First <a href="/news/talking-the-talk-386-412-william-street-melbourne">covered by Urban.com.au</a> nearly a year ago, the City of Melbourne's Future Melbourne Committee has resolved to provide conditional support for the revised scheme at 386-412 William Street, currently being considered by DTPLI.

The main driver behind the amended proposal was to address concerns raised by City of Melbourne and DTPLI relating to the initial design of the scheme and overshadowing of Flagstaff Gardens. Architect Elenberg Fraser's revised submission shows a complete overhaul of the scheme, including a substantial reduction in the height and scale of the proposed towers.

The revised scheme is comprised of two towers: 18-storeys and 38-storeys rising to a heights of 57m and 120m respectively. The existing C-grade building on site will be retained as per previous plans with sills proposed to be lowered to accommodate. The 18-storey tower will be positioned on the north-western corner of the site along the William Street and Franklin Street frontages whilst the 38-storey tower which features a sweeping curvature is proposed towards the rear of the site and occupies the full width.

Both towers sit above the existing two storey heritage façade before separating above level 3 atop their respective podiums.

<h2>Solar access</h2>

As previously mentioned one of the key drivers behind the revised application was maintaining solar access to Flagstaff Gardens during the Equinoxes. Given the towers will occupy a prominent corner site City of Melbourne considers an increase in height above that stipulated in DDO14 (60m) is an appropriate response if the architecture is of a "high/exemplary standard" and that there is no overshadowing to the Flagstaff Gardens between 11am to 2pm on 22nd March and 22nd September Equinox.

Clause 22.02 (Sunlight to Public Spaces) requires the following for new developments:

Development should not reduce the amenity of public spaces by casting any additional shadows on public parks and gardens, public squares, major pedestrian routes including streets and lanes (including all streets within the retail core of the Capital City Zone), and privately owned plazas accessible to the public between 11.00 am and 2.00 pm on 22 September.

<figcaption>Solar diagram and Central Park precedent. © Elenberg Fraser</figcaption></figure>While our northern cousins bemoan the solar plane's application to their skyscrapers and the limitations that are inflicted height-wise, Elenberg Fraser's application to the scheme has resulted in a far more architecturally interesting outcome that isn't a typical extrusion or repeated pancake. The above image, provided to Apartments.com.au by Elenberg Fraser with Central Park as the precedent illustrates how tall towers can sit adjacent to parks while still maintaining a high level of amenity so long as they are designed with solar access in mind.

The subject site is affected by the planning scheme Amendment C198 City North Heritage Review which recommends that the site be included in the Heritage Overlay and be given a ‘C’ grading in City of Melbourne’s Heritage Places Inventory 2008.​One of the conditions of approval recommended by the City of Melbourne's Urban Design and Heritage advisors is that the taller tower is required to be setback 3m from the original façade along William and Franklin Streets.

At street level reduced sill levels are intended provide a more permeable street level interface with a considerable amount of retail proposed to activate William and Franklin Streets. Above both buildings feature a 2.7m rebate or 'shadow line' to separate the new interventions from the heritage fabric.

Achieving a 3m setback for building 2 (18 storeys) from both street frontages could be more problematic given the smaller size and scale of this building. It appears that if a 3m setback is proposed from both street frontages this may render the development unviable as the setback is required all the way up to level 12. Setting back the entire tower 3m from both street frontages may result in a ‘shifting’ of the form rather than a reduction in the building footprint which would result in a lesser tower separation between Towers 1 and 2. This is not considered to be a good urban design outcome.

Building 2 has a 2.7m setback on level 2 which is reduced from levels 3 to 12 where only a 0.5m setback is proposed. Discussions undertaken with the manager of City of Melbourne’s Urban Design Department suggests that an option to address both heritage and urban design issues could be to achieve the 2.7m setback on level 3 and then a 1m setback from levels 4 to 12. This will not require a significant reconfiguration of the proposed layout and will ensure the development is viable.

386 William Street is an interesting case study for an application of planning controls that allows for flexibility to developers and their architects while still achieving the goals set out under planning provisions. Here the development has benefited from an architectural perspective resulting in a dynamic form on the Melbourne skyline while maintaining solar access to Flagstaff Gardens and contributing to the activation and regeneration of the northern end of the CBD around the Queen Victoria Market Precinct.

