The Aerotropolis Investor Summit is a positive move to encourage private sector investment into future jobs for Western Sydney.
The focus on the 10,000 hectare economic zone around Western Sydney Airport as the location for a massive growth in Western Sydney jobs is a good example of the outcomes of the City Deal between the three levels of government.
And the establishment of the Western Sydney Development Authority under Chief Coordinator Geoff Roberts will lead to faster decision making in turning plans into reality.
The range of jobs proposed is impressive covering aerospace, defence, manufacturing, healthcare, freight, logistics, agribusiness and education.
Clearly these jobs will be closer to the people of Western Sydney and help redress the jobs exodus from the West to the East in Sydney.
The proposed North South Rail Link will help Western Sydney residents have easy access to the jobs hub.
The potential expansion of the West Metro from Parramatta announced by the Premier, Gladys Berejiklian, at the Summit would link all three cities across metropolitan Sydney.
While the Investor Summit has focussed on the issue of jobs there also needs to be more discussion about the residential components of the third city, the Parkland City.
With the Western Sydney Airport having no curfew clearly housing will be located kilometres away from the airport and the economic zone.
Most commentators on cities prefer a mixed use approach to planning where jobs and residential co-locate to ensure a lively public domain.
Future planning will need to address this issue so that the Parkland City can be as successful as the Harbour City and the River City.

Aerotropolis private investment critical for Western Sydney jobs: Chris Johnson

The recent boom in housing supply in Sydney is slowing rapidly due to excessive levies and planning changes.
The development industry is a major provider of jobs in New South Wales, providing 400,000 direct jobs as well as generating huge employment in supporting industries and services.
But a recent survey of Urban Taskforce members indicates that the number of pre-sales for apartments has slowed down and this could have major impacts on employment, particularly in Sydney.
While the property industry is a huge driver of jobs in NSW it is the residential sector that represents 70% of these jobs.
It is therefore critical to keep the supply of residential projects flowing at the levels the NSW Government has proposed.
With 325,000 new homes required over 20 years according to the Greater Sydney Commission that translates to over 37,000 new homes a year.
The peak in recent times has reached this figure but there is a worrying drop in approvals over recent months and there seems to be an even bigger drop in pre-sales of apartments.
There are a number of contributing factors to the slowing housing market.
These include confusion over possible affordable housing levies, the raising of the cap on Section 94 infrastructure levies, the increase in the stamp duty from 4 to 8% in NSW for foreign investors which has turned them away and the restrictive policies of banks in lending to purchasers and to developers.
The Urban Taskforce has produced a publication on the importance of jobs from the development industry to the NSW economy which demonstrates the extensive number of specialist jobs that are part of residential construction, including apprenticeships which provide valuable training and opportunities for young people.
We need to keep the economy performing strongly so that the jobs and the funds keep flowing to federal and state governments from GST and Stamp Duty taxes.

Sydney housing boom starting to slow - and jobs will take a hit: Chris Johnson

The approval by the NSW Government of a new tower over the future Martin Place metro station is a good balanced solution.
It is important that the NSW Government works with the private sector in rolling out new metro rail lines and stations and the proposal for the Martin Place station is an excellent example of this.
The final setback above a podium of 8 metres maintains the character of Martin Place while allowing a commercial tower to be built over the podium but set back by 8 metres.
The City of Sydney have raised concerns that a set-back of 25 metres would have been preferable but their comments do not take into account that the adjacent MLC Centre tower is set back far more than this.
The proposed tower is well away from the Cenotaph down the far end of Martin Place and is more contextually related to the Reserve Bank building at the top of Martin Place.
As Sydney evolves into a global city with a population of 8 million people there will need to be a balance between maintaining the built form of the past and shaping the city of the future.
It is good that robust discussion occurs as new proposals are made but ultimately the city must change and evolve.
The government’s decision on the unsolicited proposal for Martin Place Station and related new buildings represents a good balance between the past and the future.
The use of the NSW Government Architect Peter Poulet, who strongly supported the 8 metre setback, in achieving this balance is also a good process to ensure quality change occurs in the city.

