Australia's apartment market is self-correcting with fewer projects in the pipeline, according to Andrew Schwartz, the co-founder and managing director of real estate investment firm, Qualitas.
But it won't crash, Schwartz suggests.
He suggested the Australian market had certain qualities that allowed it to self-correct including high levels of migration, a demographic shift towards apartment living and low and stable levels of rental vacancy.
Another key distinction of the local market is the mix of foreign and local buyers.  “Although there has been a lot of concern expressed about the volume of sales to foreign buyers, the Australian banks – again, using very prudent lending standards - have insisted that a maximum of 30% (and often much lower) of total sales could be made to foreign purchasers.   “In addition, we know from our own experience that approximately one-third of all foreign buyers settle using their own cash resources.
"So, even assuming all the remaining foreign purchasers fail to settle - which seems a very harsh assumption - the banks will still have very comfortable levels of security,” Mr Schwartz said.  “Given the high level of pre-sales required upfront, the dominance of local buyers, and the banks’ conservative lending standards, we think it’s highly unlikely that there would be a rush of bank liquidation sales for apartments.  “There could be a short period where there is some market excess, but overall, we continue to see the absorption rates being strong, as evidenced by continuing sales across well-designed projects.  “The demographics also continue to weigh in favour of residential apartments – including an ageing population seeking to downsize, an influx of offshore students, and continued high levels of immigration,” Mr Schwartz said.
The boutique lender, which was founded in 2008, has financed or invested in $3.5 billion worth of real estate projects, mostly apartment projects.
He anticipated any potential apartment over supply would be short-lived. 
"By 2020, prices will have risen, especially in Sydney and Melbourne, to support a new round of much-needed development projects," he said.
"However, we do see some warnings on the horizon for the short term. This includes increased supply concentrated into specific precincts across Australia, fully priced site values, rising construction costs, lower levels of available construction finance, and curbs on loans to foreign purchasers and additional taxes for this group," he said.

A proposal designed to stop illegal phoenix activity being actively considered in New Zealand could be similarly adopted in Australia, potentially saving billions of dollars.
Illegal phoenix activity – which involves directors intentionally liquidating companies after shifting their assets to new (“phoenix”) companies to defraud taxation authorities, trade creditors and employees – is widespread in Australia. 
A Productivity Commission report last year found there were between 2,000 to 6,000 phoenix companies operating in Australia, costing A$1.8 billion to A$3.2 billion per annum. 
Likewise, a Senate Economics References Committee inquiring into the Australian construction industry found illegal phoenix activity was a problem “throughout the economy” and one that suggested “a significant culture of disregard for the law”.
