Speculation that the federal government might lift the age at which people can access their superannuation savings to 70 years should not concern people who have invested in property through a self-managed superannuation fund, a technical expert has said.
Federal Treasurer Joe Hockey last week gave strong indications that the age of eligibility for the government pension is likely to be lifted to 70 years over time while access to other government benefits for older people will also be restricted.
The statements have fuelled fears that the so-called preservation age at which people can access superannuation savings will also be raised.
But SMSF Professionals Association of Australia director technical and professional standards Graeme Colley told Property Observer that an increase to the preservation age for superannuation might advantage people who hold property in their fund.
“It might be an advantage because the longer they hold a property, the greater the likelihood of capital gains,” Colley said.
Many people who own investment property through an SMSF are forced to sell when one of the members retires if the property does not generate sufficient cash flow to pay a pension from the fund.
Colley said an increase to the preservation age for superannuation would probably be accompanied by an increase to the age at which people can make personal and voluntary contributions to their funds.
As the rules stand now, all working people can receive superannuation guarantee payments from employers into their funds, regardless of age. However, while people aged under 65 can also make voluntary or personal contributions to their funds, those aged between 65 and 75 years must meet a work test to be able to do so.
People aged over 75 are unable to make any personal or voluntary payments into their funds.
SMSFs that have borrowed to invest, particularly those that have negatively geared property, often need to sell if members can no longer contribute to the fund to make up the shortfall in cash flow.
Giving older people who were no longer working the ability to make personal contributions to superannuation would allow them to hold their property in the fund for longer, providing the advantage of holding the asset in the low-tax superannuation environment.
“The longer it is, the better it is,” Colley said.
He added there was a risk for government that lifting the superannuation preservation age beyond the planned graduated increase to age 60 by 2024 and aligning it with the age pension age could backfire and put unintended pressure on other parts of the social security system. 
Amounts accumulating in superannuation are excluded from the assets tests that determine whether people qualify for social security payments.
Older people currently moving from the workforce to the age pension, topped up with superannuation benefits, could be forced to rely on other social security payments such as the Newstart Allowance if they were unable to find work but were too young to access their superannuation or the age pension, Colley said.

Weaker than expected inflation figures for the March quarter, released last week, have given economists confidence that the Reserve Bank of Australia will leave interest rates on hold for at least a few months to come.
The official cash rate has been at a record low of 2.5% since August last year. Throughout that time, the mortgage managers’ basic variable rate – which approximates the average of interest rate available to borrowers – has been constant at 5%. But there are many home mortgages available that offer interest rates below 5%.
The tables below list some of the cheapest variable interest rate loans in the market for owner occupiers (current as of April 24, 2014).

The loan to value ratio (LVR) is the loan amount relative to the value of the property. For example, if a borrower takes out a $300,000 loan to buy a $400,000 property, the LVR is 75%.
Comparison rates
Results are sorted by comparison rate rather than the headline interest rate because the comparison rate includes fees and charges which vary from loan to loan, so it better reflects the cost of the mortgage.
Comparison rates are calculated using a formula governed by the Uniform Consumer Credit Code that standardises factors such as the loan amount; loan term; repayment frequency; and fees such as ongoing account-keeping charges, establishment fees, valuation fees, mortgage documentation fees and settlement fees.
The comparison rates used in these examples are based on a $150,000 loan repaid monthly over 25 years. Results will vary for other loan sizes, terms and repayment frequencies, or select specific features to include.
Fixed loans
Several fixed rate loans are also available with rates below 5%. The three listed below are just some of the products on offer.
Loans.com.au has two-year and three-year fixed rate mortgages with comparison rates of 4.59% and 4.68%, respectively. Those loan rates are based on $150,000 loans with 25-year terms, and are available to both owner-occupiers and investors borrowing up to 90% of the property’s value.
Pacific Mortgage Group has two, three and five year mortgages with a comparison rate of 4.75%. Those loans are available for owner occupiers or investors with loans up to $2 million, borrowing up to 75% of the property’s value over between five and 30 years.
UBank is offering a three-year fixed rate mortgage with a comparison rate of 4.83%. It’s available for loan sizes between $100,000 and $1 million, for people borrowing up to 80% of the property’s value over 30 years.
Tips on shopping around
When using comparator websites – such as Ratecity.com.au, Finder.com.au and Mozo.com.au – be aware that unless you can specify the details of the loan you wish to take out, the results may not exactly reflect what you will be able to access.
For example, the Yellow Brick Road Rate Smasher mortgage (see table) is only available when the loan amount represents no more than 70% of the property’s value: that is the loan to value (LVR) ratio is no more than 70%. For other LVRs, different rates may apply.
Different types of loans are available to investors compared with owner occupiers, while self-employed people may find they are only able to access low-documentation loans, which tend to have higher interest rates.
Specials may be offered to some groups but not others, or may be available for a limited time only. So check fairly regularly for new deals if you have been looking for a property for some time.
Also, be aware that some comparison websites have relationships with only some of the lenders in the market so you may be missing the best deals if you refer to only one source.  
When picking a loan, it’s a good idea to look beyond the interest rate and consider whether there are mortgage features that you might be able to exploit to reduce the borrowing cost over the life of the loan.
Holding emergency savings in an offset account, for example, can save significant sums over time. This is because the balance, for the purposes of interest calculations, is accounted for as if you had paid that amount off the loan principal.
Online calculators are available that can help you work out how much the savings would be. For example, Westpac’s Home Loan Offset Calculator shows that if you had a $300,000 mortgage that charged a rate of 5%, you would pay $226,581 in interest over 25 years. If you held $30,000 in an offset account against that same mortgage, you would save $63,505 over the life of the loan and repay the debt three years sooner.

