Borrowers disappointed by the RBA’s decision to keep interest rates on hold can still get an early Christmas rate cut on their home loan by haggling their lender for a better deal, according to <a href="https://mozo.com.au/" target="_blank">Mozo.com.au</a>.
In a recent mystery shopping exercise, Mozo staff posing as borrowers were able to haggle huge discounts of up to 1.25% off the standard variable home loan rate, simply by calling up the banks and asking. 
“The Big 4 are competing more fiercely for owner occupiers in the wake of the crackdown on investor lending, with discounts on offer to these borrowers the biggest we’ve seen,” said Mozo Director Kirsty Lamont.
Mozo data shows that by haggling 1.25% off the average standard variable rate, borrowers could save $223 a month on their repayments on a $300,000, 30-year loan.
“When pushed banks are prepared to offer better discounts beyond their advertised home loan deals which can lead to savings of $2676 each year for borrowers,” said Lamont.
As well as discounts on interest rates, lenders also offered other bonuses including cash back offers and frequent flyer points.
“With 27 home loan providers increasing their variable rates in this month alone, borrowers need to be prepared to do some hard negotiating to get the biggest discounts.” 
Here are Mozo’s top tips to get a better deal on your home loan:
1.    Don’t settle for the advertised price
2.    Research what the best deals are on the market and what competitor lenders are offering
3.    Start negotiating only when the lender knows you’re a good loan candidate
4.    If you can’t haggle on the interest rate, haggle on other aspects of the loan like asking them to waive your home loan application fees
5.    Be willing to move other banking products such as credit cards and transaction accounts to your new lender.

It was a grand vision beginning in the 1930's that has matured into one of the great woodland garden estates of Australia.

It was first the home of the Brookes family. 
Harold Brookes was the brother of Sir Norman Brookes.
Harold Brookes was managing partner of William Brookes and Co., Queensland graziers, and a director of Australian Paper Manufacturers Co. Ltd. and Australasian Paper and Pulp Co. Ltd.
He was a past president of the Royal Victorian Institute for the Blind, and his many sporting interests included membership of Royal Melbourne and Royal Sydney Golf Clubs and the Victorian Lawn Tennis Association.
It was in 1922 when they bought a partly timbered block of 130 acres one mile north of Woodend. As the soil was a poor, heavy, grey, clay loam over very heavy, yellow clay, huge amounts of mulch were added, mostly grass hay.
The original rhododendrons were grown from seed - mainly from the Rothschilds at Exbury.
Their son John Brookes sold Flint Hill after compiling his gardening memoir, Flint Hill 1922-1955.
When the Carnegie's Rod and Carmen, bought Flint Hill in 1980 the property at 65 Romsey Road had changed hands three more times, and become neglected overrun with blackberries.
The rainfall averages 872 mm and Flint Hill is 579 metres above sea level. 
"Flint Hill is historic and stately with a stunning woodland garden of outstanding beauty and botanical significance," Kay &amp; Burton agent Gerald Delany noted.
It is listed in conjunction with John Keating, who assisted the Carnegie's secure the property after its unsuccessful 1979 auction.
Flint Hill is 70 kms or 45 minutes non-peak time via the Calder Freeway to the Melbourne CBD.
More than $8 million could be expected for the two storey, eight bedroom offering in the tightly held Woodend market. The purchaser will have the option to purchase an adjoining 83 hectare of farming land in six titles.
Sir Roderick Carnegie, who turned 83 last month, was a prominent Australian businessman, primarily working in the coal industry, interrupted in the 1960s when he founded the Australian practice of McKinsey in Melbourne. In 1972 he joined CRA Limited (now Rio Tinto) as finance director serving as managing director from 1974 to 1986, and also as its chairman.

