Minister for Local Government, Hon Shelly Hancock MLA, has released a draft Bill for public consultation to implement reforms to the rating system for councils and ratepayers.

The draft bill contains a mechanism to allow councils to seek rate rises in response to population growth. This is supported.

The new mechanism will incentivise councils to accept additional growth and increased density and give local government the ability to respond to increasing expectations for its role as a community service provider.

The draft Bill, if made, will also allow councils to levy special rates above the rate peg for infrastructure jointly funded with other levels of government without IPART approval. This is also supported as it will allow for the efficient sharing of the cost of infrastructure delivery when the benefits extend beyond a precinct, suburb or council area.

The current rate pegging system has meant that Councils with growing populations have been strapped for cash and have progressively pushed more and more costs onto developers and new home buyers. These additional costs are passed onto new home buyers – often those young people who can least afford the extra costs.

Mr Forrest said he was disappointed some of the of the additional proposals in the draft bill appeared to run counter to affordability outcomes. Limiting postponement of rates on rezoned land and charging rates on land that is required to be protected under conservation agreements is likely to add to the risk and costs of delivering new homes and jobs in NSW.

Urban Taskforce will analyse the contents of the draft Bill over the coming weeks. We will likely urge the Government to reconsider some aspects of the draft Bill to avoid disincentivising investment in property and employment - the last thing we need during the COVID-19 economic downturn.

Government’s draft Bill to reform council rating system is a mixed bag

Brisbane-based developer Pikos Group is planning a $200 million luxury apartment project on a Kangaroo Point site&nbsp;that will feature a floating 1,000 sqm Sky Deck.&nbsp;With a design inspired by the famous Marina Bay Sands development in Singapore, Pikos will deliver a boutique collection of 68 luxury apartments over three towers, topped by a&nbsp;rooftop bar and restaurant to accompany a private residents&rsquo; pool deck overlooking the city skyline.

The 2,330 sqm landmark site located atop the Kangaroo Point cliffs on the corner of River Terrace and Main Street, was acquired by Pikos Group from international hotels group Banyan Tree. The Singapore-based company, which paid $16.8 million for the site in 2014, had planned a major apartment project on the holding. Pikos has amended Banyan Tree&rsquo;s original single-tower design with plans for three boutique towers of up to 13 storeys on the site.

Designed by Brisbane architectural firm Arkhefield, the project will deliver&nbsp;apartments that span the entire east-west width of each tower, providing uninterrupted views of the Botanic Gardens, the Brisbane River, Storey Bridge and the city, as well as views across to the eastern arm of the Brisbane River to New Farm and beyond. Each building will have two apartments per floor with balconies along the River Terrace frontage.

Plans for the 8 River Terrace site a floating Sky Deck spanning two of the buildings which will feature a world-class restaurant&nbsp;and bar facility that will be open to the general public.&nbsp;

The apartment offering will include six penthouses, each with their own private rooftop terraces. Pikos says the project is aimed at the booming owner-occupier market seeking inner-city living. Ground floor amenities will include a fully equipped gym and a private, secure sub-tropical garden, while a separate caf&eacute; will service both residents and the general public.

The private company has a workbook in Southeast Queensland of $1.3 billion, with a large portfolio in Kangaroo Point which is it believes is shaping up as Brisbane&rsquo;s hotspot. Recent commercial developments include the South Brisbane Health and Wellness centre at Mater Hill. Pikos has lodged a development application with the Brisbane City Council for the 8 River Terrace project and the company plans to begin construction in 2021 once approvals are granted.

Aussies say taking out a home loan is a process shrouded in mystery for many first home buyers, and 71% would like more help choosing a loan, according to the latest research by mortgage broker Mortgage Choice. An independent survey conducted by CoreData on behalf of Mortgage Choice, found that across all the stages of a buying a home, applying for a loan is the aspect where first home buyers (49%) are most likely to need the support of others.

One in two (57%) first home buyers report being ‘highly’ or ‘reasonably’ confident that they understand the home loan features best suited to their needs, however one in three (32%) have ‘minimal’ confidence. However more than one in ten (11%) have no confidence at all in their ability to distinguish which home loan is right for them. 

