<p data-end="447" data-start="0">Melbourne’s apartment market entered 2026 with renewed momentum, but the recovery is uneven, policy-driven, and increasingly shaped by constrained supply.</p>

<p data-end="447" data-start="0">According to the RPM Apartments &amp; Townhomes Market Report (April 2026), apartments have begun to outperform detached housing on key metrics,yet that performance is occurring against a backdrop of falling approvals and a tightening development pipeline.</p>

<p data-end="904" data-start="449">At the end of 2025, Melbourne unit values reached a three-year high of $656,500, recording quarterly growth of two per cent. That figure edged ahead of the 1.8 per cent growth recorded in the house market over the same period, marking a notable shift in relative performance. While modest in absolute terms, the outperformance is significant given the sustained dominance of houses through much of the previous cycle.</p>

<p data-end="1420" data-start="968">This shift has been driven in large part by policy. The federal government’s expanded five per cent Deposit Scheme has had a disproportionate impact on apartment demand, particularly in Melbourne where the $950,000 price cap captures a large share of medium- and high-density stock.</p>

<p data-end="1420" data-start="968">As RPM notes, the scheme “heavily favours medium and high-density dwellings,” effectively accelerating demand in the apartment sector.</p>

<p data-end="1822" data-start="1422">The impact is most visible in buyer activity. Victoria recorded more than 43,000 new housing loans in Q4 2025, the highest quarterly volume since mid-2022 and one of the strongest results in over a decade. This lift was broad-based across all buyer types, with first home buyers, owner-occupiers and investors all returning to the market with greater confidence.</p>

<p data-end="2308" data-start="1876">This surge in demand has flowed directly into apartment pricing, particularly in Melbourne’s middle and outer rings. Middle-ring unit values reached approximately $757,500, a four-year high, while outer-ring units climbed to a record $650,000. Quarterly growth of 2.9 per cent and 2.5 per cent respectively significantly outpaced both the inner ring (0.8 per cent) and the broader house market.</p>

<p data-end="2746" data-start="2355">The divergence between apartments and houses is also being shaped by affordability. Detached housing remains out of reach for many buyers, pushing demand toward apartments as a more accessible entry point into well-located suburbs. This is particularly evident among first home buyers and downsizers, both of whom are increasingly prioritising location, amenity and lifestyle over land size.</p>

<p data-end="3059" data-start="2748">At the same time, population growth continues to underpin demand. Victoria added more than 122,000 residents in the year to Q3 2025, with Melbourne attracting both overseas migrants and interstate movers, partly due to its relative affordability compared to other capitals.</p>

<p data-end="3207" data-start="3117">However, the most critical factor shaping the apartment market is not demand, it is supply.</p>

<p data-end="3663" data-start="3209">Apartment approvals across Greater Melbourne have fallen sharply, signalling a constrained pipeline of future stock. In Q4 2025, just 2,339 apartments were approved, down 20 per cent on the previous quarter and 47 per cent lower than the same period a year earlier. On an annual basis, 11,066 apartment approvals were recorded, an improvement on the previous year, but still well below medium- and long-term averages.</p>

<p data-end="4035" data-start="3712">This decline reflects a broader contraction cycle that has been underway since 2020. As RPM notes, “apartment approvals appear to be sliding back into a downward trend,” with developers increasingly focused on launching and completing existing projects rather than initiating new ones.</p>

<p data-end="4519" data-start="4037">The reasons are well understood. Construction costs have risen more than 20 per cent since 2021, driven largely by labour shortages and material price escalation. At the same time, financing conditions have tightened, with lenders requiring higher contingencies and taking a more cautious approach to risk. Combined with recent interest rate rises, these factors have made feasibility more challenging, particularly for higher-density projects.</p>

<p data-end="4910" data-start="4521">This dynamic is creating a disconnect in the market. Demand for apartments—particularly at the more affordable end—is strengthening, while the pipeline of new supply is weakening. In the short term, this may limit the number of new projects coming to market. Over the medium term, however, it is likely to support price resilience and potentially further outperformance relative to houses.</p>

<p data-end="5296" data-start="4912">There are some signs of policy-driven supply response. The introduction of Victoria’s Mid-Rise Code, which streamlines approvals for four- to six-storey developments, is expected to improve delivery in well-serviced middle-ring locations. However, this is unlikely to materially offset the broader decline in apartment approvals in the near term.</p>

