This week I sit down to chat (and laugh) with Chris Eggleston and Johan Hermijanto from Bates Smart about the office's upcoming exhibition, Time + Space as part of Melbourne Design Week 2019.

The exhibition explores the design process, with a focus on the amount of time required to create space. Using the recently completed Club Stand designed by Bates Smart for Victoria Racing Club as a case study, the installation showcases a layered exploration of process and outcome.

Time + Space includes a sectional sculpture of The Club Stand paired with a timeline that provides an insider’s perspective into the meticulous approach to architectural and interior design process. The exhibition dissects both the spatial outcomes of the building itself and the project timeline, revealing the translation of vision into reality.

The first stage of one of Adelaide CBD's largest urban renewal projects - West Franklin - has been completed, with the first residents set to begin moving into Greaton's $140m twin-tower project.

Located on the corner of Elizabeth and Franklin Streets, Stage One sees the transformation of the former Balfours Bakery site into two residential towers of 17 and 19-storeys, designed by Brown Falconer.

97% or 264 of  272 apartments in West Franklin have been sold, with Greaton expecting Stage One of the development will become home to over 500 people.

Image: Supplied</figcaption></figure>West Franklin’s 17-storey southern tower features 150 apartments, while the 19-storey northern tower includes 122 apartments, and a separate rooftop club-style lounge with adjoining alfresco entertaining space. 

The towers sit atop a shared six-storey podium that includes 16 two-storey townhouses and loft-style dwellings, built from red brick, paying homage to and celebrating the retained heritage Balfour Bakery building. 

The podium also accommodates 230 car parking spaces over four levels, as well as communal amenities, including a 25m heated infinity lap pool, fully-equipped gymnasium, sauna, steam room, twenty-person cinema, library and conference area, and even a golf driving simulator room. 

An adjoining outdoor pergola-covered podium provides communal BBQs, an indoor kitchen and shared lounge, and internal and alfresco entertaining spaces.

In another major boost for the area, West Franklin will also include 1,245 sqm of retail space, creating a new shopping destination in where a proposed supermarket, cafe and smaller retail outlets will feature. providing a major retail boost to Adelaide’s west end.

Residents prepare to move into first stage of Greaton's West Franklin development

Joint venture partners, Daiwa House Australia and EG Developments, will be celebrating the recent completion of one of Sydney’s most significant urban renewal projects, the landmark Flour Mill of Summer Hill development, with a ribbon cutting ceremony on Friday 8 March 2018.

The significant milestone marks the completion of one of Sydney's most significant urban renewal projects, the 'Flour Mill of Summer Hill' development.The four-staged project was delivered over five years, with the first two stages having been settled and occupied since mid-2017 with the final stage completed earlier this month.

Image: Supplied</figcaption></figure>The $340m masterplanned community encompasses 2.4 hectares of a revitalised former industrial site and comprises 360 apartments and terraces, spread over 11 separate buildings, set around a central plaza and community park. 

Located between Smith Street, Edward Street and the light rail track in Summer Hill, the site was the former home of Allied Mills, which took over the original site developed by Mungo Scott.

To further celebrate the project’s completion, a 3-day design event HOME.GROWN. will be showcased within the precinct’s newly-restored Mungo Scott Flour Mill building.

Featuring furniture and lighting designs, as well as home furnishings by independent Australian designers and makers, brands and retailers, the exhibition is part of the Sydney Design Festival.

Held from Friday 8 to Sunday 10 March, the exhibition, across 3 halls on 2 levels, will also include a marketplace, installations, pop-ups, gallery and a series of talks, with an event highlight to be the photographic and video installation showcasing the restoration of the significant Mungo Scott heritage building.

Images: Supplied</figcaption></figure>Milling operations at the site ceased in 2009, however many of the site’s existing buildings have been restored and re-purposed, with two separate silo buildings converted to apartments as part of the urban renewal. 

According to the development team, a key objective of the project was to not just maintain the site’s heritage, but to celebrate it, noting the adaptive reuse nature of the project has been an attractive proposition to buyers.

The Mungo Scott flour mill, the project’s final stage, will become a commercial warehouse-style creative hub for the Inner West, with curated retail, boutique food and beverage operators, and office spaces leased by technology start-ups and design businesses.

Paying homage to the site’s significant industrial heritage, the buildings have been named the Malthouse, Durum Silos, Granary, Wheatstore, Baker’s Rise, Baker’s Quarters, Wheat Silos and Miller’s Retreat.

<h2>The Design</h2>

Daiwa House Australia and EG Developments tasked HASSELL Studio, to design the building exteriors, interiors and the landscape architecture with an remit to celebrate the heritage landmark silos. 

