<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.

Six new residential projects are set to be launched on the Gold Coast within the next 60 days, marking the beginning of a new surge in development in the area, according to Colliers International.
Director of residential at Colliers International, Tony Holland, called the Gold Coast the most undervalued property market in the country at present, with a growth phase around the corner.
This, Holland said, is a continuation on from the demand and growth seen across Sydney, Melbourne and now Brisbane.
“The number of cranes in the sky is likely to double in six months’ time with a number of developers now moving forward with launching their projects to market in the next 60 days,” he said.

However, it’s not just the projects themselves that will be behind a surge, but the reasons for their projects and the drivers of developer confidence that have seen them acquire the sites over the past three to five years, obtain development approval and then hold off waiting for the right time to launch. “They can see that the time is right, with new apartment supply at 30 year lows, combined with record low interest rates, a buoyant Sydney, Melbourne and Brisbane property market and ever increasing demand from the Asian market,” he said. The level of activity that will be driven on the Gold Coast has not been seen since 2007/2008, he said. “In addition to these releases, there are a number of projects expected to launch during 2016, few of which are located along the traditional beachside strip. Six residential projects launching in 60 days setting the Gold Coast up for a surge: Colliers

New Sydney apartments built near ­public transport will no longer require a car space, under new rules announced by the NSW Planning Minister Pru Goward.
The draft guidelines would apply to developments built within 400 metres of a transport hub, such as a bus interchange or railway station.
Goward said the cost of a new apartment could be up to $50,000 less under proposed changes.
The guidelines will apply to 22 councils: Ashfield, Auburn, Bankstown, Botany Bay, Burwood, Canada Bay, Canterbury, City of Sydney, Hurstville, Kogarah, Lane Cove, Marrickville, Leichhardt, North Sydney, Parramatta (city centre), Randwick, Rockdale, Ryde, Strathfield, Waverley, Willoughby and Woollahra.
The planning changes are open for <a href="https://planspolicies.planning.nsw.gov.au/index.pl?action=view_job&amp;job_id=6692" target="_blank">public comment until 31 October</a>.
“The closer people live to public transport hubs, the less likely they are to rely on cars,” Goward said.
“A car space can add up to $50,000 to the cost of a new apartment, so providing more flexibility around car parking requirements could lead to savings of up to the same amount for home buyers.
“Importantly, this change is restricted only to particular councils, applies only to development within close walking distance of transport services, and strongly discourages councils from allowing residents of these buildings to receive street parking permits.”
Hassell architects principal Matthew Pullinger, who represented the Australian Institute of Architects in government consultations about the changes, told News Ltd papers an underground car park was one of the most expensive aspects of a building, costing between $50,000 to $70,000 per underground car spot.
Developers would still be able to build car spots if there was a demand for them, with the new draft policy not having a minimum requirement of car spots.
NSW Bureau of Transport Statistics data shows a reduction in the number of people aged under 35 who have a driver’s licence — dropping from 84% in 1998 to 74% in 2009.

Cheaper new Sydney apartment drive as compulsory car spaces scrapped

The Australian estate agency CBRE has suggested the recent offshore marketing of Melbourne's tallest building, Australia 108, was being undertaken by "rogue" agencies.
Last week a Singaporean agency started taking buyer interest registrations, <a href="/expert-insights/buying/southbanks-australia-108-marketing-underway-offshore-through-knight-frank-singapore">on which Property Observer reported</a>. The website page was removed this week.

CBRE was also aware of another Singaporean company taking registrations using dated imagery of the former project.
The ambitious project's former owner, a mostly local Melbourne developer syndicate had begun <a href="/news/vic/fender-katsalidis-australia-108-tower-seeks-1-000-early-buyer-registrants">privately taking deposits</a> on the then 108-storey proposal offering from late 2012.
But the revised project, which is still awaiting final floor plan designs, is now being developed by the Singaporean company, Aspial.
At 319 metres it will be the tallest block in the southern hemisphere.
There will be an estimated 1,105 apartments in the complex, located up to its 100th level with a 2019 estimated completed date.
"It is a rogue operator attempting to get registrations," CBRE Residential Projects Victoria managing director Andrew Leoncelli told Property Observer.
"It's my project," he said, adding the two Singaporean agencies were "unauthorised".
Giving an estimated November 2014 to March 2015 timetable for the initial marketing, he indicated CBRE was the only appointed agency.
While CBRE have not yet taken any registrations, a January 2013 CBRE press release after the development site sale to the Aspial group indicated "people who have registered their interest in an Australia 108 apartment will be contacted with an update on designs for the tower once plans are further advanced." 
The prior Australia 108 consortium included Nonda Katsalidis; investor Adrian Valmorbida; developer Benni Aroni representing the Watersun syndicate made up of himself, Gary Caulfield, Rob Elliott and others; and the Beulah International syndicate representing the Malaysian partners.
Comment has been sought from Aspial.
The Knight Frank Singaporean commission agent spoken to by Property Observer said he had authorisation to take inquiries and registrations.
"Our company has been appointed," he said referring Property Observer to the agency website, which has since been taken down.