The top five challenges first home buyers identified in securing a home loan include:

<li>47% Understanding how the whole process works</li>
	<li>46% Making sure they are getting the best deal possible</li>
	<li>45% Making sure they qualify for the loan amount and property they want to buy</li>
	<li>41% Establishing what they can afford to comfortably pay back</li>
	<li>37% Understanding what (if any) government support they qualify for.</li>

Unsurprisingly, 71% of first home buyers say they wish they had more support to make decisions around choosing their first home loan. Among these first homeowners, 39% rank ‘someone to help guide me through’ as the top source of support they wish they had, 26% just want someone to help build their knowledge and confidence.

“Home loan interest rates are at historic lows, which is great news for first home buyers. But the research suggests that the biggest challenge many first home buyers face right now, is not financial – rather it’s uncertainty about how the buying process works," Susan Mitchell, CEO of Mortgage Choice, said.

When it comes to seeking support, the survey found one in two (50%) first home buyers rely on family, friends and work colleagues, 46% turn to a mortgage broker, and 36% rely on online information.

The June auction of 3222 Kyogle Rd, Mount Burrell drew a massive 52 online interested buyers, which Ray White calculated as topping the leaderboard for most registered bidders on any property they offered in 2020.

The 259 ha property, Tallowwood sold for $2 million through Ray White Rural Murwillumbah agents Brad Franks and Stewart Baericke at an auction conducted by Ray White NSW chief auctioneer Alex Pattaro.

The Mount Burrell property received 224 enquiries with the agents conducting 96 inspections. 

It is located 63kms from the Gold Coast Airport and 73kms from Byron Bay, marketed as one of the larger Tweed Valley landholdings.

There was freshwater Tweed River frontage, high rainfall and a number of dams.

The original three bedroom dwelling was in poor condition.It was a joint listing with Christie's Prestige agent Alex Caraco.

Sydney had the nation's top auction result on the weekend prior to Christmas when a record $10.55 million was secured for a triplex at South Coogee through Sotheby's International.

Agent Michael Pallier noted there were 13 registered bidders with the buyer being a local family.

The oceanfront art deco 1940s building at 1 Wolseley Rd had last traded in 1989 at $776,000.

It was offered by the family of Selina Corkhill, the head of investment banking at the Sydney branch of the Bank of China, and widow of architect Tony Corkhill.

South Coogee's previous highest sale was in November last year at $9.8 million for a contemporary four level mansion which sold to find manager Duncan Saville. 

There was a recent sale at Coogee at $12.85 million when the venture capitalist, Marc Marano, bought on Gordons Bay, known as Sydney’s Little Amalfi Coast.

Marano left his family’s inner Sydney estate agency Oxford Agency five years ago to join the fitness franchise F45, and moved to the US two years ago to lead its expansion.

The off market sale bettered the Coogee suburb record by $3.85 million, set six years ago at $9 million.

An overwhelming majority of respondents to Australian Property Investor’s latest Buyer Sentiment Survey say they are expecting prices to rise in 2021.

It's a reversal on the previous survey’s results which showed nearly half of those polled were tipping home values to fall.

More than 75 per cent of respondents said they were expecting house prices to rise in 2021 in the Q4 survey, as compared to just 14 per cent in Q3.

On the flipside, just 7 per cent of respondents said they expected values to drop in the next 12 months, down from 47 per cent in Q3.

“The results are in line with soaring consumer confidence,” API editor Dan Wilkie said.

“Buyers have been red hot in the back end of 2020," he said, adding many are clearly expecting the "momentum to continue to build next year.”

Queensland was the state of choice for buyers, with 31 per cent of respondents saying they had their eye on the Sunshine State.

Victoria was next at 26 per cent or respondents, followed by NSW at 23 per cent.

Just 12 per cent of respondents said they intended to buy in Perth.

“Brisbane, the Gold Coast and Sunshine Coast have become highlights of the Australian market as Melbourne and Sydney buyers moved north this year,” Mr Wilkie said.

Housing affordability emerged as the biggest concern for those surveyed, replacing tenants’ ability to pay rent due to COVID as the top worry in Q3.

