When politicians talk about tax and fairness, it’s easy for them to point out undeserved loopholes benefiting the wealthy, or multinational companies. But the elephant in the room is the difference between those who own and those who rent (or have recently bought and have huge mortgages) the house they live in.
The tax advantages of housing offend against justice on every count: they place financial stresses on the poor, they are unequal, and the increase in price is not deserved.
Owner-occupied houses are exempt from income and capital gains tax, and from social welfare means tests. Negative gearing gives investment properties a tax advantage, which is exacerbated by discounts on rates of capital gains tax. Rent assistance given to those on social security (currently a maximum of A$130 per week) is not sufficient to compensate for the difference.
The high price of housing is created by tax inequalities and by supply and demand imbalances created by government failure. At the same time, the government has encouraged banks to borrow hundreds of billions offshore to fund greater mortgage debt – pushing prices higher. Foreign depositors are faced with a low 10% withholding tax (reduced from 15%), and have not been subject to adequate money laundering controls.
And there is not much social benefit in higher house prices to counteract the costs to non-homeowners. Higher prices have not led to a significant increase in supply over time; people do not spend the increase, nor use it much to fund their retirement.
<h2>Defining ‘justice’</h2>
The word justice is used so widely, it needs some definition. While “fairness” is applied more widely, justice can be used to incorporate four sometimes conflicting objectives. Justice seeks, as much as possible to:
<ul>
<li>Contribute to economic equality</li>
<li>Give each person their just deserts</li>
<li>Meet people’s essential needs</li>
<li>Allow for personal liberty by not interfering in people’s lives.</li>
</ul>
Such a model of justice can be used to evaluate tax systems.
For those concerned that justice comes at a cost to efficiency and economic growth – there is considerable evidence to show that the relationship, where it exists, is positive. Giving people their just deserts provides the material incentives so beloved of economists. Evidence from a broad group of countries shows little overall relationship between income inequality and rates of growth and investment. Fairer taxes lead to greater compliance with tax laws. Research has found a significant increase in Australian tax morale between 1981 and 1995, which was explained by reforms that people saw as making the system more just.
<h2>Clouded by politics</h2>
Amid the ongoing debate about tax reform during the last year, many had hoped for some meaningful changes in the coming federal budget.
Instead, the current debate on the tax system, and more recently negative gearing, is concerned with perceptions of political acceptability.
This was also typified by the dismissal of any change to the taxation of housing in the Re:think tax discussion paper:
“Given the central importance of the home for Australian families, there is a strong consensus that it would not be appropriate to tax either the imputed rent on owner-occupied housing or capital gains derived from it.”
“Strong consensus”, whatever that means, is not a good reason if it involves injustice. The argument works the other way: given the central importance of the home, and its place in income and assets, it is essential for housing to be included in our tax and welfare systems. Let’s be the land of the fair go, even if we have to give up some personal advantages.
<h2>Reform options</h2>
Addressing the issue is complicated politically in that around 70% of voters own their houses, and a significant minority have borrowed heavily to get into the market in recent times. If prices drop, they will suffer through no fault of their own, as would the banking industry. With more than two million shareholders, banks are also strong politically.
The Henry tax review did, however, recommend a transition from stamp duties to a land tax, a significant increase in rental assistance and the removal (albeit with a high threshold) of the exemption of owner occupied homes from the means test for pensions.
The greater efficiency, and justice, of land taxes means that they have fairly widespread support from informed commentators. Taxes on property currently raise A$29 billion annually for the states and another A$14 billion for local governments in Australia. If land accounts for 50% of the value of residential housing, the additional revenue would be of the order of A$75 billion. Another A$40 billion might be possible if commercial land was also be included.
Removing capital gains discounts and taxing imputed rents should also be considered. <a href="https://www.tandfonline.com/doi/abs/10.1080/10511482.1994.9521152?journalCode=rhpd20#.VyAWCmR96X0">Research released in 1994</a> found the latter would be both efficient and more equitable in Australia. The advantage of this is that such a system allows for the tax deductibility of mortgage repayments, so would provide compensation for the minority that had recently bought into the housing market. A higher withholding tax on international deposits would also reduce the availability of funds to push up assets, and encourage local businesses by removing some of the artificial support for the currency.
Housing accounts for more than 60% of the value of total assets held by Australians. Translated into imputed rent it amounts to about A$150 billion annually, or 20% of the gross personal income of those who own their homes. If taxed at marginal rates of tax, imputed rents would add about a third to current personal tax of A$190 billion annually.

The way Australia taxes housing is manifestly unfair

The latest renovation series House Rules debuted last night with a 718,000 metro audience, finishing the night in 10th most watch show.
The new season of House Rules has a lot of heart, says host Johanna Griggs.
The fourth series of the reality renovation show features five sets of parents hoping to secure a better future for their children to wipe their mortgage. 
Each week, the six teams must renovate the interiors of each other's homes.
The home owners aren't allowed to work on their own properties, and instead must leave their set of house design rules for their competitors to carry out.
With little to no previous renovation or interior design experience, the House Rules teams have a steep learning curve, she said. 
House Rules on Channel 7 continues tonight with first up the renovation of the house of Fil and Joe from Melbourne, with their five design rules below.
The finale of Nine’s controversial dating show Married at First Sight was watched by 1.048 million metro viewers, airing from 7:30pm to 9:30pm, up on its season launch which drew 771,000 metro viewers, but down on last year’s finale, which attracted 1.290m metro viewers.
The season-ender is the only episode during season two which broke the 1m audience mark, mumbrella reported.