The property market always moves reliably in swings, peaks and corrections. Just like the stock market it can be fuelled by skittishness, nerves and sheer hype. When you add emotion to that, you get a dangerous mix.
A number of property experts, from Goldman Sachs, Merrill Lynch and the University of NSW and many others have all come out recently to warn of an oversupply of apartment products and a projected decline in demand. While Melbourne seems to be headed for a certain oversupply, Sydney is also in danger of falling down this path.
In such a fertile time for property investment how could this be? To understand this you need to comprehend the historic reasons that have led us here.
In the aftermath of the GFC confidence in the property market, in any market really, was at an all time low. It was extremely difficult for even some of the strongest property groups in Australia to get their projects up. Major lenders were very cautious and the whole market was flat and carefully ticking along. Land developers were actually trying to encourage people to buy blocks out in Western Sydney – which, only five years on, seems absurd now.
The real trigger that caused a turnaround was the last Federal election. This led to a feverish run in investor sentiment. A realisation dawned that it wasn’t the end of the world and that financially speaking. Australia had actually been in pretty good shape.
Sentiments quickly changed and this caused a sharp spike in prices. As everyone started buying land or apartments there was a massive price escalation. The problem, of course, is that it takes a while to get any stock on the market. Consider the general bureaucratic hurdles in getting a DA approval or land subdivisions.
The low interest rates, a relatively strong economy and the appeal of property (which has now overtaken the share market as a better place to invest cash) all served to create hype and euphoria. Add to this the average assets in Sydney and Melbourne being so much higher than in other parts of Australia, has allowed people to borrow off their equity and make big investments elsewhere. Then, because everyone has seen values increase quickly in a short space of time, this has led to a frenzy of buying and investment.
So a log jam of development submissions and big land projects from a few years ago is now bursting into fruition. The problem is that it’s now outstripping demand. A recent report by BIS Shrapnel has estimated that we’ll see almost  12,000 new apartments built in Sydney in the next three years. There’s still quite a waiting list in land out in western Sydney as this is now all that’s available in Sydney.
The big problem has been buying the wrong kind of product at the wrong time. Specifically the mistakes made by investors has been mostly found in off the off the plan products. Developers are very good at feeding off hype. They will create the most gorgeously glossy brochures loudly broadcasting apartments that you can buy into, starting at only $700,000 for a one-bedroom apartment in Sydney.
But, as we often discover, that can mean you’re buying the worst apartment and the prices in the complex just start escalating from there. Many investors are buying believing the recent gains will continue at the same pace. What they risk is over-paying or buying at the top of the market and seeing their prices go sideways for many years. The climate is similar to 2002/2003 wherein Sydney had already seen an incredible run up in prices, when the market then peaked.
Sydney then had the worst property market for a decade, in terms of growth up to 2012. The last 3 years have been quite dramatic, yet it would be very foolish to pay record prices at the top of the market hoping that in 12-18months you will have made a gain. The opposite could very well be the result.
The other problem has been investors trying to get finance for off-the-plan apartments. Loan approvals only last three months yet the settlement may not occur for 12 – 18 months. In the background, APRA have been putting a squeeze on banks to slow down investor lending, so this too has a consequence.
So by the time the investor is ready for finance, the banks may reduce their initial valuation of the property and demand a higher deposit. For investors working with tight margins this can be disastrous. The investor is then unable to settle because they don’t have enough cash and the banks have valued lower. They default and lose their deposit and their property becomes another form of supply on the market.
 This then creates a perfect storm where values start dropping and the positive sentiment disappears. This has another consequence that with an oversupply of apartments (often negatively geared) there’s too much competition and so rents start dropping, which in turn pushes the investment downwards.
 So from a confident position of market jubilation it’s remarkable and instructive how quickly things can change. The key message is that it doesn’t matter how good the conditions are if you purchase the wrong product and don’t look at the bigger picture. Far too many first time investors make classic mistakes through eagerness and not talking to an expert.
It’s worth remembering that a market driven by hype will always be found out.