<p data-end="6044" data-start="5747">Despite the positive momentum at the end of 2025, the outlook for 2026 has become more complex. Two interest rate rises early in the year have already impacted consumer confidence, while broader cost pressures, particularly energy and fuel, are feeding through to construction and development costs.</p>

<p data-end="6206" data-start="6046">“Victoria’s built form market ended 2025 on a high, but early 2026 rate rises quickly reversed the momentum,” RPM notes.</p>

<p data-end="6548" data-start="6208">The implication is that while apartments are currently outperforming houses, the trajectory of that outperformance will depend on how these competing forces evolve. Policy support and affordability are clearly working in favour of apartments, but constrained supply and rising costs are likely to shape the pace and nature of future growth.</p>

<p data-end="6858" data-start="6550">What is increasingly clear is that apartments are playing a more central role in Melbourne’s housing market. As population growth continues and affordability pressures intensify, higher-density housing is becoming not just an alternative to detached homes, but a primary solution to the city’s housing needs.</p>

Units lead Melbourne price growth as apartments outperform houses: RPM

<p>Brunswick is set for some of its largest apartments ever delivered with the upcoming new development Frith &amp; Howarth, where the apartments are around 20 per cent larger than what has come before it in the sought-after suburb.</p>

<p>Developer Young Group focused its design on Frith &amp; Howarth around size and scale, but within a boutique building, to create a mini neighbourhood within the mid-rise development. There are just 24 apartments in the mid-rise building on Victoria Street, a short walk to Brunswick Station and the cafe and dining strip along Sydney Road.</p>

<p>“We spent hours comparing what’s currently on the market so we could offer genuine points of difference,” Young Group says, pointing to room sizing, storage, and functional planning as key drivers behind the design.</p>

<p>All of the two-bedroom apartments in the building have been snapped up, with just the large three- and four-bedroom apartments, with the biggest floorplans and best outlooks, remaining.</p>

<p>Apartments open directly into open-plan living zones where full-height glazing draws light deep into the apartment. Sliding doors extend the space outward to terraces, many oriented toward the adjacent park or back toward the city skyline.</p>

<p>Kitchens sit within this central space, anchored by sculptural island benches that reference the building’s faceted exterior language. Storage is integrated across multiple layers, overhead cabinetry, concealed joinery, and, in larger configurations, dedicated sculleries or butler’s pantries.</p>

<p><a href="https://www.apartments.com.au/new-apartments/prince-parade-by-mirvac-brunswick-701-park-street-brunswick-vic-3056">Prince &amp; Parade</a> in Brunswick is entering its final stages of construction, with the removal of the project’s last tower crane and the unveiling of the building’s full façade marking a significant milestone ahead of completion this coming spring.</p>

<p>The Park Street development, designed by <a href="https://www.apartments.com.au/architects/bates-smart">Bates Smart</a>&nbsp;and Mirvac Design with landscaping by <a href="https://www.apartments.com.au/landscape-architect/jack-merlo">Jack Merlo</a>, is now largely structurally complete, with internal works progressing across the 169-apartment project opposite Princes Park.</p>

<p><a href="https://www.apartments.com.au/builders/mirvac-construction">Mirvac Construction</a> Project Manager Sam Payne said the latest update reflects a transition from structure to refinement.</p>

<p>“Since our last update, all façade panels have been installed and the scaffolding and gantry has come down, unveiling the building in its full form for the very first time,” Payne said.</p>

<p>“A significant milestone was reached this month with the removal of our final tower crane, signalling the completion of major structural works and a pivotal step forward in the building’s transformation.”</p>

<p>An entity linked to I&amp;D Group Founder Ivan Filipović has filed plans for a new residential development at 188–202 Swan Street in Cremorne, targeting a prominent site within the tightly held Swan Street activity corridor.</p>

<p>The proposal seeks to redevelop the consolidated Swan Street landholding into a <a href="https://www.apartments.com.au/new-apartments/188-202-swan-street-cremorne-vic-3121">high-density mixed-use project</a>, replacing a series of existing commercial buildings with a significantly scaled residential outcome. The planning submission positions the development as a response to increasing demand for housing in well-connected inner-urban locations, particularly within established activity centres.</p>

<p>Plans outline the construction of a 14-storey building delivering 165 apartments above a four-level basement, alongside a ground-floor retail and commercial offering designed to activate the streetscape. A key feature of the scheme is a new north–south pedestrian link connecting Swan Street to Railway Place, intended to “enhance permeability and provide an active, publicly accessible connection through the site.”</p>

