Melbourne’s apartment market entered 2026 with renewed momentum, but the recovery is uneven, policy-driven, and increasingly shaped by constrained supply.

According to the RPM Apartments &amp; Townhomes Market Report (April 2026), apartments have begun to outperform detached housing on key metrics,yet that performance is occurring against a backdrop of falling approvals and a tightening development pipeline.

At the end of 2025, Melbourne unit values reached a three-year high of $656,500, recording quarterly growth of two per cent. That figure edged ahead of the 1.8 per cent growth recorded in the house market over the same period, marking a notable shift in relative performance. While modest in absolute terms, the outperformance is significant given the sustained dominance of houses through much of the previous cycle.

This shift has been driven in large part by policy. The federal government’s expanded five per cent Deposit Scheme has had a disproportionate impact on apartment demand, particularly in Melbourne where the $950,000 price cap captures a large share of medium- and high-density stock.

As RPM notes, the scheme “heavily favours medium and high-density dwellings,” effectively accelerating demand in the apartment sector.

The impact is most visible in buyer activity. Victoria recorded more than 43,000 new housing loans in Q4 2025, the highest quarterly volume since mid-2022 and one of the strongest results in over a decade. This lift was broad-based across all buyer types, with first home buyers, owner-occupiers and investors all returning to the market with greater confidence.

This surge in demand has flowed directly into apartment pricing, particularly in Melbourne’s middle and outer rings. Middle-ring unit values reached approximately $757,500, a four-year high, while outer-ring units climbed to a record $650,000. Quarterly growth of 2.9 per cent and 2.5 per cent respectively significantly outpaced both the inner ring (0.8 per cent) and the broader house market.

The divergence between apartments and houses is also being shaped by affordability. Detached housing remains out of reach for many buyers, pushing demand toward apartments as a more accessible entry point into well-located suburbs. This is particularly evident among first home buyers and downsizers, both of whom are increasingly prioritising location, amenity and lifestyle over land size.

At the same time, population growth continues to underpin demand. Victoria added more than 122,000 residents in the year to Q3 2025, with Melbourne attracting both overseas migrants and interstate movers, partly due to its relative affordability compared to other capitals.

However, the most critical factor shaping the apartment market is not demand, it is supply.

Apartment approvals across Greater Melbourne have fallen sharply, signalling a constrained pipeline of future stock. In Q4 2025, just 2,339 apartments were approved, down 20 per cent on the previous quarter and 47 per cent lower than the same period a year earlier. On an annual basis, 11,066 apartment approvals were recorded, an improvement on the previous year, but still well below medium- and long-term averages.

This decline reflects a broader contraction cycle that has been underway since 2020. As RPM notes, “apartment approvals appear to be sliding back into a downward trend,” with developers increasingly focused on launching and completing existing projects rather than initiating new ones.

The reasons are well understood. Construction costs have risen more than 20 per cent since 2021, driven largely by labour shortages and material price escalation. At the same time, financing conditions have tightened, with lenders requiring higher contingencies and taking a more cautious approach to risk. Combined with recent interest rate rises, these factors have made feasibility more challenging, particularly for higher-density projects.

This dynamic is creating a disconnect in the market. Demand for apartments—particularly at the more affordable end—is strengthening, while the pipeline of new supply is weakening. In the short term, this may limit the number of new projects coming to market. Over the medium term, however, it is likely to support price resilience and potentially further outperformance relative to houses.

There are some signs of policy-driven supply response. The introduction of Victoria’s Mid-Rise Code, which streamlines approvals for four- to six-storey developments, is expected to improve delivery in well-serviced middle-ring locations. However, this is unlikely to materially offset the broader decline in apartment approvals in the near term.

Despite the positive momentum at the end of 2025, the outlook for 2026 has become more complex. Two interest rate rises early in the year have already impacted consumer confidence, while broader cost pressures, particularly energy and fuel, are feeding through to construction and development costs.

“Victoria’s built form market ended 2025 on a high, but early 2026 rate rises quickly reversed the momentum,” RPM notes.

The implication is that while apartments are currently outperforming houses, the trajectory of that outperformance will depend on how these competing forces evolve. Policy support and affordability are clearly working in favour of apartments, but constrained supply and rising costs are likely to shape the pace and nature of future growth.

What is increasingly clear is that apartments are playing a more central role in Melbourne’s housing market. As population growth continues and affordability pressures intensify, higher-density housing is becoming not just an alternative to detached homes, but a primary solution to the city’s housing needs.

