It’s been a shaky start to 2016 for global stock markets, with substantial falls across all international markets, followed by some weak rallies.
The overall decline has been partly blamed on the price of crude oil, which is hovering around US $30 a barrel down from $100 over a year ago, along with market fears on the overall health of the Chinese economy.
The headlines tell us markets are sinking in the sea of oil. A measure of fear in the stock market, the widely quoted Chicago Board Options Exchange volatility index, is also closely tracking the oil price, adding to the gloomy picture.
However the most likely driver of further market deterioration is not a further decline in oil prices, but the negative sentiment itself. This is due to a flaw in the way analysts ascribe value in markets that <a href="">behavioural economists</a> call “anchoring bias”.
This is the idea that people tend to start from what they know and then attempt to make appropriate adjustments based on this. Over 40 years of research has found that these adjustments tend to be insufficient.
Everyone can be prone to this bias, there are a few studies that demonstrate this. For example, when people were asked which year George Washington became the first US President, most would start from the year the US became a country (in 1776). They would reason that it might have taken a few years after that to elect the first president so they add a few years to 1776 to work it out, coming to an answer of 1778 or 1779. George Washington actually became president in 1789.
Similarly, most people would know the freezing point of water (0 degrees celcius) as compared to vodka. So if they were asked what the freezing temperature of vodka is, they would tend to start from 0 and adjust downwards. The freezing temperature of vodka is around -24 degrees celcius, much lower than what people usually answer.
Both these examples demonstrate how the reasoning associated with anchoring bias leads to people falling significantly short of the right answer.
In the case of the stock market, analysts look to the performance of blue-chip stocks linked to commodities like oil because they are associated with large, well established companies with time-tested business models. There are large data sets available with which to analyse these stocks.
However less than 4% of companies are classified as blue-chips globally. What about the remaining 96%? To value them, analysts may start from the payoffs of blue-chips and then attempt to make appropriate adjustments for size and other differences.
The overreaction of the market in relation to oil prices is further exposed by the fact that lower oil prices aren’t all bad news. Low oil prices can be good for countries that import oil as well as their consumers, retailers and industry. Higher production of goods drives cheaper prices leaving more money in the pockets of consumers to spend.
Other economic indicators also tell a very different story to the oil price. Job numbers are good both in the European region and US, and growth seems to be picking up.
In fact, based on encouraging data, Fed has recently raised interest rates for the first time after nine years. The slowdown in China is not the giant collapse that some were fearing.
If analysts and investors continue to display anchoring bias and the oil price drops, it could become a self fulfilling prophecy where a prolonged market slump cuts off investment, reduces consumption, and pushes the global economy into a recession. Central banks will do what they can to prevent this from happening by talking of quantitative easing. However, the interest rates are already near zero so they do not have much room to move.

Property 101: Behavioural economics: How hidden bias is sinking global stock markets

How are Australia’s states and territories performing? Each quarter CommSec attempts to find out by analysing eight key indicators: economic growth; retail spending; equipment investment; unemployment; construction work done; population growth; housing finance and dwelling commencements.
Just as the Reserve Bank uses long-term averages to determine the level of ‘normal’ interest rates; we have done the same with key economic indicators. For each state and territory, latest readings for the key indicators were compared with decade averages – that is, against the ‘normal’ performance.
NSW has retained top spot as the best performing economy, edging a little further ahead of Victoria. Both states are maintaining a healthy lead over the other states and territories.
The big change over the past quarter has been the lift of the ACT economy to equal third position alongside the Northern Territory. Western Australia has dropped from fourth to fifth. But there is little to separate the ACT and the Northern Territory in the second grouping of economies. In the third grouping of state and territory economies, Queensland is sixth ranked, ahead of the South Australia (seventh) and Tasmania (eighth).

NSW has retained its top rankings on population growth, retail trade, dwelling starts and housing finance but now adds unemployment and equipment investment to the list. NSW is still fourth-ranked on construction work done and fifth ranked on economic growth.
Victoria has lost a little ground on NSW but is solidly in second spot on the economic performance rankings. Victoria’s main strengths are population growth and housing finance (second ranked) and dwelling starts and retail trade (third ranked on each indicator).
The Northern Territory remains the third ranked economy, but now shares that position with the other territory – the Australian Capital Territory.
Northern Territory is top ranked on construction work done and is second ranked on economic growth, business investment and unemployment. But the ‘top end’ economy is last ranked on population growth and housing finance.
The ACT economy lifted to equal third courtesy of improved rankings on equipment investment and dwelling starts. The ACT is also third ranked on economic growth, population growth and housing finance. Western Australia is in fifth spot on the economic performance rankings. While top ranked on economic growth, it is bottom ranked on equipment investment and unemployment.
Queensland is now in sixth position on the economic performance table. Best rankings are retail trade and dwelling starts (fourth ranked on each indicator). South Australia remains in seventh spot on the economic performance rankings.
South Australia does best on population growth and housing finance (both fourth ranked) but is seventh or eighth on three indicators. Tasmania remains at the bottom of the Australian economic performance table. Tasmania is third ranked on unemployment (previously first) and weakened from third to sixth on housing finance.