Melbourne land hits fastest sales pace on record: Pete Wargent

<p><span style="line-height: 1.3em;">At the end of 2015, the median price of vacant land across the combined capital cities was recorded at $265,000 while the median land price across the combined regional markets was $156,000. </span></p>
<p>A $109,000 (69.9%) price difference between regional and capital city prices is now the largest differential on record for both.</p>
<p>It also goes some way to explaining the differences in the cost of built form (houses or units) in the capital cities relative to non-capital city areas. Over the past year, capital city vacant land prices have increased by 4.0% compared to a -5.2% fall in prices in regional areas.</p>
<p>At the end of 2015, the median lot size for capital city vacant land was 466 sqm having increased by 3.6% over the year. Across regional markets the median land size was a much larger 809 sqm having increased by 8.3% over the past year. </p>
<p>Land sizes have fallen over time in capital city and regional markets however, lot size compression has been much greater in capital cities. To put this in perspective, median lot sizes have fallen at a rate of - 2.5% annually in capital cities over the past decade compared to falls of -0.5% per annum in regional markets. </p>
<p>Across the combined capital cities the median rate/sqm for vacant land was recorded at $552 at the end of last year. At the same time the rate was a substantially lower $179/sqm in regional markets. Capital city rates/sqm has fallen by -2.5% over the past year while in regional markets they are -12.4% lower.</p>
<p>The fall in capital city rates/sqm is due to the increase in land sizes while in regional markets it is due to both prices falling and land sizes increasing over the past year.</p>

<p>As can be seen in the tables outlining the key vacant land statistics across each of the state capital cities, Sydney’s median land price ($410,000) is substantially higher than the other capital cities. Compared with the second most expensive city, Perth, at $299,000, Sydney’s median land price is more than $100,000 higher. The two cities which have seen the highest rates of housing value growth in recent years, Sydney and Melbourne, have also recorded an exceptional increase in median land prices over the past year at 20.2% and 23.5% respectively. Although Sydney is the most expensive on a rate per square metre basis, vacant land in Perth is the nation’s most expensive by virtue of the fact that only Adelaide has smaller lot sizes. </p>
<p>Today’s data provides valuable insights into the reasons why housing costs in the capital cities is so high. In a market like Sydney for example, if the typical land costs $410,000 it is difficult to imagine being able to buy the land and build a home for less than $550,000. </p>
<p>With housing affordability now back on the national political agenda it is likely we will see renewed focus on the high cost of developable land in our capital cities. Reforms to reduce the cost of the vacant land would go a long way to improving housing affordability, particularly for new homes. Of course the other alternative is to encourage greater economic development of regional areas where the cost of housing is significantly lower than it is in the capital cities.</p>

<div>Land values in the Kimberley have well and truly crashed by 74 percent from the prior comparative period, for example.</div>

<div>At the other end of the scale Sydney's <strong><em>median</em></strong> lot value is not approaching $1,000 per square metre. </div>

<div>Perhaps this is not all that surprising given that volumes were down by nearly 30 percent in Sydney year-on-year, with a dearth of shovel-ready land being made available. </div>

<div>The next most expensive city for vacant land prices is Perth at $701/sqm.</div>

<div>The volume of lot sales increased to 1,121 in the quarter, following some low volumes in previous quarters. </div>
<div> </div>
<div>Indeed, volumes were still some 7 percent below their 2015 peak, according to the HIA. </div>

<div>Overall, capital city land sales rose by about 10 per cent in the year to September 2016, reflecting higher demand and generally stronger economic conditions, while volumes across regional Australia posted a gain of just 1.1 percent. </div>

Where the capital city land prices are rising the most: Pete Wargent

<div>Capital city vacant land prices increased by a massive 16 per cent to a record high of $336,124 over the year to June 2018, as supply fails dismally to keep pace with demand. </div>
<div> </div>
<div>This was much faster than the 5 per cent increase for regional lot values. </div>
<div> </div>
<div>Sydney may still have the highest land price at $477,250 at the end of the June quarter.</div>
<div> </div>
<div>But Melbourne recorded faster growth, with the median land price per square metre exploding another 27 per cent higher higher over FY2018. </div>

<div>Sydney's median vacant land price per square metre is now $1,100, ahead of Melbourne at $885.</div>

<div>Price pressures are still strong in the residential land market, according to HIA.</div>

<p class="post-body entry-content">Tim Lawless CoreLogic' Research Director agreed with this sentiment stating upwards pressure on capital city land values will continue. </p>
<div>He found construction costs are also rising faster than inflation.</div>

<div>And accordingly, the future price of new detached housing will be "inevitably higher" according to CoreLogic analysis.</div>