Martin Place tower a good balanced solution for Sydney: Urban Taskforce

The record number of completions of 40,009 new homes in the year to February 2018 is good news for housing supply with strong population growth.
The 40,009 housing completions are above the required 20 year average of 36,250 per year which is good news.
The approvals for these homes came a few years ago at the peak of the housing boom and it is good to see that the combination of government policies and the hard work of the development industry is paying off.
The big change from earlier years on housing production has been the rise in the proportion of new homes that are apartments which are close to 70% of the total.
A decade ago detached houses and apartments were approved at similar numbers but now apartments and multi-unit dwellings are in the majority.
Changes to the planning system have also helped with the establishment of planning panels for large projects and the increase in complying development approval streams.
Most apartment projects are larger scale projects so the role of planning panels in assessing these will continue to be important.
While the housing completions have reached record levels the approvals are dropping.
In February 2017 there were 58,774 approvals compared to the 51,994 housing approvals in February 2018. This is an 11.5% drop and it appears that this will go down further.
Clearly the housing development industry will go through peaks and troughs but it is important that government policies continue to support both strong approvals and strong completions and do not add additional cost to development or add red tape.
The Urban Taskforce is keen to work with the NSW Government to ensure a consistent flow of new homes for Sydney.

Sydney's record home completions is good news: Chris Johnson

Sydney councils are requiring an excessive number of specialist reports to submit a development application (DA) for a simple house.
The Urban Taskforce has undertaken a review of the number of reports required by Sydney councils for the lodgement of a DA for a simple house and we have found an amazing number of reports required.
Bayside Council requires 27 reports, Liverpool City Council requires 26 and Willoughby requires 23 reports just for a simple house. If a residential flat building is proposed the DA requirements escalate with the Northern Beaches Council requiring 49 reports. Each council issues a check list that lists the growing number of detailed reports required. Clearly this is getting out of control.”
Recent NSW Government initiatives to increase the number of projects that are assessed under Complying Development rules are excellent moves to a simpler planning system that have been announced by NSW Planning Minister Anthony Roberts.
The Greenfield Housing Code and the Missing Middle Code bye-pass most of the excessive number of reports required for Merit Assessed projects and this system should be expanded to larger scale projects.
Reports now required by Sydney councils for lodging a residential DA include Access Report, Acid Sulfate Soils Report, Air Quality Report, Asbestos Management Plan, Construction Noise and Vibration Management Plan, Contamination Assessment, Crime Risk assessment Report, Flora and Fora Assessment, Hazardous Materials Survey, Heritage Impact Statement, Noise Impact Analysis, Reflectivity Report, Security Management Plan, Tree Management Plan, Water Cycle Management Plan and many others.
Despite the introduction of the Greenfield Housing Code the NSW Government still sets requirements for multiple reports for merit assessment for a house that does not fit the code rules in the Box Hill Growth
Centre Precincts Development Control Plan that will be assessed by the Hills Shire Council requiring or may require 23 reports for a simple dwelling house DA. The reports include a Construction Noise and Vibration Management Plan, Contamination Assessment, Erosion and Sedimentation Control Plan, Statement of Environmental Effects, Shadow Diagrams and possibly a Heritage Impact Statement, Noise Impact Analysis, Preliminary Engineering Drainage Plans.
Liverpool City Council require for a single dwelling house a Statement of Environmental Effects, Waste Management Plan, Sediment Control Plan and potentially a Traffic Report, Arborist Report, Archaeological Assessment, Salinity Management Response and Odour Assessment.
Canterbury Bankstown require a Neighbour Notification Plan for a DA for a single house. Willoughby City Council require for all DAs an Arborist Report, Acoustic Report, Archaeological Assessment Report, Demolition Report, Erosion/ Sediment Control Plan, Shadow Diagrams, Site and Context Analysis, Traffic and Parking Assessment and a Waste Management Plan.
The Urban Taskforce research found that there were 81 separate reports required for a residential DA across all of the Sydney councils and this did not include a number of other reports required for non- residential DAs.
Clearly a number of these reports are necessary to assess the Development Application for a single house but over recent years the number of specialist reports seems to have grown dramatically. Each of these reports costs the applicant a significant amount of money which just increases the cost of housing in Sydney.
It looks like council planners are very risk adverse and want expert reports on multiple areas that they can use to justify their decisions. The Urban Taskforce believes the requirements for a simple house DA have got out of control and that the NSW Government needs to review this by applying similar approaches to those contained in the complying codes. A whole industry of consultants has grown up around the requirement for expert reports and no doubt this group will encourage the need for even more reports. A balance is required in terms of a Report Impact Statement on Housing Costs to ensure the assessment process has not become too complex.