Ideally gross state product (GSP) would be used to assess broad economic growth. But the data isn’t available quarterly. Rather, state final demand (household and business spending) is added to exports less imports to act as a proxy for GSP.
Exclusion of the trade sector would provide an incorrect assessment of growth for economies such as Western Australia and Queensland. The only major change in the rankings since the last quarter has been at the top of the leader-board with Western Australia now on top from Northern Territory.
Now while economic growth has slowed in both economies over the past year, the current level of economic activity is still higher than the ‘normal’ or decade-average level of output in percentage terms than the comparison for other economies.
Western Australian output is just under 19 per cent higher than the decade average level of output, from Northern Territory (18.1 per cent), ACT (up 11.6 per cent), Victoria (up 10.8 per cent) and NSW (up 10.1 per cent).
At the other end of the scale, economic activity in Tasmania in the September quarter was just 1.6 per cent above its decade average, while South Australian activity was higher by 8 per cent and Queensland economic activity up by 9.2 per cent.
Victoria now has the fastest annual economic growth rate in the nation, up by 3.4 per cent on a year ago, ahead of ACT with 2.6 per cent and Tasmania (2.3 per cent). By contrast, the Northern Territory economy is down 13.9 per cent on a year ago, while Western Australian economic activity is down 1.6 per cent on a year ago with the Queensland economy down 0.2 per cent on a year ago.

The measure used was real (inflation-adjusted) retail trade in trend terms with September quarter data the latest available. NSW has held on to the top spot on the retail rankings from Western Australia and Victoria with spending in the September quarter 17.0 per cent above decade-average levels. Solid activity in the housing sector, lower unemployment and higher home prices are supporting spending.
Spending in Western Australia was 14.3 per cent above decade-average levels with a legacy of the mining boom – higher income levels – supporting spending. Spending in Victoria was up 13.8 per cent on the decade average followed by Queensland (up 11.5 per cent).
In fifth spot was the Northern Territory with spending 10.5 per cent above decade averages. Tasmania continues to record the weakest result on retail spending, up 6.8 per cent on the decade average, just below South Australia with 6.9 per cent growth and the ACT with 8.3 per cent growth.
If monthly retail trade was assessed instead to calculate the rankings (November data available), the rankings would be slightly different with Victoria in second spot and South Australia in eighth position. In terms of annual growth of real retail trade, Victoria is strongest, up 4.0 per cent, from NSW, up 3.7 per cent, and South Australia, up 3.6 per cent.
And looking at monthly retail trade, the strongest annual growth is again in Victoria (up 5.8 per cent) from Tasmania (up 4.8 per cent) and NSW (up 4.7 per cent).
NSW is now on top on equipment investment from the Northern Territory, further highlighting the transition in the economy after the resources boom. Equipment spending in the September quarter was just under 5 per cent above ‘normal’ – or decade-average levels.
In the June quarter Northern Territory equipment spending was 20.2 per cent above decade-averages. Now spending is up by just 1.5 per cent. South Australia has held onto third spot, up 1.2 per cent above decade-average levels, followed by ACT (up 0.2 per cent). By contrast, other states and territories had equipment spending below decade averages in the September quarter.
Weakest was Western Australia (down 30.5 per cent) followed by Tasmania (down 17.0 per cent) and Queensland (down 10.1 per cent). Equipment spending in Victoria was down on decade average levels, but just by 1.5 per cent. On a shorter-run analysis, equipment investment in the September quarter was higher than a year ago in only three of the state and territory economies (last quarter, five states and territories had equipment spending up on a year ago).
Equipment investment is up the most on a year ago in the ACT (up 12.6 per cent), followed by Tasmania (up 7.8 per cent) and Victoria (up 2.7 per cent). By contrast new equipment investment in the Northern Territory was down 30.6 per cent on a year ago while spending in Western Australia was down 30.1 per cent with Queensland down 10.3 per cent.

Which state or territory has the strongest job market in the nation? It is not an easy question to answer. The lowest trend unemployment rate in Australia can be found in the Northern Territory at 4.1 per cent from NSW and the ACT at 5.2 per cent. But the ACT jobless rate is over 44 per cent above its decade average. And Northern Territory’s jobless rate is 0.7 per cent above its decade average (“normal”) jobless rate.
However the NSW jobless rate is actually 2.4 per cent lower than the decade average. In further comparing current jobless rates in each state and territory with their respective decade averages, Tasmania follows NSW and Northern Territory, its 6.6 per cent jobless rate is 8.7 per cent above the decade average.
In Victoria, unemployment stands at 5.9 per cent, up 9.0 per cent on its decade average of 5.4 per cent. At the other end of the scale is Western Australia. Trend unemployment stands at 6.4 per cent, 47.8 per cent higher than the 4.3 per cent ‘normal’ or decade-average. Next weakest is the ACT – as noted above the trend unemployment rate is 44.4 per cent above the decade average.
South Australia’s jobless rate is 28 per cent above the decade average, while Queensland is mid pack – its 5.9 per cent jobless rate is up 12.5 per cent on the ‘normal’ level. Unemployment rates in NSW, Victoria, Queensland, South Australia and Northern Territory have all eased in trend terms in the past three months.
The measure used for analysis was the total real value of residential, commercial and engineering work actually completed in trend terms in the September quarter. In five of the states and territories, construction work was higher than decade averages.
Leading the way was the Northern Territory with construction work done almost 117 per cent above its decade average with activity associated with the gas projects providing solid support. Next strongest was Western Australia (up 35.1 per cent) while construction work done in Victoria was up by 17.2 per cent on ‘normal’ levels in trend terms. Construction work done in both economies was well up on a year ago in the September quarter.
NSW is fourth ranked with construction work 7.2 per cent above decade averages. Tasmania is fifth ranked with construction work 0.7 per cent above ‘normal’ levels. In Queensland, overall new construction work completed in the September quarter was almost 19 per cent below the decade average, weaker than the 11 per cent decline recorded in the June quarter.
Next weakest to Queensland was the ACT where construction work was 12.1 per cent below decade averages, followed by South Australia (down 1.6 per cent). In terms of annual growth rates, Western Australian construction work done in the September quarter was up 13.3 per cent on a year ago, followed by Victoria, up 11.5 per cent. Other economies had construction work lower than a year ago, led by Queensland, down by 30.5 per cent – the biggest annual decline in records going back over 26 years.

