The Victorian Government has secured the passage of the Building Legislation and Treasury Legislation (Tax Relief) Amendment Bill 2026, introducing a suite of reforms aimed at improving consumer protection and confidence in the apartment market.

Resilience Insurance, Australia’s leading Latent Defects Insurance (LDI) provider, has welcomed the move.

The LDI elements of the Bill passed with bipartisan support and now moves to the Legislative Council where debate and passage are expected later this month. It represents a significant milestone in the national shift toward stronger, longer-term protection for apartment buyers.&nbsp;

The reform would deliver practical benefits across the housing system. Apartment owners will have stronger protection if major defects emerge, developers and builders will have a clearer quality framework to work within, and the State will reduce the risk of serious building failures becoming a long-term financial and social burden for households, communities and government.&nbsp;

LDI helps support apartment delivery while providing stronger protection for buyers and encouraging better construction outcomes.&nbsp;

Resilience LDI provides apartment owners with 10 years of insurance-backed cover for major structural defects from completion, with direct claim access to the insurer. This means owners are not required to first pursue developers or builders through costly legal action before accessing protection.&nbsp;

Resilience Insurance has been operating in Australia since 2022 and has already insured hundreds of development projects covering many thousands of apartments across Australia.&nbsp;

At approximately 1.8 per cent of build cost, it is a cost-competitive alternative to the traditional two per cent Strata Bond, bond while delivering significantly broader and longer protection.&nbsp;

10-year Latent Defects Insurance for new apartment buyers set to land in Victoria

Just a few months after acquiring a prime Broadbeach site on the corner of First Avenue and Surf Parade, family-run developer <a href="https://www.apartments.com.au/developers/raptis">Raptis</a> has filed fresh plans for a new apartment development.

Brisbane development veteran Kevin Seymour's Seymour Group is set to deepen its presence on one of Brisbane's most tightly held riverfront addresses, lodging revised plans for a luxury apartment development on Oxlade, just a few doors down from The Oxlade, which it completed in 2024.

The <a href="https://www.apartments.com.au/new-apartments/70-72-oxlade-drive-new-farm-qld-4005">new project at 70-72 Oxlade Drive</a>, directly north of The Oxlade, will have 27 apartments across a seven-storey building&nbsp;overlooking the Brisbane River and Merthyr Park. It's a revision from a 2021-approved design.

Designed by bureau^proberts, the project has evolved from the previously approved 26-apartment scheme, introducing an additional penthouse level while maintaining a low-density, boutique character. The development will comprise 26 three-bedroom apartments and a single four-bedroom penthouse, supported by two basement levels with 86 car spaces and 34 bicycle spaces.

The architectural response is centred around two distinct building forms separated by a landscaped open-air atrium.&nbsp;"This dual composition captures and embraces Brisbane’s subtropical environment whilst breaking down built form and scale," the submission to the Brisbane City Council noted.

Curved balcony edges, integrated planting and extensive landscaping throughout the façade reinforce the subtropical design approach. The building's façade is softened by elevated gardens and planter beds, creating a green edge that complements the established landscape character of Oxlade Drive and neighbouring Merthyr Park.

New Farm has become one of Brisbane's most sought-after suburbs for developers delivering premium downsizer-focused apartments.

GRAYA has been particularly active in the precinct, completing both Chalk and York in recent years, while construction of Moray House, being delivered for Spyre, is now nearing completion. A new residential tower will be the first piece of a broader mixed-use precinct set to reshape a prominent Newcastle West site, with local developer <a href="https://www.apartments.com.au/developers/gwh">GWH</a> bringing its <a href="https://www.apartments.com.au/new-apartments/cambridge-quarter-newcastle-west-12-denison-street-newcastle-west-nsw-2302">Cambridge Quarter</a> vision to market.

The first release, Tempo, will introduce 87 apartments across a 24-storey tower, marking Stage 1 of the residential component of a larger urban regeneration project planned for the western end of Newcastle's city centre, encompassing the former Cambridge Hotel site.

