A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

The final two government-owned Millers Point properties are set to go under the hammer.
The marketing for the properties at 65 and 69 Lower Fort Street has commenced, with an auction date scheduled for November 3.
Split over four levels, the terraces date to circa 189 and are heritage listed.
The last remaining properties in the Millers Point program are expected to attract strong interest due to their size, location and heritage significance.
So far, $513 million worth of properties have been offloaded by McGrath since the Millers Point Sales Program began in 2014.

Final two Millers Point properties on the market

Metro Property Development has secured development approval from Willoughby Council for its Naremburn site.
Located at 155-161 Willoughby Road in Naremburn, the 1,320 square metre site was procured by Metro in late 2017 and will be released to the market as a boutique collection of nine luxury townhouses known as The Nines.
Designed by architects A+ Design Group, the homes will span three levels.
“We are thrilled to move ahead and develop this prominent site in the tightly held lower north shore,” said Phil Leahy of Metro Property Development.

Metro secures DA for Naremburn project

The latest data from the Australian Bureau of Statistics indicates a sharp drop in apartment approvals in NSW and Victoria.
The overall housing approval figures are falling in NSW and Victoria with the major falls being in the apartment market.
House approvals in NSW have dropped from 2,504 based on trends in March 2018 to 2,336 in August 2018 while house approvals in the smaller state of Victoria were more robust at 3,174 in August 2018.
It is the apartment market where approvals are falling fastest with NSW having 3,764 in September 2017 but this has fallen to 3,041 in August 2018. The Victorian apartment approvals have fallen even further from a high of 3,542 in December 2017 to less than half of this in August 2018 at 1,642 approvals.
It appears that confidence in the apartment market in both Melbourne and Sydney is slowing rapidly with many developers indicating that presales are much less than a year ago.
The Urban Taskforce urges governments to develop policies that support new housing supply as population growth targets have not changed. The pre- election environment in NSW has led to back downs on a number of planning policies including the ‘Missing Middle’ code, the Sydenham to Bankstown Planned Precincts and planning proposals in Ryde.
The concerns by some community groups about the extent of new development in Sydney seems to have led to a move away from housing supply targets and this is lowering confidence in the development industry.

NSW and Victorian apartment approvals falling fast: Chris Johnson

A planning application has been lodged for a proposed $85 million student accommodation tower in the Adelaide CBD, set to become the tallest purpose-built student-only accommodation building in the world.
The application for the 124.2 metre tall tower has been lodged by developer Hines Property on a site it owns at 29 Twin Street between Grenfell Street and Rundle Mall adjacent the Ibis Adelaide Hotel (also developed and owned by Hines Property).
The world’s tallest student accommodation building is currently the Student One Wharf Street tower in Brisbane at 122 metres tall.
Hines Property has planned the 38-storey solely student-use development with architecture firm Woods Bagot.
The building will include a range of accommodation options from single studio rooms through to five and six-bedroom apartments, incorporating a total of 510 beds.
In addition to the ground floor lobby and cafe, the tower will include a communal mezzanine lounge, cinema and events space, study and dining area, garden retreat and rooftop lawn, gym, wellness and yoga space.

World's tallest student-only accommodation tower proposed in Adelaide

September marked the 12th month of the national dwelling value decline, according to CoreLogic's national hedonic home value index.
Values dropped 0.5 percent over the month, with values tracking lower across five of the eight capital cities.
Five of the seven 'rest of state' regions recorded a fall in values over the month.
Since the national index peaked 12 months ago, dwelling values have fallen by 2.7 percent.

Melbourne's dwelling values dropped the most out of any capital city. They dropped 0.9 percent, which in turn has made the Victorian capital the worst performer over the quarter.
Sydney's decline continued with a 0.6 percent decline over September, the same as Perth. It is now 6.1 percent down over the year.

“While the housing market downturn is well entrenched across Darwin and Perth where dwelling values remain 22.1% and 13.2% lower relative to their 2014 peak, Sydney and Melbourne are now the primary drag on the national housing market performance," Lawless said.
“We’ve seen Sydney dwelling values drop 6.1% over the past twelve months and Melbourne values are 3.4% lower. Not only are these amongst the largest annual falls across the capital cities, but considering Sydney and Melbourne comprise approximately 60% of the national value of housing, the weak conditions in these cities have a substantial drag down effect on the overall national housing market performance.”
The current rate of decline is slower relative to the previous housing market downturn (Jun 2010 to Feb 2012) when national dwelling values fell by three percent over the first twelve months, declining 6.5 percent from peak to trough.

Melbourne values suffer as national price correction now year long: CoreLogic

Capital city buyers took a break from auctions on the long weekend, accompanied by a significant drop in auction listings.
But coastal offerings were much appreciated by buyers seeking cheaper dress circle opportunities.