Using comparison websites to find the lowest interest rates

Investors in all states except South Australia and the Northern Territory plan to increase their exposure to property over the June quarter, a sentiment survey has found.
High income earners, those working in professional jobs and people living in larger households were most likely to say they intended to boost their property investment portfolios over the next three months, the latest MLC Quarterly Australian Wealth Sentiment Survey revealed.
More than 2000 people responded to the national survey, which was released in mid-April.
Investors were asked about their existing financial situation and whether they were more or less likely to invest in certain asset classes over the next three months.
Investment property was the only growth asset to which respondents planned to increase their portfolio allocations, although appetite for investment property was down slightly from the previous survey for the December quarter.
All groups said they would cut their holdings of shares and diversified balanced funds over the June quarter.

The results are in line with an improvement in broader consumer sentiment towards residential property, as recorded by the NAB Residential Property Index, which rose one point to a high of 37 in the March quarter.
The outlook for house prices improved across all states except Victoria, with further increases expected in the next six, 12 and 24 months. Rental growth, however, was subdued indicating investment property yields could fall.

Around 30% of respondents to the MLC sentiment survey who earned more than $100,000 already had property investments. Some 10% of people in that wages bracket said they planned to invest more in property over the next three months.
Property was a more popular investment choice with younger people than with those aged over 50. Around 10% of people aged 49 and under said they were looking to buy property during the June quarter. On a net investment basis, over-50s intended to slightly reduce their property exposure.
Debt reduction was the top priority for the majority of people surveyed with around one in three saying that would be their goal for the three months to the end of June.
A large group also said they would invest more in cash and term deposits, as well as superannuation in the coming months.

Investors intend to boost property portfolios over next three months: MLC survey

Insolvency firm Ferrier Hodgson has raised concerns that the improvement in residential construction may not be “long enough and strong enough” to allow downstream construction businesses to recover from financial damage suffered over the past two years.
The total number of new dwellings commenced rose 8.2% in the December quarter in seasonally adjusted terms, following a fall of 0.6% in the September quarter, Australian Bureau of Statistics figures out last week showed.
The number of new houses started in the December quarter of 2013 was up 4.2% in seasonally adjusted terms compared with the previous year, while units were up 20.6%.
However, the seasonally adjusted number of new dwelling starts was still below the previous peak in 2009, which preceded a slump in construction activity that lasted until early 2012.
Ferrier Hodgson noted that while initial signs were promising, the recovery had been patchy and construction businesses would need to monitor where growth was occurring and consider chasing work outside of their local area.
“A national construction-led recovery doesn’t necessarily mean the construction work will be spread evenly around the country and will almost certainly not be driven out of the hotspots of the last boom,” Ferrier Hodgson said in a report.
The Housing Industry Association noted that while NSW and Western Australia had driven much of the recovery in construction to date, there had been only a modest number of dwelling commencements in each of those states during the December quarter.
Victoria contributed most to growth in dwelling starts in the December quarter with commencement numbers up 11.3%. Activity in Queensland also grew strongly, with dwelling starts up 15.8%.
Ferrier Hodgson said downstream businesses such as landscapers, cabinet makers and manufacturers of household products could expect a lag of up to 24 months before they saw the benefits of increased residential construction.
Numerous construction-related businesses went under during the downturn in construction, and smaller businesses would continue to struggle to meet ongoing fixed costs through a prolonged downturn and long recovery, the liquidation firm said.

