Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the redevelopment would involve the demolition of four existing industrial buildings while retaining and adaptively reusing the site's most significant warehouse. The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens, rooftop open space and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

The William Street site is located around 300 metres from Leichhardt North Light Rail station and a short walk to Norton Street's retail, dining and hospitality precinct. The surrounding area has increasingly become a focus for urban renewal given its proximity to public transport and the Parramatta Road corridor.

Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

In February the Reserve Bank Governor Glen Stevens admitted concern over the Sydney property, with expectations that the median house price ‘may hit $1 million’ by the end of the year. We all know that prediction has already been realised and last week Sydney’s median house price just crept past the $1,000,000 mark.
Since February there has also been an ongoing discussion about the impact of investors on the marketing. Investors have been very active buyers and this shows up in the demand for finance with investors active across the established and new home market, and also buying new apartments off the plan. Among these buyers there are big numbers of SMSF.
With investors being seen as dominant in the market there are now strong concerns being expressed that they are in part (along with offshore buyers) shutting out first home buyers, and with the advantage of very low interest rates possibly over-heating the market. So much so now that the banks and banking regulators have started to make it more difficult for property investors (and it must be said for offshore buyers) by taking a number of steps. These include higher interest rates and bigger deposits for investors and a restriction of loan funds that the banks allocate to this sector of the market.
Taken as a package these measures look like a strong reaction aimed at investors. In accessing if these steps are warranted or not, I think we should firstly remember that property investors have always been an important part of the market, and that they are a very diverse group. This is not a sector dominated by the ‘rich and famous’.
Are Restriction Really Necessary?
Now that some investors will face additional hurdles I think we need to ask if this group is simply an easy target and will, for instance, the measures announced do anything to directly help first time buyers. This sort of direct intervention into the market is rare and there’s little doubt that it’s driven by the idea that the Sydney market and parts of Melbourne in particular, may be overheating.
However just targeting investors in isolation looks puzzling. Mainly I suggest from the point of view that this is as mentioned earlier it’s a very diverse group. Low interest rates and the search for yield are two factors and the flow of SMSF investment I think is also very much tied up in the continued debate over superannuation.
For this group property has always had special appeal because it’s seen as a stable and long-term investment. SMSF already have to comply with a lot of tough rules when they invest in property and so such investments do not really strike me as speculative, in fact just the opposite.
Are such targeted changes really well founded, because from a financial view point I find myself asking why is one dollar of investment better than or worse than another?
I would think that most investors are more than capable of paying their obligations than an owner-occupier when someone else is after all usually paying the rent. Historically it has always been rents and tenants demand that has acted to temper investor demand.
Prior to some of the banks last week lifting interest rates for investors, there was already evidence that increased supply of new apartments was starting to slow down rental growth, a trend that I had noted earlier [see posts June 17th-19th] when looking at 2-3 year rental market trends as reflected in figures from the NSW Rental Bond Board.
And so given the very wide range of factors at work in the property market there is I feel, a need to question why are the regulators and banks are interfering with market process in one very select area.
Appreciating that there are tighter controls also now being focussed on some offshore buyers both measures look like high profile and doubtless popular measures among some sections of the community.
However if the aim is partly to give FHB an improved chance to enter the market, then I suggest that direct action should be taken to approve more land release, ease some rules around apartments, like lifting height restrictions along with much more effort to deliver infrastructure.
While above all, the tax burden, both direct and indirect on homebuyers, should also be addressed as readily as other financial measures now aimed at investors.
This coming at a time when the suggestion of a higher GST would further disadvantage first time buyers without really substantial changes to crippling stamp duty which now stands at $40,523 in NSW on the median house price of $1,000,616. The really horrific fact is that the rates have not been reviewed since December 1986 when the median Sydney house price was $98,325 and this is despite price creeping or the recent price explosion, a fact that is simply a disgrace and shows government’s addiction to property related tax revenue. For any sort of reform this does make investors, and offshore investors look easy targets.

Affordable house and land in outer Melbourne suburbs Point Cook, Truganina, Tarneit and Williams Landing continue to drive demand, with potential investors looking to buy three to four bedroom homes under $500,000.

