The Victorian Government has secured the passage of the Building Legislation and Treasury Legislation (Tax Relief) Amendment Bill 2026, introducing a suite of reforms aimed at improving consumer protection and confidence in the apartment market.

Resilience Insurance, Australia’s leading Latent Defects Insurance (LDI) provider, has welcomed the move.

The LDI elements of the Bill passed with bipartisan support and now moves to the Legislative Council where debate and passage are expected later this month. It represents a significant milestone in the national shift toward stronger, longer-term protection for apartment buyers.&nbsp;

The reform would deliver practical benefits across the housing system. Apartment owners will have stronger protection if major defects emerge, developers and builders will have a clearer quality framework to work within, and the State will reduce the risk of serious building failures becoming a long-term financial and social burden for households, communities and government.&nbsp;

LDI helps support apartment delivery while providing stronger protection for buyers and encouraging better construction outcomes.&nbsp;

Resilience LDI provides apartment owners with 10 years of insurance-backed cover for major structural defects from completion, with direct claim access to the insurer. This means owners are not required to first pursue developers or builders through costly legal action before accessing protection.&nbsp;

Resilience Insurance has been operating in Australia since 2022 and has already insured hundreds of development projects covering many thousands of apartments across Australia.&nbsp;

At approximately 1.8 per cent of build cost, it is a cost-competitive alternative to the traditional two per cent Strata Bond, bond while delivering significantly broader and longer protection.&nbsp;

“The Victorian Lower House vote shows that reforms like this succeed when they are practical, evidence-based and supported by industry," says Corey Nugent, CEO of Resilience Insurance.

10-year Latent Defects Insurance for new apartment buyers set to land in Victoria

Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Raptis is seeking to deliver a <a href="https://www.apartments.com.au/new-apartments/17-19-first-avenue-broadbeach-qld-4217">29-storey tower with 73 apartments</a> on the 818 sqm site. It will be the developer's seventh project in the suburb, as they are approaching completion of The Sterling on George Avenue.

There will be a pool, barbecue and outdoor dining area, residents lounge and dining, sauna and steam room, gym, and a Yoga and Pilates studio.

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

New Farm has become one of Brisbane's most sought-after suburbs for developers delivering premium downsizer-focused apartments.

The new project would rise 57 metres above a consolidated 1,518 sqm site, on the same street as Radia and Esprit.

The tower would be delivered above a basement and multi-level podium accommodating resident and visitor parking, with the residential component commencing from level three. The design incorporates cascading planting throughout the façade, landscaped podium edges, and deep planting zones along the Boundary Street frontage.

Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

Recruitment power couple make Watsons Bay moves

Doyles have another chance to expand their Watsons Bay fish empire with the listing of an adjoining home.
The property at <a href="https://www.realestate.com.au/property-house-nsw-watsons+bay-130648594" target="_blank">2 Cliff Street</a> was under the watchful eye of the Doyle family when it last traded for $1.26 million in 2003, but the vendor, whose family had owned the property for 100 years, refused to sell to the fish giant.
“The previous owner of my home refused to sell to Doyles as the property had been in her family for 100 years," said former small business owner Alex Mestanov, the current vendor of the three bedroom home.
Mestanov secured approval for a three storey development on the property to take advantage of the harbour views and soar above Doyle's main restaurant, which is located infront of the property on the water.
The home actually sits within the Doyle's carpark, who approached Mestanov with a $3 million bid in 2008, when the property wasn't for sale.

He's now called on Ray White Double Bay agent Evan Williams, who is marketing the home in conjunction with Australian Prime Realty's Tony Braham.
They have a March 28 auction, with no guide, however prices nearby have ranged anywhere between $3 million and $5 million. A recent Cliff Street sale sold for $5 million.
“This original Watsons Bay freestanding home presents a blue chip redevelopment prospect in an iconic location mere steps from the harbour foreshore,” said Williams.

Book publisher Niki Zubrzycki's cute cottage in Watsons Bay has been snappily sold.

It was best known as the longtime home of the artist John Olsen, who lived in the former harbourmaster's house while painting his first commissioned piece, Five Bells.
Olsen lived with his wife Valerie, and children, Tim and Louise, at the Cliff Street cottage in the 1960s and 1970s.
It last sold at $340,000 in 1987 when bought by Niki Zubrzycki and her husband John, author of the fascinating history The Last Nizam: An Indian Prince In The Australian Outback.
In 2008 designer John Normyle was commissioned to create its open-plan living spaces.

Clinton Murray-designed beach house listed at Watsons Bay

Bidding opened at $8.5 million when a timewarp Watsons Bay beachfront was put under the BradfieldCleary hammer at auction tonight.
The <a href="https://bradfieldcleary.com.au/6528264/17-victoria-street-watsons-bay" target="_blank">deep 524 sqm street-to-beachfront block</a> had not sold for nine decades.
The north facing holding with direct access onto Camp Cove beach was knocked down after very strong bidding at $14.2 million.
There were the five bidders for the Pitt-Webb family deceased estate holding at 17 Victoria Street, which had a recent Valuer General valuation of about $8.5 million.

One of the registered parties was a family member, auctioneer Damien Cooley revealed under auction regulations.
It currently features a single level semi-detached weatherboard cottage with garage and boatshed and steps to the beach.
It was listed by Brenton Gadsby at BradfieldCleary in conjunction with Donna Burke at Bickmore-Hutt Realty.
Most of the interested parties were playing their cards close to their chest, although the top bidder was a veteran auction room player.
But the intentions or possibly just who the prominent Sydney property developer Philip Wolanski was representing remain unconfirmed. 
Over the decades Victoria Street has been a magnate for influential owners including the neighbouring retail magnate Steven Lowy.
Other owners through the years have included adman John Singleton, the Smart family, solicitor Bill Blackshaw, accountant Ian Ferrier, the Cawood family, developer Vaughan Blank, the former Sydney head of the Swiss commodities trader Glencore, the Arve family and the entrepreneur Sam Linz.