The measure used was the trend number of dwelling commencements (starts) with the comparison made to the decade-average level of starts. Starts are driven in part by population growth and housing finance and can affect retail trade, unemployment and overall economic growth. However any over-building or under-building in previous years can affect the current level of starts.
The outlook for home building remains strong over the next year but a slowdown can be expected later in 2016 as the surge in the supply of new homes meets pent-up demand. The slowdown in population growth will also restrain future home building. NSW retains the mantle of the strongest in the nation for new home construction, with starts almost 72 per cent above decade averages.
In addition, in the September quarter the number of dwellings started was 24.6 per cent higher than a year earlier. The ACT has replaced Victoria in second spot, with starts 48.2 per cent above decade averages. Victorian starts are 38.3 per cent above decade averages and Queensland starts are up 26.7 per cent. At the other end of the scale, South Australian dwelling starts were 3.0 per cent below decade averages.
And in the September quarter starts were down 2.6 per cent on a year earlier. Next weakest was Northern Territory (down 2.8 per cent from decade highs) from Tasmania (up 12.6 per cent on the decade average) and Western Australia (up 16.1 per cent on the decade average). In terms of annual growth, the ACT is strongest with dwelling starts at record highs in trend terms in the September quarter, up 44.3 per cent on a year ago.
In the June quarter, NSW was alone in recording a fall in real wages. However in the September quarter, wage growth in all states and territories was above that of consumer prices.
Strongest real wage growth was again recorded in the Northern Territory with wages 2.0 percentage points (pp) higher than consumer prices. Wage growth was second highest in the nation while inflation was the lowest. Real wage growth was next highest in three economies – Victoria, South Australia and Tasmania – with wages 1.2pp above consumer prices (inflation).
At the other end of the scale, NSW wage growth of 2.2 per cent was just above the 1.9 per cent annual growth of prices. Despite that, retail spending still remains firm in NSW. Real wages remains only modestly positive in Queensland (+0.5pp) and Western Australia (+0.9pp).
Turning to home prices, in December four of the capital cities had positive annual growth of home prices. Back in June, similarly four of Australia’s capital cities had home prices higher than a year earlier. Strongest growth in home prices was in Sydney (up 11.5 per cent) followed by Melbourne (up 11.2 per cent) and then there was a fair gap to the other capital cities. Next strongest were Brisbane and Canberra with prices in both cities up 4.1 per cent on a year ago. Home prices were lower than a year ago in Perth (down 3.7 per cent), Darwin (down 3.6 per cent), Hobart (down 0.7 per cent), and Adelaide (down 0.1 per cent).

Currently we look at eight indicators to get the broadest assessment of economic performance. If we added new motor vehicle registrations to the list the only change in the overall economic rankings would be the ACT taking third position on its own.
NSW has a solid grip on the top ranking of economic performance. Unemployment has improved while population growth is above long-term averages, thus providing solid momentum to the economy.
Victoria also still has a strong grip on the second ranking but hasn’t been able to narrow the gap with NSW. Victoria still has the strongest population growth in the nation, underpinning retail and housing activity.
The ACT has been the big improver in the rankings and a sharp lift in dwelling starts is a clear reason for the improvement. Stronger housing activity will support the job market and retail spending over 2016.
The Northern Territory will face challenges in the next few years as key resource projects are either completed or near completion. Slow population growth, weak demand for housing loans and a sharp fall in dwelling starts will constrain economic momentum. Western Australia continues to slip in the performance rankings, having relinquished top spot in October 2014.
Slower population growth and higher unemployment will constrain activity in the housing market. Queensland remains in the third tier of economies alongside South Australia and Tasmania. Encouragingly, however, unemployment has fallen to two-year lows in trend terms.
And dwelling starts have lifted to 7½ year highs. The South Australian job market has improved in the past eight months. If the positive trend continues, then there is scope for an improvement in retail spending. The Tasmanian economy continues to struggle for momentum. In October, trend unemployment had fallen to near 4-year lows. While unemployment has lifted in the past two months, real wage growth remains healthy.

