Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The Southern Highlands residential property market is running hot, according to a recent Herron Todd White (HTW) report.
The property valuation firm says that strong price increases and quick selling periods have been evident across the entire region.
The main driver is the trend of second and third home buyers and retirees relocating for a tree change from Sydney and for the affordability.
"The townships of Moss Vale, Bowral and Mittagong have been the stand out performers," the report said.
Fully renovated or new properties with nothing left to spend are sought after.
The strongest activity is under $1.5 million.
A three bedroom unit at <a href="https://www.realestate.com.au/property-unit-nsw-bowral-125033606" target="_blank">2/41 Shepherd Street</a>, Bowral (above) has been listed for between $900,000 to $990,000.
Similarly a three bedroom house at <a href="https://www.realestate.com.au/property-house-nsw-moss+vale-124981530" target="_blank">602 Argyle Street</a>, Moss Vale (below) has been listed with a price guide of $899,000.

Price brackets above this level are also increasing," the report stated.
HTW has noted that the fringe suburbs of Southern Highlands is also beginning to see strong activity
"There has been strong activity from first home buyers seeking affordable housing options across the fringe suburbs in the Southern Highlands, essentially the villages such as Robertson, Bundanoon, Colo Vale, Hill Top and Tahmoor that are removed from the three major towns of Bowral, Mittagong and Moss Vale," the report advised.
"Properties still sell under $700,000 in these perimeter suburbs.
"If interest rates were to dramatically rise, then pricing levels will decline.
"If interest rates remain at low levels, then we anticipate that pricing levels will plateau.
"There are similar trends evident in the Tablelands, with good land sales and new home construction activity in the new and modern residential estates on the fringe of Goulburn including the Belmore Estate, Merino Country Estate and the Mistful Park Estate."
New land releases are trading for $200,000 to $250,000, with house and land packages ranging from $500,000 to $600,000.
Likewise some of the villages between Sutton Forest and Goulburn, such as Marulan have seen an uptick in first home owner activity, with new land releases being quickly absorbed by the market in the $160,000 to $190,000 range for 1,000 square metre blocks.
The Crookwell village is also seeing good buyer activity and price growth.
“We see strong buyer activity from first home buyers, second and third home buyers and retirees," the reports said.
"We are also seeing strong interest from Sydney investors in Goulburn.
"Part of the attraction here aside from lower entry price is ease of access to the Sydney-Canberra freeway.
"Many buyers will commute to Goulburn, Canberra or back up to Moss Vale and Bowral."

In their June report for Brisbane, HTW noted some older-style Brisbane apartments may be good for investment if you are new to the market.
"These are veritable bargains at present because the oversupply of new unit seems to have had a negative flow-on to cheaper second-hand stock as well," HTW said.
"Once again, fundamentals are your friend.
"Find older units in close proximity of town and with good local transport and café facilities.
"The other great thing about renovating an old unit is that it usually isn’t expensive. A coat of paint, a spruce up of kitchen cabinetry, new carpets and some window treatments won’t cost the earth but can make a unit feel like a whole new abode."

Brisbane unit market in decline: HTW

Houses in Newcastle, the New South Wales Central Coast and Coffs Harbour are at the peak of market, according to valuation firm Herron Todd White’s June property clock.
Melbourne, the Gold Coast and South East NSW are approaching the peak market.
Houses in Cairns, Gladstone and Mackay are at the bottom of the market. 
Toowoomba’s housing market was noted as starting to decline in the May property clock.
Last month HTW said in relation to the Toowoomba housing market there is currently an oversupply of residential products, particularly units, that emerged during 2016.
As a result vacancy rates have increased while rental rates and investor interest has reduced.
“While properties in the sub $400,000 market have showed some signs of regression in value and rental rates, it appears that higher end property above $600,000 and even the $1 million plus price point have enjoyed a good level of interest with some strong sales being achieved,” the May report stated.

