We live in a global age of cities. Australia’s major urban regions are expanding rapidly. Melbourne took in a further 91,600 residents in 2014-15, giving an annual growth rate of 2.1 percent. It’s one of the fastest-growing cities in the developed world.
Australia’s other large cities also grew quickly in the past year – Sydney at 1.7 percent and Perth and Brisbane at 1.6 percent. Together the five largest cities added more than 250,000 residents in 2014-15. Projected over the next decade, that’s 2.5 million, the equivalent of adding an extra Brisbane.
Behind the gloss of ‘liveability’
In providing for the well-being of the next three million urban Australians, we need to take unvarnished stock of our situation. Australia’s cities have a reputation for being highly liveable, but such corporate metrics obscure many malign facets.
After three decades of market-driven urbanisation, our cities have become engines of social inequality. The rich have been lifted, inflating housing markets and capturing sites with the best government services and infrastructure and near to high-paid jobs. The poor are displaced to cheaper distant sites where employment, infrastructure and services are lean.
Our cities are socially divided. We’re doing little to redress these failures. 
Our cities are also machines for environmental degradation and climate change. Buildings and transport systems are overwhelmingly powered by fossil fuels. Expanding fringes continue to consume vulnerable habitats and precious agricultural land. Even infill development adds to urban land-clearing as backyard trees are bulldozed for townhouses and apartments.
We run our urban systems so that every new resident adds to environmental harm. We need to decouple urban growth from environmental loss.
We waste public resources on grand transport infrastructure for individual private motor vehicles. Our neglected public transport networks either struggle to meet demand, or are absent and so mire whole communities in costly car dependence. Car parking – ubiquitous, spatially hungry and inefficiently underpriced – consumes valuable urban space.
Our governance arrangements are mismatched to the scale of our urban problems. Financing arrangements favour the federal government, an absent actor in urban policy, save for election campaigns when infrastructure baubles are showered from on high. Meanwhile states struggle with their urban service responsibilities.
None of our cities have democratic processes that operate at the level of whole metropolitan areas. Brisbane comes close but is only one council among ten in the urbanised southeast Queensland region.
We urgently need to move beyond our failed model of urbanisation and development.
A fourth phase of urban growth?
Australian cities began as congested 19th-century administrative port towns. As the problems of housing and poverty emerged, we spent the 20th century suburbanising our cities. Via post-WWII reconstruction, we solved housing deficits with new residential suburbs linked to nearby manufacturing as a model of public welfare.
A third phase of urbanisation emerged in the 1980s as we offshored manufacturing. Our cities were reworked to the dictates of global capital by reorienting our inner-urban industrial cores around symbolic work and leisure complexes while deregulating planning and privatising infrastructure.
We began to infill our cities, but in a haphazard way, missing many of the assumed gains from consolidation. The reliance on markets has only added to our urban woes by reducing democratic influence on urban decisions.
With the failures of past planning now apparent, the unruly threat of a damaged and depleting planet is ushering us toward a fourth era of urban restructuring. What urban futures await? What might “City v4.0” look like?
Priorities for 21st-century cities
The problems are vast and complex, but here are some brief starting points.
The first big task for City v4.0 is rapid and radical decarbonisation of our urban systems to reduce our outsized consumption of planetary resources. We need to urgently reduce the use of fossil-fuelled automobiles by shifting to public transport and active travel modes.
Transport decarbonisation can be achieved by a combination of registration costs, road user charging, road space removal and expansion of public transport, though necessarily calibrated around progressive cost structures to avoid social harms. Walking and cycling, the cheapest and most sustainable modes, need an order-of-magnitude leap in the funding and support they enjoy.