CommSec's State of the States shows NSW as best performing economy: Craig James

For more than 100 years the average Australian family was able to buy its first home on one wage. The median house price was around three times the median income allowing young home buyers easy entry into the housing market.
 As can be seen from the graph below (ï¿½ Real Home Price Indexï¿½), the median house price has increased, in real terms, by more than 300% - from an average index of 100 between 1900 and 2000 to an index over 300 by the year 2008. Relative to incomes, house prices have increased from three times median income to more than nine times income.

Thatï¿½s $600,000 they are not able to spend on other things - clothes, cars, furniture, appliances, travel, movies, restaurants, the theatre, childrenï¿½s education, charities and many other discretionary purchase options. 
It is a similar story in the UK, US, Canada, New Zealand, Ireland and Japan. The economic consequences of this change have been devastating. The capital structure of these countriesï¿½ economies have been distorted to the tune of hundreds of billions of dollars and for those on middle and low incomes the prospect of ever becoming homeowners has now all but vanished. 
Housing starts are below what they should be and so have all the jobs associated with them - civil construction, house construction, transport, appliances, soft furnishings, you name it. Not to mention billions of dollars in lost taxes and other housing-related revenue to the nation state. 
The distortion in the housing market, this misallocation of resources resulting from the supplydemand imbalance is enormous by any measure and affects every other area of a countryï¿½s economy. New home owners pay a much higher percentage of their income on house payments than they should. Similarly, renters are paying increased rental costs reflective of the higher capital and financing costs in turn paid by landlords. 
12th Annual Demographia International Housing Affordability Survey (2015: 3rd Quarter) The economic consequences of all that has happened over these past 15 years have been as profound as they have been damaging. 
The housing industries of these countries have been decimated as have industries supplying that sector. Economies have been distorted and getting them back into alignment is going to take some time. But it is a realignment that is necessary. A terrible mistake was made and it needs to be corrected. Home ownership has long been a feature of western life. Levels of home ownership rose sharply in the postwar period. 
Home ownership had become both a symbol of equality and a means through which average citizens could provide security and stability for themselves and their families while building wealth and claiming a tangible stake in their nation. For the vast majority, owner-occupation of the home in which they live was, and remains, a great ambition. So what happened? Why have ï¿½house pricesï¿½ skyrocketed?
 While influential bodies in Australia like the Productivity Commission and the Reserve Bank focused their attention on demand drivers like capital gains tax treatment, negative gearing, interest rates, readily accessible finance, first home buyers' grants and high immigration rates, few were looking at the real source of the affordability problem - land supply for new housing stock. 
It is undeniable that demand factors played a role in stimulating the housing market and those factors were, for the most part, in the hands of national governments. However, the real culprit, the real source of the problem, was the refusal of local and state governments and their land management agencies to provide an adequate and affordable supply of land for new housing stock to meet demand. 
The graph below (Capital Cities: Price of Land per sq/mï¿½) highlights the growth rate in the price of serviced allotments in Australiaï¿½s five mainland capital cities. This massive escalation in the price of land carries with it a multitude of detrimental impacts. Establishing affordable rental accommodation for those in greatest need becomes even more difficult for social and public housing authorities as they seek to purchase land and housing in a greatly inflated market.

Road widening and major infrastructure projects experience cost blow-outs as land acquisition costs skyrocket, and establishing schools, community centres, health services and business facilities becomes difficult, and at times impossible. 
The whole community suffers as a result of increased 12th Annual Demographia International Housing Affordability Survey (2015: 3rd Quarter) tax, transaction, finance and establishment costs. It is important to remember that the "scarcity" that drove up land prices is wholly contrived - it is a matter of political choice, not geographic reality. 
It is the product of restrictions imposed through planning regulation and zoning. The problem is, it is young home buyers, hit with spiraling costs of home ownership who end up paying. They are mostly forced into overpriced units and will never be able to afford their primary ambition ï¿½ a free-standing family home of their own. Quite apart from the economic foolishness of it all, it is morally wrong for legislators to be enriching some (established home owners) while impoverishing others (first home buyers). 
We cannot deny the rising generation a home of their own merely to satisfy the ideological fantasies of urban planners and the financial concerns of State and Territory Treasury officials. We cannot deny ourselves the joys of grandchildren because young women have to work to pay mortgages instead of raising a family. The joke that high mortgages are the new contraceptive is becoming no laughing matter. Young women used to be afraid of getting pregnant, now, as they approach 40, they are afraid of not getting pregnant. 
We have to get back to the situation where a couple can pay off a mortgage on one income so they can start a family in their 20s, not in their late 30s or early 40s. In creating the conditions for home ownership to become the privilege of the few rather than the rightful expectation of the many, governments have produced intergenerational inequity and breached the moral contract between generations. 
In human affairs this imprecise, and at times neglected, moral contract between generations dictates that we should leave things better than we find them. When it comes to home ownership this contract has been breached. In making home ownership much harder for the next generation we have denied them much more than a home. We have denied them the security and benefits that go with home ownership and the opportunity to build wealth that will provide them with options in later life. 
Many are now choosing to defer having a family in the hope that they will be able to somehow put together the funds to buy a home later in life. If they can't afford to buy a house, they certainly can't afford to have children! 12th Annual Demographia International Housing Affordability Survey (2015: 3rd Quarter) When the time for retirement comes, those who own their homes have much more control over their lives than renters. 
They can choose where they will live and how they will live. Given the vast social and economic benefits that flow from homeownership, restoring housing affordability should once again become one of a nationï¿½s most important priorities.