Apartment oversupply will ensure recent gains not continue at same pace: DPN's Sam Khalil

2016 will be the year that puts some Sydney suburbs on the map according to Douglas Driscoll, CEO of real estate agency Starr Partners.
Douglas predicted the top 10 suburbs set to take off in 2016:
1.  Leppington.  “More rezoning will occur throughout 2016 so Leppington will become popular for land sales.  Being south of Badgerys Creek, I anticipate it to be the next suburb to genuinely emerge.  It will be close enough to the new airport but far away enough from it that plane noise won’t be an issue.” The median price of a home in Leppington is $675,000, <a href="/news">according to CoreLogic RP Data</a>. 
2.  St Marys.  “St Marys is one of the last great Sydney ‘true blue’ suburbs.  With the state government’s move to reserve a rail corridor there for a direct route to Badgerys Creek airport, it’s definitely one to watch. The suburb is already well-established, will become very well connected (and is already connected to the M4 and M7) and will be close yet just far away enough from the airport. And above all else, it’s affordable.” The median price of a home in St Marys is $555,000, <a href="/news">according to CoreLogic RP Data</a>.  
3.  North Sydney.  “North Sydney is really going to take off in 2016. There is some redevelopment happening in the area presently and this, combined with the new metro train lines under construction and the second tunnel under Sydney Harbour, as well as the arrival of Coles and Woolworths, means it’s a real one to watch. Right now, North Sydney doesn’t have a firm identity, it’s not sure what it is or what it is supposed to be but I anticipate it will find its feet and form its own identity – it’s a nice area, close to the water and to the city. An honourable mention should also be made for the neighbouring suburb of Crows Nest, which is also earmarked for a new metro station.” The median price of a home in North Sydney is $1,726300, <a href="/news">according to CoreLogic RP Data</a>. 
4.  Baulkham Hills.  “I predict that 2016 will be the year Baulkham Hills starts to emerge from the shadow of its neighbour, Castle Hill. With eight new train stations currently under construction around the area, it’s very much a convenient suburb and there is a lot of urban regeneration and redevelopment plans underway.  It’s more affordable than Castle Hill and has the potential to become as desirable.” The median price of a home in Baulkham Hills is $1,030,000 <a href="/news">according to CoreLogic RP Data</a>. 
5.  Auburn.  “Slowly but surely, Auburn will be absorbed into the Inner West. It’s the next major suburb along so it is inevitable that the suburb will start to fall more into that bracket.  Not only this, Auburn is a suburb that demonstrates good value. It’s also a great representation of modern Australia, being the most multicultural suburb in the country.”  The median price of a home in Auburn is $860,5000 <a href="/news">according to CoreLogic RP Data</a>.