GWH unveils first release at landmark Cambridge Quarter precinct in Newcastle West

<a href="https://www.apartments.com.au/developers/ss-projects">S&amp;S Projects</a>,&nbsp;Rainbow Bay's busiest developer,&nbsp;has officially lodged plans for the largest development in its booming local portfolio, seeking approval for a further 88 apartments on Boundary Street.

The proposal&nbsp;at <a href="https://www.apartments.com.au/new-apartments/209-213-boundary-street-coolangatta-qld-4225">209–213 Boundary Street, Coolangatta</a>,&nbsp;marks the next chapter in the developer's transformation of the southern Gold Coast beachside precinct. It will be its fifth in the area, having already delivered Flow, Awaken and Esprit, while construction continues on the 38-apartment Radia. The new project would rise 57 metres above a consolidated 1,518 sqm site, on the same street as Radia and Esprit.

Designed by <a href="https://www.apartments.com.au/architects/cottee-parker-architects">Cottee Parker</a>, the proposed development comprises 88 two and three-bedroom apartments across a contemporary podium-and-tower form that integrates extensive landscaping from street level through to the rooftop.

The tower would be delivered above a basement and multi-level podium accommodating resident and visitor parking, with the residential component commencing from level three. The design incorporates cascading planting throughout the façade, landscaped podium edges, and deep planting zones along the Boundary Street frontage.

A key feature of the development is its expansive rooftop wellness and recreation precinct. Plans reveal a resort-style pool deck, gymnasium, sauna, steam room, hot and cold plunge pools, rooftop terraces, barbecue areas and landscaped relaxation spaces positioned to capture views across the southern Gold Coast coastline.

The rooftop wellness focus builds on the vision S&amp;S Projects first outlined when it acquired the site for $20.25 million last year.

"We are taking every advantage to create a truly unique rooftop wellness experience with a natural feel for residents, offering stone features throughout and an underlying theme that emulates a botanical garden," S&amp;S Projects founder and director Paul Gedoun said at the time.

The proposal seeks a 57-metre building height, representing a 50 per cent uplift on the site's mapped 38-metre height limit. Planning documents argue the additional height is consistent with recently approved and emerging towers in the immediate Boundary Street and Rainbow Bay precinct.

Urbis, acting as planning consultant, said the development would provide "88 dwellings, comprising a mix of two and three-bedroom apartments, contributing to housing choice and supply within an established medium to high-rise coastal urban neighbourhood."

The scheme has undergone extensive pre-lodgement consultation with the City of Gold Coast, with the design refined following feedback relating to architectural expression, landscaping, traffic access and podium treatment.

S&amp;S Projects has become one of the most influential private developers operating on the southern Gold Coast. Since entering Rainbow Bay in 2022, the company has assembled a portfolio exceeding $1 billion in end value, establishing itself as a key player in the area's evolution into a premium apartment destination. Coolangatta is entering another wave of apartment development, following the delivery of several prominent residential projects in recent years.

The decision by Ryde Council to reject a planning proposal due to community concerns demonstrates a flaw in the NSW Planning system.
Ryde Mayor Jerome Laxale used the fact that around 400 submissions were against a planning proposal for a large development at Macquarie Park as the reason to reject the proposal despite the clear support from council staff in their detailed report.
Mayor Laxale stressed the loss of local amenity and character as a community concern but clearly the project was creating a new local character.
The NSW Department of Planning promotes the importance of community participation as being about ‘preserving local character’ in their draft Community Participation Plan.
Clearly new projects in Planned Precincts and areas around rail stations are going to have a new character that is quite different to the existing local character.
At the Ryde Council meeting many community members said they wanted no development and that they wanted to preserve the existing character of their area.
The Exhibition Draft of the Department of Planning and Environment’s Community Participation Plan lists three reasons why community participation is important.
This includes ‘Community participation creates a shared sense of purpose, direction and understanding of the need to manage growth and change, while preserving local character.’
Clearly the preservation of local character leads to minimal growth and change and this is contributing to the anti-development attitude by some community members in Ryde.
In a pre-election environment a number of politicians are using the government policy of ‘preserving local character’ to lobby communities against new development.
This approach is particularly apparent in Ryde where the local member, Victor Dominello, has encouraged his constituents to be against new development.
This is despite the fact that that half way through the 5 year targets for new homes set by the Greater Sydney Commission for Ryde of 7,600 homes the current numbers are about 10 percent above the half way point but the slowing housing market will mean it is unlikely the GSC target will be met.
We need greater government leadership on the creation of a new local character particularly in nominated Planned and Priority Precincts.
Communities need a clear message that in the areas nominated by the NSW Government for growth that the local character will change significantly.
Community input should them be about the quality of the new urban character and the mix of amenities.
The Urban Taskforce believes the NSW Government should amend it’s planning documents that focus on the preservation of local character in growth areas and replace with the creation of a future local character.