I lead a research team from the University of Melbourne and Monash University that has been investigating ways to regulate phoenix activity. We recommend directors be forced to undergo a 100-point identity check – just as they do when opening a bank account or obtaining a passport – before they are allowed to act as a director or start a new company.
The issuing of a Director Identification Number (DIN) would enable tracking of directors that have been involved in multiple failed companies. It would also reveal fictitious directors, currently the bane of credit rating agencies and the Australian Taxation Office. Requiring would-be directors to quote their DIN on applications to incorporate companies would let ASIC build a valuable database of directors’ corporate histories, helping it to identify repeat offenders and candidates for disqualification from managing corporations.
Take the case of Melbourne builder Frank Nadinic, who told a Senate inquiry he had unintentionally registered 32 to 33 companies using three different versions of his name. ASIC has power under the Corporations Act to disqualify directors who are involved in two or more failed companies within the past seven years. A DIN may have prompted ASIC to investigate the status of the companies Mr Nadinic had registered, whether any of them had failed, and if so, whether disqualification would be an appropriate regulatory response. 
Another company director, Mark Frederic Byers, was disqualified in July 2016 from managing companies. He was suspected of engaging in illegal phoenix activity, insolvent trading and breaches of directors’ duties in relation to four failed companies. Byers has since been banned from managing companies for five years. He is listed on ASIC’s disqualified directors’ database under three different versions of his name and with three different entries for his address.
While illegal phoenix activity is most prevalent in the small to medium business sector, the cost of individual phoenix cases can still be significant. For example, the seven companies operated by disqualified directors Peter and Terry Panayi failed with an estimated total deficiency of assets of more than A$9 milllion. 
A Director Identification Number would also potentially minimise the costs of multiple corporate failures resulting from misconduct other than illegal phoenix activity. Take Ian Douglas Christiansen, who, according to ASIC, was involved in the failure of fifteen companies with estimated total deficiencies of approximately A$330 million. Christiansen was disqualified for a suspected breach of directors’ duties and failure to keep financial records. 
In such a situation, a Director Identification Number would signal to ASIC that it may be appropriate to carry out an investigation. If it did so at an earlier stage it could significantly mitigate the losses resulting from repeated corporate failures.
The Productivity Commission has endorsed our proposal, as have a range of professional industry associations, and it was also recently recommended by the New Zealand Insolvency Working Group (Measure 3). Countries as diverse as India and Estonia have implemented director verification procedures. 
The Director Identification Number is just one of a range of measures that our research team will ultimately recommend to combat illegal phoenix activity. But it is an important first step toward protecting taxation authorities, trade creditors and employees from this widespread and damaging practice.