Rogue marketing claims in offshore Australia 108 registrations

John Dumesny, who negotiated the $187 million sale of the former Harold Park raceway in 2010, has bought into the unfolding Mirvac development.
Dumesny, the chief executive of Harness Racing NSW, along with business partner, lawyer Eve McGregor, bought a three-bedroom investment terrace at the weekend launch of Chevalier, the fifth precinct in the Glebe development.
<a href="https://haroldparkbymirvac.com/visual-tour" target="_blank">Dumesny worked onsite at the paceway from 1988 to 2010</a>.
"It is like coming full circle," he told Fairfax Media.
The north-facing park-front terrace homes had prices ranging from $1.9 million to $2.15 million.
Of the 111 apartments and terraces offered, 92 had sold by late Saturday taking sales at Harold Park to more than 1000.
The Harold Park project is set on the former raceway site 2.5 kilometres from the CBD.
It will comprise 1,250 apartments and terraces on completion.

Harness Racing boss secures Harold Park investment terrace

More than 50% of the apartments Greenland’s Lucent development in North Sydney, have been sold after the project was officially launched on Friday.
This comes shortly after the opening of their display home and <a href="/expert-insights/buying/lucent-north-sydney-apartments-first-time-offered-marketing">"first time offered" marketing</a>.
There is a total of 211 apartments available at the 225 Pacific Highway development.
At the launch, there was reportedly high interest in the two bedroom, two bathroom offerings. There were 73 two bedroom offerings on offer, starting at $995,000 and ranging from 59 to 85 square metres.
Studios were available from $528,000, one bedrooms from $681,000 (with a study pushes the price to $805,000) and three bedroom apartments were priced at $1,750,000.
In total, a 50% owner occupier rate was recorded.
The apartment tower spans 17 levels and includes views of the city.

Singaporean developer Aspial bought the Australia 108 site in Southbank which has building approvals from the Victorian Planning Minister Matthew Guy.
They paid $42.3 million in January for 70 Southbank Boulevard with its permit for 312-metre tower design by architects Fender Katsalidis. 
The southern hemisphere’s tallest building, Australia 108 will stand at 319 metres — 25 metres higher than the Eureka Tower.

The name stems from a previous mooted incarnation when it was set to be 108 stories high.
Aspial began as a single-store jeweller in 1970 to become a major retailer, financial services business and property group.

One, two and three bedroom apartments have been released at CBRE's Bosco project in Sydney's Five Dock.
Located 9 kilometres from the Sydney, the apartments are within walking distance of Canada Bay.
The masterplanned development were designed by Bates Smart with reference to Mediterranean towns. It includes six-metre deep garden areas surrounding the cluster of apartments, with a central courtyard garden.
The residences have sandstone, terracotta and Roman brick facades.
Priced from $600,000, the new apartments all include parking.
The Bosco project is being developed by CBRE Residential and EG Funds Management, a specialist property fund manager.

Quest Serviced Apartments expect to open the $25 million Quest Townsville on Eyre this December.
Leichardt Developments is developing the project, located at the corner of Eyre and Leichardt Streets.
It will be Quest's second Townsville property and their fourteenth Queensland venture.

Mezzo Sydney is the latest new apartment project to be unveiled in Sydney's Glebe and one of the first ahead of the official evolution of the nearby Bays precinct.
Close to the edge of Wentworth Park, the 213-apartment Mezzo Sydney, is set over four 10-level towers with rooftop gardens by landscape architects 360º.
Some 1,300 registrations of interest have been made ahead of this weekend VIP launch<a href="https://mezzosydney.com.au" target="_blank"> by the Savills sales team</a>.
The design of the 21,000 square metre city fringe development site was undertaken by <a href="https://www.chrofi.com/project/bay-street-glebe" target="_blank">CHROFI</a> and KANNFINCH after a City of Sydney design excellence competition.
There will be full-height glazing, tiled floors and stone benchtops inside the apartments, many of which have city views. The architects sought for the apartment interiors to be restrained but warm in character with an aesthetic quality reminiscent of a bygone industrial past.

Downstairs it will have 4,400 square metres of commercial and retail space, says David Cullen, managing director at developer Oakstand Property Group, which is working with the Denwol Group.

The full city block holding with frontages to Bay, Cowper and Wentworth Streets and Wentworth Park Road has allowed a podium up to level three.
MEZZO Sydney will have studios (41-43 square metres) from $585,000; one-bedrooms (43-63 square metres) from $650,000; two-bedrooms (64-96 square metres) from $885,000; and three-bedrooms (103-142 square metres) from $1.7 million to $2.5 million.
Denwol has been a Sydney-based diversified property group for over 35 years, with in excess of $650 million currently under development.
In July the NSW government announced that an international summit of urban renewal experts will be held to revitalise Sydney’s Bays Precinct, the next big waterfront site following Barangaroo.
It centres around the planned rejuvenation of Sydney Fish Market and the adjoining under-utilised inner harbour western bays around Blackwattle Bay, Rozelle Bay, Rozelle Rail Yards, and the heritage-listed White Bay Power Station.
