<p>Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.</p>

<p>Sherpa Property Group has unveiled the third instalment of its Flourish series, securing full approval for the two-tower, $500 million Flourish Soleira development in Palm Beach.</p>

<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>

<p>Fresh from launching the first stage of its Wollongong precinct, <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place</a>, builder-developer Urban Property Group has unveiled plans for the next phase of the masterplanned community.</p>

<p>Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.</p>

<p>The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.</p>

<p>Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.</p>

<p>The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.</p>

<p>The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.</p>

<p>According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."</p>

<p>"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.</p>

<p>"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.</p>

<p>"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."</p>

<p>The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.</p>

<p>COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.</p>

<p>The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.</p>

<p>More than 1,000 Australians aged from 25-49 were surveyed in the CUA National Mortgage Survey during July, with half of the survey respondents currently holding a mortgage. </p>

<p>The survey revealed that 43 per cent of people misunderstood what was meant by a comparison rate and a further 28 percent admitted they didn’t know what was meant by a comparison rate.</p>
<p>It also found 33 percent of non-mortgage holders did not think they could ever afford to buy a property and 39 percent of respondents feared they would be priced out of the market unless property prices stay the same or decrease.</p>
<p><span>Andy Rigg, CUA chief operating officer, member services, said p</span>roperty buyers need to be careful that what looks like a very low rate doesn’t actually have lots of nasty hidden fees and charges.</p>
<p>“Comparison rates are useful in helping property owners choose the most suitable rate for existing and new home owners by looking behind the headline interest rate to also factor in fees and charges,” he said.</p>
<p>"It is a concern that fewer than one in three Australians (29 percent) understood what was meant by a home loan “comparison rate”. Lenders are required to disclose the comparison rate so home owners can compare lenders on an even playing field by seeing what the actual cost of their loan will be, including fees, rather than just the annual percentage rate.</p>
<p>"It’s also clear that many home owners are still watching and waiting to see if rates fall to even lower levels, before deciding whether to switch from a variable to fixed-rate loan.”</p>

This continues to reflect the negative impact of macro prudential policy targets on investor lending, with lenders mindful of the regulatory investor lending growth target. Nonetheless, investor demand for housing is likely strengthen in the coming months, supported by the solid pick- up in house prices (Figure 3).</div>

<br>In comparison, owner-occupier finance posted an increase in April, with upgrader finance higher and first home buyer finance lower in the month. While upgraders remained the key to driving owner-occupier lending, first home buyers continued to be weighed down by housing affordability concerns, which are being amplified by weak wage growth.<br>Finance for the purchase or construction of new dwellings declined sharply in the month.</div>

<div class="column">However, the pipeline of existing housing construction remains solid. Building approvals have trended higher recently, and are likely to be supported in the coming months by both solid house price gains and lower interest rates. As such, we continue to expect that housing construction activity will remain elevated in 2016, however today’s data indicates that any further growth is likely to be modest compared to recent years. </div>

Australian mortgage lending slows in April: ANZ Research

<p><span>Mortgage brokerage N1 Loans is all set to launch a own real estate arm as part of its efforts to become a “one-stop-shop” financial services company.</span></p>
<p><span>N1 Realty will officially start trading from July 1 in Sydney.</span></p>
<p><span>The group is negotiating a lease for a location in Chatswood in Sydney’s North Shore, <em>Australian Broker</em> reported.</span></p>
<p><span>The article cited N1 Loans CEO Ren Wong as saying demand from its customers for investment properties drove the decision to move into the real estate business. </span></p>
<p><span>“We have over 2,000 clients in our Salesforce CRM, and given our strong pre-approvals pipeline, it's time for us to diversify,” Wong said. </span></p>
<p><span>The realty arm would be headed by an industry veteran, is all Wong would say.</span></p>
<p><span>“We look forward to developing N1 further as a full service financial services company, making investment easier for our growing customer base,” Wong said.</span></p>
<p><span>The group, which started trading on the ASX earlier this year, claims it launched Australia’s first Chinese language mortgage comparison website in April 2015, a DIY property renting app connecting landlords with potential tenants in December 2015, and an English language online mortgage calculator and comparison website this month.</span></p>
<p><span>Earlier this week, N1 entered into a deal with insurance provider Ensurance to supply white label insurance products to its home loan clients.</span></p>