Units lead Melbourne price growth as apartments outperform houses: RPM

Brunswick is set for some of its largest apartments ever delivered with the upcoming new development Frith &amp; Howarth, where the apartments are around 20 per cent larger than what has come before it in the sought-after suburb.

Developer Young Group focused its design on Frith &amp; Howarth around size and scale, but within a boutique building, to create a mini neighbourhood within the mid-rise development. There are just 24 apartments in the mid-rise building on Victoria Street, a short walk to Brunswick Station and the cafe and dining strip along Sydney Road.

“We spent hours comparing what’s currently on the market so we could offer genuine points of difference,” Young Group says, pointing to room sizing, storage, and functional planning as key drivers behind the design.

All of the two-bedroom apartments in the building have been snapped up, with just the large three- and four-bedroom apartments, with the biggest floorplans and best outlooks, remaining.

Demand for residential land around Sydney has soared over the last six months, according to independent valuer and advisor m3property.
They say the reduced cost of debt, easier access to finance, smaller lots, and apartment market woes have been behind a noticeable pick up in demand for Sydney residential land in the last six months.
There was also a marginal price increase in the six months to June.
M3property's latest market report, Sydney Land Market Recovery, found land take-up had increased dramatically since the Federal election.
Jennifer Williams, national director of research, at m3property, said while take-up rates for land had averaged zero to two lot sales per month over the period September 2018 to May 2019, post-election take-up had accelerated to three to four lots per month and, in Sydney’s growth regions, six to eight lots per month according to proximity to railway stations.
"The take-up rate has accelerated markedly since May and there are a number of factors at play, not the least being the typical pre-election market paralysis and an election campaign characterised by much debate about housing issues including negative gearing and affordability," Williams said.
"Since the election APRA’s removal of the 7 per cent serviceability cap on residential home loans and the fall in the official cash rate from 1.5 per cent to 0.75 per cent have aided the borrowing power of most applicants.
Williams suggested smaller, and more affordable, lot sizes of 250 to 300 sqqm – lot sizes averaged 454 sqm at June 2019 - pent up demand, and an increase in the median Sydney house price, had also been drivers of a general market uptick, which had seen a modest land price rise over the first half of 2019 of 0.94 per cent.
Associate director residential development at m3property Ben Toole said negative apartment market publicity had also been behind some owner-occupiers’ decisions around a new preference for houses as a safer alternative.
"The cladding and construction flaws issues have been major negatives for the apartment market and not surprisingly those issues have affected consumer sentiment around what is, for most people, the biggest investment they will ever make.
"I have no doubt the apartment market will recover but for now it is one of a number of factors behind a significant resurgence in the take-up of land in Sydney,’’ Toole added.   
He said while the rate of take-up had been highest for land in close proximity (two kms) of existing railway stations, the rate of sales was also dependent on developer reputation, the size of the subdivision, choice of lots and the stage of subdivision development.
Toole said there was still room for growth – take-up rates remain below levels reached in 2016 and 2017 – and particularly in areas where infrastructure was at the most advanced levels.

"The North West Growth Region has seen greater demand than the South West due to established transport services, including the introduction of the new Northwest Sydney Metro, while areas such as Box Hill, Schofields (Pictured top, the <a href="/news/clear-skies-ahead-for-akuna-vista-development-at-schofields-aerodrome">Akuna Vista development</a>) and Marsden Park have seen higher sales rates and higher prices due to both a greater number of estates and more completed estates.
"While overall price points in the South West are slightly lower than the North West, areas such as Leppington and Austral are achieving higher price points due to the Leppington railway line,’’ Toole said.
The report found Greater Sydney was likely to see an undersupply of dwellings over the next five years based on the Department of Planning, Industry and Environment’s forecast of the completion of 191,550 dwellings over the five years from 2018/19 to 2022/23.
The numbers equate to 38,300 homes per year, a significant 22 per cent rise on the previous five years when 157,250 new homes were completed, but less than the required 39,600 houses per year should the average household size in greater Sydney remain at the same level as the last Census, Jennifer Williams said.
"If the 198,030 additional houses are required, as an extrapolation of the Census data suggests, then Greater Sydney is likely to see an undersupply of dwellings over the next five years. 
"This is likely to result in a continued reduction of lot sizes in the Sydney region and increased lot prices over the five-year outlook,’’ Williams said.

