A few weeks ago Apartments.com.au <a href="/expert-insights/buying/an-unconventional-opportunity-for-7-23-spencer-street">briefly touched on</a> the proposed redevelopment of the former Congress Centre; today we focus on the site master plan. Prepared by Elenberg Fraser on behalf of joint venture clients, the master plan provides an overarching framework for the development of the 4,500sqm site.

All in all four tapering crystalline residential towers ranging in height from 20-29 storeys sitting atop two 4-storey podiums. The proposal seeks to provide better connections to South Wharf and Southbank from the surrounding areas to the north of the Yarra River, including the western edge of the CBD, Docklands and Southern Cross Station.

In doing so a new southern gateway into the CBD for both pedestrians and vehicles is envisaged.

The indicative concept shows 1,321sqm of ground level retail space available, split between 770sqm through the North Podium and 551sqm in the South Podium. Seven retail tenancies are expected with 461 car parking spaces contained above within the podium levels.

<figcaption>Master plan massing diagram. © Elenberg Fraser</figcaption></figure>The four towers are 'carved' to allow adequate separation between one another in order to minimise overlooking and provide a high degree of natural light and ventilation. The sloped/terracing roof forms are the result of extrapolating the shadow cast by the existing Crown Plaza hotel during 2pm on the winter solstice to form a solar plane that dictates the maximum height of each tower. This has led to the crystal-like forms suggested in the planning documents.

Each tower represents part of a four-stage phasing process that has informed the numerical designation of each tower i.e. Tower 01 represents stage 01 of the project and so on. Tower 04 acts as a bridging element that unites both podiums and forms a weather protected undercroft to Siddeley Street.

<ul>
<li>Two podiums that prescribe a preferred height of five storeys, including a Podium to the south of Siddeley Street and a Podium to the north of Siddeley Street;</li>
	<li>Active ground floor retail and lobby facilities on Siddeley Street and Spencer Street, to reactivate the streetscape and provide activity in the public realm;</li>
	<li>Three levels of car parking accommodated on each podium level, with access provided from Siddeley Street;</li>
	<li>Opportunities for an ‘active skin’ of residential apartments on the Siddeley Street and Spencer Street facades, to add to the sense of activity and vibrancy of the new public realm on these streets;</li>
	<li>The potential for a usable landscaped podium roof to provide significant communal open space for residents, complementing a residential amenities level on the first floor of each tower.</li>
</ul>
<h2>Comment</h2>

The proposal follows the blueprint of other large scale multi-tower developments in the city: a master plan is developed with a series of guiding principles that help to define a certain series of parameters to inform the future development of a site. It provides some degree of certainty to local government but also allows developers the flexibility to alter their plans for projects that span several years.

The base information is there but the detail is the element lacking. This has led to some developers selling entire sites upon gaining approval or carving sites up and selling them as individual parcels. Recent examples of this master planning approach include 250 Spencer Street, Swanston Square, Village Docklands/Collins Square and Batman's Hill on Collins.

What will ultimately become of the site remains to be seen but one can't help but feel the change in strategy from developing two-commercial towers (and failed bids for Victoria Police and KPMG) to a residential driven master plan hints at an opportunity to offload the site once approval is obtained. A permit for a series of residential towers is a far more attractive proposition to prospective developers.

It will be interesting to see how each tower ultimately manifests; it is critical that there is a level of articulation that is varied and distinguishes each tower from the next. The danger is that they read as one uniform and singular mass, which visually would not be a desirable outcome.

Planning Application > 7-23 Spencer Street, Melbourne

I once again delve into the Laurence Dragomir RMIT School of Architecture and Design archive today, this time focusing on a Punt Road oval rebirth from way back in 2008. Part of a design studio titled "Football, Meatpies and Holden Cars" it was run by RRR's The Architects very own Christine Phillips and centred around the redevelopment of Punt Road alongside the point where Suters Architects were developing their scheme which has since been built.

The schemes developed were to house the Richmond Football Club's administration, training, membership and merchandise facilities in addition to some provision of community shared space.

<figcaption>Punt Road oval montage framing the Jack Dyer Stand.</figcaption></figure>Now this isn't a real scheme so certain liberties have obviously been taken - personally if I had my time again I'd likely reconsider the visual expression of the Punt Road elevations. More than anything I'm hoping this might encourage architecture students out there that read the site to get in touch and publish their projects on Urbam Melbourne.

Note this was during my McBride Charles Ryan-inspired origami phase which also appeared in <a href="/expert-insights/buying/fed-square-east-some-food-for-thought-part-one">last week's Fed Square East two part-icle</a>.

