Building standards in NSW will be investigated by a parliamentary inquiry. It will be conducted by the NSW upper house public accountability committee.
After the Mascot and Opal Towers disasters, the Greens MP David Shoebridge, Labor MP John Graham and Shooters, Fishers and Farmers leader Robert Borsak succeeded in securing an upper house inquiry into the issue.
The state government has been accused of being flat-footed since the first cracks emerged last December at Opal Tower in Sydney’s Olympic Park. 
<a href="https://www.parliament.nsw.gov.au/committees/inquiries/Pages/inquiry-details.aspx?pk=2540#tab-members" target="_blank">The inquiry, established on 4 July 2019</a>, will inquire into and report on the regulation of building standards, building quality and building disputes.
“We want to see the public’s submissions on this because some politicians think it’s just Mascot and Opal Towers, but there are hundreds of thousands of these across the state,” Shoebridge said. 
“This is a chance for people to speak directly to politicians and set out the scale of the problem.

The committee will look at the role of private certification in protecting building standards, the adequacy of consumer protections for owners of new buildings, limitations on insurance and compensation schemes. 
It will also look at instances of flammable cladding use on NSW buildings.
The inquiry will hold hearings in August with submissions from the public to be made by July 28.
In February, the NSW government promised to appoint a Building Commissioner to protect homeowners after agreeing there were "significant and concerning" industry problems following the Opal matter.
The Mascot Tower cracks, which had been evident in the 2008-built block since 2011, hit the headlines last month.

(f)  any other related matter.

NSW parliament launches inquiry into apartment building standards

Losses at online estate agent Purplebricks have almost doubled with the UK based firm confirming plans to exit the US market after its previously announced exit from Australia.
It revealed in total, its operating losses in the key US and Australian markets were £52.9 million (A$93m).
"We have taken the difficult decisions to exit our businesses in both Australia and the US as it is very important that we now focus our resources on the UK and Canada, where we have a strong established presence and where there are significant opportunities to grow market share and deliver profitable growth for shareholders," Purplebricks boss Vic Darvey said.
"Both exits will be conducted in an orderly manner with the expectation they will be completed by the end of 2019."
It made a FY19 operating loss of £18.8 million (A$34m) in Australia.

Purplebricks shareholders were updated today on the cost of its venture into Australia that facing "increasingly difficult market conditions as the year progressed, we changed the management team and business model."
"The board concluded that the prospective returns from Australia were no longer sufficient to justify continued investment and took the decision to exit the market in May 2019."
It has <a href="/news/purplebricks-australian-property-listings-shrink-to-just-800-homes-for-sale">fewer than 800 listings remaining in Australia</a>, down on the 4500 instructions received in FY2018.
A focused, results-orientated team are on the ground implementing its exit strategy, which is based around an orderly process where we stand by our key obligations and help customers successfully sell their properties.
With the decision to close its Australian business, it expects total losses and closure costs of between £6 million to £8 million in FY 2020.

The company noted during the two and a half years that Purplebricks operated in Australia, "market conditions became increasingly challenging."
"Despite changes to the business model and the continued hard work and dedication of the team there, we failed to gain the scale needed to succeed.
"Given the market outlook, and size of the ultimate opportunity, the board took the decision in May 2019 to run down and close the business, which will be completed by 31 December 2019.
"A reduced team is in place to ensure a professional wind down of the business and to ensure we continue to deliver great outcomes for our remaining customers.
"Having launched in the US in September 2017, we expanded rapidly into a total of seven states within a year.
"Each state required a significant investment in marketing to underpin the brand.
"Having not seen the revenue growth we had expected, in early May 2019 we put the US business under strategic review, to examine the feasibility of delivering growth in a more effective and cost-efficient manner.
"Having reviewed a number of alternative business models, the outcome of the strategic review was that while there remains a significant opportunity to disrupt the US market, it would take substantially more management time and resources than the Company is able to commit at this time.
"Therefore, a decision was taken to withdraw from the US and either sell or close the business."

Investment in building its brand in the US and establishing the Australian business led to a group operating loss of £52.3 million (FY 2018 loss: £27.8 million).
The business is supported by a robust balance sheet with a strong cash position, it advised.

