Celebrity chef Jamie Oliver has purchased six Jamie’s Italian Australian restaurants from Keystone Hospitality Group and will travel to Sydney in May to meet suppliers and launch a new menu.
According to a report in the Daily Telegraph, Jamie Oliver said its a happy ending for the restaurant portfolio.
“This is a process that I’ve never been through so it’s all very new, but it’s a really happy ending," he said.
"I wish I could have done it sooner but we got there and it’s safe to say that every cloud has a silver lining."
"I am glad the buyout of the six restaurants, which were sold for an undisclosed sum, had gone smoothly and am looking forward to arriving in Sydney on May 8.
“I believe in Australia and I’m invested in it in so many ways. I can’t wait to get over there,” he said.
The six restaurants were put on the market in July 2016 when owner <a href="/expert-insights/investing/keystone-selling-all-jamies-italian-in-one-line">Keystone Hospitality Group was placed into receivership</a>.

Our model suggests that private sector wages growth is a little lower than it should be given the degree of labour market slack.
Nonetheless the current level of labour market underutilisation is consistent with wages growth of just above 2 percent.
Our model suggests that a steady decline in the underemployment rate to around 7 percent, would see wages growth return to normal in early 2019.
For Q1 2017, the model points to an outcome of 0.5 percent, which would see the annual rate tick up to 1.9 percent.
Private sector wages growth has been on a downward trend for the past four years. Wages growth was just 1.8 percent over the year to QIV, which was the lowest result in the history of the series. It is lower than would be expected given the level of the unemployment rate and the strong gains in commodity prices over the past year.
There are many explanations for low wages growth, including rising spare capacity in the labour market, heightened job security concerns, low inflation rates and declining commodity prices from the peak in 2011.

Spare capacity in the jobs market has been rising since early 2011. While the unemployment rate has come down a little over the past year, there has been a steady increase in the underemployment rate. Underemployment measures people that have a job but would like to work more hours. The underemployment rate is now at a record high of 8.7%. Job security concerns also remain elevated. The combination of underemployment and job security concerns means that people are unwilling to push their employers for a pay increase.

Slowing inflation rates have also contributed to low wages outcomes. While we typically think of low wages contributing to low inflation outcomes the reverse is also true. That is because low inflation outcomes can result in a drop in expectations about future inflation. And inflation expectations impact on actual inflation outcomes. Also, many wages are set with the CPI outcome in mind. Awards and minimum wage outcomes set by the Fair Work Commission are heavily influenced by the CPI. And the RBA has said that two-thirds of the firm’s in their liaison program have indicated that the CPI was a primary determinant in wage-setting.
Wages growth is also correlated with movements in commodity prices. The decline in commodity prices from the peak in 2011 until QII 2016 reduced company profits and constrained wages growth. The sharp lift in commodity prices since mid 2016 would suggest that wages growth should be picking up by now. However previous commodity price booms have typically occurred alongside rising mining investment. And this time mining investment is still falling, not rising.