<h2>Project Synopsis</h2>

The basis for our final design is the origami tiger as a means of generating form. The rationale behind this approach is origami which started as the Chinese art of paper folding. In Chinese there is a phrase, ‘zhi laohu’ which translates to ‘paper tiger’ in English.

The term refers to something which appears ferocious but in reality is as harmless as paper. We are of the belief that this is the view held by oppostion supporters and the Football world in general, with regard to the Richmond Football Club's premiership aspirations.

In recent times the Tigers have teased with glimpses, that time and time again have resulted in nothing more than a ninth placed finish. A gutsy, hard fought win is often followed by a battering from a top 8 side the following week and/or vice versa.

By scaling up the origami tiger and applying the wallpaper of the 5 Richmond ‘Immortals’ (Jack Dyer, Francis Bourke, Kevin Bartlett, Royce Hart &amp; Tom Hafey) in the form of brickwork, we are providing this ‘paper tiger’ with strength and an intimidating aura, as it dominates its site along Punt Rd like a fortified base. Its siting allows for the framing of the Jack Dyer Stand between the two larger volumes as Building 02’s roof cantilevers overhead.

This exposure of the Jack Dyer Stand from Punt Rd can be interpreted as being the heart and soul of the Richmond Football Club, a relic of the past, but also inspiration for future success. It is hoped this ‘vista’ will remind passersby of the Tigers of old... strong and bold. Oh we're from Tiger... YELLOW &amp; BLACK!!! - with Michael Topic

<figcaption>Jack Dyer Stand montage.</figcaption></figure>From an site perspective the origami tiger has been employed as a large scale urban gesture that provides infill development to the awkward wedges that are the subsequent result of placing an oval on a largely rectangular site. The grassy knolls which become occupied are transferred to the roofs of the buildings providing another elevated viewing vantage point.

In doing this it also provides a visual connection to the Jack Dyer Stand from Punt Road oval while also creating a pedestrian link to Richmond Station by way of the tiger's tail which becomes a bridge over Brunton Avenue. The form of the tiger isn't immediately understood particularly at street level - this only really becomes apparent once the observer is elevated.

Taking a Punt at Tigerland

Covered briefly <a href="/news/190-metre-tower-sought-for-south-yarra">earlier in the week</a>, Apartments.com.au today takes an in depth look at the latest and greatest proposal for The Capitol in South Yarra. Acquired by former Dodo founder Larry Kestelman's LK Property Group it becomes the seventh incarnation in a long list of development proposals for the 5,600sqm former Capitol Bakeries site on the corner of Toorak Road and Chapel Street.

<figcaption>Fluid building form. © Bates Smart</figcaption></figure>Located within the rapidly evolving Forrest Hill precinct the project has been designed as a gateway development and an iconic landmark for the area, with an increase in height from 41-storeys to 58-storeys. As a result a subsequent refinement was undertaken resulting in more fluid forms articulated as a series of flowing horizontal ribbons across both masses before becoming more solid with an almost gill-like expression running up the face of the tallest tower.

<h2>Changes to Toorak Road Tower</h2>

A series of changes have occurred since the previously endorsed VCAT scheme:

<ul>
<li>The removal of the return in plan with the intention to improve views and increase the separation between the two towers.</li>
	<li>An increase of the floorplate width of 1.5m while still maintaining a 20m separation from the Chapel Street tower.</li>
	<li>A reduction in the amount of balcony area to the Toorak Road frontage</li>
	<li>A relocation of the core</li>
	<li>Standardisation of all one bedroom apartments which can also be configured as a one bed + study</li>
</ul>
<h2>Changes to Chapel Street</h2>

The tower now presents as three ellipses not unlike Bates Smart's <a href="/new-apartments/one-queensbridge-street-1-23-queensbridge-street-southbank">Queensbridge Tower</a> proposal but with a tapering in mass as the tower rises, becoming increasingly slender towards its summit. This results in a more dynamic skyline silhouette than the previous scheme which presented as a uniform mass. One of the key changes is the reduction of the building mass at street level with an aim towards greatly improving the pedestrian experience.

We investigated an architectural language that creates a more distinctive sculptural object that celebrates the beauty of form and geometry. A form that might allow gradual slimming of the tower to create a unique landmark that has authenticity and identity. It would be an iconic contemporary destination in South Yarra. We tested the form of the tower to create a softer, more crafted quality which is in keeping with the new retail concept.

Major design changes have also been made to the retail podiums since the approved VCAT scheme, with a new retail brief being implemented encouraging pedestrians through the site by way of curved retail frontages. These design strategies are as follows:

<li>The relocation of all car parking to below ground</li>
	<li>An increase in retail areas and circulation which takes advantage of level changes</li>
	<li>Decreased podium down to two-levels, providing a more human scale to the street</li>
	<li>Rooftop garden and amenities level</li>
	<li>The removal of the central retail component to open up the development to the street</li>
	<li>The introduction of more retail to Toorak Road to reflect its prominence</li>
	<li>The resolution of tower geometries and interface with amenities and retail</li>
	<li>A target NLA of 4,600sqm (over two floors)</li>
</ul>
According to the planning application the retail has been peeled back to allow the street to extend into the heart of the retail podium with a welcoming entry to Chapel Street.