Brokerage N1 Loans diversifies into real estate business

<p><span style="line-height: 1.3em;">Housing finance data for January 2016 shows that the value of housing finance commitments was recorded at $31.9 billion over the month. </span></p>
<p>Based on this figure, mortgage lending fell by -3.4 percent over the month.  Even though the data is seasonally adjusted, we often see falls in mortgage lending over January so perhaps we need not read too much into the fall, however, this is the largest January fall in lending since 2011.</p>

<p>Looking at the two major components of mortgage lending: owner occupier and investors both have recorded a fall over the month. In January there was $20.5 billion worth of finance commitments to owner occupiers and $11.4 billion in commitments to investors. The value of owner occupier commitments fell by -4.3 percent over the month but was 15.9 percent higher year-on-year.</p>
<p>Investor commitments fell by -1.6 percent in January and were -14.8 percent lower year-on-year. With investor demand having slowed over recent months, they now account for 35.6 percent of all mortgage commitments which is virtually right on its decade average after peaking at 43.3 percent of all housing finance commitments in May of last year.</p>

<p>Of the $20.5 billion in commitments to owner occupiers in January, $1.9 billion was for construction of dwellings, $1.2 billion was for purchase of new dwellings, $7.2 billion was for refinancing of established dwellings and $10.2 billion was for the purchase of other established dwellings.  Construction of dwellings was the only segment of lending to rise over the month (+0.7 percent) with falls in value of lending for purchase of new dwellings (-5.2 percent), refinancing established dwellings (-2.3 percent) and purchase of other established dwellings (-6.4 percent). </p>
<p>Despite monthly falls, year-on-year all segments have seen an increase in lending with construction of new dwellings rising 6.1 percent, purchase of new dwellings up 35.6 percent, refinances up 36.0 percent and purchase of other established dwellings having increased by 4.8 percent.  Although lending is up over the past year, there is a clear downwards trend in owner occupier lending, particularly for established dwellings, over recent months.  It will important to monitor whether this trend persists in coming months as it could point to slowing value growth.</p>

<p>Following intervention in the market by the regulator, we have seen a sharp slowdown in lending to the investment segment over the past 8 months.  As earlier mentioned, investors accounted for 43.3% of all housing finance commitments in May of last year with their proportion falling to 35.6% in January 2016.  Looking at the two components, in January 2016 there were $899 million worth of commitments for new construction and $10.5 billion worth of commitments for established housing stock. </p>
<p>Over the month, the value of commitments fell by -4.2% for new construction and by -1.4% for established housing stock.  Year-on-year the value of lending is 3.2% higher for new construction but -16.0% lower for established stock.  Much like the owner occupier chart, it shows that demand for established stock has eased and is trending lower, albeit at a slower pace.  In fact, the value of commitments for established investment stock is at its lowest level since April 2014.</p>

<p>The CoreLogic Mortgage Index which is published weekly and tracks mortgage activity across our proprietary platforms indicates that January was a weak month for housing finance commitments.  We would expect that housing finance commitments will rise in February and so far March also points to increasing demand.  However, mortgage demand remains lower than it was at the end of last year and lower than it was a year ago.  While housing finance commitments should increase from their January levels it is unlikely that demand will start to grow as strongly as it was in the early part of last year or late in 2015.</p>
<p>The constraints on investment lending have been extremely effective and have resulted in a swift and significant pull-back in demand, in fact the value of investment housing finance commitments in January was -20.0% lower than its April 2015 peak.  Although the CoreLogic Mortgage Index points to a rebound in demand over the coming months, we expect that growth in housing finance commitments will remain more subdued than what we saw over recent years. </p>
<p>Of course, the direction of housing finance will ultimately be determined by housing demand.  After demand weakened over the second half of 2015 we have seen stronger demand early in 2016 with much stronger auction clearance rates falling property listings in a number of cities and a rise in property transactions.</p>

Mortgage demand shrinks in January, will it continue throughout 2016? Cameron Kusher