We can’t wait for electric cars to be adopted en masse. That prospect is still decades away if it can be achieved at all. Electric cars are largely the preserve of the affluent. They offer little respite to poorer households driving older and less efficient fossil fuel cars across vast suburban distances.
We need to ensure decarbonisation is done inclusively rather than adding another axis of social division. It also means ditching most of our transport cost-benefit analyses which ignore environmental and social costs.
We need to resocialise our cities. Social disparities are hard to redress once entrenched, so that effort must start immediately. The first task is to achieve more even distribution of high-quality jobs, services and infrastructure across our cities so location does not equate to opportunity. This will require a mix of investment, active government planning and new revenue-raising models to fund better urban services.
We need comprehensive and progressive land taxes across our cities. These would draw revenue from the inflationary gains made in property markets during recent decades – which favour the wealthy – and redirect them to public purposes. Taxing higher-value service-rich inner properties, for example, to fund redress of suburban service and infrastructure deficits is an urgent urban reform for more inclusive, equitable cities.
Perhaps some land-tax revenue could go to rebuilding our degraded public housing stock. This has declined as a proportion of all dwellings in recent years.
Further mechanisms, like inclusionary zoning, to make our cities more inclusive and productive via more affordable housing are urgently needed. Removing minimum car-parking standards for infill developments could improve housing affordability and support sustainable transport.
Our cities need comprehensive plans to ensure urban land-clearing from infill development does not leave them overheated, stale and brown. Around half of all urban vegetation is on private land, so we need arrangements to preserve and extend green space. Converting underutilised road space to parks or biodiversity corridors has multiple benefits and should be widely adopted.
New paradigms of planning and governance 
A further opportunity, though rarely discussed, is to reactivate our lost capacity for regional planning. Population growth in the major cities should be discouraged in favour of regional centres.
And we need to see our major cities not just as individual primate cities but as networked city-regions. That would entail co-ordinated planning effort to better distribute new population, backed by active facilitation of employment and service investment. This would involve much faster trains than the puffing billies that currently serve our regional cities.
Lastly, our governance arrangements need urgent reorganisation to embed democracy at the meaningful level of the metropolitan area. This would provide a tangible and accessible middle tier between the incapacities of local governments and the general duties of state governments. Metropolitan plans with a clear democratic foundation and enabled by a clear fiscal base should be a priority for urban democratic improvement.
Nationally, we need better co-ordination of policies and funding between the federal government, which controls immigration and taxation, and lower tiers such as the states, which have all urban service responsibilities. Introducing a spatial perspective into all domestic federal policy to understand how federal actions impact cities and their regions would improve policy performance.
As a migrant country with a high rate of population growth, Australia takes people from less environmentally damaging nations and cities and, through our inefficient and degraded urban systems, turns them into some of the worst planetary consumers in the world. There seems little appetite for limiting immigration, nor is stopping urban population growth feasible.
So in an era of global urban transformation, we urgently need to change how we manage, build and grow our cities to version 4.0 so every additional resident enhances, rather than detracts from, the liveability, environmental sustainability and prosperity of our cities.