High mortgages are the new contraceptive: Senator Bob Day

The recent surging house prices in Sydney and Melbourne kept Australia near the very top of Demographia's annual list of the world's least affordable countries.
The typical Australian house costs 5.6 times the median household income, with only Hong Kong (19) ranked less affordable; with New Zealand (5.2) and the UK (5.1) not too far behind.
Sydney sits as the second least affordable city in the world, with house prices calculated by the property think tank as 12.2 times incomes.
Melbourne came in equal fourth, along with Auckland and San Jose, at 9.7, narrowing pipping San Francisco (9.4) and London (8.5).
<a href="https://www.demographia.com/dhi.pdf" target="_blank">Demographia</a> only looks at house prices rather than units which constitutes around 35% of Australian dwellings.
Outside the big cities, Tweed Heads was the most costly place to live with a ratio of 9.3.
Bowral-Mittagong, the Sunshine Coast, Port Macquarie, the Gold Coast and Wollongong all had price-to-income ratios of 8 or more.
The two most affordable towns in Australia were both Western Australian mining centres, where those who still have mining industry employment earn high wages, while house prices have slumped.
Karratha had a ratio of 2.5 and Kalgoorlie at 2.9.

Sydneyï¿½s residential vacancy rates in the inner ring of Sydney have remained tight, according to data released by the Real Estate Institute of New South Wales.
The December 2015ï¿½REINSWï¿½Vacancy Rate Surveyï¿½saw the number of properties for rent remain steady at 1.8 percent.
But REINSWï¿½President John Cunningham noted a large number of developments were waiting to be competed.ï¿½ ï¿½Stock levels remain low in some of Sydneyï¿½s most popular areas and this is set to continue until the completion of many large developments which are underway,ï¿½ Mr Cunningham said.ï¿½ Vacancy rates in outer Sydney rose 0.2 percent to 1.9 percent, while middle Sydney rose 0.7 percent at 2.4 percent due in large part to lower response rates in this area caused by the holiday period.ï¿½

In the regional areas New England rose 0.2 percent to 3.3 percent, Albury added 0.8 percent to 3.2 percent and the South Coast was up 0.3 percent to 1.7 percent. Northern Rivers dropped 0.6 percent at 0.9 percent and Coffs Harbour was down 0.8 percent at 1.7 percent.

Inner Sydney landlords face looming competition from higher stock levels: REINSW

Lu Lu Pallier from Sydney Sotheby's International Realty, has noted Chinese buyers are finding it increasingly difficult to get money out of the country.
Her comments to the Australian Financial Review comes as Beijing tightens foreign exchange controls in a bid to support its weakening currency.
Lu Lu Pallier said she had detected it in recent weeks that clients were having difficulty moving money offshore.
"It is getting harder for them to send money out...I've been told since the start of the year it has tightened up," she said.
The Shanghai-born Ms Pallier said Australian properties priced below $5 million would be the hardest hit as buyers often did not already have their money already offshore.
"These people don't have other ways, like through their business, to get money out of the country," she noted.

Chinese buyers' pool for Australian property set to tighten

Energy and resources minister Josh Frydenberg said recently that the latest employment figures show extremely strong job growth, the greatest Australia's had since 2006. Is that right?
With shakes in the global stock market and uncertainty abroad, politicians are understandably keen to reassure voters that Australia’s economic fundamentals are strong.
Employment data produced by the Australian Bureau of Statistics (ABS) is one way we can test Australia’s economic waters, and resources and energy minister Josh Frydenberg said recently that the latest employment figures show extremely strong job growth.
Is he right?
Checking the numbers
The ABS' December Labour Force survey release showed that over the course of 2015, total employment was up by 301,300 people (adjusted for regular seasonal fluctuations and rounded to closest 100 people). Of those 301,300 jobs, the majority (187,200) were full time.
In the last three months of 2015, growth compared to same time the previous year has fluctuated between 2.6% and 3%. That’s above the average annual growth in employment since 2000 of around 1.9%. In short, employment growth recently has been strong.
Is it the greatest level of job growth since 2006?
Table 1 of the release shows that this growth is indeed the strongest of any calendar year since 2006.
However, one could also look at changes over the 12 months to any month. Doing that, you could say, for example, that November 2010 with a figure of around 314,300 had a stronger level of job growth than the latest employment figure show. It was also stronger in November of 2015, when it was at about 344,900.
In other words, if you look only at changes for calendar years (between the beginning and the end of any given year), Frydenberg is right to say it’s the greatest level of job growth since 200