<p><span>Buying a first home can be in some ways, metaphorically, a honeymoon, and we are not talking here of just sentiment or the first-home buyer grant. </span></p>
<p><span>There is also the 'honeymoon rate', which is basically a lower interest rate offered for a short time at the start of a home loan by the lender or bank to draw in borrowers. Usually, such a rate is for a period of 1 to 3 years. The lender will revert to the variable rate once the ‘honeymoon’ period ends.</span></p>
<p><span>A key benefit of the honeymoon rate is that it allows new borrowers to get used to a loan, according to a post by mortgage broker John Pellegrini in <a href="https://www.mortgagechoice.com.au/" target="_blank"><span>www.mortgagechoice.com.au</span></a>. The lower interest rate makes it easier for them to meet the home loan repayments. Therefore, this type of loan can be very popular in some circumstances.</span></p>
<p><span>But while the honeymoon option sounds like a boon for first-home buyers, once the rate reverts to the more normal variable rate, a buyer may discover that it is not as competitive. </span></p>
<p><span>Hence it is important to do your research and be aware of the interest rate the mortgage will revert to once the ‘honeymoon’ is over. Best to speak to lenders and compare the various rates before making that decision.</span></p>
<p><span>Depending on the home buyer’s circumstances, it might make more sense to opt for a home loan with a basic variable interest rate rather than a honeymoon rate, adds Pellegrini.  The choice should take into consideration longer term requirements to figure out which mortgage product will save money in the long run.</span></p>

Property 101: What is a 'honeymoon rate'? Home loan terms explained

<p><span>Australian housing finance approvals firmed in December, with the monthly volume of new home loans to owner-occupiers hitting a six-year high, according to latest ABS data, indicating that the pipeline of new home building was likely to remain strong during early 2016.</span></p>
<p><span>The number of owner-occupier loans for new homes rose by 1.8 percent in December, with a growth of 12.4 percent in loans for newly-constructed homes. </span></p>
<p><span>Compared with a year earlier, total owner-occupier loans for the construction and purchase of new dwellings are 5.3 percent higher.</span></p>
<p><span>The ABS data showed 58,552 home loans were approved in December, up 2.6% from November, with the value of new home loans taken by property buyers rising 0.8% to $33.5 billion. </span></p>
<p><span>“December’s new home lending figures are the best we’ve seen since November 2009, when a major government stimulus was underway,” noted Housing Industry Association senior economist Shane Garrett.</span></p>
<p><span>Mortgage Choice chief executive officer John Flavell said the last time more than 58,500 home loans were approved in one month was back in January 2008, and was a testament to the strength of the property market.</span></p>
<p><span>“The data shows that all parts of the market improved over the month of December. The number of dwelling commitments approved for the construction of new dwellings was up 1.8%, while the number of loans written for the purchase of new dwellings and the purchase of established dwellings was up by 12.4% and 2.1% respectively,” he said.</span></p>
<p><span>The number of first home buyer commitments as a percentage of total owner occupied housing finance commitments rose to 15.1% in December 2015, off an 11-year low of 14.9% in November 2015.</span></p>
<p><span>A rise in the proportion of first-time home buyers in the market in December as well as a jump in home loans being taken out by owner occupiers could indicate housing is becoming more affordable given softer conditions in property markets, said Amanda Watt, the head of banking business <strong>act.</strong></span></p>
<p><span>“Reflecting greater home loan affordability, the average loan size for first home buyers dropped $6,400 to $348,100 between November and December while the average loan size for all owner occupied housing commitments fell $8,500 to $377,600. This drop in loan size has coincided with a slowing in property markets in most capital cities as indicated by falling auction clearance rates and, in some cases, falling median house prices," said Watt.  </span></p>
<p><span>The value of home loans taken by investors rose 0.6% to $11.6 billion, stabilising from a 19% drop between April and October but still down 13.6% on a yearly basis, noted Matthew Hassan in a post on Westpac’s website. </span></p>
<p><span>Changes in lending criteria and borrowing rates for investor loans is indirectly boosting owner-occupier activity – although the bulk of the initial ‘switching’ effect seemed to come through between June and September, he added.</span></p>
<p><span>“So money continues to pour into property and much of it has recently come from owner occupiers following stricter prudential regulations on home loans given to investors. The data also reveals the staggering size of Australia's home loan industry. In December 2015, the value of outstanding home loans funded by banks and other authorised deposit-taking institutions totalled a record $1.46 trillion, made up of $931 billion in home loans to owner occupiers and another $528 billion to investors,” said Watt.</span></p>
<p><span>But while it was pleasing to see a spike in both the value and number of home loans written over the month of December, Mortgage Choice’s Flavell said the sudden surge in activity wasn’t altogether surprising.</span></p>
<p><span>“At Mortgage Choice, we know from our own data that December is a traditionally hot month in terms of home loan settlements, as Australians are keen to finalise their property plans before the New Year commences,” he said.</span></p>
<p><span>Moving forward, Flavell said he was confident that the property market would remain robust over the coming months.</span></p>
<p><span>During December 2015, the number of new home loans increased, in annual terms, most strongly in the Northern Territory (+29.3 percent), followed by New South Wales (+21.7 percent) and Victoria (+12.3 percent). New home lending volumes also rose in Queensland by4.0 percent, Lending volumes fell in Tasmania (-29.6 percent), Western Australia (-19.8 percent) and the Australian Capital Territory (-0.5 percent).</span></p>