27 is too many! Reports required for a DA in Sydney is excessive: Chris Johnson

The Australian Housing and Urban Research Institute (AHURI) report on affordable housing policies should support incentive approaches but must not increase apartment costs.
The AHURI report by a number of Australian academics is a useful exploration of trends and policies across the world but the Sydney market is different.
Many countries use taxation deductions and other incentives to achieve a supply of affordable homes.
Even the South Australian system referred to in the report is different to anything proposed in Sydney as it defines 15% of homes for sale at a reduced price.
This is much more feasible than giving 15% of all your homes to the local council.
Houses and apartments in Sydney are amongst the most expensive in the world when related to household income.
Much of this high price is driven by restrictions on zoning new land for residential homes according to the Reserve Bank report on ‘the Effect of Zoning on Housing Prices’.
The zoning effect increased Sydney per house price by a whopping $489,000 and in Melbourne by $324,000.
On top of all this there is a range of levies and taxes added to the cost of a dwelling by the NSW Government and the local council.
To add even more cost to new dwellings as proposed by AHURI will only drive overall housing costs upwards.
The AHURI preferred approach is to have inclusionary zoning only applied to apartments yet apartments have already become the affordable way to live for many Sydney households.
The average apartment in Sydney is around 40% cheaper than the average house so this dwelling type has become the affordable way to live for many households.
AHURI however proposes an inclusionary zoning system that can only lead to forcing apartment costs up.
We should be getting other building types like detached houses, commercial and retail developments to contribute to affordable housing rather than add an extra cost to the most affordable dwellings in the city.
The Urban Taskforce has developed an approach to providing up to 40,000 affordable homes across Sydney over a ten year period.
We propose using the Affordable Rental Housing SEPP that gives an uplift in floor space if 20% of the apartments are affordable rentals for 10 years.
The incentive needs to also be 20% and this will encourage most developers to provide a percentage of apartments that are lower in rent than the market.
Stronger leadership by government on affordable housing policies is needed in NSW.
Currently the Department of Planning and Environment controls some policies, the Greater Sydney Commission proposes targets only on uplift and if feasible yet many councils are pushing for inclusionary zoning percentages that would make new housing projects unviable.
The Urban Taskforce is keen to work with all agencies to get a Sydney approach to housing affordability that is sustainable in the long term.

AHURI’s affordable housing proposals will only push unit prices up: Chris Johnson

The recent announcement by the NSW leader of the Opposition that Metro West rail will be preferred over other lines misses the point that the full network for Sydney is required.
NSW Opposition Leader, Luke Foley, has announced that he will fast track the Metro West rail if elected at the state election and cancel the Sydenham to Bankstown rail line.
But Sydney needs both rail links as part of a broader infrastructure network for the city.
As Sydney moves from a city of five million people to eight million over the next 40 years the city will need to shift to public transport with greater housing densities around railway stations.
Ultimately the city will need a metro rail network similar to London’s with a circle line and a central line.
The Urban Taskforce has proposed a structure for Sydney’s metro based on a central line that requires West Metro as an important link but we have also proposed a circle line that carries the North West rail through North Sydney and along the Sydenham to Bankstown line ultimately to the proposed Western Sydney airport.
Clearly there will need to be greater densities around railway stations on this network and it is unhelpful for the Opposition Leader to call this ‘shoehorning an extra 100,000 people into high-rise towers’.
The Metro West link is probably more important than the Sydenham to Bankstown line in the short term as the current western rail line is approaching capacity.
It is positive that the Opposition is committed to this important piece of infrastructure.
The Urban Taskforce encourages all political parties to support new metro rail infrastructure in the lead up to the next state election but we are very concerned about rhetoric from both major parties that is against the development of apartments near transport modes.