Walking the Walk > 386-412 William Street, Melbourne

185 Rosslyn Street West Melbourne is a prime 9,200sqm site which has been earmarked as a benchmark for development in the area, although which is currently offered for sale as a development site with the associated planning application attached. Currently before the State Government, the Australia Post-owned site has the potential to support a development which can revitalise the immediate precinct and provide key improvements to the public realm.

Designed by Rothelowman, the island site currently a two-three storey warehouse and at-grade car park, located within 400m of the CBD. With delivery expected over three stages, the development will ultimately comprise five buildings accommodating 501 residential units, 1,205sqm of retail space and 396 car parking spaces.

In addition to a northern public forecourt, north-south block access is included providing connectivity to a range of retail/commercial spaces within the site and beyond.​

<h2>Rothelowman statement</h2>

185 Rosslyn St is a community focused campus style residential development located within West Melbourne, at the edge of Melbourne’s CBD.

Our proposal for Rosslyn St consists of several buildings designed to open up a previously closed off inner urban block, and provides a variety of public spaces in additional to retail and commercial tenancies. The urban design strategy of our development has centred on the creation of a significant public piazza along Rosslyn Street which connects through to Dudley Street via a pedestrian link.

The apartment buildings follow a site-wide courtyard typology which allows for a large central space to be developed into communal facilities for the use of all residents. The taller built form has been transferred to the south west corner where it relates to the density of the Docklands and eGate precinct, with the building mass then gradually stepping down towards the heritage building to the south east corner of the site.

The various façade treatments seek to provide articulation and screening to the project, visibly, environmentally and acoustically.

A palette of high quality materials provides varied texture and subtle distinction in the expression of the main elevations and importantly focuses on controlling solar gain to aid in the sustainability of the development as a whole.

Image © Rothelowman</figcaption></figure>Rothelowman have favoured a courtyard - an almost 'donut' shaped arrangement - in their planning for the buildings onsite, after investigating and dismissing a more linear arrangement. Not only does this increase the overall apartment yield, but also results in greater separation between building forms while, improved amenity and views to all apartments with less south facing apartments.

Additionally this allows for greater flexibility in staging, while reducing the amount of overlooking from building to building and to neighbouring properties.

<figcaption>185 Rosslyn Street massing in context. © Rothe Lowman</figcaption></figure>Located within the evolving West Melbourne which is in part slated for urban renewal, 185 Rosslyn Street presents as a key nexus to E-Gate, Docklands, Melbourne's CBD and North Melbourne. The proposed development sits comfortably within its future context that is generally of a similar nature in height and scale, with the exception of 420 Spencer Street which at 131 metres will tower over all others in the area.

The taller massing is generally located to the south to allow for solar access to the common courtyard and a high degree of amenity to apartments. The 18-storey tower is located to the south-west to form the transition in height between West Melbourne and E-Gate.

Surrounding town planning approvals for residential development are highlighted above which includes 420 Spencer Street and the neighbouring 13 level <a href="/new-apartments/419-421-spencer-street-west-melbourne">Duo Apartments</a> which is currently under construction.

Response highlights:

Recently editor Mark Baljak <a href="/news/monash-university-claytons-design-and-construction-boom">took a look at the construction program</a> currently underway at Monash University's Clayton campus. As a follow-up piece, I'll explore the happenings at Monash's Caulfield campus which was/is subject to some grand plans.

In years gone by Monash Caulfield was subject to a $300m 'Monash Village' scheme, to be delivered jointly between the tertiary institution and developer/builder Equiset. The failed project would have included 436 student apartments across numerous buildings, two office buildings, a shopping centre and an underground carpark, all designed by NH Architecture.

Additionally the scheme would have included a new a multi-level Law faculty building designed by BVN Architecture with a major new library at its core. The project was due to be completed by December 2011.

The GFC has failed to dampen the ambitions of the University for its Caulfield campus. Monash University's Caulfield Campus Masterplan 2011-2030 prepared by MGS Architects aims to better integrate and unify an otherwise disparate assortment of buildings and develop a centralised spine of quality public realm in addition to more intimate pockets.

The masterplan calls for the design of buildings with strong permeability at the ground plane and key pedestrian interfaces to create a localised Campus Village with an accessible transport network at its door step.

Following the failure of Monash Village, Monash University have directly engaged NH Architecture to continue work on the western precinct via the NRAS funding scheme. Included within the design is a highly recognisable 26 level residential tower dominated by shades of pink to red.

NH Architecture’s design for Monash Village on a 1.6 hectare site consists of a collection of six new 14-26 storey buildings comprising 1,000 student apartments, commercial office space, educational facilities, retail tenancies, a supermarket, and car parking.