The sites’ heritage was also reflected on the external character of the new structures, with the Mungo Scott building’s existing galvanised steel, off-form concrete, weathered timber, brick materials and detailing used to give a contemporary twist to the industrial buildings.

The three vertical layers of the nine-storey Malthouse work in unison to celebrate the building’s industrial heritage. A central vertical cut-out creates a 20-metre high void in the lobby while horizontal cut outs on each level form a spinal corridor open at the northern and southern ends.

The four circular towers of the original wheat silos, now the Durum Silos, form 56 contemporary apartments across 14 storeys, at the peak of which sit two penthouse apartments with roof terraces enjoying spectacular 360-degree views.

Image: Supplied</figcaption></figure>The Granary has been converted to apartments that mimic the scale of the original buildings on the site. An open glass façade on the northern side makes an interesting contrast with the heritage appeal of the nearby Mungo Scott building, while the continuous textured façade slowly reveals the interior through layers of perforated mesh.

The Wheatstore’s triangular structure stands out with its deliberately random placement of windows creates interest within the charcoal concrete façade.

Each apartment has been designed to seamlessly flow between exterior and interior, with balconies and windows carefully placed to provide an interesting outlook from every aspect, while maximising natural light and ventilation. Views extend across the precinct’s landscaped gardens and heritage architecture to the city skyline.

Joint Venture partners celebrate Flour Mill of Summer Hill completion

The Victorian Planning Authority (VPA) and Monash Council is inviting members of the community to have their say on the PMP Printing site in Clayton as part of Phase 2 of its community engagement process.

The PMP Printing precinct is a 10-hectare site located on the corner of Carinish Road and Browns Road in Clayton currently zoned for industrial land uses. Currently occupied by a printing factory, manufacturing at the site has significantly decreased over recent decades, according to the VPA.

The PMP Printing site has the potential to accommodate a large share of Monash’s future population growth, providing opportunities for people to live and work within the municipality. The renewed precinct will have a higher density and greater mix of housing than the surrounding established suburbs of Monash. 

The precinct will transition from lower scale three storey townhouses adjacent to existing neighbours up to eight storey buildings towards the centre of the precinct. Commercial buildings along Carinish Road are also proposed up to eight storeys.

To achieve its vision for the site, the VPA has prepared a concept plan outlining the development intent at the PMP Printing site to ensure that the proposed density is served sufficiently with an appropriate level of infrastructure. This concept plan has been informed by earlier community engagement and technical reports. 

The delivery of infrastructure is being carefully considered by the VPA against the following principles:

	<li>Principle 3 - Open Space</li>

Following phase 2 of the community engagement process, the concept plan will form the basis of the comprehensive development plan for the site, which will go through a planning scheme amendment process. The VPA and Monash expect to undertake further community engagement during the Amendment advertising process.

Image: VPA</figcaption></figure>The PMP site is located within <a href="/developments/clayton-vic-3168">an area of Clayton undergoing significant change</a>, with the neighbouring former Clayton Primary School site to the north due to be redeveloped into a residential village known as Eastwood. Located at <a href="/buildings/eastwood-monash-clayton-29-browns-road-clayton">29 Browns Road</a>, Eastwood will comprise 147 apartments in addition to 72  townhomes, around a common green space, and connected by leafy pedestrian-friendly streets.

To the south on the opposite side of Carinish Road, Cedar Woods is in the throes of redeveloping the former Sigma site into a master planned community called Jackson Green. <a href="/news/cedar-woods-launches-huntington-at-jackson-green-in-melbournes-south-east">As mentioned on Urban.com.au last week</a>, Cedar Woods has launched the third building in the development, Huntington which has already experienced strong sales enquiries.

VPA and Monash seek community input for PMP Printing Strategic Site

Following <a href="/news/goldfields-office-development-at-627-chapel-street-approved-by-stonnington">last month's approval of its commercial development at 627 Chapel Street</a> in Melbourne's South Yarra, Goldfields has received further good news with Willoughby Council endorsing its proposal for a 85-unit residential tower in Sydney’s Lower North Shore of Chatswood.

Building on its portfolio of developments along the East Coast, the Chatswood development will be a further addition to Goldfields’ growing pipeline in New South Wales. 
According to Goldfields, the approval of the Chatswood development marked a significant milestone for the company.

Chatswood is located 8 km north of Sydney’s CBD and the new development site is just 400m from Chatswood Railway Station and Westfield Shopping Centre.

The area is set to undergo extensive upgrades to Sydney’s rail network that will open the city’s Metro Northwest line in the second quarter of 2019, making the site’s walkability, convenience and accessibility a huge selling point for future buyers.

With approval from Willoughby Council, in hand the Planning Proposal will now proceed to the Department of Planning and Environment for Gateway Determination.

Goldfields aims to begin construction in September 2020.