City v4.0, a new model of urban growth and governance for Australia

For the fifth consecutive year, Melbourne has been named the world’s most liveable city by The Economist Intelligence Unit’s annual survey. 
While the ranking is based on a range of factors such as healthcare, culture, education and infrastructure, Secret Agent believes that Melbourne's success is due to thoughtful urban design.
We owe it to Jan Gehl, the Danish architect and urban designer who worked together with Melbourne City Council in the early 1990s to transform the city from, in his own words, “neutron bombed, not a soul - not even a cat”, into a place for people.
Much of our laneway culture and outdoor dining today can be attributed to Gehl’s visionary thinking and humanistic approach to urban design.
Three main principles can be drawn from Gehl’s work:
1. Design the city at 5km/h
Cities had always been designed for people, who move at a modest speed of about 5km/h, up until the boom of the automobile in the 1960s. New cities were then designed at 60km/h - wider, further apart, less accessible by foot. Gehl’s intervention in Melbourne applied the human scale of the older, 5km/h cities, giving birth to our laneway culture that is now inseparable from the city’s identity. Narrow, dense and brimming with life, there is a certain magic that comes with compact spaces.
Thanks to Gehl and planning changes, Melbourne CBD has gained 20 hectares of footpaths over 15 years. Designing walkable urban spaces encourages people to do so, resulting in a healthier population. Think about how far a person has to walk to get from A to B; is it a comfortable distance? If it necessarily becomes a lengthy walk, can it be a safe, pleasant and eventful journey?
2. Design the city at eye level
The city at 5km/h, naturally, becomes the city at eye level. There must be visual interest or the opportunity for interaction at eye level to enrich the experience of a space. When Gehl suggested to Melbourne city planners in 1978 that it needed more sidewalk cafes, he was met with disapproval, due to its health risks and Melbourne's harsh weather. Today, the city has over 200 outdoor cafes.
Imagine yourself walking along Swanston Street or Bourke Street Mall on any given afternoon of the week. Chances are you've also thought about the large crowds, buskers, outdoor  diners and corporate workers having their takeaway lunches out in the sun. Our city presents many opportunities to stop and have a conversation, or simply sit and enjoy peoplewatching.
3. Life &gt; Space &gt; Buildings
Start by designing for life. What will people be doing; eating, walking, playing? Where can people stand or sit; will there be an opportunity to sit in the afternoon sun? By first painting a picture of how people will feel and behave, we can craft urban spaces to accommodate them. Only then do we consider how buildings can enrich the environment and preserve the flow of daily life.
Urban developments that fail typically suffer from the same syndrome: they’re bland and stark, where buildings are just objects in space. There’s nothing to do or see, and they fall short of making that transition from spaces to places.
As Melbourne’s population grows, Secret Agent hopes that we continue to build liveable and walkable places for people. Let’s not forget the most important lesson from Gehl:
“Every time we build something, we manipulate the conditions of people’s lives, but most planners don’t know enough about this manipulation. We are manipulating every time we put down a stone.”

Three reasons why Melbourne is the world's most liveable city: Secret Agent

Following the end of the mining boom, Australia’s growth has been rebalancing towards housing and the services sectors. The first part of the rebalancing act involved a significant rise in housing prices and housing construction. 
Housing prices have risen by 30 percent since mid-2012, led by Sydney and Melbourne. Most of the rampup in building has been apartments in the major cities. 
The housing market is now cooling, as a result of tighter prudential settings and the boost to housing supply.

Although the housing upswing has been a necessary part of the rebalancing act, it also drove a rise in household debt. The household debt-to-income ratio has risen from 167 percent in 2011 to 186 percent in 2015. Australian household debt levels are among the highest in the world. However, high household debt is not, in itself, a problem, as long as the debt is held by households that can service it. In Australia, the distribution is fairly favourable, with high income earners holding most of the debt.
Institutional features also matter. In Australia’s case, all mortgages are full recourse, significantly reducing the incentive to default. Australia does not have sub-prime mortgages. Australian households also use their mortgage to save, given the tax benefits available for doing so. This has meant that the average mortgage is currently more than 2.5 years pre-paid, leaving households with a significant equity buffer to draw down, if needed. The prudential regulator has also been tightening lending standards over the past 18 months, particularly for investors, reducing the risks involved with the new lending. Loan-to-valuation ratios on new loans have fallen.
We expect housing price growth to remain subdued in coming quarters. We see some risk that apartment prices could fall, given signs of over-supply of apartments, particularly in Melbourne and Brisbane. However, we view these apartment markets as somewhat segmented from the detached housing market. Significant foreign investment in new apartments also limits domestic financial system exposure.
Overall, we see mortgage debt as generally well distributed to households that can  afford to continue to service it and see the financial stability risks as moderate.
Australia’s housing market is cooling 
National housing prices have been broadly steady over the past six months, following strong growth over recent years (Chart 1). 
The slowdown has been most vivid in Sydney and Melbourne, where housing prices have been flat since October, following annual average growth of 10 percent and 6 percent over the previous four years (Chart 2). Housing price growth has been much more modest in the rest of the country at around 3 percent a year over the same period.
Apartment prices have generally risen by less than detached housing prices in recent years, and are slowing down by more than detached housing prices in some of the major markets.
The slowdown reflects a range of factors, including tighter prudential settings, particularly for investors, and rising housing supply. We expect these factors to continue to constrain housing price growth in coming quarters and forecast that national housing price growth will run at low single-digit rates this year and into 2017, following growth of around 10% in 2015 (see Downunder Digest: Australia’s housing market cools, 11 December 2015).