HTW's June report concentrated on the renovation market, stating that renovations are popular now in the NSW Central Coast.
In their June report, HTW said some reasons for renovating are to make an income, improve the value of a property or overcome the need to shift homes, meaning the kids can remain at the same school and a longer commute to work can be avoided.
"Closely aligned with adding value, those starting out with limited budgets or borrowing capacity buy in less expensive areas and carry out renovations to increase their equity.
"Although not definitive, a good gauge of what stage the property cycle is at can be seen from the valuation requests we receive. We can analyse this from the property type and specifics of the request – for a new purchase, a change from one lender to another or funds required to carry out renovations or extensions.
"Lately, there has been a slight increase in renovation or extension on completion assessments.
"This tells us the market cycle is on the move again and this generally follows a period of growth where values of home purchases are getting beyond many upgraders and a decision is made to stay and renovate rather than move. 
We are seeing this growing in many parts of the central coast region.
"From our perspective, we see more valuation requests received for owner-occupiers seeking funds to carry out renovations.
"We believe the reason for this is that owner-occupiers tend to spend more on renovations or extensions to improve personal comfort or functionality with the medium to long term in mind – think that often used term ‘forever home’.
"Whereas, investors usually spend less on make overs and use their own funds with the prime motivation of increasing the returns for as small an outlay as possible.
"Properties available for renovation can be located close to the main centres or the beach and lakefront areas. They’re the ones advertised as having enormous potential, renovate or detonate, suited for tradies and similar. They can just as easily be located in those suburbs previously seen as undesirable but thanks to the strong market over the past few years, have proven affordable to new entrants in the market. Suburbs that spring to mind in this region include Narara, Niagara Park, Killarney Vale and Berkeley Vale."
HTW said property in Newcastle is at the point of the cycle where it’s a fine line between upsizing your current dwelling or simply staying put and adding value to your existing home with an extra couple of rooms.
"The option to stay and extend is attractive when you look at the savings you would make on the transactional aspect of moving to a new home," HTW said.
"You save stamp duty, agent’s fees, finance charges and moving costs which on a reasonable home can be close to $100,000 in real dollars. Utilising that money on your extension can really kick start your plans. 
"The key driver of the Newcastle and Lake Macquarie markets at present is the lack of stock available; essentially the supply side is very low. When you have a low supply side, as long as demand is reasonable and constant, this can place upward pressure on prices. This in turn raises values and in many cases the price has increased enough to set a new benchmark level for your land.
"The increased price of the underlying land may be such that it is economic to knock down your existing home and build a brand new house.
"As an example, you may have purchased your home originally for $350,000 in 2005. Your house may be worth $650,000 now (not unreasonable here in Newcastle). Your underlying land value might be $450,000 which far outstrips your initial purchase price and makes building a brand new home where you currently live more feasible.
"We note that builders’ prices and waiting periods are signi cantly up across the board which indicates strong demand for renovations and extensions. We often see builders’ trucks in quiet suburban streets clogging up both sides of the road with extensions and small building projects.
"Anecdotally the home renovation boom is very much the avour of the moment with the number of renovation programs on TV indicative of current trends. At present, in strong localities it appears quite hard to over capitalise with sales seemingly attaining record prices on a weekly basis."

Newcastle, Central Coast and Coffs Harbour houses at market peak: HTW

In Australia’s retail market, there is none at the top of the market, though quite a few are approaching the peak, according to valuation firm Herron Todd White’s property clock.
According to the latest update, four capital cities: Melbourne, Sydney, Brisbane and Canberra, are approaching the peak of the market. The rest is made up of Coffs Harbour, Gold Coast and Newcastle.
Meanwhile, the biggest list is for the rising market position. Hobart is the only capital city in the list.

Four capital cities nearing peak of retail market: HTW commercial clock

Canberra house prices have grown significantly over the past 12 months, according to Herron Todd White’s recent report.
The property valuation firm says that this could be due to both limited supply of houses and low interest rates.
“Like most capital cities in Australia, Canberra has seen a significant growth in house sale prices over the past 12 months," the report said.
"This is partly due to low interest rates and a limited supply of houses coming onto the market.
"It is expected this trend will continue as properties in established suburbs remain tightly held and highly sought after.
"Currently houses are providing much stronger capital gains than apartments.
"This is probably due to an oversupply of apartments in the Canberra market and a number of apartment developments beginning construction.
"These low capital gains look set to continue as new apartment developments are beginning construction in the CBD, Molonglo Valley, Woden and Gungahlin."
The report noted low interest rates seem to be contributing to the strong housing market.
"An increase in interest rates may see some property owners being stretched financially which could result in them being forced to sell.
"If several of these sales are introduced onto the market it may reduce prices and could represent good buying opportunities.
"Alternatively an interest rate rise may force more buyers out of the market which could reduce demand,” the report stated.
Detached housing are also increasing in the area Herron Todd White commented.
“Detached houses in established suburbs have been performing very well throughout the ACT recently due to a perception of low supply and high demand.
"This trend may slow over the next six to twelve months due to new dwellings built on Mr Fluffy reclaimed blocks coming onto the market.
"A change in planning regulations allows multiple dwellings to be built on what were previously only single dwelling blocks.
"This would result in an increase in the number of dwellings in the sought after established suburbs of Canberra and may slow the strong capital growth seen lately,” the report advised.
Herron Todd White stated that other factors for the price growth includes stamp duty and similar changes.
“Another factor likely to change the direction of the property market would be changes to legislation.
"Recently we have seen the stamp duty costs being abolished for properties under $600,000 in Victoria for first home buyers.
"There hasn’t been any talk of similar legislation being implemented in the ACT but if it were it would incentivise first home buyers to enter the market.
"This could affect the market in different ways. It may help balance the apartment market by providing more demand for an over supplied market.
"However in the housing market it would increase demand for what seems to be an under supplied market therefore increasing prices further,” the report commented.