Just how high is considered too high? At 193m to LMR The Capitol development would easily surpass Royal Domain Towers on St Kilda road as the tallest high-rise outside of the Melbourne CBD/Southbank and provide a visual landmark and focal point to the South Yarra skyline. It would also set a precedent for more towers of similar height and scale particularly if it can be argued that South Yarra as part of the Plan Melbourne blueprint must facilitate the expected influx of residents to Melbourne via concentrated high-rise development.

Height in particular shouldn't be the core reason for a development's refusal unless it comes at the detriment to the amenity of the street and pedestrian particularly along busy retail strips such as Toorak Road and Chapel Streets. The planning report indicates that "sunlight penetration to footpaths and public open spaces is maintained as per the approved scheme, with cut-outs at the podium level (Level 1) ensuring solar access through to the retail levels below." 

I don't believe I'm alone in suggesting that this could prove to be a game changer for the way activity centres such as South Yarra develop and Apartments.com.au will no doubt be keeping a close eye on the planning process.

The Capitol of South Yarra

<a href="/expert-insights/buying/fed-square-east-some-food-for-thought-part-one">Following on from part one</a> is the conclusion to the two part-icle that is by comparison a contrast in scale and ambition to yesterday's more modest offering and a far more commercially driven scheme.

Featured as part of a submission I entered for the <a href="http://www.iaac.net/">IAAC</a>'s 3rd Advanced Architecture Contest entitled The Self Sufficient City: Envisioning the Habitat of the Future. I was fortunate enough to have my entry included in the accompanying publication featuring 107 finalists from 34 countries; the only one from Australia which was quite a humbling experience. Even more so because the competition attracted 708 entries from over 118 countries.

<figcaption>Mixed-use tower soars above the Fed Square East site.</figcaption></figure>My entry was for a systematic approach to re-thinking how the current Melbourne CBD operates and opportunities to enhance, renew and re-invent it through adaptation of existing infrastructure coupled with a concentration of high-rise development along and adjacent to rail corridors rather than a free for all.

Some of the driving forces and guiding principles behind this scheme were derived from the now defunct Melbourne 2030 plan. I have included an extract below:

Melbourne 2030 – planning for sustainable growth is a 30-year plan to manage growth and change across metropolitan Melbourne and the surrounding region. It emphasises the city’s interdependence with regional Victoria, to provide maximum benefit to the whole State.

In the next 30 years, Melbourne will grow by up to one million people and will consolidate its reputation as one of the most liveable, attractive and prosperous areas in the world for residents, business and visitors.

In establishing and articulating this vision through a set of Principles and nine Key Directions, Melbourne 2030 provides a framework for governments at all levels to respond to the diverse needs of those who live and work in and near to Melbourne, and those who visit.

Melbourne 2030 is a plan for the growth and development of the metropolitan area. An important objective is to ensure that Melbourne retains the qualities that people enjoy about it. Despite a slowdown in population growth, Melbourne will grow substantially over the next 30 years. It is appropriate to plan for the capacity to comfortably absorb up to 620,000 extra households over that time while protecting and enhancing our existing suburbs.

The main thrust is to continue to protect the liveability of the established areas and to increasingly concentrate major change in strategic redevelopment sites such as activity centres and underdeveloped land. While a good supply of land for development will be maintained in growth areas, over time there will be a shift away from growth on the fringe of the city.

This will help prevent urban expansion into surrounding rural land. The trend towards fewer people in each household will continue to support demand for well-located apartment lifestyles around activity centres. This will be supported by an expanded and more attractive public transport system.

Melbourne 2030 focuses primarily on the metropolitan Melbourne urban area and the nearby non-urban areas. However, it also deals more broadly with the wider region where, increasingly, development is linked to and affected by metropolitan Melbourne in terms of commuting, business and recreation. Hence, Melbourne 2030 also considers the area between metropolitan Melbourne and the regional centres of Geelong, Ballarat, Bendigo, and the Latrobe Valley.

Economic, social and environmental matters are integral to Melbourne 2030, but it is not an economic development plan, a community development strategy or a comprehensive environmental management plan. Rather, it gives a high-level overview of the directions metropolitan Melbourne is expected to take. Its clear focus is the management of future growth, land use and infrastructure investment. It will provide a vital context for other sectoral plans in areas like transport and housing.

Why do we need to look ahead?

