Sydney developer&nbsp;<a href="https://www.apartments.com.au/developers/central-element">Central Element</a>&nbsp;is doubling down in Drummoyne, lodging plans for a boutique apartment development on St Georges Crescent, only one-kilometre down the road from its first Drummoyne development, Bianca.

The new project at 15A-21 St Georges Crescent,&nbsp;a&nbsp;1,701sqm north-facing site overlooking Iron Cove, will have 45 apartmnts across 10 levels. Eight of the units will be dedicated to affordable housing.

The site sits within walking distance of Drummoyne Village, Birkenhead Point, ferry services and the Bay Run, and offers harbour views towards the Sydney Harbour Bridge and CBD skyline.

Designed by MHN Design Union, the development will deliver a mix of one, two and three-bedroom apartments, alongside resident amenity including a gym, landscaped communal open space and three levels of basement parking.

The project has been lodged under the NSW Government's Low and Mid-Rise Housing reforms, with Drummoyne Village identified as a town centre capable of accommodating additional housing supply.

Central Element acquired the site earlier this year as part of its continued expansion across Sydney's eastern suburbs, lower north shore and inner west.

The developer's current pipeline includes luxury apartment projects Pearl Bondi and a separate development on Lamrock Avenue in Bondi, a residential project in Barry Street, Neutral Bay, and a mixed-use seniors living community in Greenwich.

Central Element Managing Director Nathan Chivas said the project would address a shortage of new owner-occupier housing opportunities in Drummoyne.

"While we're seeing a significant shift across Canada Bay as major infrastructure investment, population growth and planning reform drive a new chapter for the region, in suburbs like Drummoyne there remains a genuine shortage of new boutique luxury housing opportunities for owner occupiers," Chivas said.

"Sites of this nature are increasingly difficult to secure, particularly those that combine a north-facing aspect with direct water outlook. Our St Georges Crescent project responds directly to the market demand, offering a level of exclusivity, outlook and lifestyle in the highly sought after suburb."

The development application has been lodged with the City of Canada Bay Council, with the project expected to launch to market in early 2027.

Central Element seeks second Drummoyne apartment development

The NSW Government has unveiled plans that could deliver around 1,300 new homes across Nowra and Kiama, continuing its push to unlock housing in well-located regional centres along the South Coast.

The proposals, now on public exhibition, would pave the way for around 830 homes in Nowra and a further 450 homes in Kiama, while also introducing affordable housing requirements and increased building heights in key locations.

The larger of the two proposals is centred on Nowra, where the NSW Government is seeking to rezone land within the Mandalay and Riverfront precincts.

The Mandalay sub-precinct, located close to Shoalhaven Memorial Hospital, Nowra Library and the city's aquatic centre, could accommodate around 530 new homes. Around 30 per cent of housing delivered on Homes NSW-owned land would be dedicated to social and affordable housing, equating to roughly 100 homes. Building heights would increase from the current two-storey limit to between three and six storeys.

A separate rezoning proposal for the Nowra Riverfront Precinct would unlock a further 377 homes while creating stronger connections between the Shoalhaven River and the CBD. The plans include building heights ranging from five to 12 storeys, floor space ratios of up to 2:1 and a requirement for two per cent affordable housing.

Together, the two proposals would deliver more than 900 homes across the broader Nowra area, reinforcing the city's role as one of regional NSW's key growth centres.

The housing push builds on previous infrastructure commitments in the Shoalhaven, including government funding aimed at supporting thousands of future homes in West Nowra through upgrades to water and wastewater infrastructure.

Further north, the NSW Government is also progressing plans for the former Kiama Depot site, a two-hectare parcel near Kiama's town centre.

The rezoning proposal would transform the former industrial site into a residential community capable of delivering up to 450 homes. Buildings would range between six and eight storeys, with at least 10 per cent of homes allocated as affordable housing. The proposal also includes approximately 600 parking spaces and improved walking and cycling connections.

Planning Minister Paul Scully said the proposals are designed to increase housing supply in locations close to jobs, transport and services.

"For too long, families have struggled to find somewhere to live, and activating underutilised sites allows us to deliver the new homes these families need," Scully said.

