Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the redevelopment would involve the demolition of four existing industrial buildings while retaining and adaptively reusing the site's most significant warehouse. Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

Residents would have access to communal gardens, rooftop open space and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

Attree Real Estate was fined $2,500 for employing and paying commissions to the unregistered employee, even though they had been informed that the sales representative's registration was not current.
For 10 months, between August 2012 and May 2013, the employee received commissions continued to work as a sales representative at Atree Real Estate. The agency was ordered by the court to pay $1,500 for employing an unregistered sales representative and $1,100 for the payment of sales commissions.
In a separate case in late November, the same employee was fined $500 and ordered to pay costs of $588 for acting as a real estate sales representative without being registered. The employee admitted that they had been reminded multiple times by Consumer Protection to renew their registration.
Commissioner for Consumer Protection Anne Driscoll said real estate agents are legally obliged to ensure their sales representatives were registered.
"The licensing and registration system is designed to maintain high standards of conduct within the WA real estate industry and provide protection for consumers who place a great deal of trust in agents and their sales representatives to handle one of their biggest assets," said Driscoll.
"Agents who employ unregistered sales representatives and sales representatives who fail to renew their registrations but continue to operate are breaking the law and will face prosecution with the risk of being fined as well as having their professional reputation tarnished."
Last week, a different Western Australian agency and its employee were also fined after Consumer Protection investigations. Sand Dollar WA Pty Ltd, trading as Harcourts Rockingham, was fined $500 after employing a sales representative for 22 months after their registration had lapsed.

Overvalued or underloved? The country’s most discounted homes

An Australian startup is hoping to revolutionise the surveying and building industries by using a cloud-based platform to create 3D images from data gathered by drone aircraft. 
Propeller Aviation works by collecting data, from either a third-party UAV (unmanned aerial vehicle) service or through one of the company’s drones and feeding it into its cloud-based platform, called Aerodata. From there the data can either be viewed through the Aeroviewer app or be exported to another app through an API.
The company was cofounded in May this year by drone expert Rory San Miguel and software guru Francis Vierboom.
“Rory helped the UNSW set up a drone society and imported a lot of quadrocopters from China. We worked together on a number of projects… I got involved in late 2013,” Vierboom said.
“With Propeller Aerobotics, we took on a big project working with surveyors and construction companies on 3D modelling. But the problem is not doing that with drones – the problem is making the data coherent and creating a platform for that data.
“The problem we’re addressing is many of those companies do their surveys and give it to you on a USB stick instead of in the cloud…. We can get them to log in and upload the data and then make it available.”
Propeller Aerobotics comes at a time when interest in UAVs is booming.
“There are already around 170 licensed UAV operators in Australia, and we’ve opened them up to surveyors. There was less than 100 [operators] 12 months ago and that number is likely to double again in the next 12 months.
“Using the entire industry means that you can use drones from a local operator at local cost in the surveying industry, instead of flying in specialist operators and having to pay for a hotel room for them.”
According to Vierboom, there’s growing interest internationally in the startup, which is based at the National Innovation Centre in Canberra. It was <a href="https://www.propertyobserver.com.au/https://www.startupsmart.com.au/technology/connecting-flying-robots-to-what-we-do-every-day-drone-developer-wants-to-make-australia-a-little-more-like-the-jetsons/2014081212967" target="_blank">one of 19 finalists in Cisco’s Internet of Things (IoT) Innovation Grand Challenge</a>, and will be among <a href="https://www.propertyobserver.com.au/https://www.startupsmart.com.au/growth/sydney-startups-chosen-to-compete-in-the-global-challenge-festival/2014111213607" target="_blank">the four Australian startups set to participate in the 1776 Challenge Festival in May next year</a>.
“In the Cisco competition, we were look at as an opportunity for an IoT technology that could change the world. Propeller Aerobotics was a great story about how flying robots won’t be toys anymore.
“Just in Australia alone, surveying is worth $4 billion a year. Drones will have a huge impact as well in environmental monitoring and project management.”

Australian startup aiming to revolutionise building and surveying industries with drones

Construction companies could be fined up to $22,000 if they don't comply with a new cash retention trust scheme in New South Wales.
New South Wales will soon become the first state in Australia to require construction companies to hold retention money in trust funds to pay subcontractors.
Usually, the contractor holds a portion of the subcontractor's payments until the work is completed. The new scheme will attempt to stop contractors from using that money for other purposes or withholding it from subcontractors if they become insolvent.
NSW Fair Trading Minister Matthew Mason-Cox says Fair Trading will be looking over audit reports to make sure head contractors are holding retention money in their own accounts.
In addition to fines, the NSW government will also consider making company directors personally liable for any breaches of responsibility for the trust accounts.
"This will end the widespread industry practice of using subcontractors' trust money for the head contractor's working capital purposes," says Mason-Cox.
"At the end of the day, this money belongs to subcontractors and it's about time it was protected as such.
"This principle underpins the proposed retention trust scheme and is widely supported by industry.''
The changes, initially applying to contractors for projects valued above $20 million, are part of the government's response to Collins Inquiry into Construction Industry Insolvency.
"While most builders do the right thing and pay their subcontractors on time, we need to protect subcontractors' retention money if a construction company collapses,'' he explains.
According to Mason-Cox, the government will next year begin a full review of the Security of Payment Act.
Building is a $40 billion industry in New South Wales.