House Rules returns with renovation of Fil and Joe house in Melbourne

Billionaire developer Harry Triguboff says Sydney apartment price growth was flattening.
And the Meriton boss expects some rival developments will stall as the heat came out of the market.
But Meriton, which last week started work on a 200-unit and a 400- unit project in Sydney’s Mascot and 500 units at nearby Rosebery, was still going strong.
“We are going flat out,” Mr Triguboff told The Australian.
However, he warned against the tightening of lending to apartment investors and offshore buyers, with news yesterday of Westpac following rivals ANZ and CBA in restricting lending for foreign buyers.
Westpac will decline all mortgage applications from non-residents, temporary visa holders living overseas and those with foreign self-employed income.
Mr Triguboff warned the banks could create a self-fulfilling prophesy of falling apartment prices by lending less at settlement than indicated when contracts were signed for off-the-plan sales.
In its recent biannual review of financial stability, the RBA noted the dominance of Chinese buyers in Sydney and Melbourne and the risks posed if China’s economy stalled or Beijing clamped down on outbound capital flows.
Melbourne apartments would have a tougher time, Mr Triguboff tipped as prices — and therefore development margins — were lower than in Sydney.
Demand for apartments in Sydney remained strong although price growth was flat, The Australian reported Triguboff saying.

Australian CPI numbers surprised significantly to the downside. The RBA’s preferred measures of underlying inflation both fell well short of market expectation and are tracking well below the RBA’s last set of forecasts. 
These core measures of inflation have also declined to be convincingly below the bottom edge of the RBA’s 2-3 percent target band. The average of these underlying measures was 1.55% y-o-y.
This puts the RBA in a tricky spot. Most of the demand indicators have held up recently, with the unemployment rate falling and business conditions improving.
Normally a lift in the activity generates a solid rate of inflation. However, although growth has been solid, it has not been strong enough to keep inflation on target.
Low inflation partly reflects that the end of the mining investment boom has brought an extended period of below-trend growth, which has weighed on wages and price pressures in the economy. Global inflation has also been very low. More recently, low global inflation and rates have seen the AUD climb, which is set to weigh further on the outlook for inflation and could also weigh on growth.
All of this adds up to suggesting that the RBA will need to cut its cash rate further. It now also seems likely that a 25bp cut may not be enough.
The RBA also faces a tricky timing issue. The government is due to hand down the federal budget on 3 May, which is the same day as the RBA meets next week and a federal election looks likely on 2 July. The RBA typically looks to stay out of the political process, so cutting rates around these events is less than ideal.
Weighing all of this up, there is no denying that inflation is too low, which means that the cash rate almost certainly needs to be cut. The usual rule of thumb is the sooner the better. We retain our view that the RBA is likely to cut by 25bp in Q2. We now expect that a cut in May is likely, despite the budget. We now also expect a follow-up 25bp cut in Q3 and for the cash rate to remain at 1.50% over the forecast horizon.

Q1 CPI was very weak
Today’s CPI numbers showed that inflation was weak across the board. The headline CPI print showed a fall of -0.2% q-o-q, which was the first decline in seven years (Chart 1). The y-o-y rate of headline CPI inflation has now been below the RBA’s 2-3% target band for six quarters, which is the longest period of below-target headline inflation since 1999. The fall in the headline CPI rate reflected weakness in imported prices, but also, and more worryingly, a fall in domestic inflationary pressures (Chart 2).
Of course, the RBA focuses on its preferred underlying measures of inflation – the trimmed mean and weighted median – which strip out the volatile items. Here the news is even less promising. The average of the two preferred underlying measures fell to its lowest rate in the history of Australia’s inflation-targeting regime (since mid-1993) (Chart 3). The average of the two underlying measures was running at 0.15% q-o-q in Q1. In y-o-y terms, underlying inflation is well below the RBA’s 2-3% target band and also at its lowest level on record (Chart 4).
The challenge is that this has occurred at the same time that domestic demand indicators have been lifting. Surveyed business conditions also remained at high levels in Q1 and the unemployment rate has continued to edge lower. As we have pointed out recently though, the improvement in the labour market has not yet been enough to lift wages growth (see Downunder Digest: Looking for signs of rising wages, 15 April 2016). At the same time, the rising AUD is likely to weigh on growth and inflation (see Downunder Digest: Services exports and the AUD, 30 March 2016).

The timing is tricky, given the budget and election
 
With the Prime Minister, Malcolm Turnbull, having pulled the budget forward by a week to 3 May in order to facilitate calling an early election on 2 July, the budget is now due to be handed down on the same day as the RBA board meeting. This is less than ideal for the RBA, if it is looking to cut rates on that day. Typically, the RBA would like to stay apolitical and the Governor, Glenn Stevens, has also spoken on a number of occasions about monetary policy reaching its limits and other arms of policy (fiscal policy) needing to be more supportive of growth. Ideally, we would be hoping this allows the government to announce its policies without a cash rate cut also being part of the message. The RBA may also be reluctant to cut in the lead-up to an election (likely on 2 July) as it typically seeks to remain apolitical.
 
However, if the RBA deems that rates will need to be lowered at some point, the typical rule of thumb is: the sooner the better. Governor Stevens also has a track record of setting policy independent of the political cycle, having lifted the cash rate only a few weeks before the 2007 election. With this in mind, if the RBA does consider that the CPI print warrants it cutting further, as we think is likely, getting it done in May seems a little easier than waiting until June, given that it can more easily point to the lower-than-expected CPI as the trigger.

Tricky, but expect RBA rate cut next week: HSBC's Paul Bloxham

Today’s extraordinarily low annual headline and underlying inflation rates reflect not only lower petrol prices but widespread price discounting by retailers. Six of the eleven CPI categories had price falls in the quarter.
The QI CPI fell by 0.2 percent, sharply lower than the market expectation which centred on a rise of 0.2 percent (CBA (f) 0.3%). The AUD fell about US1 cent and interest rate futures are now pricing in a 55 percent chance of an RBA rate cut next Tuesday. While the headline inflation rate in annual terms is low, at 1.3 percent, it is the underlying inflation rate which is the big issue. It is running at 1.5 percent, the lowest rate on record. 
The 10% fall in petrol prices was largely expected. But the big expenditure categories also surprised with low results. Food prices (fruit, dairy, cakes and cereals) fell by 0.2% in the March quarter to be unchanged over the past year. It most probably reflects the competitive pressures between the big supermarkets and the new entrants. Housing costs, the largest expenditure category, rose by only 0.3 percent to be just 1.7 percent higher over the year. Even the highly regulated sectors, health and education, had relatively low QI rises (for them) of 1.9 percent and 3.1 percent.