Household debt has risen, but it’s the distribution that matters
The housing price boom has led to rising household debt. The household debt-to-income ratio has increased from 167% in 2011 to 186% in 2015, mostly led by a pick-up in lending to investors (Chart 3 and 4). This makes Australian household debt levels amongst the highest in the developed world (Chart 5). Of course, given the rise in housing prices, the household debt-to-asset ratio has been more subdued: it has actually fallen from 24% in 2011 to 22% in 2015.

High household debt levels can make an economy more vulnerable in the face of a shock.
However, it is unusual for the high debt levels, in themselves, to be the driver of a downturn. The US sub-prime crisis was a rare example of this situation. Importantly though, even in the US, it was not the level of aggregate debt that mattered most, but the distribution of debt. In Australia’s case, most of the debt is held by higher income households. Numbers for 2010 showed that, at that time, around 72% of the household debt was held by the top 40% of income earners (Chart 6). Less than 4% of the debt attributed to the lowest 20% of earners.
Australia’s financial system also has institutional features that help to reduce the risk that household debt could become concerning. For a start, all mortgages are full recourse.
Australia’s tax system also favours paying down mortgages ahead of schedule as interest payments and expenses on owner-occupied properties are not tax-deductible. 
The latest numbers suggest that the average mortgage in Australia is currently over 2.5 years pre-paid, leaving households with a significant buffer in the face of the risk of rising unemployment.
Lending standards were tightened as investor borrowing rose
Despite these factors, the strong rise in lending to housing investors through 2013-15 raised concerns that the new lending could increase the risk to the overall mortgage book. Concerns increased partly because the ramp-up in debt was quite geographically concentrated in New South Wales and, to a lesser degree, Victoria, and because the strong investor interest was helping to fuel double-digit housing price growth in these markets (Chart 7).

As a result of these concerns, the authorities tightened prudential settings. This included: requiring the banks to test new borrowers for a higher mortgage rate than offered; requiring the banks to slow the growth in their lending to investors to below 10% y-o-y; and, requiring the banks to hold more capital (which saw effective mortgage rates rise). Tighter prudential settings have seen a clear pullback in lending to investors (see Chart 7). There has also been a fall in the proportion of lending at loan-to-valuation ratios of over 90% and a decline in ‘interest only’ loans (Chart 8). This should help to reduce the risks associated with recent new lending.
Apartment over-supply presents a risk
To the extent that there are risks, the key focus is on the apartment markets in the major cities. Apartment building has picked up substantially in the major cities (Chart 9). Importantly, our view remains that the national detached housing market is not over-supplied, which means the overall housing market is not yet showing signs of being over-supplied (see Downunder Digest: Australia’s housing supply ramp-up, 9 September 2015). As Chart 9 shows, there has only been a modest rise in construction of detached dwellings in recent years.

The risk of a potential over-supply of apartments is largest in Melbourne and Brisbane, where apartment building has been at record highs as a share of the existing stock (Chart 10). There is also some risk of over-supply in Perth, where apartment building has been strong.
To some degree, the detached and apartment markets are segmented, given the lack of perfect substitutability. For example, buyers of detached dwellings in the suburbs tend to be quite different from buyers of inner-city apartments. So a possible decline in apartment prices, due to over-supply, would not necessarily translate into a matching fall in detached housing prices.
This is particularly the case, given that there has only been a limited pick-up in detached home building in recent years. The tightening of prudential settings and falls in loan-to-valuation ratios also help protect the financial system from any decline in apartment prices as new borrowers would need to see larger price declines before they fell into negative equity.
Strong foreign investor involvement in the major city apartment markets, particularly from China, may also limit the exposure of the domestic financial system to the impact of any falls in apartment prices in these markets. Government approval numbers show that there has been a strong rise in foreign purchases of new dwellings in Australia over the past year (Chart 11).