Sydney rail projects need to meet broader infrastructure needs: Chris Johnson

The announcement by the NSW Government that four transport corridors are now on exhibition that will underpin Sydney's third city, the Parkland City, is good news.
Infrastructure is the key to accommodating Sydney's growth and the announcement that the NSW Government has identified four transport corridors for the Western City is a good step forward.
The four corridors total 192 kilometres of land reservations that link Western Sydney to the north, south, east and west.
The North South rail corridor will ultimately connect Campbelltown, Western Sydney Airport and the main Western rail line at St Marys. The Outer Sydney Orbital is a vital future ring road and rail freight corridor to Sydney's west.
The Western Sydney Freight Connection will connect to the broader network and the extensive new road connection from Bells Line of Road in the west to the M7 will connect the Blue Mountains more strongly to the road network.
All of these proposed corridors reinforce the City Deal across three levels of government and give momentum to the important development of Western Sydney around the proposed airport.
It is also important to reserve land corridors early in the planning process before prices escalate and this seems to be the case with the four corridors announced.
While these corridors have been announced, the NSW Government is still keen to get community and industry feedback on the alignments. The Urban Taskforce will look closely at the corridors and consultant with our members to provide constructive feedback.
Ministers Pavey and Ayres are demonstrating good leadership in making clear proposals for necessary infrastructure to underpin the future growth of Western Sydney.

Western Sydney transport corridors essential for Parkland City: Urban Taskforce

The recent interest in Brutalist buildings by the City of Sydney Council and the National Trust has become a new way to stop new housing projects.
The supporters of Brutalist buildings have moved on from their failure to get the Sirius Building listed to another Brutalist building sitting amongst the Victorian streetscapes of Glebe.
The Glebe building is the Bidura Metropolitan Remand Centre (BMRC) that was built in the 1980s to house children going through the Children’s Court system.”
“The recent Central Sydney Planning Committee meeting supported a council proposal to have the Bidura complex becoming a heritage item even though the City Council’s own Local Environmental Plan allows an 8 story apartment building on the site and no heritage controls have existed on the Remand Centre before.
The brutalist BMRC building (above) presents tall blank concrete walls to the street that have very little of the active uses the council normally requires. Proponents of the heritage listing amazingly compared it with the sandstone Queen Victoria Building on George Street in the city with its extensive display windows and many entrances.
But more importantly the moves to keep the building would stop a state government asset sale objective of providing new housing on a site close to a village centre and public transport. It will be almost impossible to find compatible uses for the concrete monolith unless they relate to prison like uses that want to exist in a concrete fortress.
At the time of the sale of the site by the NSW Government to the private sector there was no heritage controls on the site apart from the 1860 original Bidura House and the City of Sydney’s planning rules allowed an eight storey apartment building, similar to neighbouring sites, to be constructed. Now that the site has been sold to the private sector the Sydney City Council wants to change all the rules. The state government must ensure that there are consistent rules when their sites are sold or the private sector will not have confidence in the sale process.
The extensive support documents to the councils proposed heritage listing lauded British Brutalist buildings including the Barbican Centre in London as good examples of Brutalism. The Barbican Centre takes up a full city block but the street edge on all four sides is either a blank concrete wall, a concrete car park or on one side service entries off a covered road that looks like a tunnel. Brutalism seemed to be very unfriendly when it presented to the public realm of the street as demonstrated by London’s Barbican Centre and Glebe’s Bidura Children’s Court and Metropolitan Remand Centre.
The Urban Taskforce is concerned about the sovereign risk that the change of planning rules creates after government disposes of an asset. We are also concerned about the growing trend to try and list as heritage items Brutalist buildings that have poor relationships to the street and are seen by many people as being ugly.