Construction recovery may not be “long enough and strong enough” for related businesses

Foreign investors and businesses have been showing a great deal of confidence in the Australian retail market, and all types of retail property are benefiting.
South African retail group Woolworths last week <a href="/expert-insights/investing/david-jones-taken-over-by-woolworths-sa">made a $2.15 billion bid for David Jones</a>, with the $4 a share bid representing a 25.4% premium to the previous day’s closing price for the Australian department store’s stock. Woolworths’ chief executive Ian Moir told media the company planned to expand David Jones and add more than $130 million to its bottom line over the next five years.
The proposed takeover is the latest in a series of offshore retail entries into the Australian market.
Swedish fashion retailer <a href="/expert-insights/investing/h-m-set-for-australian-roll-out-as-its-first-local-store-launches-tomorrow">H&amp;M opened its first Australian store in Melbourne’s GPO</a> at the start of April. Japanese brand Uniqlo is due to open its first store at Emporium Melbourne on Wednesday April 16.
Those brands follow others such as Zara from Spain and Top Shop from the UK, as well as Canadian home ware retailer Williams-Sonoma which have all entered in the past few years.
The international brands favour being located in prime shopping locations, which has boosted assets in those areas.
Retail sales more generally have been improving and major regional shopping centres have benefited.
Turnover rose 0.2% in February 2014 in seasonally adjusted terms, following a rise of 1.2% in January 2014, Australian Bureau of Statistics data released last week shows.
Victoria was the largest contributor to the rise, with turnover increasing 0.5%, followed by Western Australia with a 0.4% increase and New South Wales with 0.1% more turnover.
Resilient returns on major regional shopping centres are attracting institutional investors, Colliers International national director of <a href="https://www.colliers.com.au/Services/Property_Types/Retail.aspx" target="_blank">retail </a>investment services Lachlan MacGillivray said in March after facilitating the sale $496 million of a 50% stake in Northland, a major shopping centre in Preston in Melbourne’s northern suburbs, to GPT Wholesale Shopping Centre Fund.
“Yields for this asset class across Australia currently range between 5.25% and 6.00%, reflecting the significant value and core nature of this asset category.  However, the increasing demand over recent years has led to some yield compression,” MacGillivray said.
More than $7 billion worth of shopping centres transacted in 2013, a record for the sector, and the trend is expected to continue this year.
Investors are also pursuing smaller retail properties, particularly in Melbourne.
At the start of April, a local private investor paid $1.67 million representing a yield of just 4.58% for a strata retail premises at 353-355 Flinders Lane in Melbourne leased to Café Del Corso, until November 2020.
In March, a private Chinese investor paid $1.05 million for a 20 square metre property and $2.1 million for a 281square metre store, both ground floor of 114 Russell Street, Melbourne. A separate Chinese buyer bought an adjoining 235 square metre property in the same building for $1.61 million. The sales were made at initial yields of around 6.5%.
CBRE negotiator, Victorian retail investments Rorey James said the depth in the market for sub-$5 million strip retail properties in Melbourne was as diverse as it had ever been.
“We are receiving strong interest from local, national and offshore parties all looking to capitalise on both the low interest rate environment and the improved retail tenant and consumer confidence,” James told Property Observer.
“Buyers are looking for alternatives to term deposits and the volatile share market and are willing to pay premium prices to secure these properties.”
Melbourne has more than 20 substantial retail strips, with the prime shopping areas, such as Acland Street, Chapel Street, Church Street and Carlisle Street, being the most sought after and tightly held in the current marketplace. 
CBRE recently sold a property in Acland St for a tight yield of 3.7% and price that reflected the highest building rate ever paid in the strip. Other recent sales include two properties on Toorak Road that sold at yields below 5% and a retail premises on Bay Street, Brighton that went for a 3.7% yield. 
James said the strong results were evidence of unprecedented buyer demand for sub-$5 million retail investment properties at a time when there was a significant lack of buying opportunities combined with record low interest rates, which was spurring investors to compete to acquire the assets.
The lack of prime strip properties being offered to the market was forcing investors to look to secondary locations, such as Bridge Road, Richmond, where retailers have not been performing as strongly, he added.
"We are noticing a heightened level of buyer demand in secondary locations given the inability to purchase properties in prime strips, and this increased demand is seeing yields compress in all Melbourne strip retail markets,” James said.
The early strong results set the benchmark for 2014 and were clear indicators that buyers were aggressively seeking high quality retail properties in well located areas and were willing to pay premium prices.
Offshore buyers entering the Victorian commercial property market were also having a positive effect on pricing when vendors decided to bring their assets to market for sale.