The network of vibrant open spaces between the buildings incorporates a north-south pedestrian street with lanes feeding into it from the existing retail strip to the west and the University campus to the east. The plan links into and reinforces the local streets, campus pathways, and connections to public transport.

While a new set of project images have appeared on the NH Architecture website, little has been said publicly of the project's fate or intentions of Monash University regarding redevelopment of Caulfield.

<h2>Law Business and Economics Complex?</h2>

<figcaption>Monash LBEC. Image © MCR</figcaption></figure>Adding to uncertainty is the status of a key anchor to the redevelopment of the campus's western precinct. The new Law Business and Economics Building which would see a consolidation of the various faculties into one, is a result of an invited design competition in which McBride Charles Ryan were successful. Having been <a href="/news/an-architectural-gem-on-the-horizon">previously covered</a> by Apartments.com.au, its status is currently unknown with the Law faculty's involvement reportedly in doubt.

<h2>Comment: the future</h2>

Together with the multi-staged Caulfield Village development to the south-west, the Caulfield campus presents an opportunity to redefine central Caulfield as a National Employment Cluster as set out in Plan Melbourne. A series of other mid-rise residential developments directly opposite the campus on Dandenong Road hint at the transformation about to occur in the area.

It is key that the campus integrates itself into the community. Dandenong Road doesn't help the cause particularly when it comes to providing a pleasant and welcoming pedestrian environment as well as a 'front door' to the campus, but hopefully the ambitions and intent of the master plan come to fruition soon enough, along with some daring architecture.

Monash University Caulfield Campus: From bust to boom?

Today's article centres on the fifth building in <a href="http://www.walkercorp.com.au/">Walker Corporation's</a> <a href="http://www.collinssquare.com.au/">Collins Square</a> development at Docklands, otherwise known as site 4E. The 27-storey tower designed by <a href="http://www.woodsbagot.com/">Woods Bagot</a> is the result of a limited design competition and may well inject a further 34,700sqm of commercial office space into the precinct, leaving only V1 from the original Village Docklands scheme as the sole residential building.

<figcaption>Tower 5 - competition hero shot. © Woods Bagot</figcaption></figure>Tower 5 would become the final building to be approved as part of the Collins Square Development Plan, and marks a strong departure in form of the previous towers which were far more rectilinear in nature. It does however continue the trend of the Collins Square towers not employing a traditional podium/tower typology, instead being expressed as a sheer volume rising up on the corner.

The development plan previously allowed provision for a 20-storey tower however the increased height is considered appropriate due to its prominent location in the context of Docklands.

Similar to their design for NAB's office building at 700 Bourke Street, Woods Bagot have once again introduced a 'fissure' running the height of the tower, acting to reduce the visual mass and bulk of the tower while providing a point of difference from the other towers at Collins Square. Located on the corner of McCrae Street and Batmans Hill drive, Tower 5 provides a visual marker and entry into Collins Square from the south.

Building 5 in particular requires special attention as the branding, marketing (Collins Square) and site constraints means that as the 5th building on the site, it is isolated.
While it will have a presence from the South and visible from Wurundjeri Way the connection to Collins Square will be lost unless an icon or series of markers are established to promote movement and identification to this building.

The ground floor sees a wrap of four retail tenancies to Batman's Hill Drive and McCrae Street with the lobby located to the north-west corner off Batman's Hill Drive. A fifth retail tenancy on Walker Laneway and Georgiana Street takes the total retail area to 472sqm. End-of-trip facilities and ancillary plant and service program are located beyond with vehicular access provided from Georgiana Street.

The external architectural expression from Building 1 and 2 has been used internally into the “street” and creates a sober backdrop to the internal retail space which provides colour and movement. The retailers in the deeper sections of the ground floor podium will expect way finding icons to draw customers to their tenancies or investors risk these spaces becoming vacant.
Our strategy is to link the lower level and upper level lobbies, to create a contiguous pedestrian experience. The termination of the main axis from Collins St is a strong architectural gesture, linking the roof of the pedestrian spaces to the external envelope of Tower 5. The dynamic surface of the roof twists down to form the façade of the podium, which then rises up to become the façade and form of Tower 5.
The notion of a signature building facing Flinders Street that has a Collins Street address requires an idea that is evident and simple. Our design proposal uses a strong visual connection and new pedestrian access, seamlessly connecting Tower 5 to the main entry on Collins Street.