The lower AUD over the past year has not, so far, produced the usual higher imported consumer goods and services prices. Tradables inflation fell by 1.4 percent in QI, reflecting the falls in petrol, furnishings, clothing, audio-visual equipment and international holiday travel. 
We are reviewing our RBA rate call in light of the lower than expected inflation trends. Clearly the chances of a rate cut next week have moved a lot higher. But today’s numbers may still not “demand” a rate cut. 
The RBA has tolerated below target inflation on a number of occasions. It is after all how the inflation targeting regime is supposed to work. The last time we saw inflation rates around the current figures was in 1997-98. Back then there were 6 out of 7 quarters where underlying inflation was below target. For most of that period the RBA left the cash rate at 5 percent.
There was a one-off 25bpt cut at the very end of 1998 (after 6 quarters of below target inflation). That cut was justified more on a deteriorating global outlook rather than low inflation. When thinking about what today’s CPI outcome will mean for RBA forecasts it is worth remembering that the Q4 GDP numbers were noticeably stronger than the RBA was expecting (2.5 percent expected versus 3 percent actual). Higher GDP and a lower unemployment rate, now 5.7 percent, mean the “if needed” components for a rate cut are not quite as pressing. With the release of today’s Australian CPI our replica of the RBA’s model suggests the Australian real TWI is less overvalued than previously estimated. In fact, the Australian real TWI is just inside the fair value band (+/- one standard deviation).

The detail 
As anticipated, the volatile items had a major impact on the much lower than expected headline CPI outcome of a 0.2 percent fall. The QI CPI (excluding volatile items) rose by 0.2 percent (to be up 1.7 percent on a year ago). In other words, the volatile items sliced 0.4 percent from the headline QI CPI. 
Leading the volatiles deflationary impact were petrol prices which dived by 10 percent over QI, to be 6.4 percent lower over the year. The QI petrol prices drop sliced 0.31ppts from the QI CPI outcome. The other key volatile item, namely fruit and vegetable prices sliced 0.11pts from the headline QI CPI. The key driver was an 11.1percent drop in fruit prices (down 6.9 percent pa) which made a 0.13ppt negative contribution to headline inflation. This impact was partially offset by a 1.5 percent rise in vegetable prices in QI (but which were down 4.3 percent in annual terms). 
These volatile items account for most of the gap between underlying and headline inflation forecasts. 
Price falls 
Six of the eleven components of the headline CPI registered price falls in QI. As mentioned above and as expected, the sharp decline in automotive fuel prices was the most prominent factor deflating the quarterly headline CPI result. 
Other CPI items weighing down on the headline outcome were clothing and footwear prices which dropped by 2.6 percent in QI and made a negative 0.1ppt contribution. The main contributor to the decline in this component was accessories prices which declined by 4.3 percent in QI. 
The other CPI categories posting falls in QI were the recreation and culture group, (-1.0 percent), the communications group (-1.5 percent), and furnishings household equipment and services (-0.4 percent). The main contributors to the fall in the recreation and culture group prices were international holiday travel and accommodation (-2.0 percent) and domestic holiday travel and accommodation (-1.9 percent). 
Elsewhere, a 1.7 percent drop in telecommunications equipment and services was the key driver of the 1.5 percent fall in communications group prices. Meanwhile, a 4.1 percent fall in household textiles prices and a 1.6 percent decline in furniture prices contributed to the 0.4 percent decrease in furnishings and household equipment and services prices. 
Price rises 
The largest offsetting price rises in QI were secondary education (+4.6percent), medical and hospital services (+1.6percent) and pharmaceutical products prices (+ 4.8percent). These outcomes are largely due to seasonal factors but were smaller than usual. Overall, these health and education groups contributed 0.2ppts to the QI CPI. 
Also contributing in a positive way to the quarterly headline CPI outcome were increases in household fuels (+3.0percent) and new dwelling purchasing by owner occupiers (+0.2percent) suggesting housing activity may well be cooling but it certainly isn’t crashing.