The presentation noted UK commission rates were coming down, although this was only in certain pockets, and no figure was offered.
Rentals provide just 10 percent of the business.
Founded in 2012 by Michael Bruce and Kenny Bruce, it débuted on London's Alternative Investment Market (AIM) in December 2015.

The eastern suburbs Roche family are to emerge as the mystery buyers of the recently sold $21 million Palm Beach beachfront.
The family is headed by Bill and Imelda Roche, who founded the direct marketing beauty products company Nutrimetics International in the 1960s.
The family acquisition of the Phillip Cox-designed trophy home, Palm Haven, ranks as the fifth highest sale so far this year.
It was sold by the family of Phillip Esplin, the late founder of Esplins Solicitors, who spent $800,000 in the late 1980s then $1.3 million next door to create the sprawling 2075 square metre Barrenjoey Road beachfront.
LJ Hooker Palm Beach agent David Edwards had the listing.
The sale comes amid the quietest trophy home market since the global financial crisis slowdown.
There have been only five recorded sales at $20 million-plus across Sydney this year, compared with 20 through last year.
The highest sale has been press scion Alexander Ma securing around $29 million in Vaucluse; followed by Stephen Burcher’s $23.56 million in Rose Bay and Rudi Sisic’s $22.6 million just next-door.
The Point Piper harbourfront of insurance mogul Richard Enthoven and his wife Karen ranks fourth having sold this month for about $22 million.

Roche family to emerge as $21 million Palm Haven, Palm Beach buyers

The vacated Sirius social housing apartment complex in Millers Point has been sold for $150 million by the NSW government.
The buyers are planning to ­refurbish rather than demolish the 11-storey Brutalist building which will become 89 luxury apartments after its sale by Savills.
It has been bought by a company directed by Jean-Dominique Huynh, a 35-year-old Vaucluse-based businessman associated with the gold and copper mining investment company JDH Capital.
Built in the 1970s to a design by architect Tao Gofers, its last social housing residents moved out over a year ago.
Housing Minister Melinda Pavey said the sale proceeds would fund more social housing.
“This is expected to provide housing for around 630 people, helping the most vulnerable members of our community,” she said.
Sales of 189 dwellings in neighbouring Millers Point since 2014 have delivered more than $750 million for more than 1500 new residential units.
The buyers are planning to refurbish the brutalist building into 89 apartments.

Melinda Pavey, Minister for Water, Property and Housing, said proceeds were expected to provide housing for around 630 people.
“There are around 55,000 people on the social housing waiting list. The sale of the 189 dwellings in neighbouring Millers Point since 2014 have delivered more than $750 million for more than 1500 new residential units, with around 1300 already constructed.
“We have the largest social and affordable housing building program of any state or territory in Australia. These asset sales have meant we can create more than four new homes for every one sold.
The Sirius building opened in 1981 and had acted for social housing until January last year.
A prominent examaple of Brutalist architecture in Australia, Sirius houses 79 one, two, three and four bedroom apartments. Most apartments have harbour and city views, with the rooftop a 360 degree view across both.
Savills agents Simon Fenn, Stuart Cox, Neil Cooke and Michael Simpson were marketing the property through an international sales campaign with the opportunity for a variety of uses through the flexible zoning application to the 3,650 sqm site.
On its marketing launch, Savills NSW managing director Simon Fenn said this was a once in a lifetime opportunity.
“Sirius is positioned on some of the most valuable land in Australia and will certainly attract interest from around the globe, with a once in a lifetime opportunity to revitalise this prime site with a range of potential future scenarios including residential, commercial, hotel and retail or a mix of these.”
“Never before has a building with such unobstructed and striking harbour views within the heart of Sydney been offered to the market. A proposal like this is certainly one in a million,” he continued.

