicrous 579 days and thousands of pages of expert consultant reports, to progress any rezoning of land.

Everyone agrees that meaningful reform of the system is long-overdue, and we have all heard a lot of talk around fast-tracking before. Most of it, though well-meaning, however, has actually only ever achieved added complexity. And for that reason alone, it should not have taken a pandemic for the Government to act. But in any case, it’s good to see our legislators and policy-makers putting up a fight, at precisely the right moment.

There is no greater challenge than a world-wide pandemic to test the psyche of governments and billions of intelligent people world-wide. In the end, it is always about the human: we are the problem and we are also the solution. While we are yet to see just how effective these latest reforms will be, at least we are now having renewed vigour and purpose. Perhaps even with a planning system that stimulates the economy and properly serves the people.

Hope for planning reforms to get NSW back on track

The COVID-19 pandemic and associated lockdowns have caused profound economic and social distress, significantly impacting our way of life. However, the extended pause is likely to have some positive effects on how we live, work and play which will influence the design of developments moving forward.

Some of the positive impacts we’ve seen so far

After seeing fish swimming in clear Venice waterways, less traffic and more birdsong, cleaner air with lower air pollution levels in many cities, empty skies with no aeroplane noise, dense smog disappearing in heavily polluted cities – we’re already seeing some positive impacts once the world pauses for a moment. Many global cities are now exploring ways to permanently reduce pollution levels, including replacing roads with pedestrian areas and extending cycle networks. To make a lasting impact, cities require greater public transport infrastructure and an increase in renewable energy sources.&nbsp;

Reimagining our master-planned communities

Another positive that has come from the period of time spent in our <a href="/news/clarkehopkinsclarkes-dean-landy-comments-on-the-value-of-employment-hubs-within-our-neighbourhoods">local neighbourhoods</a>, has been the renewed sense of community. This could include talking to neighbours across the street or checking if your elderly neighbours are okay. This sense of community and connection with neighbours in future residential developments will be more important than ever.

A greater appreciation for the outdoor areas in our neighbourhoods

Over the past few months, people have enjoyed spending more time exploring their neighbourhoods, either going for bike rides, exploring local walking tracks, visiting parks and taking their dogs for more walks than usual. Post <a href="/guides/covid-19-how-to-adapt-to-working-from-home">COVID-19</a> homebuyers will undoubtedly place a greater value on well-curated outdoor zones with an increase in demand for living close to public parks, walking tracks and outdoor amenities.

Rediscovering how we use the spaces within our homes

The collective experience of being confined to our homes has meant they have become our sanctuaries. To enable working from home, we have discovered a new need to have dedicated study areas, media nooks or flexible multipurpose spaces with movable internal walls and plenty of storage space. Instead of homes designed as blank and minimalist, people may discover they want more homely or adaptable spaces, with the flexibility to regularly restyle their homes as they please. Homebuyers will undoubtedly be much more discerning with these factors going forward.

Potential for a change to our work-life balance

Is working in an office to a set 9 am – 5 pm timetable, 5 days a week normal in the first place? These set times result in peak hour travel times, so perhaps modified staggered work times might alleviate this. In this digital world we shouldn’t be travelling hours locally, interstate or abroad for non-critical meetings. Also travelling an hour each way to work equates to an entire working day per week, however, the daily commute from the kitchen takes just seconds! If companies embrace ‘new normal’ working practices this will have a knock-on effect on peak-time travel and perhaps the government won’t need to build all of the earmarked new roads and instead provide a better transport network to create a connected city and reduce commuter travel times.&nbsp;

How we use technology has changed

Technology brings us closer together (when we aren’t stuck on mute) and video conferencing gives people the ability to have meetings anytime, anywhere. I still believe we still need face to face meetings for initiating new business, building rapport and creative brainstorming, however, Zoom is a great tool in instances when you can’t meet clients or colleagues in person. The office will remain a hub for connection, sharing ideas and for social interaction with colleagues and clients.&nbsp;

As WFH becomes more widely accepted corporate companies might shrink their office footprints to take into account the staff working 1 or 2 days at home. Others will use existing office space differently with some spaces being reconfigured to enhance employee experience, comfort, productivity and wellness. It’s clearly not a one size fits all approach but the future will be a combination of WFH and office-based work.&nbsp;

Final thoughts

Australia is an isolated island away from the rest of the world, which could end up being our saviour with international <a href="/guides/a-new-step-by-step-home-buyer-checklist-for-2020-post-covid-19">property buyers</a> viewing the ‘lucky country’ as a relatively safe haven providing a much-needed boost to immigration levels. If this ‘corona cloud’ has a silver lining, then it’s turning this challenge into an opportunity for change to create better homes, communities and cities. It would be disappointing if the property industry wasted this opportunity, although it shouldn’t have taken a pandemic to implement these innovative changes.

Helena Valley mortgagee home sold

There are 1,392 homes scheduled for auction across the combined capital cities this week, increasing on the 1,176 auctions last week and higher than the 1,124 last year, according to CoreLogic data.
Sydney and Melbourne were both expected to see a rise in the number of homes auctioned this week, however given Melbourne’s restrictions, a large portion of these are likely to be withdrawn, as we’ve seen over the past few weeks.
This is a familiar scene from the first lockdown as homes were pulled from auctions heavily during that period.
In Sydney, 642 auctions are scheduled across the city, a 25% rise on last week’s volumes (515) and also higher than scheduled volumes from one year ago (394).
There are 558 Melbourne homes scheduled for auction this week, an expected rise of 11.6% on last week’s volumes (500), which saw a large number withdrawn (209); a trend that is likely to persist through the lockdown period.
Across the smaller cities, scheduled volumes are set to be higher across all cities but Perth.

Despite the negative speculation surrounding the property market, the Ray White Group is set for another strong weekend of auctions.
A return to online auctions in Victoria has done little to stem buyer confidence and the number of registered bidders for New South Wales properties remain near record highs.
Australasia’s biggest auction house has 240 auctions scheduled to take place this Saturday, a 72 per cent increase in the number of auctions at the same time last year.
One highlight is in Pymble where Ray White Upper North Shore Sales Agents Rowan Lazar and Graeme Schultz are taking the five-bedroom family home at 12 Lawley Crescent (pictured in title) to auction with a $2,250,000-$2,500,000 price guide.
“We’ve had more than 70 parties through the open homes during the campaign and we’ve issued 17 contracts so far – we’re expecting this one to be a great auction,” Mr Lazar said.

Bentley, WA mortgagee home listed after unsuccessful auction

Diversified property group Pellicano has expedited the next stage of construction at its Parkwest Estate in Bundamba due to strong sales, while announcing the commencement of construction of the next stage at Connexion Industrial Park in Darra, following leasing success in recent months.
Due to the final office/warehouse space selling out at Parkwest Estate, Pellicano will commence the next stage of the project 12 months ahead of schedule, which will deliver additional office warehouse units.
Meanwhile at Connexion, construction has commenced on a major refurbishment of a freestanding 10,600 sqm office/warehouse, and four new spec office/warehouses totalling 3,000 sqm.
Pellicano was buoyed by a deal struck at Connexion during the height of the COVID-19 pandemic, with a 7,500 sqm site being leased out to MACH1 Logistics in late March, spurring the company to prioritise the works on both sites.