Victorians face important choices about how metropolitan Melbourne and the surrounding region should develop in the next 30 years. Population and development pressures are changing the environment in which decisions have to be made, and are affecting the shape and the flavour of our city. Melbourne 2030 articulates a detailed plan that takes the long-term view and is based on consultation with the community.

Metropolitan Melbourne’s current shape reflects more than a century of work by those who developed the rail network from 1880 onwards, and by the generations of planners who crafted plans for the city since 1929 (see ‘Melbourne’s planning history’).

Melbourne 2030 builds on the earlier plans and the infrastructure we have inherited while responding to the new issues confronting us. It uses current views of the future and an understanding of the past as the basis for a long-term plan to mould the city.

It tackles these key questions – to which there are no simple or permanent answers:

<li>how best can we provide for a growing population and ensure that we live within available resources of water, land and energy?</li>
	<li>how should development be focused and what pattern of land use and transport should we invest in for a better future?</li>
	<li>in which areas should we discourage or prevent development in order to retain the quality of natural environments across the Port Phillip and Westernport catchments and beyond?</li>
	<li>what changes should we make to our lifestyles, the technologies we use and the way we organise the city to reduce resource usage and our impact on our living environment?</li>
	<li>what additional social infrastructure will be needed to support a growing city, and how will we ensure this is available for all when it is needed?</li>
</ul>

While my scheme encompassed a greater area than the Fed Square East site including a re-imagined CBD, a revitalised Flinders Street and Northbank precinct, development of The Age and former Powerstation sites (keep in mind this was five years ago) and development of the airspace of the railyards north of Southern Cross Station.

For the purposes of this article I shall omit these aspects and focus on the Fed Square East site in addition to the eventual decking and development of the Jolimont railyards through to Richmond Station.

The scheme while much more commercially oriented built on similar themes and concepts than the FX Tension design. The origami eels are still evident in parts and contribute to the form and massing of the 70-storey tower and the NGV extension is still included.

To get an idea of the basis for this plan I have included text extracts from my submission; again I would really be pushing the limits of my memory to otherwise try and recall every minute detail and reasoning behind every design decision I made. An overall summary of the submission:

The key principle being the idea of accommodating people in high density structures around activity centres, serviced by an extensive public transport system and bicycle network. This plan for Melbourne’s CBD is a template of sorts which could be applied to other activity centres in Greater Melbourne. Cars would be removed from the city centre, new train stations built, eco towers which generated they’re own power, collected, stored and recycled water and housed vertical farms through the use of hydroponics as well as a mix of housing and offices.

The 2030 version of Melbourne would best be described as a series of ‘suburbs’ and ‘vertical neighbourhoods,’ people wouldn’t need to travel great distances to get to work, school, shopping etc. all this would be possible either on foot or on bike. And when the need arose to travel greater distances the CBD’s trains and free trams rather than cars would be more than adequate. Open air car parks and the air space above railway lines would be developed, existing buildings particularly high rises would be upgraded, overhauled and adapted to and include other uses similar to the new ‘eco towers’.

And the idea behind the East Gate precinct:

The key component of the masterplan for the Melbourne CBD in 2030 is the redevelopment of the Jolimont railyards, which acts a physical and visual barrier between the Melbourne CBD and Yarra River.

The East Gate Precinct features a mix of office space, apartments, open space, shops at street level, a wetland, research labs for the development of sustainable technologies and materials, vertical farming, wind turbines, a landmark mixed-use tower, a market and a new train station to facilitate the new neighbourhood.

East Gate Precinct will be car free and will be serviced by trains and trams and residents and visitors will also be encouraged to walk or cycle. East Gate is to be used as a model for other transit oriented developments throughout greater Melbourne.

With a greater concentration of people in high density neighbourhoods, living and working within a 2km radius, reducing the need to travel great distances and should the need arise public transport would service this need.

With the population of Melbourne growing by approx. 1,000 people per week it is imperative that they are accommodated in areas serviced by public transport or where they are not required to commute large distances to work, live or relax, to reduce and eventually halt suburban sprawl.

The East Gate Precinct would also encourage greater community involvement in setting up and maintaining vertical gardens and farms within their own buildings and also encourage greater interaction between residents.

The buildings would collect rainwater, use recycled ‘grey’ water, and would be powered by wind turbines and solar panels incorporated on the roofs and into the facades of the buildings.

Fed Square East: Some food for thought (Part Two)

A couple of weeks ago Apartments.com.au touched on some <a href="/news/design-requirements-that-will-define-federation-square-east">design requirements that would define Fed Square East</a>, prior to the release of the Expression of Interest campaign on September 15th.