Many of these purchases are off-the-plan apartments, partly because foreigners are restricted to purchasing newly constructed dwellings.
In its recent semi-annual financial stability review, the Reserve Bank of Australia (RBA) noted that ‘the Australian banking system has little direct exposure to Chinese investors’. Foreign buyers may also have different motivations for purchasing, with some looking to invest in property as a store of value, rather than for speculation. This could limit the willingness of foreign investors to divest, even in the event of some capital losses.
Falling apartment prices could also put pressure on developers’ balance sheets, with many of the apartments having been sold ‘off the plan’. Again, the RBA recently noted that its liaison suggested that ‘settlement failures have, to date, remained uncommon and are generally expected to increase significantly only if housing prices fall substantially’.
Related risk in commercial property
Global demand for commercial property assets has also somewhat displaced Australia’s commercial property market. Commercial property prices have risen well ahead of rents in recent years, as global investors ‘search for yield’ pushes Australian yields down to global levels, which are around historical lows. The ramp-up in commercial property prices (and fall in yields) has come despite office vacancy rates that remain elevated, with particularly sharp increases in Brisbane and Perth.
This could have a bearing on the domestic apartment market as there may be some substitutability between office and apartment buildings. A retreat in commercial property prices could put some downward pressure on apartment prices. However, much like the apartment market, foreign investor involvement in the commercial property sector has been significant, which could limit the risks to the domestic financial system.
Mortgage loan arrears are still falling
Finally, it is worth noting that mortgage loan arrears have continued to fall since their peak in 2011 and are at very low levels (Chart 12). What is most interesting is that arrears continued to decline despite the rise in the unemployment rate over recent years. This is likely to reflect the support from falling interest rates over that period. The recent decline in the unemployment rate should help to support loan servicing and potentially limit concerns about household debt levels.

Residential real estate group, McGrath Estate Agents has announced the signing of two new franchise offices in the Melbourne. 
The offices will be in bayside suburb of Bentleigh situated in the southeast, and another in the outer-east at Croydon. 
Both offices are due to open in May, bolstering the number of Melbourne offices to four since it first entered Victoria in December last year.

REIV President Geoff White will step in as acting CEO from mid-May, working alongside Mr Raimondo.
After 16 years of service, REIV CEO Enzo Raimondo is departing the REIV to take up an undisclosed opportunity in the property industry.
Mr Raimondo is the REIV’s longest-serving CEO, commencing in the role in 2000. 
Mr White acknowledged Mr Raimondo’s significant contribution to the industry – both in Victoria and South Australia where he was previously CEO of the REISA – and said that it provided a solid foundation for the next stage in the REIV’s evolution.
“His efforts are to be commended and have greatly increased the profile of the sector and members’ interests,” he said.
Under Mr Raimondo’s leadership, the REIV has introduced compulsory CPD for members, and launched a range of digital products, including propertydata.com.au and realestateview.com.au.
He added that the REIV “recognises this as a wonderful opportunity to build upon what has been achieved to date, and to ensure continued advancement for the real estate industry’s peak body”.

In March this year, investigation from the City Futures Research Centre at the University of New South Wales suggested that vacant properties across Sydney were constricting supply and adding to unaffordability.
The number of unoccupied dwellings in Sydney was derived from 2011 Census data, and researchers found that approximately 120,000 dwellings across Sydney were unoccupied on the night of the Census. It was also found that a higher concentration of vacant properties were found in inner-city suburbs, where rental yields are low.
The study concluded that the ability to negatively gear investment properties and receive large capital gains tax concessions incentivised investors to hold properties empty. This would explain why vacancies were higher where the capital gains on an untouched property exceeded the benefit of renting it out.
However, the evidence found may not support this conclusion, partly because properties have to be rented out or at least available for rent in order to receive benefits from negative gearing.
Representatives from the real estate sector claimed that the figure of vacant properties and its impact on affordability was overstated, as the data did not take into account properties that were vacant because they were on the market and people were in between moving homes. However, Residex data shows that on the night of the Census, there were approximately 6,100 properties listed for rent and approximately 14,200 properties listed for sale in Sydney. Listed properties are not necessarily vacant, but assuming they are, this would account for just 17% of the vacant properties estimated across the greater Sydney region on Census night.
It would seem that market activity cannot account for the majority of the vacant properties in Sydney’s metropolitan.