We estimate a Phillips curve (PC) model to explain wages growth. This relates wages inflation to labour market utilisation. Higher labour market utilisation should lead to higher wage inflation and vice versa. We use the underemployment rate to measure labour market utilisation as the unemployment rate has not fully captured the degree of spare capacity in recent years.
We include the quarterly change in the underemployment rate. And also the inverse of the underemployment rate. This allows the underemployment rate to have a larger effect on wages as it gets lower. We also include the lagged value of wages growth, as wages growth is related to it past values. We also estimate the model including lagged values of the CPI or inflation expectations but find that these variables don’t improve the fit of the model.
The model captures the trends in wages growth well. However it suggests that over the past few years wages growth has been a little lower than would be expected given the amount of spare capacity in the economy. Nonetheless the model points to annual rate of wages growth of just above 2% in the December quarter, which is well below the long run average.
RBA research says that recent low wages growth in Australia appears to be only partly explained by spare capacity in the labour market, the decline in inflation outcomes and the fall in the terms of trade from the 2011 peak. Using micro-level data on wages they also find that since 2012 wage increases have been less frequent than in the past. They have also found that wage growth outcomes have become more similar across jobs. This explains why wages growth is also weak in NSW and VIC, the States where the jobs markets are the strongest (see here for our note on labour market slack by State).
Wages growth in Q1 2017
We already have the underemployment rate for Q1 so we can use our model to forecast wages growth for the March quarter. The model is pointing to a 0.5% rise in private sector wages. This would see the annual rate of growth tick up to 1.9%.
When will wages growth return to normal?
We can also use our model to forecast the future path of wages growth. Our forecasts are for the unemployment and underemployment rates to fall gradually from here. A steady decline in the underemployment rate to around 7% in early 2019 would see wages growth returning to its 10 year average of 3%. It would take a sharp drop in the underemployment rate to around 5%, from its current value of 8.7%, to see wages return to a 3% growth rate this year.
These projections line up with the RBA’s forecasts, which show inflation only slowly returning to target. The Bank’s central forecast is for underlying inflation to remain below the bottom of its 2-3% until 2019. And the RBA is not expecting wages growth to begin to recover until late 2017.
Despite these forecasts, the RBA is unlikely to lower interest rates any further in this cycle. And that is because of financial stability concerns stemming from the rising level of household debt and strongly rising house prices in Sydney and Melbourne. The RBA would prefer to see a slow return of inflation to its target rather than cut rates and see inflation rates increase but household debt rise even further. The RBA have expressed some concern around these issue since late last year. And the rhetoric is getting stronger, with an acknowledgement in the latest Meeting Minutes that “there had been a build-up of risks associated with the housing market.”

Where to for wages growth? CBA's Kristina Clifton

The Victorian Planning Minister Richard Wynne has blocked a 16-storey $350 million apartment development in Fitzroy North proposed by BRW Rich Lister Tim Gurner.
It came ahead of Gurner reportedly thinking of lodging an amended 12-storey proposal for the 8500-square-metre former Gasworks site on Queens Parade.  
Gurner, who had previously threatened to pull out of Melbourne’s inner-city development market, now says he's preparing to fight this planning decision.
The Australian newspaper revealed recently that Gurner has been considering concentrating on the Western Australian residential market.
Gurner has faced stiff resistance from the City of Yarra’s Greens-dominated council and North Fitzroy residents.
The council asked Victorian Planning Minister Richard Wynne to intervene and force Gurner to cap his development at six storeys, while residents have called to have a four-level limit for all new buildings in the City of Yarra.
Gurner had previously said he would stop investing in the inner-city areas if the interim planning rules were enforced.
“We have a large number of sites within the City of Yarra currently and if these mandatory height controls are enacted not one of those sites would be or could be feasible to develop,” he told The Australian.
Mr Gurner said the costs to decontaminate some development sites were so large that higher density development was required to cover costs.
“If these changes are to be mandated, the site values will become absolutely worthless overnight,” he said earlier this year.
Gurner paid $40 million for the site last year and had initially proposed a cascading 16-storey development with over 470 apartments. 
This was rejected by the City of Yarra who referred the matter to the Victorian Civil and Administrative Tribunal (VCAT) in December with a hearing due to commence next week, with Gurner considering amendments with 135 fewer apartments and a height reduction to 37 metres from 53.7 metres.
The eleventh hour decision by Wynne to place an interim mandatory height control of a maximum of 10 storeys (30 metres) over the site means VCAT cannot grant a permit for any development that is higher. 
The Australian Financial Review advised today that "an incensed Mr Gurner" had spent $500,000 preparing for next week's VCAT hearing, and lashed out at the decision calling it a "joke" and said Mr Wynne had only intervened for "political reasons".
"The City of Yarra is the Planning Minister's own seat and it is no secret that he is right on the edge of holding power. He has clearly made a decision from a political perspective to try to win votes with no regard to fair and due process or strategic planning," Mr Gurner told The Australian Financial Review.
Despite the setback and his prior threats, he said he was more motivated than ever to ensure the project gets built.
Wynne holds the state seat of Richmond and will battle the Greens to retain the seat at next year's state elections.