Protection of Brutalist Buildings being used to stop new development

The academic report by researchers from the Australian National University (ANU) that outlines the potential over supply of housing in Sydney misunderstands the strong swing to inner city urban living, says the Urban Taskforce. 
The academic report by Australian National University researchers Cukko Joseph and Ben Phillips seems to be based on search algorithms rather than the reality of the market place.
The researchers utilise the search algorithm Newton-Raphsin in the Gregwt SAS Code in their 22 page report to conclude that there is a major oversupply of new homes in Australian cities but NSW government data indicates an undersupply.
The ANU report focusses on a supposed over supply of 5,900 new homes in Inner Sydney but rents are still high in this region indicating an undersupply. The NSW Government predictions are that 40,000 new homes are required each year for Metropolitan Sydney for 20 years yet we are currently only at 35,000 new homes a year.
The Sydney inner city housing market is being driven by a swing to urban living where young couples and older downsizers are looking for a cosmopolitan urban lifestyle that is close to amenities and public transport. Predictions on housing demand must understand this change in living preferences that is quite different to a few decades ago.
The study does acknowledge that its methodology does not account for real demand for new housing. A ‘real demand’ analysis would incorporate consumer preferences and other economic drivers, such as interest rates or employment’. The study also admits there are limitations in its analysis – in terms of its conceptual basis and the data it relies upon. It also states that the study ‘does not conclude that people’s housing needs are being met’.
While all research reports are useful, inputs into the current discussion on housing supply and demand must be balanced with the extensive demographic research undertaken by government agencies.
Our concern with the ANU statements is that they could encourage governments at state and local level to put a brake on housing supply by adding further levies and by slowing down planning approvals. The end product would be to dramatically reduce supply and so drive up the price of housing creating affordability problems.
The Urban Taskforce urges governments at all levels to reduce levies on new housing and to simplify the planning system so that affordable housing can be delivered for those keen to own their own home as well as for those that prefer to rent.

ANU predictions of housing over supply in Sydney misunderstanding the swing to urban living

Two years after completing one of the newest developments in North Sydney, developer <a href="https://www.apartments.com.au/developers/aqualand-australia">Aqualand</a> is turning its attention to the rapidly evolving St Leonards apartment market.

The developer, which completed AURA by Aqualand on North Sydney's Walker Street, has lodged plans for a 5,918 sqm site at <a href="https://www.apartments.com.au/new-apartments/33-37-herbert-street-st-leonards-nsw-2065">33-37 Herbert Street, St Leonards,</a> seeking approval for a pair of residential towers rising above a shared podium opposite Royal North Shore Hospital.

The proposal forms part of the broader transformation underway across the St Leonards-Crows Nest precinct, where former industrial and commercial sites are increasingly being redeveloped into high-density mixed-use projects tied to major transport infrastructure.

According to the planning documents, the site sits “within the St Leonards–Crows Nest Strategic Centre, identified by the NSW Government as a key area for accommodating future jobs and housing across Sydney.”

The proposal has been designed by fjcstudio, formerly FJMT Studio, and is being progressed through the State Significant Development pathway due to its scale and affordable housing provision.

The scheme would comprise 413 apartments, including 46 affordable housing units, alongside retail and commercial uses fronting Herbert Street. The project would also include communal open space, landscaping, a swimming pool, gymnasium, children’s play areas and podium-level resident amenities.

Planning documents show the development would consist of a part-13, part-39 storey tower form positioned above a four-storey podium.

“The development comprises a unified podium that activates the street interface, and two setback towers to accommodate new housing supply while maintaining an appropriate human scale at ground level,” fjcstudio noted in its Design Report.