"The Minns Labor Government is getting on with the job of unlocking well-located sites close to transport, jobs, and town centres and building the homes our communities need.

"These rezonings are about removing barriers to housing delivery and making sure land is put to better use so more people can find a place to call home within the communities they choose."

The latest rezonings form part of the Minns Government's broader strategy to accelerate housing delivery across NSW, particularly in established centres where existing infrastructure can support additional population growth.

Community consultation on the proposals is now underway, with feedback set to inform the final planning controls before the rezonings are determined.

The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.

The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.

Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.

"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.

"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."

The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Are mortgage holders set to get a reprieve from the RBA in 2026?

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Most Aussies can remember their phone number (94 percent), their number plate (77 percent) and their parent’s phone number (76 percent), but new research from UBank has revealed 85 percent of Australians don’t know their home loan rate.
For the second year, UBank has released The UBank Know Your Numbers Index.
The 2017 report reveals a slight rise in people not knowing their exact home loan rate – up from 84 percent in 2016.
Of those surveyed 44 percent could only recall an approximate figure for their home loan rate while the remainder (41 percent) simply didn’t know their rate at all.
Lee Hatton, chief executive officer of UBank said actively monitoring and seeking the best rate should be a priority for home owners as there are some great benefits on offer.
"We are seeing some of the lowest home loan rates on record, so now is the perfect time to know your numbers, and consider refinancing," she said.
"Simply knowing your exact home loan rate and managing it closely could save you thousands of dollars a year.”
The research, conducted amongst 1,021 Australians with a home loan, also revealed Aussie’s are feeling financially strained, with 54 percent admitting that their financial situation is causing worry and stress.
While a further 33 percent of Australians constantly worry about their future.
“Unfortunately, more and more Australians are making significant sacrifices due to being financially overstretched," she said.
"The better acquainted you are with your numbers, the less stress and more money you’ll have in your back pocket.
"It’s important Australians borrow less and live more.
"Home owners currently paying 4.24 percent p.a. on a 30 year, $360,000 home loan could end up paying more than $37,000 more than they need to.
"If they were on UBank's low variable rate of 3.74 percent p.a. instead, they could have an extra $1246 in their wallet each year."
The UBank Know Your Numbers Index also discovered that nearly one in four (23 percent) think that refinancing a mortgage to save money is a good idea but are yet to find the right competitive rate.
This year for the first time, UBank’s research also surveyed mortgage holders with credit cards and found only 14 percent know what their current credit card interest rate is, while 49 percent don’t know it at all.
A surprising three out of four Australians don’t know how much credit card debt they owe, and 80 percent don’t know exactly how much they are paying each month in credit card interest.

Only owner occupiers buy into 525 High Street, Prahran East sellout

Over the five years to December 2016, the number of suburbs nationally with a median value of at least $1 million has increased by 176%.
There was a time in which having a dwelling worth $1 million or more meant that the property was exclusive and rare. 
Today dwellings with a $1 million valuation are becoming much more common. 
At the end of 2016, there were 760 suburbs nationally that had a median value of at least $1 million. 
This figure has increased from just 275 suburbs nationally five years earlier.
Units have been the big mover with the number of $1 million suburbs increasing by 479% over the five years compared to a 160% increase for houses.

Some 87% of the suburbs nationally that had a median value of at least $1 million were located in either New South Wales (70.3%) or Victoria (16.7%) up from 75.6% in New South Wales (60.4%) and Victoria (15.3%) five years earlier.
The combined capital cities accounted for 93.5% of all the $1 million suburbs in 2011 and this increased marginally to 93.6% in 2016. 
This is representative of the higher cost of housing in capital city markets. 
It also highlights the relatively weaker value growth performance of regional housing markets throughout recent years.