Wynne imposes height restrictions on Gurner who feared "worthless overnight" intervention

This year has seen continued upwards pressure on Sydney house prices, but standby for a shift.
Yes there's still near-record low interest rates, reduced stock levels, strong population growth, as well as a renewed rush from investors to use negative gearing to set up for retirement.
But the slightly higher interest rates announced by lenders recently - or more likely the obvious prospect of continued out of cycle rate rises - ought act as a break on the exuberance on display on Saturday's across Sydney this year.
The double digit price growth cycle - which has just hit 18.9 percent according to CoreLogic - needs to come to an end.
It doesn't mean prices will head backwards or crash, rather the rate of growth ought slow. 
This week there was analysis that mortgage rates would need to rise to around six per cent before house prices nationally start sliding.
That's highly unlikely, but a slow down in price growth is around the corner - and what almost everyone wants.
Just when it all takes place is the big question as certainly the 80 per cent plus weekend clearance rates haven't faltered this autumn.
Perhaps higher stock levels heading into Easter will provide a trigger mid-next month. Then the actual holiday pause could lay the platform for wiser heads at auction.
Earlier this month it was suggested that just three rate hikes of 25 basis points by the RBA would deliver a bigger increase in debt-servicing costs for households than 10-11 rate hikes did in the mid-1990s
According to Macquarie Bank’s head of economic research, James McIntyre current households' debt levels are at a record 187 percent of income and a one percentage point increase in the RBA's cash rate would, excluding further increases in lenders' borrowing rates, push the household debt servicing ratio beyond 10 per cent.
While household debt serviceability is currently manageable given the record low rates, the risk is ripe for when when they increase given record high household debt.
McIntyre studied previous tightening cycles, some which involved 11 quarter-point hikes.
"We estimate that three to four 25 basis-point rate hikes would deliver a bigger increase in debt-servicing costs for households than 10 to 11 rate hikes did in the mid-1990s," he told clients. 
"The RBA's reticence about further increases in household debt-to-income ratios is clear when you begin to consider how potent interest-rate rises might be from a debt-servicing perspective,'' McIntyre said.
He noted a big difference between the periods is a wider spread between the cash rate and lenders' mortgage rates: from 180 basis points to about 375 basis points, expanding since the GFC supposedly due to rising bank funding costs.
McIntyre, however, doesn't expect a formal RBA rate increase until early 2019.

Sydney's rate of house price growth ought to slow

The winner of the 1969 Wilkinson Award, a Philip Cox-designed house at Cheltenham, has a new owner.
Considered as one of the best mid-century houses in Australia, the late 1960s <a href="https://www.realestate.com.au/sold/property-house-nsw-cheltenham-111765475" target="_blank">19 Norma Crescent</a> home sold midweek, some two years after its listing.
Its last price guidance was $2.59 million having initial $3 million hopes.
It last traded for $1.405 million in 2013 to the Apap family, in fairly original condition. Since then it has bathroom and kitchen renovations which don't detract too much from the style of the home.
It first traded for $108,000 in 1976 when sold by the Hawkins household.
When designed by Philip Cox in 1968, he was an influential proponent of the Sydney School – a style of architecture responding to its environment, often built in natural bushland, organic, and using natural materials.
The Wilkinson is the highest accolade of the Royal Australian Institute of Architects. 
The five bedroom home has been updated and renovated around its central courtyard that features a pool and spa.
There's a self-contained lower level with its own private entry on the 1,150 sqm parcel that adjoins the Lane Cove National Park.
Built with creamy-yellow expressed bricks, it comes with brush box floors, oregon ceilings and exposed cedar rafters.  
"The purchasers are a young couple with three children who will honour and love the home as it is," Noemi Guttmann, the Black Diamondz selling agent said.