Perth industrial property yields from 5.85%: Savills

The small Victorian town of St Andrews, 36 kilometres north-east of Melbourne, has been identified as the second richest postcode in Australia.
According to figures released by the Australian Tax Office (ATO), residents in postcode 3761 earned more than those in all other postcodes but one, Sydney's 2027. The Sydney suburbs housing Australia's top earners – Darling Point, Edgecliff, Point Piper and HMAS Rushcutters – are no surprise. The area is home to some of Australia's richest individuals, and most expensive properties.
But after a 300% increase in earnings in the last year, St Andrews has joined the ranks of Australia's richest, with an average annual taxable income of $148,967. The top Sydney postcode of 2027 has an average annual income of $177,514. The result makes St Andrews the suburb with the highest average earnings of anywhere in Victoria, over Toorak and Hawksburn ($142,000), and Portsea ($138,800).
It is unclear what is responsible for St Andrews' recent income boost, but with just 655 residents (compared to 5,980 in postcode 2027 or 6,945 in Bellevue Hill), a big increase in a single family or individual's income over the year could have distorted the average figure.
Certainly, the St Andrews' properties currently on offer aren't approaching prices as high as those in Sydney's Bellevue Hill, Victoria's Toorak or Western Australia's Cottesloe, which all had lower average annual earnings.
One of the most expensive homes currently on offer in St Andrews is at <a href="https://www.realestate.com.au/property-house-vic-st+andrews-118105735" target="_blank">40 Charlber Lane</a> (pictured above), listed with a price guide of $1.95 million to $2.2 million.
The 20 acre property has a four bedroom house with travertine marble floors, under-floor hydronic heating, and a kitchen and dining area with 4.5 metre ceilings. Too few properties sold in recent months to calculate an accurate median price for the area.
Real estate agent Ian McDougall of Mason White McDougall Hurstbridge <a href="https://www.3aw.com.au/news/st-andrews-tops-the-list-as-victorias-wealthiest-suburb-20150428-1mvmhf" target="_blank">told 3AW this morning</a> that most homes in the area sell for between $500,000 and $1.2 million. He said the most expensive house he's sold in the area was for $2.5 million.

St Andrews surprises as second on ATO's country's highest earners list

When looking for an affordable purchase, many prospective buyers find themselves forced to look further out from the inner city.
CoreLogic RP Data has gathered the cheapest five suburbs within 10 kilometres of the capital city CBDs, for both house and unit markets.
The expensiveness of Sydney's suburbs is immediately apparent, with an almost $700,000 difference between the median price of its cheapest inner city suburb for houses, Turrella, and that of Hobart's cheapest inner city suburb, Clarendon Vale. In Sydney, all the cheapest suburbs for houses were close to the airport, south of the city. The unit market was more varied.

CoreLogic RP Data research Cameron Kusher noted that units are cheaper than houses in all the most affordable inner-city markets.
"In the more expensive cities such as Sydney, Melbourne, Darwin and Canberra it has become difficult to secure houses close to the city at relatively affordable prices," said Kusher.
"Given buyers are willing to pay an entry level premium – we anticipate this trend will continue over the coming years."
Kusher attributed high inner-city prices to better infrastructure and amenity, including hospitals, schools, transport and retail centres.
"Furthermore, the better schools are often also located around the inner city suburbs. As a result, demand for housing in these areas is typically much higher resulting in the cost also being higher," said Kusher.
Bellfield, in Melbourne's north, is the cheapest suburb for houses, with a median price of $582,573. The renovated brick home below, at <a href="https://www.realestateview.com.au/Real-Estate/38-wimpole-crescent-bellfield/Property-Details-buy-residential-8635282" target="_blank">38 Wimpole Crescent, Bellfield</a> (pictured below), sold in December for $506,000, after being listed with a price guide of $620,000.
The two bedroom house sits on a 605 square metre plot.

The cheapest inner-city unit market in Australia is unsurprisingly located in Hobart. Glenorchy, which is north of the CBD, has a median unit price of just $199,303.