That said, comparing the recent data to particular points in the past is less important than what the data tell us about the current trends in the labour market.
<h2>Trends</h2>
While the ABS devotes considerable resources to undertaking the survey, it is worth remembering that published employment growth is an estimate. The survey is only a sample of the population. The ABS reports on page 40 of its release that the standard error of monthly employment growth is 29,300 people, so, while employment growth recently has been strong, considerable uncertainty surrounds the numbers.
More generally, monthly movements in these data are volatile. For example, in December employment actually fell marginally, although this followed two months of strong growth and therefore was still a good outcome.
Due to this volatility in the monthly series, the ABS' trend series may provide a better guide about the extent to which recent growth is likely to persist in the future.
Over the last three months of 2015, growth in trend employment averaged around 30,300 people, compared to 43,000 based on the data adjusted only for regular seasonal fluctuations.
In other words, the data show us that the underlying trends in the job market recently have been pretty good.
Other, unofficial, data point to an improvement in the labour market. The December 2015 ANZ Job Advertisement Index showed growth compared to the same time in 2014 in their trend estimate at 11.4%, compared to around 10% in the middle of 2015.
<h2>The unemployment rate</h2>
The unemployment rate, which is also produced by the ABS in the labour force survey, has improved over the last three months. At <a href="https://www.propertyobserver.com.au/https://www.abs.gov.au/ausstats/abs@.nsf/mf/6202.0">5.8%</a>, it is down from 6.2%, where it had fluctuated around since mid 2014 (see Table 1 of the release). Similarly, the trend unemployment rate has also improved and in December reached 5.8%.

Is 5.8% a good outcome for the unemployment rate? A simple benchmark is that average unemployment in Australia since 2000 is 5.5% – so it’s still currently a little above average.
Another way to judge the level of the unemployment rate is to look at developments in wages. If the unemployment rate was too low, growth in private sector wages would pick up. However, in the September quarter (which predates the recent drop in the unemployment rate) wages growth was soft.
To put Australian unemployment in a global context, the average unemployment rate of the Organisation for Economic Co-operation and Development (OECD) nations was 6.6% in November 2015. However, we need to caveat this comparison. Many countries, such as some in Europe, have unemployment rates that are, on average, higher than Australia’s, reflecting the different structure of their labour markets.
Australia’s unemployment rate has shifted down and that has persisted for three months, which gives greater confidence that it might not be temporary. However, given the volatility of these data and the uncertainty presently surrounding the outlook for the global economy it will be important to see whether these gains are maintained in coming months.
<h2>Verdict</h2>
Josh Frydenberg was right. Employment growth in 2015 was the strongest of any calendar year since 2006, although comparable growth also occurred over the 12 months to November 2010. It is also fair to say Australia has recently experienced strong jobs growth.
Review
This FactCheck is excellent in its comprehensive review and interpretation of the Labour Force Survey data. It is pointed out that labour market statistics, such as the unemployment rate and the number of people employed, are only estimates not the actual numbers in the population.
The statistics are based on the Labour Force Survey, which is a sample of 0.33% of the population about the employment status of everyone in the household aged 15 years and older. Because they are based on a sample of the population, the statistics have errors. In its monthly report the ABS publishes these “sampling errors” and clearly says that the estimate of the monthly change in the employment has a “95% confidence interval”. The media and the government rarely, if ever, report the range of estimates.
It is well known among economists that “you don’t trust one month’s figures” – the trend in labour force statistics is what’s important in understanding what’s going on in the labour market.
This FactCheck does a good job of explaining that the ABS “trend estimates” are much more reliable than the actual raw estimates. Again, the media (and politicians, when it suits them) tend to concentrate on the actual number, particularly whether it has risen or fallen. As the author also pointed out, the start and end date of the change usually makes a difference to the estimate of the change.
As the above states, although the minister’s assertion can be questioned somewhat by adopting a different start and end date, the overall conclusion that jobs growth is reasonably strong is correct. <a href="https://theconversation.com/profiles/tim-robinson-138270" rel="author" style="line-height: 1.3em;"></a>

FactCheck: is job growth in Australia the greatest it’s been since 2006?

The Queensland real estate market continued its steady pace throughout 2015, with a new record median house price in Brisbane of $610,000 ending the year with a flourish.
The market has recorded a steady sustainable growth rate of about two percent over the past eight quarters and this has led the southeast corner into firmer territory following the post GFC slump of 2011/2012.
Compared with the southern states, Queensland’s market has been relatively stable and has resisted the volatility shown in those markets.
As Sydney and Melbourne’s markets have strengthened considerably over the year, investors have been attracted to Brisbane and the Gold Coast where affordability and ROI factors have remained steady.
The apartment market in Brisbane’s inner city has remained in healthy territory, despite concerns that an oversupply was imminent. Vacancy rates have remained steady with data revealing vacancies in the inner city were around 2.5 percent to 2.7 percent.
Outside of the southeast corner, the state’s regional centres struggled to gain meaningful ground, although small gains were seen in some towns.
Tourist cities performed strongly. The Gold and Sunshine coasts recorded buoyant market conditions with investor activity picking up in both regions.
Cairns and Fraser Coast also continue to show promising signs of firming market conditions, with average days on market and vendor discounting improving on a year ago for their respective unit markets which had struggled following the GFC.
Regional centres still continue to be impacted by the resources downturn, but many now look to have reached the bottom of the market.
Local agents in Gladstone, Mackay and Townsville say the softer market conditions has started to entice more local buyers, with market confidence slowly but surely improving.
First home buyers are taking advantage of the low interest rate environment and in regional centres are gaining confidence with increased housing affordability.
House sales activity in the strengthening markets of southeast Queensland continued to improve over the June quarter.
Back in the capital city, increased prestige sales and strong buyer demand in the $500,000-plus price contributed to the lifting median house price in Brisbane.
Brisbane surrounds also showed improving buyer demand, with Ipswich and Logan recording double digit growth in sales activity over the quarter and over the year to June.
Toowoomba’s house market appears to have taken the foot off the accelerator with sales volumes tapering off for a second consecutive quarter. Given the various projects in the pipeline, such as the going ahead of the second range crossing, local agents anticipate the region will continue to record consistent growth in its real estate market.
The year ahead
In the regional centres, sales activity is mixed, however the general feel on the ground is that the bottom of the market has been met.
I believe the sales activity is encouraging. With any market recovery there is always a concern that things will take a backward step from time to time, however, that is not the case in Queensland as this consistently steady improvement across the state shows.
Our regional centres, where the impact of the GFC and mining downturn continue to be felt years later, are defiantly consistent and this is fantastic news for our state. Queensland property is an encouraging story of economic resilience and even though some of our regional centres are struggling, we are seeing signs of a return to equilibrium.
The southeast corner remains the powerhouse of the state’s real estate market, with Brisbane LGA recording a new high median house price of $610,000.
The market in the southeast corner is performing well and this will eventually be felt throughout the rest of the state.