Most of us take for granted having a roof over our heads and the support of family and friends around us. Unfortunately this is not the case for around 40,000 young Australians who find themselves without a home each night.

A new design endeavour aims to create an uplifting, light-filled, nurturing environment – a benchmark in replicable and sustainable design – in which homeless young people can be sheltered and nurtured.

Andrew Milward-Bason and Greg Pitts, directors of Melbourne-based architecture and design studio, Urban Creative, are lending their skills to support the program. Together they are leading a fundraising campaign which will enable the first of many of these homes to be constructed.

The aim is to construct a number of homes for homeless youth, initially in Victoria and then, hopefully, in capital cities and rural centres across Australia.

There has been a groundswell of awareness about this issue lately. We started to think about the needs of the young people. The most basic need is a place to heal and recover from the trauma of their experience of living rough on the streets or fleeing a home setting in which they have been neglected and abused. And sadly there is a shortage of such places.

Having worked across a range of award winning projects in Australia and internationally, Greg and Andrew established Urban Creative with a focus on urban intensification and sustainable infill development, and a passion for pursuing best outcomes for the community.

It was this shared passion for innovation and community outcomes that lead Greg and Andrew to become involved with housing for homeless youth.

<h2>How will these homes be structured?</h2>

Each home will be bespoke-designed to house 4 youths and 2 live-in carers, together forming a family unit.

The homes will be designed to provide an uplifting, light-filled, nurturing environment and will be a benchmark in sustainable design.

Arranged in clusters of 4 homes, distributed around a local community, further support would also be provided by a multi-disciplinary team.

The home will be able to be replicated easily in suburbs and towns across Australia and will provide a best-practice example of sustainable, innovative design, working together with social programs to address one of the core challenges of contemporary society, the issue of youth homelessness.

<h2>Developing concept designs</h2>

This key initial step is aimed at catalysing the project by providing a tangible scheme for key decision makers to endorse and enable the construction and delivery of these homes.

Kickstarter Campaign: Homes for Homeless Youth

The Herald Sun ran a story on Wednesday titled <a href="http://www.heraldsun.com.au/news/victoria/melbourne-docklands-10-ideas-to-fix-postcode-3008/story-fnkd6ppg-1227105693657">Melbourne Docklands: 10 ideas to fix postcode 3008</a>. The basic premise being that the precinct is somehow broken and requires 'fixing.'

Over the course of its life as Australia's largest urban renewal project Docklands has copped its fair share of criticism, some justified but most unwarranted. I'll comment on and retort where necessary the ideas posed by the Herald Sun article.

<blockquote>
1. Turn the concrete into an urban beach. Danish urban consultants floated this idea in a major report, suggesting the beach could include a sailing school, kayak rentals, diving spots and beach volleyball courts. Sounds like fun.
</blockquote>

The concept of an urban beach would probably be best suited to an area of Harbour Esplanade and was investigated in earlier schemes for the site. More recently Lend Lease's masterplan renders have suggested an enclosed public swimming pool pontoon could be built in front of Library at the Dock.

The Docklands Family Services and Boating Hub will go some way to addressing that with a community boating hub on the ground floor, which will be home to the Docklands Yacht Club, the Victorian Dragon Boat Association and the Melbourne Outrigger Canoe club.

2. Build a dome over it. The biggest Docklands gripe is always the wind, which whips fiercely off the water. So a giant dome — just like in The Simpsons Movie — could mean Melburnians could be blown away by the Docklands precinct, just not literally.
</blockquote>

Purely a tongue in cheek idea that will probably also result in one big greenhouse being created. More (mature) trees with greater foliage density would go someway to alleviating the issue.

<blockquote>
3. Embrace the area’s waterfront heritage. Recreating freight sheds by the harbour has been floated before, and could help strengthen the area’s culture, offering a home to food and craft markets.
</blockquote>

This idea gets a big tick from me particularly if it were to result in a much more diverse and rich material palette for the area which extended beyond glazing, steel and concrete. Rebuilding the sheds along Harbour Esplanade could be fraught with danger as they were originally demolished to open the area up to the water; the last thing needed is to create a physical and visual barrier to the water.

Instead the skeletal structure could be reinstated with smaller pods within. Melbourne also currently lacks a maritime museum and has lacked one since the construction of the Convention Centre.

4. Set up a university campus. It’s the most obvious way to attract young people to the area, who would not only bring a bit of life to Docklands, but would encourage hipster cafes, cosy bars and boutique shops to open.
</blockquote>

Another tick from me. A university down there would mean scores of students coming and going throughout the course of the day not just office workers on lunch breaks.