6.  Hornsby.  “Hornsby is a great area for families and professionals working in Sydney’s CBD. It has recently undergone significant redevelopment and improvement, including upgraded trains, which can get you into the city in 35 minutes. It is also surrounded by a lot of beautiful parks and countryside.” The median price of a home in Hornsby is $1,000,750 <a href="/news">according to CoreLogic RP Data</a>. 
7. Camperdown.  “It’s almost unthinkable that Camperdown and its surrounding suburbs could become even more popular but expect it to happen in the next 12 months.  Ultimo is down the road and has the highest ratio of renters in Australia (95%), which will trickle down to areas like Camperdown, Chippendale and Newtown. What sets Camperdown apart is that it has a university and there is a strong case for a metro train interchange to be built there. Transport is one of the absolute factors driving property prices so things like improvements to public transport and motorway ramps make areas more desirable.” The median price of a home in Camperdown is $1,275,000 <a href="/news">according to CoreLogic RP Data</a>. 
8. Riverstone.  “Believe it or not, land is selling in Riverstone almost every day and next year, we will start seeing major new developments popping up.  A significant amount of work has been spent rezoning the area, and I really think it’s going to flourish in 2016. Neighbouring suburbs like Rouse Hill and Schofields have already been redeveloped but Riverstone is fresh, new, and on the doorstep of Marsden Park, the location of Sydney Business Park, a new commercial precinct with Ikea and Costco setting up shop, as well as Lindt moving its headquarters to the estate. This new business district will create hundreds of new jobs and we know that most people want to live within close proximity to work.” The median price of a home in Riverstone is $675,000 <a href="/news">according to CoreLogic RP Data</a>. 
9. Botany.  “Botany is a nice established location with a real diverse cross-section of properties. It’s a suburb that is ideal for families, a very convenient distance from the airport and only 11km away from the CBD. I think it’s certainly going to see some overspill from the rest of the Eastern Suburbs in 2016.”   The median price of a home in Botany is $1,15,000 <a href="/news">according to CoreLogic RP Data</a>. 
10. Dee Why.  “Dee Why is another suburb that has seen significant regeneration recently. It’s always been seen as the poor relation of the Northern Beaches but the town planners there have some great ideas for the area and are very forward thinking. Pricewise, Dee Why is so much more affordable than Manly down the road and other affluent beach suburbs near the north and I can guarantee it will become its own little epicentre soon enough. Dee Why’s main drag is going to get a bit of a facelift, new properties have been approved, and the traffic flow has been changed to accommodate more residents. The 10 Sydney suburbs set to take off in 2016: Doug Driscoll