Escalating dwelling values in Sydney, and to a lesser degree Melbourne, have resulted in an increasing proportion of the suburbs with a median value of at least $1 million over the past five years. 
At the end of 2011, 57.8% of the suburbs nationally with a median value of at least $1 million were in Sydney, by the end of 2016 the proportion had risen to 65.4% of suburbs nationally. 
The proportion of $1 million suburbs in Melbourne has increased to 16.4% of suburbs nationally at the end of 2016 from 15.3% at the end of 2011.
Further highlighting the rapid increase in values over recent years is the data for suburbs with a median value of at least $2 million.
At the end of 2011, 39 suburbs nationally had a median value of at least $2 million. 
By the end of 2016, this figure had risen to 136 suburbs nationally, an increase of 249% over five years. 
At the end of 2011, 30 of the 39 suburbs were located in Sydney and by the end of 2016, 115 of the 136 suburbs were located in Sydney.

While rising housing values increase the asset wealth of owners, it is also reflective of the fact that for those who don’t yet own a home it is becoming increasingly difficult to save a large enough deposit in order to purchase a home. 
This is particularly the case in Sydney and Melbourne where over the past five years, dwelling values have increased by a total of 68.1% and 43.3% respectively. 
Meanwhile, wages are increasing at their slowest pace on record and housing affordability is once again a central them in the political debate. 
The rise in suburbs with a median value of at least $1 million over recent years is reflective of the growing chasm between those that own homes and those who don’t.

“Recent rezoning of industrial sites has seen a moderate raise in supply, and since 2014 a further 470 apartments have been built or are under construction.
"There are only another 154 apartments with development approval, 139 of which are located in the subject development.”
The vendor’s representative, Irving Washington, said the property had grown in value due to the DA process and given the group’s interest elsewhere, the owners have now decided to sell.

The auction market will start to gather momentum coming into February after the seasonal slowdown over the holiday period, with auction numbers doubling over the week across the combined capital cities, according to CoreLogic’s latest report.
The property data firm says that there were 867 auctions being tracked by CoreLogic this week, with a preliminary clearance rate of 70.8 per cent, compared to last week’s 71.6 per cent across 368 auctions.

Although auction activity has shown a significant uplift over the week across the combined capitals auction volumes are increasing at a slower rate than what was seen over the corresponding period last year, when 916 auctions were recorded with a similar rate of clearance (70.1 per cent).
The lower volumes can be attributed to slower activity across the Sydney market, which was also evident over the same week last year, when volumes were lower over the given period compared to previous years.

While the combined capital city clearance rate returned a strong result over the week, as auction numbers continue to gather pace we will get a clearer understanding if auction trends remain as strong as they were at the end of 2016.
In Melbourne, Australia’s largest auction market, a preliminary auction clearance rate of 77.5 per cent was recorded across 255 auctions this week.
This is almost double the volume recorded last week, although slightly lower than what was seen over the corresponding week last year.

Last week, Melbourne’s final clearance rate was recorded at 82.4 per cent across 137 auctions.
During this time last year, 268 properties were taken to auction across Melbourne and a clearance rate of 77.6 per cent was recorded.
The busiest Melbourne sub-regions this week were Melbourne’s West region and the South East region, where 68 and 36 auctions were held respectively.
Sydney’s preliminary clearance rate this week was 78.1 per cent across 192 auction results.
There were a total of 255 auctions held across the city.

Looking back at this weekend last year auction volumes were higher, when 313 auctions were held across Sydney and a clearance rate of 75.0 per cent was recorded.
Sydney’s North Sydney and Hornsby hosted the most auctions of any Sydney sub-region this week, with 39 properties taken to auction.
The preliminary clearance rate for the region is 82.1 per cent across 28 results.
There were 99 Brisbane homes taken to auction this week, with 67 results reported so far.

A total of 143 Adelaide homes were taken to auction this week, with a preliminary clearance rate of 64.3 per cent across 84 results.
This is lower than the 70.5 per cent recorded over the corresponding week last year when 107 auctions were held across the city.

In Perth, 35 auctions took place this week, with 14 results reported so far.
Perth’s preliminary clearance rate of 28.6 per cent across these 14 results is lower than both last week’s result (38.5 per cent) and the clearance rate from one year ago (35.3 per cent).
Canberra’s preliminary auction clearance rate of 75.4 per cent this week is higher than last week, when the final auction clearance rate was 72.7 per cent and higher than the 71.4 per cent recorded last year.