You need only look at the top end of Swanston Street during a weekday to see how busy Melbourne Central and the State Library can get. There are few sites left but at one stage Digital Harbour was mooted to include a series of buildings for the University of Melbourne, back when it was first announced in 2000.

<blockquote>
5. Find more quality open space. This is an obvious one, and something town planners are constantly working on, but more peaceful parks and gardens are needed in between the high-rise towers that dominate Docklands.
</blockquote>

This is a good one, because while Docklands has open space it could be argued that it lacks 'quality' open space. The City of Melbourne has gone to some lengths to try and address this via the <a href="http://www.melbourne.vic.gov.au/AboutMelbourne/PrecinctsandSuburbs/Docklands/Pages/DocklandsPublicRealmPlan.aspx">Public Realm Plan</a>.

The obvious area is of course Harbour Esplanade but a number of other pocket plans are planned at NewQuay, Batmans Hill, Yarra's Edge and Victoria Harbour in addition to the planned park at Seafarers Rest on North Wharf.

<blockquote>
6. More CBD-style laneways. Hidden little streets are central to Melbourne’s charm but Docklands doesn’t offer much in the way of laneway living. In turn, this might inspire street art to give the precinct some colour and life.
</blockquote>

Easier said than done. Melbourne's laneways have evolved over time to become one of the elements synonymous with present day Melbourne. Contrived Laneways don't work and successful laneways take time to establish.

They also generally connect areas of great activity and interest which are usually busy and popular to begin with.

<blockquote>
7. Open a cat cafe. Melbourne’s first cat cafe opened near Queen Victoria Market earlier this year, so maybe it’s time it got some competition. A Docklands version could help people escape the wind with coffee and cake in a cosy cat-filled lounge.
</blockquote>

Another novelty idea rather than something which would have a profoundly positive impact on the Docklands experience. Docklands has enough cafes but they're not all 'good' cafes. Quality over quantity.

<blockquote>
8. Start up Free Beer Fridays. Probably the only thing better than a rooftop bar is a pub by the water. Fremantle has got the Little Creatures brewery — they’ve got the right idea — and while some good watering holes are open in Docklands, free beer would definitely entice more punters.
</blockquote>

This idea would certainly have the endorsement of Apartments.com.au. Something akin to the 4 Pines in Manly wouldn't go astray either. Again it all comes down to quality, no point offering free beer if it tastes like... you get the picture.

<blockquote>
9. Set up an outdoor cinema. Moonlight Cinema in the Royal Botanic Gardens is a special summer spot, so why not recreate it in Docklands? (It might just need the dome built over it to keep out the wind.)
</blockquote>

Again another idea that could be implemented down at Harbour Esplanade in a central location, but Mirvac did set up something similar last summer down at Point Park so it's something that each precinct could potentially offer. If a Docklands Moonlight Cinema were to happen similar to the one at the Royal Botanic Gardens ie. during summer wind wouldn't be as big of an issue. This could also be combated with trees.

<blockquote>
10. Build a ferry terminal. The Docklands precinct isn’t a place many Melburnians just stumble upon, but a ferry terminal would attract people to the area, providing easy access to and from Melbourne’s other waterfront destinations.
</blockquote>

The end of Central Pier seems like the perfect location for this to happen. It could possibly be coupled up with some other form of programme into a mixed use building. If the ferries were part of Melbourne's public transport system and allowed the use of myki I think it would be quite a popular mode of transport. I'd catch a ferry from Fed Square to Docklands and vice versa, particularly when you get <a href="/news/cruising-on-the-edge">views like this</a>.

Let us know your thoughts on what you think Docklands lacks or requires to improve the experience. Don't bother with 'demolish it and start again' or 'they should have blah blah blah from the beginning.'

Melbourne Docklands: 10 ideas to fix postcode 3008

For so long it has teased and been hinted at, with Daniel Grollo in particular predicting that a 300 metre tower in Melbourne would become a reality in the not-too-distant future. And so in 2014 we find ourselves facing the prospect of not one but four separate 300 metre plus buildings gracing the Melbourne skyline in the next few years.

In what could be described as a classic case of sibling rivalry, two Singaporean brothers appear determined to outdo one another with competing towers. A third developer has its eyes set on transforming the western edge of the Hoddle Grid while Crown/Schiavello are looking to extend the footprint of the Crown with a giant mixed-use tower.