Prices slashed: The 10 biggest property discounts in Australia

While the Real Estate Institute of Queensland, who helped push through the changes, acknowledge some real estate agents will probably increase their charges, consumer advocate <a href="https://twitter.com/neiljenman" target="_blank">Neil Jenman</a> urges Queenslanders to question their agents' fees.

It’s not just the first time buyers who are eligible for government grants and assistance for purchasing property.
While prospective home owners that have previously owned a property will find themselves needing to jump through more hurdles, there are some available cash grants on the market.
Property Observer notes that not every state and territory has a grant or benefit for property buyers other than first home buyers and they have been omitted where this is the case.
<h3>ACT</h3>
In the ACT, there’s no grant but there is a concession available – the Home Buyer Concession Scheme (HBCS) – that allows those purchasing a brand new home or residential vacant land to have their duty charged at a concessional rate. This was once extended to established properties, but this ended in September 2012.
Currently, this applies to properties until 31 December 2014 with a total gross income threshold of $160,000. The property also counts if it has been “substantially renovated”.
The <a href="https://www.revenue.act.gov.au/home-buyer-assistance/home-buyer-duty-concession/1-July-2014-31-December-2014" target="_blank">ACT Revenue Office</a> also notes that property worth $540,000 or more is not eligible, with land having an upper threshold limit of $292,800.
<h3>NSW</h3>
The New South Wales New Home Grant Scheme is a $5,000 grant that has been available since 1 July 2012.
It applies to new homes, off the plan purchases and vacant land that you can build a home on.
The value of the new home must not be higher than $650,000, or for land, $450,000, to achieve the grant. 
<h3>NT</h3>
Up to $7,000 is available under the Principal Place of Residence Rebate in the Northern Territory. The concession is a stamp duty rebate.
This is only achievable by those purchasing a new home or land to build a home and the property can also have been “substantially renovated”.
<h3>SA</h3>
In South Australia, buyers aged 60 or more who are purchasing or building a new home may be eligible for an $8,500 Seniors Housing Grant. This has been available since 1 July 2014 and is set to continue until 30 June 2016.
A property value upper threshold limit is currently at $450,000.
For those not in their golden years, an Off the plan Stamp Duty Concession is potentially available for those buying a new or substantially refurbished apartment within select areas.  
The partial concession is available until 30 June 2016. You can read the amounts available on the <a href="https://www.revenuesa.sa.gov.au/grants-and-concessions/off-the-plan-concesson" target="_blank">RevenueSA portal.</a>
<h3>VIC</h3>
In Victoria, those purchasing off the plan are eligible for a concession that is deducted from the contract price of the cost of construction or refurbishment.
A concession is also available for those buying house and land packages for the construction of a new house, townhouse, apartment or unit and applies to a single lot development or a multi lot development.
Pensioners are <a href="https://www.sro.vic.gov.au/sro/sronav.nsf/LinkView/8F5F78F86966B677CA2575D0002A87C518E490D796850F8ECA2575C1008187C7" target="_blank">also available for a stamp duty concession</a>.

Grants for non first timers: Buying new property

The Lubelso range of homes are architecturally designed turnkey projects, fully built and fit out by Canny Group.
This year, the group has delivered the first home in the <a href="https://www.lubelso.com.au/" target="_blank">Lubelso</a> range for under $1 million, Lubelso Hawthorn. The home is based on the Malvern Lubelso home, which in 2013 was named the HIA Australian Project Home of the Year.
Property Observer visited the Lubelso Hawthorn concept home to speak to Canny Group managing director Damian Canny, design practice manager Michael Stelluto and interior designer Miffy English.

Canny Group deliver the fully finished home – all the way down to the clothes line, intercom, integrated fridge and alarm systems – for $990,000.
The contemporary home has an expansive open plan living and dining area, a home office and powder room downstairs, with the master bedroom and smaller bedrooms on the upper level. With a neutral Scandinavian-inspired palette, the house doesn't impose a particular strong interior aesthetic on the client – important for pre-designed homes intended for a range of buyers.
The home's family-friendly appeal is evident in the details, like its arrival area, full height cabinetry and clean finishes.
According to Canny, the Group introduced the product to this year to meet demand amid low interest rates and strong activity in the housing market.
"In 2012 we identified a market gap for architecturally designed luxury homes in the sub-$1m bracket, so we refined our existing award-winning home model in Malvern to produce a home with the same exterior look, smart design and luxurious elements, to fit a slightly smaller standard block," said Canny.
The house now fits on a 13.5 metre wide block. Canny also offers pre-designed extensions and integrated pools for an additional cost.
The fully integrated pre-designed Lubelso product may suit those those who don't have the time or resources to manage a custom architectural design and construction process.
"For many people it can be a daunting process to contemplate a full design and build. There will always be a market for individual custom designed homes, but pre-designed homes that offer this same quality but with improved value and delivery timeframes are becoming an attractive alternative option – Lubelso makes this process easy," Canny said.
This year, Canny Group launched its in-house architecture practice, Canny Architecture, led by Stelluto. He said the move expanded the construction and development company's existing design services.
"Establishing a formal, registered architecture practice within the business takes this to the next level and strengthens our commitment to a fully integrated offering," said Stelluto.
According to Canny Group, having an internal architecture practice allows the Group to deliver projects within shorter time frames, tighter budgets and greater certainty for the client.