Imported or “tradables” inflation 
Tradables prices fell by 1.4percent in QI and were up by a modest 0.6percent over the year to March. The quarterly fall in tradables prices was due to a combination of the higher AUD in QI, falling fuel prices, and falling international holiday travel and accommodation prices. Tradable prices make up 40percent of the CPI basket and are a reflection of imported prices. 
Domestic or “non-tradables” inflation 
Domestic inflation or non-tradables inflation rose by a modest 0.4percent over QI and lifted by a tame 1.7percent on a year ago. This category accounts for around 60percent of the total CPI basket. The most significant contributors to the QI rise in non-tradables inflation were increases in gas and other household fuels and beer prices. Also, the non tradables services of secondary education and medical and hospital services prices helped the quarterly rise in this component. The key offsetting declines in 
non tradables inflation were electricity prices and domestic holiday and accommodation and telecommunication equipment prices. 
Plenty of spare capacity in the economy and softer wages growth has helped cap non-tradables inflation in recent quarters. 
States 
It is very unusual to see uniformly low inflation across all the capital cities. Prices rose in Canberra by 0.2percent in QI, were flat in Brisbane and fell in the other capitals. 
The price falls were in Sydney, -0.2percent, Melbourne -0.1percent, Adelaide -0.3percent, Perth -0.6percent, Hobart -0.2percent and Darwin -0.9percent. Perth and Darwin had the largest QI price falls. 
In annual terms, inflation was running highest in Melbourne and Brisbane at 1.7percent, then 1.3percent in Sydney and Hobart, 1.0percent in Canberra, 0.7percent in Perth and Adelaide, and -0.3percent in Darwin. 
The capital cities with the weakest retail activity, like Perth, Adelaide and Darwin have the weakest inflation outcomes, indicating the widespread retail discounting pressure. But there are other issues underway. Perth’s residential rents have fallen 4.4percent over the past year. 
Wages trends and inflation 
Wages trends provide a major input to structural inflation in the Australian economy. The trend around private sector wages over the past few years is towards consistently lower than expected outcomes. There are also clear compressions in wages outcomes across industry sectors and regions which are relatively new phenomenon and have been a feature of the post-mining investment and construction boom landscape. 
Annual private sector wages growth was running at a paltry 2percent in the year to December 2015, the weakest growth rate since the series began in 1997, and well below the 3percent to 4percent annual growth that has been the norm from the late 1990s until after the mining boom started to dissipate. Ongoing spare capacity in the labour market and job security anxieties are likely to continue to cap wages growth by workers limiting wage claims. 
Nationally, QIV wages growth continued to track lower in a range of industries and all industries have experienced wages growth well below their decade averages. On an industry basis across all sectors (i.e. public and private) the strongest annual wages growth was posted in financial and insurance services at 2.8percentpa, and weakest in mining at 1.5percentpa. 
The industry sector wages outcomes show that about 80 percent of industries are paying less than 2.5percent wage increases and the remaining 20percent are between 2.5percent and 3.0percent. The regional trends are also similar, with a trend towards State wage growth below 2.5percent. WA, the State with the highest wages growth for the decade up to 2013, now has growth of just 2percent. The end of the mining boom is having similar effects on wages trends in Queensland and NT. 
The sectors with the strongest jobs growth over the past few years are health, accommodation, cafes and retail. They also tend to be ones where part-time employment is significantly higher than in other sectors. The sectors with mainly full-time employment, like mining, utilities and construction, are losing jobs. So the pressures in the labour market that favour more part-time employment are producing a period of distinctly lower wages outcomes. 
A key reason behind ongoing tepid wages growth recently could be that a much more flexible labour market in recent years has enabled companies’ greater capacity to cap wages growth in a lacklustre labour market. In a period of labour market slack employees tend to be more satisfied to accept lower wages growth in return for more job security. 
The resultant ongoing tame wages growth seems to have contributed to more jobs growth than normally would have been the case. Indeed, the latest employment data showed annual jobs growth of 2.0percentpa. (I.e. +235.3k or an average +19.6k a month) in March. The unemployment rate stood at 5.7percent in March.
Ongoing soft wages growth and labour costs have helped wind back non-tradables (or domestic) inflation in recent quarters. This is especially the case for services inflation (with its very high labour component). Thus modest wages growth is a very handy tool in maintaining the current low inflation environment. 
Inflation expectations 
Central banks and policy makers care about inflation rates and where they may be headed. But they also care about the inflation expectations held by businesses and consumers. These expectations influence how economic agents act, with a flow on to economic activity. And these expectations influence the support or restraint that a given level of interest rates provides. 
The extended period of weak inflation in many countries has seen inflation expectations move lower. Some central banks have become concerned about the impact of low expectations. And certainly some recent policy easings in Europe, Japan and New Zealand reflect these concerns. Even in the US, where interest rates have been nudged higher, Fed Chair Yellen has recently expressed concerns about low inflation expectations. They are yet another reason for a caution approach to rate changes by the Fed.

The RBA monitors inflation expectations. But they are of less concern than for other central banks. They are rarely mentioned in post RBA meeting Statements. And comments are generally limited to a summary paragraph in the quarterly Statement on Monetary Policy (SMP). 
More importantly, inflation expectations in Australia are low but look well anchored. They have not been influenced by low headline inflation rates and the general lack of business pricing power. 
Policy makers are actually probably quite happy with aspects of the inflation expectations story. The decline in house price expectations as views on the housing market have softened will be seen as a desirable outcome. Especially given the concerns evident about rapid price growth and elevated expectations in 2015. Low inflation raises the chances of an RBA rate cut next week: CBA's Michael Workman

<a name="x_OLE_LINK9" target="_blank" href=""></a>Inflation is pretty much non-existent. In fact in the March quarter the Australian economy essentially went through a period of deflation.
The economic environment in Australia is still far different from other parts of the globe, but when it comes to inflation central banks across that globe are facing the same concerns. The euro zone continues to worry about the deflationary threat from sluggish growth and sliding oil prices, while inflation remains below the Fed’s target rate in the US. And here in Australia inflation is holding below the Reserve Bank’s target 2-3 percent.
It is pretty clear that inflation is not a threat to the domestic economy, meaning that the Reserve Bank can comfortably keep interest rates at exceptionally low levels over the medium term. Domestic inflationary pressures remain well contained and given the slow growth in wages it is unlikely to result in a change to the domestic inflation landscape.
The headline inflation measure fell by 0.2 percent in the March quarter, and even more importantly some of the underlying measures were decidedly soft. The annual growth rates remain below the low end of the Reserve Bank’s 2-3 percent target band. The average of the three key underlying inflation measures lifted by 0.2 per cent in the quarter to be up 1.6 per cent over the year.
Looking across the contributors to inflation, the seasonal increases in education fees and medical services were amongst the key factors driving inflation higher. While the fuel price recorded a 10 per cent decline in the March quarter. Whichever way you cut it, inflation is not a threat to the economy. Interestingly the stronger Aussie dollar over the March quarter, seems to have had a significant impact on curtailing imported inflation. The tradeable component of the CPI result fell by 1.4 per cent in the March quarter.
While we don’t think there is a screaming need for interest rates to be cut on economic activity grounds, the low inflation result opens the door for the Reserve Bank to cut rates if they deem it is necessary. The question is whether the Reserve Bank believes that cutting interest rates will actually provide a boost to the economy given that interest rates are already at generational lows.
Interestingly if the Reserve Bank did not cut rates next week, the market could take that as a sign that it would take a drastic downturn in the domestic economy to cut rates and as such it would provide more impetus for the Australian dollar – an undesirable result. The bottom line is that underlying inflation is undershooting the 2-3 per cent target band and that suggests little risk in cutting rates a little further. CommSec believes there is a strong chance the Reserve Bank will cut the cash rate to a historical low of 1.75 per cent in May.