<h2>250 Spencer Street / Ritz Carlton - Far East Consortium</h2>

Image © Far East Consortium</figcaption></figure>Having completed two towers at Upper West Side, with another two at various stages of construction and a fifth on the verge of beginning, Far East Consortium has set its sights on its next big project at 250 Spencer Street. With demolition progressing well, the erection of a display suite earmarking the commencement of the sales and marketing campaign should occur early in the new year.

Four towers ranging in height from 205-300 metres have been approved, and the first cab off the rank would appear to be a 90-storey, 300 metre tower with Far East consortium securing Ritz-Carlton to anchor the premium hotel space located over the top 15 levels. Cottee Parker after designing all five towers at Upper West Side have also been charged with conceiving the 250 Spencer development plan.

<h2>70 Southbank Boulevard - Aspial/World Class Land</h2>

Australia's tallest tower will go where no development has gone before, offering a cloudbreaking lifestyle 319 metres above the glittering Melbourne streetscape. With the city's amenities within easy reach below and the boundless freedom of endless sky above, those who reside here will be part of a world that few others can imagine.

Australia 108 is a highly sculptural residential tower unlike any other in Australia. Its slender form is highlighted at the Cloud Residences levels by a golden starburst expression and then morphs into a curvaceous profile against the sky. The starburst which contains the resident facilities is inspired by the Commonwealth Star on the Australian flag and is an obvious celebration of the sense of community within the building.

The once 108 level, 388 metre giant has been scaled back on a number of occasions, with the final height now sitting at 319 metres and floor count at 99-storeys, following the purchase of the site by Koh Wee Seng's World Class Land. Still displaying the DNA of Eureka, the design has evolved into a much more streamlined and curvilinear form, with the 'star burst' evident in earlier schemes signaling the tower's shift from right angled to curvaceous.

The project's sales campaign is expected in the new year.

<h2>555 Collins Street - Fragrance Group</h2>

Image © Bates Smart</figcaption></figure>Following an unsuccessful attempt to redevelop the site in a joint venture with Grocon, property developer Harry Stamoulis sold the existing 24-storey commercial building at 555 Collins Street to Koh Mee Seng's Singapore-listed Fragrance Group for $78 million. While not aiming for the 404m height flagged by a previous commercial scheme for the site, the 83-storey tower is still proposed to rise 305 metres above the corner of Collins and King Streets - stealing the crown of the Rialto directly opposite, which has dominated the Hoddle Grid for nearly 30 years.

The contentious proposal seeks approval to overshadow the southern bank of the Yarra, much like CBUS's 447 Collins Street development. An amendment of planning controls that would have allowed the 404 metre scheme to proceed is currently being reviewed.

555 Collins St, overlooking both Southbank and the Yarra River, is perfectly positioned to create a unique destination, a place where people can truly work, live and play within a mix of office space, residential apartments and hotel environment.

The 83 storey tower splits into two intersecting rectilinear forms working in a north-south direction, reflecting the well known Melbourne grid. The twinned expression of the tower reduces the building mass and accentuates the elegant, transforming and vertical nature of the building. The sinuous form also serves to reduce the wind load effect on such a tall building, as well as softening and anchoring the mass of the building.

The facade of the building features a combination of soft transitioning forms that create openings for the office, hotel and residential apartments. The proportion and size of openings vary strategically to reflect the uses within, opening to important views and registering key datums of the surrounding context. The resulting play of patterning creates an additional layer of complexity and interest. As the openings vary and create shadow, the softness and movement of the building form is accentuated.

At street level the whole corner will be animated with activity, generated by the multiple functions of the building. Escalators provide a connection to the first level where the restaurant and hotel amenities are to be located and 24 hour concierge service will be available. The movement of the escalators both activates the space and improves safety for guests and residents.

<h2>Queensbridge Tower / Crown Residences - Schiavello &amp; Crown JV</h2>

Image © Bates Smart</figcaption></figure>The project with an ever expanding footprint and one which gained attention initially due to its proximity to residents in Freshwater Place has since expanded again in recent times, consuming the site once mooted for The Falls residential development. Maintaining the quad elliptical form of earlier iterations, the introduction of a glazed lift shaft running the height of the tower and a bridge connecting to the existing Crown Complex has seen it thrust into the spotlight again with the City of Melbourne not impressed in particular with the idea of a bridge spanning Queensbridge Street.

The Bates Smart-designed project still remains at the planning stage.