Sirius at Millers Point sells through Savills

The luxury real estate agent Nicolette van Wijngaarden has pleaded guilty to real estate trust fund fraud.
She will be sentenced next month at the Sydney Downing Centre.
Van Wijngaarden founded Unique Estates in 2009 which specialized in luxury property, particularly around Byron Bay, before the boutique agency expanded across the country.
Fashion designer Collette Dinnigan was caught up in the messy February 2018 collapse of the Unique Estates Australia agency following the sale of her NSW South Coast property.
The 5 percent deposit for Dinnigan's Milton $2.1 million was unaccounted for, with the NSW Fair Trading Department stepped in cover the $105,000 deposit that Vaucluse buyers had paid into the trust fund.
All NSW vendors are covered by the Property Services Compensation Fund.
After the company collapsed in February 2018, van Wijngaarden faced charges following an investigation by forensic accountants.
She faces up to 10 years in prison having allegedly misused $3.69 million.
Her bail included her surrendering her two passports under strict bail conditions.
The agency published the magazine Unique Luxury, which was distributed in Qantas lounges across the country.

The agency collapsed with restructuring specialists McGrathNicol app­ointed as joint managers by the NSW Department of Fair Trading.
NSW Fair Trading and McGrathNicol reported to creditors that there were "insufficient funds to pay amounts outstanding and in these circumstances there is a statutory compensation fund that may cover your outstanding claims.”

Estate agent Nicolette van Wijngaarden pleads guilty to trust fund fraud

The Andrews Government is set to establish Cladding Safety Victoria.
It will oversee the removal of combustible cladding from buildings to make them safe.
The word of the new government body emerged on 3AW, which did not advise on the means of the funding of the removal.
Property Observer gathers Cladding Safety Victoria (CSV) will act as a "one-stop-shop for advice and assistance to the community in relation to the removal of combustible cladding."
It will provide funding for owners to help them fix their building’s cladding by providing guidance, funding and connections to the right experts who can fix their buildings.
It will select the buildings for rectification after an expert panel review with recommendations made to the Municipal Building Surveyor.
It will support building owners by providing funding for:
<ul>
<li>Project Management support</li>
<li>Draughts people or Architectural Services</li>
<li>Building Surveying</li>
<li>Permits and approvals</li>
<li>Building materials and work</li>
</ul>
It is not known if there will be a levy on the building industry to fund the new government section within the Victorian Building Authority.
Initial emergency orders have been issued on some apartment blocks. The rectification is likely to take up to six years before all apartments are deemed safe.
Currently the rectification process centres around the implementation of Cladding Rectification Agreements (CRAs), a three-way voluntary agreement between an owner or owners corporation, lender and council to fund cladding rectification works. The lender will loan the funds to an owner or owners corporation and loan repayments will be made over time through the council rates system.
There is a cladding taskforce currently seeking to review the extent of the problem after Melbourne’s Lacrosse apartment towers caught fire in 2014.
The Lacrosse block was completed in 2012. LU Simon was ordered to pay $5.7 million to the owners of apartments of the Lacrosse tower earlier this year.
Initially up to 1400 Victorian buildings could have reportedly had potentially dangerous panelling according to the Victorian Cladding Taskforce, chaired by former premier Ted Baillieu and former deputy premier John Thwaites.
Created in 2017 after the London Grenfell fire, it is set to report in coming weeks.
The taskforce audit inspected 1,800 buildings and already identified 71 as "extreme" risk and 368 as "high" risk.
There are around 800 on the list with the search still underway. The cladding has been used by builders for the past two decades.

There was a fire in early 2019 at the <a href="/news/fire-at-neo200-spencer-street-melbourne-reignites-apartment-cladding-concerns">Neo200 Spencer Street building</a> which was a significant incident which had the potential to be very serious.
In Victoria, residents have a 10-year period to claim on the builders' warranty under the Domestic Building Contracts Act. 
The Victorian Government has previously budgeted money to fix government buildings with combustible cladding, but not private dwellings.
It has been estimated the removal costs across Australia could be of the order of $6.8 billion.