Not much under $250,000 in Australia's most affordable mainland inner city suburbs: CoreLogic RP Data

Estate agents face being classified as a designated service under Australia's anti-money laundering and counter terrorism financing laws (AML/CTF).
The extension of the AML/CTF laws to real estate agents, jewellers, lawyers and accountants was suspended in 2008 because of the stresses of the financial crisis.
The federal Attorney-General's department has told the Australian Financial Review the current statutory review of the AML/CTF regime will take into account the outcomes of the fourth-round mutual evaluation of Australia's AML/CTF regime by the Financial Action Task Force, the international body responsible for AML/CTF standards.
"Seven years later, there is a booming property market, partly fuelled by foreign investment," the Australian Financial Review Chanticleer columnist Tony Boyd told his readers.
"Real estate agents would be pushing the limits of credibility if they claimed they were under the same stress as 2008.
"The review provides an opportunity to critically examine the operation of the regime, consider issues raised by relevant stakeholders and determine whether any enhancements are required," the AG's department said.
The main obligations under the AML/CTF Act are: customer identification and verification, reporting, AML/CTF programs and record-keeping.

Estate agents face anti-money laundering regulations

The determination by the NSW Land and Environment Court about minimum apartment sizes has created industry confusion, says the Urban Taskforce.
“The Land and Environment court has determined that a table of nine apartment types takes precedence over a ‘rule of thumb’ in the Residential Flat Design Code,” says Urban Taskforce CEO, Chris Johnson.
 “But the NSW Government issued a draft Apartment Design Guide in September 2014 that defined minimum apartment sizes in accordance with the earlier ‘rules of thumb’.”
“While the court may well be deciding on a technical interpretation in the current Residential Flat Design Code it is clear that the Government supports the ‘rule of thumb’ in the proposed replacement document.”
The Taskforce wants the new Minister for Planning, Rob Stokes to clarify the matter saying NSW now has planning legislation being redefined by "court decisions to the detriment of those looking to buy a new dwelling.”
“Some councils have argued for larger apartment sizes than the Government’s minimums and included these in their Development Control Plans. 
"All this does is increase the cost of apartments by up to $200,000 in some areas. 
"Sydney is already one of the most expensive cities in the world for housing and the NSW Government must do all it can to minimise costs. 
"One way to do this is to ensure that all councils conform to the same minimum apartment sizes.”
“The state’s planning system was going to be reformed four years ago but it became too difficult to achieve this."
“The Urban Taskforce believes the new Minister for Planning has an opportunity to begin sorting out the states complex planning system by clarifying the legal interpretation of minimum apartment sizes before Sydney’s 41 separate councils start setting their own standards now that the rules seem to have been changed by the court.”

Botany apartment size court decision needs ministerial intervention: Urban Taskforce

The consumer watchdog proceedings in the Federal Court against best-selling property investment author Rick Otton and his business We Buy Houses for alleged breaches of the Australian Consumer Law has had its initial directions hearing.
Otton is the author of How to Buy a House for a Dollar. 
The Australian Competition and Consumer Commission (ACCC) is seeking declarations, pecuniary penalties, permanent injunctions, corrective advertising and costs against We Buy Houses and Otton. The ACCC is also seeking a disqualification order against Otton.
The ACCC claims Otton made representations to consumers that by attending seminars and boot camps they would be able to buy a house for $1, buy a house using little or none of their own money and build property portfolios without their own money invested and without new bank loans.
The seminars and boot camps range in cost from $2,997 to $17,000 for a mentoring program. 
The ACCC claims the strategies do not enable consumers to buy a house for $1 but rather involve consumers acting as middlemen to facilitate property transactions between third party sellers and third party buyers.
Otton had provided a statement defending his business and book.
“It seems that the ACCC thinks that the public are fools, that they will take the title literally and think that they only need a dollar to buy a house,” he said.
“It’s a sad day when the ACCC thinks the Australian public is that foolish that they don’t understand that the dollar is just the start of the process.”
ACCC chairman Rod Sims said in a statement that the watchdog is concerned the strategies promoted by We Buy Houses and Otton “target vulnerable consumers who don’t qualify for bank loans or who are having difficulties meeting their mortgage repayments”.
Otton came under scrutiny in 2013 <a href="/news/wa/best-selling-property-investment-authors-wa-seminars-banned-department-of-commerce">when his seminars in Western Australia were banned by the Department of Commerce</a> on the basis of misleading advertising. 
The matter is listed for a case management hearing on 26 May.