Property 101: Illegal phoenix activity is costing us billions – here’s how it could be stemmed

It is with great sadness that I acknowledge the passing of Bill Mollison on Saturday, September 24 (1928-2016). He was one of the true pioneers of the modern environmental movement, not just in Australia but globally. 
Best known as co-originator of the “permaculture” concept with David Holmgren, and recipient of the Right Livelihood Award in 1981, Mollison helped develop a holistic body of environmental theory and practice which is widely recognised as one of Australia’s finest and most original contributions to the global sustainability challenge.
<h2>A brief history of permaculture</h2>
Mollison grew up in Stanley, Tasmania. After leaving school at 15 he moved through a range of occupations before joining the CSIRO in the Wildlife Survey Section in 1954, where he developed his research experience and understanding of ecological systems. 
He was later appointed to the University of Tasmania, which is where, in 1974, he met the brilliant and radical young research student, David Holmgren
The collaboration between Mollison and Holmgren resulted in the permaculture concept, culminating in the publication of their seminal work, Permaculture One in 1978, which sparked the global movement.
<h2>What is permaculture?</h2>
Permaculture defies simple definition and understanding. The term began as a fusion of “permanent” and “agriculture”. Even back in the 1970s, Mollison and Holmgren could see how destructive industrial agriculture was to natural habitats and topsoils, and how dependent it was on finite fossil fuels. 
It was clear that these systems were unsustainable, a position ratified by scientific reports today which expose the alarming effects industrial agriculture has on biodiversity and climate stability. The two pioneering ecologists began to wonder what a “permanent agriculture” would look like. Thus permaculture was born.
In the broadest terms, permaculture is a design system that seeks to work with the laws of nature rather than against them. It aims to efficiently meet human needs without degrading the ecosystems we all rely on to flourish. 
Put otherwise, permaculture is an attempt to design human systems and practices in ways that mimic the cycles of nature to eliminate waste, increase resilience and allow for the just and harmonious co-existence of human beings with other species.
A wide range of design principles were developed to help put these broad ideas and values into practice. This practical application and experimentation is what really defines permaculture. Before all else, participants in the movement get their hands in the soil and seek to walk the talk. 
There is now a vast array of excellent books detailing the practice of permaculture, as well as outstanding websites such as the Permaculture Research Institute for those wanting to learn, share, explore and connect.
Although permaculture was initially focused on sustainable methods of organic food production, the concept soon evolved to embrace the broader design challenges of sustainable living – not just “permanent agriculture”, but “permanent culture”.
Today we face profound environmental and social challenges: ecological overshoot, climate instability, looming resource scarcity, and inequitable concentrations of wealth. In such a world the permaculture ethics of “care of people, care of planet, and fair share” imply radical changes to the way we live with each other and on the planet. 
As well as transitioning away from fossil-fuel-dependent agriculture toward local organic production, permaculture implies the embrace of renewable energy systems, “simple living” lifestyles of modest consumption, as well as retrofitting the suburbs for sustainability and energy efficiency.
From a grassroots or community perspective, the transition towns and ecovillage movements acknowledge their profound debts to permaculture. 
From a macroeconomic perspective, permaculture implies a degrowthtransition to a steady-state economy that operates within the sustainable limits of the planet. Permaculture even has implications for what alternative forms of global development might look like.
So, in answer to the complex question “what is permaculture?”, perhaps the most concise response is to say with others that “permaculture is a revolution disguised as organic gardening”.
<h2>Bill Mollison’s legacy: a challenge to us all</h2>
Despite developing into a thriving global movement, permaculture still has not received the full attention it deserves. As the world continues to degrade ecosystems through the poor design of social and economic systems, it has never been clearer that permaculture is a way of life whose time has come.
Nevertheless, permaculture is not a panacea that can answer all challenges. Permaculture is not without its critics (see, for example, here and here). But I would argue that the lens of permaculture can certainly illuminate the path to a more sustainable and flourishing way of life, such that we ignore its insights at our own peril.
Thank you, Bill Mollison, for the inspiration and insight – and the challenge you have left us with to design a civilisation that regenerates rather than degrades our one and only planet. May humanity learn the lessons of permaculture sooner rather than later.
Only then, I suspect, will “Uncle Bill” rest in peace.