Cost is a central issue in the ongoing debate about the best approach to building Australia’s National Broadband Network (NBN).
In 2013, the Coalition argued that Labor’s original all-fibre to the premises (FTTP) network could cost as much as A$94 billion. In the 2016 NBN Corporate plan the figure was revised down to A$74 billion to A$84 billion, while NBN Co’s multi technology mix (MTM), incorporating fibre to the node (FTTN) and upgraded hybrid fibre coax (HFC) was less costly, with a price tag of A$46 billion to A$56 billion.
Since the Coalition announced these numbers, Labor has said that, if elected, it will not go back to an all-FTTP network, but instead pursue a half-way option, in which the HFC component of the MTM is retained but FTTN, the slowest and most limited technology, is phased out.
It’s worth looking more closely at cost difference between FTTP and FTTN to see if the claimed A$84 billion to A$56 billion maximum cost comparison stacks up, and see where Labor’s new half-way solution sits.
<h2>Capital costs</h2>
The NBN 2016 Corporate Plan states that the average capital cost (capex) to connect a home or business to the NBN using FTTP is A$3,700. But the real cost for a FTTP connection is probably less than this.
The A$3,700 figure quoted by nbn co is based on old construction techniques that have been superseded in other parts of the world. The costs of rolling-out FTTP in New Zealand, for example, have been dropping steadily in recent years and will soon be A$2,900 per premises. For some reason, NBN Co has yet to acknowledge the lessons learned in New Zealand.
Let’s give NBN Co the benefit of the doubt and assume that the A$3,700 cost per premises for FTTP is correct. In comparison, the 2016 Corporate Plan states that the average capital cost for a FTTN connection is A$1,600, or A$2,100 less than FTTP.
For an upgraded hybrid-fibre-coax (HFC) connection the capital cost is A$1,100, or A$2,600 less. However, in light of recent revelations in a <a href="https://www.scribd.com/doc/291057120/Leaked-NBN-document">leaked document</a> from NBN Co published by Fairfax indicating that it may be necessary to overbuild Optus’ HFC network, the savings offered by HFC will not be as good.
Using these numbers, it is easy to compare the capital costs of different networks.
At the end of construction, the MTM network will provide FTTN to 4.5 million premises and HFC to 4 million premises. Labor’s new approach is to replace as many as possible of these 4.5 million FTTN connections by FTTP. The maximum additional capital cost to do this would be 4.5 million times A$2,100, or A$9.5 billion. This figure corresponds to A$790 per premises averaged across all 12 million premises in Australia.
An all-FTTP network could be achieved by also replacing the HFC connections with FTTP. The total additional capital cost of this hypothetical all-FTTP network would be A$19.9 billion, or A$1,658 per premises averaged across all premises.
<h2>Peak funding</h2>
Of course, it is necessary to also consider operational expenditure (opex) – the cost of running the network – and revenues from the network. These factors all contribute to the peak funding figures in the 2016 Corporate Plan.
Peak funding is the maximum cash outlay required before cash flow becomes positive. Peak funding is a useful measure of cost because it is a direct measure of the cash outlay required. But it is not necessarily a good measure of the cost of the network infrastructure or a good measure of the net financial cost/benefit to the Australian taxpayer.
Operational expenditure is a major issue for the MTM network because of factors including the need for new software management systems, the additional costs of maintaining the degrading copper wires in the FTTN network, and the cost of the electricity required to power the FTTN nodes located in suburban streets. Importantly, an FTTP network would incur none of these costs.
In fact, the leaked nbn co document mentioned earlier shows that the operational costs of FTTN network are 67% more than for FTTP, and the operational costs of HFC are 25% more. Over the lifetime of the network, this difference could amount to billions of dollars, greatly reducing the overall difference in costs between FTTN and FTTP.
Another factor that reduces the cost difference between the Coalition’s network and Labor’s new alternative is that a Labor’s FTTP/HFC network would be capable of generating higher revenues through the delivery of premium services that would not be achievable with a slower-speed FTTN network.
This is well documented by high-profile companies such as Ovum, which predicts FTTP services will drive the highest global growth rates for broadband revenues over the next five years, based on premium speeds of 100 Mbps and higher.
<h2>Timeframes</h2>
In light of all these factors, why is NBN Co’s cost estimate for a hypothetical FTTP network so large? The NBN Corporate plan provides no detailed information on its financial modelling, but it states that an all-FTTP network would take until 2026 to 2028 to complete.
If the timeframe was indeed as long as this, the revenue stream would be delayed. This could indeed lead to unrealistically large numbers for the peak funding cost of FTTP.
So where does the 2026 to 2028 timeframe come from? My guess is that NBN Co has simply extrapolated from the present rollout rate for FTTP, which has not increased much since 2013. One piece of supporting information comes from a Senate Estimates meeting, where NBN Co confirmed that its A$74-84 billion number was not for a “continued” FTTP network but for a “restart” from the current plan.
NBN Co waited until September this year to hire additional staff, increasing the number of employees from 3,400 to 4,500 to speed up the rollout of FTTN. If it had hired these additional staff in 2013 and focused on the FTTP rollout, the network could well have been completed by around 2020 or 2021.