Cladding Safety Victoria to be established by Andrews Government

The national level of homelessness increased by 14% from 2011 to 2016, with the increase most pronounced in NSW, up 37% to 37,715 persons. 
In 2008, the Federal government committed to an ambitious strategy to halve national homelessness by 2020.
But as successive governments regrettably abandoned the 2008 strategy and commitment, homelessness in Australia has been on the rise.
There are several levels of homelessness, but concerningly the numbers sleeping rough have been growing even faster.
This, the most visible and distressing form of homelessness, grew nationally by 20% between the 2011-2016 Census periods.
Academics point to policy failures within these trends. These include social security system changes, such as shifting welfare benefit recipients onto lower payments with more conditions of eligibility.
This week the Daily Telegraph reported one in 10 homeless people sleeping rough in NSW is a military veteran who has failed to get help from the Department of Veterans’ Affairs.
These and other policy failures have been critical in a housing market where, by international standards, subsidised social housing provision is minimal.
The geographical pattern of the homeless surge confirms the housing market is in part driving these changes.
An Australian Housing and Urban Research Institute (AHURI) report found increases in homelessness have generally been much more rapid in capital cities. Non-metropolitan areas have recorded much lower growth rates, or even reductions.
So, overall numbers were up by 53% in inner Sydney suburbs (2011-2016), but rose by a more modest 21% in Hobart, and fell in remote South Australia and Western Australia.
The vast majority of Australia’s lower-income population depend on an increasingly stressed private rental sector where the stock of low-cost homes is dwindling.
ABS statistics show the proportion of low-income tenants in rental stress has risen from over the past decade in New South Wales from 43% to 51%. 
Despite these stark trends, recent Australian governments, while footing the bill for homelessness services, have presided over cuts in social and affordable housing. An increasingly underfunded social and affordable housing system leads to a burgeoning cost of emergency services for those lacking homes. On its current path, the cost is set to exceed $1 billion by 2020.
Of course, mental health and homelessness are strongly associated. Some 30% of Specialist Homelessness Services (SHS) consumers had a current mental health issue, according the Australian Institute of Health and Welfare in 2018.
Academics noted this is significantly higher than the rate of mental illness among the general population of 16%. Mental ill-health captures issues, including schizophrenia, bipolar disorder, major depression, post-traumatic stress disorder, and obsessive compulsive disorder.
The interplay between mental health and housing pathways is the subject of a current national study being undertaken by Mind Australia and the AHURI.
It aims to identify failure points in the housing and mental health systems—failure points represent missed opportunities for early intervention and are potential key points for system improvement. A 2016 study found the significant share of rough sleepers with a mental health issue are not receiving any treatment, and their homelessness perpetuates their mental health issues.
The long term structural trends in the Australian housing system - falling rates of home ownership, an increase in private rental, declining stocks of social housing and lack of affordable housing for low-income households—combine as the backdrop in the housing issues facing the homeless.

Homelessness: Australia's policy complacency continues

The Hawthorn East home of Australian pop princess Dannii Minogue sold after its weekend auction for $2.56 million having drawn only one bid from a buyer.
The sale helped Melbourne return to rank as the nation's strongest auction market, for just the third time this year.
The star’s former home on <a id="LPlnk994251" class="OWAAutoLink" href="https://www.propertyobserver.com.au/https://www.jelliscraig.com.au/property-details-466-Tooronga-Road-Hawthorn-East-3123/799557" target="_blank">Tooronga Road</a> (above) did sell at a slight discount to the $2.6 million pre-auction price guide.
The four-bedroom home was auctioned by Peter Batrouney, of Jellis Craig, who placed a vendor bid of $2.5 million, with the sole bidder then offering $2,525,000.
Minogue paid $2.05 million in 2010.
Melbourne's top sale was the townhouse at <a id="LPlnk917277" class="OWAAutoLink" href="https://www.sweeneyea.com.au/4885640/" target="_blank">2/10 Clark Street, Williamstown</a> (below) at $2.65 million. It was a contemporary four level offering designed by architect Tina Lindner.

In Melbourne, 644 auctions were held across the city returning a preliminary clearance rate of 69.7 percent. 
Last week saw 724 homes taken to auction with a final clearance rate of 64.9 percent.
The Herald Sun reported a 410 sqm Surrey Hills offering, occupied by a scout hall, failed to raise any interest at auction.
It had been listed by Fletchers Canterbury with a price guide of $1.3 million to $1.4 million.

