Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

He said the delivery of additional housing would also play an important role in supporting the revitalisation of Norton Street and the Italian Forum.

“By increasing the local residential population, the development is expected to strengthen demand for local businesses, encourage further investment, and help restore the vibrancy that made the precinct a thriving destination in the early 2000s.”

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"Retention and adaptation of the site buildings has been explored but found not to be feasible except for the tallest building, whose street facades will be retained," the heritage report states.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

The William Street site is located around 300 metres from Leichhardt North Light Rail station and a short walk to Norton Street's retail, dining and hospitality precinct. The surrounding area has increasingly become a focus for urban renewal given its proximity to public transport and the Parramatta Road corridor.

"More generally, an upsurge in speculative housing demand would be more likely to generate financial stability risks if it brought forth an increase in the construction of a scale that led to a future overhang of supply and a subsequent decline in housing prices. At a national level, Australia is a long way from the point of housing oversupply, though localised pockets of overbuilding are still possible.
"While the recent pick up in higher-density dwelling construction approvals in Sydney and Melbourne warrants some monitoring, the near-term risk of oversupply in those cities seems low. Indeed, concerns expressed by lenders about possible oversupply in the Melbourne apartment market over the past year seem to have lessened, despite rental yields there remaining quite low."
The Reserve Bank noted that strong investor activity in the housing market may be a sign of speculative demand, an upswing of which "may be more likely to generate financial stability risks" if it resulted in housing oversupply.
While the Reserve Bank seemed largely unworried about oversupply in the last Financial Stability Review, governor Glenn Stevens has <a href="/expert-insights/finance/10-things-to-know-about-september-s-rba-meeting-minutes">expressed concerns</a> over the current rate of property price growth.

The Bank of Queensland has agreed to pay $17 million in compensation to victims of the <a href="https://www.smartcompany.com.au/growth/economy/18030-20101223-banks-to-fight-storm-legal-action" target="_blank">Storm Financial</a> scandal.
The Australian Securities and Investment Commission brought action against a number of banks in 2010 after it alleged the banks breached contracts and broke laws under the Trade Practices Act relating to the collapse of Storm Financial in 2009.
The collapsed company left debts of $88 million, with some customers losing their entire investments and homes through the scandal.
<a href="https://www.theaustralian.com.au/business/financial-services/boq-to-pay-17m-compensation-over-storm-scandal/story-fn91wd6x-1227066223358" target="_blank">The Australian reports</a>  the gross payment by the bank to settle the legal action will be $19.7 million, including $17 million for customers caught up in the scandal.
Acting chief executive Jon Sutton said customers eligible for compensation would be contacted and had the option of either accepting a settlement or remaining on their current repayment plan.
“We are pleased to have reached a resolution to this long-running issue and will now work towards providing certainty to the customers who were involved,” he said in a statement.
The Commonwealth Bank and Macquarie Bank have previously agreed to compensate customers.

Bank of Queensland to pay out $17 million in compensation to Storm Financial victims

The Queensland Office of Fair Trading has ordered an unlicensed Brisbane real estate agent to pay more than $134,000 in fines and compensations.
Despite being unlicensed since 2004, Alisa Phyllis Davies of Arana Hills continued to operate her agency, Jenas Realty Pty Ltd. Davis was fined $6,000 after pleading guilty to one count of acting unlicensed as a real estate agent.
As the sole director of Jenas Realty, she was found guilty of misappropriating trust money and was fined a further $70,000. The business was also fined $50,000 for operating unlicensed and claiming it held a current real estate agent license.
The court heard that the business made a false representation that it had a valid real estate license by sending clients messages with its expired license number.
Davies was also ordered to pay $8,400 in compensation, after receiving rent from a tenant in 2012 and 2013 but failing to pass the $8,400 sum along to the landlord.
All real estate agents are required to hold a valid license under the Property Agents and Motor Dealers Act 2000. Agents must complete training requirements and pass suitability checks to qualify for a license.

A plush home cinema in Victoria got a standing ovation from readers in last week's poll.
We asked readers which home theatre was their favourite, with five options plucked from current market listings.
This offering in <a href="https://www.realestate.com.au/property-house-vic-greenvale-117843851" target="_blank">Victoria's Greenvale </a>secured the top spot (pictured above).
It seems that for many readers, more is more. The home theatre in <a href="https://www.realestate.com.au/property-house-wa-sorrento-116132183" target="_blank">72 Ashmore Way Sorrento, Western Australia, </a>with a sculpted ceiling and leather seats, came in second place (pictured below).