A who's who of Australian surfing, business and entertainment has emerged on title records following the completion of Esprit Rainbow Bay, the latest boutique beachfront apartment development by former professional surfer Paul Gedoun's S&amp;S Projects.

The completed project has attracted an enviable collection of owners, many with long-standing ties to the southern Gold Coast and the surf culture that has helped define Rainbow Bay and neighbouring Kirra for generations.

Given Gedoun's own background in surfing, it perhaps comes as little surprise that some of Australia's most recognisable surfers have chosen to buy into the development overlooking one of the country's most celebrated stretches of coastline.

Pezet Matheson directors Jayde Pezet and Todd Matheson launched the project in late 2021, and have managed the sales campaign all the way through to its sell-out and recent completion.

Former world champion Mick Fanning, who grew up in Coolangatta, secured an apartment in 2023. He paid&nbsp;$2.07 million. Last year he sold his Bilinga home for over $16 million.

Three-time world champion Joel Parkinson also purchased in the development, alongside big wave surfer Mark Mathews. Mathews bought the most expensive apartment in the building, spending just over $4 million.

Joining them is Rip Curl founder Doug Warbrick, whose company helped shape Australia's global surfing industry over the past five decades.

The appeal of Rainbow Bay has extended well beyond the surfing community.

International DJ Paul Fisher purchased an apartment through his investment vehicle, YLB Developments, an abbreviation of his trademark phrase "You Little Beauty".

The purchase comes as Fisher and his wife Chloe are developing their own luxury apartment project further north in Palm Beach. Their boutique beachfront development, Pescado, comprises just seven apartments on Jefferson Lane, which start from just shy of $6 million. The couple intend to retain the two-level penthouse as their Australian base between international touring commitments.

Melbourne Storm coach Craig Bellamy and his wife Wendy have also invested in Esprit, purchasing two apartments after spending decades holidaying on the southern Gold Coast. They also have a luxury apartment in Joe Adsett's Rockpool, less than 400m away from Esprit.

<h2>Boutique project draws owner-occupiers</h2>

Esprit launched in 2021 and sold strongly, with buyers drawn to its boutique scale, beachfront position and contemporary design.

The completed development comprises 94 apartments across 11 levels, offering expansive floorplans designed primarily for owner-occupiers rather than the investor market.

Crowning the building is Club Esprit, pitched as being the Gold Coast's first residential rooftop wellness centre. The roof features a&nbsp;25 metre magnesium lap pool, which is surrounded by wet daybeds and poolside cabanas,&nbsp;multiple barbecue areas,&nbsp;a yoga and relaxation play lawn, and a private dining room with a kitchen scullery, bar, lounges, and an outdoor terrace.

The wellness centre is&nbsp;fully equipped with a Technogym, ice bath, infra-red sauna, steam room, thermal room, and treatment room. The roof has views spanning&nbsp;Rainbow Bay, Snapper Rocks and the Pacific Ocean.

<h2>S&amp;S Projects continues to shape Rainbow Bay</h2>

S&amp;S Projects founder Paul Gedoun has become one of the key figures behind Rainbow Bay's evolution over the past several years.

After establishing S&amp;S Projects, Gedoun has focused on delivering lifestyle-driven apartment developments designed primarily for owner-occupiers seeking a permanent coastal home.

Esprit is Gedoun's third completed project in Rainbow Bay, following Flow and Awaken, both of which achieved record prices for the suburb.

He is now delivering <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, a 38-apartment development on Boundary Street that is currently selling, and has no plans to leave the precinct anytime soon. S&amp;S Projects has also lodged plans for its fifth Rainbow Bay development, an 88-apartment project on Boundary Street featuring a strong wellness focus.

Who's who of buyers revealed as Esprit Rainbow Bay settles

Nature Based Cities (NBC), the not-for-profit organisation focused on improving biodiversity and nature outcomes in urban development, has launched its latest industry design guidelines and accreditation framework, this time targeting precinct-scale residential communities.