Owner-occupier lending reaches six-year high as ABS December data robust

<div>The index, which is not seasonally adjusted, showed a solid 7 per cent increase in the volume of mortgages sold from the prior corresponding period, up from $12.9 billion in December 2014 to $13.8 billion last quarter.</div>

<div>While AFG's index may be distorted by changes in market share, meaning that users should be wary of premature extrapolation, the figures do provide further hints as to what to expect in the year ahead.</div>

<div>It is evident that markets will increasingly be driven forward by owner-occupiers rather than investors, while the market in Melbourne continues to defy...well, people like me, I suppose, who felt that the market have may peaked some years ago.</div>

<div>Overall, APRA's cooling measures appear to have worked and the property market seems to have calmed after the frenzy we saw around April and May last year, particularly in Sydney.<br><br>That said, mortgage volumes - and particularly mortgage sizes - have to date remained very high, with owner-occupiers plugging most of the gap being left by investors. Accordingly, we might expect to see a more sustainable and balanced market going forward in 2016. </div>

<p><span>Delinquency and default rates for Australian residential mortgage backed securities (RMBS) and asset backed securities (ABS) will rise slightly from their current low levels in 2016, due to slower economic growth and a rise in unemployment, says a recent report by Moody's Investor Service. </span></p>
<p><span>The credit quality of the mortgage collateral for new RMBS issued in 2016 will deteriorate when compared with 2015, the report says, due to the inclusion of a greater proportion of riskier housing investment and interest-only (IO) loans and mortgages originated during a period of low interest rates and rapidly rising house prices.</span></p>
<p><span>The report noted investment and IO loans are riskier than owner-occupier and principal and interest (P&amp;I) loans because they have higher loan-to-value (LTV) ratios, a key default driver.</span></p>
<p><span>Additionally, IO loans amortise slower compared with P&amp;I loans, if at all, and therefore build equity at a slower rate, resulting in a higher loss upon default.</span></p>
<p><span>The analysts at Moody's also expect more RMBS deals to reduce their dependence on lenders' mortgage insurance (LMI) policies in 2016. </span></p>
<p><span>Australian RMBS delinquencies and defaults will rise slightly from their current low levels in 2016, due to economic growth that will be below the long-term trend, an uptick in unemployment, and a slower pace for house price growth in some cities, it said.</span></p>
<p><span>Housing prices, particularly in Sydney and Melbourne, are expected to slow which will mean a slowdown in economic activity which will contribute to an increase in RMBS delinquencies and defaults in 2016, the note said.</span></p>
<p><span>Any weaker housing market also means borrowers at risk of default are less able to sell their houses quickly at prices sufficient to fulfil their repayment obligations.</span></p>

Australia RMBS mortgage defaults to rise slightly in 2016: Moody's

<p><span>When it comes to the question of who pays the mortgage interest, the answer is that New South Wales and Victoria do: well over half of the national interest payable in fact.</span></p>
