Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

Designed by Tristan Wong Architects, with interiors by Hecker Guthrie and landscaping by Acre, the development takes inspiration from the Art Deco architecture that remains a defining feature of many of Camberwell's established streets.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

The project will be set behind a secure gated entrance, with residents arriving through landscaped gardens designed to create a transition between the public realm and private residences.

Improved transport connections through the Victoria Cross Metro, continued investment in dining and public spaces, and a constrained supply of new luxury apartments have sharpened demand for homes that combine proximity to the CBD with the privacy and outlook traditionally associated with harbourside houses.

Rather than relying on density alone, the architecture focuses on outlook, orientation, and spatial flow, with every apartment occupying a corner position to maximise natural light and cross ventilation.

Rothelowman says the site itself shaped much of the architectural response.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

Inside the residences, the emphasis moves toward larger-format living typically associated with standalone homes. Kitchens sit at the centre of the apartments, connecting directly to open-plan dining and living areas before extending outward into expansive winter gardens and balconies. The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Earlier this year analysis by RiskWise Property Research projected returns for shares, government bond yields and residential property would reach their lowest in 25 years.
Unfortunately the research has been proven correct and the latest figures showed 2018 to be by far the worse and poorest year for returns for investors across the three major asset classes.
Based on available data from CoreLogic since 1981 (the earliest point when valid data is available), 2018 is the first year in 37 years that two major asset classes (residential property and shares) delivered annual negative returns at the same time. In addition, government bonds only delivered less than 2 per cent return.
This means in 2018 major asset classes delivered either negative or poor returns, well below the return of at least 5 per cent, as expected by investors under typical circumstances. 
The extremely unusual 2018 situation was due to a perfect storm of volatility and uncertainty in the financial markets, ultra-low interest rates and, besides a number of exceptions, negative growth in dwellings due to lending restrictions, the Banking Royal Commission’s findings and restrictions on foreign investments. 
Furthermore, with the looming Federal election and investor fears of the Labor Party’s proposed changes to negative gearing and capital gains tax, he said 2019 was projected to be a year of political uncertainty and economic volatility. 
Falling property prices in Sydney and Melbourne have caused poor consumer sentiment in relation to housing.
Combined with ongoing weak wage growth, this is likely to have a flow-on effect during 2019 on the overall consumer sentiment and a negative impact on household spending and consequently on GDP growth.
 What you expect in an ultra-low interest rate environment is continued growth in dwelling prices, however, the lending restrictions and fear over Labor’s policies have cooled the market and created an unusual situation of low house prices.” 
Until the GFC there had been a good correlation between high interest rate environments (high-growth environments) to strong returns from shares, however, due to very strong volatility in the financial markets and ASX200 there was no clear correlation between interest rates to changes in the ASX.
The outlook would not improve in the immediate future with investors facing another tough two years, with the majority of properties likely to be depreciating assets in the short term.
Shares also show volatility and uncertainty and this is now even more of a territory for professional investors and fund managers.
The good news is that there are markets that carry a lower level of risk and are projected to deliver good overall return (i.e. capital growth and rental return) both in the short and long term, at a variety of price ranges.
These include houses in areas that enjoy high demand mainly in southeast QLD and regional areas in Victoria such as Geelong that still enjoys very good demand that translated into 15.1 per cent capital growth for houses in the past 12 months.
High population growth and a rise in infrastructure projects, leading to an improved economy and more jobs, have greatly increased the popularity of the area. It is also only one hours’ drive from Melbourne and housing is significantly more affordable.
Another example where houses enjoy strong demand is Queensland’s Sunshine Coast that delivered 6.5 per cent capital growth in the past 12 months and 35.2 per cent in the past five years. The lifestyle and strong demand from families, downsizers and investors make this place an attractive destination that holds well even in the current market conditions. 
As more volatility was expected in the financial markets for 2019-2020, uncertainty around international major global events such as the US trade war with China, low interest rates and low growth, it was likely the trend of low returns would continue for the immediate future.

First year in nearly four decades residential property and shares have delivered negative returns

As more and more property developers turn to dual occupancy dwellings to maximise the potential of a block of land - and are now marketing these properties to investors - there are dangers of this high-risk investment. 
While there were certainly some benefits to dual occupancy investment, in particular, improved cash flow and reduced maintenance costs, the risks associated with them were high.
While dual occupancy properties look similar to duplex developments, these are completely different assets as dual occupancy homes are on one formal title as opposed to two titles, with separate utilities. 
Investors are being tempted by high rental projections, promised great returns and the lure of financial independence, however, this type of property carries major risks.
The problems could start when you apply for a loan, with a risk that the pre-settlement valuation will take into consideration the potential risk, and the formal valuation might be lower than the contractual purchase price.
There was also a risk that lenders would introduce stronger lending requirements either in the form of greater deposits (lower LVR) and/or greater serviceability given dependency on a high rental income was the substance of the investment. 
You might also have a problem when you want to sell them as these properties are on one title, meaning there are two dwellings and you have to sell them jointly. 
Also, these types of properties are largely sold to investors - whether both are rented out or whether one is rented and the other owner-occupied. Generally, at least one of them is an investment property. 
So there will be a very small number of owner-occupiers who want to buy them, as most want standalone houses on decent-sized blocks. Which means you are losing a major market segment, the owner-occupiers. 
In addition, renters also have a strong preference for standalone houses meaning, the demand by tenants for standalone houses is likely to be stronger and your rental pool is greatly reduced.  
The price of dual occupancy properties was in many cases 70 - 80 per cent or higher than the price of an off-the-plan standalone house in the same suburb, which put them in the top 5 per cent of the market and buyers at that price range preferred “houses in better places, with higher median prices. 
Pimpama, in Queensland, provides a good example of this, where the typical house-and-land package is $518,000 while some dual occupancy properties carry a price of $950,000. This places the price for dual occupancy at 80 per cent higher than a house-and-land package. It is also significantly above the top house price percentile for Pimpama, as the 90th percentile of house prices in Pimpama is $707,016 (meaning 90 per cent of all house prices in Pimpama are below this figure).