The move extends NBC’s influence beyond its initial focus on medium and high-density residential developments. Several projects have already achieved NBC accreditation since the launch of its Medium &amp; High-Density Residential Guidelines in early 2025.

The expansion into masterplanned communities and new residential precincts reflects the growing need for stronger nature-positive benchmarks as Australia’s outer suburban growth corridors continue to expand at pace.

Paul Hameister OAM, NBC Founder and the Executive Chairman of Melbourne developer Hamton who itself leans heavily into nature and biodiversity in its developments, says the&nbsp;nature-first approach to mitigate the effects of climate change has become standard in other parts of the world such as the UK, but Australia is lagging.&nbsp;Australia’s environmentally sustainable design (ESD) rating tools have no minimum mandatory requirements for living landscapes.

“We’ve always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren’t there,” Hameister says. “In Australia, you can have a five-green-star rated building that’s concrete and glass with not a blade of grass. 
 
“The focus is on reducing emissions, which is laudable, but there hasn’t been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities.”

He says that having now&nbsp;made good progress in supporting developers of medium and high-density residential projects, NBC is now looking to bolster better nature-based decision-making and recognise developers of greenfield projects in the outer ring and large inner-ring brownfield precincts, who want to champion nature and living landscape as a defining feature.

Since 2022, the not-for-profit has sought to remove the roadblocks preventing developers from incorporating nature and living landscapes into their projects, shifting the conversation from the reduction of emissions and grey infrastructure, toward recognising nature as an essential infrastructure.

The New Communities Design Guidelines and Scorecard arm developers with the tools needed to deliver a nature positive outcome for their new communities. Intended to be adopted at the outset of the planning process, the guidelines are designed to help create communities that are cooler, healthier and more resilient while also enhancing social wellbeing and long-term economic value.&nbsp;

New Communities developers seeking accreditation will be independently assessed across a range of key criteria including ecology, tree canopy, biodiversity, and walkability. Once the masterplan is complete and submitted for approval, the scorecard is formalised based on proposed outcomes. Projects that meet the NBC criteria will receive either Commended or Exemplary accreditation outcomes, creating a clear benchmark for nature-positive new communities in Australia.&nbsp;

Janis Fischer, Director at Tract and NBC Advisory Council member, said the development of new communities in our suburbs can have a substantial impact on nature and biodiversity.

"By incorporating nature-based design principles at the inception of a project, developers and their design teams can achieve nature positive outcomes that are good for both people and the planet.’’&nbsp;

NBC accredited New Community projects will gain access to NBC branding and marketing tools to help communicate their nature-based credentials to purchasers and the broader market.&nbsp;

Apartment buildings are increasingly being designed around how people actually live day to day, not just how they want a building to look.

For buyers, that shift is showing up in practical inclusions that respond to changing habits. Work-from-home spaces, EV charging, wellness amenities, secure bike storage and parcel management are becoming part of the broader apartment conversation, reflecting a move toward buildings that reduce friction in everyday life.

Online shopping has become one of the clearest examples of that change.

Australians spent a record $82.6 billion online in 2025, with nearly one in four retail dollars now spent online. That has made parcel delivery a regular part of apartment living, rather than an occasional inconvenience.

For apartment residents, however, the delivery process can be less straightforward than it is for detached homes. Parcels may be left in lobbies, redirected to Post Offices, missed entirely, or placed under the responsibility of building managers and concierge teams.

That is why secure parcel infrastructure is increasingly being considered alongside more familiar apartment amenities.

Australia Post Parcel Lockers offer one way to address the issue. When a parcel arrives, residents receive a notification through the AusPost app or SMS, then collect it using a QR code or one-time PIN. The parcel is kept secure, accessible and removed from common areas.

The broader Parcel Locker network now includes more than 1,500 locations across Australia, positioned at Post Offices, shopping centres, supermarkets, transport hubs and other accessible locations.

For new apartment projects, the relevance is clear. A building’s amenity offering is no longer only about lifestyle spaces, but also about convenience, security and functionality.