1969 Wilkinson Award winner at Cheltenham sold

Selective high schools in Australia are both popular and controversial. Many more children seek enrolment in them than gain entry. 
Public commentary since the late 1990s has accused these schools of being both hijacked by private coaching colleges, and racially unbalanced — enrolling disproportionate numbers of “Asian” students.
To properly understand the nature of selective schools today, you have to go back to when they first opened. 
<h2>Why do we have selective schools?</h2>
Selective schools have never operated in isolation from broader historical forces — including Australia’s connected histories of racial exclusion and immigration.
The selective school system in New South Wales, for example, which has the largest concentration and longest history of selective schooling, is a relic of when secondary schooling was the destination of only a minority of young people, mostly from the middle or upper classes.
Secondary schooling was not universal in Australia before the 1960s, and it was only in the 1980s that everyone had the opportunity to complete Year 12.
The NSW selective high schools system was founded between the 1880s and the 1910s. 
The schools were to offer students a meritocratic “ladder of opportunity”. That is, they would be open to everyone, regardless of wealth or social class, so long as academic entry requirements were met. This, and the absence of religious criteria, set them apart from private schools. 
<h2>Selecting whiteness</h2>
However, the foundations of selective schooling in Australia were always deeply raced and classed. 
Despite being accessed by many working class students, their credentials were geared towards middle class occupational groups. And their essential whiteness was ensured by several factors:
<ol>
<li>
Their establishment period coincided with the establishment of the White Australia Policy, which restricted non-Europeans from migrating to Australia.
</li>
<li>
Aboriginal children could be legally excluded from the feeder primary schools and often were.
</li>
<li>
White Protestant middle class cultures of the time dominated both the entry tests and the curriculum inside the schools.
</li>
</ol>
Non-British migrants arrived in Australia in larger numbers from late 1940s. As early as the 1930s, many children of European Jewish refugees attended selective high schools. 
But from the 1960s to the 1980s, the children of non-English speaking migrant families were more often categorised as educationally disadvantaged, and rarely seen as “displacing” the academic opportunities of Anglo-Australians.
<h2>Falling out of favour</h2>
During the 1960s and 1970s, selective schools fell out of favour with policymakers and many parents. They were mostly replaced by comprehensive high schools, which enrolled all students within a given area, no matter their test scores. 
Selective high schools were disparaged as old fashioned and elitist. It was also argued that selection at the age of 11 or 12 was too young to set children on a certain path. 
<h2>The revival</h2>
The revival of selective schooling from the late 1980s accompanied a new commitment by the NSW state government to the education of the “talented” child. 
Academically gifted children, it was argued, were neglected in the one-size-fits-all classroom. 
During the same period many white, middle-class families moved to private secondary schooling, responding to policies of “school choice”. 
Both these developments coincided with increased middle class migration from east and South East Asia. 
<h2>Coded racism in media commentary</h2>
By the late 1990s, Australian print media began focusing on the dominance of Asian students in selective school entrance examinations, and on the impact of “too many Asians” on schooling cultures. 
The resurgence of white nationalist politics at the time was relevant to these debates. Such politics sought to normalise the whiteness of institutions like schools. 
Our analysis of media coverage in the early 2000s uncovers the coded racism that underpinned public anxieties about selective schools. 
Media commentary focused on the “fairness” of the selection process itself, indicating that Asian students were using coaching services to gain an unfair advantage. 
Our research into the use of academic coaching by Chinese-Australian families demonstrates that far from “gaming” the system, parents were attempting to mitigate the disadvantages produced by a competitive, marketised, and culturally biased school system.
<h2>The need for historical awareness</h2>
Since the late 1990s, public commentary about selective schooling has often failed to address historical complexity in at least two ways. 
Firstly, it tends to use the category of “Asian” in sweeping cultural terms rather than in reference to historically differentiated people. 
Asians are cast as a singular group who are then made an easy target of blame for the unfairness of the system. 
Secondly, the history of selective schooling is often misunderstood, containing uncritical assumptions about the “good” of a meritocratic system. There tends to be a silence around the histories of racialised exclusions in education and in selective education in particular. 
“Asians” in selective schools are positioned as interlopers or breakers of heritage, and other non-white groups including Indigenous Australians tend to be rendered invisible altogether. 
We need public debate that challenges - not normalises - the conditions of white privilege in a multicultural settler-colony, not least within our education system.

Selective schools’ long and tangled history with race and class

The Development Assessment Best Practice Guide issued by NSW Planning Minister, Anthony Roberts, is a positive move to speed up housing approvals but it should also apply to government agencies.
The government’s guide to improve development assessment in NSW Councils says all the right things about speeding up the process.
Words like ‘faster, streamlined and fast tracked’ are used throughout the document and this indicates a genuine move to improve performance.
The adoption of a ‘Fast Track Application’ in the ‘Practice Guide’ for certain projects is a positive approach.
The NSW planning system is generally seen as one of the most complex and slow in Australia and if we want to boost housing supply then this must be streamlined.
The NSW Premier’s target of 90 percent of housing approvals to be determined within 40 days is not the best measure of performance as the other 10 per cent could be the large multi-unit housing projects that include around half the homes.
The measure should really be 90% of dwellings should be determined within 90 days. It is these large housing projects that are the slowest in the approval process.
While the new guide is likely to improve assessment in councils, the Urban Taskforce is concerned that larger projects are often referred to government agencies like Roads and Maritime Services and this often delays the assessment process.
The Queensland Government has established the State Assessment and Referral Agency (SARA) as a one stop shop to efficiently process government agency referrals.
The Urban Taskforce believes there are many requirements for development applications that are excessive and that the number of specialist reports now required is adding to costs and creating delays.
We are keen to sit down with the NSW Government to input our approach to streamlining the process.
The current guide has only come from discussion with councils and not with applicants.