What do the figures show?
CPI
The All Groups Consumer Price Index (CPI) fell by 0.2 per cent in the March quarter, well below expectations. In seasonally adjusted terms the CPI fell by 0.1 per cent. The annual rate of inflation fell from 1.7 per cent to 1.3 per cent.
Underlying measures of inflation were lower than forecasts in the March quarter. The trimmed mean rose by 0.2 per cent in the March quarter (1.7 per cent annual); the weighted median rose by 0.1 per cent (1.4 per cent annual) and the CPI less volatile items rose by 0.2 per cent (0.6 per cent annual). Overall, underlying inflation rose by 0.2 per cent in the quarter and by 1.6 per cent over the year (equal lowest growth in 33 years of records).
The Bureau of Statistics noted: “The most significant price falls this quarter are automotive fuel (-10.0%), fruit (-11.1%) and international holiday travel and accommodation (-2.0%). The most significant offsetting price rises this quarter are secondary education (+4.6%), medical and hospital services (+1.6%) and pharmaceutical products (+4.8%).”
Prices of tradables fell by 1.4 per cent in the March quarter, driven by lower prices for automotive fuel. The most significant offsetting rise in the tradable goods component was for pharmaceutical products. The tradables component rose by 0.8 per cent over the year to March.
Prices of non-tradables rose by 0.4 per cent in the March quarter. Price increases were recorded for secondary education, gas and other household fuels, and beer. The most significant offsetting fall was for electricity and domestic holiday travel and accommodation. Non-tradables prices rose by 1.7 per cent in the year to March. Tradable goods are those items whose prices are largely determined on the world market. Non-tradable prices are more affected by domestic economic conditions.
Why is the data important?
The Consumer Price Index (CPI) is regarded as Australia’s premier measure of inflation. The CPI is published quarterly and measures price changes for a ‘basket’ of goods and services that dominate expenditure of metropolitan households. The “All Groups” index is the main focus, but other inflation measures are also published such as so-called ‘underlying’ measures. These include measures that abstract from price changes in volatile price items such as fresh food and petrol.
The Reserve Bank aims to keep the headline inflation rate between 2-3 per cent over an economic cycle. If inflation is high and expected to rise, the Reserve Bank may elect to raise interest rates in order to constrain price pressures. Conversely, if inflation is low and expected to remain low, the Reserve Bank may elect to cut interest rates if it believes the growth pace of the economy is in need of strengthening.
What are the implications?
At present the national economy is tracking ok. Economic growth is healthy and more encouragingly unemployment is at a 2½-year low. However the concern for policymakers is that the deflationary environment becomes more firmly entrenched in coming quarters. A sustained super low inflation landscape will lead to low inflationary expectations over time and in turn a shift in asset allocation.
It seems there is a broader thematic playing out. The technology disruption and the ability to be able to buy goods whenever and wherever you want is adding to the already challenging environment for domestic businesses. Essentially making it hard to lift prices. The key for business in a low inflation environment is to lift productivity. 
CommSec believes there is a credible risk that the Reserve Bank cuts interest rates to 1.75 per cent next week.
The focus now shifts to the Federal Reserve (FOMC) meeting and rates decision (due out tomorrow morning) and the likely impact on the Australian dollar – particularly given the Fed has been more cautious in recent rhetoric d on the outlook for interest rate hikes.

Westpac has decided to stop lending to offshore customers who are not citizens or residents of Australia with an eligible visa.
“It continues to be Westpac's priority to support Australian citizens and permanent residents (including applicable visa classes) living outside of Australia on their journey to own a home or investment property in Australia,” the bank said.
Effective immediately, changes to applicants earning foreign income policy will also occur.
For non-residents, no lending is permitted even if the applicant income is not relied on to meet serviceability, a letter to brokers obtained by Mortgage Business advised.
Local applications that include foreign income will be given a lower loan-to-value ratio of 70 per cent, down from 80 per cent.

Westpac tightens residential lending to foreign buyers

The heritage-listed Terminus Hotel on the corner of Harris and John Streets, Pyrmont, has been sold by Auswin TWT for around $5 million.
The purchaser identity remains confidential. Justin Hemmes inspected but it seems decided, notwithstanding its exterior, it would not to be an addition to his ‘Ivy’ stable.
Zoned B4 Mixed Use, the hotel provides an opportunity for multiple bars, dining and accommodation options.
It was sold by Andrew Jolliffe of Ray White Hotels Australia and Steven Tsang and James Aroney of JLL Sales and Investments NSW.
Mr Jolliffe said the successful purchaser identified with the significant character of the property, and is understood to be considering a number of uses, including the reactivation of the licensed premises.
Mr Tsang said more than 60 private inspections were conducted with hoteliers, developers, owner-occupiers and community groups.
It was long owned the Wakil family.
Auswin TWT will still retain the 2,300 square metre carpark on the south-western side of the hotel where it plans to develop luxury terraces. Auswin TWT is also awaiting approval of a DA for a prestigious mixed-use development at nearby 495 Harris Street Ultimo which will contain 210 apartments and ground floor retail/commercial space. 
The <a href="https://www.propertyobserver.com.au/https://digitalcollections.anu.edu.au/handle/1885/9134" target="_blank">Terminus Hotel </a>is two storeys and sits on a 493 square metre site with a gross floor area of 543 square metres. 
Built in the early 1900’s Federation Style, the hotel was originally called <a href="https://www.lostcollective.com/gallery/1603-terminus-hotel/" target="_blank">The Cooper’s Arms Inn</a> but took its current name in 1911 in reference to the tram service which terminated on Jones Street.
The hotel retains many original features including the red brick façade and the distinct parapet skyline detailing. Despite remaining uninhabited for the past three decades, the interiors maintain the charm of a bygone era with their metal ceilings and ornate floor and wall tiling.