There was a $726,000 auction sale at <a id="x_mcntLPlnk881881" class="x_mcntOWAAutoLink" href="https://www.realestate.com.au/sold/property-house-nsw-wooloweyah-129200650" target="_blank" data-auth="NotApplicable">Wooloweyah near Yamba</a> (above) in northern NSW.
"Only two sales have taken place on the lakefront in Wooloweyah during the past two years," Ray White agent Daniel Kelly noted.
The three bedroom lakefront 131 Lakes Boulevard offering last sold in 2011 at $460,000 after 200 plus days on market.
Further north in tropical Queensland, a Kinka Beach waterfront reserve home near Yeppoon was snapped up for $245,000.

Sydney’s auction clearance rate plummeted to 45 per cent, its lowest level in a decade.
There were just 380 Sydney auctions scheduled — well down on last Saturday’s super Saturday of 800.
CoreLogic auction commentator Kevin Brogan said the 45 percent result was based on the 223 that had been reported.
The preliminary clearance rate was 14 per cent down on prior Saturday.

Melbourne saw the biggest drop in volumes with only 69 homes taken to auction returning a preliminary auction clearance rate of 55 per cent, while last week there were 1,160 auctions held and the final clearance rate came in at 53 per cent.

Real Estate Institute of Victoria figures show the number of auctions tumbled from 4132 in September 2017 to 3260 in September 2018, with fewer auctions on every weekend compared to a year prior.
Melbourne's top sale was at Templestowe Lower where a four-bedroom family home passed in at $1.25 million, but the sold for $1.28 million.

The property had been in the same family for 55 years — they’d built the house which attracted three bidders from the four registered parties.
The Sunday Telegraph reported the written reserve was adjusted lower and the buyer upped his offer by $50,000, sealing the deal with plans for rebuilding.

Brisbane had the nation's cheapest capital city outcome when $260,000 was paid for 12 Kirton St, Redbank Plains.

Capital city buyers take a break from auctions on long weekend

The Block NZ season finale saw a buyer place a winning bid on one of the renovated properties via the real estate auction app, Gavl.  
It enabled the buyer, Mike Wyeth, to secure the property from the comfort of his home, which went under the hammer for $921,500.
The live grand final of Three’s The Block NZ was a first for any reality television show in Australia and New Zealand for an absentee buyer winning while watching from their own home. 
Gavl (<a href="https://www.gavl.com/" target="_blank" data-auth="NotApplicable">gavl.com</a>) is the world’s leading platform for real estate auction live streaming and bidding and the official digital auction partner for season seven of The Block NZ.
One of the renovated properties on the program – 25 Frances Bryers Road in Hobsonville, Auckland – attracted four registered bidders as they bid online through Gavl. 
During the live auction, Gavl representatives at the auction site announced the bids of all registered online Gavl bidders.
Gavl bidders watched the auction live through the app and were able to see the current bids displayed on their screen. 
Following a bidding war between the buyers in the room and those bidding via Gavl, the property sold under the hammer for $921,500 to a buyer through Gavl.  
Earlier in the evening two bidders via Gavl went head-to-head on Amy and Stu’s property, before it was knocked down to a buyer in the room.

Gavl secures Block NZ buyer from comfort of home

With such low activity in Victoria this week, the busiest suburbs for auctions are for the first time in a while NSW, with Mosman topping the list with 19 scheduled auctions over the week, according to CoreLogic Data.
This is followed by Randwick (13), Bellevue Hill (11) and Port Macquarie (10).
The combined capital cities are expecting 65 per cent fewer homes taken to market this week, with half the nation host to an upcoming public holiday, combined with both the NRL and AFL grand finals being held over the weekend, it looks to be a quiet week for the auction markets.

There are 846 capital city auctions currently being tracked by CoreLogic this week, down from the 2,404 held last week and lower than the 969 auctions held over the same week last year. Sydney is set to be the busiest auction market this week, with 586 homes scheduled to go under the hammer, down on the 851 auctions held as at final results last week, and only slightly lower than the 607 held one year ago.
The most notable decrease in activity will be in Melbourne, where a very subdued 64 auctions are scheduled this week; a 94.5 per cent drop in volumes from last week’s 1,161 auctions held. The lower activity this week is not unusual, we historically see activity plummet over what is the grand final weekend each year. Over the same week last year 122 auctions took place across the city.
Brisbane is expected to be the second busiest capital city this week, with 80 scheduled auctions, however this is lower than last week’s 124 auctions.
The remaining capital cities are all expected to see a lower volume of auctions week-on-week, with the exception of Tasmania where activity will remain steady.
Indicative of the relatively busy weekend in Mosman is 207 Raglan Street (pictured above).
The three bedroom two bathroom home is set on 461 sqm.
The change in median prices in Mosman over the past five years is 82% according to CoreLogic.

Another home going to auction this weekend is 35 Shadforth Street, Mosman (pictured above).
The five bedroom two bathroom home is marketed as "a house of immense charm and casual elegance."
The 500 sqm holding was built in 1915 and last sold for for $2.15 million in early 2009.

Subdued auction activity as AFL and NRL Grand Finals take the spotlight

Melbourne’s Airport Rail Link will be routed through it. The Victorian Planning Authority will be finalising one of its National Employment and Innovation Cluster frameworks around it. And now, savvy developers and investors alike are turning their attention to it and reinvigorating its housing market.