Auction numbers double in all capital cities as February market gains momentum: CoreLogic

The apartment developer Gurner has taken the unusual step to announce it has repaid $130 million in construction loans to banks after his two recent apartment projects were well settled in the week leading up to Christmas.
The projects included Ikebana (pictured above) in West Melbourne, that comprises 241 apartments and ground floor retail with a total construction debt of $90 million financed through NAB.
There was also 107 Cambridge Street in Collingwood consisting of 91 apartments plus ground floor retail, with debt totalling just over $40 million with ANZ. 
The projects saw strong settlements from both local and foreign purchasers, and all apartments leased prior to settlement, going against the market chatter about settlement issues and oversupply.
Both projects commenced settlement the week before Christmas – traditionally a difficult time of year for the property market.
By Christmas Eve, 107 Cambridge Street was fully settled, while Ikebana had reached over 90 percent settlement totalling over 215 apartments.
Founder and director Tim Gurner, pictured below, said while 107 Cambridge had zero foreign sales, 45 percent of the apartments at Ikebana were sold to FIRB purchasers.

He said the risk of settlement defaults was low due to the quality of the agents and buyers in the project and the increasing percentage of FIRB buyers who settled with cash or other means of financing in lieu of the Australian banks’ support. 
“The specific agents that we use are the best in the business and have been selling internationally for over 15 years, so they know their clients inside and out.  It is the smaller, new agents without a solid reputation that appear to be having issues,” Gurner said.
“Unfortunately the minority of small, dodgy agents have cast a shadow over the industry and scared the banks, however, the majority of the big international agencies we use have been around for 15 to 20 years and know much more about the Chinese market, the economy and the buyers than the banks or us.
“Absolutely there has been a move towards overseas and private institutions filling the funding gap the Australian banks have left behind. There really was no other choice when 80% of the finance market disappears overnight,” he said. 
Major banks had tightened lending to foreigners and investors in 2016 to curb the rapid growth in property values.
“I was initially wary of the rumours around settlement issues and the constant negative press, so we did spend more time and resources focusing on our buyers and the settlement and valuation process to ensure we could mitigate as much risk as possible,” he said.
“Interestingly, we have found a substantial number of purchasers at Ikebana settling with cash – over 35 percent - which is much more than any other project we’ve sold to date. Previously we saw cash settlements in the realm of five to ten percent.” 
He said the market had become more competitive and difficult due to changing regulations and planning policies which would test developers. 
“Considering the success of Ikebana and 107 Cambridge Street which were our first true settlement tests after the changes in foreign lending were announced, I’m confident if developers work hard with purchasers and find alternative funding options, buyers will get through this period unscathed.” 
Gurner said his company had several new projects which are expected to launch and find success in 2017. 
He had a piece of advice for developers. “It is however critical that developers take heed of the change in finance conditions as it is very real,” he said. 
“The main difference for us now is the time it is taking people to get finance approved, valuations completed and then settlement locked in… the days of swiftly preparing projects for settlement are well and truly behind us.”

The Melbourne and Sydney auction markets will ramp up this weekend with the holiday season well and truly over.
More than 200 homes are set for auction across Sydney and Melbourne this Saturday with Melbourne suburbs Hoppers Crossing, St Albans, Epping holding the most popular.
Sydney's western suburbs region will host the most number of auctions followed by the inner west and the upper north shore.
Dr Andrew Wilson, Domain Group chief economist said the most popular suburbs for auctions this weekend in Sydney are Blacktown, Marrickville and Parramatta.
"The lower north, Canterbury Bankstown and the south west all reported 100 percent clearance rates last weekend from low listing numbers," he said.
"In Melbourne, the north east, the outer east, the west and the inner east all reported 100 percent clearance rates last weekend from low listing numbers. 
"Low auction numbers can result in misleading insights into the underlying nature of the housing market with more robust understandings set to be revealed as listings climb sharply over coming weekends.
"The Reserve Bank will meet for the first time this year next week to decide the level of official interest rates for February. 
"Recent economic data remains underwhelming, particularly with the national jobless rate rising to 5.8 percent over December – the highest result for the year. Although the Bank is more likely to leave rates on hold for the fifth consecutive month, a pre-emptive early year cut similar to February 2015 can’t be ruled out."