Pyrmont's heritage-listed Terminus Hotel sold

The Bondi hoarder’s house has returned to the market once again with the potential to sell for more than $2 million.
More than 14 months after Mary Bobolas and her daughters Elena and Liana came up with the $180,000 to pay Waverly Council’s cleaning and legal bills, the home is once again being forcibly sold.
A statement from Waverley Council said the family now owes $160,000.
The sad case of <a href="https://www.realestate.com.au/property-house-nsw-bondi-118903099" target="_blank">19 Boonara Ave</a> sees the NSW Sheriff’s Office commissioning Raine &amp; Horne Double Bay agent Ric Serrao to sell the property so that clean-up costs can be recovered on behalf of the council.
The 550 sqm property offers proximity to the beach, cafes, restaurants, shops and public transport.
No inspections of the home are scheduled.
When it was listed in 2015, around 63 contracts were issued, but the Bobolas family managed to come up with the money just hours before last year’s auction.
The property is listed for a May 19 auction.

Bondi hoarders home back for sale

According to the Australian Institute of Petroleum, the national average Australian price of unleaded petrol fell 3 cents per litre to 113.9 cents per litre in the week to April 24.
The national average wholesale (terminal gate) unleaded petrol price stands at 102.4 cents per litre, down 1.5 cents per litre on a week ago and still up 6.7 cents a litre on the lows set in mid-February.
The petrol figures have implications for retailers, especially petrol marketing groups.
What does it all mean?
The latest data on petrol prices confirms that - contrary to popular belief and media reports – pump prices do not tend to rise ahead of a long weekend. Motorists enjoyed the cheapest petrol ahead of ANZAC Day in 11 years, with the national average price falling by 3 cents a litre.
As always, competitive factors, the discounting cycles and variable lags between wholesale and retail prices determine how capital cities and regional centres fare. But at present the key driver of pump prices is the variations in the discounting cycle across the capital cities. In Sydney, prices have been falling for 18 days and in
Melbourne prices have been falling for almost four weeks, with petrol at around $1.08 a litre in both capital cities.
Brisbane prices have been falling for a fortnight and are closer to $1.14 a litre. Adelaide prices spiked a week ago and have started to drift lower. Adelaide motorists would benefit by holding off from filling up the family vehicle.
Not only have global oil prices eased in the past week but the Aussie dollar has held up relatively well – ensuring that any saving in regional oil prices should get passed through to the bowser within the next fortnight.
In the short term, oil production disruptions in Kuwait and speculation of a further lift in potential supply by major oil producers will keep oil markets volatile. CBA commodity analysts expect oil to potentially drift to US$30-35 a barrel in the near term.
Importantly cheap fuel continues to keep inflation contained and the Reserve Bank will keep an implicit easing bias in play over the next six months.

The metropolitan petrol price fell by 4.9 cents to 113.6 cents per litre while the regional price rose by 0.9 cents to 114.5 cents per litre.
The national average Australian price of diesel petrol fell by 0.2 cents to 111.8 cents per litre in the week to April 24. Last week the metropolitan price fell by 0.3 cents to 110.6 c/l, while the regional average price was down 0.1 cents to 112.8 c/l.
Average unleaded petrol prices across states and territories over the past week were: Sydney (down 9.3 cents to 108.5 c/l), Melbourne (down 6.2 cents to 111.5 c/l), Brisbane (down 7.8 cents to 118.9 c/l), Adelaide (up 6.7 cents to 124.4 c/l), Perth (up 1.2 cents to 111.5 c/l), Darwin (down by 0.3 cents to 115 c/l), Canberra (down 0.7 cents to 115.9 c/l) and Hobart (unchanged at 117.4 c/l).
Today the national average wholesale (terminal gate) unleaded petrol price stands at 102.4 cents per litre, down 1.5 cents per litre on a week ago and still up 6.7 cents a litre on the lows set in mid-February. The terminal gate diesel price stands today at 98.5 cents a litre, up 0.2 cents a litre over the week.
Last week the key Singapore gasoline price rose by US$1.75 or 3.2 per cent to US$56.10 a barrel. However prices eased yesterday to US$55.30 a barrel. In Australian dollar terms the Singapore gasoline price rose by $2.13 a barrel (0.2 per cent) to $72.61 a barrel or 45.7 cents a litre. Yesterday prices eased to $71.73 a barrel or 45.1 cents a litre.

What are the implications for interest rates and investors?
Lower oil prices may add further downward pressure on energy stocks and increase volatility across sharemarkets. However cheap fuel is a positive for a number of sectors including transport and logistics.
Filling up the car with petrol is the single biggest weekly purchase for most families. So the savings being reaped at the petrol bowser are serving to boost discretionary spending in areas such as cafes, restaurants and takeaway outlets.

Cheapest ANZAC Day petrol in 11 years: CommSec's Savanth Sebastian

A who's who of Australian surfing, business and entertainment has emerged on title records following the completion of Esprit Rainbow Bay, the latest boutique beachfront apartment development by former professional surfer Paul Gedoun's S&amp;S Projects.

The completed project has attracted an enviable collection of owners, many with long-standing ties to the southern Gold Coast and the surf culture that has helped define Rainbow Bay and neighbouring Kirra for generations.

Given Gedoun's own background in surfing, it perhaps comes as little surprise that some of Australia's most recognisable surfers have chosen to buy into the development overlooking one of the country's most celebrated stretches of coastline.

Pezet Matheson directors Jayde Pezet and Todd Matheson launched the project in late 2021, and have managed the sales campaign all the way through to its sell-out and recent completion.