Scouts Victoria bought the property in 1955 and built the hall. 
"Melbourne’s final clearance rate has been increasing each week over the month of June and this week is likely to hold above 65 per cent for the first time in over a year," CoreLogic auction analysts Kevin Brogan said.
Over the same week last year, a clearance rate of 59.9 per cent was recorded across 941 auctions.
The nation's top auction sale was $7.1 million at <a id="LPlnk714345" class="OWAAutoLink" href="https://www.devinere.com.au/23-newton-road-strathfield-4891963/" target="_blank">23 Newton Rd, Strathfield</a>, (below), one of only two homes remaining from a housing estate developed in 1927-28.
It sold for $300,000 over reserve, according to the Sunday Telegraph.
Sutherwood, a Tudor-style home, <a href="/news/strathfield-trophy-home-sells-for-7-1-million">sold at $300,000 above</a> its 2016 sale price of $6.8 million.

Five buyers registered for the auction, with four taking part after its $5.8 million opening bid.

Sydney recorded a preliminary clearance rate of 67.1 percent across 551 auctions. 
Over the previous week, 66.4 per cent of the 534 auctions were successful, the highest final clearance rate the city has seen since Easter last year.

One year ago, 641 auctions were held across Sydney returning a final clearance rate of 50.1 per cent.

The three bedroom high set home came with two car garage underneath on its 405 sqm block, inland from Bribie Island.
It last sold at $143,000 in 2004.
"The upstairs living area needs repairs and will make a good project," the selling agent, John Dunne at the Professionals Caboolture advised.
There were 1,480 homes taken to auction across the combined capital cities returning a preliminary clearance rate of 63.7 percent.

It was down on last week which saw 1,505 homes taken to auction with the final clearance rate coming in at 61.8 per cent, the highest final clearance rate since May last year. 
"After remaining results are collected we expect the final clearance rate to be slightly lower week-on- week," Brogan said.
Over the same week last year, auction activity was higher with 1,849 homes taken to auction returning a clearance rate of 55.5 percent.
Brogan said the influence of winter was clear in the overall decline in auction volumes.

The nation's top weekend auction sale was $7.1 million in Strathfield.

It sold for $300,000 over reserve, according to the Sunday Telegraph.

The vendors undertook a major renovation, adding an upstairs extension which was costed at $420,000, and installing a new kitchen.
Selling agent Steven Devine of Devine Real Estate said the 2036 sqm property probably had the biggest tennis court in Strathfield.

Strathfield trophy home sells for $7.1 million

Architect Harold Desbrowe-Annear was the pioneer of the medieval movement in Australian home design, especially in Melbourne's north-east.
Born into a Bendigo mining family in the 1860s, raised on Westbank Terrace, Richmond and matriculating from Hawthorn Grammar, Anneal was articled in the office of the architect William Salway.
Salway's office was designing trophy homes, Raheen for Edward Latham in Kew, Moondah for James Grice at Mount Eliza and Millswyn Court for James Gatehouse in South Yarra.
Desbrowe-Annear was especially following the English Arts and Crafts movement closely.
He became responsible for much of the medieval inspired work in Heidelberg, Ivanhoe, Greensborough and Alphington.
His Macgeorge house at the confluence of the Yarra River and Darebin Creeks is still viewed as a stunner.
In the early 1900s the then Ascot Vale-based Desbrowe-Annear and his wife Florence headed to live at Eaglemont near Heidelberg.
His father-in-law James Chadwick had paid £170 for three building blocks high on Mount Eagle.
The couple built a home for themselves. Their home differed to the other two as it initially had a corrugated iron roof, painted red to replicate the expensive Marseilles-pattern metal tiles. The tiles were added at a later date.
The neighbouring father-in-law's home, that became known as Chadwick House, has been recently listed for sale at $3 million.
It is a medieval-inspired Arts and Crafts style home with half-timbered roughcast walls, a hipped and gabled Marseilles-patterned tile roof, arcaded chimney stacks and cantilevered gables. 
<a href="https://www.realestate.com.au/property-house-vic-eaglemont-130693858" target="_blank">Chadwick House</a> sits in 1,460 square metres of established gardens on The Eyrie with views capture by the Heidelberg School artists including Arthur Street and Walter Withers who had mixed socially with the Desbrowe-Annears.