What will the NBN really cost?

In a move that surprised no one, the RBA left the cash rate unchanged at 2% at its board meeting. 
Moreover the post-meeting statement was a virtual carbon copy of last month’s. Clearly the Bank is waiting and watching the data. The labour market numbers are important, as are the inflation numbers due out in late January. But in the meantime, the data the Bank will be most interested in will be tomorrow’s Q3 household spending numbers. Internationally, any market volatility around the US Fed’s meeting on 16-17 December (AEDT) will be of interest, even though a rate hike is priced by the market. 
The changes to the statement were minimal: 
• The improvement in growth in business credit was noted. 
• The language around housing finance was changed slightly – the statement continued to highlight the easing in lending to investors, but omitted the comment about owner-occupier finance picking up. 
• The last paragraph reiterated last month’s comment that “members also observed that the outlook for inflation may afford scope for further easing of policy, should that be appropriate to lend support to demand”. 
 
In our view, soft inflation probably does give the RBA the scope to cut rates to give the economy a bit of stimulus. The question will be if, by February when the Bank next meets, it judges that demand does need a bit more of a kick-along. 
Until then, each data release will take on added significance. The labour market data are clearly important, in particularly whether the unemployment rate’s dip below 6% is sustained. The inflation number in late January will also be key. Tomorrow’s Q3 GDP, while somewhat dated, will be important in giving a guide to where things are at currently. 
What will be particularly important in tomorrow’s release will be the household spending numbers. The RBA is forecasting consumption to lift to above average from 2016. Above average is about 3½% y/y. It’s currently running at 2½%, so it will need to accelerate pretty quickly to keep the RBA comfortable with that forecast. With household incomes under pressure, due mainly to soft wages growth, we are doubtful that households will have the capacity to lift their spending to this degree. So tomorrow’s numbers are important to gauge how achievable the Bank’s forecasts are. It will be one of the key numbers the RBA will be watching.

The Reserve Bank Board decided to leave the cash rate unchanged at 2.0%. This decision was widely anticipated coming as absolutely no surprise to markets.
The key policy conclusion: “Members also observed that the outlook for inflation may afford scope for further easing of policy, should that be appropriate to lend support to demand” was unchanged from the November meeting when this mild easing bias was first adopted in the wake of the much lower than expected print for underlying inflation in the September quarter.
The key international themes were retained. However in November the language used was “some further softening in conditions in the Asian region”. This was replaced by “some softening in conditions in the Asian region”. Arguably we could interpret this as indicating that the Bank has not observed any additional deterioration over and above what was expected a month ago. Australia’s terms of trade are still described as “falling” while the Bank not surprisingly continues to expect the Federal Reserve to start increasing its policy rate over the period ahead.
Growth in the domestic economy is still described as moderate but a gradual improvement in business surveys for the non-mining sector has been evident. This has been boosting employment growth and ensuring a stabilisation of the unemployment rate. Confidence around the labour market has been slightly boosted with November discussing “somewhat stronger growth in employment” and this statement referring to “stronger growth in employment”.
In the Statement on Monetary Policy the Bank confirmed the mid-point of its underlying inflation forecast for 2016 as 2.5%. However in the December statement it does confirm the November assessment that inflation will be consistent with the target over the next one to two years but qualifies that by suggesting that it will be “a little lower than earlier expected”.
Along with the observation that business surveys in non-mining are showing a gradual improvement this statement complements confidence around business by pointing out that “credit provided by intermediaries to business picking up”.
Since the last meeting the AUD has increased from USD0.715 to USD0.725 despite a fall in the iron ore price from USD49 to USD43 and a 5% fall in the Westpac’s overall commodity price index. With those contrasting changes there was some possibility that the commentary around the Australian dollar might be a little more urgent. However, with only one month’s data to go by, the Bank has decided to retain the sentiment around the Australian dollar as “the Australian dollar is adjusting to the significant declines in commodity prices”.
Outlook
Markets are currently attributing a 25% probability to a cut of 25bps in February. Of course this pricing has been scaled back from more than 100% over the last five weeks. Westpac still expects rates to be on hold in February. Developments that would be necessary to change our minds would be around the labour market; commodity prices; GDP growth; and confidence. However, we expect that such developments would take time to trigger a policy change and even though the February meeting is two months away we don’t expect sufficient developments in that regard.
The risks for lower rates should be much more focussed on May where the market gives a more than 50% probability of a cut. Our current forecasts do not justify that decision but of course those forecasts are being constantly reviewed.
Certainly if there is to be a move over the next six months it will be down rather than up.

The cash rate has been left at a record low of 2% for a seventh month (eight months of rates at 2%).
The Reserve Bank Board has noted the moderation in home prices in Melbourne and Sydney.
What does it all mean?
In November, the Reserve Bank re-instituted the ‘easing bias’. That is, the RBA intimated that if rates were to move in coming months it would be down, not up. The ‘easing bias’ hasn’t changed. But this is more of an insurance policy. The economy is actually performing well and momentum appears to be lifting. Of course, if the economy started to lose steam, then the RBA could cut rates again – for the key reason that inflation is actually a bit lower than the RBA had earlier expected.