Capital city land price boom continues: Pete Wargent

<div>The Housing Industry Association (HIA) released its Land Report for the December 2015 quarter, which showed that land prices continued to soar through 2015. </div>
<div> </div>
<div>The median lot price in Australia ripped +5.2 percent higher in the three months to December alone to $234,600. </div>
<div> </div>
<div>Over the last half decade median lot values have increased by about +22 percent, while lot sizes have also been shrinking, meaning that land prices per square metre have been increasing sharply. </div>

<div>This has not been regional Australia phenomenon through this cycle, with price rises driven overwhelmingly by the capital cities (although Adelaide's lot prices actually decreased in the year to September 2015). </div>

<div>The same dynamic was in evidence this quarter, with capital city land prices screaming another +6.6 percent higher in just three months, while the number of transactions tightened again by a further -2.3 percent. </div>
<div> </div>
<div>That said, there are two "regional" locations which have experienced solid population and employment growth, and now have elevated and rising land prices, being the Sunshine Coast ($272,000) and the Gold Coast ($230,500). </div>
<div> </div>
<div>The coastal areas of south-eastern Queensland are enjoying the lower dollar and increasing tourism, particularly from China as far as I can tell.  </div>
<div> </div>
<div>As you can see in the chart above, it's clear that supply isn't keeping pace with demand, with the number of lot sales actually declining by -1.6 percent in the December quarter. </div>
<div> </div>
<div>Transaction levels have been fading for nearly two years now despite rampant demand.</div>
<div> </div>
<div>Indeed vacant residential land sales crashed lower in Sydney (-22.3 percent) and Brisbane (-20.1 percent) on supply restrictions in the quarter, although there were increased sales volumes in some other capital cities. </div>
<div> </div>
<div>Through the course of 2015 vacant land sales dived by 14 percent, and by a staggering 19 percent in the capital cities, where demand is actually higher. </div>
<div> </div>
<div>The HIA noted that the dynamic of falling sales and rapidly rising prices points to supply bottlenecks.</div>

Capital city land prices through the roof: Pete Wargent

<p><span>The South East Queensland (SEQ) land market experienced its strongest monthly sales in more than five years in June with the Federal Government’s HomeBuilder scheme and State Government grants underpinning buyer demand. </span></p>
<p><span>Total land sales in June were 1,110, compared to 273 in April – more than 400 percent increase.</span></p>
<p>Prices remained relatively stable during the quarter, falling 0.8 percent to a median price of $248,000 compared to the March quarter.</p>
<p>In the 12 months to the end of June, prices rose 1.5 percent. </p>

<p>In terms of sales in each region, Moreton Bay moved into the top spot in the South East Queensland land market, taking 26 percent market share. For the first time since March 2016, neither Logan nor Ipswich have claimed the largest portion of sales. </p>
<p>Logan managed to push Ipswich to third place and achieved 24.9 percent of sales while Ipswich collected 24.7 percent, only a handful of sales separated the two regions. This is the first time that Ipswich has been outside of the top two since early 2015.</p>
<p>After dropping to just 273 sales across the south east in April as lockdowns closed sales offices and dented economic confidence, the market roared back to achieve 1,110 sales in June.</p>
<p>The total number of sales for the June quarter was 1,910, up from 1,518 in the March quarter and the strongest quarterly sales since December 2017. </p>
<p>The data was compiled by Oliver Hume Research by analysing nearly 2,000 transactions across more than 150 projects across Brisbane, Gold Coast, Logan, Ipswich, Moreton Bay and Redland local government areas. </p>
<p>Oliver Hume National Head of Research George Bougias said the HomeBuilder grant, combined with record low interest rates, was driving the demand from first and second home buyers. </p>
<p>“Despite the Coronavirus shutdowns and their economic impact, there are still plenty of buyers with stable incomes who are more than happy to take advantage of the numerous grants and incentives available,” he said. </p>
<p>“These are the right incentives at the right time and will keep thousands of tradies in jobs as homes begin to spring up on these blocks in the next few months.</p>
<p>“The first half of 2019 was a tough time for the SEQ land market but there was a solid recovery underway towards the end of the year and right up until the lockdowns commenced in the final two weeks of March,” he said. </p>
<p>"With the restrictions lifted and the great incentives in place the pent-up demand is returning.” </p>
<p>The $25,000 HomeBuilder grant combined with $15,000 first home buyer grant from the State Government, means eligible buyers can access $40,000 to help them get on the property ladder. Other incentives, including the First Home Loan Deposit Scheme (FHLDS), can save buyers thousands more on top of the grants.</p>