Former world champion Mick Fanning, who grew up in Coolangatta, secured an apartment in 2023. He paid&nbsp;$2.07 million. Last year he sold his Bilinga home for over $16 million.

Three-time world champion Joel Parkinson also purchased in the development, alongside big wave surfer Mark Mathews. Mathews bought the most expensive apartment in the building, spending just over $4 million.

Joining them is Rip Curl founder Doug Warbrick, whose company helped shape Australia's global surfing industry over the past five decades.

The appeal of Rainbow Bay has extended well beyond the surfing community.

International DJ Paul Fisher purchased an apartment through his investment vehicle, YLB Developments, an abbreviation of his trademark phrase "You Little Beauty".

The purchase comes as Fisher and his wife Chloe are developing their own luxury apartment project further north in Palm Beach. Their boutique beachfront development, Pescado, comprises just seven apartments on Jefferson Lane, which start from just shy of $6 million. The couple intend to retain the two-level penthouse as their Australian base between international touring commitments.

Melbourne Storm coach Craig Bellamy and his wife Wendy have also invested in Esprit, purchasing two apartments after spending decades holidaying on the southern Gold Coast. They also have a luxury apartment in Joe Adsett's Rockpool, less than 400m away from Esprit.

<h2>Boutique project draws owner-occupiers</h2>

Esprit launched in 2021 and sold strongly, with buyers drawn to its boutique scale, beachfront position and contemporary design.

The completed development comprises 94 apartments across 11 levels, offering expansive floorplans designed primarily for owner-occupiers rather than the investor market.

Crowning the building is Club Esprit, pitched as being the Gold Coast's first residential rooftop wellness centre. The roof features a&nbsp;25 metre magnesium lap pool, which is surrounded by wet daybeds and poolside cabanas,&nbsp;multiple barbecue areas,&nbsp;a yoga and relaxation play lawn, and a private dining room with a kitchen scullery, bar, lounges, and an outdoor terrace.

The wellness centre is&nbsp;fully equipped with a Technogym, ice bath, infra-red sauna, steam room, thermal room, and treatment room. The roof has views spanning&nbsp;Rainbow Bay, Snapper Rocks and the Pacific Ocean.

<h2>S&amp;S Projects continues to shape Rainbow Bay</h2>

S&amp;S Projects founder Paul Gedoun has become one of the key figures behind Rainbow Bay's evolution over the past several years.

After establishing S&amp;S Projects, Gedoun has focused on delivering lifestyle-driven apartment developments designed primarily for owner-occupiers seeking a permanent coastal home.

Esprit is Gedoun's third completed project in Rainbow Bay, following Flow and Awaken, both of which achieved record prices for the suburb.

He is now delivering <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, a 38-apartment development on Boundary Street that is currently selling, and has no plans to leave the precinct anytime soon. S&amp;S Projects has also lodged plans for its fifth Rainbow Bay development, an 88-apartment project on Boundary Street featuring a strong wellness focus.

Who's who of buyers revealed as Esprit Rainbow Bay settles

Nature Based Cities (NBC), the not-for-profit organisation focused on improving biodiversity and nature outcomes in urban development, has launched its latest industry design guidelines and accreditation framework, this time targeting precinct-scale residential communities.

The move extends NBC’s influence beyond its initial focus on medium and high-density residential developments. Several projects have already achieved NBC accreditation since the launch of its Medium &amp; High-Density Residential Guidelines in early 2025.

The expansion into masterplanned communities and new residential precincts reflects the growing need for stronger nature-positive benchmarks as Australia’s outer suburban growth corridors continue to expand at pace.

Paul Hameister OAM, NBC Founder and the Executive Chairman of Melbourne developer Hamton who itself leans heavily into nature and biodiversity in its developments, says the&nbsp;nature-first approach to mitigate the effects of climate change has become standard in other parts of the world such as the UK, but Australia is lagging.&nbsp;Australia’s environmentally sustainable design (ESD) rating tools have no minimum mandatory requirements for living landscapes.

“We’ve always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren’t there,” Hameister says. “In Australia, you can have a five-green-star rated building that’s concrete and glass with not a blade of grass. 
 
“The focus is on reducing emissions, which is laudable, but there hasn’t been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities.”

He says that having now&nbsp;made good progress in supporting developers of medium and high-density residential projects, NBC is now looking to bolster better nature-based decision-making and recognise developers of greenfield projects in the outer ring and large inner-ring brownfield precincts, who want to champion nature and living landscape as a defining feature.

Since 2022, the not-for-profit has sought to remove the roadblocks preventing developers from incorporating nature and living landscapes into their projects, shifting the conversation from the reduction of emissions and grey infrastructure, toward recognising nature as an essential infrastructure.

The New Communities Design Guidelines and Scorecard arm developers with the tools needed to deliver a nature positive outcome for their new communities. Intended to be adopted at the outset of the planning process, the guidelines are designed to help create communities that are cooler, healthier and more resilient while also enhancing social wellbeing and long-term economic value.&nbsp;

New Communities developers seeking accreditation will be independently assessed across a range of key criteria including ecology, tree canopy, biodiversity, and walkability. Once the masterplan is complete and submitted for approval, the scorecard is formalised based on proposed outcomes. Projects that meet the NBC criteria will receive either Commended or Exemplary accreditation outcomes, creating a clear benchmark for nature-positive new communities in Australia.&nbsp;

Janis Fischer, Director at Tract and NBC Advisory Council member, said the development of new communities in our suburbs can have a substantial impact on nature and biodiversity.

"By incorporating nature-based design principles at the inception of a project, developers and their design teams can achieve nature positive outcomes that are good for both people and the planet.’’&nbsp;

NBC accredited New Community projects will gain access to NBC branding and marketing tools to help communicate their nature-based credentials to purchasers and the broader market.&nbsp;

Apartment buildings are increasingly being designed around how people actually live day to day, not just how they want a building to look.