The northern and southern towers have been shaped to respond to the surrounding skyline while also limiting overshadowing impacts to nearby public open space, particularly Talus Reserve.

The design report said the differing tower heights were intended to “contribute to a varied skyline while responding to the surrounding built form context and solar access considerations.”

The site sits directly opposite Royal North Shore Hospital and within walking distance of both St Leonards Station and the new Crows Nest Metro station.

While the site itself sits just outside the formal Crows Nest Transport Oriented Development boundary, the planning documents repeatedly reference its alignment with the broader TOD objectives reshaping the Lower North Shore.

“The site is located adjacent to St Leonards Station and in close proximity to Crows Nest Metro which is within the Crows Nest Transit Orientated Development Accelerated Precinct which has been identified by the NSW Government to support housing delivery,” the Design Verification Statement noted.

According to fjcstudio, the project has been designed to respond to the broader transition occurring across St Leonards, where increasing residential density is being concentrated around transport infrastructure and employment hubs.

“The broader precinct is undergoing significant change, with a mix of existing mid-rise buildings and newer high-density developments,” the report stated.

“Recent and approved projects indicate a consistent shift toward taller built form, typically organised as tower-and-podium typologies with more active ground levels.”

The proposal includes close to 6,000 sqm of retail and commercial space across the ground floor and podium levels, designed to create a more activated street edge along Herbert Street.

Aqualand’s plans would also introduce a landscaped podium shared between the two towers, with communal open space in the form of a podium rooftop designed to support resident interaction and improve urban greening outcomes. The scheme would also introduce pocket parks at the northern and southern ends of the site, including a landscaped area at the corner of Herbert and Ella streets designed to improve pedestrian amenity and soften the streetscape.

The proposal is being progressed through the NSW Government’s Housing Delivery Authority pathway, which was introduced to accelerate housing supply across the state. The application was declared State Significant Development in April 2025 following an expression of interest process.

St Leonards has been particularly active with new developments in recent weeks. Developer SP Setia’s <a href="https://www.apartments.com.au/news/nsw/first-look-sp-setia-targets-st-leonards-skyline-with-40-storey-tod-tower">plans for a new 42-storey tower</a> recently went on exhibition through the same pathway, while <a href="https://www.apartments.com.au/news/nsw/first-look-stockland-plans-52-storey-538-apartment-st-leonards-tower">Stockland’s 52-storey tower proposal</a> was also recently unveiled.

Aside from the St Leonards project, which is expected to take around nine months to move through the approvals process ahead of a potential 2027 launch, Aqualand is also preparing to launch Boronia, a new apartment project in Roseville comprising around 111 apartments on Larkin Street.

The developer also has approvals in place for the next stage of the Barangaroo precinct, which will feature new residential, retail, hospitality and community uses, alongside a new metro entry across the five-hectare site.

More than 50 new retail destinations are planned for Central Barangaroo, alongside a 270-metre-long boulevard connecting Hickson Park to Nawi Cove. Together with Harbour Park, more than 50 per cent of the precinct will comprise public open space and parkland.

The Marlborough House proposal, lodged for the <a href="https://www.apartments.com.au/new-apartments/marlborough-house-47-97-marlborough-street-surry-hills-nsw-2010">47-97 Marlborough Street</a> site, would see the adaptive reuse of the heritage-listed warehouse building alongside the construction of new residential additions and a separate apartment building on the northern portion of the site.

The proposal seeks approval for 172 apartments across three buildings, including 15 per cent affordable housing managed by a community housing provider for at least 15 years from occupation.

The redevelopment is planned for the prominent 3,413 sqm site bounded by Marlborough Street, Goodlet Street and Lansdowne Street, directly opposite Eddie Ward Park and around 200 metres from the Surry Hills light rail stop.

Time &amp; Place acquired the former David Jones building in 2024, marking the first time the property had changed hands in around 50 years.