Retail market benefitting from foreign investor and business confidence

Investors should expect regulations that allow self-managed superannuation funds to borrow to buy property to come under government scruitiny in the coming months, an expert in the area has said.
In February, Assistant Treasurer Arthur Sinodinos ruled out a specific review into limited recourse borrowing arrangements which SMSFs use when taking out loans to buy property.
Macquarie Bank executive director David Shirlow told Property Observer it was unlikely that the government would change its position, despite Senator Sinodinos standing aside and Finance Minister Mathias Cormann taking over as Acting Assistant Treasurer.
“Whilst the prospect of a separate and specific review of the matter is off the policy agenda for the time being, there are still some live policy issues in borrowing through super,” said Shirlow, who specialises in SMSFs and sits on the board of the SMSF Professionals’ Association of Australia (SPAA).
He said some stakeholders had argued that it was inappropriate for SMSFs to borrow for property investment at all, and that further constraints on advice provided regarding limited recourse borrowing arrangements and product offerings could be considered.
The arrangements are likely to be examined as part of the Financial System Inquiry, which is due to publish an interim report in mid-2014 and a final report by November.
Numerous submissions to the Inquiry have called for government to review SMSF borrowing and put in place additional consumer protection measures and education for trustees.
Big four accounting firm KPMG noted in its submission that super funds were tax-exempt in the pension phase, which provided incentives for SMSFs to invest in long-term assets such as residential property, and even more so if the property was negatively geared.
The Institute of Chartered Accountants in Australia strongly encouraged a review of existing arrangements to ascertain whether borrowing was appropriate and, if it was, to ensure the right legislative and regulatory frameworks were in place.
Mid-tier accounting firm Chan &amp; Naylor called for urgent action to create a dedicated national SMSF educational framework, lead by the Australian Securities and Investments Commission (ASIC), to teach the public about the merits and pitfalls of SMSF investments.
The Reserve Bank of Australia noted that SMSFs borrowing could expose members to greater financial risks (including excessive concentration in a single asset) than they understood they were taking.
CPA Australia raised concerns about the appropriateness of advice received by SMSF trustees and members, and potential misinformation being provided by unlicensed advisers such as real estate agents, mortgage brokers and property developers.
Shirlow said ASIC considered itself to have jurisdiction, under the Corporations Act, over some aspects of property sales people giving advice on limited recourse borrowing arrangements.
“Stakeholders such as SPAA would argue that there should be some more definite consumer protection rules in place to make sure that property spruiking is not going to lead to disaster,” he added.
The Association of Superannuation Funds of Australia has previously advocated for advice to SMSFs on asset classes such as investment property and limited recourse loans to be provided only through licensed financial planners.

Investors should expect SMSF borrowing to come under greater government scrutiny

Rental growth has been flat in most areas over the first quarter of 2014 while property prices have surged, leading to lower yields on investment properties, according to RP Data.
Units in Hobart made the biggest rental gains in the quarter, rising by 4.7% to $280 a week.
Rent for units in Melbourne, Brisbane and Sydney also increased slightly over the quarter, by 1.4%, 1.3% and 1% respectively.
Adelaide was the only capital city in which detached houses made rental gains. The median rent for a detached house in Adelaide increased by a 1.5% to $345 in the quarter.
Rents in the other capital cities were flat or declined in the quarter, dampening rental results for the 12 month period.
Darwin units were the strongest performers of capital city properties for the 12 months to the end of March, with rents rising 5.8% to a weekly median of $550. Rents on Sydney units gained 4.3% to reach a median of $490 a week.
Rent for detached houses in Melbourne and units in Brisbane also made reasonable gains over the 12 months to March, appreciating 2.7% and 2.6% respectively.
Perth and Canberra were the weakest capital city markets over the 12 months to March.
Rents for houses in Perth fell 2%, while rents for units dropped by 4.3%.
Detached houses in Canberra achieved 5.8% less rent, and the median rent for units fell 4.7%.
“With home value growth comparatively strong we are seeing a deterioration of rental yields in most capital cities,” RP Data analyst Cameron Kusher said in a statement.
“We expect that rental growth is likely to continue at moderate levels over the coming year, due largely to the climbing demand for housing which is highlighted by escalating sales transactions nationally.”
Over the year to the end of March, house prices in Sydney rose by 16.41% and units gained 12.17%, according to the RP Data-Rismark Daily Home Value Index: Monthly Values.
In Melbourne, house prices rose by 11.94%, while unit prices appreciated by 8.95%, the index showed.

Rental growth flat while property prices surge: RP Data

Demand for new housing in Sydney will continue to outstrip supply as development targets have been set too low to accommodate population growth, according to NSW Department of Planning and Infrastructure director general Sam Haddad.
“Indicators are that for the next couple of years we are going to achieve our targets of 25,000 to 27,000 dwellings in Sydney and I’m not sure that’s enough,” Haddad said last week at an industry forum organised by the Committee for Economic Development of Australia.
The department last year predicted the NSW population would increase by two million people to reach 9.2 million by 2031. Since then it has been examining updated Australian Bureau of Statistics data and invested in improving its population forecasts.
“Indications are that we are expecting a much higher population than we have predicted before,” Haddad said.
A larger population in Sydney meant demand for new housing would be much higher than previously anticipated and the existing targets for housing development would be too low.
The total number of dwelling units approved in NSW fell 0.2% in February after rising for 24 months, ABS data shows.
Approval times for new dwellings fell in 2012-13 compared with the previous year, according to the Local Development Performance Monitoring Report for 2012-2013. It took 68 days on average to approve a development application in 2012-13, three days less than in the previous year. Fast-tracked approvals took 17 days on average, one day less than the year before.
Haddad said there was a lag between dwellings being approved and work commencing, which the department was trying to understand but its key focus was on driving changes to the NSW planning system.
The department released a white paper outlining a new planning system for NSW and draft planning legislation on April 16 last year. The paper and legislation were on public exhibition until June 28.
The draft legislation has not yet been passed but Haddad said he was hopeful that it would pass soon as existing legislation could not cope with changes to population, community and investor expectations, environmental concerns and how infrastructure was integrated into urban developments.
“NSW is changing and we need to look ahead as to how we are going to manage this change and manage growth ... The current planning legislation cannot cope with the change that I’m talking about. It can no longer deliver to the community,” he said.