The cost of land is one of the main components in determining the price of a new home, according to HIA Economist Angela Lillicrap.
The recent HIA-CoreLogic Residential Land Report provided updated information on sales activity in 46 markets across Australia, including the six state capital cities.
“While land prices have come down during 2019, over the last decade the price of new residential land per square metre in Sydney has doubled and more than doubled in Melbourne,” added Ms Lillicrap.
“A shortage of land is one of the factors that has driven home prices to increase over the past decade. The process of making land ‘shovel ready’ can often last a decade, therefore, responding to shortages cannot be met with increased supply in the short term. An adequate supply of land is required to avoid a deterioration in affordability.
“If the Australian dream of home ownership is to remain achievable, governments must work with industry to ensure that there is an appropriate supply of land. Improving the monitoring and reporting of the land supply pipeline will enable government and industry to make well informed decisions,” concluded Ms Lillicrap.
CoreLogic’s head of research, Tim Lawless, highlighted that land values had slumped across the most expensive markets over the past year. 
“The rate per square metre of vacant land in Sydney was down 12.6% over the 12 months ending June 2019 and Melbourne land prices were down 7.6%. 
Prices were also down in Adelaide (-12.0%) and Brisbane (-4.6%). 
Lower land prices should provide further support for housing affordability in these markets, however in Hobart and Perth land prices were higher.
“Hobart land prices have rocketed 20.3% higher over the year ending June reflecting tight supply against a backdrop of strong demand. 
"Despite the significant rise, Hobart is still showing the lowest median land price amongst the capital cities at $180,000 and the largest median land area at 624sqm.”

As Melbourne’s record population growth continues unabated, so too does a property revolution in the urban-regional perimeter surrounding the city.
Recent years has seen Victoria’s regional and peri-urban markets evolve to be increasingly similar to the rest of metropolitan Melbourne, with trends observed in the city becoming more pronounced on its perimeter as a range of factors reshape market relationships.
These include population growth, declines in affordability, changing patterns of employment, new infrastructure and the level of maturity (or how established a market is).
By comparing price and land size trends in metropolitan Melbourne and several key regional and peri-urban markets (including those in the Greater Geelong, Surf Coast, Moorabool and Baw Baw municipalities), we can identify current and emerging trends that can provide developers and property buyers with superior insights.
Recent data suggests that over the past few years there has been a significant change in the relativities between prices and sizes across different land markets with prices generally rising faster in metropolitan and large regional cities, while reductions in land sizes generally were greater in peri-urban markets.

For example, median prices rose strongly in metropolitan Melbourne (57 per cent) and Greater Geelong (51 per cent) over the period 2014 to 2019.
In Geelong’s case (and the Surf Coast to an extent), strong price growth has been driven by increased integration with Melbourne’s western region (especially the Wyndham and Melton municipalities) and significant improvements in transport connectivity between Melbourne and Geelong.
Peri-urban and regional locations such as the Moorabool (mostly Bacchus Marsh) and Baw Baw (mostly Warragul) municipalities experienced lower, but still significant, price growth of 38 per cent and 34 per cent respectively relative to metropolitan.

Price growth for peri-urban areas was also higher than traditionally has been the case due primarily to these locations’ increased integration with metropolitan Melbourne and higher population growth.
Although forecasting prices is difficult, we could expect price growth of at least this magnitude, if not higher, in the future as these locations becoming increasingly integrated with Melbourne.
In markets with generally larger lots (especially peri-urban areas which are also less mature and established), the adjustment process has been via a relatively sharper reduction in land sizes (compared to prices).

For example, the median lot size declined by 18 per cent in Moorabool and 19 per cent in Baw Baw from 2014 to 2019.  This was greater than the decline observed in metropolitan Melbourne, Greater Geelong and the Surf Coast.
Looking ahead, we expect to see further reductions in lot sizes across all markets, with peri-urban markets potentially seeing the greatest decrease as markets converge.
However, while the fundamentals are in place for continued land price increases in key metropolitan and regional city markets over the medium to long-term, peri-urban markets might also exhibit greater price growth than they have in past as they converge with other markets.

Tea Tree land with 1850 homestead/shed sold for $175,000

A residential development space in the Sunshine Coast region of Palmwoods has been sold to a local developer.
The 18 hectare block sold for $4.4 million to Sunshine Beach Constructions.
The 50 Abbots Road, Palmwoods property has been approved for 109 lots with a rate of $40,367 per lot.
The sale was handled by Colliers International’s Bayden Dodds and Savills’ Dustin Welch,
Dodds said the strength of the Sunshine Coast residential market contributed to interest from a mix of local, south-east Queensland and interstate developers.
"This is due to new land releases selling out in record time as builders, owner occupiers and investors seek to secure suitable housing lots," said Dodds.
"The Sunshine Coast market has trended towards smaller lot sizes in recent times and the large residential housing lots are becoming a rare commodity.
"This was a key attractor for developers with the average lot size of 725 square metres seen as a real advantage in the market."