<h2>Comment</h2>

There's an argument to be made that 300 metre towers aren't necessary, but if developers keep seeking to build higher and higher within the guidelines then I certainly won't be complaining. Ultimately only Australia 108 might chart the 300m height with a final height for Far East's Ritz-Carlton tower to be confirmed and 555 Collins Street no guarantee of being approved at its current height.

Nevertheless the Melbourne skyline is about to take its next big step into the world of the Supertall.

Melbourne set to join the 300 club

Blink and you'll miss the most recent iteration - in a long procession of design proposals - for the Palace Theatre site at 20-30 Bourke Street. The current proposal is the response to the introduction of mandatory height limits to preserve the low-rise, finer grain scale of the Bourke Hill Precinct.

Gone is the W Hotel brand, replaced with a 7-storey (4-storey podium + 3-storey hotel), 23m building consisting of 7,195sqm of boutique hotel space including 78 rooms ranging in size from 35-53sqm with a typical hotel floor consisting of 14 standard rooms. Additionally, a number of supporting hotel programme and amenities are proposed in the form of a signature bar, restaurant and function facilities contained within the podium and a swimming pool in the basement. It is proposed that these would be accessible to both hotel guests and the public.

The proposal also seeks to retain the fifth bay of the adjoining building at 32-38 Bourke Street to the west, which was demolished in earlier schemes to allow for the provision of vehicular access to the porte cochère.

As this before and after comparison illustrates, the current proposal barely makes a visual impact on the view from the steps of Parliament House.

Before and After. © Bates Smart</figcaption></figure>While the original ambitions may have been dented by the introduction of mandatory height limits, the aspirations of the design team in terms of creating a generator for renewal within the Bourke Hill Precinct appears to have remained largely intact.

The project site can become a new activity hub for the area and play a truly significant role in the growth of the area. It will bring this part of the city to life in a sensitive and interesting Melbourne way.

There is great diversity in the establishments surrounding the site. The classic and the 'cool' are juxtaposed together in unexpected and interesting ways. The laneways are part of the experience of discovering this exciting and authentic side of Melbourne.

There is great potential in the development of the ground plane around the site. High end new development will generate spontaneous renewal of many small shops, cafes and open spaces.

A new sensitive, respectful but none the less exciting new built frontage will revitalise Bourke Street. The podium would be in keeping with adjoining buildings. The potential to create a roof terrace on top of podium will add further interest and life to this tired part of the city.

The most obvious implication of the proposal is the demolition of the existing Palace Theatre to make way for the new build. The City of Melbourne have previously indicated (in submissions to DTPLI and the applicants) they would support demolition of the existing structure if the replacement building was architecturally high-quality. The argument being the original building's architecture has been compromised over time due to various works undertaken last century.

<h2>Comment</h2>

As the render below illustrates, the 'tower' element of earlier schemes is no longer the dominant element to the pedestrian viewing the site from the south (along Bourke Street), thus becoming the most critical aspect of the proposal. Bates Smart have indicated a study was undertaken of the surrounding buildings which make up the streetscape, the results of which influenced and informed the articulation of the podium facade.

A rhythm of vertical elements supplemented by an extrapolation of the proportions of the bay windows was employed, keeping not only the scale of the streetscape consistent in terms of massing, but also in relation to the facades. References are made to the multi-level stores of the high end fashion brands, with a number of precedents included in the planning documents as a quality that the architecture is aiming for.

<figcaption>Is it a podium or can it be something more? © Bates Smart</figcaption></figure>The point to be argued then, does the design do enough architecturally? Is it exemplary? Is it of a quality that warrants the demolition of the existing Palace Theatre?

I'm of the opinion that once mandatory height controls were introduced, rather than continuing down the path of chopping at the proposal comply yet again, the best course of action would have been to start again with podium architecture taking precedence over the design of the setback volume accommodating the hotel guest rooms. The tower and podium typology can largely be ignored, as proportionally the podium is actually taller than what you would normally classify as the 'tower'.

Ignoring for a moment the requirements and constraints of the planning scheme on the site and focusing on the architecture in isolation, I believe the 100 metre version was the most successful architecturally, particularly when it comes to proportions of massing and articulation of 'tower' facade; an unordered rhythm is developed that can't be achieved across only three floors. It is probably a classic example of the right design for the wrong site.