Faster planning approval guide for NSW councils is positive: Chris Johnson

Historic Duncan House, which is quintessential Castlecrag, has been sold.
It was the last house in the suburb designed by architect Walter Burley Griffin when built in 1934 for Frank and Anice Duncan.
It features a distinctive facade of sandstone and knitlock concrete blocks. 
It has only had the three owners selling first in 1989 at $430,000.
The late Dick Crebbin, who was chairman of the Marrickville Holdings margarine manufacturing company, and his wife Joan purchased it in 1997 for $1,075,000, having sold their nearby Penhallows estate.
<a href="https://www.domain.com.au/real-estate-agent/heidi-king-820394/" target="_blank">Heidi King, of LJ Hooker Castlecrag</a> had the offering listed for recent auctions with expectations around $3 million.
King said it was the vision of the original Castlecrag where closeness to the garden and nature were integral elements of housing design.
"A rare opportunity to secure one of the 14 Burley Griffin designed homes," she said of the waterfront reserve home which has an 1989 addition at the front of the four bedroom house.
The Duncan's inspired the formation of the Walter Burley Griffin Society.

Historic Duncan House, Castlecrag, sold

While Melburnians sombrely reflect on the risks of intensive commercial development near airport runways, Sydneysiders are enthusiastically scoping the development spin-offs that will come with their new airportin the city’s west.
Critical uncertainties still cloud this prospect. Will Sydney Airport Group take up its extraordinary “first right of refusal” option? The enticing early prospect of securing a virtual monopoly on Sydney’s airspace is now clouded by the reality of huge upfront development costs before any planes land or take off for the first time in the mid-2020s. 
If Sydney Airport Group pulls out, what happens next? Will the opportunity be opened up to other development companies? Or will the government commit more public money to doing the job itself and then on-selling the airport to the private sector?
Will there be rail access from day one, as seems utterly critical to its early success? If so, which option will be preferred – a very fast train or an ambling suburban service? This is the subject of a major transport study with a further dilemma looming: who will build and pay for it?
What type of airport will it be? Current thinking is to have it quickly assume the scale of the current Gold Coast or Adelaide airports with 6-7 million passengers per year. 
But who will fly here? Will it be a hub airport for a major airline/s? Will it have direct international services? Will it specialise in freight services? 
A great many considerations affect the “business case” for the new airport. 
<h2>A bustling ‘third city’?</h2>
Even larger questions relate to co-ordinated land use development around the airport. This is recognised as important, with the New South Wales government delineating an extensive “priority growth area”. The Greater Sydney Commission chaired by Lucy Turnbull envisages a whole new western urban complex around the airport – the so-called “third city” after Eastern Sydney and Parramatta. 
The organising device for making sense of this so far is the “aerotropolis”. This is a model for orderly airport-centric large-scale metropolitan development. It’s exemplified by Dallas Fort Worth, Singapore and Hong Kong. The core is a bustling airport city at the epicentre of road and rail networks knitting together a bustling job-rich region. 
Through other lenses, this aviation-dependent urban form is variously a greenhouse horror story and noise machine. The concentration of critical infrastructure is seen as creating a possible security nightmare. There is now a well-organised global anti-aerotropolis network highlighting the environmental and ecological downsides of aviation mega-projects. 
The guileless boosterism attached to many schemes makes them a sitting duck for devastating critiques by the likes of British critic Will Self. He has taken apart their conventional first world premises as “slumbering on the redeye flight to apocalypse”. 
<h2>The naysayers and the true believers</h2>
All such heretical thoughts were scripted out of a recent industry summiton the Western Sydney Aerotropolis. The registration cost could have paid for a few days’ comparative fieldwork at Dubai Aviation City or Incheon/Songdo in South Korea.
Chairman David Borger, of the Western Sydney Business Chamber, smoothly chaired two days’ worth of proceedings that were generally dismissive of naysayers finding different and ineffectual ways of saying no – no airport, no curfew, no jobs. 
This was a room of largely true believers, starting with the federal infrastructure minister, Paul Fletcher, and NSW’s minister for Western Sydney, Stewart Ayers. All were upbeat spruikers for the cause.  
Yet despite the palpable goodwill – and there’s no doubt Sydney has the chance to pull off something world-leading – many questions again surfaced about how this area might best be planned and governed.  
<h2>Something for everyone</h2>
How massive a jobs generator will the airport be? How vulnerable is a sustainable economic strategy for Western Sydney based around an airport that will have to go head-to-head with the established and profitable Kingsford-Smith Airport? 
On a trip to Sydney in 2015, Professor John Kasarda, who has almost trademarked the “aerotropolis” label, made the disruptive suggestion that Kingsford-Smith might best be closed. The old airport could then be transformed into a lucrative urban renewal site to ensure the success of the new airport. 
Sub-regional governance is the major concern: how best to orchestrate infrastructure, timing, type and location of development within special stakeholder-friendly administrative arrangements. 
An “aerotropolis delivery authority” was mooted. But in what form isn’t clear. Local governments and a chafing-at-the-bit development sector respectively need sensibilities assuaged and aspirations equitably managed. 
Dealing with developers large and small, private and institutional, looms as a major challenge. The aerotropolis promotes land dreams because it offers something for everyone – business parks, retail centres, residential estates, innovation districts, medical complexes and university campuses. Advanced planning for a science park at Luddenham is the bellwether. 
<h2>A thoughtful approach</h2>
The aerotropolis notion works best as a reminder of the need for integrated regional planning. What is lacking is a human-scaled approach that values liveability alongside productivity. 
These issues surfaced at the summit and require more attention. How do we promote a healthful metropolis on the back of an airport? The rival paradigm of “airport urbanism” has some utility in stressing small-scale community gains. 
So, there are many questions about how this will pan out. Spatial planning needs to be advanced to develop a clearer vision for the airport. That now should be linked to an implementation model for the wider region that co-ordinates all the public and private players jockeying for a piece of the action. 
As Borger stressed at the summit’s end: so many issues keep coming back to the importance of getting the governance right. Constructing the airport alone will be a demanding engineering project. But the real challenge will be choreographing the mix of old and new city that will surround it.