House prices in Canberra increase given limited supply: HTW

Western Melbourne suburbs residential markets remain very strong, according to Herron Todd White’s latest report.
The property valuation firm says that record prices in Kensington, Ascot Vale and Newport has been experienced.
“The current state of the market within the inner western suburbs for established dwellings remains very strong, with record prices experienced, in particular suburbs such as Kensington, Ascot Vale and Newport.
“However like much of Melbourne, the apartment market has stalled with the addition of a large quantity of new stock over recent years.
“In particular apartments built within the past ten years are feeling downward pressure as new, modern buildings are more attractive to buyers and tenants
“The mid-western suburbs have seen a shift in buyer prolife with a large number of smaller developers looking to purchase existing dwellings on larger lots to develop into new townhouses and villas.
“This has seen increase in demand through established suburbs such as Altona, St Albans and Sunshine with strong results, however, we’ve seen a premium paid by developers (to that of owner- occupiers) in some instances, pricing out owner- occupiers,” the report stated.
Herron Todd White says that prices close to the CBD are becoming pressured despite demand for good quality housing.
“Demand still remains strong for good quality housing as pricing pressure is felt closer to the CBD, which becomes ‘unprofitable’ for developers due to the added value of the improvements.
“The first-home buyer market remains buoyant with continuing demand for new properties,” the report advised.
Changes to stamp duty and First Home Owners Grant will make purchasing a property affordable for first-home buyers.
“With changes being made on 1 July 2017 to the First Home Owners Grant and stamp duty, the Victorian State Government has announced that stamp duty will be abolished for first-home buyers purchasing a home with a dutiable value of no more than $600,000.
“Eligible first-home buyers of new homes in metropolitan Melbourne will continue to receive $10,000 and regional first-home buyers will be entitled to an increased grant of $20,000.
“With these incentives from the Victorian State Government, the house and land market is expected to remain stable in the outer western suburbs such as Werribee, Wyndham Vale, Point Cook, Tarneit and Truganina,” the report stated.

Western Melbourne suburbs residential market remain very strong: HTW

Inner northern suburbs of Melbourne continue to perform well with strong results continuing at all price points, according to a recent Herron Todd White (HTW) report.
The property valuation firm says that detached dwellings continue to outperform units due to strong land values and proximity to amenities.
“Growth within the detached dwelling sector continues to outperform their unit counterparts driven by strong underlying land values, infrastructure and proximity to employment and amenities," HTW said.
“Outer northern suburbs of Craigieburn, Mickleham and Kalkallo are also considered to be performing well at all price points primarily driven by factors associated with affordability, infrastructure and population growth.
“These markets are considered to be tracking well with strong demand and relatively limited availability of new titled allotments being made available.
“We have noted however, that a substantial increase in supply could lead the market in a new direction.”
Herron Todd White warned that outer northern suburbs are at higher risk of being less popular if interest rates were to rise.
“Generally speaking, the outer northern suburbs would benefit most from an increase in infrastructure investment given the lack of pre-existing infrastructure to support the already growing population.
“Both the inner northern and outer northern suburbs would likely see a slow down if there was a significant change in lending criteria or interest rates.
“Outer northern suburbs however, are at higher risk of being impacted by a decrease in overall demand as they are more sensitive to rising rates.”

Northern Melbourne residential market growing strong: HTW

The Melbourne industrial market has opportunities for first time industrial investors with affordable price points throughout the outer suburbs, according to valuation firm Herron Todd White’s May review.
Investor opportunities are most notably outside the Metropolitan Ring Road to the west and north, east of the East Link Tollway and south-east of South Gippsland Highway. These include suburbs such as Cranbourne West, Kilsyth, Epping and Ravenhall. 
“Such locations are favoured due to their price affordability, proximity to amenities and access to main road linkages as well as nearby developing residential areas,” say HTW in their report.
So far in 2017, the industrial market in Melbourne has been tracking well, with a noticeable increase in values over the previous 12 months, it adds. 
The market has been assisted by continually low interest rates, low rental levels which continue to be stable and an increasing demand for smaller warehouse units. 
This increasing demand for small strata title warehouse units often appears to be for purchasers looking to create their own man cave without losing any space at their primary business location or at their family home. 
Increased infrastructure spending has also impacted on property values in a positive direction, with the widening of the Tullamarine Freeway, Monash Freeway and the beginning of the Western Distributor project, among others, assisting transportation and logistics businesses throughout metropolitan Melbourne. 
“In light of the above, we consider a good industrial investment property to be identifiable through these basic property fundamentals: 
<ul>
<li>Good access </li>
<li>No oversupply </li>
<li>Small to medium sized property </li>
<li>Good traffic management </li>
<li>Good ingress and egress </li>
<li>Access to sufficient parking </li>
</ul>
A property lacking in a number of the above areas would be considered unfavourable and less sought after in the market place. The industrial property market is expected to be fairly positive throughout 2017. 
Provided there is no oversupply or external shocks to the market, with population growth and increases to lower levels of the economy, property values are likely to continue growing in the short to medium term, the report concludes.