Designed by Wardle, the proposal centres around the adaptive reuse of the former David Jones factory, originally constructed between 1913 and 1935 in the Inter-War Chicagoesque architectural style.

Wardle noted in its Architectural Design Report that the building “occupies a significant place in the industrial and cultural history of Surry Hills” and at its peak was “the largest department store manufacturing facility in Australia, employing over 800 people and fuelling the growth of Sydney’s fashion and retail industries.”

The practice said the project positions itself “not as an isolated intervention, but as a contributor to the civic, social, and architectural grain of the precinct.”

The proposal would deliver 75 apartments within the retained southern heritage building, 59 apartments within the central addition, and a further 38 apartments within the new northern building fronting Lansdowne Street.

Planning documents show the scheme would comprise a mix of heritage apartments, new-build apartments, townhouses and penthouses.

The development would also include a ground-floor retail tenancy on the corner of Marlborough and Lansdowne streets, rooftop communal open space, a landscaped pedestrian link along the western edge of the site, and basement parking accessed from Lansdowne Street via a car stacker system.

The scheme emerged from a competitive design process run by Urbis, with Wardle ultimately selected as the winning architect ahead of FJC Studio, TZG, Architectus and Wilkinson Eyre.

The Design Integrity Panel later described several aspects of the Wardle scheme as fundamental to the project, including “the stepped character of the new addition to the north of the site”, the landscaped western pedestrian link, and the “garden arrival” experience separating the original Marlborough House from the heritage addition.

Wardle’s design heavily references the site’s industrial and heritage history, while also responding to the surrounding Surry Hills streetscape.

The Architectural Design Report describes Surry Hills as “a finely grained neighbourhood with beautiful and expressive brickworks throughout the suburb,” with the proposal introducing a material palette intended to sit comfortably alongside the existing warehouse fabric and neighbouring terraces.

The report also outlines the project’s relationship with Eddie Ward Park and the broader landscape context of the area.

“Marlborough House occupies a site of deep cultural memory and the neighbouring Eddie Ward Park is of local ecological significance, where natural systems, topography, and stories have long shaped human experience,” Wardle noted in the report.

The architects said the proposal sought to “rebind built form to Country” through landscape, materiality and the adaptive reuse of the heritage structure.

The project is also being progressed under the NSW Government’s in-fill affordable housing provisions, allowing developments that include affordable housing to access additional height and floor space incentives.

Under the plans, 2,593 sqm of the project’s floor space would be dedicated to affordable housing, slightly exceeding the required 15 per cent threshold.

In its Design Excellence Strategy, Urbis said the project aimed to “sensitively adapt and enhance the heritage-listed building on site through alterations and additions that preserve its historical significance” while delivering “high-quality market and infill affordable housing development in Surry Hills.”

Time &amp; Place has been one of the most active developers nationally in the last 12 to 24 months. Late last year they completed&nbsp;The Queensbridge in&nbsp;<a href="https://www.apartments.com.au/developments/southbank-vic-3006">Southbank</a>, a mixed-use tower with 353 apartments and a hotel. They are currently selling Park Modern, 246 apartments near the famous Botanic Gardens in&nbsp;<a href="https://www.apartments.com.au/developments/south-melbourne-vic-3205">South Melbourne</a>, and have future projects, <a href="https://www.apartments.com.au/new-apartments/the-wilmot-173-burke-road-28-hope-street-glen-iris-vic-3146">The Wilmot</a>&nbsp;in&nbsp;<a href="https://www.apartments.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a>, the redevelopment of the Northcote Plaza, and another tower in South Melbourne.

The developer broke into Sydney just a few years ago with Two Tides in Manly. They have another project nearby, which is at the ultra-luxury end of the market on&nbsp;<a href="https://www.apartments.com.au/buildings/shoreline-manly-beach-89-90-north-steyne-manly">North Steyne</a>, fronting the beach.

First look: Time & Place unveils Marlborough House redevelopment designs for former David Jones warehouse in Surry Hills

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.