A vast majority of respondents (53 per cent) said a detached house was their property of choice, followed by townhouse or villa at 17 per cent, while 13 per cent of respondents said they were considering buying an apartment.

The survey received more than 300 responses, 63 per cent of which were property investors.

New South Wales accounted for 32 per cent of survey responses, Victoria 29 per cent and Queensland 19 per cent.

75 percent of investors expect property prices to rise in 2021

KTQ Group, the owners of the award-winning Elements of Byron resort, are set to launch the $200 million first stage of the&nbsp;$380 million multi-staged re-development of the Kirra Beach Hotel site.

The first of these luxury residences are being showcased for the first time via a display apartment ahead of the <a href="/buildings/miles-kirra-beach-hotel-101-musgrave-street-coolangatta">project&rsquo;s official launch</a> just after Christmas.

Tim Keenan, of Keenan and Co which is marketing the project, said almost 1000 inquiries had been received since the project was publicly announced close to&nbsp;two months ago.

&ldquo;Early indications suggest we will be oversubscribed in terms of sales sometime in January, such is the strong level of interest.&quot;

A partnership between AVID Property Group (AVID) and RPS Group (RPS) have created an industry first, putting new masterplanned communities officially on the map.

The goal of new and improved street mapping services is boosting safety, convenience and liveability at communities. Mapping services such as Google have traditionally lacked the resources required to upload residential address data, taking up to five years to put new communities on the map.

RPS identified the roadblock in the delivery of connected communities, offering a service that bypasses the typical process and delivers digitally mapped communities in up to three weeks – a service that was quickly adopted by AVID for its Harmony community on the Sunshine Coast.

RPS Service Line Leader Urban Design Peter Egerton, who has worked on the Harmony by AVID Property Group project since 2007, said he was excited to see the community become the earliest adopter of the new service. 

AVID General Manager Queensland Bruce Harper said the convenience of digital mapping was a luxury that was often taken for granted “Having visitors easily find your house and getting deliveries to your doorstep is a simply luxury new developments often miss out on,” Mr Harper said. 

RPS spent a day in the field to capture data which then took a week to upload and an additional week and a half to for Google to vet the data and upload to their system – totalling a maximum of three weeks. RPS has completed the first round of 1,200 blocks, home to around 3,500 residents and includes the Harmony Café will continue to roll this service out as each stage of the development is completed.

Located in the heart of the Sunshine Coast, Harmony is AVID Property Group’s $3 billion flagship development in South-East Queensland and is the largest masterplanned community underway in the Palmview area.

New Brisbane developer Dalcott has unveiled Marrone, the first of three residential projects it is planning in and around Browning Street in South Brisbane.

Marrone will be the first project delivered as part of Dalcott's broader investment in the precinct.

It will be followed by La Terra, a boutique project comprising penthouse-style, single-level apartments on a northeast corner site with extensive resident amenity and city views.

Cottee said Marrone represented the first stage of the group's longer-term plans for the area.

Dalcott was established in 2025 by Lachlan Cottee and Ben Dalgliesh, combining development and construction capability under an integrated model and focusing on architecturally considered residential projects.

Marrone will initially be offered through a pre-release registration campaign ahead of its broader public launch.

Dalcott targets owner-occupiers with South Brisbane debut Marrone

Parnell Developments is the latest to seek significant uplift through the NSW Government's Housing Delivery Authority on a Strathfield site previously approved for a much smaller apartment development.

Parnell has sought approval for a 32-storey mixed use tower across&nbsp;<a href="https://www.apartments.com.au/new-apartments/7-lyons-street-strathfield-nsw-2135">3-7 Lyons Street and 18 Parnell Street</a>, a&nbsp;1,857 sqm site around 400 metres from Strathfield Station. The building would yield 160 apartments, 15 per cent of which will be dedicated affordable as per the government mandate for buildings seeking additional uplift.

Approved previously was a nine-storey building back in 2022 with just over 30 apartments. That approval came prior to the project being&nbsp;progressively reconsidered as planning policy shifted toward greater density around transport hubs.

Turner has designed the latest building that would replace&nbsp;existing detached homes across the four lots.