Bouyant Gold Coast seeing more investors

More than $33 million in Gold Coast property changed hands when 45 of 105 properties on the order of sale at Ray White Surfers Paradise Group’s The Event sold under the hammer yesterday.
An additional 18 sold prior taking the clearance rate to 60 per cent for the 22nd annual gala auction. 
The RWSP Group chief Andrew Bell credited much of the sales success "to the value disparity that continues to exist between the Gold Coast and southern capital markets."
While the clearance rate was lower than last year, the day’s initial results were an increase in both value and volume of sales on 2015 when 58 of 99 properties sold under the hammer or prior to auction for a $20 million total. 
Southern investors led the charge at Australia’s largest annual property auction with Andrew Bell predicting an 80 per cent clearance rate by mid-week.
The auction kicked off at 11am Sunday with the final hammer coming after 5pm, with sales reflecting a $700,000 average price.
The agency put the attendee numbers at over 2000, including the Ray White chief Brian White.
There were more than 300 registered bidders, reflecting an average of about three bidders per property with the most popular attracting up to eight bidders.  
The most popular offerings were sub-$500,000.
And the day’s highest priced residential sale was $1.2 million for an 875 sqm site zoned for redevelopment at <a href="https://www.raywhite.com/qld/biggera-waters/1407709/" target="_blank">544 Marine Parade, Biggera Waters</a>.
The passion was there among the 260 plus registered buyers for a bargain, highlighted by outrageously low, quick opening bids, but as the bidding got to the reserve price the depth of buyer interest was tested on most of the offerings. Even when sales were at below last sale price. 
A three-level hilltop home at <a href="https://www.realestate.com.au/property-house-qld-currumbin-121578818" target="_blank">38 Albany Avenue, Currumbin</a> fetched $1.1 million, the top priced house of the day which was listed through RW Surfers Paradise agent Jackson Paradise. But the Currumbin was $410,000 less than the $1.51 million it fetched in late 2007 when the market was at its peak. The $1.1 million was the same price as paid in 2005 for the 1986 built home.
An elevated home at <a href="https://www.raywhite.com/qld/sanctuary-cove/1045575/?lang=en" target="_blank">4709 The Parkway, Sanctuary Cove</a> sold prior to auction for more than $2 million.
The <a href="https://www.raywhite.com/qld/broadbeach/1005110/?lang=en" target="_blank">Broadbeach in the Park penthouse</a> at Broadbeach attracted the day's highest offer when passed in at $4 million. 
The unfinished hinterland home at <a href="https://www.raywhite.com/qld/tallai/1407870/?lang=en" target="_blank">473 The Panorama, Tallai</a> (pictured above) attracted seven registered bidders with four appearing to make offers.
It was passed in at $2.8 million.
The elevated three hectare property came with panoramic landscape view over the whole of the Gold Coast. The land holding was bought for $1,388,880 million in boomtime 2007. 
It failed to sell at its January 2012 auction.

Investors toe in the water: The Event, 2016 Gold Coast auction wrap

It is looking absolutely stunning currently with its tiered frangipani-lined streetside frontage, but the former Billabong director Scott Perrin and wife Rachel are yet to sell their Mermaid Beach mansion on the Gold Coast.
It was listed for what was hoped to set a new record for Gold Coast residential property.
The current record was set when Harvey Norman executive Steve Cavalier paid $19 million on nearby Hedges Avenue, known as millionaires' row in 2006. 
The property, at <a href="https://www.raywhite.com/qld/mermaid-beach/1298303/?lang=en" target="_blank">45-51 Albatross Avenue</a>, is almost twice the land and house size of 1 Albatross Avenue, which sold for $18 million to the billionaire pub baron Bruce Mathieson.
Tidemark, the Perrin's 30-plus room home comes with separate caretaker residence, having amalgamated three blocks of beachfront land to build the multimillion-dollar "sand castle".