In a two-part-icle (yes I just invented a new term) piece I jump in a time machine and travel back to my university days to take a look at two different schemes I developed during the course of my studies at RMIT. Each sets out to achieve various objectives based on a number of similar considerations relating to necessary program, sight lines, connections both physical and visual with the Yarra and a few Melbourne landmarks, althoughthe outcomes are hugely different.

The Federation Square East site is bounded by Federation Square/Russell Street to the west, Flinders Street to the north, Batman Avenue to the east and Birrarung Marr to the south and totals 3.3 hectares; 2.3ha above the rail lines and 1ha that is largely used for car parking.

The first concept was part of a design studio entitled FX-TENSION and was run very similar to a design ideas competition so the level of resolution at a micro scale wasn't as critical as the macro planning. The brief was to develop a proposal for a building or series of buildings which would bring together the three schools of architecture (at the time - Monash has since joined) under one roof, as well as an extension to the NGV's Ian Potter Centre housing the Oceania and Asia collections.

Additionally a commercial component was required to facilitate the development of the other areas as well as making the decking over the railyards viable. A theme of camouflage was carried throughout the semester and was to be the basis for any facade strategy employed.

<figcaption>Conceptual Massing Study - Fed Square East.</figcaption></figure>I mention this as I believe one of the shortcomings of the Flinders Street Station competition was the viability of proposed schemes relative to their commercial components. As much as I love Hassell's scheme the likelihood of it seeing the light of day hinges on its commercial offering; in this case a museum and gallery.

The Government would never be able to deliver such a project on its own (particularly with a $2b price tag) so either a Public Private Partnership comes into play whereby a developer in all likelihood would reconfigure the western end of the station to accommodate a number of high-rises, or in the case of Fed Square East the site is handed over to the private sector to develop as they see fit with a number of criteria to be met before any formal engagement.

This Expression of Interest (EOI) is an opportunity to convey your interest and demonstrate the capability, capacity and innovation necessary to deliver a vibrant and commercially viable mixed use development of exceptional design quality at FSE without a capital contribution or regulatory relaxation by Government.

The Government is seeking Submissions that identify and explain the intended approach to development, design and integration of mixed uses that will fulfil the vision for the FSE Site. This information will be used to identify a short list of Respondents who will be invited to participate in the subsequent Request for Proposal (RFP) stage of this Procurement Process.

Without having seen the EOI documents for myself (you must register and log in to view them) one critical aspect that should be included in any future scheme is an extended Ian Potter Centre as per the brief we were given at university 6 years ago. Although this is rarely ever mentioned in the same breath as Fed Square East particularly in the media, the <a href="https://www.propertyobserver.com.au/http://www.theage.com.au/news/national/ngv-push-for-landmark-gallery-extension/2007/09/21/1189881777512">NGV had already outgrown its current digs 7 years ago</a>.

<blockquote>
Indigenous art was popular with locals and tourists, and the Ian Potter Centre, just five years old, had run out of space. A dedicated indigenous wing would be a "massive drawcard" for Melbourne.

But as a gateway building, such a gallery had to be "highly distinguished, monumental and significant" architecture. "It cannot be done on the cheap," he said. Preliminary costings show that such a building could cost about $150 million.

Dr Vaughan said the NGV's idea for a new wing was in draft form only. It was developed in anticipation that government and business would eventually extend decking over the Jolimont rail yards. He said it was crucial that any such project include a major cultural component. "We would like to book some space on the deck that the government and private sector will build for some other entirely different purpose."

Dr Vaughan said the NGV needed more space for indigenous, Asian and oceanic art. A key attraction for such a gallery would be a large multi-media display of rock paintings from around Australia.

<h2>Concept</h2>

The existing design for Fed Square has largely future proofed itself by way of the 'Crossbar' structure that begins in the undulating plaza as the offices for SBS, puncturing through the atrium and NGV before poking out on the eastern facade, setting up the future extension of the gallery over the Russell Street extension. So it was with that key objective in mind that I set about designing the complex: an extension for the NGV to house its Asian and Oceanic collections.

This manifested itself in a series of origami eels which were an evolution of Federation Square's 'filaments' that informed the formal and programmatic planning of spaces and buildings. Drawing upon the ideas and inspirations for the Birrarung Wilam (River Camp) artwork that sits within Birrarung Marr I combined these themes with an idea-gram produced earlier in the semester for the site.

<figcaption>Birrarung Wilam and origami eels.</figcaption></figure>The public spaces were also key to the design with an emphasis on good connections to the river via a large cascading series of steps down to the river and an extension of the footbridge through Birrarung Marr over the rail lines to Flinders Street and adjacent to a new north facing public space.

Rather than try and remember and regurgitate everything I did point by point I have decided to include the pages from my final presentation in the slideshow below which are lighter on text but visually (hopefully) quite easy to understand.