Urban.com.au and Elenberg Fraser present: A conversation on PANS-OPS

City of Melbourne recently released a development control document consisting of a series of design guidelines for the site bound by Therry, Elizabeth, Franklin and Queen Streets. This precedes the release of the draft masterplan for the Queen Victoria Market Precinct Renewal due for community engagement in May 2015.

In part the guidelines were drafted to help inform future development of the block, but with a focus on what is known as the 'Munro site'. The 6,462 square metre site is defined by of a series of old red-brick buildings housing a supermarket, cafes, antique shops and even a Mr Burger. This morning, the City of Melbourne <a href="http://www.melbourne.vic.gov.au/AboutCouncil/MediaReleases/Pages/Statementregardinglandpurchase.aspx">announced that it was the successful bidder</a> for the Munro site paying $76,000,000 (plus transaction costs) with settlement on July 1, 2015. Savills City Sales &amp; Investments directors Clinton Baxter and Nick Peden facilitated the deal.

The block bounded by Therry, Franklin, Elizabeth and Queen streets has always played an important part in the Queen Victoria Market precinct.

This parcel of land is currently for sale. The City of Melbourne believes it is of major strategic importance for the city and the future of the market precinct as we embark on a suite of renewal projects for the market and its surrounds.

The City of Melbourne has drafted development guidelines for developers and decision makers who may have an interest in purchasing or developing the site.

The purpose of these development guidelines is to support a best practice approach for the development of the site, consistent with the principles underpinning the renewal of the precinct.

Council has resolved to provide the guidelines to the real estate agent managing the sale of the site, for the attention of those submitting an Expression of Interest to purchase and also to make the guidelines publically available.

Council also resolved that a request be made to the vendor and the real estate agent for the EOI period to be extended to ensure any interested parties have time to consider the guidelines.

The guidelines set out a preferred minimum 20 metre and maximum 30 metre podium height similar to nearby <a href="/news/melbourne-terrace-apartments-a-close-up">Melbourne Terrace</a>, with any height greater than 20m to be setback from streets by 10m. This would provide an active wrap to the potential relocation of 400 public car spaces onsite from the current QVM carpark.

Council also wishes to avoid a 'tabula rasa' development scenario where the site is essentially treated as a clean slate, thus avoiding demolition of significant structures. Instead a more integrated development approach is encouraged which promotes cross site links for pedestrians between Therry and Franklin Street's as it is one of very few blocks in the CBD lacking any form of continuous north-south mid-block public pedestrian links.

<h2>Comment</h2>

It is refreshing to see a council get on the front foot and set a series of parameters for a key site within the city. Charting out the type of development that council expects for the site which if adhered could see a rather smooth planning and approvals process whilst also providing developers and the public with some level of certainty surrounding the site. Even more refreshing is when council considers the site to be of enough significance to warrant purchasing the site themselves as has been observed this morning to facilitate renewal of another key city asset in the Queen Victoria Market.

It would be a beneficial exercise for similar guidelines to be drafted by councils around metropolitan Melbourne on other key sites that come up for sale, but I feel where the guidelines are somewhat lacking is in the best practice and benchmarking which sees the lack any examples/exemplary projects, but without necessarily being too prescriptive. Keeping in mind that while the concept of 'good' design may be a rather subjective notion, it is one that should be encouraged, pursued and fostered.

The inclusion of a requirement for the design of any proposed development to be reviewed during various stages of the design process by the Office of the Victorian Architect Design Review Panel is a step in the right direction as well.

On September 30th City of Melbourne resolved to approve the guidelines and with their purchase of the site are now to be implemented. The outcome will be quite interesting and it may set a template for future development of consolidated sites.

City of Melbourne releases draft guidelines and buys Munro site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The arrival of the first piling rig officially marks the commencement of construction at SIERA’s new beachside apartment development, Exhale, in Northcliffe.

Over the next month, around 260 piles are expected to be installed as work progresses on the basement structure. The building is anticipated to rise above ground level early next year, before unveiling its sculptural glass curtain wall, developed in collaboration with specialist façade engineers.

Designed by BDA Architecture, Exhale will comprise just 54 two- and three-bedroom residences across 26 levels, a level of low-density living rarely delivered in this beachside pocket between Surfers Paradise and Broadbeach.

The project has been conceived as a resident-only building, with no short-stay accommodation permitted. SIERA says the model is intended to appeal to long-term owner-occupiers rather than transient holiday demand.

Residences have been designed with large-format layouts and expansive glazing, with most apartments featuring more than 30 metres of glass frontage to maximise natural light and ocean views.