The third risk is, in many cases, there is a large supply of similar properties, so you have over-saturation of the market and renters obviously have preference for a standalone house with a big backyard, so finding tenants can become problematic, which means your actual cash flow might be lower than the projected cash flow.
In addition, potential changes to negative gearing and capital gains tax proposed under a Federal Labor government will see reduced demand to purchase rental properties due to the creation of primary and secondary markets - and this will cause dwelling prices to decline in some regions.  
The transfer of the property from you to another investor will effectively change its status from the primary to the secondary market, from a taxation perspective. This means that the same taxation benefits from a property (being the negative gearing and capital gains tax discount) would not be available to the next buyer.
Therefore, the next buyer (if the proposed changes are implemented) will have higher out-of-pocket costs, and therefore will want to pay less for the property.

Infrastructure has a great connection to demand and increased dwelling prices and this is particularly the case in Sydney and Melbourne.
However, the allocation of significant funding to infrastructure upgrades in many urban and regional areas in the 2018 Federal Budget will also have a positive impact on dwelling supply.
For example, you can build houses in the west of Sydney to increase supply, and therefore affordability, and still have great access to the CBD provided the infrastructure is good.
Population growth, job creation, an improved economy and good infrastructure would draw more people to an area and therefore increase demand for property, but this then had to be backed up with an increase in dwelling supply.
The Queensland Government was taking significant steps to grow its economy, with Brisbane in the midst of a $15 billion infrastructure boom over the next few years.
And where there is an improved economy and major infrastructure projects and developments in the works, we will see significant long-term capital growth.
As a result, the local property market in Queensland was likely to prosper and the state would continue to attract a high number of interstate migrants in search of affordable housing and employment.
In regional NSW, the State Government has put in place a 20-year vision focusing on connectivity and water security to industry and community leaders in Bathurst and including the $4.2 billion Snowy Hydro Legacy Fund.
The goal is to promote regional development and job creation, unlocking the potential in the region by providing the infrastructure, the services and the support it needs to thrive.
It comes down to undersupply of suitable dwellings that force the prices up and makes them completely unaffordable. But that is not the case in regional NSW where house sizes and blocks are more than adequate for a growing family.
There is also an increasing trend of 'mobile professionals' who were prepared to work from home to maximise lifestyle and avoid the daily city commute.

A tsunami of forced sales is much more likely to be a trickle, says RiskWise Property Research CEO Doron Peleg.
Peleg said a tsunami of forced sales was extremely remote and the that despite the doomsayers forecasting the end is nigh for the property market, high levels of equity and a strong labour market will eliminate the potential of any collapse. 
“What we are finding is the greater the holding period in strong markets, the greater the equity people have,” Peleg said.
“Overall in Greater Sydney, based on CoreLogic data, the estimated equity is $588,000 for houses with a percentage of 127.5 per cent capital gains since a property changed hands and for units $325,000, with a median of 82.5 per cent capital gains.
"In Greater Melbourne the median estimated equity is $405,909 with a percentage of 121.3 per cent capital gains since a property changed hands and for units $193,0102, with a median of 55.5 per cent capital gains.

“Add to that a strong job market in both Sydney and Melbourne, with an unemployment rate of 4.4 per cent and 5.3 per cent respectively, meaning people have stable incomes, it follows that even if the market does fall dramatically they are at least able to hold on to their properties for longer periods and, in the vast majority of cases, will be able to refinance due to the level of equity they have.”

According to the RiskWise quarterly <a id="LPlnk357788" class="OWAAutoLink" href="https://www.riskwiseproperty.com.au/News/riskwise-quarterly-report-queensland%E2%80%99s" target="_blank">Risks &amp; Opportunities Report</a>, NSW displays strong economic fundamentals while Victoria has the highest population growth across Australia, a solid economy and a healthy job market.
“The NSW economy has delivered and is projected to deliver solid economic growth. Government spending is high, and the state also attracted a consistent level of private capital expenditure which has contributed to its stability,” he said.
“The strength of the economy has a strong connection with a healthy job market and good population growth.”
He said while Sydney had capital growth for houses of -5.5 per cent, Melbourne of 2.5 per cent, and auction clearance rates were in the mid 50s, there were no signs of a total collapse of the property market on the horizon.
“The market is really not that bad. Yes, there have been some reductions this year and perhaps there will be some more next year but it’s not as bad as has been made out,” he said.
“Also, while the auction clearance rates, which are a strong indicator of the market, are low they are still reasonable.
“There could be some small pockets of increased supply and reduced profits but overall there won’t be a tsunami of forced sales.
“There is only a very small proportion of people who bought very recently, experienced price reduction and who are struggling with mortgage repayments who are potentially at risk. 
"However, taking into consideration the strength of the labour market in Sydney and Melbourne and also taking into consideration the current default rates for those capital cities, it’s clear to see the situation is not as dire as some are saying.”
Peleg said the potential of a Labor win at the next Federal elections and therefore likely changes to negative gearing and capital gains tax was far more likely to have a significant impact across the entire country.
However, he said the RBA could in that case intervene in the market, if required, as it did during the GFC by cutting interest rates while state governments provided significant boosts to first home buyers.