Fed Square East: Some food for thought (Part One)

There has been a considerable amount of commentary recently revolving around tall towers, overshadowing and the subsequent impact on amenity in the public domain. With this in mind, Apartments.com.au takes a look at a proposed 25-storey mixed-use tower at 1-5 Queen Street.

Rising a height of 90.75 metres behind the retained facade of the 1872-dated Fletcher Jones building, the applicant is seeking a permit to overshadow Northbank between the hours of 11am and 2pm on the winter solstice. It is worth noting that unlike overshadowing of Southbank during that same time period, it is not strictly prohibited to overshadow Northbank.

The proposal also raises issues as how to best integrate a new architectural intervention with the fabric of a heritage structure. It can be argued that a number of recent high-rise proposals have failed to address this accordingly, with some very ordinary design responses being put forward.

Image © K2LD</figcaption></figure>Located on the corner of Queen Street and Flinders Street opposite the Banana Alley vaults, the existing building is covered by Heritage Overlay H01037. The existing building had initially being identified as a C-graded structure in a level 3 streetscape during the Central Activities District Conservation Study of 1984. This grading was confirmed in subsequent reviews and studies undertaken in 1993, 2002 and finally in the Central City Heritage Review of 2011 which resulted in the introduction of heritage controls.

The site heritage impact statement prepared by Lovell Chen goes on to describe why the Cobden Buildings are significant both historically and aesthetically to the Melbourne Capital City Zone:

The Cobden Buildings are significant historically for their key role in early maritime commerce and governance of Melbourne's ports, with links via the James Jackson family ownership to the very beginnings of Melbourne town and Queens Wharf which once stood opposite these buildings.

Architecturally, although modified, the upper level Is a good and early Italianate Renaissance revival style as applied to an office building, then an uncommon building type in a City of warehouses, residences and shops.

DD01-A2 (Active Street Frontages) also applies to the site with a particular focus to the Flinders Street frontage the intent of which is outlined below:

The design objectives of this overlay are:

<li>To ensure ground floor frontages are pedestrian oriented and add interest and vitality to city streets.</li>
	<li>To provide continuity of ground floor shops along streets and lanes within the retail core.</li>
	<li>To ensure ground floor frontages contribute to city safety by providing lighting and activity.</li>
</ul>
The requirements of this overlay are:

Buildings with ground-level street frontages to major pedestrian areas must present an attractive pedestrian oriented frontage to the satisfaction of the responsible authority, by providing:

<ul>
<li>At least 5 metres or 80% of the street frontage (whichever is the greater) as an entry or display window to a shop and/or a food and drink premises, or</li>
	<li>At least 5 metres or 80% of the street frontage (whichever is the greater) as other uses, customer service areas and activities, which provide pedestrian interest and interaction.</li>
	<li>Built scale appropriate to the street and pedestrians.</li>
	<li>Clear glazing (security grilles must be transparent).</li>

To this end the application attempts to address these considerations by providing a 207 square metre double height retail space which also acts as a buffer to the substation located at ground level. The main entrance for residents is via a new Queen Street lobby with a permeable lobby interface introduced.

Image © K2LD</figcaption></figure>Included within the planning application is the intended construction of a new two-storey facade along Queen Street which will include angled metal framed glazing to the ground level, with the upper level divided into bays to match those on the Flinders Street elevation. Additionally the elevation will involve a combination of reconstruction, references to window forms and contemporary interpretations of some of the original elements such as parapets.

The modified two storey building will act as a base or 'plinth' for the tower which like other proposals dealing with historically sensitive buildings has employed the strategy of a reflective veil which acts to give the tower a recessive quality by reflecting the immediate context and sky. The intent seems to be to produce the effect of an invisible building with the visually dominant element being the existing 2-storey building.

The crystalline, sculpted form is encased in a transparent grey glazing that also features operable louvres which interrupt the otherwise smooth finish of the facade and provide natural ventilation to create winter garden spaces. The form is derived as a formal and metaphorical translation of the site's address at 1 Queen Street; "One Queen" evoking connotations of jewellery and in this specific instance a diamond form.

Image © K2LD</figcaption></figure>In response to contextual analysis of nearby buildings and the historical base building, the architects have employed setbacks to all three street frontages ranging from between 3.5 to 6 metres from Queen Street, 3 to 5 metres from Flinders Street and 2.7 metres from Tavistock Place. These setbacks all gradually taper out to the property boundaries at the upper levels.

The tower takes advantage of its location in a relatively low-rise area of the city adjacent to the rail lines and river, offering primary views along an expansive east-west axis.