The apartment mix comprises 22 one-bedroom apartments, 107 two-bedroom and two-bedroom-plus configurations, and 31 apartments with three or more bedrooms. The scheme also includes 203 car spaces across six basement levels and 58 bicycle spaces.

The proposal has been designed around a three-storey podium addressing Lyons Street, with the tower rising above and stepping toward its upper levels.

Turner said the podium was deliberately scaled to respond to the existing street, while the taller element has been designed as part of the emerging skyline anticipated around Strathfield Town Centre and the wider Homebush transport-oriented development precinct.

The Lyons Street frontage would have a more active, pedestrian-focused character, incorporating the commercial tenancy, landscaping and a brick-framed podium with an awning.

Parnell Street, which faces the railway corridor, has been given a different architectural treatment, with double-height breeze blocks, landscaping and communal areas used to soften the interface with the rail infrastructure.

The tower itself uses curved and recessed facade elements, with wave-like indentations across the northern elevation breaking the building into three vertical forms.

A palette of grey concrete, brick and breeze blocks is complemented by clay and terracotta accents, while the upper tower adopts a lighter expression through articulated slab edges, vertical fins and recessed glazing.

Residents would have access to 467 sqm of communal open space spread across three levels. The ground floor would accommodate the more active resident areas, including barbecue and group gathering spaces and an internal communal room capable of being used for working from home.

A more passive viewing deck is proposed at level three, overlooking the ground-level landscaping and neighbouring tennis courts, while a rooftop "sunset deck" at level 30 would provide another social and relaxation space.

Strathfield has been earmarked for substantial change through the Strathfield Town Centre planning work and the nearby Homebush TOD precinct.

Turner's report says the project has been designed to act as a transition between the existing low and mid-rise development surrounding the site and the taller built form expected to emerge across the town centre.

The proposal is being assessed as State Significant Development under the HDA pathway, alongside the concurrent request to amend the Burwood Local Environmental Plan.

First look: New apartment tower pitched for Strathfield Town Centre precinct

An $18 million penthouse has hit the market in Main Beach as construction tops out on La Mer, the $155 million apartment development rising just metres from the beach.

Spanning around 600 sqm across the top two levels of the 29-storey tower on Main Beach Parade, the four-bedroom penthouse is one of the latest eight-figure residences to test the upper end of the Gold Coast apartment market.

Its launch comes amid continued activity at the very top of the market, following the $30 million off-the-plan sale of a Burleigh Heads penthouse earlier this year, which surpassed the Gold Coast's previous $24 million apartment record set in 2023.

All four bedrooms have ensuites, while the ocean-facing master retreat occupies around half of the upper level and includes its own lounge, private balcony, two walk-in wardrobes and an oversized ensuite with a freestanding stone bath positioned to take in the views.

The residence also features a kitchen designed to accommodate a private chef, a 3.6-metre island bench, expansive butler's pantry, wine cellar and integrated bar.

A rooftop pool and substantial outdoor entertaining area with its own kitchen sit above the residence, while a grand staircase connects the two internal levels. The penthouse also has its own express lift.

OTP Group Director James Elliott, who is marketing La Mer, said the penthouse was expected to appeal to high-net-worth buyers seeking either a permanent Main Beach residence or Gold Coast holiday home.

La Mer is being developed by developer-builder ODUS and Nazero, in partnership with funder Metrics Credit Partners.

ODUS Director Byron Sakha said topping out the tower had provided the opportunity to release the project's most significant residence.

“We’ve worked with internationally-recognised studio Sici Design on the penthouse interiors, with a focus on ensuring it isn’t luxury for luxury’s sake. Every element has been thoughtfully designed to enhance quality of life for those who call it home,” Sakha said.

“The views are the hero of virtually every space, but we’ve given equal attention to the fittings and finishes, so every detail exudes elegance and refinement.”

Sici Design Founder and Director Maria Papadopoulos said the extensive views became an integral part of the interior design rather than simply something the residence was designed around.

“The views weren't something we designed around, they became part of the design itself, with the true luxury of La Mer in its feeling of peace, calm and wellbeing,” Papadopoulos said.

“Luxury isn't defined by how something looks, but how it makes you feel, and we believe a luxurious home should be beautiful to live in, not stressful to maintain.”