Gardening is good for your health, but it can pose some risks if you’re not careful. For example, you should use sensible protection against the sun to prevent cancer, a significant cause of death in Australia.
Gardening in Australia also requires, to varying degrees depending where in the country you are, pesticides, herbicides and fertilisers. There is an enormous number of agents with multiple formulations, depending on what you are doing, what plants you are tending, the size of your garden and the kind of soil. 
These garden treatments are designed to be specific and potent, so they can be applied less often and work (mostly) only on the things you want them to work on. All of them – even the “natural” ones such as sulfur dusts to control caterpillars and mildew – are chemicals, which means they have health risks. 
<h2>Regulation of chemicals</h2>
While not perfect, gardening product safety is regulated in Australia. Let me introduce you to the Australian Veterinary Medicines and Pesticides Authority. This body regulates pesticide (a substance that kills pests such as insects and weeds) and herbicide (a substance that kills only weeds) products sold in Australia. 
The AVPMA regularly reviews products for safety concerns, though the reviews may be decades apart. It co-ordinates with World Health Organisation bodies and its counterparts in Europe, Canada and the United States. 
Given the sheer number of compounds and formulations available, I can’t possibly cover the safety of all chemicals, or even all groups of chemicals. If you are concerned about a particular product, you can search the AVPMA site for the ingredients in a given pesticide, herbicide or fertiliser. 
This may be tricky, as some will not necessarily have a chemical name on them, just the trade name. However, most pesticides and herbicides from reputable companies should have a material safety data sheet (MSDS) with them. This should give you the details you need to check through the AVPMA site.
<h2>Pesticides</h2>
There are three ways to deal with pests (well, four if you count laboriously picking them off your plants): repel, smother or poison them. All these can harm people if they are exposed to significant quantities. But in an urban garden, exposure to pesticides is typically small and of limited duration.
Common smothering pesticides are oils such as petroleum oils used to control, say, leaf pests on citrus, or pests in a variety of other circumstances. If you apply these often, without gloves, you might get skin irritation; or lung irritation if you breath the spray in. So always follow the directions, which include wearing gloves and spraying so the wind doesn’t blow the spray back into your face.
Modern poisoning insecticides include the pyrethrums which are found naturally in some chrysanthemum flowers. Both the natural pyrethrum and synthetic pyrethroids have low toxicity to humans – particularly at the doses found in garden products. Continuous use of pyrethroid insecticides has no health implications for humans if instructions are followed.
Neonicotinoids are synthetic insecticides that mimic nicotine, which is toxic to insects. These have a place in pest control if used thoughtfully and sparingly. Unlike pyrethroids, these insecticides target a pathway in the insect nervous system shared with humans, so could potentially harm us.
When used as directed, poisoning should not occur and animal studies suggest human exposure should not lead to significant health effects. Neonicotinoids are toxic to bees, although Australia has not had the big bee crash seen in the US and parts of Europe.
Chronic use of neonicotinoids in a human gardening population has not been assessed for long-term health effects, but a small study of agricultural workers has shown no effect of chronic exposure. Another small study, however, suggests some association with memory loss. 
<h2>Herbicides</h2>
Again, there is a bewildering variety of herbicides, depending on what weedy species is being targeted and how the weed is being killed. 
Right out of the gate is glyphosate, used for broadleaf weeds. This chemical, commonly sold as Roundup, caused some controversy after the International Agency for Research on Cancer (IARC) concluded it was a probable human carcinogen. 
However, the IARC’s determination was based on only a small number of animal studies and didn’t include a number of animal studies where glyphosate did not cause cancer. It also said nothing about risk; that is, what is the likelihood glyphosate would cause cancer at the concentrations humans are usually exposed to? 
The European Food Safety Authority and the AVPMA have evaluated the evidence and determined that under appropriate handling conditionsapplicable to general backyard gardeners, there is no risk to humans.
As a comparison, a homemade herbicide of salt, vinegar and soap that is claimed as a replacement for glyphosate is more toxic than glyphosate.
Another herbicide for woody weeds, like blackberry, is Triclopyr. This can cause eye and skin irritation, but has no serious long-term health impacts if proper safety procedures are followed.
<h2>Fertilisers</h2>
There are many formulations and varieties of fertilisers depending on soil type and location (where I live is basically sand). Health risks are basically related to long-term inhalation of fine particles, which could cause breathing difficulties. Once again follow the safety instruction.
<h2>Caveat</h2>
Just because a given product is not, or minimally, toxic to humans, that does not mean you should apply it to your garden by the bucket load. Always apply any garden chemical with care and thought, using the right amount at the right time for the right purpose.
Any agent you apply or spray can cause adverse reactions if you don’t use it as directed. Getting “organic” garlic and soap insecticide spray in your eyes will hurt like billy-o, just like the latest you-beaut synthetic pyrethrum spray, even though both are pretty much non-toxic to humans. 
Inhaling dusts can irritate your lungs. Always make sure you are wearing gloves, apply sprays and dusts downwind and wear goggles if necessary. Always follow the directions.