Housing development supply targets set too low: NSW Department of Planning and Infrastructure

Regional banks have called on the Financial System Inquiry to address issues that they say have created competitive advantages for the big four banks in home lending and other financial services.
In a joint submission to the inquiry, Bendigo and Adelaide Bank, BOQ, ME Bank and Suncorp Bank said the fall-out from the global financial crisis had favoured the major players.
“The banking landscape is now characterised by a higher degree of market concentration, consolidation and increasing dominance of the large banks relative to other providers,” the banks noted in their submission, which was prepared with the help of Pegasus Economics.
“While smaller banks and others provide customers with real alternatives and choice when it comes to financial services, these smaller participants do so at a distinct competitive disadvantage.”
Over the past few years, the major banks had become more vertically integrate with mortgage brokers and financial advice networks, which the regional banks’ submission claimed provided advantages in distributing home loans and other financial products.
The regional banks recommended the inquiry consider commissioning the Australian Securities and Investments Commission to survey the market to assess whether the major banks’ multi-brand strategies were confusing consumers about ownership.
“If it is found that confusion does exist, then a strong disclosure obligation must be introduced to ensure customers are making informed decisions,” the banks said in their submission.
The regional banks also noted that significant funding and cost advantages were available to the big banks deemed “systemically important” and that new regulatory and prudential requirements cost more, in relative terms, for the regional banks to implement.
They also claimed that asset requirements under the Basel capital adequacy framework made it more profitable for the big banks than for the regional banks to issue home loans.
The four big Australian banks, which had undertaken advanced Basel accreditation, were required to hold on average 1.3 cents of capital against each $1 of mortgage credit, UBS Securities Australia estimated. Banks operating under the standardised accreditation – including the regional participants – must hold up to three times more capital for the same loan.
The difference in capital requirements meant that the implied return on equity for ANZ to supply a home loan (estimated to be around 50 basis points) was 34.92% while the same mortgage delivered Bank of Queensland a return on equity of just 14.17%.
Other submissions to the Financial System Inquiry did not agree that competition in the mortgage market was inadequate.
The Reserve Bank of Australia in its submission said a good deal of focus had already been placed on competition in the mortgage market since the financial crisis and that competition in the market for small business loans was more of a concern.
“The [Reserve] Bank considers that this market should be the focus of inquiries regarding competition in lending, rather than the mortgage market,” it said.
Commonwealth Bank of Australia and ANZ agreed in their separate submissions that the inquiry should focus on improving the depth and liquidity of debt markets, on ensuring regulatory standards were consistent and on improving consumers’ financial literacy.
ANZ said: “An open market should continue to be the primary mechanism for maintaining an efficient, competitive financial system. Improvements to retail bond markets and removal of interest withholding taxes would promote efficient competition.”

Regional banks highlight competitive disadvantages in Financial System Inquiry submission

Urban development policies do not reflect the needs of Australia’s wealthiest group of property buyers leading to a mismatch between the housing stock available and what is in demand, according to architecture and design firm Hames Sharley’s associate director Arun Broadhurst.
Speaking at the Urban Development Institute of Australia’s national congress in Brisbane last week, Broadhurst said public policy around the country was designed with an overwhelming desire to increase the density of capital cities. As part of that, developers were encouraged to build smaller types of housing with one to two bedrooms.
“The problem is that Generation X, which is our most wealthy generation, is of child bearing age and the policies don’t necessarily reflect what they need. They’re still going to need three, four or five bedroom houses,” Broadhurst said.
Most of the members of UDIA are large land developers that focus on green field sites on the city fringes. First home buyers form their main target markets.
Broadhurst told conference delegates that while some first time buyers were interested in one to two bedroom homes, many were still looking for three to five bedroom homes because they were planning to have children in future.
Broadhurst’s comments were based on the findings of The Housing We’d Choose: a study for Perth and Peel report, which was released last year. The research was conducted by Curtin Business School with Hames Sharley managing the project. The report analysed the compromises people in Perth were prepared to make when they bought a home.
The Grattan Institute had put together similar research in 2011 based on the Sydney and Melbourne markets.
The studies constrained people’s decision making by forcing them to make realistic assessments based on their own financial situations.
“If you asked people ‘What do you want to buy?’ people would say a five bedroom house in Kirribilli but we know this is unattainable for most people. [The research] constrains people’s choices by income and available stock to get a better feeling of how the real housing market works ,” Broadhurst said.
The Perth and Peel study found Perth was well catered for in three to five bedroom houses but had a large undersupply of one to two bedroom homes that suited people looking for smaller, more affordable homes. “It’s probably similar in Brisbane,” Broadhurst said. 
“In Melbourne and Sydney there’s a greater amount of housing diversity,” he said.
However, there were opportunities for developers to attract a greater variety of people to live out on the city fringes if they built homes that better suited wealthier growing families.
“Generation X tends to be affluent enough to live in the suburbs of their choosing,” Broadhurst said.