South East Queensland land market has strongest sales in five years with HomeBuilder scheme

<p>Demand for residential land around Sydney has soared over the last six months, according to independent valuer and advisor m3property.</p>
<p>They say the reduced cost of debt, easier access to finance, smaller lots, and apartment market woes have been behind a noticeable pick up in demand for Sydney residential land in the last six months.</p>
<p>There was also a marginal price increase in the six months to June.</p>
<p>M3property's latest market report, Sydney Land Market Recovery, found land take-up had increased dramatically since the Federal election.</p>
<p>Jennifer Williams, national director of research, at m3property, said while take-up rates for land had averaged zero to two lot sales per month over the period September 2018 to May 2019, post-election take-up had accelerated to three to four lots per month and, in Sydney’s growth regions, six to eight lots per month according to proximity to railway stations.</p>
<p class="p1"><span class="s1">"The take-up rate has accelerated markedly since May and there are a number of factors at play, not the least being the typical pre-election market paralysis and an election campaign characterised by much debate about housing issues including negative gearing and affordability," Williams said.</span></p>
<p class="p1"><span class="s1">"Since the election APRA’s removal of the 7 per cent serviceability cap on residential home loans and the fall in the official cash rate from 1.5 per cent to 0.75 per cent have aided the borrowing power of most applicants.</span></p>
<p class="p5"><span class="s1">Williams suggested smaller, and more affordable, lot sizes of 250 to 300 sqqm – lot sizes averaged 454 sqm at June 2019 - pent up demand, and an increase in the median Sydney house price, had also been drivers of a general market uptick, which had seen a modest land price rise over the first half of 2019 of 0.94 per cent.</span></p>
<p class="p5"><span class="s1">Associate director residential development at m3property Ben Toole said negative apartment market publicity had also been behind some owner-occupiers’ decisions around a new preference for houses as a safer alternative.</span></p>
<p class="p5"><span class="s1">"The cladding and construction flaws issues have been major negatives for the apartment market and not surprisingly those issues have affected consumer sentiment around what is, for most people, the biggest investment they will ever make.</span></p>
<p class="p5"><span class="s1">"I have no doubt the apartment market will recover but for now it is one of a number of factors behind a significant resurgence in the take-up of land in Sydney,’’ Toole added.<span class="Apple-converted-space">   </span></span></p>
<p class="p3"><span class="s1">He said while the rate of take-up had been highest for land in close proximity (two kms) of existing railway stations, the rate of sales was also dependent on developer reputation, the size of the subdivision, choice of lots and the stage of subdivision development.</span></p>
<p class="p3"><span class="s1">Toole said there was still room for growth – take-up rates remain below levels reached in 2016 and 2017 – and particularly in areas where infrastructure was at the most advanced levels.</span></p>

<p class="p3"><span class="s1">"The North West Growth Region has seen greater demand than the South West due to established transport services, including the introduction of the new Northwest Sydney Metro, while areas such as Box Hill, Schofields (Pictured top, the <a href="/news/clear-skies-ahead-for-akuna-vista-development-at-schofields-aerodrome">Akuna Vista development</a>) and Marsden Park have seen higher sales rates and higher prices due to both a greater number of estates and more completed estates.</span></p>
<p class="p3"><span class="s1">"While overall price points in the South West are slightly lower than the North West, areas such as Leppington and Austral are achieving higher price points due to the Leppington railway line,’’ Toole said.</span></p>
<p class="p1"><span class="s1">The report found Greater Sydney was likely to see an undersupply of dwellings over the next five years based on the Department of Planning, Industry and Environment’s forecast of the completion of 191,550 dwellings over the five years from 2018/19 to 2022/23.</span></p>
<p class="p1"><span class="s1">The numbers equate to 38,300 homes per year, a significant 22 per cent rise on the previous five years when 157,250 new homes were completed, but less than the required 39,600 houses per year should the average household size in greater Sydney remain at the same level as the last Census, Jennifer Williams said.</span></p>
<p class="p1"><span class="s1">"If the 198,030 additional houses are required, as an extrapolation of the Census data suggests, then Greater Sydney is likely to see an undersupply of dwellings over the next five years.<span class="Apple-converted-space"> </span></span></p>
<p class="p1"><span class="s1">"This is likely to result in a continued reduction of lot sizes in the Sydney region and increased lot prices over the five-year outlook,’’ Williams said.</span></p>