Are common garden chemicals a health risk?

Drone footage is everywhere, whether used to film extreme sports, outdoor events, nature, music festivals, or just for its own sake.
Recreational aircraft such as quadcopters, fixed-wing and mini drones are getting ever cheaper and easier to buy. They are fast becoming a must-have item for people who want to document their activities for social media, or just explore their neighbourhood.
As of today it will also be legally easier to use such aircraft in Australia, with the relaxation of Civil Aviation Safety Authority rules about “remotely piloted aircraft”, or RPAs.
The change is partly due to the significant challenges of regulating something that is so easy to buy and even easier to use. As a result, you can expect to see many more drones in the sky from today – and of course, given that they routinely have high-resolution cameras on board, you can expect a lot more drones to be seeing you.
<h2>What do the relaxed rules involve?</h2>
The new, relaxed regulations – first proposed in April this year – will exempt drones under certain weight limits from licensing and notice requirements.
In particular, drones weighing less than 2kg will not need to be licensed at all. Owners only need to notify CASA of their use if it is for commercial purposes. Similarly, drones under 25kg can also be flown without licensing or notification requirements if they are used for “sport and recreation”, or if they are flown on private land and used for private aerial photography, spotting, communications or agricultural operations.
Operators of drones weighing more than 100g will still have to steer clear of certain areas, under the so-called “standard RPA operating conditions”. This means no flying in controlled or prohibited airspace; above 400ft (122m); at night; in swarms; over emergency operations without approval; within 30m of another person; out of the pilot’s direct line of sight; or in an area of “sufficient density of population for some aspect of the operation … to pose an unreasonable risk to the life, safety or property”.
<h2>What about privacy?</h2>
What is notably absent from the standard RPA operating conditions is any requirement to avoid flying over private property. Nor do the rules require the operator to respect the privacy of others or refrain from filming them, either on their own land or in public.
That may concern some people, because in Australia there is little legal recourse if someone films you in your backyard, in a secluded area or even through your window at home.
The loosening of the rules thus has obvious implications for privacy. Every new drone platform is basically an eye in the sky, capable of recording high-resolution images and video.
In 2014, a Commonwealth House of Representatives standing committee warned:
"Remotely piloted aircraft (RPAs) have the potential to pose a serious threat to Australians’ privacy. They can intrude on a person’s or a business’s private activities either intentionally, as in the case of deliberate surveillance, or inadvertently."
The committee recommended a raft of urgent legislative changes to counter the wide-scale adoption of “privacy-invasive technologies” like drones. But the recommendations were not taken up by the government, and nor was the committee’s echoing of the recommendation by the Australian Law Reform Commission that Australia develop a “tort of privacy” to guard people against intrusion by drones.
Such a measure would allow individuals to sue for damages if another person grossly violates their private life or affairs. While this privacy law remedy is available in other countries, Australian courts have generally rejected it.
This is largely a result of a 1936 court case brought against a man called George Taylor, who built a viewing platform on land next to Victoria Park Racetrack so he could call the races over the radio. The racecourse sued him for a breach of privacy but the High Court of Australia rejected the claim, not wanting to set a precedent by which neighbours could sue one another for simply peering over a fence. Chief Justice Latham’s reasoning was simple:
"Any person is entitled to look over the plaintiff’s fences and to see what goes on in the plaintiff’s land. If the plaintiff desires to prevent this, the plaintiff can erect a higher fence."
This reasoning has prevailed in Australia ever since. But as the sky grows ever more saturated with cameras, it becomes harder to justify. No longer can you just build a higher fence, unless of course you want to box in your entire property from any aerial observation.
This is why the legal justification has been criticised by scholars, lawyers and privacy advocates, as well as by parliamentary bodies specifically in response to “privacy-invasive technologies” like drones.
Given that nothing has been done about it – even while agencies like CASA make it ever easier to record invasive footage – it may be time to accept that, in Australia at least, the age of privacy might really be over.

 New drone rules: with more eyes in the sky, expect less privacy

The yoga devotee Eriko Kinoshita has sold her beachfront home in Newport for about $8 million.
The retreat had $11 million plus hopes on its initial listing last October, which were revised to $10.8 million expectations a year into its marketing.
The three bedroom Myola Road home - a fusion of timber, copper, bronze, steel and concrete surrounded by Japanese-style gardens - was designed by the local architect Peter Stutchbury about a decade ago. 
The 1150 sq m block cost $750,000 in 1992. Kinoshita co-founded Yoga Aid International with husband Clive Mayhew.
It was marketed as a residence of zen-like simplicity and serenity.