Goldfields expands its footprint to Chatswood

Local architects HASSELL and New York’s SO-IL, have been appointed to lead a local and international team to design the public realm component of the Melbourne Arts Precinct redevelopment.

The transformative project will introduce 18,000 sqm of new and renewed open public space in the densely populated Southbank via the creation of an elevated inner-city park and new pedestrian connections into and throughout the area. This extensive new pedestrian network will allow visitors to the precinct while seamlessly connecting Southbank and the Yarra with Melbourne’s iconic cultural institutions.

The winning bid puts a strong focus on nature and will include seasonal gardens by world-renowned horticulturalists Nigel Dunnett and James Hitchmough, who transformed London’s Barbican Centre.

The State Government recognises the Arts Centre Precinct redevelopment as a "once-in-a-generation project"  which it says will reshape Melbourne’s arts scene and create substantial new outdoor public space, adding to the transformation of Southbank Boulevard and Dodds Street.

To date,the State Government has invested $208 million over two years to complete the first phase of the project, which will encompasses planning and will enable the NGV and Arts Centre Melbourne to begin raising philanthropic funds for the revitalisation.

HASSELL is currently working on the<a href="/news/melbourne-metros-finalised-station-designs-unveiled"> Melbourne Metro Tunnel project</a> alongside Rogers Stirk Harbor and Weston Williamson, in addition to major new public spaces in Shanghai and Shenzhen.

SO-IL (Solid Objects Idenburg Liu) is based in Brooklyn, has previously worked with New York’s MoMA and Frieze Art Fair and is currently creating a new waterfront in Paris.

HASSELL and SO–IL previously collaborated on the shortlisted design for Adelaide Contemporary Art Gallery. 

The announcement of the public realm design team, follows l<a href="/news/nh-architecture-and-snohetta-appointed-for-arts-centre-project">ast year's appointment of NH Architecture and Norway’s Snøhetta</a> to commence design work on the Theatres Building revamp.

ARM were responsible for the design of the master plan for the Arts Precinct Transformation.

Architects appointed to redesign Melbourne Arts Precinct Public Realm

Cedar Woods Properties has unveiled the next stage of its master planned Jackson Green development in Clayton South with the launch of Huntington Apartments. 

Located 20 km from Melbourne’s CBD on the site of the former Sigma Pharmaceuticals complex, Jackson Green is a 6.5-hectare site comprising 151 new houses and 400 apartments around a central park in Clayton South.

Huntington Apartments will join Wattle Apartments (completed earlier in 2018) and the under construction Gardenia Apartments on the redeveloped brownfield site and will be the largest apartment building in the development to date.

Cbus Property unveils $300m office project in Adelaide

Property development and project management consultancy Armitage Jones announced via its Instagram account that it had been appointed to manage the design and build of 555 Collins Street on behalf of Charter Hall. Armitage Jones is also working with Charter Hall on its Wesley Place precinct in the CBD's north-eastern end.

For the purpose of the study below I initially used the maximum height of Fragrance's residential scheme designed by Bates Smart at 142m. Shadow testing indicated an overall height of 160m was achievable to the highest point with a sloping roof form.

Lurking in the shadows - 555 Collins Street

<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. They recently launched <a href="https://www.apartments.com.au/new-apartments/jardin-house-by-lowe-living-camberwell-335-camberwell-road-camberwell-vic-3124">Jardin House by Lowe Living</a> in Camberwell, their first development in the Stonnington LGA.

The start of demolition at 137 Old Burleigh Road signals DVB Projects’ underlying confidence in the Gold Coast’s luxury beachside apartment sector.

The project will comprise 40 half-floor residences of approximately 260 sqm, alongside eight full-floor residences spanning around 524 sqm.

A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

Residents will have access to a resort-style suite of amenities, including a 20-metre pool with daybeds, a gymnasium, hot and cold plunge pools, a sauna, and private residents’ lounge and dining facilities.

DVB Projects to launch second Broadbeach apartment tower as demolition commences

Plans have been lodged for the consolidated site at <a href="https://www.apartments.com.au/new-apartments/1359-1365-centre-road-clayton-vic-3168">1359-1365 Centre Road</a>, where Norus is seeking approval for 218 apartments across a 12-storey apartment building designed by <a href="https://www.apartments.com.au/architects/life-architecture-and-urban-design">Life Architecture</a>.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The building has been designed with stepped massing and upper-level setbacks to manage its transition towards surrounding residential properties. The planning report describes the approach as one that integrates the building into the landscape rather than treating landscaping as a secondary element.

"A strong landscape and public realm strategy underpins the proposal," Urbis states in the planning report.

"Public benefits include an affordable housing contribution, a new pocket park, generous landscaped setbacks, deep soil planting and integrated Water Sensitive Urban Design."

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.