CPG unveils Castile Newstead ahead of upcoming sales launch

Australia’s online shopping habits have shifted dramatically over the last decade. As eCommerce volumes surged, so too did the frustrations that came with traditional parcel delivery: missed deliveries, long Post Office queues, parcel theft and the challenge of being home during business hours.

Australia Post’s Parcel Lockers emerged as one of the more practical responses to that changing consumer behaviour.

What started as a relatively niche delivery option has evolved into a nationwide network of more than 1,400 self-service Parcel Lockers positioned at train stations, shopping centres, supermarkets and Post Offices across the country. The system allows Australians to send, collect and return parcels 24 hours a day, fundamentally changing how many people interact with deliveries.

The appeal is relatively straightforward: flexibility.

Instead of waiting at home for a delivery driver or rushing to a Post Office before closing time, users can direct eligible parcels to a Parcel Locker location of their choice. Once the parcel arrives, Australia Post sends a notification with a collection code or QR access through the AusPost app, allowing customers to retrieve their package at any time within the collection window.

For apartment residents in particular, the system has become increasingly valuable.

Higher-density living has created logistical challenges around deliveries, especially in buildings without concierge services or secure parcel rooms. Missed deliveries are common, while parcel theft has become an increasing concern as online shopping volumes continue to rise.

Australia Post itself has repeatedly highlighted the growing issue of “porch pirates” during peak shopping periods, encouraging customers to use Parcel Lockers as a safer alternative to unattended home deliveries.

That security aspect is one of the key reasons the Australia Post Parcel Locker network has grown so rapidly.

Parcel Lockers are positioned as secure, monitored collection points that reduce the risk of theft while also improving delivery efficiency for Australia Post. Instead of multiple redelivery attempts, parcels can be consolidated into a single secure destination.

The Parcel Lockers themselves are free to use through a MyPost account and support a range of parcel sizes up to 16 kilograms and dimensions of approximately 35 x 44 x 61 centimetres.

Beyond receiving parcels, the system has increasingly become integrated into the broader eCommerce ecosystem.

Customers can now use Parcel Lockers to return online purchases, while retailers have embraced the model as a way to improve delivery success rates and reduce friction in the shopping process. Australia Post has actively expanded partnerships with major retailers and promoted Parcel Lockers as part of a broader out-of-home strategy.

The timing of that expansion aligns with broader changes in Australian shopping behaviour.

The acceleration of online retail during and after the pandemic placed enormous pressure on delivery infrastructure. Parcel volumes reached record highs, particularly during Black Friday and Christmas periods, with Australia Post delivering more than 100 million parcels during peak festive seasons.

That growth forced logistics providers to rethink the “last mile” of delivery, widely regarded as the most expensive and operationally difficult stage of the process.

Parcel Locker systems have increasingly been viewed as part of the long-term solution.

The concept itself is not unique to Australia. Parcel Locker networks have become common globally, particularly across Europe and Asia, where dense urban environments and apartment living create similar logistical challenges. But Australia’s geography and suburban sprawl made adoption slower initially.

Now, however, the convenience factor is driving mainstream usage.

For commuters, Parcel Lockers near train stations allow parcels to be collected on the way home from work. For apartment dwellers, they remove the uncertainty around access and missed deliveries.

The rise of the AusPost app has also streamlined the experience, centralising notifications, tracking and Parcel Locker access into a single platform. Australia Post has increasingly pushed customers toward app-based delivery management, partly as a way to combat phishing scams and fake delivery notifications, which have become more sophisticated in recent years.

The Parcel Locker model is also beginning to influence property development itself.

Parcel management has become a growing consideration in apartment building design, particularly as online shopping becomes embedded in everyday life. Many new residential developments are now incorporating dedicated parcel rooms or Parcel Locker systems into foyers and communal spaces.

For developers, parcel management is increasingly viewed as part of the broader resident amenity offering, alongside gyms, wellness spaces and communal work areas.

That reflects a wider evolution in how residential buildings are designed.

Apartment buyers are placing greater emphasis on convenience, security and operational functionality, particularly in higher-density urban environments. Parcel delivery, once considered a minor operational detail, has become an increasingly important part of that equation.