As buyer expectations evolve, secure parcel delivery is becoming part of the same design conversation as flexible working, sustainable transport and resident wellbeing.

It is one less thing for residents to worry about, and another example of apartment design adapting to the way Australians now live.

While school holidays and trips to Europe tend to define the winter property market, there's been no cold snap at <a href="https://www.apartments.com.au/new-apartments/the-walden-north-sydney-177-walker-street-north-sydney-nsw-2060">The Walden</a> in North Sydney.

Developer-builder&nbsp;<a href="https://www.apartments.com.au/developers/aland">ALAND</a> sold more than $35 million worth of apartments throughout June, including a $6.8 million apartment that now ranks among the highest apartment sales ever recorded in North Sydney.

SRM Residential agent Ben Stewart said buyer demand throughout June reflected a mix of improving market confidence and longer-term thinking from owner-occupiers.

"We're seeing strong demand from owner-occupiers who are taking a longer-term view," Stewart said.

"Many recognise the opportunity to secure an apartment in an iconic building and premium location while values remain attractive. They may initially lease the property, but the intention is to eventually move in themselves, rather than purchasing purely as an investment."

Located at 177 Walker Street, The Walden will deliver 161 one, two, three and four-bedroom residences across a 30-storey tower designed by Rothelowman. The long-awaited redevelopment of the former Eastlakes Shopping Centre site has reached a major milestone, with Conquest's plans for a new mixed-use precinct officially placed on public exhibition.

The State Significant Development Application would transform the 1.7-hectare site at <a href="https://www.apartments.com.au/new-apartments/19a-evans-avenue-eastlakes-nsw-2018">19A Evans Avenue</a> into one of Sydney's largest urban renewal projects, delivering 736 apartments above a new shopping centre anchored by Woolworths, alongside specialty retail, dining, commercial space and new public open spaces.

The public exhibition marks the next chapter for the project after <a href="https://www.apartments.com.au/developers/conquest">Conquest</a> acquired the stalled Stage Two development from Crown Group, who completed the first stage across the road prior to their voluntary liquidation.

Designed by DKO Architecture, the proposal comprises four residential buildings ranging from 14 to 18 storeys above a two-level retail podium. The development would deliver 736 apartments, including 74 affordable homes, 215 Build-to-Rent apartments and 521 market residences. Provision has also been made for dual-key apartments, which could increase the total number of dwellings to 877.

At ground level, the shopping centre has been designed as the suburb's new meeting place, anchored by a full-line Woolworths and complemented by a curated mix of fresh food retailers, cafés, restaurants, health services and everyday convenience shopping. Generous pedestrian links and landscaped public spaces will connect the retail precinct through to Jack Mundey Reserve, creating a more walkable and connected neighbourhood.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.

DKO said the design had been shaped by the site's landscape setting and surrounding open space.

"Our vision for the site embraces its unique Bidjigal identity by blending the residential living with generous landscaping and a material palette inspired by the Bidjigal locality, and celebrating the panoramic views to Botany Bay and the wetlands reserves."

"Taking cues from Country, we seek to harmonise built form with the landscape and lightly touch the earth. By reconnecting, retaining and regenerating existing ecology, and weaving in natural elements, we can deepen our connection to Country."

The landscape strategy extends across the podium and rooftops, incorporating communal gardens, children's play areas, lawns, community gardens, family gathering spaces and extensive tree planting. New landscaped links will also strengthen the connection between the precinct and Jack Mundey Reserve, while publicly accessible open spaces have been integrated throughout the development.

The proposal builds on Conquest's broader placemaking strategy for the site. Through an ongoing partnership, local artist Joe Rashbrook has been appointed Urban Art Curator, working alongside young residents to transform the project's site hoardings into a public art gallery that allows the community to engage with the redevelopment before construction is complete.

Conquest has rapidly expanded its development pipeline since acquiring the Eastlakes site, with more than $6 billion worth of mixed-use projects now in planning across Sydney, including Stanmore, Castlecrag and Waterloo.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.