It was closely followed by the home cinema in <a href="https://www.realestate.com.au/property-apartment-nsw-north+sydney-117701243" target="_blank">7/88 Berry Street North Sydney, NSW. </a>The cinema pictured below has glowing LED lights tucked over its ceiling panels and a more relaxed lounge seating arrangement than some of its contemporaries.

The unfurnished home cinema in <a href="https://www.realestate.com.au/property-house-vic-toorak-116832791" target="_blank">43 Lansell Road, Toorak</a> was a little less popular, though it offered the most space of any of the home cinemas.

In last place came <a href="https://www.realestate.com.au/property-house-vic-balwyn-117863915" target="_blank">11 Belgrove Avenue, Balwyn's </a>home theatre, pictured below. The nostalgic appeal of the flip-up seat red cinema chairs, complete with cup holders, wasn't enough to win over voters.

Poll results: Greenvale home cinema gets five stars

While national monthly median price changes generate a lot of headlines, Property Observer contributor Pete Wargent is more interested in the view from afar.

The AllenWargent property buyers co-founder <a href="https://www.propertyobserver.com.au/https://twitter.com/PeteWargent/status/512761386682699776" target="_blank">noted</a> that Sydney property prices have increased by more than 50% in the past six years, but growth in the smaller cities has been much more modest.
Wargent isn't the only property commentator to note our unbalanced capital city markets. RP Data senior research analyst Cameron Kusher informed Wargent that upon seeing the same figures, some foreign bankers were "extremely shocked at how weak the market is outside of Syd and Melb".

Home cinemas: Which would you pick?

Former principal of The Strata Agency, Rachael Jena Kwaregen, has been sentenced to 15 months in prison with a non-parole period of nine months after pleading guilty earlier this year to stealing over $1 million from her strata clients.
The former Sydney agent headed the strata management company that collected levies from approximately 5,500 property owners across 240 Sydney-based apartment and commercial buildings.
Kwaregen had her <a href="/news/nsw/former-agent-pleads-guilty-to-1-million-misappropriation-as-nsw-fair-trading-told-to-better-regulate-strata-management">licence cancelled in late-January </a>and was disqualified from holding a licence or from being involved in the direction, management and conduct of the business of a licensee for a period of 15 years. 
Strata Community Australia (NSW) president Grey Haywood expressed his concern over Kwaregen's actions noting that she was not a financial member of SCA (NSW). Haywood said that members who act in this fashion would face possible expulsion due to their code of ethics.
Haywood said that they are grateful for the processes in place by New South Wales Fair Trading to protect consumers affected by Kwaregen’s actions.
“SCA (NSW) encourages all owners corporations to ensure that the strata managing agent they engage is a member of our organisation as this means they undertake ongoing education and training, adhere to the highest ethical standards of conduct and work to best practice,” he said.

Former real estate agent sentenced to 15 months prison after stealing over $1 million from clients

Victorian Planning Minister Matthew Guy today tweeted out a picture of the approved mixed-use high rise coming to 97 Franklin Street in Melbourne.

The distinctive 216 metre building, designed by HASSELL, will be developed by Artemis Hotel Group. It's set to hold 367 apartments (including 11 penthouses) and 144 serviced apartments.
According to the architects, the development's three stacked volumes have each been rotated to maximise views and sunlight.
The application to demolish the existing commercial two storey building and replace it with the high rise was submitted in March this year and approved in July.

Matthew Guy on 97 Franklin Street: Tweet of the day

The ANZ senior property analyst David Cannington told this week's Bloomberg seminar that recent Sydney house price growth was a catch-up after several flat years, but was set to slow down.
"In 2015 the easy money will come to an end," David Cannington suggested.
"A lot of the market has become complacent and is expecting that it is here to stay.
"However, rates are not going to stay where they are for much longer and as that changes, then that will contain some of the price growth," he said.
Foreign investment - and demand - for high-density housing in Australian cities was important to jobs and development, he added, and an element in property price inflation.