Brisbane-based developer <a href="https://www.apartments.com.au/developers/azure">Azure</a> is has been greenlit for its $115 million residential project within the Gold Coast Health and Knowledge Precinct in Southport

Following the acquisition of the site at <a href="https://www.apartments.com.au/new-townhouses/1-clarke-street-southport-qld-4215">1 Clarke Street</a> in October 2025 with development application Lodgement in January 2026, Azure has been granted approval for the 114 terraces which will form the final stage of the wider Lumina development.

“It’s a fantastic milestone for us to receive the green light on our second Gold Coast project,” said Trent Keirnan, Founder of Azure.

“The Gold Coast continues to evolve, with demand for considered, high-quality residences at an all-time high. This project has been thoughtfully shaped to respond to that demand.

Residents will have access to an array of lifestyle amenities, including a resort-style pool with multiple lounging zones and landscaped gardens.

The residential offering will support the thriving Health and Knowledge Precinct, which includes Griffith University, Gold Coast University Hospital, Gold Coast Private Hospital and the new RDX Lumina and Proxima Towers, which are home to a range of health, education and research tenancies, including a 200-place childcare centre.

Azure aims for an off-market release for the project in the third quarter of this year, at the same time as construction is anticipated to start.

Azure approved for new townhouse development in Southport

Fortis has secured approval for a 57-room hotel at Richmond Square, marking another milestone in the delivery of the $330 million mixed-use precinct in Melbourne's inner east.

The hotel will occupy Levels 1 and 2 of Carmine House and forms part of Fortis' vision for Richmond Square, a precinct that will bring together apartments, hospitality, wellness and lifestyle offerings between Richmond and Cremorne.

Once complete, <a href="https://www.apartments.com.au/new-apartments/richmond-square-1-wiltshire-street-richmond-vic-3121">Richmond Square</a> will comprise 107 residences across Wiltshire House and Carmine House, alongside the hotel, hospitality venues, wellness facilities and a range of services aimed at both residents and visitors.

Having successfully expanded into a new region with its Caloundra apartment development, Sunset by Dusk Group, growing South East Queensland developer Dusk Group is again venturing into new territory.

The developer has lodged plans for a 70-apartment project in the Moreton Bay region, to be known as <a href="https://www.apartments.com.au/new-apartments/sunrise-on-sutton-25-sutton-street-redcliffe-qld-4020">Sunrise on Sutton</a>, named after its prime Sutton Street location, just one street back from Suttons Beach.

The building will comprise a mix of one, two and three-bedroom apartments and has been designed to maximise views towards Suttons Beach, Margate Beach and Moreton Bay.

Pending approvals, the project could launch before the end of the year.

Redcliffe's new apartment market remains exceptionally tight, with Gardner Vaughan Group's One Redcliffe currently the only new apartment development actively being marketed in the beachside suburb.

Leading Brisbane developer <a href="https://www.apartments.com.au/developers/consolidated-properties">Consolidated Properties Group (CPG)</a> has completed and settled $450 million worth of apartments at Monarch Residences in Toowong, marking one of Brisbane’s most significant and prestigious riverfront residential completions in recent years.

The final apartment at Monarch sold at auction on the 30th May for $4.1m.&nbsp;

The milestone has been marked at a ribbon-cutting ceremony at <a href="https://www.apartments.com.au/buildings/monarch-residences-toowong-600-coronation-drive-toowong-qld-4066">Monarch Residences</a>, with Cr Penny Wolff highlighting the importance of completing major residential projects to boost the city’s much-needed housing supply.

The 224 apartments, delivered across two 15-level towers, are now officially in the hands of owners, including Brisbane downsizers, families and professionals who have traded traditional houses for apartment living. The completion underscores sustained demand for absolute riverfront living in Brisbane’s inner west.

Monarch Residences was planned and delivered over four years on a 1.2-hectare parcel with more than 130 metres of direct frontage to the Brisbane River, occupying one of the last remaining true riverfront sites of its scale and orientation within close proximity to the CBD. The site has been transformed from an underutilised, derelict block of land, into a thriving residential precinct with Middenbury House at its centre.&nbsp;

Consolidated Properties Group CEO and Chairman Don O’Rorke says the project’s completion represents the culmination of years of careful planning, design collaboration, market conviction and outstanding team delivery.

Consolidated Properties Group Head of Residential, James MacGinley said Monarch Residences showed what could be achieved when private industry and government worked together to deliver new housing for Brisbane.

“Monarch Residences has delivered more than 200 new apartments in Brisbane’s inner-west at a time when additional housing supply is critically important,” MacGinley said.

With Monarch Residences now complete, CPG has launched River Living, a bespoke on-site property management service designed to enhance the resident experience. The service will support all future CPG residential projects, including the recently announced <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> in Yeerongpilly and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a> in Newstead.

The completion also marks the opening of a prized leasing opportunity at the heritage-listed Middenbury House, built in 1865 and which has been carefully restored and integrated into the broader masterplan.&nbsp;

CPG said the adaptive reuse of the landmark riverfront residence presents an opportunity to introduce a complementary boutique tenancy that respects the site’s historic significance while activating the riverfront frontage.

Consolidated Properties Group sells out Monarch Residences as Brisbane riverfront demand surges

An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.