Changes to smoking rules in parts of the country set the stage for 'smoke free by-laws' in strata properties.
The stage is set for new smoking laws in Victoria, as New South Wales and Queensland progress reforms on controlling if and where apartment owners can smoke.
Owners corporations in Victoria are encouraged to get feedback from their owners on what their position is.
As part of a raft of changes to New South Wales strata legislation in late 2016, for the first time smoking was included as a potential nuisance or hazard to apartment residents. Owners corporations there can now create by-laws to make their buildings smoke-free.
Queensland, which is currently reviewing its strata legislation, has also proposed laws to allow smoking to be banned in apartment buildings.
Should Victoria be looking to emulate these reforms?
Residents of apartments are more vulnerable to second-hand smoke because the smoke can easily drift between areas of a building. Furthermore reverse cycle air conditioners, common to many apartment buildings are often taking the second hand smoke from one individual and circulating it to other members of the Owners Corporation.
Some strata schemes have been crying out for the chance to regulate smoking in their buildings.
The aim of these by-laws is not to stigmatise people who smoke but restrict where people can smoke or restrict smoking completely to create a cleaner and healthier living environment for all residents of a scheme.
The most obvious benefits of smoke-free apartment buildings is the health benefits from decreased exposure to second-hand smoke.
Second-hand tobacco smoke causes cancer and any level of exposure is potentially unsafe. Children exposed to second-hand smoke are at an increased risk of a range of conditions.
Adults who have been exposed to second-hand smoke experience immediate adverse effects on their cardiovascular system and in the long term can develop coronary heart disease and lung cancer.
Benefits to smoke-free apartment buildings is not limited to just the health aspect but can also create financial benefits to owners.
Tobacco smoke leaves residue on walls and curtains and smoke-free apartments have been shown to have cheaper cleaning costs.
Smoke-free buildings also carry a reduced risk of fire and other damage such as burn marks on carpets, furniture and counters thereby reducing repair or replacement costs.
Current laws in Victoria only allow for smoking to be prohibited on common property.
Owners Corporations under the 2006 Act are able to pass a rule as a special resolution at an AGM, prohibiting smoking in designated common property areas but cannot prohibit a resident from smoking in their lot.
So how do the NSW laws work?
In NSW an owners’ corporation can create smoke-free by-laws or make changes to existing ones. New by-laws require a special resolution at a general meeting of the owners’ corporation. For the by-law to be introduced 75 percent must vote in favour of the resolution.
Once a by-law is in place and communicated to all residents in the building a breach can result in a penalty notice being issued by the owners’ corporation. The offending owner or resident may be ordered to pay a monetary penalty.
Ultimately it is about giving strata communities a choice.
The updated legislation that allowed these by-laws to be brought in are not anti-smoking per se, but they do give strata communities that do not want smoking in their buildings a great deal more power enforce restrictions. Ultimately it’s up to each community to individually decide how their scheme is managed.
Victorian decision makers should be closely watching their New South Wales and Queensland counterparts to see how the smoking model rule is received by owners.