The home was first sold in 1922. It last traded in 1988 at $715,000 when sold by university professor Robert Reid to the architect Peter Crone and wife Jane, who undertook an award-winning restoration.
The home has been returned to its original condition, winning the national award for heritage from the Australian Institute of Architects in 2008 for Crone, who first became aware of Desbrowe-Annear in the 1960s. 
He was a student of architecture at RMIT on a class visit to Eaglemont to walk around the homes designed by Walter Burley Griffin and Desbrowe-Annear.
The class text, Robin Boyd’s Australia’s Home, published in 1952, referred to Annear’s inventive approach.
"Every new commission for a house was an invitation to experiment with a new device for a window or a cupboard or a detail of construction,” Boyd noted.
In 1902 Desbrowe-Annear gave a lecture at his local library where he quoted the emerging influential designer William Morris's 1880 lecture, The Beauty of Life.
"Have nothing in your houses that you do not know to be useful or believe to be beautiful.”
Embracing open planning, Chadwick House (pictured throughout), added to the Victorian Heritage Register in 1996, is a four bedroom, two level home with a stately dining room, a library and a living area with adjoining sitting room, opening to a verandah with views.

Internally the house has extensive timber panelling with Charles Voysey-style built-in furniture and storage space.
Guided by the notions of ventilation, aspect, sunshine, views, along with a healthy atmosphere, the home comes without the then very dominant, long passageway technique.
The swagged and ogee-arch slatted balcony balustrading have been borrowed from northern European 14th and 15th century domestic styles.

These are exemplified in the white rough cast and black stained timbering both internally and externally, an early example of medieval revival style unique to Heidelberg.
Miles Real Estate Ivanhoe agents Stewart Oldmeadow and Elisse Farquhar, who initially gave a guide of $3.15 million to $3.35 million, have had an offer that seems likely to result in a sale.
Harriet Edquist's biography, Harold Desbrowe-Annear 1865-1933 : a life in architecture suggests he was an iconoclast and maverick, having been trained in the academic classicism of the 1880s.
She described the three Eaglemont homes as a "remarkable episode in Australian domestic architecture".
By 1914 Desbrowe-Annear was living in South Yarra with his upmarket clients commissioning Glynt at Mount Martha for the Henty family, descendants of Victoria's first European settlers. It bears a similarity to another of his designs, Delgany at Portsea.
After his 1933 death, Edquist noted his work was soon to be eclipsed by the modern movement, which was not interested in history or acknowledging its debt to pioneers.

One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

First look: Aqualand pushes ahead with Chatswood apartment tower as SSDA lodged for Archer Street

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The building's architecture also reflects Bowden's industrial heritage. The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Not all apartment amenities are immediately visible.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Increasingly, buyers are placing value on the practical aspects of day-to-day life. Fast internet, EV charging, secure bike storage, flexible workspaces and parcel management are becoming just as relevant as lifestyle amenities, reflecting changing habits and expectations.

Online shopping has been one of the biggest drivers of that shift.

Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally, making parcel deliveries a routine part of everyday life rather than an occasional convenience.

For apartment residents, however, receiving those deliveries isn't always straightforward.

Australia Post's Parcel Locker network is one response to that shift.

Rather than relying on home delivery, eligible parcels can be directed to a nominated Parcel Locker, where they're securely stored until collected. Once a parcel arrives, residents receive a notification through the AusPost app or SMS and can retrieve it using a one-time code or QR code at a time that suits them.

The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.

That growing presence reflects a broader change in how apartment buildings are being planned.

Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.

It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.

For buyers comparing apartments, these everyday details are becoming part of the decision-making process.

Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.

Parcel delivery is joining the apartment amenity checklist

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

IPM is also planning its third project in Mona Vale, significantly increasing the scale of its previous developments with an 82-apartment proposal at <a href="https://www.apartments.com.au/new-apartments/159-167-darley-street-west-mona-vale-nsw-2103">159-167 Darley Street West</a>, opposite Bayview Golf Course and less than 800 metres from Mona Vale town centre.