The next meeting of the Reserve Bank Board is not until February 2 2016.
On the Australian dollar, the Reserve Bank continued with the same language: “The Australian dollar is adjusting to the significant declines in key commodity prices.” Seemingly, the RBA is “happy” with the current level of the currency. However some could contend that the Aussie is a little firm compared with commodity prices like gold, oil, coal and iron ore.
On the housing market, the RBA noted: “The pace of growth in dwelling prices has moderated in Melbourne and Sydney over recent months and has remained mostly subdued in other cities.” Back in October, the RBA said: “Dwelling prices continue to rise strongly in Sydney and Melbourne, though trends have been more varied in a number of other cities.” The Reserve Bank would be happy that supply and demand in the housing market has become more balanced in Australia’s biggest cities.
The good news is that Aussie consumers and businesses have almost two months of grace before being badgered again by interest rate speculation.
Perspectives on interest rates
The previous rate cut was in May 2015 (25 basis points), taking the cash rate to a record low of 2%.
There have been 10 rate cuts since November 2011.
The Reserve Bank had previously lifted rates seven times from October 2009 to November 2010 – a total of 1.75 percentage points, from 3% to 4.75%.
What are the implications of today’s decision?
CommSec doesn’t expect any change in the cash rate for the foreseeable future. Inflation is under control but the major uncertainty relates to the “pass-through” of the lower exchange rate in lifting prices of imported goods. So far, retailers have been reluctant to pass on higher prices to consumers. The economy is well supported by record building approvals which are serving to lift many boats across the country.
With interest rates poised to stay low or potentially move even lower, investors will need to remain pro-active in embracing the best deals on online bank accounts. Borrowers also need to be on guard as fixed-term rates could edge higher in coming months as the US Federal Reserve seeks to ‘normalise’ interest rates.

The board of the Reserve Bank of Australia today decided to keep the Official Cash Rate at 2%t - there is no surprise there.
The RBA has signalled that the cash rate will remain on hold for the foreseeable future.
The Bank has also signalled that if there is to be any change in 2016 it will be a further reduction.
That is the appropriate message for now given the uncertainty around future new home construction activity in 2016/17 and beyond. 
Higher variable mortgage rates and a broader reach for investor credit rationing than required is hitting at the very time when the new residential construction cycle is at or close to a peak. That is a risk for the broader Australian economy.

RBA signals cautious approach ahead in 2016: HIA

Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

As <a href="https://www.apartments.com.au/developments/north-sydney-nsw-2060">North Sydney</a> continues its transition from a commercial centre into a more layered residential and lifestyle precinct, a new generation of apartment developments is reshaping expectations around scale, amenity, and long-term liveability.

Improved transport connections through the Victoria Cross Metro, continued investment in dining and public spaces, and a constrained supply of new luxury apartments have sharpened demand for homes that combine proximity to the CBD with the privacy and outlook traditionally associated with harbourside houses.

Rather than relying on density alone, the architecture focuses on outlook, orientation, and spatial flow, with every apartment occupying a corner position to maximise natural light and cross ventilation.

Rothelowman says the site itself shaped much of the architectural response.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

Inside the residences, the emphasis moves toward larger-format living typically associated with standalone homes. Kitchens sit at the centre of the apartments, connecting directly to open-plan dining and living areas before extending outward into expansive winter gardens and balconies. Calacatta marble, bespoke joinery, integrated appliances, and custom metal detailing are used throughout, while three distinct interior palettes, Terrace, Opera, and Harbour, allow buyers to personalise the spaces without compromising the architectural consistency of the project.

A separate four-storey amenity building known as The Pavilion expands the residential offering beyond the apartments themselves. Positioned alongside the tower, the building consolidates wellness, recreation, and social spaces into a dedicated resident retreat. The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.