From a pedestrian amenity perspective (as was mentioned earlier) towers are not prohibited from overshadow Northbank. While a permit may be required to do so, the shadow analysis studiy below illustrates the impact that the proposal's shadow will have on the public domain between 11am &amp; 2pm on (curiously) the 22nd June. The winter solstice actually falls on the 21st June.

Image © K2LD</figcaption></figure>From 11am onwards the shadows moves from Enterprize Park along the promenade adjacent to the Banana Alley vaults, which themselves are not the most inviting and pleasant of spaces. Should the Banana Alley vaults eventually receive significant improvements, 1-5 Queen Street may well have a detrimental effect on pedestrian comfort and amenity, although this is a moot point for now.

Arguably the most impact is caused just before 2pm when a shadow is cast over Sandridge Bridge which while not ideal, although the bridge is more of a transient space than a space someone would dwell in for any extended period of time. Having been lodged for consideration with City of Melbourne during early July, a final decision is some time off.

Jumping at Shadows > 1-5 Queen Street, Melbourne

With the first details of Asset1's four-tower residential development appearing in recent weeks and demolition of the former Convention Centre underway, it seems the perfect time to consider some opportunities the site presents. I primarily have stronger pedestrian connections to the Yarra in mind.

The recently submitted planning application for 7-23 Spencer Street sees 1,321 square metres of retail space across two podiums, yet the development is limited in terms of scope and ambition by the well-worn 13-storey Crowne Plaza hotel to the south abutting the Yarra. This is a relic of time gone by where tall built form could meet the edge of the Yarra and no one would bat an eyelid.

While not included in the development plan for the Elenberg Fraser-designed scheme, Crowne Plaza could - through a staged development - be relocated to one of the four towers, allowing for future demolition of the existing structure. This scenario is depicted in the image below, dramatically opening up the river vista with views through to the Yarra's Edge towers beyond.

Together with Seafarer's Rest and Batman Park, this would provide a green buffer between the glass and steel of the CBD's high-rises and the tranquility of the Yarra.

<figcaption>Indicative aerial showing riverfront park in-lieu.</figcaption></figure>Such a proposal however, is not without its drawbacks and would pose some issues such as the amount of solar access provided to any form of open space, and would no doubt inform the type of space that could potentially be built there.

Secondly most developers wouldn't really entertain the idea of losing a built asset that provides a steady income for an open space whose control would be transferred to the City of Melbourne, particularly when any development of similar scale and proximity, with the odd exception at Docklands would likely never be supported.

Removing Crowne Plaza is ultimately just a pipe dream, but I think it provides some food for thought. Apartments.com.au will provide an in-depth look at the site's development plan in due course.

An unconventional opportunity for 7-23 Spencer Street

Last month the City of Melbourne's Future Melbourne committee resolved to provide conditional support for Lend Lease's C1 &amp; C2 commercial development at Batman's Hill within Docklands. Located at 695 Collins Street between Media House and Collins Square, the development consists of two mid scale commercial buildings of 11 and 12-storeys respectively. The two buildings are separated by a north-south pedestrian thoroughfare to be called Market Place Lane linking Collins Street with future stages of the development.

While generally supporting the proposal as a crucial physical and visual link between Docklands and the CBD, City of Melbourne's greatest concerns generally relate to the buildings' appearance and impact. In particular Council's urban design department were critical of the horizontal emphasis and uniformity of the design, which they argue produces the visual effect of a singular homogenous building mass.

This homogenous building mass it's argued would create a barrier and a less inviting pedestrian experience for visitors into the City Room space - a community space which is proposed to be constructed as part of the later stages of the development plan.

<blockquote>
The same material, colour, line and character of the above-ground levels of both buildings, and the horizontal emphasis of line within them, makes for an apparent effect of one super-long building, not two, and buildings without any visual depth and variety that would be necessary to enable two buildings to be composed in a similar way.

The effect is that these buildings do not afford the richness, appeal and porosity that good city buildings do.

The report to Future Melbourne goes on to express disappointment that while these concerns were communicated in pre-application meetings they were ultimately not addressed in the lodged documentation. Suggested changes to the detailed design of the facades in order to provide greater definition and articulation between the upper levels of the two buildings was the asked for solution.

<h2>South core artwork</h2>

One interesting aspect of the design is the potential for large-scale artworks on the southern exposed cores of both buildings.

No detail for this mooted artwork has been submitted so the exact nature of what and how remains to be seen.

The proposal to utilise artwork as an acceptable initial way of treating the blank and highly visible southern walls is a big expectation, and risk, despite the expected delivery of future-stage buildings that are likely to shield the artwork from longer views from without the site.

The artwork will have to be well curated and executed, to work with the scale of context and building, and to be effective (meaningful) to both the first-time visitor and to the everyday occupier/ passer-by.