The suburb is Sunshine North, and according to property forecasters and industry experts alike, it’s time in the spotlight is now.

With the level of activity and investment being pumped into Sunshine North and its surrounds it is little wonder why the humble western locale is being touted by many as Melbourne’s next boom suburb. It’s a sentiment sure to spread with Urbis data reaffirming Sunshine North has all the markers for success.

With a population that has grown by over 13 per cent since 2006, and one that is forecast to increase by a further 22 per cent by 2026, Sunshine North’s demographic profile shows levels of change and gentrification higher than any other in Victoria. To understand Sunshine North’s progress, and what’s next for the suburb, we must consider how it all began.

Pre-war Sunshine, or Braybrook Junction as it was first named in 1860, was the home of the country’s largest manufacturing plant and the birthplace of the minimum living wage for Australian workers. The agricultural machinery manufacturing business, and the 400-acre company town Sunshine Estate that grew along with it, inspired a rebrand of the area.

In 1906, the plant was renamed the Sunshine Harvester Works. A year later residents and workers had successfully petitioned for the train station, post office, and shire riding's names to also change from Braybrook Junction to Sunshine in its honour. Developed with reference to the ideals of the Garden City movement, Sunshine Estate became regarded as a model industry-centred community and the “Birmingham of Australia”.

More formerly, the area went by the Shire of Braybrook (1871–1951), the City of Sunshine (1951-1994) and finally as we know it now, the City of Brimbank. In that time, its connections to the sprawling city of Melbourne strengthened with car-based travel enabling people to leave the inner-city and move into homes on larger blocks in suburbia.

Decades, later we are seeing this desire for city-fringe living return, with the area’s rich transport infrastructure a huge draw card for young professionals and families. Even before it was announced as the route Melbourne’s new Airport Rail Link will take, Sunshine Station was one of Victoria's most important regional rail hubs with all three of the main western region V/Line lines (Ballart, Bendigo and Geelong) meeting at Sunshine.

Having endured the decline of Australian manufacturing, Sunshine North persevered with many heavy and light industrial companies still situated in and around the area. So much so that the greater Sunshine area is now one of Melbourne’s principal employment clusters outside the CBD and recognised as one of state’s industrial heartlands.

With a range of thriving businesses to build on, well-developed service centres, important regional institutions and a diverse local population, Sunshine North is perfectly placed to influence the specialised activities and major investments to service the growth in Melbourne’s western subregion. Such efforts are in the process of being formalised by the Victorian Planning Authority (VPA), which is currently finalising its Sunshine National Employment and Innovation Cluster (Sunshine Cluster) Framework Plan for submission to the Minister of Planning for approval.

The framework plan is an important step forward in the implementation of Plan Melbourne 2017-2050. It is a coordinated action plan aimed at increasing employment by driving economic growth in the suburbs through harmonised public and private investment.

The plan shows that Melbourne’s west is “open for business,” that there is a clear investment pipeline and a vision for how this city-shaping project will be delivered. This document defines actions to build on investment in healthcare and education, to improve the amenity of the Sunshine Cluster, to encourage the establishment of new businesses and services, to improve transport links and public transport and to coordinate business attraction and investment.

It also gives the Victorian Government, councils, developers, business and residential communities greater certainty and confidence about future development within the Sunshine Cluster.

Based on the VPA’s job estimates for 2051, the Sunshine Cluster (which currently provides 14,600 jobs), could see an additional 13,800 created by 2036. Such local employment, population and industry growth will of course lead to continued demand and requirement for housing in the area, with Brimbank City Council estimating that approximately a thousand dwellings will be required by 2036.

Sunshine North is already witnessing the conversion of former industrial and greenfield sites into residential homes and commercial developments with land here highly sought after and primed for redevelopment. ABS census data confirms gentrification is occurring at significantly higher levels of change compared with Greater Melbourne.

Sunshine North and its surrounds also reported a higher proportionate increase in white collar workers who reside in the area and higher average household income growth (up 47 per cent from $50,865 to $74,843 in the ten years to 2016, compared with Greater Melbourne’s 44 per cent increase). As its residents evolve, so too must the area’s residential offering.

While it has historically been characterised by detached dwellings, Sunshine North needs new infill developments to accommodate more lifestyle opportunities and varied typologies that cater to a wider social demographic. We need to diversify the housing mix and consider how townhouses and low-rise apartments can broaden the local property market to allow first home buyers, young professionals and those following employment to capitalise on Sunshine North’s relative affordability respective to adjoining suburbs such as Footscray and its location respective to the CBD.

This is the missing piece of Sunshine North’s development and infrastructure puzzle.

It will go a long way in our collective efforts to address the city’s lack of housing choice and affordability pressures. Ultimately, the success of Sunshine North, the Sunshine National Innovation and Employment Cluster and its residents relies on the collaborative efforts of its private and public stakeholders.

If we continue with this shared vision, we will enable Sunshine to grow into an economic powerhouse fuelled by premium housing choice, infrastructure and services.

It is close to schools and shops and was last sold for $200,000 in 2006.
The suburb's median house price sits at $340,000, according to CoreLogic.