One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

fjcstudio has carefully oriented apartments towards Sydney Harbour and the CBD while using privacy blades and articulated façades to minimise overlooking between neighbouring buildings.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

The developer has also lodged plans for a two-tower, 413-apartment development on Herbert Street in nearby St Leonards, further strengthening its presence across the Lower North Shore.

Beyond that, Aqualand remains behind the final stage of Barangaroo, where plans will deliver a five-hectare mixed-use precinct comprising new homes, retail, hospitality and community facilities, alongside a new Metro entrance and more than two hectares of public open space, completing the Barangaroo precinct.

First look: Aqualand pushes ahead with Chatswood apartment tower as SSDA lodged for Archer Street

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

The facility will include a gym, yoga and reformer Pilates studios, Finnish and infrared saunas, magnesium hot and cold plunge pools, and dedicated recovery spaces. Unlike many residential wellness facilities, Level Eleven will also operate commercially, allowing the broader Bowden community to access the venue while giving residents exclusive membership benefits.

The ground floor has also been designed around everyday living. A café overlooking Bowden Village Reserve will activate the street frontage, while a bike workshop with tool storage, co-working space and dog wash has been incorporated to support daily routines and encourage interaction between residents.

"Flowe brings together my two biggest passions, creating places and creating healthier lives," Otello founder Daniel Harris said.

"We wanted to create something Adelaide hasn't seen before, a genuinely healthy building, where the way you live is lifted without even trying."

Otello launches wellness-focused Flowe Bowden with Adelaide-first mass timber apartment design

Not all apartment amenities are immediately visible.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Increasingly, buyers are placing value on the practical aspects of day-to-day life. Fast internet, EV charging, secure bike storage, flexible workspaces and parcel management are becoming just as relevant as lifestyle amenities, reflecting changing habits and expectations.

Online shopping has been one of the biggest drivers of that shift.

Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally, making parcel deliveries a routine part of everyday life rather than an occasional convenience.

For apartment residents, however, receiving those deliveries isn't always straightforward.

Without someone home to accept a parcel, deliveries can be redirected to a nearby Post Office, left in building foyers or common areas, or require building management to temporarily store packages. As apartment living continues to grow across Australia's cities, parcel management has become an increasingly important consideration for both residents and developers.

Australia Post's Parcel Locker network is one response to that shift.

Rather than relying on home delivery, eligible parcels can be directed to a nominated Parcel Locker, where they're securely stored until collected. Once a parcel arrives, residents receive a notification through the AusPost app or SMS and can retrieve it using a one-time code or QR code at a time that suits them.

The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.

That growing presence reflects a broader change in how apartment buildings are being planned.

Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.

It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.

For buyers comparing apartments, these everyday details are becoming part of the decision-making process.

Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.

Parcel delivery is joining the apartment amenity checklist

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

IPM is also planning its third project in Mona Vale, significantly increasing the scale of its previous developments with an 82-apartment proposal at <a href="https://www.apartments.com.au/new-apartments/159-167-darley-street-west-mona-vale-nsw-2103">159-167 Darley Street West</a>, opposite Bayview Golf Course and less than 800 metres from Mona Vale town centre.