Australia Post’s Parcel Locker network sits at the centre of that behavioural shift.

What began as a simple alternative delivery option has evolved into a key piece of infrastructure supporting Australia’s growing eCommerce economy and changing urban lifestyles.

And as online shopping continues to expand, the role of Parcel Lockers is likely to become even more embedded in how Australians live, shop and receive goods.

How Australia Post Parcel Lockers changed parcel delivery convenience in Australia

Perth’s new apartment market recorded its strongest quarter of sales since Q4 2021, with 412 apartments sold in Q1 2026 and a record quarterly sold value of $537 million, according to Urbis’ latest Apartment Essentials results.

Urbis said the March quarter result reflects strong, highly product‑specific demand across both ends of the market, from more attainable projects delivering at scale, through to premium stock being absorbed by equity‑rich downsizers.&nbsp;

David Cresp, Partner at Urbis, said the key story in Perth is not demand, it is the market’s ability to convert demand into delivered housing.&nbsp;

“This is the strongest sales quarter since Q4 2021, and it reinforces that demand in Perth is real and it’s local,” David Cresp said. “But the task now is delivery, turning that demand into projects that can actually be built and completed.”&nbsp;

<h2>Affordable product leads, premium demand remains resilient</h2>

Sales in Q1 were led by more affordable projects, with The Boulevard (SKS Group) recording 115 sales in the quarter, the presentation noting this is only the second time a single project has surpassed 100 quarterly sales. The project was able to offer more affordable housing product right next to a train station.&nbsp;

Palmyra West (Finbar) also delivered strong results with 28 sales in Q1, following 84 sales in Q4, with an average price of under $800,000, underscoring depth of demand for well‑located, attainable new stock.&nbsp;

At the premium end, Urbis said downsizer demand is continuing, with the results highlighting Romeo (Applecross, Finbar) recording 75 sales and reaching almost 50% sold in one quarter.

Jual (Shenton Park, Celsius Property) also posted a strong quarter with 28 sales, reaching 39% sold in one quarter.

Urbis noted that Perth apartment demand is not speculative, not investor‑led, and not uniform, describing it as localised, often equity‑driven and highly product‑specific, a pattern reflected in the polarisation between strong “attainable” performers and premium downsizer product.&nbsp;

Urbis said pricing pressure is cost not demand‑driven: construction costs and delivery risk are now a central constraint, with the results noting build costs remain elevated and volatile, and that energy, fuel and labour uncertainty weigh on feasibility.

David Cresp said a growing challenge for private Build‑to‑Sell developers is simply securing a builder in the current environment.

“Developers are really feeling the pressure from a building market that was operating at capacity and securing a builder is challenging,” David Cresp said, adding that even where a builder can be secured, “trying to get to the price that makes the development financially viable is incredibly challenging in the current market.”&nbsp;

Urbis’ broader WA commentary also notes that industry remains at or above capacity with lot and housing creation, and that many builders are limiting new sales to manage stretched workforces and fixed‑price contract pressures, conditions that flow directly into apartment feasibility and delivery timing.

<h2>Supply: improving later, but still constrained, and Perth lags eastern benchmarks</h2>

While near‑term supply remains constrained, Urbis’ forecast shows completions lifting “Supply is forecast to be back above 1,500 apartments per annum for the first time since 2019”, with 1,775 completions forecast for 2026, and volumes remaining above that level over the following years.&nbsp;

Looking further ahead, completions are forecast to reach 2,500 in 2028, with the report noting 32% of that total is social/affordable, reflecting the role of government‑supported delivery in rebuilding the pipeline.&nbsp;

However, Urbis said Perth remains behind comparable markets on pipeline scale. In a national comparison of projects under construction, the report shows under construction Perth Build‑to‑Sell (BTS) at 3,446 apartments versus the Gold Coast at 7,922. Mr Cresp said “The challenge for Perth is how to we grow the delivery pipeline”.

Urbis’ conclusion is that Perth’s market is increasingly defined by product discipline and delivery certainty, with the research identifying “delivery certainty is key” and calling out builder risk and procurement models as core success factors, alongside “timing and staging”.&nbsp;

Perth apartment sales hit strongest pace since late 2021 as builder capacity tightens

<a href="https://www.apartments.com.au/developers/sammut-developments">Sammut Group</a> has secured development approval for its latest Brisbane apartment project, marking the Sydney developer’s next step in expanding its Queensland pipeline following the success of its debut Gold Coast development, Coast.

The approved project at <a href="https://www.apartments.com.au/new-apartments/44-glen-road-toowong-qld-4066">44 Glen Road, </a><a href="https://www.apartments.com.au/developments/toowong-qld-4066">Toowong</a> will deliver a 15-storey riverfront apartment building with 42 residences, significantly increasing the scale of the site’s previous approval for a smaller luxury scheme. Designed by Bureau^proberts, the development will comprise a mix of predominantly four-bedroom and two-bedroom apartments positioned to maximise Brisbane River and city views.