Melbourne’s industrial market offers affordable options to new investors: HTW

The residential market at Tamworth is rising, according to Herron Todd White’s latest report.
The property valuation firm says that there has been notable increases in vacant land values.
“Tamworth is currently experiencing a rising market with notable increases in vacant land values, sale prices for established homes and a strong demand for housing.
"New and established homes within sought after suburbs are where the strongest growth and demand is being seen.
"While there are still plenty of sales occurring within the less desirable suburbs there has been less growth with some re-sales within 12 months increasing very little ($5,000 to 10,000) or staying the same if the property condition is worse than on the initial purchase.
"Over the past 12 months we have seen vacant land values continue to rise.
"Within the suburb of Calala a block worth $120,000 last year is now selling for $140,000 plus.
"The demand for prestige homes within East Tamworth is also showing signs of rising as properties over the $1 million mark are selling within shorter time periods and for higher prices,” the report stated.
Herron Todd White says that affordability and employment are the two main factors in Tamworth’s rising market.
“The two factors driving the Tamworth market are affordability and employment.
"With strong professional, agricultural and commercial industries, there is plenty of employment opportunity within a range of fields.
"Along with the ability to find a job, housing is comparatively cheap with a comfortable 4-bedroom, 2-bathroom family home able to be purchased for $400,000.
"There is certainly a trend of families making the country change to Tamworth where they can afford a family home while still having a large employment market.
"The market has being doing well lately due to the affordability of housing for both owner occupiers and investors.
"The 2016/17 financial year has been good for the agricultural industry, with good rain resulting in favourable seasons for farmers, which in turn encourages them to spend and others to invest in the industry, resulting in further employment opportunities."
The veers noted the expansion of the hospital was also helping with an increase in the number of staff required.
"If the market continues on its current path, the increase in people moving to the town along with the increase in employment due to the expansion and establishment of businesses will see Tamworth experience several more years of strong growth,” the report advised.
Tamworth would be at risk of a declining market if the current demand for vacant land were to be overwhelmed by the supply and if the local commercial and rural industries were to suffer a decline due to drought or a skills shortage.

Tamworth residential market continues to rise: HTW

The 2017 retail market on the Sunshine Coast will likely continue in the same vein as the past six months, according to Herron Todd White’s recent report.
The property valuation firm says that the following things will most likely occur:
<ul>
<li>Demand for sub $2 million well leased retail properties is likely to remain strong.</li>
<li>Supply of these properties should remain tight with owners having few reasons to sell.</li>
<li>Demand for properties over this level are highly dependant upon tenant strength, however we are seeing transactions occur for older premises with either redevelopment potential or the potential to refurbish and re-let.</li>
<li>Vacancy levels in the prime locations of Hastings Street, Mooloolaba Esplanade, Cotton Tree and David Low Way, Coolum Beach are expected to remain tight. Rental rates in these areas may experience upward pressure.</li>
<li>Within the bulky goods market, vacancy levels are decreasing after significant supply added during 2015 and 2016.</li>
</ul>
Recent transactions in the market include:
<ol>
<li>Tewantin Woolworths for $17.3 million at a yield of 5.76% in November 2016.</li>
<li>Subway Maroochydore for $1.46 million at a yield of 5.63% in November 2016.</li>
<li>Retail Strata, Mooloolaba Esplanade at $1.55 million, yield of 7.41%, transacted December 2016.</li>
<li>Bulky Goods Strata, Noosaville for $4.2 million, yields 7.32%, deal struck November 2016.</li>
</ol>
The Point, Buddina is a 2,500 square metre retail development comprising 15 tenancies ranging in size from 12 square metres to 680 square metres.
Asking rentals range from $450 to $1,800 per square metre net per annum. Construction has commenced with some pre-leasing commitments achieved.
"The only caution in the market remains that as yields compress, whether there is a big enough yield differentiation between primary and secondary assets," the report said.
The retail sector in Gladstone for 2017 is forecast to continue at a similar pace to 2016, with rationalisation of rentals to more affordable and maintainable levels for local retailers and continued high vacancy levels in secondary locations.
“We do not consider this is likely to change pace until there is commencement of substantial new local projects,” the report stated.
Whilst there is still no announced start date for the Stockland redevelopment (approved in 2014), some positive news to the retail sector is the opening of the new Aldi store on the corner of Boles Street and Breslin Street.
The store is set to open in early March. Property sales activity is likely to remain slow.