The interiors combine Austral Dream Dolomite natural stone and travertine with timber flooring and a restrained coastal palette.

Designed by Plus Studio, La Mer is one of the more boutique additions to the rapidly changing Main Beach apartment market.

The tower comprises just 24 full-floor, three-bedroom plus multipurpose room apartments below the two-level penthouse, giving the project a considerably lower density than many of the larger towers being developed across the Gold Coast.

Residents will have access to a pool and spa, gym, sauna, barbecue facilities, private sun lounges, yoga lawn and outdoor beach shower.

The penthouse has been released as part of the final collection of residences at La Mer, with remaining apartments priced from $4.3 million.

Construction is expected to complete later this year, with a fully furnished display apartment now open on level four.

ODUS releases $18 million penthouse crowning La Mer Main Beach

<a href="https://www.apartments.com.au/developers/far-east-consortium">Far East Consortium</a> is preparing to commence construction on <a href="https://www.apartments.com.au/new-apartments/640-bourke-street-melbourne-640-bourke-street-melbourne-vic-3000">640 Bourke Street</a> this October, marking the next milestone for the Melbourne CBD development and its higher-end Eliza Collection.

Spanning levels 44 to 68 of the 68-storey <a href="https://www.apartments.com.au/architects/rothelowman">Rothelowman</a>-designed tower, the Eliza Collection has been conceived as a lower-density offering within the broader development, with only five apartments on each floor, dedicated lift access and a collection of resident spaces reserved exclusively for Eliza Collection residents.

The Eliza Collection forms part of Far East Consortium's broader move toward larger-format residences at 640 Bourke Street, where the number of apartments was reduced from earlier plans as apartment sizes increased.

"What it's meant for 640 Bourke is we've actually reduced the number of apartments. We've increased the overall size of the apartments. We don't have any studios in here, and what that does for a project is it elevates it," Far East Consortium Director of Sales and Marketing Lauren Sheldon said.

Rothelowman Associate Jun Chang said the design process provided an opportunity to create more generous floorplans.

"We were given the opportunity to be more generous. The apartments became bigger and squarer than any other apartments which had been designed in the CBD before that."

That thinking carries through to the Eliza Collection, where the residences have been designed around the space and functionality associated with a larger home, but positioned high above the centre of Melbourne.

Kitchens are equipped with Gaggenau appliances, a butler's pantry, temperature-controlled wine cabinet and sculptural pendant lighting, while engineered timber flooring, stone and porcelain finishes and custom cabinetry feature throughout the broader interiors.

Privacy and security are another point of distinction. Eliza Collection residents have dedicated lift access, while 640 Bourke Street will provide concierge services and secure resident parking. Short-stay accommodation, including Airbnb, will not be permitted within the development.

Eliza Collection residents will also have exclusive access to selected amenity spaces across levels one and three of the restored Eliza Tinsley building. These include the Salon with grand piano, an art therapy room, private dining rooms and treatment rooms.

They sit within more than 3,000 sqm of amenity planned across 640 Bourke Street, alongside facilities including a pool, gym, whisky lounge and further social and wellness spaces.

The Eliza Tinsley building itself is central to the wider project's identity. Rather than treating the existing Eliza Tinsley façade as a separate element, Rothelowman used it as a starting point for the architecture of the new tower, with the historic building to accommodate the project's gallery and lobby.

"It's a significant asset and wants to be celebrated and experienced by all residents every single time they go in and out of the building," Rothelowman Principal Stuart Marsland said.

The tower will rise behind the retained heritage building at 640 Bourke Street, placing residents within walking distance of Southern Cross Station, Flagstaff Gardens, Queen Victoria Market and the Docklands waterfront.

With construction scheduled to begin in October, Far East Consortium has established an onsite display gallery at 640 Bourke Street, including fully built apartments that allow the project's layouts, materials and finishes to be inspected at full scale.

A fully built Eliza Collection apartment is also available to view at the display suite by appointment ahead of the planned October construction commencement.

Eligible purchasers who buy before construction commences can secure the full available off-the-plan stamp duty savings, subject to eligibility and applicable conditions.