Sammut Director Julian Sammut said the group had been actively searching Brisbane for several years before identifying Toowong as the right fit.

“Brisbane was the right step for Sammut,” Sammut said.

“With the success of Coast we thought we should definitely look to do more in Queensland alone. We then pushed up to look at Brisbane. We've been looking for I'd say two to three years actually and it was hard to find the right location.”

Sammut said suburbs including New Farm and Teneriffe were considered before the group ultimately focused on Toowong due to its strong downsizer demographic and limited supply of developable riverfront land.

The site was acquired off-market after what Sammut described as a lengthy negotiation and planning process, with the developer pursuing an uplift to the original approval.

“We are DA approved now which is very exciting,” Sammut said.

“We've had our change approval come through and we've obviously doubled the height, 15 storeys plus rooftop. We've got 42 amazing apartments that are going to be coming to market soon.”

Bureau^proberts said the design responds to Toowong’s evolving urban character, balancing contemporary apartment living with the area’s established residential identity.

“A place where traditional Queensland living has taken place for centuries; Toowong is seeing a shift of contemporary influence, commercial and retail hubs mixed with well-considered residential offerings – all the while maintaining its character and charm,” the architect noted in planning documents submitted to Brisbane City Council.

The architecture practice said the project’s form was shaped by its riverfront setting, flood considerations, neighbouring building scales, and view corridors.

“They said the mix of four and two-bedroom apartments capture the ‘fundamental qualities of Queenslander living,’ translated into the context of a contemporary subtropical building.”

The development sits just off Coronation Drive within walking distance of Toowong’s retail precinct and the upgraded Regatta ferry terminal, while also benefiting from proximity to the incoming green bridge connection to West End. Sammut said the accessibility and amenity offering were central to the site’s appeal.

The approval adds to growing residential activity along the Toowong riverfront, joining nearby projects including Consolidated Properties’ Monarch Residences and Spyre Group’s ARC Residences.

Sammut secures approval for debut Brisbane apartment development in Toowong

Developer Lanevick is heading back into Sydney’s apartment market after focusing more heavily on the luxury townhouse and terrace sector in recent years.

Lanevick, founded and directed by Steve Maroun, is expecting to receive approval in the coming months for a new apartment development in Gladesville, with the aim to launch it to the market later this year.

The 51-apartment project, designed by Studio Johnston, will comprise a mix of one-, two-, and three-bedroom apartments positioned toward the Hunters Hill downsizer market.

“Traditionally it’s been difficult for people in that market to downsize because there just hasn’t been the right product available,” Maroun said.

“We’re targeting buyers who might have 30 to 40 per cent of their house value sitting in the bank after downsizing.

“They still want good spacious entertaining areas, they still want quality design, but they also want flexibility and the ability to enjoy life a bit more after working hard for a long time.”

The project sits near Boronia Park and within close proximity to the Parramatta River foreshore, an area Maroun says offers more of a Hunters Hill lifestyle than a traditional apartment precinct.

“From a lifestyle perspective, it’s really more Hunters Hill than Gladesville,” Maroun said. “You’re close to the foreshore, close to parklands, and still connected back into the village precinct.”

From level four and above, apartments will capture water views&nbsp;toward Sydney Harbour. Communal amenity will include rooftop entertaining areas, wellness spaces, and a gym tailored toward owner-occupier buyers.

“We’ve really designed these apartments around that buyer coming from the Hunters Hill LGA and what they’re actually looking for in their next chapter.”

The proposed development has also been designed to respond to the changing character of the broader Gladesville town centre, where a growing number of mixed-use and residential proposals are expected to emerge over the coming years.

“Gladesville presented a rare opportunity to deliver a genuinely design-led residential project within an evolving lifestyle precinct, just moments from the growing Gladesville town centre, and we’ve approached the project with a strong focus on architecture, liveability and long-term community value,” Maroun said.

Maroun said Lanevick saw a first-mover advantage within the precinct as planning controls continue to evolve to accommodate greater housing density.

“We think there’s a real opportunity there that hasn’t really been serviced properly yet,” he said.

“There’s going to be a broader evolution of the whole Gladesville village precinct over time, particularly with more activation and mixed-use outcomes.”

The Venus Street proposal will include a commercial and retail component at ground level designed to contribute to that evolving streetscape activation.

“A big part of the thinking was how do you activate that area properly and create more vibrancy and amenity, which is what Hunters Hill has been looking for,” Maroun said.

Lanevick’s focus since 2020 has largely been on smaller-scale luxury townhouse and terrace developments. The developer recently completed Royale Randwick, also designed by Studio Johnston, where prices reached $3.65 million. The project was featured in the UDIA NSW 2026 Professional Development Prospectus and was also named a finalist for Development of the Year.