The announcement by NSW Minister for Planning, Rob Stokes, that an architecture and design policy will be developed to give a focus on design quality is positive, provided a balance between innovation and regulation is achieved. 
Clearly it is better to have good design rather than bad design of the buildings and precincts in urban areas.
While the intent of the policy is good we need to ensure that design does not become a tick the box assessment criteria measured against prescriptive design manuals.
The draft document states that guidelines, standards and manuals will be developed ‘to assist authorities in the assessment of design proposals.’ 
The draft policy document has many worthwhile statements about the importance of design quality but design quality can be a very subjective issue. The draft policy, for instance, says good design is 'local and of its place' as well as being ‘distinctive, visually interesting and appealing’. This raises the issue of balancing local design that fits in with the existing context compared to the one off exceptional design that stands out.
The Urban Taskforce is supportive of the need for design excellence in the built environment particularly as our urban areas become more compact. Currently State Environmental Planning Policy 65 defines design quality through the Apartment Design Guide for buildings above 3 storeys. 
Any new policy must not duplicate the current SEPP.
The role of The NSW Government Architect is supported by the Urban Taskforce as an advocate for design quality across New South Wales. The current Government Architect, Peter Poulet, is chair of the Taskforce’s Development Excellence Awards jury and we are positive about supporting his role.
The most likely way to lift design quality is to ensure the best designers do the work. This is what SEPP 65 does by ensuring qualified architects design apartment buildings over 3 storeys. The use of design excellence competitions with floor space uplift as an incentive are worthwhile and design review panels with a diverse group of reviewers can also help ensure quality.
The Urban Taskforce is keen to work with the NSW Government to develop appropriate approaches to ensuring design quality as cities like Sydney double in size over one generation. Clearly denser cities need to ensure that design quality gives communities a positive sense about both the private and the public built environment. The NSW Government Architect can play an important role in delivering these quality outcomes.

NSW architecture and design policy needs to balance innovation and regulation: Chris Johnson

Real estate sales and transparency don’t always go hand in hand, but Australia seems to be do it better than the rest of the world.
With just the UK doing better, estate agency JLL’s latest Global Real Estate Transparency Index ranks Australia second among 109 markets across the globe.
Reduced purchasing and ownership risks means greater attraction.
JLL considered factors such as the availability of market data, governance, transaction processes, property rights and the regulatory and legal environment. 
Australia has a strong legal framework to define and protect property rights and an open and established bidding process, said the JLL head of Australasian research, David Rees.
“The market has a long history of transactional and time series data-information across all the major metrics, data is easily accessible to most participants,” Dr Rees said.
Dr Rees said evidence from the past 12 years of the survey pointed to a correlation between market transparency and investment volumes for both commercial and residential property.

The land registry is crucial for the security of property ownership as it guarantees the title to everyone’s land.
Its pending sale to a private operator has not been on the public radar, but Margaret Hole, a former president of the NSW Law Society, has been among those who've raised concerns.
Under our world class Torrens title system the land title is guaranteed by the independent scrutiny of the State Government. However once the system is privatised, the government guarantee will be downgraded with an inevitable less reliable service than the one I've seen whenever visiting the land titles office over the past three decades. 
The trained government staff have required sound knowledge of the survey process, legal matters related to plan and title examination, road redefinition, council requirements, strata and community title legislation, the Railways Act, the Pipelines Act and many other regulations.
Once it is private hands, and the current checks and balances are reduced, it's thought title insurance will become essential for the 200,000 plus annual land transfers potentially costing home buyers $500 million annually.
Land title insurance has been unnecessary because the integrity of the system of registration since 1863 with fewer than a handful of claims annually against the Torrens Assurance Fund.
The UK government recently considered privatising its land registry, but hasn't proceeded when it was revealed that all the bidders were linked to tax havens.

Australia a world leader in real estate transparency, but status threatened

Developer <a href="https://www.apartments.com.au/developers/bottega-property-group">Bottega House</a> has secured council approval for its first Brisbane project - a $270 million luxury residential development on an absolute riverfront site in leafy St Lucia.&nbsp;

The 15-storey project, known as <a href="https://www.apartments.com.au/new-apartments/st-lucia-by-bottega-house-180-macquarie-street-st-lucia-qld-4067">St Lucia by Bottega House</a> , will occupy a prime north-facing site at 178-180 Macquarie Street, directly fronting the Brisbane River in the established inner-west suburb known for its rowing clubs, golf courses and sprawling University of Queensland campus.&nbsp;

St Lucia by Bottega House will feature a suite of amenities including dedicated wellness spaces, a mineral pool and cold plunge. The project has been positioned to attract affluent owner-occupiers seeking high-quality, house-sized apartments.&nbsp;

Bottega House has been set up by co-directors Nick Malloch, Louis Mennes and Craig Marsh.