There have been significant political statements in Ryde from the mayor and the local member of parliament about over development and now all new planning proposals are on hold. It is clear that we are in a pre-election environment with politicians encouraging communities to be wary of growth.
The District Plans were only released in March this year and they called for 7,600 new homes in Ryde over the next 5 years. They also championed the ‘missing middle’ approach to providing terrace houses and duplexes as a way to increase density that is compatible with detached houses. But now the NSW Government has backed off the use of terrace houses in Canterbury Bankstown and Ryde. The District Plan identifies the Canterbury Bankstown corridor as an important growth area but apparently not for terrace houses.
Only a month ago the government announced the ‘missing middle’ complying code as the clever way to increase density without having apartments. It seems that many councils are now keen to undermine this policy by complaining to the NSW government or by changing the lot size that the new rules relate to.
Canterbury Bankstown Council at its meeting on 24 April 2018 discussed the terrace house code under the heading ‘THE MISSING MIDDLE – A TRAIN WRECK OF A POLICY TOTALLY MISSING THE POINT’. Clearly the state government has responded quickly by doing a back-flip on its missing middle policy.
The Urban Taskforce has been aware of a growing number of politicians who are encouraging their electorate to be against new development and then claiming to be acting on the communities’ behalf. Clearly Sydney is going through a major growth phase with a big swing to apartment living closer to jobs and public transport. We need our politicians to champion the evolution of the city into a more urban way of living. The significant investment in infrastructure by this state government, including metro rail and light rail, will support new densities along their routes.
As the former Governor of the Reserve Bank of Australia, Glenn Stevens, said in his report to the NSW Government on housing affordability more advocacy is needed for the changing nature of Sydney. With ten more months until the state election we need politicians of all parties to support proposals for new ways of living in higher densities rather than inflaming existing community concern about change.

Housing backflip undermines Sydney’s District Plans as election looms

A Ryde home that was the once the suburb’s ambulance station has sold pre-auction for $1.55 million.
The home was sold by Susanne Grindal, owner of Art of Baking in Gladesville, and her husband Daniel.
They had paid $755,000 in 2010.
It was the ambulance service premises from 1931 to 2004 after which the property was converted to residential.
The building cost £2500, with £1000 contributed by district residents.
The original building status is still etched onto the facade, reading Central District Ambulance above the garage.
Set on 580 square metres, the home has three bedrooms, two bathrooms and an original wood-burning fireplace in the living area after its conversion by Tas-Built.

The initial price guidance was $1,250,000 to $1,375,000.

Former Ryde ambulance station residential conversion sells pre-auction

The Sydney region of Ryde had the highest weekend auction clearance rate, according to CoreLogic’s latest report.
The property data firm says that out of the 29 auctions known to CoreLogic in Ryde 89.7% resulted in a successful outcome.
This was followed by Sutherland with 84% and North Sydney and Hornsby with 78.1%.

Ryde achieves 89% weekend auction clearance rate: CoreLogic

Ryde had the highest weekend auction clearance rate in Sydney, according to CoreLogic’s latest report.
The property data firm says that out of the 33 auctions in Ryde 90.9 percent resulted in a successful outcome.
This is followed by the Inner West with 88 percent and North Sydney and Hornsby with 81 percent.

Ryde scores 90 percent auction clearance rate over weekend: CoreLogic