For buyers, that shift is showing up in practical inclusions that respond to changing habits. Work-from-home spaces, EV charging, wellness amenities, secure bike storage and parcel management are becoming part of the broader apartment conversation, reflecting a move toward buildings that reduce friction in everyday life.

Online shopping has become one of the clearest examples of that change.

Australians spent a record $82.6 billion online in 2025, with nearly one in four retail dollars now spent online. That has made parcel delivery a regular part of apartment living, rather than an occasional inconvenience.

For apartment residents, however, the delivery process can be less straightforward than it is for detached homes. Parcels may be left in lobbies, redirected to Post Offices, missed entirely, or placed under the responsibility of building managers and concierge teams.

That is why secure parcel infrastructure is increasingly being considered alongside more familiar apartment amenities.

Australia Post Parcel Lockers offer one way to address the issue. When a parcel arrives, residents receive a notification through the AusPost app or SMS, then collect it using a QR code or one-time PIN. The parcel is kept secure, accessible and removed from common areas.

The broader Parcel Locker network now includes more than 1,500 locations across Australia, positioned at Post Offices, shopping centres, supermarkets, transport hubs and other accessible locations.

For new apartment projects, the relevance is clear. A building’s amenity offering is no longer only about lifestyle spaces, but also about convenience, security and functionality.

As buyer expectations evolve, secure parcel delivery is becoming part of the same design conversation as flexible working, sustainable transport and resident wellbeing.

It is one less thing for residents to worry about, and another example of apartment design adapting to the way Australians now live.

Developer-builder&nbsp;<a href="https://www.apartments.com.au/developers/aland">ALAND</a> sold more than $35 million worth of apartments throughout June, including a $6.8 million apartment that now ranks among the highest apartment sales ever recorded in North Sydney.

SRM Residential agent Ben Stewart said buyer demand throughout June reflected a mix of improving market confidence and longer-term thinking from owner-occupiers.

"We're seeing strong demand from owner-occupiers who are taking a longer-term view," Stewart said.

"Many recognise the opportunity to secure an apartment in an iconic building and premium location while values remain attractive. They may initially lease the property, but the intention is to eventually move in themselves, rather than purchasing purely as an investment."

Located at 177 Walker Street, The Walden will deliver 161 one, two, three and four-bedroom residences across a 30-storey tower designed by Rothelowman. Every apartment occupies a corner position, maximising natural light, cross ventilation and views across Sydney Harbour, the Opera House, Sydney Heads and the northern districts.

Rather than a traditional balcony, the residences feature winter gardens that seamlessly extend the open plan living areas, creating versatile spaces for relaxing or entertaining throughout the year. The project marks ALAND's first major luxury apartment development in Sydney's inner-city market after more than two decades delivering residential communities across Greater Sydney.

Founder and CEO Andrew Hrsto previously said the rarity of the Walker Street site made it an opportunity the company could not overlook.

The Walden has been introduced to the market at a time when demand for living in North Sydney is at an all-time high. Billions of dollars have been invested in infrastructure, including the recently opened Victoria Cross Metro station, located just 300 metres from The Walden, providing residents with direct access to the Sydney CBD in just minutes.

The long-awaited redevelopment of the former Eastlakes Shopping Centre site has reached a major milestone, with Conquest's plans for a new mixed-use precinct officially placed on public exhibition.

The State Significant Development Application would transform the 1.7-hectare site at <a href="https://www.apartments.com.au/new-apartments/19a-evans-avenue-eastlakes-nsw-2018">19A Evans Avenue</a> into one of Sydney's largest urban renewal projects, delivering 736 apartments above a new shopping centre anchored by Woolworths, alongside specialty retail, dining, commercial space and new public open spaces.

The public exhibition marks the next chapter for the project after <a href="https://www.apartments.com.au/developers/conquest">Conquest</a> acquired the stalled Stage Two development from Crown Group, who completed the first stage across the road prior to their voluntary liquidation.

Designed by DKO Architecture, the proposal comprises four residential buildings ranging from 14 to 18 storeys above a two-level retail podium. The development would deliver 736 apartments, including 74 affordable homes, 215 Build-to-Rent apartments and 521 market residences. Provision has also been made for dual-key apartments, which could increase the total number of dwellings to 877.

At ground level, the shopping centre has been designed as the suburb's new meeting place, anchored by a full-line Woolworths and complemented by a curated mix of fresh food retailers, cafés, restaurants, health services and everyday convenience shopping. Generous pedestrian links and landscaped public spaces will connect the retail precinct through to Jack Mundey Reserve, creating a more walkable and connected neighbourhood.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.

DKO said the design had been shaped by the site's landscape setting and surrounding open space.

"Our vision for the site embraces its unique Bidjigal identity by blending the residential living with generous landscaping and a material palette inspired by the Bidjigal locality, and celebrating the panoramic views to Botany Bay and the wetlands reserves."

"Taking cues from Country, we seek to harmonise built form with the landscape and lightly touch the earth. By reconnecting, retaining and regenerating existing ecology, and weaving in natural elements, we can deepen our connection to Country."

The landscape strategy extends across the podium and rooftops, incorporating communal gardens, children's play areas, lawns, community gardens, family gathering spaces and extensive tree planting. New landscaped links will also strengthen the connection between the precinct and Jack Mundey Reserve, while publicly accessible open spaces have been integrated throughout the development.

The proposal builds on Conquest's broader placemaking strategy for the site. Through an ongoing partnership, local artist Joe Rashbrook has been appointed Urban Art Curator, working alongside young residents to transform the project's site hoardings into a public art gallery that allows the community to engage with the redevelopment before construction is complete.

Conquest has rapidly expanded its development pipeline since acquiring the Eastlakes site, with more than $6 billion worth of mixed-use projects now in planning across Sydney, including Stanmore, Castlecrag and Waterloo.