Malloch said the project drew inspiration from its Brisbane River setting and leafy inner-west surrounds, while responding to the demands of discerning locals looking to transition from freestanding homes into apartment living.&nbsp;

"With an expansive river frontage and lush green surrounds, we knew we had to create something special that reflects the natural beauty of the location while offering residents masterfully crafted homes," said Malloch.&nbsp;

"Our intent was to complement the project's quiet, private setting by introducing residences that offer a calm retreat and sanctuary from the everyday. The result is a harmonious blend of architecture, interiors and amenity that emphasises wellbeing, comfort and beauty without excess."&nbsp;

Malloch added that project consultants had been carefully selected in alignment with Bottega House's commitment to care, quality and attention to detail. The design team includes architects <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a>, interiors practice <a href="https://www.apartments.com.au/interior-designers/mim-design">Mim Design</a> and landscaping by <a href="https://www.apartments.com.au/architects/urbis">Urbis</a>.&nbsp;

Three-bedroom apartments are expected to start around $5 millio. Selling agents Keenan &amp; Byrne said the pricing strategy for the project was anticipated to achieve upwards of $25,500 per square metre.&nbsp;

The project's development approval this week follows the success of Bottega House's inaugural Queensland project - a 22-storey collection of full-floor sky homes at Broadbeach on the Gold Coast which included the sale of a two-storey penthouse at a record price for a beachside residence.&nbsp;

St Lucia by Bottega House is expected to launch to market in November, with construction anticipated to be completed mid 2029.

<a href="https://www.apartments.com.au/developers/sherpa-property-group">Sherpa Property Group</a> is advancing its affordable apartment model into Brisbane with the acquisition of another site at Cordelia Street in South Brisbane for $27 million.

Sherpa, which has a $1.7 billion pipeline across Southeast Queensland, intends to bring a cohort of apartments exclusively for first homebuyers into its proposed 186-apartment project to be built at 2 Cordelia Street.

The Sherpa model has already been incredibly well received from their Gold Coast projects, where Sherpa Group set aside a number of apartments exclusively for first homebuyers.

The new $320 million project marks Sherpa Group's second development in Brisbane, following its $255 million Symphony project, also on Cordelia Street, which is currently under construction.

Symphony will deliver 146 apartments across 28 levels, offering a mix of one, two and three-bedroom apartments. With 114 already sold, construction by <a href="https://www.apartments.com.au/builders/lps-group">LPS Group</a> is scheduled for completion in 2028.

The project will feature ground-floor commercial space, creating a vibrant amenity for residents and the surrounding community.

A development application will be lodged with Brisbane City Council in August on the code compliant site and will be launched to the market early 2027.

Sherpa acquires new site for second Brisbane apartment tower

One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

fjcstudio has carefully oriented apartments towards Sydney Harbour and the CBD while using privacy blades and articulated façades to minimise overlooking between neighbouring buildings.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

Beyond that, Aqualand remains behind the final stage of Barangaroo, where plans will deliver a five-hectare mixed-use precinct comprising new homes, retail, hospitality and community facilities, alongside a new Metro entrance and more than two hectares of public open space, completing the Barangaroo precinct.

First look: Aqualand pushes ahead with Chatswood apartment tower as SSDA lodged for Archer Street

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

The facility will include a gym, yoga and reformer Pilates studios, Finnish and infrared saunas, magnesium hot and cold plunge pools, and dedicated recovery spaces. Unlike many residential wellness facilities, Level Eleven will also operate commercially, allowing the broader Bowden community to access the venue while giving residents exclusive membership benefits.

The ground floor has also been designed around everyday living. A café overlooking Bowden Village Reserve will activate the street frontage, while a bike workshop with tool storage, co-working space and dog wash has been incorporated to support daily routines and encourage interaction between residents.

"Flowe brings together my two biggest passions, creating places and creating healthier lives," Otello founder Daniel Harris said.

"We wanted to create something Adelaide hasn't seen before, a genuinely healthy building, where the way you live is lifted without even trying."