<h2>Comment</h2>

The City of Melbourne's views on the development are generally in keeping with those <a href="/expert-insights/buying/batmans-hill-leaves-much-to-be-desired">previously expressed on Urban.com.au</a>. The scale of both buildings although lower than what was originally indicated in the development plan (which allowed for 90m) in my view is a better outcome from a street level perspective. Theoretically this results in a more inviting pedestrian environment, not just to Collins Street but to the internal public spaces to the south via greater solar access.

The articulation of each individual building as dual volumes of varied height is a good method for reducing the visual mass of a building, however when the same strategy is employed across two buildings which are treated the same way in terms of materials and finishes - it fails to achieve the desired result. A juxtoposition of vertical elements across one building versus horizontal on another may better achieve this.

Primary to this however is the argument as to whether the present scheme goes far enough in terms of design excellence for such a prominent site which boasts a Collins Street frontage. It will be interesting to see whether the City of Melbourne's recommendations are taken on board and how these manifest into a quality design solution, if at all.

Focusing on the southern cores I have looked at some potential applications beyond static artwork. A green wall for instance would help soften and enliven the interface with a public space:

The Long and the Short of it: C1 & C2 Batman's Hill

The subject of today's article is a proposal for a residential tower on a prominent Docklands site. Acquired by <a href="http://www.salta.com.au/">Salta Properties</a> back in December 2008, the site sits on the corner of Harbour Esplanade and provides an opportunity for a major contribution to the Esplanade and as an entry statement for Docklands.

Engaging <a href="http://www.fkaustralia.com/">Fender Katsalidis</a> during 2010, the team initially produced a 36-storey mixed-use scheme that had a number of features recognizable in previous FKA-designed projects. A glazed residential tower with a tiered envelope that sat upon a commercial wrap around a carpark podium - providing a bookend to Victoria Point to the south. The proposal was lodged and was to be Salta's signature Docklands project but ultimately never saw the light of day.

The submission focuses heavily on the merits of the proposal's ground plane condition with retail tenancies located to the north and south, interspersed with lobbies for the commercial and residential components. Featuring strong vertical timber column and blade elements, the design provides a contrast to the otherwise concrete and glazed structure.

Vehicular entries to the car park and loading dock are located along the eastern boundary while a public thoroughfare separates the proposal from the existing Channel 7 digital broadcast centre.

One suspects that Salta will most likely follow the lead of <a href="https://charterhall.com.au/">Charter Hall</a> and <a href="http://premiercapitaldevelopments.com.au/">Flagship Property Holdings</a> and look to offload the site. At time of writing the site next door at 685 La Trobe Street is currently under contract.

The potential for a far more ambitious scheme would be most welcome for a site that demands something special. I'm of the opinion that an amalgamation of the two sites would offer the best outcome for the site and allow for a more successful interface and relationship between potentially multiple buildings.

If the scheme as detailed above is to proceed then I believe a further level of design refinement is required.

Cruising on the edge

<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. They recently launched <a href="https://www.apartments.com.au/new-apartments/jardin-house-by-lowe-living-camberwell-335-camberwell-road-camberwell-vic-3124">Jardin House by Lowe Living</a> in Camberwell, their first development in the Stonnington LGA.

The start of demolition at 137 Old Burleigh Road signals DVB Projects’ underlying confidence in the Gold Coast’s luxury beachside apartment sector.

“We see the Gold Coast as one of the most compelling lifestyle markets in Australia, particularly at the premium end where demand continues to deepen,” said Dean Brown, Managing Director of DVB.&nbsp;

“This project has been carefully designed to respond to that demand - delivering large-format residences with a level of quality, privacy and amenity that is still relatively rare in the apartment market on the beachside."

Brown says the site itself is "exceptional."

<a data-end="327" data-is-only-node="" data-start="250" href="https://www.apartments.com.au/developers/norus-projects" rel="noopener" target="_new">Norus Developments</a> has lodged plans for a new apartment development in Clayton that would add further momentum to the suburb's emerging Green Street corridor.

Plans have been lodged for the consolidated site at <a href="https://www.apartments.com.au/new-apartments/1359-1365-centre-road-clayton-vic-3168">1359-1365 Centre Road</a>, where Norus is seeking approval for 218 apartments across a 12-storey apartment building designed by <a href="https://www.apartments.com.au/architects/life-architecture-and-urban-design">Life Architecture</a>.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The building has been designed with stepped massing and upper-level setbacks to manage its transition towards surrounding residential properties. The planning report describes the approach as one that integrates the building into the landscape rather than treating landscaping as a secondary element.

"A strong landscape and public realm strategy underpins the proposal," Urbis states in the planning report.

"Public benefits include an affordable housing contribution, a new pocket park, generous landscaped setbacks, deep soil planting and integrated Water Sensitive Urban Design."

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.
